Again in an Nbc News new poll shows just what americans think of the Evacuation Efforts so far. The house comes back this week with Infrastructure And Voting rights on the agenda. Democratic Party Chair Jamie harrison is here to discuss. Whats the matter with this guy . The biggest group in most states are africanamericans who have not been vaccinated. The last time i checked, over 90 of them vote for democrats. For real . Well debunk this nonsense from the Lieutenant Governor of texas and get the latest actual news on covid from the director of the national institutes of health. Im Jonathan Capehart. This is the Sunday Show. We have a lot to cover this sunday, but we begin with the northeast bracing for tropical Storm Henri which is expected to make landfall any minute now, bringing with it a dangerous Storm Surge and high winds. We are also awaiting Press Conferences from both the governors of New York and Rhode Island. Joining me now is nbc Meteorologist Bill karins. Hey, jonathan. So, the Bottom Line with this storm is its like a big huge noreaster and the winds are similar to a noreaster but theres leaves on the trees so were going to get a lot more Power Outages than we typically do. And tropical systems can bring a lot of rain to the Surface And Flash flooding will be a major concern as we go throughout the next 48 hours. You can see on the radar the storm is very close to block island. It is now only about an hour or two away from crossing the Coast Line of Rhode Island for an official landfall. It will not become a hurricane again. It will make landfall as a tropical storm. The strongest winds and the best chance of Power Outages will be from about new london, montawk, from block island, westerly, providence, newport. Thats where you can see the strongest winds are now. It is a narrow area. This is not going to be a widespread Power Outage Event all the way through long Island And Connecticut and into massachusetts. Because the winds just arent strong enough with this storm. So heres the latest from the Hurricane Center. Its moving to the northwest at 65 miles per hour, southeast of montawk. The winds will slowly weaken as it moves on shore. So the weaker the better. No arguments there. And then the storm will just kind of drift its way up towards Central Mass then monday into areas of southern portions of New Hampshire and maine. So what does this all mean . The Storm Surge is coming in right now. Thankfully High Tide was two hours ago, so the High Tide is going out as the Storm Surge is going in and thats kind of equalizing Each Other. So right now were not seeing a lot of problems with the Water Levels going up at the coast. Theyre kind of maintaining status quo. Kind of a stalemate right now. As far as other issues, the Rain Bands all the way back into the new York City area, Central Park already had 4 inches of rain, unbelievable with those heavy Rain Bands last night. So we have Flash Flood warnings for central New Jersey. 36 Million people are in the Flood Watches from vermont all the way through all of connecticut, massachusetts, Hudson Valley, back down to New Jersey and long island. And the rainfall estimates, we easily could see an additional 3 to 6 inches and were very concerned, jonathan, with the mountains of the berkshires and western mass, Western Connecticut and through the Hudson Valley including the catskills. Thats where well see the problems starting this afternoon and continuing all night tonight. So the bottom Line Landfall expected in the next two hours of henri in Rhode Island. All right, bill karins, thanks so much. This sunday as we await remarks from President Biden, they have activated the civil reserve fleet. 18 commercial liners will be used to transport evacuees from afghanistan. Freeing military planes to focus on getting people out of kabul. Meanwhile a Brandnew Nbc Poll out this morning reveals the President S Approval Rating has dipped. The poll conducted last week as the crisis in afghanistan began found that 60 of americans disapprove of his handling of the situation there. Overall, bidens Approval Rating dropped below 50 for the first time since taking office. Although his 49 is still higher than President Trump ever reached over his entire presidency. Joining me now is former democratic congresswoman Donna Edwards and msnbc political analyst, and michael beschloss, president ial Historian And Author of President S of war. Thank you for being here this morning. Michael, let me start with you and ask how do these Foreign Policy Crises end up impacting the trajectory of a presidency . Well, there is an interesting story from history and, by the way, love the Sunday Show. Youre doing great, jonathan. Thanks for having donna and myself. Thank you. Ill speak for both of us. In history, Foreign Policy tends to effect President S less and less unless its something overwhelming like a war in which we are directly involved or a terrorist episode. For instance, Jimmy Carter in 1978, 1979 was making peace in the middle east, great accomplishment, didnt really help him very much. And at the same time, John Kennedy in the spring of 1961 tried to invade cuba with Freedom Fighters failed. They were imprisoned and kennedy took responsibility. His numbers went up to 81 . He said it looks like the worse i do, the more popular i get. Thats not true these days. We were very closely divided country in january. Things seemed optimistic we were getting over covid and the economy was nothing but blue sky. Now with afghanistan, those things seem a little bit clouded at the moment, but Joe Bidens ratings are going to be very much tied to events. Umhmm. And speaking of President Bidens ratings, donna, i want to put up two Data Points from the nbc poll. First, Approval Ratings on afghanistan, the President S disApproval Rating is at 60 , only 25 approve of his handling of afghanistan. Now take a look at this next Data Point. Was the war in afghanistan worth it or not . 