By all accounts, it is chaotic outside the airport In Kabul. Thousands of people are desperate to flee the country, as the taliban consolidate power. The British Military said today that seven people were killed in a stampede of people who were trying to get into the airport. The biden administration has come under fire for how it has handled these evacuations. The situation could be hurting the president s performance with voters too. A new Nbc Poll out today shows the president s Approval Rating has dipped low 50 for the first time in his presidency. Today, he acknowledged the realities on the ground, but defended his administrations handling of the situation. Let me be clear, evacuation of thousands of people from kabul is going to be hard and painful No Matter when it started, when we began. It would have been true if we started a month ago, or a month from now. There is no way to evacuate this many people without pain and loss, and heartbreaking images that you see on television. Yesterday, 7800 people were evacuated including american citizens, special immigrant visa applicants, their families of both of those groups, and other vulnerable afghans. Some have been refugees are being temporarily housed Near Dallas International and an Expo Center in virginia. Its a stop before heading to army bases in wisconsin, and texas. Others are taking to ramstein airbase in germany. Military spokesman say that 5000 evacuees have been brought to the base since evacuations began. But it is not just a military planes involved anymore, Defense Echo Terry Lloyd Austin is actively activating the civil air fleet, see r. A. F. That lets the department used commercial aircrafts to evacuate u. S. Citizens and personnel, signal and other at risk individuals from afghanistan. Now, the current Activation Plans call for 18 commercial aircrafts from these companies to pick up passengers from interim staging bases. They are not flying into the airport In Kabul. Military aircrafts will still handle those flights. Now, using Civilian Aircraft to assist the military, might sound like a wild idea but actually, its been around for decades. According to a report by the ran corporation, an Executive Order from President Truman created the craf back in 1951 during the korean war. It was first used during the Gulf War in 1990. Let me start by getting your reaction to the national security advisory, jake sullivan, said today on meet the press about evacuation effort. No plan survives first contact with reality. No plan can account for every contingency that occurs at a tactical level on the daytoday basis. Would you do is you adjust. And we have adjusted, and while we are continuing to face genuine challenges, we believe we are making progress. Now, an adjustment could include adjusting the last day that evacuations will happen. President biden said in response to questions from reporters that he is considering, has not decided yet, but he is thinking about extending evacuations beyond the August 31st deadline for the military to leave. So, what is your read on how all of this is going right now . Well, i think jake is actually dead wrong. Plans are worthless. It is planning that is everything. And this administration never ran through a planning exercise. They never rehearsed the concept, they never took a look at what the challenges would be. And now they are facing the results of that. We cant get thousands of people off of the ground In Kabul, and get them to these intermediate areas and get them to the u. S. In the final destinations there, unless we can get them through the gates. And i have to tell you that the biggest challenge right now is getting american citizens, american green card holders, siv applicants, afghans from Civil Society into the airport in order to get out. I dont know if you can be done before the 31st. Im glad that the president has given some leeway, but i think, you know, the folks on the ground, at the 82nd Airborne is doing an incredible job. Theyre having some very innovative approaches. I have watched through the eyes of american citizens who are trying to get out of kabul some of the improvements, just over the last 24 hours. Hundreds of americans, able to get through the gate. The problem is, we are not getting their afghan Family Members through the gates. We are not getting important afghan officials to the gates are there. What kinds of things are you hearing from people being evacuated In Kabul that perhaps, better planning, better Work Shopping of would be done on the ground might have alleviated . What are you hearing . I will leave alone for a second the issue of being able to get from your safe houses, and your hotels, and family residences to the airport. That is something that i want to address. But really, what im hearing from them is, when we get into the airport, there are some folks who are doing quite fine. Theyre getting on planes pretty quickly, the same day. But the conditions are pretty horrible there as well. You have people who have been there, you know, for 36, 48 hours, even more. And that is because you have i think well over 10,000 people in that base right now. And the problem is, joshua, there are still planes taking off without with empty seats. There are still planes taking off with empty seats. That means it is not being managed. There is not a single aircraft that should take off, from kabul international airport, without being full. And again, it is a management of a flow, these people are scared. They are breathing taliban checkpoints well about 260 americans have braved taliban checkpoints to get through to the gate. They have thousands of other afghans who keep coming to the gates but unfortunately the gates are partially closed. Thats where you have them sitting outside, being crushed, we have situations where there are combat veterans, marine veterans who are sitting, breaking down in tears because they watch families getting crushed, and they cannot do a thing about it. That has to change. It must change. In light of all of that, and the situation that use the term, hkia, that is the hamid karzai international airport, the airport in in light of all of that, President Biden has still been steadfast and saying that he stands by the decisions that hes made thus far. Let me get your reaction to what part of the President Speech earlier this afternoon. The Bottom Line is this, look, at the end of the day, if we didnt leave afghanistan now, when do we leave . Another ten years . Another five years . 