They were tortured by the taliban, but since yesterday, the afghan people are more bullied. Do you think it is another civil war, and everybody now, they show up One More Time for their activity, do you think that is one . Before i take that question, i want to take the opportunity to make sure that we express our Con Don Lens for the afghan people who suffered in yesterdays attack. We know there was a number of people killed and wounded people at the airport. There are families dealing with the same devastating terrible news that Gold Star families are dealing with. On behalf of the secretary we offer our thoughts and brayers. We dont, we obviously dont want to see the country torn through civil war, but that is why whatever the future is from a governance perspective, we want to make sure that afghanistan leaders are held to proper account for the way theyre governing and that afghanistans neighbors also try to play a constructive productive role in whatever the future of afghanistan is going to be. We will not have a Military Presence there, the united States Government will still want to see what we can do with the international community that but i think it would be foolish to try to be too predictive. The Commander And Chief made a very clear decision that it is time to end Americas Involvement on the ground and in the war in afghanistan. And were going to execute that decision as we should. Will you clear up what it sounds like. We have the total number of 13, and that is for the clear, at this time, they cant. Im not able to break it down specifically right now, david. I want to defer to the services to speak to their specific number of casualties. We dont want to get ahead of that. Have you answered questions about whether or not the taliban met the question to push the barrier further, and he talked about closing some specific roads. But other activities that will increase the security and the faciitation of those getting through. I cannot report what actions they have taken, but i know the discussions. You said they provided information to the taliban, can you tell me what youre taking to take that to heart. The taliban, staging a force in the region, getting more people out, Et Cetera . I think my colleague has addressed this question before. They are helping any americans that want to get out after our Military Presence at the airport has ended. It is not completely separated from the larger effort that the government pursues all over the world. That doesnt necessarily involve the military, i will not speculate what happens after this mission end. Back to what david was asking, if the u. S. Military knew there was improvements to be made, why was this discussion not engaged in before the attack . The general is very clear that he is asking for this now. Before we had a specific threat assessment, it was of paramount importance for general mckenzie, for the secretary, and i dont want to speak for the chairman, i can tell you from the very beginning Force Production was at the front of it is something that changes all of the time. We tried to do the best we could on what we thought were the specific threats that we were facing. And you heard The General Talk Yesterday about even overwatch in the air. It includes daily communication about the nature of the threat. Clearly all of that effort, and there was a lot of effort, clearly fell short in some way. Because this attack was able to be perpetrated and we did suffer as well as our afghan friends suffered casualties. We did not act immediately to just double down and make sure that we were being as antisipatory as usual. We want to make sure that were prepared for those. Just by virtue of the fact, it doesnt mean that they would have necessarily been the proper steps for what we saw yesterday. We have additional information and so what i would tell you is that what youre seeing us act on to the degree that we can talk about it is based on the investigation that we have and i think i will leave it at that. Does that mean you have developed additional information since the attack. I thought he carried it very well, we are certain prepared and expect future attempts. But i wont get into what they are. Were monitoring these threats very, very specifically. Virtually and in realtime. I think you can understand when you get into that. In the wake of the attacks have the u. S. Commanders on the ground had improved communications with taliban commanders not only and in security, but in potentially getting siv applicants through the gates . And secondly in the wake of the attack since isis is also a problem for the taliban is there potential there to coordinate and target isis . So we say improve communication. I just want to, i would answer that with continuing, you know, communication. So improve, i would say, every day that is improving because we have more repetitions. Were able to continue to have open lines of communication. I would say it is improved. The repetitions are happening and the understands of the taliban and what needs to take place is being reinforced. And so i think yes, and then your second question is of passing on specifics like what are we looking for here . What is the threat that we need you to look for . Yes, that is absolutely being passed from the commanders on the ground to the taliban commanders to