61 say that afghanistan was not worth it. 29 say its worth it. What do you make of what seems to be two conflicting Data Points . Jonathan, im not sure that theyre conflicting at all. I mean, its really clear that americans wanted for a long time to get out of afghanistan, and so i think that second Data Point is reflective of that. At the same time, the implementation as weve seen play out on television has left a real black mark at this stage on the administration, on the president. But i think its actually recoverable. And the reason for the reasons that michael stated, is that in my experience, most congressional districts, people in congress dont think or talk about Foreign Policy. People are worried about their everyday lives. Are they going to work . Are they taking care of their children . Are they meeting their Family Needs . And so there are very few congressional districts i happen to have lived and represented one where Foreign Policy becomes an issue in terms of an election. So i dont think that is the worry. And i think what happens from this point forward is going to be really important for the president. How does he clean this up . How many more afghan nationals and americans does he get out safely from afghanistan . How does the administration handle the ongoing humanitarian crisis in afghanistan . Those are going to be the things that people, then, remember a year from now or two years from now. But the Bottom Line is that americans wanted out of afghanistan. It is messy. It is uncomfortable. Its harrowing. And so i dont think that these numbers are going to be reflected a year or two years from now. Michael, do you agree with that . Youre the historian here. You have the long view. All i say is ditto, i agree. Okay. If you look at this six months from now, people ask about afghanistan, sadly it says a little about the Attention Span of some americans. But this will not be an issue in the way it is today. It will be even less of an issue if joe biden, just as donna is saying, does a commanding job of getting refugees out and essentially settling the crisis as Gerald Ford did in the spring of 1975 after saigon fell. Army Captain Dan Bershinsky severely injured in 2009, and wrote this oped in the washington post. I fought and bled in afghanistan and i still think america is right to accept defeat. Captain, thank you so much for coming to the Sunday Show. I saw you on with my Colleague Garrett Haake and was completely just moved and blown away by what you had to say. Why do you think, as a veteran of the afghanistan war, why do you think that the president made the right decision . Well, i think the messiness of this withdrawal is just one other unfortunate Data Point that indicates that our 20yearlong Effort in afghanistan was ultimately pointless. If you want a softer spin on it, our 20year effort in afghanistan has achieved everything it possibly could. And any further time spent or resources spent in afghanistan were not going to return any significant improvements. So it was time to end it. In that interview with garrett haake, you talked about a meeting or you were seated next to then vicePresident Biden. Talk about that, the conversation you had with him then. Yeah, so, in 2010 i was in the thick of doing several years worth of Physical Therapy after being wounded in afghanistan. And one day while doing Physical Therapy, therapists were walking around and said, hey, someone important from the White House, we cant say who, is going to stop by and cook dinner with wounded patients. Anyone who wants to attend is welcome. Long story short, i attended the dinner with just two other wounded guys. We each had a Couple Family members with us. And vicePresident Biden at the time ended up walking in right as dinner was being served and we had a very intimate Familystyle Dinner with the vicepresident and i got to sit right next to him and talk to him very directly for over an hour, i think. And way back in 2010 vicePresident Biden was certain that this war was being waged in the wrong manner. And perhaps most importantly from my recollection, he asked questions and he listened and he did not just give, you know, meaningless platitudes like many people in leadership positions had. He wanted to know what i had really experienced and what my thoughts as someone who was fresh off the Battle Field were. And i had tremendous respect for that. Do you think that the conversation you had with him, plus the fact that at the time his own son i think by then had come back now, the late Beau Biden was serving in iraq, but was also a member of the military. Did you get the sense from the questions he asked and the way he asked them, the manner in which he listened, he was fully taking in, in a very thoughtful way, what you were telling him . Yeah, i certainly thought that vicepresident at the time evaluating the war based on its human scale, not simply just the political calculations. And i think his response and the briefings hes been giving right now with regard to this messy withdrawal reflect that. I think the president understands that just because there is no easy solution, it doesnt mean that you should double down and continue to waste resources. Right. He is a man of his word, in my opinion. And when he says, how many more generations of americas Sons And Daughters do you want me to send to fight in Someone Elses war . He means it. And i think thats how hes evaluating this. And i think he is choosing the harder right over the easier