To those who carried out this attack as well as anyone who wishes america harm, know this, we will not forgive. We will not forget. We will hunt you down and make you pay. And more Concerns Today that isis could attempt another bombing. We certainly are prepared and would expect future attempts. Absolutely, but i wont get into the specifics of what those are. We are monitoring these threats very, very specifically, virtually and in real time. Joining me now, nbc chief foreign correspondent Richard Engel in doha, qatar. Nbc Correspondent Courtney Kube and Nbc Correspondent peter alexander. What is the Security Situation on the ground . So the Security Situation has improved. It has improved for the people on the base, the taliban have pushed out their perimeter. They are now set up with checkpoints and hundreds of yards from the entrance of the airport. The way theyre doing it however is quite brutal. There is a recent video that weve verified showing several taliban fighters whipping people who they approach, pushing them back, very, very aggressive and anyone who tries to get to the airport, but that, in a way, is what the u. S. Has asked for. They are asking for Crowd Control and the taliban only has apparently one speed to operate when it comes to Crowd Control and that is firing in the air or pushing people or whipping people. They are doing that now. There are not crowds getting to the Airport Gates or not the same kind of crowds, or in a city of 6 Million people they will always be able to find some way. That is right at the airport. Its also increasingly difficult to get to the airport even if youre not on foot. Generally, there have been busses shuttling people, shuttling, coordinated with the taliban to get from central Kabul Or Muster points in kabul to get to the airport. The taliban have been turning some of those busses back. So if youre in kabul right now and trying to get to the airport, it is extremely difficult, and it may even be that your window has closed. There are cases and if you can convince the taliban that you have documents or are a foreign citizen or have an american passport they will probably let you through, but if youre an afghan trying to get to the airport, its probably too late. Richard, we just heard the president saying yesterday we are pledging to find and make these people pay a price for this horrible bombing, but once the u. S. Leaves with the socalled over the Horizon Response to follow the drones 1200 Miles Away and very little intelligence on the ground, how practical is that, really in it took ten years to find Bin Laden after many, many misses. Its not that practical. When the u. S. Has 2500 troops there and was working in close cooperation in some cases directing afghan forces, afghan commandos, they had much better intelligence and much more Fire Power and they have the ability to react instantly because they were there on the ground with their assets. The difference between 3,000 troops and 5,000 troops and 3,000 troops and 7,000 troops is not that much. The difference between 3,000 troops and zero is profound because when you go to zero they take their equipment with them. They take all this overhead. They will now be trying to keep watching afghanistan from places like doha, from war ships, but there is no substitute to being there. So now it will be up to the taliban. Maybe some special Operations Raid if they find a particularly high value target, but it will be very tricky for the u. S. To start droning even isis in afghanistan. The taliban are not going to like that as soon as the americans pull out they start droning targets even considered legitimate targets and the taliban will have fierce opposition for that. Now its probably up to the taliban to hunt these people down, and i think the taliban probably will. They are an enemy of isis. Isis operated very differently. This is not the first Isis Attack in afghanistan. Isis always operated differently than the taliban. Isis killed civilians and they did these Mass Casualty Attacks where they would go after a hospital or a marketplace. The taliban, many attacks they carried out did also kill civilians were primarily focused on fighting and Killing Americans and other foreign troops. And youve just been hearing, and your big take away from the briefing today. I think the big headline was the fact there was only one Suicide Bombing Yesterday after being briefed many times yesterday that there were two. We also know that there was this extensive Fire Fight afterwards, as well. That was the big takeaway and people are asking why did it take almost 24 hours for that to come out. The early reports on these situations tend to be cloudy and end up being wrong in a lot of cases. That was one big thing. We also know the Evacuation Flight is continuing and we dont have a reason to believe that the deadline of August 31st has changed and the u. S. Military is still working towards that deadline and one thing that we should expect as these last couple of days and hours go towards this deadline is we will know less and less about the u. S. Military presence and activities on the ground there as we get closer and im sure you remember as the u. S. Is drawing down from the mission that began this drawdown that began in april, the Military Information Coming Out Became Cloudier and cloudier and cloudier and that was for operational Security Reasons and we should expect the same thing going forward in kabul with the u. S. Military presence and that includes both the number and exactly what it is that theyre doing. One thing we do know will be happening, though, is u. S. Troops will begin leaving literally in a matter of the next day or two, and it will take several days of the 5,000 troops out of there and some of the equipment. The pentagon has made it very clear that while they will prioritize lives on these final Evacuation Flights in the next couple of days, there is some equipment that they are planning to try to take out of there. We know that the military has aircraft. They have counter drone and counter rockets there