Because President Biden met with his national Security Team today. They discussed the Security Situation there and counterterrorism operations. Pennsylvania Congresswoman Susan wild will join us to consider what happens now. Plus, covid remains a critical situation in alabama. And also, in florida. Today, that state passed 3 Million confirmed cases. Floridas governor is giving some School Districts 48 hours to drop their Mask Mandates or face losing some funding. And Donald Trump is holding a rally in Northern Alabama where a Covidemergency Declaration is in effect. From nbc News World Headquarters in New York, im joshua johnson. Welcome to the week. We begin with the rapidly shifting situation in afghanistan. Two Defense Officials tell Nbc News that the u. S. Is tracking specific threats from isis. The Threats Target americans and others who are trying to reach the kabul airport. That is forcing the military to work on alternate ways into the airport. One aspect of this threat comes from an Isis Offchute known as Isis K. One white House Official described the threat from Isis K in afghanistan as, quote, Not Insignificant. President biden remains in washington today. He met with his national Security Team this morning. Also, this morning, the u. S. Embassy In Kabul issued a new Security Alert urging americans not to come to the airport unless instructed to do so. The alert warned of potential Security Threats outside the airport gates. That warning came less than 24 hours after the president said that there was no indication that americans have not been able to get there. In those same remarks, he promised to mobilize every resource necessary for the evacuation. Were going to do everything, everything that we can to provide safe evacuation for our afghan allies, partners, and afghans who who who who might be targeted if because of their association with the united states. But let me be clear. Any american who wants to come home, we will get you home. The president s Calm Response Stands in stark contrast to the chaotic scenes at the airport. And the effort to get people out might expand dramatically. Nbc news has confirmed that the u. S. Is considering ordering commercial airlines to help out. Ordering them. The wall street journal, first, reported this. Now, those commercial flights would not go to kabul, but rather to secure locations in the region before arriving in the u. S. Heres where the Evacuation Effort stands right now. In the last 24 hours, about 3,800 people have been flown out of afghanistan. That brings us to approximately 17,000 evacuees in the last week. And hours ago, we learned that five flights left Kuwait En Route to the u. S. They were carrying more than 850 americans and embassy personnel. Still, critics maintain that this effort should have started much sooner. Another journal report, also confirmed by Nbc News, revealed that u. S. Diplomats In Kabul urged the State Department to begin evacuations last month. President biden responded to that report yesterday. I made the decision. The buck stops with me. I took the Consensus Opinion. The Consensus Opinion was that, in fact, it would not occur, if it occurred, until later in the year. So it was my decision. Now, calls are growing from some democrats to eliminate that august31st evacuation deadline. We will talk to the congresswoman leading that charge, in just a moment. President biden inherited the afghanistan Withdrawal Agreement from his predecessor, formerPresident Trump. Tonight, we expect to hear from mr. Trump in his first public address since that process began. You can see some of the warmup acts at the rally in alabama. About halfway between birmingham and huntsville. Joining us now are anne gearan, white House Correspondent for the Washington Post and Msnbc Contributor and a democratic strategist and Formercommunications Director for the democratic national committee. Good to have you both with us. Anne, let me start with you. The contradictions between what the President And Administration are saying and what we are, on the ground, seeing seem like they have the makings of a credible gap for the administration. How are they handling that right now . Yeah, joshua, i think you you see how theyre handling it in the everevolving way that the the president , himself, is responding to this. Um, lets start with the fact that he felt the need to address this issue three times last week. After essentially dismissing it as as finished business the week before. Most recently, yesterday, in in that clip you played which which is the first time he had taken questions on afghanistan in in many, many days. He seemed a bit defensive. He seemed to be making the case that the most important thing here is that americans get out safely, and that we end the war. He said, repeatedly, in different forms, you know, you know that i wanted to end this war. Ending the war is the right thing. And that really is the way that the the Bottom Line of the way the White House is responding. Which is that, you know, the public opinion is on the side of ending the war. And although the current situation is messy, the president used the word heartbreaking yesterday. They