11 years . I am not about to send your son, your daughter to fight in afghanistan. Mark, i think that that might resonate with a lot of people. Support for the Afghanistan War turns into pulling a show into which its worth it or not, its been pretty steady for the last decade, and that question of if not now, when . It might resonate with a lot of folks. But what do you make of that . I have argued for a while that the administration set up a false choice. Let me be clear, the last administration, the Trump Administration is part of this whole debacle. Of withdrawal that was really unplanned, and just really a strategic failure. So, here is the issue. If you are going to be the president of the united states, you need to leave, even when something is unpopular. So yes, the wars unpopular, but there was this false choice that youre either in a war, endlessly, or were going to have to withdraw immediately, unconditionally. There is so much more that could be done in between. In fact, it was President Obama that declared an end to combat ive operations in afghanistan back in 2013. This has been a Training Mission this is been . What 20, five 3500 u. S. Troops, a couple of thousand more nato troops . Theres no reason that that mission could not continue. It does not impact our strategic posture around the world, it does not mean that we cant handle the chinese the russians, i just think that this was a false choice. They were not thinking about the longterm strategic implications of abandoning afghanistan, looking like we are running with our tail between our legs. That is what it looks like right now. Lets turn now to the fight for womens rights with the taliban in control, afghanistans women and girls now find themselves fearing that 20 years of progress will vanish. During a Press Conference this week, a taliban spokesman sought to reassure women that would not be the case. The spokesman promised to honor womens rights within the Talibans View of islamic law. He did not elaborate on when exactly that meant. Joining us now is zahra nader, contributor to the filler project, we appreciate you being with us tonight. I wonder if perhaps there is one thing in particular that you are most concerned about in terms of the future for women and girls in afghanistan. One aspect, lets say, of what life under the taliban might be like that has you the most concerned. Thank you for having me here. I think the one thing that im very concerned about his afghan women losing the rights that they have worked for for 20 years now. So, they are working there in office, they are teachers. They are prosecutors, lawyers. They are active in all parts of life in afghanistan. And we are just seeing that they are losing all of that, and with a workforce so far. Now, the taliban are trying to present themselves as having, i guess, a different view than they had before. We mentioned with the spokesperson said that they would honor rights, social advances, encouraging women to work, allowing girls to go to school, to return to school. I dont see any reason to believe that. But i wonder what do you think. Whether you think that is a possibility, or whether just essentially they are lying. I think that is delusional to think that this is going to be happening because, im talking to women all around afghanistan. So im talking to them. And already, theyre their rights have been violated. They cannot go outside. Their work is closed. And then, the university, theyre not allowed to go to work. Many women have told me that they go to work, but the taliban did not allow them to enter their offices. Until them, go back. Some of them have been told that they dont look at us, they say, we dont want to look at you. And we dont want to have you here. So, i think its delusional to think that they might have changed. Can i just ask you a very basic question . This might be a dumb question, but i think it is one of those that needs to be asked or answered. What are they afraid of . What are the taliban problem with women working, or girls going to school . I think we kind of take it as read so much that we dont question it, but what is the issue in terms of allowing women to work or girls to go to school . I think, if we can just look at the way the taliban talk about women. The taliban do not have any women in their groups actively working in the movement. Basically, the way that they view womens that they view them as an object. And object that they should be protected, or kept in homes. So they are not equal Human Beings to the taliban. And so theyre not discussing many issues. Theyre just saying, we are going to allow women to work, you know we work with women. But what they dont say is where is that work, just show us a woman that is working for the taliban. A group of men coming together, sitting, talking about women, and then discussing the future of afghan women. And you know, theyre only talking about the basic rights, even afghan women now dont have a choice of what should they the choices have been limited. Now they have to wear a burqa, or similar things, similar clothes that resemble a burqa, and cover their face. And that is what the taliban are looking for and i get you roadrunner to a times magazine about, among other things, about the generational differences and how some women and girls are viewing the threat from the taliban. In your article you write in part, quote, many young afghan women, especially those who are educated, grew up listening with horror as their mothers and grandmothers related stories from the time of the taliban. The daughters lives were testament to change, and progress. Unquote. What is your sense of how different generations of women and girls in afghanistan, including those who have known nothing about the last 20 years, how that is going to factor into what happens next . So, let me give you an example. I talked to a woman in someone gone province, in afghanistan. She was telling me when the taliban first came to afghanistan, she was not worried. Her mom was a housewife, she had a traditional education, no children going to school in the village. So, the first time the taliban came to the village, their mother was not worried at all. She was saying, okay. I was home, so nothing really changed for her. But this time, now shes telling me that this time, my mom, she has seven children and all of her children, including the woman that i talked to, are all educated. They are all in school. And she was in her last semester of university, and you saying what is going to happen and she was telling me, but sometimes, we didnt even have food to eat. But my parents, they help me, they put they did something that would go to school. And thats the way that the way that we can update our society. But now that is all in danger. Before a let you go, whats the main thing that you like to see the united states do . What happens to women, i feel