Second, the approval will also support employers and educators in their efforts to vaccinate workers and students. Theres the obvious risk if the president were to give any indication if he intends to extend that. We also know theres Cross Pressure from our allies who have wanted him to at least give some indication that he would call the talibans bluff. There is so much concern about the individual who remain on the ground. Even as the pace has picked up significantly in terms of the number of evacuations and planes, theres significant concern about those who may be left behind. We expect the president to reflect on the conversation that he had this morning with our g7 allies, who are also among those who wanted extra minutes, hours or days to get their own people off the ground. The president will give americans his best update on how that Evacuation Procedure has been going and what our next steps are. The pace of evacuations and the concern that remains, the pentagon says that all told weve got 22,000 people who were evacuated from the Kabul Airport in the last 24 hours. Thats with a flight leaving every 45 minutes. The White House has said repeatedly its confident it can get out all the americans. Still not enough time, it appears, to get out all the remaining afghan allies. Right now the pentagon is focused on getting as many americans and afghans and other Nato Allies out of afghanistan by the August 31st deadline, but theyre not talking about anything beyond that at this point. Its important to point out they have had a good 48 hours getting a lot more people out than last week. If they are able to continue this pace, they will get tens of thousands more people out before the August 31st deadline. There are things frankly outside of their control that may have an impact on that. Weather can have an impact on how many flights can come and go. There is a real threat from isis. Obviously if there were any sort of attack, that could have an impact on operations there as well. We also have to look at what exactly this August 31st deadline means. There are nearly 6,000 troops on the ground at Kabul Airport right now. You cant just flip a switch and get them all on flights out. It can take anywhere in the neighborhood of three to four days to get them all out. If youre talking August 31st, were talking The End of this week now when the u. S. Military will have to start the Withdrawal Process out of afghanistan, the u. S. Soldiers that are there protecting Kabul Airport and helping with the evacuation process. It only stands to reason that as the u. S. Military presence is less and less at Kabul Airport, the number of evacuees who can get out will also decrease. We will likely see by The End of this week is as military start leaving, well start to probably see some flights that are a combination of both u. S. Military and evacuees. But the reality is there are only several more days for them to have the kind of Throughput Weve seen of thousands of evacuees getting out in a day, a flight out every 45 minutes. We only have a couple more days for that kind of output. Help us understand the range of decisions facing President Biden. Youve got allies at home and abroad saying stay. Youve got the taliban saying go and if you stay, there will be a Red Line with consequences. Then youve got the president s own belief he was right to end the war and exiting would have been tough. The first is tactical. Thats getting people out of afghanistan. Ill only add the observation that were doing actually quite well at getting people out of the airport. The problem is getting people into the airport and getting as many in particular of those afghan citizens who supported us as we can possibly can. Thats the first Big Rock. The second Big Rock is operational. How are we going to be prepared to come in over the horizon and maintain the Intelligence Pipe that we have, ensure we dont see a resurgence of al qaeda, isisk, isis and all these other groups and try to find a way to make afghanistan again an ungoverned space from which they can launch attacks. Thats the second big challenge. My good Friend Bill burns clearly focused on that, had a very good meeting in the sense that weve got to talk to the taliban earlier this week. Finally is the strategic one of how are we going to convince our allies, partners and friends that this afghanistan event is kind of a oneoff, that were not going to walk away from south korea, that were not going to walk away from nato commitments in estonia if the russians threaten, how do the taiwanese feel about this. I think those are challenges. President biden is smart to convene the g7, try and shore up that side of this. So bottom line, big challenges ahead. In particular, were one c17 crash, one big bomb going off, one gunfight at the kia corral if you will from this thing turning sideways very quickly. Lets all pray these flights keep going, that the taliban are smart enough not to attack us and that we are sending a signal to deter them. I think if with do those things well get through this tactical moment and on to the other two challenges. Longer term, how does the u. S. Withdrawal affect the u. S. s ability to gather intelligence about growing threats there . It diminishes it significantly. There are ways we can mitigate that. We have a constellation of overhead sensors. We can continue to rely on technical means. The taliban, perhaps surprisingly, has become more used to operating on the internet. So there are cyber solutions to gathering intelligence that didnt exist 20 years ago. Additionally i am sure the cia will still have human resources. Thats their job. Thats what they do. So we can put all that together and hopefully have a trip wire. If we then need to go in and conduct Direct Action operations, thats going to have to come from great distances, over A Thousand miles to our bases in nations in the gulf. This is not mission impossible but its going to be mission pretty hard going forward. Have pentagon officials articulated what they think would happen if the u. S. Stays in afghanistan a few more days or a week beyond this August 31st deadline . Even Ben Sass put out a statement where he said that the taliban shouldnt determine the u. S. End date. He says damn the deadline. The american people are not going to surrender our citizens to