Negotiation space, something is happening behind the scenes that is helping some people get through, can you talk about that too to some extend . I know the most senior commanders on the ground are out and discussing with the taliban leaders that are manning the Check Points, what they need to look like, the details of that. As we know there are reports that some that are not able to get through there. I can tell you that the department of state, the Consoler Affair officers there are working there to ensure that documentation, names, and those things, as often as required, are at the Check Points allowing transition in there to get into the gates. And on the Contingency Plans, im not going to get ahead of the planning process, one of our main job Social Security to make sure that the president has options. He wants to see this mission complete by The End of the month. Were still working towards that goal, but question will be drafting up potential drafts and sequels for what we feel may need to happen later in the month, that the timeline may need to be extendrd. For what purpose, and what number, for how long, im not going to speculate. Is there an agreement. They are responsible for running the airport. What i when were gone the airport will no longer be secured by american forces. What that looks like avenue were gone before the u. S. Leaves. Say the last Couple Aircraft leave with americans, who is running security to keep those run ways and aircrafts safe. Thats a very good tactical question. Security that we would call commanders inherent responsibility throughout every phase of the operation, were continuing to secure ourselves to the very last requirement of that. So when you say who is securing the last flight and all of those things, we will have that ability to secure ourselves through multiple means to ensure flights are able to take off. You said the most senior generals are out discussioning discussing things with the taliban at Check Points . I dont want to give names. We need to be able to coordinate with the taliban to get the right people through. We have seen that there has been reports of not the right folks being able to get there. So every day were ensuring that we can get as many feel in possible so that we can fly them to safety. If i could ask you one more, on the equipment you talked about earlier, when you talk about transitions towards getting military assets out, People Out, but will there be a point where youll have a discussion has there been a decision made on the on the priority. We will probably take with us as we leave. We will have to determine how that stuff is handled. That will always be the chief priority throughout this entire process. Let me go over here. Two quick questions. You put out a statement saying about 4,000 americans had been evacuated. Thats correct. Do you have a updated number and how many have to be evacuated now. I dont have a specific total they are still in need of leaving, i dont have that. Just a quick follow up, does the secretary and the department at large find it helpful for lawmakers to come unannounced, can or were you aware of it . Is it helpful to be there . We were not aware of this visit. And we are obviously not encouraging Vip Visit to a very tense and dangerous dynamic. There was a conversation about it before the visit took place. They have a chance to talk to commanders, as i understand. We got a chance to talk to troops, but to say that there wasnt a need to flex and to alter the Days Flow including the need to have protection for these members of congress, that would be, that would not be a genuine thing for me to assert. There was certainly a pull back. They certainly took time away from what we had been planning to do that day. And i dont know on the aircraft, they did fly out on a military aircraft. I honestly dont know what the Seat Capacity was on that aircraft, but theyre out of the country now. Since the president has said setting the Contingency Plan that everybody is out by August 31st, do you have in hand all of the authorities, approvals, signed orders, whatever is necessary to just move ahead and carry that out, or does the president or the secretary, does someone still have to sign an order tore have that formal withdrawal begin. Without making It Sound like im trying to gloss over your question, were tracking The End of the mission. Of course they have retrograde plans in, you know on the shelf and ready to go. But i can assure you that before that effort is under taken in earnest, it will be a conversation with the secretary of defense, and Secretary Austin will have a chance to provide his Guidance And Direction with respect to Retro Grade, and i think i will leave it at that. I guess i dont understand. The president made the decision to stick to the deadline of August 31st for all intents and purposes. And you have that from the commander and chief. So what still has to happen to have the formal Official Withdrawl to begin. The secretary has seen them and is aware of them. I think you expect in the final days that the secretary will want to have the opportunity to issue specific direction to general mckenzie about going forward with the Retro Grade plans. Were focused on that date, but were also focused keenly in making sure we get as many People Out as fast as we can