Covid questions in tonights dear doctor. And homicides are on the rise in louisville, kentucky, almost a year after the death of Breonna Taylor. I am Joshua Johnson. Welcome to the week. We begin tonight with the evacuations from afghanistan. By all accounts its chaotic outside the international airport in kabul. Thousands of people are desperate to flee the country as the taliban consolidate power. The British Military said today that seven people were tkpheuld killed in a stampede of people trying to get into the airport. The biden administration has come under fire for how it has handled the evacuations, and a new Nbc News Poll out today shows the president s Approval Rating has dipped below 50 for the first time in his presidency. Today he acknowledged his realities on the ground but defended his administrations handling of the situation. Let me be clear, the evacuation of thousands of people from kabul will be hard and painful No Matter when it started, when we began. It would have been true if we started a month ago, or a month from now. Theres no way to evacuate this many people without Pain And Loss of heartbreaking images you see on television. Yesterday 7,800 people were evacuated, including American Citizens, special immigrant visa applicants, the families of both of those groups and other vulnerable afghans. Some afghan refugees are being temporarily housed near Dulles International Airport at an Expo Center in virginia. Its a temporary stop before heading to army bases in texas and wisconsin. Others are being taken to the Air Base in germany. A Military Spokesperson said 5,000 evacuees have been brought to the base since evacuations began. Its not just military planes involved anymore, and the secretary is letting the Craf Use private aircraft in afghanistan. The current Activation Plans call for 18 commercial aircraft from these companies to pick up passengers from interim staging places. They are not flying to the airport in kabul. Military aircraft will still handle those flights. Using Civilian Aircraft to assist the military might sound like a wild idea, but actually it has been around for decades. According to a report, a Executive Report from President Truman created the Air Flight and it was first used during the Gulf War in 1990. Lets begin tonight with mark jacobson, and he was a former Senior Adviser to Defense Secretary Ash carter. Today hes an Assistant Dean at Syracuse University Maxwell school of citizenship and public affairs. Mr. Jacobson, welcome. Good evening. Thanks, joshua. Let me start by getting your reaction to something said today on Meet The Press about the evacuation. Watch. No plan survives first contact with reality. No plan can account for every contingency that occurs at a tactical level on a daytoday basis. What you do is adjust, and weve adjusted and while we are continuing to face genuine challenges we believe we are making progress. That adjustment could include adjusting the last day that evacuations will happen. President biden said in response to questions from reporters that hes considering has not decided yet but is thinking about extending evacuations beyond the August 31st deadline for the military to leave. What is your read on how all this is going right now . Well, i think jake is actually dead wrong. Plans are worthless. Its planning that is everything. This administration never ran through a planning exercise, and never rehearsed the concept and looked at what the challenges would be and now they are facing the consequences of that. We cant get thousands of people off of the ground in kabul and get to the united states and their final destinations unless we can get them through the greats, and the challenge is getting American Citizens and Green Card holders, and Siv Applicant holders into the airport to get out, so i dont know if it can be done before the 31st. Im glad the president is given a little leeway, but the folks on the ground is doing an incredible job, hundreds of americans are able to get through the gate, but the problem is, were not getting their afghan Family Members through the gates, and were not getting important afghan officials through the gates either. What kinds of things are you hearing from people being evacuated in kabul that perhaps better planning and better workshoping of what will be done on the ground might have alleviated . What are you hearing . Well, ill leave it alone for a second the issue of being able to get from your safe houses and your hotels and wherever your Family Residence is to the airport, and Thats Something i want to address. What i am hearing is when they get inside the airport there are some folks doing quite fine and getting on planes quickly, even the same day, but the conditions are pretty horrible as well. You have people that have been there for 36, 48 hours and even more and thats because you have well over 10,000 people on that base right now, and the problem is, joshua, there are still planes taking off without with empty seats. There are still planes taking off with empty seats, and that means its not being managed where you fill every seat, and there should be planes taking off without being full, and these people are scared and they are braving taliban checkpoints. 