wrong, and i think he is taking a calculated domestic political risk, like your previous guests were discussing, in order to do the right thing. Right. And i admire that. In fact, in closing you write in your oped in the washington post, now in biden we finally have a president who wont be cowed into political inaction by the damage. In a dear colleague letter yesterday, Speaker Pelosi laid out a swift timetable for action on the Infrastructure Budget Resolution from the senate. But with nearly three out of four americans describing the current economy as fair or poor in a new Nbc News Poll, and less than half registered voters say they prefer a congress controlled by democrats, it could mean everything for the mid terms. Joining me now, chairman Jamie Harrison of the democratic national committee. Thank you for coming to the Sunday Show. Thank you for having me. Im going to call you jamie. Call me jamie. How concerned are you as chairman of the party that in the Nbc News Poll there seems like folks are sort of split 50 50 on whether they want democrats to be in control of congress after the 2022 midterms . Well, jonathan, im not very concerned at this point. Listen, what i know is this. In The End of the day, when the american people go to the polls in november next november, what they want is members of congress who are going to deliver for them and their families in their communities. And thats why this legislation that Speaker Pelosi is bringing up well, at least the rule, is so important. We have to continue to deliver for the american people. Weve been able to do that over the past few months. But this legislation, Reconciliation Package along with the infrastructure plan, and Voting Rights, so important for us to demonstrate that when you give democrats the majority, were able to deliver for the american people and to improve their lives. And so thats why the dnc is 100 behind the speaker to make sure that we get this legislation passed, we get it to the President S desk, and we can continue to deliver good things for the american people. But chairman harris, how concerned youve got the nine House Democratic moderates who are pushing Speaker Pelosi to move on the senate bipartisan Infrastructure Package before any action is taken on the reconciliation deal. How concerned are you that that could split the democratic caucus . Well, jonathan, you and i have been watching Nancy Pelosi for years. I had the opportunity to work for her when she first worked with her when she first got the gavel. If there is anyone who knows how to get things done through the House Of Representatives, how to get things done through the House Democratic caucus, its Nancy Pelosi. And this process will work itself out and democrats will deliver on these price. The thing that often when i used to be the Floor Director in the Whips Office for House Majority Whip jim clyburn, i would often tell members, listen, in order to deliver if youre a marginal member, if you need to deliver for your district, then you need those folks in safe districts to do that. If you are in a safe district, in order to deliver good things for your people, you need those folks in the marginal swing districts to get the majority to do just that. If democrats want to stay in the majority to be able to do good things for their constituents, they have to find ways to work together to move legislation. Both pieces. The Infrastructure Bill and the Reconciliation Package are critical for all americans. As chairman Michael Steele of the rnc told me a few years ago, trust nancy. One more thing for you, chairman harrison, and that is what happens if congress doesnt do anything on Voting Rights . Are you concerned about how that what kind of message that sends to the democratic Party Base in terms of whether they decide to come out and vote in 2022 or not . Well, jonathan, we are doing everything that we possibly can. The dnc is ramping up its efforts. Were going to increase pressure. We know that this, in september, Voting Rights will again be on the agenda, legislative agenda in both the house and the senate. Were going to increase pressure on all members. Democrats, republicans, everybody in between so that folks understand that this is the most important legislation that we can get passed. And thats the Voting Rights securing the Voting Rights of all americans. You know, you have a lot of republicans who love to tweet about how much they love John Lewis, they love to tweet on Martin Luther King day what king did and what king said. Well, this is their opportunity to demonstrate their words arent just empty. If you believe in king and what king did, if you believe in John Lewis and the blood, sweat and tears that he gave for this nation, you should cast your ballot to vote for the John Lewis voting Rights Act. Every voter in this nation has a secure right to cast their ballot for those they choose to represent them. That is a great message to end on. Governor abbotts Mask Mandate is on hold after the Texas Supreme Court declined to back his order. Abbott says he now tested negative for covid19 just four days after testing positive thanks, in part, to being fully vaccinated. Here to talk about the madness in texas and florida is james poor, who has been writing and reporting on Texas Politics since the mid 1970s, publishes a weekly newsletter about the State Called Texas to the World And Mark caputo, senior writer for politico. Thank you both very much for coming to the Sunday Show. Let me start with you, mr. Moore. I want to play let me play once again Lieutenant Governor dan patrick. The Covid Vaccine is spreading, particularly microsoft of the numbers are with the unvaccinated and the democrats like to blame republicans on