for as long as we can. If there has to be alterations to that then Secretary Austin will want to be part of that conversation. Thank you, can you confirm that no americans have been killed since August 14th and if there is any american killed through August 31st, how is that announced. Are you talking about soldiers or troops . No, no u. S. Troops killed since the 14th and we only know of one minor injury. I know of no american citizens that have been killed on this so i dont know of any. So we dont have visibility on everything going on in kabul, but we know of no american casualties. When exactly is it planned to be the Withdrawal Day . August 31st. You mentioned the lust prioritize getting Military Personnel out of the airport if im curious, is there a point where afghan nationals and u. S. Citizens will not be allowed to get into the airport. Will you have to have some sort of cut off before you can fly the final troops out. When is that . I want to go back to something we talked about earlier, air flow. Over 90 aircraft total. The answer is that the commanders, who will go forward with the plan, will have options, you know, so make decisions on a daily sometimes hourly basis of what loads are ready, what aircraft are ready. Can i put something else on that bird . That is how fluid and quite honestly, being able to do that little of plans and we continue to want to get as much out as possible. I think one thing that would help me understand better is who makes the final determination of security outside of the airport. You mentioned there are communications happening, but for example if the u. S. Wanted them in, who would make that determination to sort it out . Right now the airport is secure to make full operations and we did not assess that that would change right now. That is our current planning and we will continue go forward with that. We have been very clear with what the credentials are that we want them to accept. It is american citizens, siv applicants, and vulnerable afghans. By and large, not saying it is perfect, but by and large the people that we have made clear who we want to have Ak Saesz through the Check Points has been successful, by and large. But it it has not been a big caveat to date. We have other means to go out and get people in if we need to. We have now done three lifts. I dont mean to be think about it. What if theyre not letting in a credential that you think should be let in. Good question, the commanders on the ground would, if it was brought to their attention, when we have reports that someone that is properly credentialed is not being let in or maybe their family members, but they have proper credentials, were making that clear that they are appropriate, you need to let them in, and it has been a little give and take. I think it was mentioned earlier, not every Check Point is manned the same way by the same individuals. There is variances at some checkpoints in terms of how the word has gotten done and how much the taliban is following the dictates of their commanders. So it is a constant flow, there are stops and starts, hurdles that have to be overcome on almost any given day, but it is really a credit to the commanders on the ground there that theyre continuing to have these conversations. Did that answer it better . Yes, thank you. Thank you the government is operating military aircraft. And you know that, they could spot the taliban, and we know that in the past, the taliban conducted a special training together, and what kind of united states, North Korea, and we see is a Security Threat . First of all as we talk about the republic of Korea Support to Air Lift we are extremely grateful for their contribution to increase our outflow. Throughout the world, you know we talk about North Korea and all of our combatant commands, they are always diligent in, you know, watching in their mission of ensuring, keeping awareness any time of thing that North Korea is doing. So were very grateful and thankful for the republic of koreas support for helping us. Can you explain about anything happening in the peninsula. It is steadfast. Tony . They said this evacuation is the largest in history. The numbers that you have applied so far, 88,000, i think you said have been evacuated. Were not competing with history, were trying to get as many People Out as fast as we can. We are not trying to beat a historical record. I will add that 88,000 in the course of just a Week Or Week and a half, it is no small feet. And you have seen us in the last three days alone, may exceed what we thought would be maximum capacity. We would certainly like to keep that going. We have been watching and listening to one of the pentagons briefings. We are being updated on the situation, on the ground there in afghanistan, updates reporters on the rush to evacuate americans and also for allies they took off from the Kabul Airport on tuesday. Thats about one flight every 39 minutes. They got about 19,000 people evacuated. That is a total of about 88,000. They conceded that roughly 10,000 people remain at the airport hoping for a flight out. Matt, let me start with you here. They are about it is also proud of the work that theyre doing. Tell us more about what youre hearing. Were hearing time and time again the u. S. Military and how demoralized they are. This