Huge Security Challenges in even getting to the Kabul Airport, its his first News Conference since the takeover last week after President Biden told top advisers to come up with Contingency Plans if they miss the deadline. Also Today, the White House, the military have two congressmen, Military Veterans both, Peter Meyer traveling secretly to kabul yesterday, taking up seats on a Military Aircraft for their return flight, what many call political grandstanding. The Delta Variant continues to wreak havoc in communities across the country. Nearly 1 Million new u. S. Covid cases in the last week and a 23 increase in deaths. Also Today the select committee investigating the January 6th insurrection is submitting their first broad records request, giving agencies two weeks to produce materials, but we begin the hour with Kelly Odonnell at the white House And Courtney kube at the pentagon. Theyre wrapping up a briefing. Give us the latest. Theyve been getting better every single day. The number of people that the military and these charter flights are able to get out of kabul every single day. Now there were 90 total flights within the last 24 hours and thats a flight every 39 minutes and that is way Above And Beyond of the highest expectations that the military and the pentagon were briefing us on a week ago, andrea. Thats more than 19,000 passengers and its important to point out that one of the reasons theyve been able to move more of these people through is not just that they have more locations that theyre sending them to, but the process on the ground in kabul has really began to flow much easier than it was just several days ago. One of the reasons the u. S. Military is continuing to work with the taliban on the ground there to get people safely through the taliban checkpoints and to the gates of the airport so they can get them on these evacuation flights. We learned in the last 24 hours overnight last night there was another case where the u. S. Military sent out helicopters into kabul to pick up people and bring them safely to the airport, but unlike the previous two cases we know very little details about it. Pentagon Press Secretary John Kirby saying fewer than 20 people were picked up, it was somewhere near the airport in Kabul And Wouldnt specify including whether these were afghans or american citizens. We also still dont know a lot more about the timeline here. Of course, we heard from President Biden yesterday that the u. S. Was on track, in his words, on track to meet a full withdrawal by August 31st, but its still not clear what that means for the Retro Grade or the withdrawal of u. S. Military. When will that actually begin. We know from Defense Officials that it takes several days to get the more than 5,000 between 5,000 and 6,000 u. S. Military out of that country. We did hear, though, from John Kirby Today. When it comes to the last couple of days and hours, i specifically asked him what will happen if you have Military Equipment still to get out and they will prioritize lives over equipment, andrea. All very interesting. Courtney, thank you so much. Kelly, what is the White House saying as we are waiting now for Secretary Blinken to be speaking. Certainly the president has tasked the Secretary Of State with providing more information about the fate of americans. We have learned so far that about 4400 americans have been among the evacuees, and we dont know a picture of how many americans remain inside afghanistan. Weve heard for days now, that question has been asked around the city, state, pentagon, White House trying to find that number and what officials have been saying is one of the dilemmas they have had is americans were not obligated to register with the State Department. Theyve been trying to communicate, theyve been trying to put out information about how americans can try to make themselves known and make their way to the airport and how that will all work. Its critical, of course, because defining the end terms of this mission is in part how many americans are still in afghanistan. Andrea . Thanks very much to you. How will that impact both afghanistan, the country of afghanistan and thousands of translators, foreign nationals and americans that could still be left behind as well as the afghan citizens, primarily the women and the girls . They signed their death warrants. Lets be abundantly clear. There are videos showing up on the Internet Shooting dead interpreters because we asked them days ago and they still think were going to keep a promise. This is a profound betrayal. The president and his administration need to understand that veterans are never going to forgive them for this or forgive it. We will be pub luckily calling for hearings. Its important that the Democratic Party of which im a member investigates our own. We need to show the world that we can still be trusted with governance and one party can be trusted to its own leaders. There was a failure here. The president needs to stop gaslighting the country and telling people it was inevitable and the blame is bipartisan. The Trump Administration set us up to fail by agreeing with terrorists and by purposely blocking all of these people from getting here through the special immigration Visa Program for four years. Thats why there were 88,000 