the taliban. The big concern is look at this from an operational standpoint. You have an airport with about 6,000 u. S. Troops and evacuees and citizens there and you have thousand of taliban fighters surrounding that airport. If the u. S. Were to decide to stay at the airport beyond the deadline against the wishes of the taliban, who they have been working with, they risk the chance of the taliban, number one, stops helping americans get through these checkpoints and in many cases they are coordinating with the u. S. To get americans safely through the checkpoints and on the flights. They can stop with that coordination and potentially attack the airport. The u. S. Military there would basically be Sitting Ducks surrounded by the taliban. They have some equipment they could fight back with. Theres artillery. Theres air power. But kabul is very congested and the airport is right in the middle of an area of congested civilians. Air strikes would be difficult to fight that back. The decision that President Biden faces is if they go against this agreement that exists right now where the u. S. Has said they will leave on August 31st and the taliban is helping them do that, the taliban could attack, we could see u. S. Casualties with the taliban on the way out the door, and then you have the potential for a number of military casualties here. Hes faced with that real reality and concern. He could send even more u. S. Military into the airport but there are already a lot there right now. Its a difficult decision President Biden is faced with, because if the taliban were to decide to stop cooperation with the u. S. On the ground and to attack, it could be a very ugly situation. Mike memoli, youve covered President Biden, been with him since 2008. He has been consistent on the Value Proposition of americans remaining in afghanistan longer than they need to. Reporter thats right. Thats the other thing to expect to hear from the president today, is to underline his confidence that the decision hes made will be ultimately validated in history as the right decision. I think its part of the conversation he was having with our g7 allies this morning. It was about the diplomatic role going forward, the idea that its no longer a job for the armed services but the role of diplomatic Diplomacy And Pressure on the taliban. The argument being made from this president that in order to confront challenges that the to refocus on requires the u. S. And Nato Allies to no longer be bogged down in afghanistan where hes repeated throughout this process he doesnt see a compelling national interest in order to focus on the threats like china and rush. Thats part of the conversation the president will be underscoring when he speaks later this afternoon. What about that . The u. S. Withdrawal from afghanistan leaves a Leadership Vacuum in that country. Youve got china more than happy to step in and assert dominance in their back yard. They share a western border with afghanistan. And they would potentially have Bragging Rights for stepping into a country where america left. Lets walk around the periphery of afghanistan. A lot of people dont know there is a chinese afghan border. Its a small one, but china will be very happy to move in. Part of it is the opportunity to exploit about 12 trillion dollars of rare earth, lithium, which goes in every car battery, iron ore, copper. Theres a lot of Mineral Wealth in afghanistan. China would like to exploit that. Secondly china would like to demonstrate to the world the u. S. Has failed and we have stepped in. This is part of our Belt And Road strategy which is a fancy way of saying connecting influence. Number two, pakistan, long border. I think pakistan has supported the taliban through this entire period. Certainly they will want to be involved in decisions. Their goal is to keep india from obtaining a foothold in afghanistan at the back of pakistan. The other player is iran. Theres a significant farsi Speaking Minority in afghanistan. Iran has had a mixed relationship with the taliban over the years. But all signals are positive a t the moment. Again, the humiliating departure of the united states will bring iran and afghanistan closer together. You had these former republics of the soviet union. Suffice to say russia will be putting pressure on the stands. What russia wants is stability in afghanistan and a reduction in heroin coming out of there, a lot of which ends up in the arms of young russians. This vacuum will be filled by regional powers. Going to ask the three of you to stand by. Were going to bring in richard engel. The taliban, as i understand it, is saying no more afghans can travel from the airport in kabul. What has been the reaction to that . Reporter theres been confusion because the way they said it was that no one can go to the airport. When it was translated into english, it was said that they are discouraging people from going to the airport. Its dark now here. We will see what happens in the morning. Generally it is consistent with what the taliban have been saying. They want to stop the flow out of the country. They first were appealing to afghans saying you shouldnt leave the country, look at the afghans sleeping on the ground. Its misery. Stay at home. They were making the Brain Drain Argument saying this country need you, scientists, engineers and doctors. The taliban is trying to be inclusive right now at leasts in their statements. They are talking about forming a political Unity Government. That is still on the table. It could be just a Unity Government in name but they are trying to seek some sort of international legitimacy and win over some regional allies. They have had 20 years of a terrible experience of fighting the united states. Now they believe theyre victorious after those 20years. Have they really changed . I think we will know over time. There was an old expression among the taliban fighters that americans have watches, they have the time. Well, it seems after 20 years they were right. The time for the americans is running out. For the taliban, the clock has been reset and now their time is starting over again. It strikes me that you were in doha yesterday. Youre now in kabul. What was that process of getting back into the country like . What did you see . Reporter theres so many different realities just