is the largest community of americans that are living outside of america. And when push came to shove here everybody in this community of 54,000 people got together, Pitched In, and really did their best to help the afghan public who were coming here huge numbers. Some 2500 have already flowed out. They just built a tent city. They are housing all of these afghan people and i spoke with a lot of afghans that were really quite pleased to be out of Harms Way. They were very critical of the u. S. Response, but they were really pleased with the way that the military families have been engaging here. People just dropped everything and Pitched In including spouses of uniformed soldiers and their children. It is one of the proud etc. Est moments to me. Because of the impact it is going to have. We have seen thousands and thousands come through. It doesnt diminish what is going on elsewhere. There has been all kinds conditions and they were coming their first, but i saw a renewed sense of purpose here. Years ago i was honored to spend some time there. The hospital there, on base, matt, Stand By for me if you will. Any more insight into how the president decided to stick with that deadline despite the pressure to extend it . The Counter Weight to the pressure, it has been arable, for peoples just watching events unfold has been the president s concern based on the intelligence that he has been received because of the threat of terror attacks. And the concerns about an erosion of taliban support if there is any movement. They are talking about what to do if there is a need to go beyond August 31st. A few notable things today. They said as far as the records show, no americans died related to this operation. That more than 4400 americans at is important because we have been trying to get for days now information specific to americans and that has been hard to come by. Now more than 80,000some people have been evacuated. They have been partners to the united states through the years and the military experience here. 4400 americans, is a new updated fact. We expect in the next hour that Secretary Of State Tony Blinken will be making remarks where he has been asked to provide more information about americans. One of the big questions is how many americans remain in afghanistan who want to leave . There may be some circumstances where there are americans that do not wish to leave. They have been telling us that all along. They have not registered, they have not connected. So what is the picture . Also notable, John Kirby who is a retired general now. They are looking for government approval, typically when they travel and they have oversight to perform, they are nearly there providing security for the two members of congress. The White House said that no one should be trying to go to Afghanistan Elected or not, to try to see for themselves what is happening. That can drain resources away from the evacuation mission. Those are some of the highlights. They have left the kabul perimeter, the airport, to travel outside of that within kabul to Rescue Americans using aircraft. So when they identify that they are out, they bring them safely back to the airport. So those are all notable. Also notable that we heard Admiral Kirby there say that after August 31st that the taliban will be responsible for that airport. Thank you, Kelly Odonnell at the White House. Matt bradley on the ground there. We want to get courtney to a camera after that Press Conference wraps up. Congressman, thank you for your time on this wednesday morning. As you know there continues to be counts about whether or not the united states will be able to evacuate all of our allies. What happens if we dont, congressman . I just got out of another classified briefing here. First we have to understand this is an incredibly dangerous Situation And Mission for our marine, troops, and more. Every day it gets more dangerous, and the president said, and i agree, that any deadline is contingent. But our mission is not going to end on August 31st in terms of trying to help people in afghanistan that want to leave we already have shoegs negotiations in place to see what we can do to help people get out after that date that want to work with attitude. And it is contingent on a taliban. They are allowed to do that. Were going to hold them to that as an international community. I want to go back to that foreign affairs bereaving, can you characterize the nature of it . Well, i will say that im incredibly proud of the mission. What theyre doing is remarkable. Every american should be proud of the work dont to create a new orderly process. That is not even counting our partner countries who we allowed pause of our Security Firm to evacuate thousands more. So the mission theyre carrying out here i am extremely concerned. All of the americans in Harms Way right now should be in your prayers, we should be proud of them, but we have to recognize theyre in credible danger right now. What do you say to those who contained that we are undoubtedly going to leave behind some of our allies. Some of those that risked their lives, sacrificed a great deal. What do you say to those critics . I think this has been a tragedy in terms of the speed with which the afghan government fell. It occurred faster than any assessment could have for seen. So what