ensure, as mr. Kirby said, we understand what to look for. We understand what the threat is to try to prevent it. What about targeting isis, though . Yeah, those isis threats that could come in. Secondly there was a secondary explosion later yesterday u. S. Forces were doing controlled detonations of quilt. Equipment. Can you talk about what is being done . So the actual specifics of what time of equipment was destroyed, i dont have that, but what we have said is that you know the commander has the authority there to destroy equipment that they feel is responsibility. As we talk about controlled detonations, i think that is your specific question, that is what we call, that is a controlled detonation that could take place if the commander decided to destroy some type of equipment. There is other Equipment And Material thing thats will not be brought back with us. Were going to do this in a judicious way. Some stuff will be back with us, but for the aircraft that are departing, as we get closer to The End of the month we want to prioritize Passenger Seats as much as possible. Youre going to continue to see things dispose of and in a responsible way, and we think people expect us to do that. John, what is the Departments Assessment of the capabiliies of isisk. And is there a concern that they could lose to large attacks against the united states post August 31st . They are a serious Terrorist Threat and that was brought home to us in pretty stark ways yesterday. We take the threat very, very seriously. I dont want to im not going to speculate about future threats, what i will tell you is the president made this clear, the secretary made it clear to the leadership at the pentagon, were going were not going to allow a tax on the homeland to emanate from afghanistan, again, like they did 20 years ago. And we do have over the horizon of capabilcapabilities. Do you think they can defeat them . I think that the threat from isis is real. No one wants to see that threat grow. I cannot speak, i would not begin to speak for taliban capabilities or taliban intent. Obviously there is significant animosity between these two groups. And they dont share interests. But im not it would be foolish for me to try to predict the degree to which they may conduct this. They do not allow the attacks to emanate again. Were aware of that as well as Counter Terrorism operations around the world. And it has ma as itty matasticized. Can you speak to any ops. Over the last five days, we have seen 89 to 94 flights. Can you explain why the number of evacuations fluctuate so much. I think what you have seen is, i will just break those in two bins. As you look at the u. S. Flights, they have stayed steady. Other countries are coming in and theyre evacuating certain numbers where they are in the capability and requirement. There is r some sberchss in the outward flow. They are just under a few weeks ago. Zero up to 110,000. But would see some of those numbers start to come down. Going back to the phones, sam . Hey, john, as part of the exist is it the u. S. What is the obligation . The airport is functioning, sam, and were going to need it to function until the very end. As we depart we will need to depart from a functional and completely operational airport. It will be operational right up until were gone. As you probably herd secretary blinken say the other day were working with the international community. We have several nations that want to continue, and theyre willing to work with the taliban to that end. Certainly let them speak to that effort. Gordon . The taliban, the operations against isis, aside, any future things, or whatever, do you have any assessment of what Isis Fighters at the prisons that they may have taken action against or killed other than some of the ones that we know about . I do not. Is that something that is knowable . Have you sought to find out and cant find out . I dont know if if that is knowable. I dont want to raise our expectations on the granularity of what we may have gotten from the prison releases. I dont want to have that happen here. The 50,000 siv capacity. In the same four states that previously report, or will it be a capacity beyond virginia, texas, and wisconsin. I added some facilities today, one in new mexico, and two in virginia. And the secretary has been cleared. If we need more, the demand is there, we will work with the states and we will work with the services to identify potential u. S. Military instilllations. Currently there is a 14 step process. Given the security challenges yesterday, is there going to be a change in where those are processed . Is that where it is being brought overseas . That is for the State Department that runs the siv process. Thank you. May i ask, thank you, sorry, next time i will bring more. President biden said that also general mckenzie said that he had spoke to international partners. Was there a Military Option for the international partners or our allies in South Korea . What are the options . Yeah, so i cant speak to general mckenzie. And the discussions other than what he said yesterday, are continuing to coordinate with all of our allies and partners, did the ability to be able to synchronize all of the Air Lift that continues to come in, and ensuring that as timing goes forward that is all. What is the Special Forces for allies and