I appreciate it. Weve been through this only once before in our history. Before the evacuation in afghanistan, the American Military had carried out only one major evacuation from a war that we lost. That was in vietnam in 1975. In vietnam when the airport we were using came under Rocket Fire from the north vietnamese army, and two marines were killed, the final two soldiers killed in combat in vietnam, republican President Gerald Ford immediately ordered the abandonment of the airport, and the switch to helicopters, dangerously taking people from the tops of buildings to finish the evacuation. President ford immediately ordered the Evacuation Speed it up. The president never gave a thought to try to avenge the deaths of those two marines, or in any way prolong the dangerous situation, and extending his deadline for evacuating from vietnam. President forward speeded it up. But President Ford did not tell us any of that at the time. President ford did not say a public word about the evacuation, while it was going on or immediately after its and. Not one word. And not one word about the deaths of those marines. Today, when tragedy stuck in afghanistan and 13 marines, 18 marines were injured, President Biden said this. I bear responsibility for fundamentally all of that is happened of late. The pentagon estimates that at least 60 afghans were killed in a Suicide Bombing outside the airport in kabul. President bidens first Message Today was one of condolence to the family, and to the Loved Ones of the marines who were killed. My Heart Aches for you. But i know this. We have a continued obligation, a sacred obligation to all of you families of those heroes, that obligation is not temporary. It lasts forever. The lives we lost today were lives given in the service of liberty, service of security, the service of others. In the service of america. The president s second message was to the people who carried out the attack. To those who carried out this attack, as well as anyone who wishes america harm, no this, we will not forgive. We will not forget. We will hunt you down and make you pay. I will defend our interest in people with every measure in my command. The president then explained what happens next. We will not be deterred by terrorists. We will not let them stop our mission, we will continue the evacuation. Ive also ordered my commanders to develop operational plans to strike Isisk Leadership and facilities. We will respond with Force And Precision at our time, at the place we choose and at the moment of our choosing. Here is what you need to know. These isis terrorists will not win. We will rescue The Americans, we will get our afghan allies out, and our mission will Go On. America will not be intimidated. I have the utmost confidence in our brave Service Members who continue to execute this mission with Courage And Honor to save lives and get americans, our partners, our afghan allies out of afghanistan. The first question to the President Today was from nbcs kelly odonnell. Do you believe you will authorize additional forces to respond to that attack inside afghanistan, and are you prepared to add additional forces to protect those americans who remain on the ground carrying out the Evacuation Operation . Ive instructed the military, whatever they need, if they need additional forces i will grant it. But the military it from the chairman joint chiefs, the joint chiefs, the commanders in the fields, have all contacted me one where another, by letter, saying that they serve cried to the mission as it is designed. To get as many people out as we can, within the timeframe that is allotted, that is the best way they believe to get a many americans as possible and others. And with regards to finding, tracking down the isis leaders whove ordered this, we have some reason to believe that we know who they are, not certain and we will find ways of our choosing with our large Military Operations to get them. The president made a point to that every student of history, as he called himself, knows is true. Look, i know of no conflict as a student of history, no conflict where were towards ending, one side was able to guarantee that everyone wound it up to be extracted from that country would get out. As a point of historical comparisons, after the last american Helicopter Left, secretary of State Kissinger was asked, do you have any idea of the number of americans who remained behind. The secretary said, i have no idea the number of americans that remain behind. The united states left hundreds of thousands of people behind in vietnam who wanted to leave, and come to this country. Today the president suggested that the number of people who might want to leave afghanistan now could number in the millions. Millions of have ghani citizens who are not taliban, who did not actively cooperate with us as as ivs, who have given a chance, they will be able to board a plane tomorrow. Leading off our discussion tonight, joe cirincione, a national Security Expert and distinguished fellow at the Queens Institute for responsible state graft, Tim Kudo, Former Marine Captain who served in iraq and afghanistan, and adam weinstein, a former marine who served in afghanistan, he is now a Research Fellow at the Queens Institute. I want to begin with the Marines Tonight because these are your brothers at arms who are lost today. Timothy, let me begin with you, just your feelings about what happened today. I mean, its an entirely tragic day for the marine corps, but for the war in afghanistan, ive been over there and i think ive heard the screams of parents in afghanistan who have had their children killed, and then i heard those same screams come from the windows and families, its an other tragedy, as i look at today and the loss of life, im reminded that this