The big question facing the Administration Tonight with the razor thin advantage in the house and a group of nine moderate democrats openly threatening rebellion on the infrastructure vote, how will the president be able to get his agenda over the line . Joining me now nbc News Correspondent Josh Lederman at the White House for us, Eugene Daniels political white House Reporter and as an Msnbc Contributor and a democratic strategist. Josh, we just heard President Biden update americans on the situation in afghanistan. Anything you heard from him that surprised you . Reporter well if the enduring image of the last week, alycia is of the Kabul Airport President biden is hoping the image for the next week will be of the heroic u. S. Military mounting and succeeding in carrying out the gigantic task of an unprecedented air lift operation. The president is correct that what the military has been able to accomplish over the last ten days or so has been remarkable. According to President Biden, in just about a 30hour Period they were able to get 11,000 people out of kabul. This is a combination of u. S. Military aircraft that are ferrying people as well as foreign Nation Aircraft as well as commercial flights and charters being facilitated by the u. S. But the president is trying to turn the page and show that they are getting this under control even though they are really building this operation while its already happening. The president also discussing some of the changes that theyre making or trying to make to try to get a better situation on the ground given the immense logistical challenges, the backups were seeing at the Air Base in doha and elsewhere as well as the new Threat Weve been reporting on from isis, the group, to americans at the airport in kabul. President biden said there are now discussions under way about potentially extending that August 31st deadline meaning that if we get to the end of the month and they still have more people to get out they would look at going past the end of the month. The president also talking about this new program where the u. S. Military is actually ordering commercial airliners like delta, american, and united to ferry passengers from these Transit Centers to wherever they are going next as they try to build out capacity. Lastly, the president also acknowledged that they are now looking and finding new ways to actually get americans as well as afghan allies to the airport safely, given the immense crowds were seeing at the airport and also the threat of a Terrorist Attack on those crowds waiting to get into those gates but the president declining to give a lot of detail on that he says to protect the security of the operation, alicia. This comes at an incredibly delicate time for the president and his agenda. How does the situation in afghanistan impact the calculus on getting President Bidens agenda over the line at this time . I think something that is very clear and biden has made very clear for a long time is one of the reasons he wants to leave afghanistan is because of all of the things happening here at home, the things they want to get done, but also the pandemic, we have natural disasters as we have henri happening now. So that is really important for people to understand first of all. But secondly, what it does is puts a lot of pressure on his allies on capitol hill, folks in the White House, to stay focused. This is a White House that for the last seven months has been you know, when they want something they stay focused and that something they have been doing since the campaign, right . You make a decision and you move forward whether or not people are bothering you, whether theyre asking whether you made a mistake they stay focused. I think that is what well see from the president this week. It is precarious as you said because you have some of the members of congress who are kind of iffy on how much they really want to be seen as helping the president this week. I dont think youll see too much of that. You have Nancy Pelosi who knows what she is doing and she knows how to keep her caucus in check. I dont think were going to see a huge issue with people who want you have the Infrastructure Bills moving through the house. It is not going to be a big issue i think for the president but it is one they are definitely paying attention to in the White House. Twothirds of americans according to our latest polling disapprove of the president s handling of the crisis. You have some democratic strategists who argue that passing is very popular and passing the legislation is the best way to refocus voters attention. Does that square with what you are hearing from democrats . Absolutely. I think weve been saying this from the beginning. This presidency, that the best place you get your Midterm Strategy together, is actually ensure youre showing up for the american people and passing some bold legislation. The other thing to talk about here, were talking about afghanistan and there are several people who disapprove of the president s handling of it. It is not like President Biden is out here saying he is handling this amazing. He is saying this has been catastrophic and it is unfortunately not going as smooth as anybody would want it to go. Because he is acknowledging that and he is constantly communicating with the american people, i think some people are hopeful and optimistic that he will course correct and hopefully we can evacuate not just as many americans as possible but our allies as possible and ensure the afghan people who are seeking refuge are safe as well. I think this will be a true test for our party this week and will lay the groundwork for 2022. Eugene, the New York Times is reporting a number of democratic lawmakers weighing whether to call for the resignation of bidens national Security Adviser Jake sullivan. The idea of course being this would help to reset the narrative. Are you hearing anything that squares with that . One of the things that happens in washington, d. C. When there is kind of a chaotic moment right