the international partners. Im sorry, i from the operational side, i think that it is just like i said earlier, it is to continue that support, the work together as we continue this mission forward, it is extremely important. Thank you. I would like to follow up about something. Theres that been some attacks against taliban Check Points. Can you give us any more clarification on the sharing of american citizens, information as well as siv information. There was reports that they were sharing that information. What information is very important right now is at the Ground Level to ensure that as people approach Check Points, that the taliban Check Point leaders have and understand who is coming. What documentation theyre supposed to have. That is really important to us to ensure that people are not in areas and that people are there for periods of time. If commanders on the ground continue to coordinate, how do we continue to increase that throughput to get on as fast as we can. That is very safe to get them there. Thanks. How many troops, u. S. Troops are still on the ground and how is the Security Posture at the gate. Is there more or fewer troops . Is there more overwatch of the crowd for suspicious activity . We talk about Troop Numbers and capability. Capability has not changed for us to secure all of the gates to process evacwees, and our ability to rapidly turn aircraft as they arrive and get those. And as we talk about Force Protection at the gate, im not going to get into the specific ttps that those junior leaders are taking down. We work within all of the capabilities that we have to ensure that one we can continue people to commit and to stay safe. Does that mean you have to switch things up to make It Safe . I would say patterns are things that we try not to get into. So i would just say as the most simple operational piece were always doing things that we can to keep us safe and not create patterns. We still have active Threat Strains and were taking steps that we believe are appropriate to those streams and i think i would leave it on that. As The General mentioned today more than 5,000 today, were not going to go in into a daily count of what is on the ground. Getting closer now to The End of the month and The End of the mission, dont expect daily updates on what is there at any given moment. When you said there is an investigation into, interviewing possible witnesses, who would be doing that, and how do you do that in a war zone. I would not characterize it as that, but they are trying to do the forensics here. It will be a very complete and thorough information. I will leave it to them to describe to you what the architecture will be. They are doing an incredible job, but my question is a strategy, do you think that in investigation they could use their control . Its not about u. S. Control in The Endo pacific, its about protecting our country from threats and challenges that emanate in that part of the world and revitalizing our network of partnerships to help our partners in the international community. The Vice President just returned this morning and were laser focused. As well as the opportunities that are there. It is about u. S. Partnership. I know you dont want to talk about the circumstances of the attack, but can you tell us if it was at the gate itself, or at the Check Point . Or was the Guy Walking . Was he. Firstly start with details that are continues to be collected. As you know as the attack starts you have to fight the fight and where were at right now ensuring a, you know, the Respect And Dignity of the wounds of those that were killed in action. So as we look at the details, we saw yesterday at about 17 40 kabul time, there was what we reported as a suicide born vest there exploded right at and around the gate. We dont know the exact location, but it was right outside of the vicinity of that gate. And followed by direct fire an Enemy Position that is not exactly known. It just goes back to what i said right now, what we know right now there was shooters. Dont know the exact number, but one with a suicide vest. We all right have you. Go ahead. Like i said were asking very detailed questions about a fight that will continue to be collected. I cant answer, you know, numbers. That is just how it could come out, but just knowing the facts, the incredible devastation there, i think we should leave it there. My question, question the president said we will hunt down and get revenge on isis. What will it look like if we go into a situation where we go hunt down these isis people . As we look at currently, i think i answer e answered that question. We have options there right now that we can ensure the commander as the ability to take option. Im not going to go into think about the decisions he would make in future applications. Just a quick follow up on the gunman, was there more than one, was a gunman killed . What we know absolutely by fact is that there was a suicide born ied right there and gunfire. That is what we know. You have 31 american casualties overall nap is a significant number at one location. I mean what, how can we explain were they concentrated in one area. How is it that, or are they spread apart in one line and is that just how the blast was . You know, this answer is not going to be rewarding to you. It goes back to the commander will