wartime allies that we were tracking who needed evacuation as of february and as of literate literally last week and we failed to move them when we could have. Andrea, here is what is profoundly tragic is the moral injury is shared everywhere. Its shared among afghans who feel betrayed and held most pertinently by veterans in the united states. Our movement is tracking at least three suicides amongst the movement. This is going to be something that is going to haunt us forever. Just to play devils advocate, and im glad you pointed out the Trump Administrations complicit in this because we had Olivia Troyer On Chapter And Verse how they basically choked to death the siv program, case in point. The biden administration didnt do more in its earliest six months to ramp up that program, cut the Red Tape despite congressional pressure to do so and legislation to do so. We have been drilling down on that as you fairly point out, but with 60 of americans in the Nbc Poll Support the withdrawal. That includes a lot of veterans. So while we are hearing the outcries from people we have to understand and acknowledge that the president s responding to the politics, as well, of the situation and much support among those who say its time to withdrawal after 20 years. I completely agree. Look, i wanted this war to end, too. I didnt want my own children to eventually have to fight in it, but this exit was not guaranteed to go this way. Theres another world, another reality where they listen to us, where they began this in winter when it wasnt Fighting Season and when we couldnt have done this methodically and when you wouldnt have had the scenes of chaos and when we wouldnt have had the passage to the airport because we would have been working with the allies in the islamic republic of afghanistan. If they had done this starting in february you wouldnt have this World Hostage Crisis combined with the Saigon Exit and at this point benghazi. This is the worst of the worst of the worst. This is a nightmare scenario, we could have prevented the chaos. The war should have ended, but this type of exit was not guaranteed. They guaranteed it by refusing to heed our warnings. I want to get your reaction because theres been widespread criticism of the trip taken. Heres what Speaker Pelosi said this morning. There were resources necessary to facilitate their visit and to protect them was an Opportunity Cost of what we needed to do to be evacuating as many people as possible. The point is is that we dont want anybody to think this was a good idea and that they should try to follow suit. It was not, in my view, a good idea. It was, in fact, against house rules, against congressional rules. The White House State Department criticizing it because it raised Security Challenges for people on the ground. Whats your view . Far be it from me to criticize two members from congress, but i will tell you this, theyre veterans and i get their desire for wanting to be there. I want to be there. If i could have gotten there i would have. You have to understand and forgive me for critiquing everyone else that might find fault. I get it. They caused a Security Issue and there will be a lot of things that theyll have to account for, but for those of us who worked with these people and lets be clear, both members of congress are War Veterans themselves. This is not a matter of us and them. Its a matter of us. We think of these people as americans not as afghans and maybe thats been the problem the whole time is that were the only ones who seem to see it that way. Good to see you, too, andrea. I wish it were yeah. Sorry to jump in. I also wish, as you were about to say that it were under different circumstances because both of us are really you more than i are so closely involved and horrified by what is happening on the ground especially outside kabul and focusing so heavily on what we can see, but we are getting all of these appeals. You have been there so often. Your reaction to the promises of the taliban spokesmen. Women should stay home because they havent trained their forces so well. We are familiar with these kinds of promises. Certainly the Pr Offensive has been quite striking on the part of the taliban to tell us that girls are going to go to school and women are going to be able to work and they will have it not so bad, but i think the reality is just something else, and actions do speak louder than words and promises, and as you just pointed out so eloquently, every statement that is made is couched in that this needs to be consistent with the islamic code, with sharia, but its a definition that is extremely radical, extremely extremely at Cross Purposes, at Cross Purposes with any other islamic predominantly muslim country and their practices. So its a radical view, and if we need any proof from the words to the reality it is already whats happening in afghanistan. Women are being terrorized. Theyre moving from Safe House to Safe House. One moment its a safe place, the other moment it is not because theyre surrounded by the taliban. Theyre going Door To door. Theyre calling them in the middle of the night. Theyre issuing threats, and they are tremendously, tremendously terrorized even as we speak. Ambassador verveer. Tell me how hard is it to get women, even women