in the small geographic space and things have changed dramatically over the last couple of weeks. Ive spent time on the base. Well start on the inside out. I started on the base, which is a nato base, a large Military Presence that increasingly has become an island surrounded by hostile territory. They were working with the taliban. It was extremely crowded. They brought in a huge number of american troops. They didnt have enough supplies. Soldiers were sleeping on the ground. It was a scramble. Now theyre coordinating with the taliban so those planes are moving. Not all of these people who are leaving have the proper documentation. I saw State Department officials. They were expecting people arriving more or less with pacts and approved documentation and badges saying, okay, youre an Morning Citizen or you have a siv visa. They were expecting an orderly process. Instead theyve been getting unaccompanied may north bays. Theyve been getting large numbers of people on planes that have no documentation at all. Then theres the issue of the military. The military is trying to operate this air left and they dont know also what to do with all of these people. You have created a migrant crisis with people stuck in limbo as theyre trying to sort their paperwork out. Thats doha. Here the third Reality Back in kabul, this is now taliban territory. The taliban are in charge 100 . They are on every street corner. They are in all. Different varieties of uniforms, some the more traditional taliban that you would expect. Others are wearing full american military uniforms they took when the afghan Army And Security services chanced. You have several different realities, but this one perhaps is the one that is going to be the most lasting legacy. Eventually at that base, perhaps on August 31st, it is going to be shut down. The u. S. Is going to be blowing up some equipment there, clearing out the last people and then clearing themselves out. Its going to take more time to process on all of the people who have been sent to doha and other holding countries while their documentation is going to work out. That is not a quick process. Talking about the hospital in general, staten Island University Hospital is owned by a Health Care conglomerate. 87 of their employees are vaccinated. The New York Times reporting that the hospital behind me, 60 of employees are vaccinated. You think about the timeline. August 16th, north well Health Group said youve got to get vaccinated or youre going to be doing weekly testing. Former Governor Cuomo said all have to be vaccinated by September 27th. That is when the protest started outside this hospital. I spoke to two people, a man and a woman. John madelyn, he is currently on leave for professional misconduct. He does not want to get vaccinated. I think its important for folks to understand why it is these folks do not want to get vaccinated. Then i want to play for you madelyn, a nurse in the Recovery Area of this hospital. Her husband died in covid back in march of 2020. He was in the hospital when her husband died. He was in icu for over a week. She knows what covid does to a family. She was emotional today. Shes still recovering from the death of her husband. Lets listen. Theres a lot of information thats outstanding. I dont discourage anyone from getting it. Thats a medical choice. I want a little more time. I want to know longterm results. The Fda Approval came about 5 to 10 years fast. Im not saying its not thorough. Its not thorough in regards to all of the reported occurrences. Unless you have time to sift through half A Million adverse reactions and 11,000 deaths you have to do your due diligence. The fda has asked that more children be enrolled in these trials. They increased the Sample Size, the number of people in the arms of the study, the people getting vaccines, the children getting vaccines and children getting placebo. Its sure they reportpotential effects. Myocarditis occurred in young men in their 20s. They increased the Sample Size to make sure we dont see similar Side Effects in children. The reality is today there are already parents who have had to make this agonizing decision, who have children with these conditions, about whether to send them Back To School or keep them virtual. There are parents who cant afford to do that. I spoke with a mother of two children. Her name is mary wilson. She has two 8yearold daughters in pickens county. She didnt have a choice. She had them virtual all last year. Shes got to make money and go to work. She sent them back in. 8yearold ella came down with a case of covid. It was a bad case, her Blood Sugar spiked. She spoke to us. How do you feel about sending them both back with one testing positive and one negative. Its horrifying. For us, it has a lot to do with the preexisting conditions. It has a lot to do with the fact that managing that condition with covid was a lot more difficult. Its hard to begin with, but the covid made it worse. Knowing that because they are not old enough to be vaccinated, they can be exposed again is very scary. You know, theres a lot of guilt to have to make a decision to send your kids into an environment that is not safe. Reporter Luckily Ella is recovering. Many families who have children with severe preexisting conditions are a part of this suit. They say, quote, the only truly inclusive option is to allow every parent to decide whether their child will wear a mask to school. Mary wilson there, once both of her daughters are out of quarantine, shes got to send both of them back. Its just a really agonizing decision for these parents and School Districts who are now in the position of having to choose whether they violate State Law or risk violating federal law which the aclu says is a violation of americans with disabilities. What they have gotten as a concession from leadership is an agreement that no matter where the Reconciliation Bill is, there will be a vote on infrastructure on or before September 27th, a little more than a month away. It doesnt guarantee that vote will come before the Budget Resolution but they do have something in writing that the step will lock that in. I think its actually fair to say that Kathy Hochul can claim that she was certainly no ally and definitely not an insider when it came to Governor Andrew Cuomos administration.