figure all of those out, right . Those are the questions they think are very appropriate. But right now what i can tell you is the commander can continue that. A couple of the questions that we answered earlier will come at the proper time. I know it has been said numerous times that the focus of the mission is to get evacuees and americans out as quickly as possible. But for those injured during the Attack Yesterday and taken to the local hospital, has there been any talks about setting up security for those individuals . Im hearing reports that isis may attack that hospital. Is there any talks to possibly help keep those civilians safe from a potential attack. And when theyre real enough to travel. There was some afghans there that were part of that options there. I know there was afghans taken to multiple locations in kabul. Time for a couple more. You said that lives are the priority. The question is pretty straightforward, should the u. S. Or americans expect more u. S. Casualties in the next few days . We dont want to see any more casualties. Were monitoring the threat streams very closely and we are looking at what is the best possible steps to prevent another tragedy like this from happening. The secretary was making that very clear. It is a paramount concern. Adding to that apparently there is a bottleneck At Bulles with the u. S. Airlines coming in. Are you aware with this, or refugees tuck on the tarmacs for hours. Yes, and they have proven accurate in the last couple of days. It is really more of an issue for customs and Border Pa control. So i dont want to speak to them or their process, but as we understand it this morning they have worked through the difficulties and we believe that wait time now upon landing is going to get much, much shorter. I refer you to My Colleauging at customs and Border Patrol. How many afghan sivs have been flown out so far . Check me on this, but we looked at this number before coming out. It is just under 7,000 now that are in the states and being processed, and that number will change every day, as it should. Thanks, everybody. Well see you again i said 3 00, but it is 3 30 this afternoon. We were getting updates as we were coming out to see you and well do our best we can to be more punctual. We have been listening to a update after the blast that level some dead, scores more hurt. One big update we just heard is they now believe it was a single Suicide Bomber, not two, as originally believed. The pentagon says they are looking at specific credible threats. The mission to evacuate as many people as possible continues. Lets get right to our reporter and experts right now. Were joined by ben roads, a former deputy advisor. He is also an msnbc political analyst. He is also retired army lieutenant colonel. Ben, let me start with you. We have big updates there. One single Suicide Bomber, no second explosion, a Security Failure on the talibans part, it may have lead to thursdays blast. They are saying that were facing a specific threat at the airport. What is your general reaction to what we just heard . The taliban has not asserted control. That opportunity mean they have the structure to secure a large Scale Site like that. So its not surprising to me that you will have the inherent needs there. That has shrunk down to the airport. So the information is not as frequent. What i also took away from the briefing is that they are providing updates about the number of troops on the ground, this is truly an operation that is beginning to shift from the Evacuation Focus to being able to get out to people who have been there conducting the operation. It feels like there is a bit of a turn there. It was a little inevidenceble. What is also clear is that this is still an unstable security situation. So there is tranlically a lot of people that will not get out to the people that have been conducting that operation. Doug, when it comes to this mission and the ongoing threat of more attacks, were relying on the talibans help here. A lot of people were crashing their heads about that. Is that really our only option at this point . Relying on a Working Relationship with the taliban . I think we are, we see a lot of other options, you know, this is a moment where we have to fight with the ally that we have, not that the taliban is an ally. They are talking about security and i would have thought you were crazy, but here we are and they do seem to have viewed this evacuation as going well until at least the 31st as being in their interests. At the least we have a temporary alignment of interests with the taliban. They appear to be doing their best to maintain some type of security perimeter, but as ben pointed out, that is not what theyre good at we have all seen in the chaos of the crowds, it is hardly surprising that there was a gap that will be exploitable from what is in the perspective of isisk for a very lucrative target. Many times there is a retaliation of some sort. If we have far fewer assets there, far fewer roads, what will that look like . I think what it looks like is a way that the united states is conducting Counter Terrorism operations. So if you think about the conduct of the post 9 11 wars and in some places like somali, or parts of syria, you try to gather intelligence the best you can. You have networks on the ground and presumably in