now, people start to think about whose head will roll. Who can you sacrifice to make this smooth and move over. I am not hearing anything from the White House about this. Youve heard President Biden say over and over that he has complete confidence in not just his national Security Adviser but the rest of his cabinet when it comes to this decision. It is also something that is really clear, it is not like Jake Sullivan made this decision. This is a decision we knew was coming. President biden was going to do it. He talked about it during the campaign. Obviously what were talking about here is the how well its been handled and how all of these pictures, how terrible they are. I think that is the Difference Youll see and i dont think were going to see a resignation of anyone because the president has said continuously that he has their Back On this and he has gone forward. Like alencia was saying he has been in front of the american people talking about that this hasnt been great and also said the buck stops with me. I dont see a lot of people publicly going to be calling for Jake Sullivans ouster this week but it is washington, d. C. So you never know. Josh, i have about 60 seconds. Embassy at an All Time Low and the violence, the evacuation, what more can you tell us about this . Reporter these series of cables obtained by our colleague Abigail Williams are from the embassy in kabul now operating out of this temporary location at the airport. Back to washington providing a real window into the harrowing situation there and from the Point Of View of our diplomats who are still on the ground they say every time an authorized vehicle is let in through those gates these days 150 people rush in through the opening and then have to be sort of corraled and pushed back out. They also say that our local staff are still there. These are afghans that the u. S. Embassy hired to assist with operations there. They are losing hope in this operation that theyre actually going to be able to get out and that the u. S. Is going to make good on this commitment as they are continuing to see these challenges getting into the airport and then getting on to flights with one member of the local staff telling diplomats at our embassy there it would be better to die under the Talibans Bullet than to face those crowds at the airport again, alicia. Last night new York City experienced its rainiest hour in recorded history forcing thousands to flee a star studded concert in central park. In Long Island more than 900 homes lost power. Nbcs Ron Allen is in montauk, new york with more. Ron, how serious has the storm been on Long Island . Reporter it is drenched and soaked Long Island just like it has the entire region. That is the big concern that officials have now. There are Flash Flood warnings in place. Right now were at Montauk Point the furthest east you can get in new york. And were up high and there are still strong winds that are blowing in off the ocean. I can see that there are thick clouds still in the skies. So those are reminders to residents to remain vigilant. That is what officials are saying. The worst of the storm has apparently blown through here and it moved through very quickly, which was a good thing. Youll remember a couple days ago there was talk that this part of Long Island even further west closer to new york could be the bulls eye. That didnt happen and that was of course the big relief. But there are still concerns about possible Flash Floods happening and this was not the kind of hurricane or tropical storm that ripped apart buildings but there are still some dangers. Youre right. In new York City there was a lot of water, a lot of flooding. In newark, New Jersey across the river from manhattan there were as many as A Hundred people i believe it was who had to be rescued from their vehicles because they didnt heed the warnings to not drive through big puddles of water and big Pile Ups of water. So theres that. Looking ahead into the week theres still rain in the forecast. That is the concern. Not just along the coast but also inland where there could be more flooding, more high water. So again, Power Outage problems, there seem to be many more of them further north up into new england. Here just a few hundred. There was a concern there would be thousands. And the Utility Company was warning it could take 7 to 10 days to get the power Back On. Hopefully it doesnt happen for the thousand or so out of power but again it could have been a lot worse. I think people here, i know people here are breathing a big sigh of relief. The winds are still strong here. Were up high just at the base of the lighthouse. The furthest you can get in new york. Overnight the pentagon activated the civil Reserve Air Fleet requesting assistance from commercial airlines with the evacuations. These planes will not fly from hamid karzai international airport in Kabul But Help transport passengers from secure locations in the Middle East and europe. This is only the third time the u. S. Has activated the civil Reserve Air Fleet. The first for Operations Desert Shield and storm in the 1990s and again for Operation Iraqi Freedom in 2003. The activation signals a major push to get out more people as quickly as possible amid an active threat from isis around the airport in kabul. Six different civilian airlines will provide a total of 18 aircraft to help evacuate u. S. Citizens and personnel and special immigrant Visa Applicants. There are over 80,000 afghans in the Pipe Line for the special immigrant visas. According to the Migration Policy Institute the average processing time for the Visa Applicants in july was 703 days. Well go to tehran for the latest on the stepped up evacuation efforts. Reporter panicked and desperate people continue to gather At The Gates of kabul airport. But because of the mayhem and the taliban Firing Shots and beating people outside the perimeter of the airport, folks have become frightened, triggering a stampede, which according to the British Army has cost the lives of seven afghans who were crushed to death showing the danger still posed to those trying to flee the taliban. The biden administration has said that commercial planes from the u. S. Will be used for the movement of people evacuated from afghanistan. 