260 americans in the last two nights braved taliban checkpoints to get through to the gates. Then you have thousands of other afghans who keep coming to the gates, but unfortunately the gates are largely closed, and so this is why you get them sitting outside being crushed where you have situations where there are combat veterans, marine veterans who are sitting there breaking down in tears because they are watching families getting crushed and they cant do a thing about it. That has to change. That must change. In light of all of that, the situation that you use, the international airport in kabul, in light of all that, President Biden has been pretty steadfast in saying that he stands by the decisions hes made thus far. Let me get your reaction to part of what the president said this afternoon. Watch. The Bottom Line is this, folks, look, at the end of the day if we didnt leave afghanistan now, when do we believe . Another ten years . Another five years . Another year . Im not about to send your son or your daughter to fight in afghanistan. I think that might resonate with a lot of people. I mean, support for the Afghanistan War in terms of what polling has shown as to whether people believe its worth it or not, and thats been steady for the last decade, and if not now then when, that might resonate with folks. What do you make of that . I have argued for a while the last administration, the Trump Administration started this whole debacle of a withdrawal that was unplanned and just really a strategic failure. Heres the issue. If you are going to be the president of the united states you need to leave even when something is unpopular. Yes, the war is unpopular, and theres a false choice where we are in a war endlessly or we have to withdrawal immediately unconditionally. Theres so much more than could be done in between. And it was President Biden combating operations back in 2018, and there has been a couple thousand more nato troops, and theres no reason that mission could have continued, and it doesnt mean we cant handle the chinese or the russians, but i think this was a false choice. They were not thinking about the longterm strategic implications of abandoning afghanistan and looking like we are running with our tail between our legs, and thats what it looks like now. Lets turn to the fight with womens rights, with the taliban in control afghanistans women and girls find themselves that fearing 20 years of progress will vanish. During a Press Conference this week a Tol Spokesperson promised to honor womens rights within the Talibans View of islamic law. He did not elaborate on exactly what that meant. Joining us now, a contributor to the fuller project. We appreciate you being with us tonight. I wonder if perhaps theres one thing in particular that you were most concerned about in terms of the future for women and girls in afghanistan, one aspect, lets say, of what life under the taliban might be like that has you the most concerned . Thank you for having me here. I think the one thing that i am very, very concerned is afghan women are losing the rights they have worked for for 20 years now, so they are working and they are in office and they are teachers and they are prosecutors, and they are lawyers and politicians, so they are active in all parts of life in afghanistan, and we are just seeing that they are losing that all what they have worked for so far. The taliban are trying to present themselves as having, i guess, a different view than they had before, and we mentioned what the spokesperson said saying they would honor womens rights and social advances and allowing girls to go to School And Return to school, and i dont see any reason to believe that but i wonder what you think, whether you think thats a possibility or whether they are just essentially lying . I think its delusional to think that this is going to be happening because as we see, and im talking to women allaround afghanistan, so im talking to them and they are already At Home and they are their rights have been violated and they cant go outside, and their work is closed and then the university, they are not allowed to go to work, many women have told me that they have been to work but the taliban did not allow them to enter their offices and told them to go back, and some of them even told, you know, they dont look at us, they say we dont want to look at you and have you here, so i think its very delusional to think that they might have changed. Can i ask you a very basic question. This might be a dumb question, but i think its one that needs to be asked and answered. What are they afraid of . What is the Talibans Problem with women working or with girls going to school . I think we take it as read so much that we dont question it, but what is the issue in terms of allowing women to work or girls to go to school . I think if you can just look the way taliban talk about women, and they dont have any women in The Movement being active and working in The Movement, so the way they view women, they view woman as an object, like they should be protected or kept At Home, so they are not equal Human Being for the taliban so they are not discussing issues about womens rights, they just say we are going to allow women to work, you know, but what they do not say is that where is that work . Show us a woman that is working for the taliban or within the taliban, so no woman is there and then just only a group of men coming together and sitting and talking about woman and discussing the future of the afghan woman, and they are only talking about they are talking about the basic rights of clothes, and now afghan women do not have a choice of what they should be wear, their choices have been limited and now they have to wear Bore Kaus to cover their face. You wrote an article in time magazine including among other things about the generational differences of how women and girls are viewing the threat from the taliban, and you wrote in part, quote, many women in afghan women especially those who are educated grew up listening with horror. What are your sense of how different generations of women and girls in afghanistan including those who have known nothing but the last 20 years, how thats going to factor into what happens next . So let me give you an example. I talked to a woman in a provence in afghanistan, and when she first came to afghanistan, she was a housewife and no children were going to school to the village, and the first time the taliban came to the village, her mother was not worried at all, and i was not working out of home so nothing changed for her, and this time she said, my mom, she has seven children, and all the children including the woman i talked to are all educated and are in school and she was in her last semester of the university and she was saying my mom is very, very worried, and shes thinking of what is going to happen to her children, you know, to what they worked for and they did a lot, you know, she was telling me that sometimes we didnt even have food to eat but my