were seeing is that we have to do so much of what we have seen. Were going to try to help the afghans that helped us. Were going to stay on this, were going to stay on our State Department. Were going to use every level that we have to try and protect those that risk their lives to help us. This 20 Year Occupation that we have there is a complete collapse of the government in a short space of time. There are folks not able to get to the airport by August 31st. We as americans can lose faith in them. We have to keep the pressure up. We have over 70 of their foreign, federal control, in our reserve. They want to not become a pariah. No access to international funding of any kind, to international funding of any kind, so we have levers in place and we have to keep that in place. I know there is a lot of talk about the deadline and after the deadline. There is more outside groups, perhaps, helping after the deadline passes. You heard about veterans groups organizing to rescue our allies in afghanistan, but how is the veterans Affairs Committee helping them. You know, our veterans have been impacted by this in we had some success helping those, hoer thats are still working right now but they have done an incredible job helping us understand where some of these folks are. It is very complex not just to identify how we can get them out, so over piece of intelligence, i refuse to accept that were going to give up on anyone that wants to get out. We may not have been completely successful in every case, but it is a commitment that we have to make to do everything that we can. As you said, Congressman Moulten and he described season State Department officials an allies there filled with fear and desperation. I respect them, i respect them for the service to our country. As members of congress, but i think that trip was a mistake. It was clearly a mistake. It was a misuse of resources at a time when they were needed. Oversight is something that we will be doing for quite some time. Now is not the time to do it in the midst of this. And that, to me, is a mistake. In terms of what they saw this is incredibly different, traumatic, and there are enormous emotions involved with this. Many of the State Department officials have served there for a long time. This is incredibly difficult for them. Yes its emotional and dangerous. Thats why we should be so thankful and proud of the mission that these americans are carrying out over there, but its not the time for members of congress to try to go get their own oversight. I want to ask you about the John Lewis Voting rights act. Last time congress voted to authorization the Voting Rights act. It passed the senate 900. That is in 2006. This is a different senate. How would you convince a republican in the upper chamber to vote yes . It is also true that my former president george w. Bush did this and it was not a controversial idea that we would protect Voting Rights. One of the things that i am most frustrated with, is this idea that protecting Voting Rights helps one party the others. The point is that in a democracy you should be able to vote for whoever you want to, and its not the first time in our history that we had states try to make it harder. And from state to state they did not try to make it radically different. And they helped push it through in the first place. Look to our history. Look to the names involved in both the creation of the Voting Rights, and imagine what the means is towards democracy, like we had last night. This is about protecting our democracy and we have to get away from that idea that this is a partisan push. Its not about who theyre going to vote for, its about protecting our democracy. Well have to leave it there thank you for your time, i appreciate you. Trying to answer a huge question from millions of americans that got the Johnson And Johnson vaccine. Should they get a booster . We have brand new data from that company about how it would work. [narrator] this is steve. He used to have Gum Problems. Now, he uses therabreath healthy gums oral rinse with clinicallyproven ingredients and his Gum Problems have vanished. Crowd Applauding therabreath, its a better mouthwash. At walmart, target and other fine stores. I had the nightmare again maxine. The world was out of wonka bars. Relax. You just need digital workflows. They help keep everyone supplied and happy, proactively. Lets workflow it. Then you can stop having those nightmares. No, i would miss them too much. Whatever You Business is facing. Lets workflow it. Servicenow. Just a few moments ago the pentagon wrapped that briefing. They covered the order for troops to be vaccinated immediately. I want to bring in Courtney Kube who was in that briefing. We heard her ask a number of questions, about 12 follow up questions as well. We always appreciate your hard work, courtney. Lets start with what we learned about the Vaccine Mandate and how many troops got the first shot. Let me know. That was a little surprising, craig. He ran through the numbers, and when you consider the active duty and the army reserve. The other services are right around 30 . But as you mentioned, the big news on this today is that we finally got a memo from secretary of Defense Lloyd Austin making it mandatory to get vaccinated. The question was on the timeline. And at the time