called crams and they have artillery there at the airport and they have large vehicles like mraps and other vehicles that have been brought in for this evacuation mission. We can expect as they prioritize lives, they will have controlled detonations and they will blow up some of this equipment on site because they dont want it to get into the talibans hands, andrea. Peter, lets talk about the president because after his national Security Briefing he went into into it with israel, and the bombing took place. He was supposed to fly out last night so he stayed over. Tell us what they talked about. Im checking my phone because i know reporters have now entered the Oval Office where those two leaders are meeting right now and these are the notes that theyve just received, and the president among other things telling reporters in the room that Evacuation Efforts in afg remain a worthy mission. He again noted and acknowledged the bravery and the sacrifice of those 13 american Service Members who lost their lives and close to 20 others who were wounded in Yesterdays Attack there. He described again that sense that losing a Son Or Daughter is like being sucked into a Black Hole as he recounted the personal experience in the loss of his son beau in years past, and he noted the mission there remains dangerous right now and that is one of the key issues that the White House is grappling with. They recognize that there has been a lot of criticism about the Handling And Execution of this withdrawal, but they believe that americans supported the idea that the war had to end and eventually this would be a blip on the radar, wouldnt be the primary issue americans focused on and that all changed yesterday when we learned that 13 u. S. Service members lost their lives and this was among the Nightmare Scenarios that the president had been warning about for the course of the last several days and even now as we heard with the briefing earlier and from the White House, and again, just yesterday there are specific and credible threats there in afghanistan, in kabul and there are real fears here at the White House and the potential for future attacks and potential for more casualties still very much exist there, andrea . And that they may, in fact, be taking questions in the photoop because the tape will be played back and have that as soon as it happens and this is the first meeting between the two, and they have an alliance politically, at least because both have had difficulties with Benjamin Netanyahu and netanyahu is now challenging, trying to break this delicate Coalition Government for this new Prime Minister so its in both their interests to get along and it is in Joe Bidens policy to negotiate with iran. Iran is key to the conversation between these two men in terms of the questions whether they will be taking any, and the president i should note that he wouldnt be taking questions here and well discuss them at another time and specifically as it relates to afghanistan there are a lot of questions that are being raised here. As you speak about the middle east, there are a lot of complicating factors. There is the issue that america has with iran right now and the threat that it poses to israel and certainly there is this new, renewed threat of isis notably in the Pentagon Briefing and john kirby, the Press Secretary there and its the first time weve heard this noted, thousands when describing the assessment of how many isis fighters were released from that prison at Bagram Air base there, and so the u. S. Is still dealing with isis as it relates to the relationship with the taliban. Theres been so much criticism about the u. S. reliance on the taliban for security and even senator bob menendez, the chair of the foreign Relations Committee saying the u. S. Cannot be trusting the taliban for its own security. President biden just yesterday on that issue said that its not that the u. S. Trusts the taliban, but it is in the u. S. and the talibans mutual selfinterest in this effort because both of them want the united states out at this time and thats why they share an interest to compete and fight back against isis, andrea . Its certainly true that the President Yesterday Peter went through this range of emotions just during that briefing and during his comments. Yeah. It was the grief, prayerful, empathetic, but fiercely determined to retaliate, but that is going to be very hard to deliver, to find and track down these isisk fighters among the thousands and the u. S. Says there are as many as 10,000 jihadis up through june that have converged On Afghanistan as the new Crossing Point and the Melting Pot of extremism as the u. S. Prepares to leave. First of all, your reaction to the republican leaders comments today. A lecture from the party of Donald Trump On Prudence and Foreign Policy is hard to stomach. This is a party that stood by while the former president tried to sell his office to the russians and i am not going to countenance a Lecture Or Condescension from mccarthy. He made a hard and wrenching decision. He told the american people the hard truth that we could not win a Counter Insurgency without A Political Endgame, and we knew that it was going to be hard, but the Military Airlift is one of the most sophisticated operations in modern history. Weve gotten more than 100,000 people out of that country and we are going to wind down this Evacuation And Hand afghanistan over to the afghans. Tell me, as one of the one of the veterans, you know military veterans in congress, your reaction to the bombing. Weve lost 13 Service Members, mostly marines. 