afghanistan. You dont have an enormous base like bagram like the united states has had in afghanistan. So i think what is will be from a national security perspective, the challenge going forward is what will be the platform. How will we try to disag Ra Gait between the groups that are functioing in afghanistan. How are you distinguishing between groups that we dont like that are now in charge of afghanistan from groups like isisk that conducted this attack or have aspirations to conduct further attacks using potentially afghanistan as a safe haven. I think what the administration would like to build is the kind of infrastructure where we can get good intelligence, determine what kind of a threat they pose to us. Deter who may be responsible for the attack, and youre taking Air Strikes using discreet Military Power instead of the things that we have had in afghanistan in the past. It is obviously a risk. President biden is saying look, we are conducted Counter Terrorism in a lot of countries without parties painting in this civil war. We are betting on the capacity of the u. S. Intelligence agency, and emanating from afghanistan without having the infrastructure that we had in the last 20 years. Ken, we heard a lot about the specific credible threats that the Forces Fate as that airport in kabul. We should expect future attempts. What do we know about where these threats are being monitored and where theyre coming from, ken . It is excruciating, sheer what we know, two officials told our local Correspondent Yesterday that theyre now regretting their actions to empty the prisons as they retook the country. What theyre acknowledging is that in the course of Freeing Hundreds Of Thousands of taliban prisoners, they also freed a number of isisk fighters, hardened fighters, including were told Master Bombmakers and theyre posing a serious threat to the Urs Forces right now. Theyre relying on the taliban to do the initial screening to make sure someone is not wearing a suicide vest, that is just an untenable situation. There are technologies that the u. S. Has in terms of jamming and trying to thwart suicide bombs, but its no wonder theyre saying theyre very concerned about it, craig. I want to bring in Courtney Kube now. What more do we know at this hour about the evacuations. How many more americans are left. How many have we seen in the last 24 hours. Thats right we know we got at least many americans out. There may be more that need help getting out. I say that as may need because were hearing more and more that the efforts are likely americans there who may not want to leave. But i think there is a couple important things that we learned in that briefing today. Obviously you touched on the fact that now we know there was only one Suicide Attacker and not two. And the reason for this kind of confusion as everyone on this panel knows is the initial reports tend to be wrong that come out of these. One u. S. Soldier is among the 13 killed. Now the numbers that sadly keep evolving over the hours since this attack, are that we know at least 10 u. S. Marines were killed, at least one u. S. Soldier was also killed here. We do not have any identities of the individuals that were killed in this attack, but thats the kind of information that we expect to get in the coming hours, craig. Were also learning more about the specificity of this threat from isisk. We heard from general mckenzie saying that some of the specific threat lines, the Suicide Attackers, the potential for a vehicleborne improvised device. They were able to drive it near or on to the airport there in kabul, and they are concerned about this continuing risk from Rocket Attacks against the airport. Now we know more from our briefing that this is a continuing threat in is a specific Intelligence Stream that theyre monitoring. It points back to a threat from the Isis Group and its continuing and it is still very specific. This is something that we will continue to hear about over the weekend. As the evacuations are also ongoing on the weekend, one thing we should expect is to have more and more u. S. Troops as they get closer to the deadline on some of the flights going out. Of course it stands to reason that as there are more u. S. Troops on the flight theres will be fewer and fewer evacuees. One other balance that were trying to get a consensus of, is will they start putting some equipment on some of those Evacuation Flights . We have been hearing continually that the military will prioritize lives over equipment, but that is one other thing we will likely see going forward, and likely well see the equipment on the ground, blowing the stuff up before they leave if they just dont have space when they leave. Craig. Josh, how is the White House moving forward when it comes to the plans for September 1st. President biden has been very firm that he will not let a Terrorist Attack as gruesome and awful as it was dictate what the u. S. Will do. He will not extend this mission, more days beyond The End of the month, and it also means he says he will not wrap it up sooner than he intended. These evacuations will continue to pace right until The End of the month as the administration tries to deliver on the Goal It Set of getting everyone out that wants to get out at least among american citizens. I think in the last 48 hours or so. We heard