As the president s meeting begins here in washington, the clock is sticking in kabul, and the president is sticking with the time for the forces to leave the country in six days from now, but with the Contingency Plans in place should they be needed. The pentagon says some 86,000 people have been evacuated, including 19,000 in the last 24 hours, and 10,000 more remaining at the Airport Waiting and hoping that the next Flight Out is going to be theirs. Outside of the airport perimeter, military officials have acknowledged that u. S. Forces have made a limited number of missions to pick up americans and allies who cant get to the airport themselves. There are also private flights out being organized by veterans, Military Contractors and Aide Workers and former spies. Some of the contractors are charging the Passengers Thousands of dollars, but even as the herculean effort is happening with a plane taking off every 39 minutes according to the pentagon, Confusion And Concern remains. They wont say how many u. S. Citizens remains in the country, and then this from our correspondent Courtney Kube at the pentagon briefing. I am still confused who is going to be doing the security at the airport when the troops are leaving, because you made it sound that the taliban is going to be doing the security . No, the taliban going the be responsible for running the airport in a city that now the Titular Heads will be and so they will be in charge of the airport . When we are gone, the airport is no longer secured by the american forces, and i cannot speak to what that looks like. And so say the last couple of aircraft leaves with americans, and who is going to be leaving with that aircraft to keep It Safe . We are securing ourselves to the very last requirement of that, so when you say who is securing, you know, The Last Flight and all of those thing, we will have that ability to secure ourselves through, multiple means to ensure flights are able to take off. And joining us now are the aforementioned Courtney Kube and Mike Memoli and Douglas London who is a nonresident fellow with the Washington Institute and author of the upcoming book the recruiter. Courtney, the pentagon said it has evacuated 19,000 people in the last day, and 88,000 so far, but there are Tens Of Thousands who still qualify for the visas who are waiting to be evacuated and the window for them to leave is rapidly closing, and the biggest obstacle to the Evacuation Effort is time. So what is the pentagon saying about the operation as it enters the final days . So s they are not giving specifics on the time line, and this is one of the biggest questions that everyone has, if you are looking at August 31st as the deadline, it is going to be taking a couple of days to get the 5,500 u. S. Troops out, and the equipment if the u. S. Is going to be taking equipment out as well, so the question is, well, when do the last evacuees, americans, afghans whomever, when can they do they have to stop accepting people to evacuate out of the country to get the u. S. Troops out, and it seems as if the Pentagon And Nobody wants to give a answer on that directly, especially on the record, it seems as if the efforts to get large numbers of americans and afghans and other thirdcountry Nationals Out will slow down at the end odd of the week. But, geoff, one thing that we are hearing consistently is that if more americans are continuing to come to the airport as u. S. Troops are leaving, we will probably see a situation over the weekend where there are troops getting out on the flights, and there is some evacuations on those flights as well. One of the other questions around here is what happens at the very end if you still have people who need evacuating, but you also have u. S. Military equipment that needs to get out as well, and this is the question that i posed at John Kirby at this briefing, and he said they will priority lives over equipment, geoff. We expected to hear from the Secretary Of State by now about this effort to bring americans home, and to evacuate the remaining afghans, and that briefing was pushed from noon eastern to 2 30, and expect it to start in about 25 minutes from now, and courtney, the Hill Producer is saying that there is a State Department Official who said roughly 4,100 americans who remain in afghanistan who are actively trying to get out, and the reporting is such that the person who said, well, it is a crap shoot, because we dont have the accurate number, but there are believed to be somewhere in that area of 4,000 americans trying to get out. Is the u. S. On pace to evacuate that many americans potentially by next, what, tuesday . Well, capacity wise, absolutely, they can get 4,000 people out, but you have to figure, these are the ones who are almost the most difficult of the most difficult to get out, and most likely, they are not inside of kabul, and if they are there, they are not in a position to easily get to the airport. The u. S. Has been working for the past several days in coordination with the taliban to get americans through these taliban checkpoints and to the gates safely, and for the most part, it is working. The taliban have been helping to control the flow, these massive crowds that with gathering around the Airport Gates a couple of days, and they