has been happening in afghanistan for 20 years its been happening to Tens Of Thousands of afghans. More than 2000 american soldiers have been killed during this war, and i am glad this is coming to an end but also they wont be last voters to dine afghanistan. Adam, your reaction to the events of the day. Well obviously, todays events were terrible, and all americans are mourning the loss of our Service Members, but my fellow marine said it perfectly, this is an extension of loss of Life Weve seen over the last 20 years. It is a consequence of failed u. S. Military strategy and we cannot look at this, the evacuation in a vacuum. Whenever you have u. S. Troops in a country where non State Actors are able to blend in with the civilian population, the events we saw today, we witnessed today can happen in that has been the story of this war for the last 20 years, its precisely why the u. S. Military could not offer a sustainable solution for the conflict in afghanistan. Joe, i was struck today by looking, once again, at a Press Conference at Henry Kissinger participated in after the last Helicopter Left vietnam, and most of the press questions were about the futility of the war itself. They werent tactical questions about exactly what happened yesterday, and exactly how did you lose control of the airport. Henry kissinger was there saying what he thought was the ceasefire he had negotiated. Which did not work. And when you look at what happened then compared to what happened now, the biden administration has achieved much more but it is only marginal, its only a marginal approve meant over the first time weve tried to do this the lesson seems to be we do not know how to and No One knows how to run and organize safe evacuation from a war they lose. That is exactly right, lawrence, Overtreat Under Fire is one of the most difficult Military Missions to execute. Napoleon lost four more troops in his retreat from moscow than he lost in the invasion of russia in the first place. We are not used to this kind of action. We have lost the memory of what happened in laos, in cambodia, and in vietnam. You put it right. We have lost this war, and what we are seeing is The End of 20 years of failed strategy, failed Military Operations, failed Nation Building, and yet the discussion in washington is exactly the opposite of what you described with Henry Kissinger. In washington were focused on what has been happening over the last 20 days instead of looking at the last 20 years. This may be a chaotic withdrawal, it may be that Joe Biden Couldve done it better. But this is not why we lost, this should not be the focus of our attention. There needs to be a reckoning with what has gone profoundly wrong with The American strategy, and american overreach to bring us to this tragic point. We do apparently have some effect of communication with the other side in this evacuation that we did not have in vietnam. Lets listen to what the president said today about some of the effective communication with taliban on this evacuation. With regard there are certain circumstances where weve gotten information, and quite frankly, sometimes, some of you. Youre saying you know of such and such, a group of people are trying to get out, theyre on a bus, theyre moving from other people. This is their location. There have been occasions where our military has contacted their military counterparts and the taliban have said this, bus, for example, is coming through with X Number of people on it, made up of the following group of people. We want you to lead to that bus or that group through. So yes, there has been occasions like that. And to the best of my knowledge, in those cases, the bulk of that have been led through. Timothy, with your experience in afghanistan, are you surprised at the American Military is having some successful communications like that with the taliban . Im not entirely. We were over there, the afghan police in the afghan police would regularly speak to the taliban counterparts in the other commanders. You could jump on the phone with them as well, if you wanted to with your interpreter and communicate. It wasnt productive communication. It was often basically them taunting us, but this is very common over there and the taliban has shifted from becoming an aggressor to the government of afghanistan, it makes more sense to be in communication with them, and to figure out some way to work together towards what has noted was a common goal for both of them, which is a withdrawal of The American presence not grandstand. Lets listen to what Gerald Mackenzie said today about where we go from here. We continue to do that, thats not something that were beginning now. Weve done that all along. We will continue up until the last moment. Unless the general is talking about the way the evacuation will continue, and general mackenzie seems to be processing today as a day in battle, where you have casualties, you have a losses and that doesnt change your objective. Yeah, well we need to look at now as we shift from a Military Position to diplomacy, thats gonna be the inevitable outcome of where were at, no matter how this ends, that we need to find a way the taliban and the united states forces have done terrible things to Each Other over the course of the past 20 years of war, and that has created a huge amount of bad blood on both sides. Theres an inability to move beyond that. I dont know how are gonna create that approach, but we have to, because when we look at evacuating the afghan civilians that are then The Americans that are, there we have a short deadline to do this, but we should also be thinking about how we do this after that deadline and, not using our military, but using diplomacy, working with the taliban trying to figure that out and reverting to a