that. Well, the biggest group in most states are africanamericans who have not been vaccinated. The last time i checked, over 90 of them vote for democrats in their major cities and major counties. Mr. Moore, whats been the reaction to that, that nonsense from the Lieutenant Governor . Its been a fair amount of backlash, jonathan, but they dont care. Look, these guys continue to look for scapegoats, people to blame instead of urging people to use a mask and get vaccinated. What were dealing with in texas is a State Leadership that is saying, well, its the immigrants. And when blaming the immigrants did not get any traction, ultimately the border counties are among the most vaccinated with the lowest Infection Rates and the immigrants as a group have low Infection Rates. Then they started looking for Someone Else. And they blamed african americans. Theres been backlash as i suggested, but not completely. And then when you have a governor whose message is to people, well, get vaccinated if you want, but were not going to make our children wear masks. Were not going to make people in State And City and county institutions wear masks. The message is, youre kind of on your own. And as a consequence and i think this is the most frustrating thing about this whole thing for me with our governor and the leadership of this state and thats simply that theyve made no connection between their messaging and their behavior and the fact that people are dying, and its happening over and over. And again, as you suggested, we have a leadership that is at war with its own state. The counties, the schools, the cities, they all want to institute masks and say, lets keep people safe. But the governor doesnt want that to happen, so theres lawsuits back and forth. And the Supreme Court that you mentioned, who said the Mask Mandates can go ahead, he appointed five of the justices who ruled that way. So even people on the conservative bench in the state are saying, wait a minute, governor, What In The World is going on with you . Its a terrible situation. Ive started calling it texganistan because it feels that chaotic. Thats a good point to point out. The governor appointed most of the folks in the Supreme Court and even they are defying him. Mark, whats the view in florida . James said a moment ago that, you know, republicans and the Lieutenant Governor, they dont care about the backlash. It seems from everything weve been watching the last few weeks neither does Governor Desantis. Well, theres a bit of a backlash. If you look at some of the polling, Desantis Shine has been knocked off of him a bit. He still is probably in positive approval territory. Desantis administration is actively sharing a new article from the new York Magazine saying the science of Masking Kids at schools is uncertain. Thats based on a cdc study. So theyre keeping their head down and plowing forward, as you can tell, and as we discussed earlier. Florida is essentially on a Collision Course with the White House because President Bidens administration has promised to financially support schools that would be penalized by the state of florida for requiring universal masking. Its also offered some measure of legal help, or at least made the offer of providing in the future. Its not quite clear what they can do. We now have a local School Board Revolt against Ron Desantis five four of the biggest counties, i should say, three in southeast, florida, one in tampa, and then theres Sarasota County and theres alachua, florida, gainesville. They said were going to require universal masking. You can penalize us. Take us to court. I think today the state is given a deadline for Broward And Alachua counties to comply with the States Mandate or the states rule that says that you can mandate masks, but you can have a parental opt out. If that goes forward, theres going to be some interesting politics to it. The science is changing and the virus is changing. Our Infection Rates are high. Hospitalization rates are really high. It does appear cases are plateauing, but theyre plateauing at a really high level. At a really high level. Mark, the president has made veiled remarks about Governor Desantis and Governor Abbott about if youre not going to help, at least get out of the way. Has Governor Desantis responded in any way to the veiled comments from the president . Well, yeah. At one point a few weeks ago, Desantis Kind of changed the subject to James Point earlier to talk about immigrants at the border. Saying if you get out of our way. Its kind of a politically dysfunctional situation. The good news is at least the State Health agencies, federal Health Agencies and Emergency Management agencies are talking to Each Other even though there is this highlevel political disagreement between these political leaders. Right. The system appears to still be working. As i noted earlier, we had something like 17,000 people currently hospitalized in the state. Its really high. All right. We have seen increases in our hospitalizations again. As you know, our state has a net negative capacity of i. C. U. Beds at this time, which is extremely problematic. As Health Officials in hardhit states like Alabama Struggle with soaring covid cases, the New York times reports the fda could give full approval to pfizers Covid Vaccine as early as tomorrow. That could clear the way for more vaccine mandates by organizations that were waiting for final regulatory approval, but The Public is becoming increasingly pessimistic. In our new Nbc News Poll, 42 believe the worst of the pandemic is yet to come. Just a few months ago, only 19 thought that. Joining me now, dr. Francis collins, director of the national institutes of health. Dr. Collins, welcome to the