have been helping to bring those Crowd Numbers down, and to provide security so that the americans can get to the airport and because of that more than 4,000 americans in part because of that, they have been able to get out since the effort started on August 14th, and if you are figuring more in the neighborhood of another 4,000, and again we dont know with certainly if those are the correct numbers more or less, but those most likely, they have a more difficult time or stretch ahead of them to get to the airport, and many of them may be outside of kabul. That is another question that we have been asking here, will there be any efforts by the u. S. Military or the State Department to go outside of the capital and collect any americans, and so far, we are not getting any indications that is going to happen. It is not clear if that is for security reasons they dont want to talk about it in advance or if there is really no plan to go in and potentially rescue americans who are outside of kabul. Mike memoli at the White House, i want to contextualize the remarks of President Biden and the time constraints he has placed upon himself, and to go into deadly position that does not enhance Core American security and then the talibans overbearing leverage in afghanistan, the president had no option but to stick to his selfimposed deadline. That is right, geoff. One of the most interesting exercises as we have been covering the crisis is for me to go back to look at My Own notes in covering the president , and before that Vice President over the years on this particular issue. One of the things that biden reported back to president Elect Obama about the mission there is when he asked the troops there on the ground in afghanistan what they believed the mission was, he got different answers from just about everyone there, and that has been at the core of what the Vice President and now the president has thought in terms of the u. S. Strategy on afghanistan. Once we got bin laden, the initial reason to go in to dismantle al qaeda, and biden has repeated this as president , that the national interests require to us pull out of afghanistan to broadly focus on a terrorism that has metastasized outside of afghanistan, and focus On China and russia, and other more powerful regimes which continues to be his belief to this moment. I want to bring in General Mccaffery, and i want your thoughts on the current threat, and you heard President Biden say that u. S. Forces and coalition forces every day they remain they face a grave and growing threat. Look, there is a legitimate debate about President Bidens decision to pull the plug when he assumed office. Right now i am appalled at responsible people arguing Bidens Decision to leave August 31st and the failed coordination of negotiation to extend it. One runway surrounded by mountains and the Air Power is 1,200 miles away, and you are 7,000 miles away, and we do not want a Shooting Confrontation and withdrawal from afghanistan. We are not going to get all of the people out, and all of people who cooperated with us, and wed have to take other diplomatic means, but i am looking at Congressman Mccaul and others thinking, what do you want . And Douglas London, you wrote a piece for just security, and you wrote about how this was not an intelligence failure, but political and ideological considerations, but given that and that you have prepared afghanistan preparations for working groups, what is your thoughts of what is going to happen in afghanistan beyond August 31st . The united states is going to have to maintain dialogue with the taliban in terms of our own interests, but we have to be careful of expectations. This morning, one went out with mr. Burns and didnt go well, and probably there to talk about extension of time. I know that Ambassador Burns who i worked with in the past, i dont know if he would have proposed himself as the best first person to talk to the taliban. It passed the House Yesterday along party line, and now facing Steep Odds in a deeply divided senate. Before the bill was written, it characterized the legislation as a federal overreach, but the democrats and advocates say it is critical to fight Voter Oppression efforts in states across the country. Dr. King talked about nullification all of those years ago and now this legislation they are putting forth are the actions that we are taking for example in georgia to nullify the results of the election. This is so again, undermining of our democracy, you wonder how they think they can get away with it, and we will not let them get away with it. So there is no carve out there, and so Voting Rights is going to be, this Voting Reform Bill, and any Voting Reform Bill is going to be stuck in the mud. And victoria, looking at what is happening across the country, and in your state alone, the Texas Statehouse is moving ahead with their Voting Restrictions with a quorum there, and 18 states that have enacted more than two dozen laws in access to the vote already, and you are looking will at the map provided with information from the brennan center, and the last time that the voting Rights Reauthorization Act was up, it passed 9076, so when did this become a part of issue . That is in 2006, geoff, and it seems eons ago, but it was 15 years