traditional immigration, kind of program. Lets hope we can continue to get people out. Adam, was there something you wanted to hear from the President Today, or the Military Today that you didnt hear . No, not really. The president gave a message that was directed at The American people. It might not have gone into the specifics, that some Policy Analysts wanted to hear, but that wasnt The Point of this message. We have to remember that the folks that are castigating the president for the casualties we saw today, many of the same people said that 20 casualties was perfectly sustainable for staying in afghanistan. Its important to not hold President Biden to two different standards. President Biden Today should empathy, which was needed in this moment both for afghans and for the Service Members that lost their lives. And i think he expressed a commitment to think outside of the box, to get the rest of these people out. Thats what it is going to take. Thats why diplomacy in some form with the taliban is going to be essential for making sure that we can get our partners and americans out of the country, as with days going forward. I think we should remember diplomas in communication with the taliban is not the same as granting legitimacy to the taliban. Those things shouldnt be conflated. We can talk to the taliban just like we already are talking to the taliban, without recognizing their action of taking government by force. Joe, let me begin with you new reaction to what the president had to say about the history of afghanistan and how it relates to where we are tonight. Those were some strong, honest comments from the president , you may disagree with some of the ways hes been implementing this evacuation, but hes not lying to us. Hes telling us the truth, hes explaining it shows the way he sees it, i think accurately. Hes getting to the heart of the issue, this was a flawed strategy from the beginning. Going in taking osama bin laden, disrupting alqaeda, yes, check. But then to stay trying to have a continuous american occupation of this country to construct a centralized government, which they never had in their entire history as the president pointed out, and all for what . What purpose . To try to use American Military power to reece shape the geopolitics of the middle east. This is what the president is taking issue with, and in washington, you see a determined see why a operation going on, to cover your butt operation, for all those that have been responsible for the war for the last 20 years are now on Tv Saying that these words were just and noble and if we just listened to them, Everything Wouldve worked out okay. That we couldve kept 2500 troops in afghanistan, and add Stability And Security indefinitely. And oh, by the way, were being stabbed in the back by Joe Biden. This is a very dangerous moment in the Foreign Policy establishment. We have got to be honest about why we got here, and not continue these kinds of efforts to salvage, to pass reputation and prestige. Lets listen to the president reminding the white House Press Corps in The American people about why the military went into afghanistan 20 years ago. Our interests in going was to prevent alqaeda reemerging, first to get bin laden, wipe out alqaeda and afghanistan, prevent that from happening again. Adam weinstein, you can think thats a statement of the obvious, but it actually isnt these days. That fact has gotten lost in so much of the discussion of whats been happening in this evacuation. He engaged in so much gaslighting, that he begin to believe the taliban message, which oftentimes was detached from reality. Look at isisk as an example, this is a group that killed 90 school children this last may, u. S. Troops were still in the country. This is a group that the may before that engage in an attack on a maternity ward. So isisk is a group that has terrorized off gone society, even when we had upwards to 8000 plus troops in the country. Its precisely the kind of non State Actor that u. S. Troops were not able to deal with and it is the reason why it did not make sense to have an open ended Military Strategy here. What did we achieve in afghanistan . We didnt defeat alqaeda, and the president s job is to take these risks that still exist and prioritize them. I think he rightfully made the assessment, and it just didnt make sense to stay in afghanistan indefinitely. Its very easy to go around like the Hr Mcmasters of the world are doing it so we have a risk here, and we have a risk there and say that we should just chase them with permanent u. S. Military intervention in perpetuity. But that is simply not a strategy. Tim kudo, i was thinking today about 1983 and im sure is all marines think about when the marine barracks in beirut was blown up by a terrorist, 241 deaths, mostly marines, 220 marines are so in that group, and President Reagan did absolutely nothing other than completely retreat and remove all marines from harms way. Compare that to where we are tonight. Yeah, so my whole unit was one of the units in the ground in kabul right now, may even be the unit that took the Casualties Today and we were that unit in beirut where the Beverage Battalion when i was there. I look at the reaction in the past day and it is just mindblowing how much, not only do people completely ignore what is happening in the last 20 years, and the attacks that have just been mentioned have happened over and over kabul and other parts of the country, but also just the reality of what it is to be at war and to try to accomplish a mission in a hostile territory, to face the risk of casualties, injuries and death, and the best part of what it is to be a marinas to go over there and do this. In the past couple of weeks theyve evacuated more than 100,000 military and partners, and thats