who are on the lists through the checkpoints at the Kabul Airport and on to these flights . Well, you know, actually, months ago We Saw this coming and we began to put lists together of the most atrisk women. These were women who have a profile of opposing the taliban, standing with the united States Arm in arm, espousing our values and implementing our programs, judges who put the taliban in prison, and there were Assassination Campaigns over last several months in which female journalists and Heads Of Ngos were assassinated. The Hand Writing is on the wall which is why we began to issue statements of great urgency that there be efforts made to do this in a way that would be protective of the women to ensure that they would be safe, and it has been absolutely harrowing moving the women to the checkpoints. That perimeter around the airport has been extremely dangerous. They come guaranteed with their exit and then for one reason or another they cant get through. Theres been lack of coordination. Theyve been issued digital visas vie at State Department and sometimes the marines have not recognized those visas, those digital visas, and so its extremely frustrating, and of course, their lives are on the line. Many have young children or elderly parents who are really coming apart in that perimeter. They are pushed back to where they started in their homes or their safehouses and what im most concerned about as were speaking Today is that the wend owe is closing. We dont know if there will be any time beyond the August 31st deadline that the president set. We know that that only means two or three more days because of what is required to dismantle the u. S. Presence at the airport, and these are the very people who stood by us. We saw in the earliest days of the taliban rule, 20 years ago what happened to them, and i just greatly fear its going to happen again and most will not get out, but i hope more will get out in the remaining days. The taliban are trying to control the crowd and how they were working with the military to keep crowds back. Yesterday the taliban gave an order saying from now on afghans will not be allowed to the airport and people werent sure Today how strict it was going to be, and in the afternoon hours it was not that strict. They were allowing people through and they were keeping crowds back and they were allowing a trickle through. There are numerous reports recently just in the last several hours of the afghans, and not allowing busses, allowing foreigners to get to the Airport Stping all afghans unless they could show some sort of proof in the airport. As weve seen in the process, now all of these an mri kapts, most dont have actual visas stamped, and that can be completed. So it would be a development making it very difficult for afghans who potentially could qualify for that special immigrant vase to get to the airport and there are diplomatic efforts under way right now, negotiations with the taliban to try and push this through, but in their efforts to do crowd control, theyre keeping afghans away, potentially those who want to leave, and it is also because in this process, many, many, many afghans who just want to leave the country have been rushing to the airport and not having helped the situation at all. Many people who were not affiliated with the united states, way over this coalition just thought if they could get to the airport and without any kind of piece of paper that they would get on. Now the taliban is taking a stand with the visa and as i said, there are negotiations under way right now to a blockade. As are as we learned from you and courtney kube, and general mackenzie, and not only deconflicting around the airport there, but Working Out Gates where they could get through. So is it the taliban . Who is actually monitoring the gates . Is that the taliban themselves before they even get to any u. S. Officials . Yeah. So you have several layers of security. Theres want just one gate at the airport, and theres not just one ring of security. There are taliban checkpoints all across kabul. So as you get near the airport and if there is a bus the taliban are inspecting. They are inspecting for isis and they do not want to have attacks go on here and in fact, theyre starting to use Code Words among themselves to identify themselves because there are reports that escapees from prison, isis members or other extremists are pretending to be taliban. So if you look like a taliban and youre carrying a weapon, other taliban are now coming up and checking on you and seeing if you can answer their series of questions and if you can, then you can continue on your way. So there is heightened security all across kabul and as you approach the airport and they want to know. Richard engel, its much less stressful. Richard engel, thank you. The Delta Variant is raging in florida with more than 220 people now dying daily in the state more than ever before during the pandemic, this as residents in Roland On and Winter Park Florida are told to conserve water this because of a shortage in Liquid Oxygen which is used to treat water and to treat covid patients. Nbc news now correspondent Lisa Gutierrez joins us from winter park, florida. There are pretty drastic measures now from people in this heat, obviously being