ago under republican george w. Bush that there was a vote in a return to 1965 voting returns act. It seems a whole different world because of the contention, and the voting Rights Piece is a big one, but something that i have been thinking a lot about lately is redistricting. Here in texas, we will start to redraw maps like other states across the country, and without the protections of the Voting Rights act, and then with the 2019 supreme Court Case that said basically partisan gerrymandering is good, and go ahead with it, that is what is so troubling to me in addition to the voting Rights Piece, and when you are looking at the John Lewis Voting Rights Piece, it is not just the voting, but it is the protection for how we draw the lines, and essentially, what are the rules of how people have them or represent the folks who have them. Jake, you have talked about it, but explain to us how Joe Manchin and Krysten Sinema have in carving out Voting Rights here . It is tough to look at the codified point of view, and was that a gentlemans agreement, and they have talked about the constitutional legislation, and legislation dealing with dons constitutional rights, and does that mean that republicans can go past conceal to carry in all 50 state, and so this is not me saying this, but senators saying this, they can either get rid of the filibuster or keep it, but there is no middle ground between the senators. So they are skeptical if it is possible. Victoria, a lot of attention on the voter suppression, and redistricting, and certainly less legislative attention on election subversion, and wherever you have these republican State Boards who come in like georgia and undermine a free and fair election. Because it is about the rules of the game. If the rules of the game are written in an imbalanced way, then the outcome is not going to be fair. So the outcome is not cutting the polling hours or saying that partisan gerrymandering is good to go and we dont have to have a bipartisan commission, and to move the jurisdiction away from the election lines, and this is Something Else that is proposed in the Texas Bill is that partisan observers are allowed. You know, traditionally, you can have nonpartisan observers in the polling places, and now you can have partisan observers, and that is a slippery slope, and something that we fought against in the 1965 civil rights act. So all of this together is an urgency and the reason that we need a federal level of protection. You have articulated well the problem, and it strikes me that everyone knows what the solution is, but there is no political will to do anything about it. I appreciate you both. Now, when they are airlifted, the evacuees are sent to temporary Holding Areas, and the three main Holding Areas are qatar, bahrain, and in germany where evacuees are being held. The community there is overdrive to help the folks fleeing for their safety in trying to make the conditions as comfortable as possible as they await what comes next. Yes, the military gave us a Tour Yesterday and the day before, and it is extraordinary, because little known fact, this largest community of americans living outside of america, and something like 54,000 americans who have just stuck around here, and this is a huge american community, and sod when the push came to shove here, everybody moved to help out, and we have heard all of the Gloom And Doom from the other places like qatar, where it seems as though the afghan evacuees are living among filth and sweltering heat, and we heard that there were spouses, children of uniformed service members, who built a Tent City in two day, and the officials here, some of the uniformed officers said they could not have done it without the Family Members of the service members, and this is not just a military operation, this is the whole military family, and this is what they told me. We had hundreds of Army Soldiers come from our other community base, and we have had family, spouses, and we have had teenaged kids of some of the active duty folks and the leadership. Just an outpouring. We are seeing thousands and thousands of refugees coming through, and to form some form of comfort to them to be easier, it is meaning. It is so fun to play with the soldiers. Reporter the soldiers . Yes. You are having a good time . Yes. So i wont diminish anything here, geoff, because at the end of the day, a lot of the afghans and the military let us ride in and speak to the afghans and they are furious at the u. S. , and they are grateful to be here in germany out of harms way, and they have a lot of what they need. They have shelter, temporary shelter, food, water, and top notch medical care. I am sorry, we have to break in to go to this briefing from the Secretary Of State. And to evacuate the americans and their families, citizens of allied an partner nations. Afghans who have partnered with us over the last 20 years and other afghans at risk. They are undertaking this mission under extremely difficult circumstances with incredible courage, skill and humanity. Since August 14th, more than 8 83,200 people have been flown out of kabul. And only the united states could organize and execute a mission of this scale and this complexity. As the president has made clear, our first priority is the