18 others are injured. How do you feel having served over there . Its an atrocity and a tragedy. The United States Marines are no better friend and no worsen me and our afghan allies have seen the u. S. Marines as their friends in the last weeks risking their lives to pull them into Freedom And Isisk will meet them as their enemy. Whether it takes ten days or ten years we will hunt down the perpetrators of this atrocity and we are going to kill them. I know that your previous correspondent was saying that Counter Terrorist operations is difficult and it is true that without troops on the ground, Human Intelligence is degraded and its gotten markedly better, and the Counter Terrorism operations are sustained in dozens of countries across the middle East And North africa where they dont have a Military Footprint and where they are able to neutralize Highlevel And Foot soldier terrorist. We will do the same with isisk and afghanistan. We know that the window is closing for people to get out, that busloads of afghans, atrisk afghans are being told dont even bother to come to the airport anymore because of the increased security that widened the perimeter. Are you confident that we can get all of the americans out by the deadline . Yes. Every american who wants to leave will be able to get out before the deadline. These evacuations are substantially advanced and theyre now going to transition into diplomatic channels. It still has leverage over the taliban even when we complete our military withdrawal. 90 of foreign reserves for afghanistan are inus bank and 70 is funded by international donors. They need our assistance to run that country and certainly to be able to run that airport. So we retained some leverage and we should use it, and we should also use it as part of the Counter Terrorism operations and isisk thinks that the taliban is too moderate and isisk attacks the taliban, as well. So the taliban has a selfinterest and may be able to provide something for that mission. After having served and what your veterans feel, do you feel the 20year war is worth it . It is too complicated, literacy has doubled and 20 times more are in school and most are girls. The taliban are inheriting a different country, but should we have fought and sunk 2 Trillion into a Counter Insurgence they in Situation Room after Situation Room our national security officials knew could not be won without A Political Endgame . No, i dont think we should have, and thats why my generation of leaders in washington needs to hold to account every administration from bush to, yes, biden through this war so we can learn the lessons and prevent endless wars in the future. My heart goes out and our hearts go out to all of those who weve lost. Look, the mission there is dangerous and now its come with a significant loss with an american personnel, but its a worthy mission because they continue to evacuate folks out of that region and out of the airport and evacuating more than 12,000 additional people out of the airport in the last 24 hours. I met with my commanders this morning and first thing in the morning i got a detailed briefing about Yesterdays Attacks and the measure theyre taking to complete the mission and we will complete the mission. Im not going to take any questions because of the Prime Minister being here On Afghanistan now, but ill be available at another time. Its great to have the Prime Minister here. Amtrak is a lot from new york to wilmington delaware. We have a few corporations, when he was in private practice and he heads and leads the most diverse the President Meeting with the israeli Prime Minister and its their first meeting and they do have some issues and areas of disagreement between the u. S. And this new Prime Minister over whether or not the u. S. Should be involved or trying to reengage iran in talks over the nuclear program, but that said, theyre trying very, very hard to get along and they have a mutual interest in not having Benjamin Netanyahu from getting back into power any time soon as in israel. On afghanistan, you heard the president talking about the grief with those american Losses Yesterday in that bombing and american troops overseeing evacuations nonetheless in afghanistan remaining under Threat Today from isisk, the branch of the islamic state that claimed responsibility for the Suicide Attack and it is a bitter rival of the taliban in afghanistan. Heres more. With just four days until President Bidens deadline from withdrawing from afghanistan, a growing threat to the evacuation of the remaining americans and afghan ally, the Terror Group known as isisk. I repeatedly said this mission was extraordinarily dangerous and why ive been so determined to limit the duration of this mission. The group formed six years ago in pakistan has now taken root in afghanistan, gaining even more force when the taliban during their march toward Kabul Released Thousands of terrorists from the countrys prisons including isisk fighters. Now the group is challenging the taliban for control. Isisk is clearly the group which has the greatest straight antipathy for the west and the united states, but the only good side of that is they also have antipathy for the taliban and the taliban have no love for them either. The Centcom Commander warns isisk can have an attack at any moment. They can have a suicide from a small vehicle to a large vehicle. Theyre looking at those options and a walkin, a vestwearing Suicide Attacker. The isisk is not the only threat to the u. S. Evacuation mission to the u. S. In these final days. The taliban put the leader of the Haqqani Network, kalil haqqani, who has ties of Al Qaeda, in charge of security in kabul. Haqqani has a 5 Million u. S. Bounty on his head and brazenly showed up a week ago at Friday Prayers in kabul. The haqqanis are expert at two thing, taking People Hostage and committing Mass Murder attacks of this scale. Nbc News Correspondent Ken Delaney joining me now with his Deep Dive on kalil haqqani. What do we know about this man . Andrea, he has a 5 Million reward on his head from the State Department because hes a designated terrorist. He is a gobetween between the Haqqani Network which is a terrorist organization and Al Qaeda and pakistani intelligence. The haqqanis are vicious thugs according to intelligence officials and you heard general mcmaster there, they have kidnapped many, many americans, they have been involved in Suicide Attacks. So the notion that one of their own and he is the brother of the founder of the Haqqani Network, hes in charge