a slight moving of the Goal Posts on what that means. They are choosing to stay behind but they actually do want to leave which would force the u. S. To find some way to get them out. Weve also heard the president saying yesterday when it comes to the afghan allies and the siv applicants and others that heness needs to get everyone out. So they are opening the door to the possibility that some of these folks will want get out by The End of the month and that, of course, raises the Big Question of what happens come September 1st and how does the u. S. Continue to carry out what it says will be its ability to get people out of the country. Look, afghanistan is a landlocked nation. So there are two ways out of the country. Theres the airport and the u. S. Government is now speaking to its regional partners like Qatar And Turkey about ways to try to keep that Airport Open despite the fact that it will be operating in a country widely considered to be a Terrorist Group and second, the u. S. Will be looking at options to get across borders like pakistan, turkmenistan and the other border countries with afghanistan. Thats going to be a very tough mission and the u. S. Somehow says that it will have some ways particularly through diplomatic means and not military means to get people out of the country if it needs to following The End of the month. Josh, thank you. Do stand by for me if you can, courtney, as well. The reaction from lawmakers ranging from grief to outrage with growing calls for answers from the White House. I am joined now by Pennsylvania Congresswoman Susan weil. Shes a democrat, a member of the foreign affairs committee. Congresswoman weil, i want to read your Tweet Yesterday for our viewers and listeners on sirius xm radio. I am devastated at the loss of u. S. Service members and afghan civilians in todays horrific attack and im thinking of their families. Our country feels their grief and we will never forget their love ones sacrifices. Although it is clear to me that we could not continue to put american Service Members in danger for an unwinnable war, i also believe that it could have been egregiously mishandled. Explain why its been handled egregiously. I dont know why it has been handled egregiously, and my use of the word has been clearly just a devastation. To call it a successful evacuation would be a complete disservice to the Service Members who have served there for the last 20 years and certainly the ones who are on the ground now and those who lost their lives yesterday. This has been as far from orderly as it could possibly be and i have a great number of questions about the evacuation itself. I want to know why we closed our Air Base well before starting the evacuation, and yes, i know its an Hour North of kabul and it would serve a purpose in the midst of all of this, and by the way, my questions arent just for this administration. They go way back. We need to look at the big picture. Clearly, the afghan troops were not prepared for this, and the afghan government was not capable of standing on its own. Surely, our military must have seen not just signs of this, but clear evidence of this over at least decade. Why didnt we know that . Why were we still sending Service Members over there if the afghan government and the troops werent able to stand on their own despite massive amounts of Money And Training by the u. S. Military. So there are many questions and its a very broad net that we are going have to cast so that we can learn from this horrendous mistake and not find ourselves in this situation in the future. President bidens Speech Yesterday vowing to find whoever is responsible for what happened yesterday and to punish them. What did you make of the president s speech . I thought the president s speech was as strong as it could be at this moment in time. I know that he is feeling very responsible and the weight of the world is on his shoulders, which, indeed it is. My heart goes out to anyone who has to give such a momentous speech at such time. I thought that the tone was the right tone. Yes, we are going to have to go after and punish these attackers. Im not looking forward to that because i dont want to see continued Military Presence in that part of the world, quite honestly and congress, of course, is going have to authorize an aumf for military force. We have taken steps over the last year to take back some of the War Power that congress is supposed to have. Im glad that we have. We will need to vote on that, but i fully expect that and let me just say i want to see it be a very sophisticated, technological operation with as few troops on the ground as possible. A Drone Strike . Something like that. Yes. Ive seen the drone First Hand and ive had the opportunity in 2019 to visit our troops in the middle east. We also had a stopoff in sicily at the Naval Base there, and we saw the drones First Hand. It was just a couple of days before a u. S. Drone took out general suleimani, and we had a very detailed, highlevel explanation from the Base Commander about how exactly those Drones Work and their accuracy. Its truly amazing. I could not possibly have understood it without seeing it First Hand and hearing it from the commander. I have great confidence we can accomplish a lot with those Drone Strikes. Congressman susan wild well have to leave it there.