evacuation of American Citizens is. Since August 14th, we have evacuated at least 4,500 citizens is and likely more. More than 500 of those americans were evacuated in just the last day alone. Now, many of you have asked how many citizens have remained in afghanistan who want to leave the country. Based on our analysis, and starting on august 14, but the Evacuation Orders began, there was a population of 6,000 American Citizens in afghanistan who wanted to leave. Over the last ten days roughly 4,500 of these americans have been safety evacuated along with immediate Family Members. Over the last 24 hours, we have been in direct contact with approximately 500 additional americans and provided specific instructions on how to get to the airport safely. We will update you regularly on the progress of getting these 500 citizens out of afghanistan. For the remaining roughly 1,000 contacts that we had who may be americans seeking to leave afghanistan, we are aggressively reaching out to them multiple times a day, phone, email, Text Messaging to determine whether they still want to leave, and to get the most up to Date Information and instructions to them for how to do so. Some may no longer be in the country. Some may have claimed to be americans, but turn out not to be. Some may choose to stay. We will continue to try to identify the status, and the plans of these people in the coming days. Thus from the list of approximately 1,000, we believe that the number of americans actively seeking assistance to leave afghanistan is lower, and likely significantly lower. Having said that, these are dynamic calculations that we are working hour by hour for accuracy. If i can take a moment of why these numbers are difficult to pinpoint at any given moment, and let me start with the mile an hours in afghanistan, and we believe want to leave. First, as i think that all of you know, the u. S. Government does not track americans movements when they travel around the world if they visit or reside there, we encourage them to enroll with the u. S. Embassy, and whether they do or not is up to them. It is voluntary, and then when the americans leave a foreign country, it is also up to them to deenroll, and again, that is a choice and not a requirement. Particularly given the situation in afghanistan, for many years, we have encouraged americans not to travel there, and repeatedly asked the americans who are in afghanistan to enroll. Since march of this year, we have sent 19 separate messages to american ps americans enrolled in kabul to leave. We have amplified that on the social website and we have made it clear that we would help to pay for their repatriation, and multiple channels for them to contact us in afghanistan and want help in leaving. The specific estimated number of Americans In Afghanistan Who want to leave can go up as people respond to the outreach for the first time. It can go down for the tell us have already left. There could be other Americans In Afghanistan Who never enrolled with the embassy, who ignored public evacuation notices and have not yet identified themselves to us. Weve also found that many people who contact us and identify themselves as American Citizens, including by filling out and submitting Repatriation Assistance forms, are not in fact u. S. Citizens, something that can take some time to verify. Some americans may choose to stay in afghanistan. Some were unrolled and some who are not. Many of them are dual nationals and they consider afghanistan their home, have lived there for decades or who want to stay close to extended family, and there are americans who are still evaluating their decision to leave based on the situation on the ground that evolves daily, in fact, evolves hourly. Some are understandably very scared. Each has a set of personal priorities and considerations, but they alone can weigh. They may change their mind from one day to the next as this happens and it will likely continue to happen. Finally, over the past step days weve been moving hundreds of American Citizens out of afghanistan every day. In most cases guided to the airport by us. In some cases getting there on their own and in other cases with the help of third countries or private initiatives. The we crosscheck our lists against flight manifests, against arrival records, against other databases. Theres usually a lag of about 24 hours for us to verify their status, so when you take into account all of these inputs that we use to arrive at our assess president of the number of americans still in afghanistan and who want to leave, you start to understand why this is a hard number to pin down at any given moment and why were constant hi refining it. And thats also why we continue to be relentless in our outreach. Since August 14th weve reached out directly to every american enrolled with us in afghanistan, often multiple times. Hundreds of consular officers, locally employed staff here in washington, at dozens of embassies and consulates around the world are part of what has been an unprecedented operation. They are phone baking, text banking, writing and responding to emails and working around the chock to communicate individually with americans on the ground. Since August 14th weve seen more than 20,000 emails to enrolled individuals, initiated