Sunday Show. Glad to be with you, jonathan. Lets talk about the potential pfizer vaccine approval. Technically, what will that mean in terms of the Nations Ability to address the pandemic . Well, full approval by the fda, which is expected imminently, would mean that some of the things that have been holding people back from getting vaccinated will hopefully be reduced or removed. It will also make it legally more possible for mandates to be put in place and enforced once you move from Emergency Use to full approval, that changes the legal status of such mandates. And i think you will see that happening in places that maybe have been holding back just because of the Emergency Use legal situation. I think it will also free up physicians to be able to make decisions of vaccines in a way that does not then require Special Fda authorities. Once something is fully approved, for instance, if a physician says, oh, this is a patient who is immuno compromised and ought to get another dose, they can freely make that prescription and make that happen. Will it make a huge difference . I hope so, jonathan. I hope so particularly because of those 93 Million americans who have still not gotten their first dose, and i know some of those folks have been troubled about the fact that this was not yet fully approved. And if that was the reason, and were going to take that reason away, hooray, then, please find a place where you can roll up your sleeve and be safer. Because delta is otherwise out there looking for you and it is a mean actor. You know, dr. Collins, more on the point of the vaccine skeptics. One of the other things is they came up with this vaccine so fast. I mean, why should i trust something that they just slapped together so quickly . Talk about why or how the vaccine was able to be put together so quickly. With a pandemic, the worst one in 100 years, we tried to do everything we could to make those slow steps in Vaccine Development not be so slow, but without compromising the rigor of the analysis of the trials. Part of it also was assisted by the new technology of mrna which made it possible to design a vaccine within hours after learning about the Viruss Genome Sequence and to get the first dose in the Phase 1 trial participants in the first 60 days which is amazing. Everything had to be done in the most strictest careful way. The trials for Pfizer And Moderna and J J involving at least 30,000 participants in the trials with rigorous assessment of their response, and proving 95 effective Percent Effectiveness for Pfizer And Moderna slightly lower in the 70s for J J, but still incredibly good. So all that was there before. If people want to look at the data, i think people were still worried could there be slow longterm side effect. Here we are more than a year after those large trials got started, and its looking great. Dr. Collins, let me get your reaction to the World Health organizations africa director, what they had to say about Booster Shots. Most by some countries globally to introduce Booster Shots threaten the promise of a brighter tomorrow for africa. In some countries with vaccines, they make a Mock Rim of vaccine equity. It is a pretty urgent situation right now. You know, the earthquake was 7. 2, devastating, larger than the 2010 earthquake in haiti. But it hit more of a rural, less populated area of the country, and this poses a number of challenges, both for evacuating who impacted and getting aid and assistance, Food And Water and other urgent needs to these areas. Its not as simple as putting things in a truck and getting them to where they need to go. It requires helicopters and planes. Roads are out, bridges are out. Its a very complicated and urgent situation right now. Injuries have been huge numbers of haitians have been injured from buildings collapsed. Many have been transported out of those areas. The hospitals are very full right now and cant take additional patients. Health care is being done on the tarmac at the airport in portauprince. The complexity of the situation because you have a political crisis going on in the country. You have covid and existing hunger challenges that haiti faces as well. I was able to ask you about covid and how the nation is dealing with that. Haiti was only one of the countries that had received zero vaccines. Vaccines only recently started to flow into the country. Largely the vaccines have been going toward Health Care organizations, starting with doctors and nurses. Theres not been a huge push for public to be vaccinated. You dont have a lot of haitians that have been vaccinated. We are hopeful that vaccine deliveries from the united states and other countries will start to speed up. Its a huge problem that remains on the ground as conditions have really been tough for families right now. Many people are sleeping outside. They are crowded, in hospitals or shelter situations because they have nowhere to sleep or they are scared to be inside their houses for fear of additional earthquakes. Theres been a number of pretty big aftershocks. People are scared right now. How many times have you been to haiti . Ive been to haiti dozens and dozens of times. We have deep roots in the country. We have local haitian staff. Less than 24 hours after we were cooking, getting meals out to those who need them, our local haitian staff was supported. We now have three kitchens up and running throughout the country. We have another kitchen coming online soon. Its a place thats very close to our heart. I love haiti. Its a really amazing country. I ask that question because you theres the earthquake. As you mentioned theres the political instability because of the assassination of former president. On top of it, you had a storm come