told to preserve water and it is very important for people who werent hospitalized. Thats right, andrea. Officials say that they know that this is ambitious. Theyre trying to get Water Usage down by up to 50 to solve this problem. They know its very ambitious, but they are saying that they are desperate right now. I am actually at a Water Treatment Facility in winter park, florida, at the moment and its one of three in the city and there are many more across orlando and the region and they need Liquid Oxygen to function like theyre supposed to. This behind me is a liquid Oxygen Tank and it carries usually about 9,000 gallons of the Liquid Oxygen, but the water Facilities Director here tells me rate you in theyre only getting about a third of what they usually get a couple of times a month and they really need it to be able to treat groundwater before it goes out to the rest of the city. In order to solve this problem officials are telling me they need one of two things to happen. Number one, covid hospitalizations need to come down. I just got off the phone with a local hospital. They told me that unfortunately, they dont see that happening any time soon. Theyve seen the highest numbers in covid hospitalizations over the last few weeks that theyve seen throughout the entire pandemic. They are starting to see that level off, but this will not be a shortterm solution to this problem. Second, officials say that the other thing that residents can do to help this problem is cut back on their Water Usage. The best way we can convert water is to stop irrigating our lawns and turn off the breakers for the last few weeks so we can conserve our use for Liquid Oxygen. We did not anticipate that covid would have an impact on our drinking water system. The biggest source of Water Conservation that people can do is just have irrigation. Were requesting they dont wash their cars or pressure wash. Full loads for dish washers and full load for washing machine. If residents are not able to cut back on the Water Usage officials say theyll have to take more drastic measures like filing an Emergency Ordinances that will shut off water across the city. It is a Press Release. We dont want to overread it, but look, the data that were seeing emerge suggests that a second shot of the j j, has a profound effect on your Antibody Levels and that may end up being low pressureful for preventing Breakthrough Infections. I think well want to watch more data on this, but its more piece of good news about how terrific these vaccines are. We dont know the timeframe yet because j j, is way behind on the Approval Process with the fda, but at some point what do you think this means that after six months you should probably get a second shot of j j, or should you get an r and an a vaccine . Yeah. So there are about 14 Million americans who got the j j, vaccine and the thing i would say to them if theyre listening right now is that we are not seeing higher rates of severe infections in the j j, breakthroughs. I think the vaccine is holding up quite well and you have a very high level of protection. I do expect in the next month or two to get guidance out of the cdc and the fda about a booster for j j, vaccinated people and it could be an mrn alike Moderna Or Pfizer and we are expecting that data and i expect it in the next month or two. There are some people people who got the singledose j j, who are already looking to try to get a moderna or a Pfizer Shot as a booster. Would you advise against that . I would say hold, and the reason is because again, i am looking at the Breakthrough Infection data and hospitalization rates and bad outcomes. Were not seeing any particular negative effects on people with j j, and that means to me that the people vaccinated with j j, continue to have a very high degree of protection against severe illness. Thats the thing that should concern us. If that changes i would recommend people have another shot. I dont see that yet and i think people should hold and let evidence and data guide us on what to do next. Youre the father of a 9yearold. I know you think that there are some ways that the back to School Season does not have to be that dangerous, if Common Sense Practices are observed. Yeah. Absolutely. Were turning this into a little bit of political football. Obviously, if you choose not to provide mitigations or safety measures for your kids in will schools can be dangerous. There are several things we can do to keep schools very, very safe. Ventilating improvements and vaccinating teachers and other kids who are eligible, masking and weekly testing. All of that is now doable. Congress has allocated billions of dollars to states and schools to do all of this. Theres no excuse for not doing these Common Sense things, and if you do them, yeah. You can get kids back to school safely. I have a 9yearold who is obviously not vaccinated and i think it would be safe for him to go back to school if our schools did that. Can i quickly ask you another question that came up here Today . What if you were a Cancer Patient in treatment, fully vaccinated, but youre a high School Teacher and a lot of your kids are not vaccinated. How do you protect yourself . Have we heard details yet and we can also report that the Secretary Of States 12 15 News Conference