18 aircraft from companies including united, american airlines, and delta, but they wont be flying directly into kabul. Instead, they will transport people who have already been taken out of afghanistan and are traveling on to third countries. One of the biggest evacuations are going to ramstein in germany one of the largest usAir Bases outside of america and it is filling up fast. The u. S. Military hopes to evacuate something like 5,000 to 9,000 people per day who will then land at various Location Locations around the world. The capacity at ramstein Air Base is for 5,000 people. But 5,000 evacuees have already arrived there. So far, 17 flights have touched down there and another 14 are expected to land by the end of today. A sort of makeshift Tent City has been erected to house all of the people that have arrived. And the plan is for the evacuees to stay there for roughly 48 to 72 hours. In that time they can be properly processed, identified, and screened. Something that really wasnt practical in kabul given the chaos. Once thats been done, then they can go to the united states or wherever else theyve been allocated to. And theyll also receive medical attention there. Alicia, while you can see some smiles and relief on the faces of exhausted people, its also a very sad sight. Many of these afghans carrying only one bag, separated from Family Members who probably will never see their home again. Thank you ali arouzi. The last administration did its damnedest to make it harder for refugees to come to this Country But Today President Biden vowed that Wont Stand in the way of welcoming refugees from afghanistan. Once screened and cleared we will welcome these afghans who helped us in the War Effort over the last 20 years to their new home in the united states of america. Because thats who we are. Thats what america is. I want to bring back in political white House Reporter Eugene Daniels. Eugene, often you and i have talked about the Asylum System in this country in the context of what is happening at the u. S. mexico border. We are now having similar conversation as it relates to these refugees coming in from afghanistan. What is this administration up against when it comes to systems and structures if they are trying to expedite this process . I mean, you kind of nailed it right there, alicia, when it comes to the process and the things that the last administration did, it was no secret they not only wanted to stop undocumented immigrants from coming to this country but also tamp down legal immigration. When you talk to this biden White House what they say is they walked in and it was kind of if not in shambles a bit after Mess And Theyve had to restructure and get things back to where they want them. That is what theyre up against because now theyve been in there seven months, obviously weve not been able to fix all of the issues they feel like were there. Now theyve hit this wall or this crisis that we have right now in making sure that more people have to come into this country and in part because its our fault, right . Like we went to this country 20 years ago. Weve stayed there. Weve continue to be in that country. Now weve put out in a way that pulled out in a way that created these refugees, people who helped us while over there. I think that is something this administration wants to do. You heard President Biden right there talking about this is who america is. This administration really does believe that. So they talked about all of the ways in which they can speed this process along but they do have a lot of Red Tape to cut through as they move forward but seem determined to do so. Right. In part of that process the pentagon working to identify temporary Housing Locations at military bases in five states. The thing i keep wondering is weve seen how politicized this question of Asylum Seeking in the united states can be. Is there any way the biden administration is able to do this without it becoming a political issue . Absolutely not. Everything is going to become political even when based in Human Life in washington, d. C. What weve seen over and over from the right over the last week or so is theyve tried to make the Refugee Issue worse by making it seem scarier, Telling Americans on Fox News for example that, hey, theyre going to come and replace you. All of this kind of frankly racist talk going on for a very long time and that has continued and ramped up over the last couple weeks. You heard it there when President Biden spoke earlier today. He kind of addressed this saying, you know, everyone who is going to come to this country, first theyre going somewhere else. Were not just taking people, jumping on a plane, bringing them to this country. They are going to another base, another site, another country where theyll be vetted and for americans theyll be brought here with everyone else coming here. This administration is very clear they know it is going to be politicized as much as they dont want it to i can always tell you recognize a Rhetorical Question when you scoff at the beginning of your answer. It wont be eliminated but wont up end our lives anymore. So it sounds like youre saying the pandemic will end but that the virus is not going anywhere. Can you just explain what that means and what it will look like in our lived lives . Yeah. That is exactly right. Its been clear for over a year now that this virus is too transmissible and kind of just stretching too far around the world to eradicate the way we were able to with kind of really an incredible effort with small pox. We probably arent going to be able to eliminate it the way we were with polio or measles where we dont have to worry about it in the u. S. Where it will probably end up is a little bit like the flu or Common Cold. There are actually four really common coronaviruses that cause