parents, you know, they helped me, they put they did something where we go to school because they think that education is for us and thats the way that we can uplift our society, but now that whole thing is in danger. Before i let you go, what is the main thing you would like to see the united states do . You wrote the u. S. Is taking back what it gave us. What happens to women, we feel we have lost everything. In our last few brief seconds, what is the main thing you would like to see the u. S. Do right now before we go . So i think i just want to say that the u. S. Is trying to say that are here for afghan woman, but, no, they are here for their own objectives so what they can do right now is theres not much hope, but what they can do is help the afghan population to get safely out of afghanistan, and i want to ask the world to keep an eye on afghanistan and an eye on the taliban, because the taliban has not changed and they will continue like they did in the 80s, and they still cut hands so they have not changed, but if the world is going to walk away and say, you know, that we believe the taliban, that would be, you know, like a horrible for afghan women, you know. To make matters worse, most homicide cases have gone unsolved. Louisville police solved about onethird of their pending cases and fbi data shows the national avenue is 61 . And then the Nations Murder Rate was up 15 . Dionne hampton has been looking into the situation in louisville and joins us now. Deon, what is going on here . Why are homicides up and why arent more cases being solved . Well, first, thanks so much for having me on. Yeah, louisville seems to be a city under siege and for people within, and so there are a lot of reasons this is going on. One, the Police Department is to the Police Department is short 240 Police Officers. The officers who are there, well they are over worked with homicide cases. As soon as they start to investigate one case, two weeks later they get another case. We also have the fact that a lot of officers really dont want to be there because they just fear that the public doesnt have their back, that the local government doesnt have their back and if they draw their weapon, if Theres Somebody that sees them and pulls out their Cell Phone camera and videos what is going on, whatever happens in that scenario, the Odds Wont be in the officers favor. Eyewitnesses are not coming forward because they are afraid of retaliation and so they are not calling the tip line. You spoke to some of the Family Members of the homicides and what have they told you . I spoke to three Family Members in the last year or so they had their sons, daughters, murdered in the streets of louisville and for whatever Reason Nobody is able to figure out what is going on and solve the cases. Its like what you mentioned earlier, louisville is a city right now that blew past their Homicide Record last year, and they are on pace to do it again. 125 criminal homicides this year, and 65 of those homicides are going unsolved, so the Family Members just want something to happen. I know a couple days ago, the fbi, not that they were going to come back and crack down on violent criminals and then gang members, and theres also the case with the Police Department where they have low morale. There was a report that was commissioned by the county officials and it said that a lot of officers dont want to be there, and a lot of officers are leaving in retirement and leaving the force completely, or they are going to suburban departments because they dont want to deal with the Community Distrust and nobody will have their back. You mentioned the fbi is sending agents to louisville to help out and they are not the only city, and baltimore asked the government to send agents, because baltimore is hundreds of officers short, and what is going on in louisville to try and Mend Fences . After Breonna Taylor was shot dead and all of the protests and all of the pain that the city has been through, it seems a shame not to close the loop and find ways to kind of resolve the issues that have been brought forth, but what is the city doing . Right. I investigated louisville for the last two months working on this investigation and what i can tell you is the City Budget went into effect on july 1st. What they did is they nearly quadrupled the amount of money going towards individuals, and they put money in the budget for a civilian Oversight Review Board so they can other programs like that, more on the Job Training for Police Officers and they are trying to lift morale. I dont know where you go from here. The budget was just adopted in july, so maybe that will help. Again, i think a lot more people have to come forward. Officers, they really have to want to care about the community. If you have low morale, that means you are not going to always go above and beyond. You are not always going to go the extra mile even though you are sworn to protect and serve. What about deeper reforms in louisville . They are also dealing with morale issues in minneapolis, and i have heard what the minneapolis Police Department is going through and now the City Council is considering a measure to remake the Police Department, possibly to this is a strong word, but to essentially abolish the Police Department and absorb those duties in a new more holistic safety agencies, and is there a structural reform to try and move forward . The activist in louisville, there was a call in the cities across the country where they wanted to defund the police. I dont think that happens in this case, and they wanted to defund the police but the budget has already been adopted and they wanted more money to go to the black Community And Minority communities out there, and thats in the budget and will happen, but i dont really think so so honestly, just listen to this. If you ask me defund the Police Department in louisville, and you are already not solving 65 of the homicides there, well, i would probably think that number would probably increase and go up. It wont help the situation. Yeah, yeah, no easy solutions to louisville, to minneapolis, baltimore, any number of american