has now been delayed to 2 30. So its going to be a little later. Somethings going on. What are you hearing . Yeah. Youre right, andrea. Jen psakis was pushed to 3 00. So thats several hours delayed, as well. She will now speak after the Secretary Of State who was supposed to provide an update on the number of americans still in afghanistan and need to be evacuated from that nation. The president s meeting with his security staff. He has meetings all Week And Afghanistan is obviously at the Center Stage for them and he defended his decision to stick with the August 31st deadline after consultations with leaders and particularly with the pentagon who advised them to stick with the deadline to be clear because the fear is that the taliban saying that they are sticking to August 31st, the danger to american troops who remained in the country after that date would just be too great, run too high of a risk here and to be clear, andrea and the number of people being evacuated by the day has really picked up and more than 10,000 a day the last couple of days, thats real progress, but theyve got a Long Way To Go and theyre running out of time. And they are, according to Richard Engels late of the report, hiccups outside the airport. More than hiccups and theyve had problems with people not being able to get through the gates and people with papers and not all of the papers that they want that the taliban has been much tougher in the last couple of hours Today. So theyre not getting people in as quickly and thats going to be one of those interruptions that the president said was something he wanted a Contingency Plan for and we dont know what that Contingency Plan could be. Thats right. The airport itself is secure at the moment by American Forces, but it is a far different story for those who need to get to the airport to become treacherous taliban checkpoints, as you say have gotten tougher and a lot of afghans afraid to make that trek at all and the State Department have given warnings in recent days saying that no person should try it make that trek for fear of the rise of Isis K in that area and the president did give himself Wiggle Room Yesterday on the deadline. He feels most of the mission can be done by then and turn a deaf ear from the police and others from the g7 who wanted him to extend it. The pentagon, ive asked them to provide Contingency Plans if we have to stay longer, in order to guard american lives. Recall, to have a full drawdown by August 31st they have to get Military Equipment and personnel out before then and they cant snap their fingers and get everyone out, and that will take time, too. We are down to a matter of days left to this evacuation and there are real fears that not everyone, real fears that not everyone will get out as the conditions in kabul seem to get tougher by the hour. Jonathan lemire, thanks for being with us. And im sorry. The president did ask his national Security Team to create Contingency Plans as weve been pointing out. The president wants to be out of afghanistan in just six days. So can all american citizens and afghan allies get out in that time . A question that jonathan was just talking about. Well, hes standing firm on his August 31st deadline for airlifting people out. Joining me now is ambassador ryan crocker, Veteran Career Diplomat who has served in lebanon, iraq, Syria And Pakistan as well as former u. S. Ambassador to afghanistan during the obama administration. Ambassador crocker, you have been critical of the way the president has handled this evacuation, and are you also critical, i believe, of the withdrawal itself. Tell me what you think the impact has been . Its really two separate question, andrea, strategically and from a long, short and mediumterm interest is the decision to completely withdraw from afghanistan it was a very bad one. That said, the decision having been made, the execution of it has been pretty bad, too, as weve seen. Chaos at the airport, desperate afghans clinging to the fuselage of the c17 and dropping to their death as it takes off. This has been a real mess, and a huge selfinflicted wound to on the administration. The administration is pointing to a large flow or increased flow of people being evacuated and saying that theyve smoothed out those early glitches. Obviously Human Tragedy is involved, but do you think that they have made it possible for our afghan allies to get out as well as americans . Jonathan spoke of the fear that they wont all get out. I would go further. Its the certainty they will not all get out. Again, as john noted, the forces on the ground have executed a Retro Grade. Theyre starting that now. Weve got six to eight left, so i would say the window is pretty close to closed for the afghans who worked with us and put their lives in jeopardy for the special immigrant visas and the humanitarian parole types and even for our own citizens. Many of them are downrange and increasingly getting from the city of kabul to the airport through those taliban checkpoints is increasingly dangerous. We stick to August 31st and well be leaving a whole lot of people behind. One of the things that nbc reported over the weekend was that the local embassy employees in afghanistan were not told about the evacuation. They dont live within the embassy.