an accomplishment. As we look at the casualties, as tragic as they were, it wasnt in vain. And joe, Jen Psaki had to deal with a Question Today about two republican senators calling for President Biden to resign over what happened today. And of course no republican senators called on mild reagan to resign when that happened in beirut through the 220 marines, 241 military personnel. So we are in a zone here where we are not going to be getting through this together. We are going to be getting through this in a contentious way, with republicans trying to make the most of it. That is one of the saddest things about this. In a time when we should be mourning together, expressing our sympathies together, we see this caught up in the mall of this disinformation, partisan hyper Attack Mode that is washington these days. And it is used to call for resignations. As Hr Mcmaster did, said this is just a matter of political will, and say that Joe Biden doesnt have the manliness to go after them and spread the disinformation they have been spreading today. It is sad and tragic. While people like me get to pontificate, my thanks go out to people like tim Kudo And Adam, who did the right thing, implementing a strategy that they had no role in creating. They did it to the best of their ability. We owe you, tim Kudo And Adam weinstein, and lawrence thank you for having them on. Adam, one of my fears about how this has been discussed over the past two weeks, is that in the air, and certainly there has been previously, there has been this month apologizing about the capacities of the American Military, and that it is a Flawless Machine that can do anything. And that there is no reason why it could not have run a perfectly organized an honorable Retreat And Withdrawal from afghanistan. And that kind of Magical Thinking, it seems to me, is part of the kind of Magical Thinking that allows you to go into a war like this, that you will then find yourself unable to get out of. Well, if we look at some of the dysfunctions that were inherent with this evacuation, and you are honest about it with yourself, how can you possibly think that the united states could remake afghanistan . Or engage in Nation Building or be successful with that. We have seen both sides of Washington Talk about the capability of the u. S. Military, and they always imagine a perfect scenario that has no human error, and of Course Foresight rather than 2020 will be and Business Wouldnt be bankrupt, as long as we head perfects agents at every juncture. And where there was no human error. That is not how you approach risk. And so i think that that expands for the past 20 years that this evacuation is but an extension of that, should give us all pause as americans. And give us some humility to recognize that our military and our political system and the constant changing Foreign Policy that happens from administration to administration is not able to intervene in countries abroad and remake those societies. It is simply a crazy proposition. And i know that when you talk to the average american, and you ask them, do you think it is normal to stay in a country militarily for 20 years, the answer is almost always know. And i just want to say that President Biden said it well when defending our vision and our values. And i think our vision and our values are at risk in what is happening in texas right now. Because we have an effort, as you know, and you have covered it well, to try and specifically target types of voting that has allowed minority communities to have easier access to the ballot. It is not based on fraud, and there was no fraud in texas in the last election. They are still trying to pursue these provisions. I think it is unamerican and we have to do something in congress to stop. It this with some of the debate in the Texas House, where the issue of racism came up and that seem to bother the republicans a lot. Lets listen to this. Courts have pointed out over and over and over again, the intentional discrimination against african americans, intentional discrimination against latinos and people of color. These are not my words. These are three federal courts across this country, making ten findings of that intentional discrimination. Intentional discrimination against people of a certain race, is that racism . That is maam those words, intentional discrimination, i think can be fairly described in that matter. We can talk about effects of the legislation without accusing members of being racist. Your reaction to, that congressman . Well, you know, obviously as a lawyer. I look for what we can prove in a court of law. And you can prove, and we have proven multiple times, that whenever this legislature gets a chance, they try to pass, as we said, their laws that are intentionally discriminatory against racial groups in the state of texas. We just had our census data coming out, showing that we are one of the most diverse states in the country, and we would will soon have latinos be the largest plurality. Much of our growth in the past decade was nonwhite, so how are we as a pluralistic democracy going to work this out . And the legislature is trying to stand in the middle of progress and say stop. And advance what we all know is coming, representative government for the state of texas. And we have these efforts diversifying rapidly, and its coming to a head, and we have to understand for us to continue as a democracy, we have to allow people to vote and let it come as it will. You will win some and lose some. You have to change some of your policies. Thats how democracy works. And that to me is what has been so sad for me watching texas for the last ten, 15, 20 years. We have been seeing it diversify, and the efforts to try and stop that, and maintain these old power structures.