through there. In a word, how would you describe the spirit of the haitian people right now . I think the haitian people have gone through so much and yet are so strong and it feels like haiti just cant catch a break. Its so heartbreaking. At the same time, the haitian people have immense capabilities and we have to remember that especially when it comes to this response from the international community that we need to learn from the mistakes of 2010 and not assume the haitians arent able to take care of themselves and their own country. We need to be uplifting and empowering and not sort of come in from the Outside And Fry to do things our way. What we have seen is just, haitians have jumped into action. I was in the south and there was a hotel that collapsed and likely individuals that were still underneath the rubble, there were a few three, just haitian civilians there trying to pull out the rubble. They had a little tiny hacksaw and trying to cut in and everybody is jumping in to do their small part right now. Nate, im sorry to cut you off. Were going to have to go. Residents are bracing for possible Power Outages and flooding. Joining me is Meteorologist Bill. Whats the latest . Were going to see landfall in this hour. I think by noon this thing will be on shore. It crossed over the top of Black Island and now its heading for Rhode Island right now the connecticut Rhode Island border. Its only a tropical storm and doesnt have intense winds. We dont need to focus too much on that. Theres not major destruction. Maybe some roof damage. The biggest issue will be the rainfall. That will be the legacy of this storm. If we get a lot of significant damage, it will be from the Heavy Rain. You can see where its located over the top. Its heading right for the border area. The Wind Gust is 38. Even right near the center, were not seeing crazy winds. New port 43. Providence 39. The weakening of the storm over the last 12 hours will help with the number of total Power Outages. Maximum winds are at 60 miles an hour. Thats the equivalent of a strong noreaster for this portion of the country. Its Moving O The Northwest at 12. Here is new forecast path. Look how quickly it will move. By 8 00 p. M. This evening, this thing is already in western massachusetts near pitssfield. It will cross over the border around connecticut and Rhode Island. This Afternoon Travel through connecticut and that heavy Rain Band on the western side of this will be from the catskills, the western portion of connecticut down towards northern New Jersey. Thats a huge concern. We have tropical Storm Warnings that have been extended through the state of connecticut now and into areas south of boston. Still have tropical Storm Warnings around new York City. I dont know if well see Wind Gusts quite that high. They are saying it just in case. Flood watches continue all the through the Capital District back down through southern portions of New Jersey. We have a few Flash Flood warning an new london, connecticut. Thats the heavy Rain Band near the center landfall. You see the bright red or marine Type Color in between New York. Thats the potential for four to six inches of additional rainfall. If we get really bad Flash Flooding or River Or Stream flooding, it will be in those areas. We expect official Landfall Confirmation from the national Hurricane Center and well watch the Heavy Rain progressing through areas of New England throughout the day. All right. The house could vote this week on the John Lewis voting Rights Advancement Act which would restore parts of the voting Rights Act of 1965 and remove restrictions on challenges to voting laws put in place in a Supreme Court ruling this year. The bills chances of passage in the senate is slim. Its the latest response to a wave of Voter Suppression laws that have been passed in 18 states. In texas, State House republicans are moving forward on their own restrictive Elections Bill after announcing friday they reached the quorum needed. State democrats who left texas for 38 days are questioning the quorums legitimacy. They are saying its ironic given this entire session is premised around republicans preaching about Voter Integrity. Joining me now, melanie campbell, president of the black womans roundtable. Texas State Representative Nicole Collier. Thank you all very much for coming. I think you have all been on the Sunday Show. Thanks for coming back to the show. Let me play Texas Colleague of yours. I interviewed her on friday on the last word. She blew my mind with what she had to say and it relates to the statement i read earlier. Well talk about it on the other side. Quorum has not legally been established. What has happened is there werent a sufficient number of members on the floor and they were probably 12 to 15 members shy of reaching the constitutionally required quorum. They declared it and have proceeded with Business Unlawfully and ill legitimately. Representative, i dont know if you could hear that but i said oh. Bring us Up To Speed and what tomorrow portends. Thank you for having me. In the Texas Legislature a quorum is a heavy twothirds. Thats 99 members considering that two of our members have resigned and seeking other employment. We needed 99 members on the House Floor to take a vote. Now were all about transparency and integrity. Members push another Members Button but during these chaotic circumstances and times, its unheard of right now to do this. What they did is theyve been doing a rolling quorum. They never gavelled out to adjourn since the day once they started. They have been accumulating a quorum over time. This is totally unheard of. Ive never seen this happen. What they proclaimed is that they had enough members, even though