Common Colds. The way it works is that we probably have all gotten it probably first when we were kids and the infection was mild and we probably have gotten it more than once because immunity against coronavirus wanes fairly quickly. What we do know is once we get it a second time it wont be as severe. This is a Novel Coronavirus were dealing with covid19 but so far seems to be that it is following a pattern. When adults get it for the first time especially older adults it can be quite severe but with reinfections, Breakthrough Infections they do happen but the second time you get it, it is not going to be as bad. In the long term when everyone has some immunity either because theyve been infected or because theyve had a vaccine the virus will keep circulating and might still cause seasonal spikes but it is not going to cause the kind of Big Icu Beds filling up as we are seeing now. So the reason i asked you to stay and talk with us about this alencia is im looking at what we have below us, how we learn to live with covid forever. A lot of folks at home i think are just like nope. Not an option. I think in the context of some of the new Polling Weve seen around this president and his presidency and if you dive into the numbers, there are sort of the general approval numbers but also about the handling of coronavirus and what i read into those numbers is fatigue and some confusion around expectation setting. If you are this administration, if you are Public Health officials how are you messaging around a virus that as sarah says the truth is, is going to be with us for a while. The question about how big and bad it is and how much it up ends our lives is dependent on how many people get vaccinated. I have to agree people are confused and frustrated and they feel as though ive been in lockdown. Some people have taken the vaccine. They have questions. They still feel theyre not getting clear answers. What this administration needs to continue to do as well as Public Health officials who are part of the administration but also working in hospitals or communities, are actually having real conversations with people. So we like to say all the time unvaccinated people and i think most people think were talking about people who are antivax conspiracy theorists. We need to talk about the people who are hesitant, who have a very healthy fear because of history in the country, black and brown folks, people who look like myself. I am vaccinated but the conversations ive been in, it requires a level of Trust And Openness and honesty and having those conversations, were not just going to get rid of this by turning on a light switch. Well actually get to the place where we can manage the Novel Coronavirus. Once we are in partnership together. That is vaccinations, reaching immunity that way. That is through masking, Public Health measures. But it requires some trust and bringing in more Community Leaders in order to have the conversations. So that people can be in this for the long haul and can figure out, okay. What does normal look like . For me as the one who used to travel a lot i am now wearing masks and i probably will not ever not wear a Mask O know a plane. I will consider the places i go to. Ill take more tests to see my family and friends. We have to have these conversations in a very honest way that says it is never going to be completely eradicated but these are the steps we need to work through together. Part of what i hear is the psychological component of all of this. You write one of the biggest factors in the transition to endemic covid is a psychological one. What is it going to take for us to turn that corner as a society . It is going to feel really weird for a while until it feels normal. For the past year weve been told covid is not the flu. We have to treat it more seriously. Getting this virus is very dangerous and serious. In the future when everyone has some immunity hopefully because theyve been vaccinated reinfections might happen, but they shouldnt be the cause really for that much Worry Or Embarrassment or shame the way some people have told me ive heard when people have Breakthrough Infections. These are just going to be a fact of life and other viruses, too, like the Common Cold or flu. It is going to be fine as long as we have some immunity to it. Reporter during the pandemic more than onethird of workers lost their jobs and some never returned to Childcare Centers that pay around 12 an hour. This was always a challenge for the childcare industry. Childcare providers are really notoriously under valued and under paid. But things have gotten worse as, you know, these Childcare Facilities are now having to compete with higher wages offered by a lot of large, multi national corporations who are also facing worker shortages. Reporter Rose Cushing oversees 11 Childcare Centers in New Jersey. We had to close a number of programs and our rooms. Reporter how come . Because we dont have enough staff at this time. We are down about 50 staff in early Childhood Education and down probably 40 to 50 staff in School Age Child Care as well. Reporter wow. To find workers she has increased starting pay by 2 an hour until she has more staff her Waiting List of nearly 40 families will likely grow. Child care, unlike other industries, is a ratio. So for every three children i need a staff person. For every seven children we need a staff person. The only way to adapt is either shut our doors or not service the family. If youre down a waiter in a restaurant or if youre down a clerk at your local Convenience Store the line would be longer and the service slower. That is not an option in Child Care. Reporter the federal government has provided over 53 Billion in covid relief for Child Care and early education. And President Biden wants 450 Billion as part of his build back better agenda. If we dont find relief somehow whether its governmental or business, it will have longterm effects on our business and how families are able to continue working and continue improving their communities.