like weve lost everything. In our last few brief seconds, Whats Something youd like to see the u. S. Do right now, before we go . I just want to say that the u. S. , they are right here for afghan women, but they are here for their own objectives so what they can do right now is that they can is not much hope but what they can do is help their populations to get safely out of afghanistan. And what i want to ask, is keep an eye on afghanistan, keep an eye on the taliban because the taliban have not changed, they will continue to harass afghan women as they did in 1990. As you see, they have lashes on their hands, and they still lash people and they still cut hands, so they have not changed. But if the world is going to walk away, and say we believe the taliban would be, that will be you know, hard for afghan women. At this Rate Louisville could break its Homicide Record for a second consecutive year. To make matters worse, most homicide cases have gone unsolved. Louisville police have solved about a third of their pending cases. Fbi data shows the national average is roughly 61 , as of 2019. This is just one City Suffering from rising violent crime. In 2020 the Nations Murder Rate was up nearly 15 . Nbc national reporter has the situation in louisville, and he joins us now. Dion, what is going on here. Wire homicides up . Why are more cases being solved . Thanks so much for having me on. So louisville right now, seems to be a city under siege, and for people from within. Theres a lot of reasons why this is going on. One the Police Department is, it is short. 240 police officers. The officers who are there, are overworked with homicide cases. As soon as they start to investigate one case, two weeks later, they will get another case. You also have the fact that a lot of officers really dont want to be there, because they just fear that the public does not have their back. That the local government does not have their back. And they draw other weapon if there is somebody out there that pulls out their Cell Phone camera and videos whats going on. That whatever happens in this scenario, the odds will not be in the officers favor you also have the issue where, eyewitnesses are coming forward, because they are afraid of retaliation. They are afraid something is going to happen if they call the police or say anything so they are not informing the police, and they are not calling the tip line. You have spoken to some of the families of these homicide victims, what have they told you . I spoke to three Family Members, who they in the last year or so have had their loved ones, sons, daughters, who are murdered in the streets of louisville, for whatever Reason Nobody has been able to figure out whats been going on and solve the cases. Its kind of like how you mentioned earlier. Louisville is a city right now, that they blew past their Homicide Record last year. And they are on pace to do it again. There are 125 criminal homicides this year, 65 of those homicides are going unsolved. So the Family Members really just want something to happen. I know a couple days ago the fbi announced they would come in there and start to crack down on violent criminals. And gang members. And maybe maybe not. Theres also the case with the Police Department have there was a report commissioned by the county officials, and it said a lot of officers dont want to be. There is that a lot of officers are either in retirements, or leaving the force completely, or they are going to suburban departments, because they do not want to have to deal with the community distrust, and nobody having their backs. So where does the city go from here . You mentioned the fbi is sending agents to louisville to help out. They are not the only city, baltimore has asked the agency to send agents because baltimore is hundreds of officers shorts. A number of big cities have vacancies like you described in louisville. But what is going on in louisville to try to mend fences . After Breonna Taylor was shot dead, and all the protests, and all of the pain that the city has been through, it seems a shame not to close the loop. To find ways to resolve the issues, that have been brought forth, but what has the city been doing . I investigated louisville for the last two, months working on this investigation, and when i can tell you is this city budget, went into effect on july 1st. And what they did was, they merely quadruple the amount of money that was going to go towards the pension of gun violence. They have new recitizen programs, that allstar and initiate sometime soon, they have money allocated towards rebuilding the trust between the locals and the Police Department, they put money in the budget for civilian, pretty much a civilian oversight review board, so they can complain against louisville metro Police Department, and theres a lot of the programs like that that are being more on the Job Training for police officers, and then just trying to lift up morale. I dont really know where we go from here, the budget was adopted in july, so maybe that will help. But again, i think a lot more people have to come forward, and officers really just want to care about the community, if we have low morale it means youre not going to always go above and beyond, youre not going to go the extra mile, even though you swore to protect and serve. What about deeper reforms . In louisville. Theyre also dealing with morale issues in indianapolis, ive heard stories about what the minneapolis to Police Department is going through and now this City Council is considering a measure, to remake the Police Department, possibly, and this is a strong word, to abolish the Police Department and absorb those duties into a new more holistic public safety agency. Is there any conversation in louisville, about deeper structural reform . To try to move forward . The activists in louisville, there was a call across the country, where they wanted to defund the police. I dont really think that happens in this case. Because they want they were trying to do is defund the police, but then the budget has already been adopted. They wanted more money to go into the black community, the minority communities out there. So that is one of the things thats in the budget that is going to happen. But i dont really think so. And then honestly, just listen to this. If you actually defund the Police Department in louisville, and you already not solving 65 of the homicides there, i would probably think that that number would probably increase and go up. It wont help the situation. Yes. No easy solutions to louisville, to minneapolis, baltimore, any number of american cities that are dealing with this. We appreciate you looking into this.