of security in the capital of afghanistan just boggles the mind and shows you what unappetizing choices we are left with in afghanistan, andrea. The new Prime Minister admits the dispute that has existed prior to his taking office between the u. S. That was ironed out by the visit of the Cia Director Bill burns to israel just a couple of weeks ago and now the meeting to sort of finalize the fact that there will be a very close cooperation ongoing between these two leaders even though they disagree on iran they will revert back to what has been bipartisan decades by policy that was interrupted by netanyahu when Joe Biden got elected. The president admits that not everybody will be able to get out. Whats your reaction to that . Im im worried because we need to show afghan allies that we are going to support them. The only way to, you know, contain the taliban, to contain the haqqanis and the haqqanis who you just spoke about kidnapped us. It was the haqqanis and not the taliban. The only way we will succeed in this is defending our allies and helping our afghan allies flee. The Bombing Yesterday was a tragedy. I guess we cant give up after this u. S. Airlift and my broader point is that this is a longterm challenge that wont simply go away after we pull out our troops. And when we talk about the threat that we face, gail and david, we want to listen to what the President And Bennett are saying in the Oval Office. You know, these very days illustrate what the world would look like if a Radical Islamic Regime acquired a nuclear weapon. That would be a nightmare for the entire world. Iran is the Worlds Number one exporter of terror, instability and human right violations. And as we sit here right now, the iranians are spinning their centrifuges and we have to stop it, and we both agree so we developed a comprehensive strategy that we are going to be talking about with two goals. First goal is to stop iran on its regional aggression and start reeling him back into the box and the second is to permanently keep iran away from ever being able to break out a nuclear weapon. As i told you, mr. President , israel will never have or ask troops to defend ourselves. Thats our job. We will never outsource our security. It is our responsibility, but we do Thank You for the tools and the back, and youve been given us. We will also be talking about the covid and the Delta Variant which is Wreaking Havoc across the world, and you were the first to call the pandemic, the pandemic of the unvaccinated and that could not be more true. President , today you and i and youve been so generous with your time in these difficult days, you and i are going to write yet another chapter in the beautiful story between the united states of america and the jewish and democratic state of israel. This was at the national Security Meeting Today in the Situation Room, that another Terror Attack in kabul is likely, which, of course, has prevented busloads of atrisk afghans of getting to the gates. How concerned are you about your friends, colleague, many others who are not going to get out. First of all, i wanted to say condolences to the Gold Star families and to those who are a part of the entire fabric to see the loss yesterday. I am so very sorry and to just know that there were afghans who were in the crowd because they are so desperate to leave and theyre people that stood with nato and the u. S. I do think the administration is working hard. It is a lot of people and it is not only the u. S. , right . The u. S. There can be a humanitarian part that gives safety to all these people and were talking about journalists and people who came to the u. S. Diplomatic areas who came to the u. S. Development areas every single day, young people who really tied their fate to the majority that was coming and they were young women and our young women and young men just like the ones in your family and youre counting on so many of us to help them. They have the paperwork and they have the ability to go, and its just building on the work thats already been done to get folks to safety. Because were about to see significant clashes between the islamic state and the taliban who were never friends and who now, if you look at folks who monitor extremism of Bulletin Boards and chats are saying the trash talking between isis and the taliban are through the roof. So were going to see more and its critical that the world steps up and makes sure that people who stood alongside of the united states and nato and the international community in afghanistan arent able to get to safety. Both of you, i wanted to ask whether you have any confidence that the taliban has changed, that their protestations that theyll treat women with respect and not resort to their previous tactics really matters because we hear from the State Department and other u. S. Official, well, they need our money. They want our respect. They want to be recognized, so theyll have to change. Gail, first to you. You have to look at the rhetoric and the reality. Right now it doesnt give you a lot of confidence, but what we can be confident in is that the world has leverage. The World Bank has frozen its disbursement. It has 9 Million in assets that the taliban will need. It will need money. It wants to show especially as it goes up against isis. It wants to show that it can govern. Are you going to use your leverage to say women included in government and in education, make sure you dont go back to brutality and if you want the money you have to let people get to safety. We do have some leverage. And david, what about the change, the taliban who kept you captive for eight months. Have they changed . I think theres an opportunity to try. I think gayle is right. Theres tremendous leverage. Force the taliban and use the economics and money and force them to change, but Halil Haqqani is a member of the family who kidnapped me and they are still holding an american today. We are leaving behind tens of thousands of afghan allies and Friends Of Mine who are desperate, trying to get to the Airport And Cant make it.