the pentagon said they would make it mandatory once one of them had full fda authorization, now pfizer does, of course, or by mid september. The pentagon could ask the White House for a waiver to request that even without that full authorization that they would make it mandatory. The Time Line for each service is depend on the individual services leadership. They will lay out the specific timeline for Army And Airforce to get their vaccine. We still dont have a good sense of when each individual service will make it mandatory, or require every service member. Big news for those that got the Johnson And Johnson sing the vaccine shot. There are reports that support getting a booster eight months after the shot. J j say a booster offered a nine fold increase in antibodies compared to the vaccine on its own. Wee are joined now with an infectious disease professor, as well as shaquille brewster. Doctor, let me start with you on that J J Vaccine News . Hi, thank you for inviting me. I think this is just news to me as well. We need to wait for the fda to review data, but i this i it is consistent with what were seeing, and data from israel and other counties showing that immunity is weaning off after eight months especially against the delta variant. So vaccines continue to be af and effective, but it looks like we need boosters regardless of what kind you got. What are you hearing from people there about the fdas full approval of the vaccine. Is that making a difference for some people . I think it is. I think some people go ahead, shaq. Sorry about that. I just had an interesting conversation with a young group that came to the school to get vaccinated. Theyre opening their doors for people to come get vaccinated. The Fda Approval was not the deciding factor, but it made her determine which one she wanted and it made her more comfortable to get it after waiting for so long if is the effect of the authorization. The fact that certain businesses are mandates vaccines now for school, for businesses to go into. That is what is driving them in to get their vaccines, finally. I want you to listen to my Conversation Yesterday with a nurse that didnt want to get the vaccine but she said her job was more important. Definitely a lot of people i work with are now saying they have to get it instead of they want to get it. Did the approval make you any more comfortable . No. Just want to keep my job. That young woman says shes not antivaccine, but she expected other people to step up instead of her, but when she saw the delta variant, she said i guess it is my turn to do my part. Its the many factors playing into the fact that more people are getting that shot. To the point that that young lady just made there. The idea of losing a job. Delta saying theyre going to penalize employees that will have to pay a 200 a month, i dont want to say fine, but it is essentially a fine, is that what it will take . Are we going to have to at some point realize that the carrot is not working and just go with the stick . I think we need carrots and sticks. I think what is interesting is she was hoping for everyone to step up but now was her time to do her part. Many people think theyre young and invincible. I dont knee health insurance, i wont get sick. I dont need to drive safely, others wear seatbelts. If youre not vaccinated, if youre not wearing a mask, youre suicidal at this point. We have measures that have been proven to be effective. We have to control the pandemic, and everyone needs to understand that each One Of Us has to do our part with a carrot or a stick, Wake Up America and do your part. Dr. , thank you. Shaquille brewster. Breaking news right now on capitol hill, the January 6th select committee investigating the attack on the capital issuing the first round of demands for records now. We have more on what that means. What do we know at this point about what theyre requested. This is all coming in, and it marks an expansion of their work if is the first Records Demand from seven agencies as well as the national archives. All of these records requests to be contended with. Two weeks is the Time Line that has been placed on this here. The focus is the run up to January 6th as well as what happened on that day, how people prepared for the rally that then came to this capital building. We dont know when the next hearing will be, but if were laying it out on a calendar, the house remains in recess until september 20th. We expect there is a hearing some time around then. But this is a Ramp Up for the committee. We saw them do this first hearing about a month ago. The four Police Officers that told about their harrowing and tragic experience here at the capital on that day. This now, the other side of that coin, the actual records, gathering the information to try to better piece together what happened and what led to this deadly day on capitol hill. Thank you, allie. Meanwhile Speaker Pelosi laying out the next steps for a Budget Measure getting across the finish line. Everyone by september 15th, we write a bill with the senate because there is no use doing a bill that will not pass the senate, we want to go as slow a the slowest ship and we dont want to underutilize any resource and the resource would be what the senate rules would allow to proceed. Follows a tough 48 hours of party