its very clear that they did not have 99 members on that floor. That they pushed the button of other people. You talk about voter fraud. This is what were seeing. In the minds of us democrats, we do not believe, duo not stand with the fact they claiming that a quorum was met. This was unheard of, unprecedented and lawful. I would agree with the representative. What recourse do you have . We were hoping that those senior members that went back would have called for strict enforcement. Thats something they should have asked for. I dont believe theres a resource unless some members Whose Button was push was not there raises it on the floor and say i was not there and did not give permission for someone to push my button as present. Thats our only recourse. They wasted no time. They had a carrying scheduled for the same night but pulled back because we called them on it. They are not interested in hearing from The Public. They are ready to steam Roll Owl democrats and push the republican agenda. One more question for you on this. Yall going to leave the state again . Im going to be there for that historic vote in the house in congress for the John Lewis voting Rights Act. Im proud of the courageous acts of our congressional members who will make sure they can provide model legislation. Lets talk about the John Lewis voting Rights Advancement Act, melanie and wade. All three of you but melanie and wade, you have been involved in trying to get Voting Rights pushed and advanced here in washington. It will pass the house but make it through the senate as well. How much more pressure can be applied in order to get something moving on Voting Rights . First, thanks for having me. I agree completely with melanies view that the congress will adopt the John Lewis voting Rights Advancement Act. After all, all 50 democrat fls the Senate Support the bill. They have expressions of interest from Lisa Murkowski and a few other republicans that have supported the bill in the past. This bill has always been supported by bipartisan group of senators and congressmen and two republican President S signed the last three authorizations into law. Im quite confident the bill will be adopted. Where theres a will, theres a way. I think Joe Manchin has expressed strong support for the bill. Im confident he and Senator Schumer will help lead the democrats to adoption. You mentioned the reauthorization how the voting Rights Act has had bipartisan support. The last time they voted in 1965 voting Rights Act was reauthorized was when george w. Bush was president and it passed unanimously in the senate. 15 of the republicans who voted for the Voting Rights back then are still in the senate and yet they were among the republicans who didnt vote to allow debate on s1. The for the people act when it came up for a Vote Back in june or july. How are you so confident that when it comes to hr4 coming over into the senate that its not going meet the same fate . We have demonstrated now that Voter Discrimination is persistent, pervasive and adaptive. We have been able to demonstrate in a number of wayways, Includi Reports that the Leadership Conference of 13 states demonstrated that discrimination in voting continues to exist and the aftermath of the shelby decision. What we believe is that members of the senate when confronted with this evidence will have little choice but to support the bill in part because of a commitment to Voter Integrity for all. Voter fraud exists before they adopt Flu Statues at the State Level to prohibit them. Speak of Direct Action, pressure that you mentioned, one of the things is you put your body on the line. You got arrested. I think more than once this year. I got a bunch of my friends go get arrested. Wade henderson gave me great legal advice on the current State Of Affairs when it comes to scattered, staggering when you get arrested. Just continuously getting others who want to get arrested, to just keep the pressure up, to participate in protests and various kinds of ways but also stay on the ground. While they are on recess and keep putting the pressure on. It has to be an Inside Outside Strategy along with continue to push the White House to do more. Exit from afghanistan and then the chaotic nature of the exit from afghanistan affecting Americas Stature abroad . I think its really important to start by understanding really what is the geo political significance of afghanistan and its nothing to do with Afghanistans Location or Mineral Wealth or proximity to china. What matters is this looks to many people like the triumph of an extremely repressive vicious dictatorship over what had been a liberalizing society. In the grander calculations that people make about whose winning and whose losing in the world, it looks to people like this is a triumph for a closed society over an open one. An autocracy over a country moving towards democracy. In that sense its a loss for the united states and its a loss for americas allies. The chaotic nature of the withdrawal has emphasized that. It looks not only as if america has lost this argument but also that it did so in a kind of unexpected and disorganized way. The impact for that, a lot depends on what halves next. I dont want to be too definitive. This still an ongoing war and lots of things can happen in the coming weeks, including it looks like theres an afghan resistance beginning. It could be a negotiation between the taliban and other afghan leaders. Things could look a lot different in a couple of months now. What this does cause many people to say if america, we understand this was a war too far for americans, it was too great a stretch. It lasted too long, it was too expensive. What does this say about Americas Willingness to