more than 45,000 Phone Calls and used other means of Communication Cycling through and updating our list repeatedly. Were also integrating information in realtime thats provided to us by members of congress, by nongovernmental organizations and u. S. Citizens about americans who may be in afghanistan and want to get out. These contacts are how we determine the whereabouts of americans who may be in afghanistan, whether they want to leave, whether they need help and then to give tailored instructions on 4,500. Their families. That number is also a dynamic one. Thats because in this critical stretch were focused on getting americans and their families on to planes and out of afghanistan as quickly as possible and then processing the total numbers when they are safely out of the country. We also verify our numbers to make we arent inadvertently u. N. Cutting or double counting so i wanted to lay all that out because i know it is a fundamental question that some you have and it truly merits going through the the information, the explanation so you see how we arrive at it. While evacuating americans is our top priority, were also committed to getting out as many afghans at risk as we can before 391st. That starts with our locally employed staff. The folks who have about working Side By side in our embassy with with our diplomatic team, and it includes special immigrant Visa Program participants and has other afghans at risk. Its hard tocomplexity and the this effort. Were operating in a hostile environment in a City And Country controlled by the taliban with the very legal possibility of an isisk attack. Were taking every precaution, but this is very high risk. As the president said yesterday, were on track to complete our mission by August 31st provided the taliban continue to cooperate and there are no disruptions to this effort. The president has also asked for Contingency Plans in case he determines we must remain in the country past that date, but let me be crystal clear about this. There is no deadline on our work to help any remaining citizens who decide they want to leave to do so along with the many of a gaps who is there stood by us over the years and have wanted to leave and have been unable to do so. That effort will continue every kay past August 31st. The taliban have made public and private commitments to provide and permit Save Passage for afghans for those going forward past August 31st. The united states, allies and partners and more than half of the worlds countries, 114 in all, issued a statement making it clear to the taliban that they have a responsibility to hold to that commitment and provide safe passage for anyone who wishes to leave the country and not just the direction and the Relocation Mission but for every day thereafter. After August 31st. Our expectation. The expectation of the international community is that people who want to leave afghanistan after the u. S. Military departs should be able to do so. Together we will do everything we can to see that that expectation is met. Let me just close with a note on the diplomatic front. In all more than two dozen countries on four continents are contributing to the effort to transit, temporarily house or resettle those who we are evacuating. That didnt just happen. Its the product of an intense diplomatic effort to secure detail and implement Transit Agreements and resettlement agreements. Were deeply grateful to those countries for their generous assistance. This is one of the largest airlifts in history, a massive military diplomatic security and humanitarian undertaking. Its a testament both to u. S. Leadership and to the strength of our alliances and partnerships. Well be relying and building upon that strength moving forward as we work with our allies and partners to forge a unified diplomatic approach to afghanistan. That the point the president underscored in Yesterdays G7 leaders meeting on afghanistan, and its one that i and other senior members of the State Department have made in our constant communication with allies and partners in recent days to ensure that were aligned and united as we move forward. Not only when it comes to the immediate mission but also on what happens after August 31st on counterterrorism, on humanitarian assistance, on our expectations of the future afghan government. That intense diplomatic work is on going as we speak and it will continue in the days and weeks ahead. So i talked a lot about numbers this afternoon. But even as were laser focused on the mission we know that this is about real people, many skarksd many desperate. Ive seep the images, ive read the stories and heard the voices, so much of that reported by you and your colleagues, so courageously. Like many of you i read the report of the of a Gap Translator whose 2yearold daughter was trampled to death on saturday while waiting outside the airport. Ive got two small kids of My Own, reading that stories and others was like getting punched in the gumpt All Of Us at the State Department and across the u. S. Government feel that way. We know that lives and futures starting with our fellow citizens including the lives of children are hang in the balance during these critical days and thats why everyone on our team is putting everything they have into this effort.