strive that ended in democrats uniting to move forward with the Budget Plan and the bipartisan Infrastructure Bill. Now they face a September 27th deadline to get infrastructure passed. One thing that the house did manage to fully pass was the John Lewis Voting rights act, but it was passed on a Party Line Vote and as the vote indicates it would be very hard to find the ten republican votes needed to pass it in the senate. Lets dig a bit deep or what happens next, what it all means. I want to bring in Cliff Albright of the black voters matter fund. Cliff, as you know. Not a single republican In The House voted for that bill. Faces an uphill climb in the senate. As we noted before it would need ten votes from republicans to overcome a filibuster. Did you see any openings among senate republicans. Unfortunately, thanks for having me, craig. Unfortunately, no, we dont see any openings among senate republicans and we do see the opening to get the 50 democratic votes that we need in order to get these bills passed. At The End of the day, weve known all along that the filibuster will be an obstacle. You are not going to find ten votes in the senate to pass Voting Rights, right . You couldnt even get ten votes to investigate what happened on January 6th and the house republicans just showed us that theres not a single republican in congress willing to support Voting Rights, but heres the good news. The house has leverage because as you said, they have the September 27th deadline by which they want to vote on infrastructure. We can link those two issues. In other words, the house can say, look, until you vote until the senate votes on Hr1 And Vote on hr4, the John Lewis Voting rights act, until the senate votes on that the house doesnt need to vote on the Infrastructure Bill and they can connect to issues the same way moderates are Making News by trying to connect the Infrastructure Bill and the Reconciliation Bill and know that they can connect the Infrastructure Bill to Voting Rights. No Voting Rights, no infrastructure. Thats the demand that well be making as activists and we actually shared that request with Speaker Pelosi. Several of us just met with her in both inperson and a videoconference where we expressed the need for the house to hold the line. The house has done its job and we also need to hold its Leverage And Influence to influence their senate colleagues. The congressman always encouraged to make good trouble. The make good Trouble Rally that your group is participating in at the Lincoln Memorial on the anniversary of the first March On Washington. Talk about the significance of this fight now. Exactly. We were inspired by john lewis. He said sometimes you have to get in the way and sometimes you have to get in trouble, good trouble, right . Good trouble. Its the anniversary of the 1963 March On Washington which, by the way, was the march for jobs and freedom. So even in 63 it wasnt just about one issue or civil rights or Voting Rights and it was about a combination of issues and were trying to live up to that spirit with the rally on saturday and we were talking about Voting Rights, yes and thats important to us if voting Rights Matter and were also talking about a range of other issues that we believe are connected on vote being rights because what matters this so important isnt just the process of voting itself and its the very thing that lets us get the items on our agenda and to get infrastructure and Immigration Reform and get a Living Wage and thats why Voting Rights are so important and thats why we have been leading Civil Disobedience, and the white House Yesterday and zip tied ourselves to the fence across from the White House because well have to Ramp Up the Civil Disobedience in the spirit of Love And Nonviolence and Civil Disobedience and in the spirit of respectful disobedience, but well have to Ramp Up the Civil Disobedience in the direct action to get the White House, the senate and the White House to move on this critical issue of our Voting Rights. I have about 60 seconds left and i did want to talk about Gun Violence for a moment because tomorrow you are taking part on the national summit on Gun Violence. What do you want to see from lawmakers on Gun Violence specifically . Thats one of the issues that well be talking about at the rally on saturday. We want to see Common Sense gun control. We want to see Background Checks and again, connecting this to Voting Rights, this is the problem when you have voter suppression. Not only does it target and marginalize the black voters and brown voters and young voters that are the direct targets of the voter suppression, but it creates a system that you would have 90 of the country that supports common Sense Gun Reform and you have republicans In The House and the senate that wont budge one bit because theyre isolated from the very voters and even republican voters. Thats the extension of what happens when you have voter suppression. It warps the entire political system and the entire democracy. Cliff albright, we will have to leave it there, good sir, but thank you. I do appreciate your time on this wednesday. I appreciate your time as well, but that will do it for me this hour, ill see you back here tomorrow, but Andrea Mitchell reports starts next. Number one in reliability, 16 times in a row.