remain committed to democracy, to liberal societies, to open societies in other places . I think thats why its such an important question for americas allies. What does this say about Americas Commitment to europe. What does it say about Americas Commitment to South Korea . Americas commitment to japan . All of those things necessary. I assume this is one of the things that President Biden will seek to address in the coming days, including at a virtual G7 Meeting if there is to be one. Right, a G7 Meeting that will be happening on tuesday and hosted by prime Minister Johnson of the united kingdom. Evelyn on this point of the daily beast headline, russia is enjoying Americas Failure. Talk more about that. Why is russia enjoying Americas Failure in afghanistan . One of the points the kremlin makes publicly and its own partners and the autocrats that its trying to help is the united states is not a reliable partner or ally. It is of obviously looking at the situation and saying we told you so. You Cant Count on the united states to finish anything. They always leave a disaster and a mess behind. Theres a Sub Text which is democracy is messy. The fact that afghanistan was sort of moving towards this more liberalized society also brought with It Chaos is another kind of strand of argument the russians will make. Just real quickly. We are hearing from our allies in europe for first and foremost. They are mad at the timetable. They are mad at the way we did it and we didnt consult. Theres real nervousness with regard to u. S. Commitments especially in areas under pressure right now like Taiwan And Japan under pressure from china. I wanted to ask you about china and the headline in bloomberg. Are the chinese pushing for this high Stakes Relationship because they are worried about refugees coming from Afghanistan Oaf their border and what that the impact that could have on some issues that they are having within their own borders with their population . In part, yes. Clearly they dont want refugees coming over. There was, there has been a militant arm of the uighurs. The world has not agreed. Its not been labeled as such. The chinese have always been very concerned about that group. They also have significant economic interest in afghanistan. Copper mining interests as well as others and they were counting on the united states for creating some kind of Security And Stability so they can extract those minerals and use them and sell them. Now they are going to have to count on the taliban or which ever local controls the area. They are still an ongoing war in afghanistan. Thank you both very much for coming in. The impacts are still going to be the same and we still havent had that landfall across southern New England. We are expecting that now in the next few hours but henri has allowed for Hurricane Warnings to expire across the tristate area. Now, as this system continues to make its way on shore, we are not in the clear just yet even across this area as we still have a forecast of three to five inches Storm Surge. Thats the wall of water that will be potential impacts and just because were kind of seeing a lull in the weather pattern, well see the outer bands from henri really impacting areas across the area. Tropical Storm Warnings still in place. Now as you can see, as i start to move back, the winds are still a Big Time issue coming out of the northwest and thats going to continue. Now, we have this Storm System just outside where they are dealing with a minor Storm Surge of about two feet. Ive been watching henri since tuesday. There are two reasons to do this. One has to do with the republican party, which isnt the same gop you dealt with during your 36 years in the senate or your eight years as vice president. The other involves mitch mcconnell. In 2006 you were among the democrats and republicans who voted unanimously to reauthorize the 1965 voting Rights Act. In two rulings since then the Supreme Court has taken a sledgehammer to the Landmark Legislation and has called on congress to fix the law. Congress has done nothing. The for the people act passed the house in march but failed to break the Senate Filibuster in june because not one republican voted to allow debate on the bill. And when Chuck Schumer asked for unanimous consent last week for three separate Voting Rights bills including the for the people act, Ted Cruz objected to each of them. The John Lewis voting Rights Advancement Act was finally introduced in the house this week, but its prospects in the senate are dim. Which brings me to mitch mcconnell. During a Floor Speech in march he warned of a, quote, scorched Earth Senate where, quote, as soon as republicans wound up back in the saddle we wouldnt just erase every liberal change that hurt the country. Wed strengthen america with all kinds of conservative policies with zero input from the other side. Mr. President , youve seen this movie before. Mcconnell stole a supreme Court Seat nine months before the 2016 election and then blew up the filibuster to get justice Neil Gorsuch confirmed. After rbg died mcconnell rushed to get Justice Amy Coney barrett confirmed to the Supreme Court eight days before the 2020 election. So weve all seen enough to be certain mcconnell would end the filibuster if republicans retake the senate, and he would justify it by using the very principled arguments made by democrats against it. Mr. President , in your Oval Office Address you should argue that the nationwide assault on Voting Rights demands to be met with more than stirring rhetoric. You should call for the elimination of the filibuster to get a voting Rights Package through the senate and Dare Mcconnell to make good on his threats if he becomes Majority Leader again.