cities dealing with this, but we appreciate you looking into this. Virgil asks, i just got a third vaccine because of being imuno compromised. How long will it take to kick in . Doctor . Yeah, virgil thats a perfect question. We have seen immunity as early as one week after the third shot, but dont rush out to get a test for this because we are still working through whether those tests mean anything, and a lot of Trial Data got us to recommend that third dose. Dr. Fauci was on this program earlier and said basically that they are up for a Booster Shot now because the first two shots didnt confer the kind of immunity they needed in the first place, right . Yeah, thats correct. Think of the third shot not as a booster, joshua, but what they needed to be considered fully vaccinated because the first two were not enough. Right. I want to nail it down as hard as we can. The eightmonth window are for those who are not otherwise immuno compromised. Think of the third shot for the immuno compromised, their normal series, a booster is exactly that, and we get boosters for things like tetanus, and it helps us to increase what our natural immune System Response is, literally a boost. Genie rights, my partner and i were exposed to covid on July 24th and became symptomatic on the 30th and tested positive on august 4th. My question is, if we get the booster vaccine, do we get it three months after having covid or eight months after the last dose of the vaccine . Doctor . Great question. We still are recommending at least a 90day Kind of difference between your symptomatic covid infection, because your body is also responding when you are infected as you were in august, so i would recommend that you wait those 90 days. You are in a high risk profession, however, you may want to talk to your own physician, and there could be a reason for you to go ahead and get that booster sooner rather than later. This is the best information we have at this time, and nothing substitutes for the advice of your doctor on your specific situation. Dr. Patel, what about that timeline . Why wait eight months for the booster . Why wait eight months . A couple reasons, and people with normal immune systems decreased over time shows they decrease six to 12 months after their first dose, and frankly we have things that the Fda And Cdc have to do between now and September 20th, for example, having the actual authorizations for those Booster Shots, it has not been done yet, and the cdc needs to weigh in on those recommendations. We expect all will go as anticipated, and September 20th will be the beginning and most americans will not expect to get a booster until probably later in the year because most of us did not get vaccinated until march, april or may. Katherine writes i have a question about regular Flu Shots, i had my two shots for covid, and should i get my Flu Shot as soon as they are available or hold off . Should i forget one or the other . No, do not skip any shots including the Flu Shot. You can get the Flu Shot the same day you get your booster and you do not have to space them, and theres no reason to worry about the timing and absolutely when the Flu Shot is available, i highly recommend it. Semele, shes in the Virgin Islands and she writes what do you think about those individuals who decide to get the oh, can i answer this one, please . Please. Correct me if i am wrong, but thats what vaccines do, they boost your immune system. Thats literally what a vaccine is for. You are absolutely right, joshua. I can tell you are reading your medical book at night. As fyi, your booster is exactly what you received in the first and second doses, so no need to skip anything, and the booster is exactly that, to boost your immune response from the primary series. If you have not gotten your first shot, go get them now. Those are the same shots that all of us received months earlier, just boosting our own immunity. You will get a chance to boost as well. I wonder how you are feeling how we are combating misinformation about covid and immunity . Recently there has been a wave of bad information on line who affected some in south states who believe that a medication auld ivermectin. Yeah, we are not winning in the battle of misinformation. Sadly, people are prescribing and going out and getting doctors to prescribe ivermectin which could be used appropriately for some pair sittic infections, and some are going to veterinary supply stores, and getting horse versions or Animal Versions of this medication, and putting them at incredible risks and theres no data to support it. Im sad to say we are losing the fight against misinformation, but hopefully you and i can correct it right here and right now and prevent people from getting something harmful to themselves. You can get vaccinated privately, and not a soul has to know about it but you and your doctor, but please dont rely on the foolishness when it comes to matters of life and death. Joining us now is a columnist for espns the undefeated. What do you make of the Vaccine Requirement with the raiders . How is the team and how are the fans expecting that to work out . Joshua, i think its great. The one thing that football has that other industries dont is you have people that love this game and they have a people want to come to the games and i think its great for the nfl and Sports Leagues in general to take the lead on this because theres so much confusion for Sports Teams and Sports Leagues, they have the ability to say, listen, if you want access to our games, our industry, these are our rules in terms of bans and players, and i dont care what your political views are on this, these are our rules, if you want to play our game or come to our game, you have to be vaccinated. I love that. I think that Sports Leagues, and the nfl in this case because its such a major industry, Sports Leagues are in a position to really to step in and not change the misinformation, but they can take the lead saying these are our rules. We want to protect our fans, we want to the protect our players and if you want access to our game, this is what you have to do. I think thats great.