are confident that they can get to the other side of the messy bit and that the thing that americans remember is that Joe Biden ended an unpopular war and brought americans home safely. Yeah. Anne is right about the public opinion on the war. There is a recent Ap Poll that shows that almost twothirds of americans say that the wars in Afghanistan And Iraq were not worth fighting. Just over onethird say that they were. But with regard to the withdrawal, as we mentioned, you had Donald Trump abandoning the iran nuclear deal, for example. But President Biden sticking with President Trumps withdrawal plan. So, its not like president s can do Something Cant do something different than their predecessors did. How much of this do we put on Donald Trump . And how much of this do we put on Joe Biden . Not that those are the only two places to place blame or responsibility. But just in that binary metric, whats the balance . Well, um, don Donald Trump is the one who put the deadline but i just want to be very clear about how President Biden and his administration. They have been clear about two issues. One is they they will not send another generation of americans into afghanistan. And the second is that they will get people out. Americans out um as soon as possible. And you have seen the administration be consistent on both fronts. And as you mention, joshua, the american people stand with him. They dont believe that we should be sending americans and that even more americans should die in afghanistan. And they do believe that the war should be over. And so, the the american people stand with him on that and what you have seen in the last 24 hours um as you had noted is that about 38,000 or 3,800 evacuations have happened. So, he is fulfillment fulfilling this promise that he will get people out. And i think he has pointed to the fact that President Trump had left him in a terrible situation. That he inherited. And he is cleaning up that mess. He also said the buck stops with him. And hes been very clear that he this chaos is not acceptable. You heard his administration say that on television, and i think thats important. Back to something else, anne, that you mentioned. We were just showing the images from the airport. You noted that the president described them as heartbreaking. He did, indeed. And its hard to look at those images, and not have them break your heart. Lets go back to what the president said yesterday about whats happening In Kabul. Watch. The past week has been heartbreaking. Weve seen gutwrenching images of panicked people acting out of sheer desperation. I dont think any One Of Us can see these pictures, and not feel that pain on a human level. Anne, that ability to speak compassionately to Human Suffering is one of the things that, i think, endeared Joe Biden to a lot of people on the campaign trail. How much does that potentially factor in here in terms of the way the administration responds to this . And also, just kind of messages on this . Yeah, joshua, i think you are really seeing two different aspects of of Joe Bidens political personality here. One is his capacity for empathy. The the unclejoe persona that that many people find very winning and that has been a feature of his political life for for decades. The other is his stubbornness. Joe biden believes that he has been right all along. That the afghanistan war has long since ceased being worth fighting. That Nation Building doesnt work. And that americans need to get out of there. Those two parts of his political makeup are, to some degree, in conflict over this issue. Because it is impossible to say, at the same time, that we are ending this War Cleanly and neatly. And to understand, at the same time, that there are many, many thousands of afghans who helped the united states and are vulnerable as a result who will not be able to leave. The evacuations are are focused primarily on american citizens. Secondarily, on those who helped the americans. Time is running out. Theyre working against August31st Deadline that biden has not said he would extend. And so, there really is a limited amount of of time and there will be a limited number of people who can get out. And very briefly, whats your sense of how the president perhaps messages on this . Nbcs Gary Grumbach asked quite a few people said they werent sure what should be done. Where do you think the messaging on this for the administration goes more broadly from here before we go . Well, you have seen the President Address the american people twice. Hes done interviews. The administration has been out there. And i will say um to annes point, i dont necessarily think its stubbornness. Its he made a promise to the american people that he would end this war and thats what he is doing and they side with him. And so, i wouldnt call it stubbornness. I would call it a promise that he made and one of the reasons why he was elected. So he is keeping with that promise. While he doesnt like the chaos, he is cleaning it up and i have No Doubt that he will continue to do that. Anne gearan. Appreciate you both starting the hour with us. Thanks very much. Lets continue, now, with democratic Congresswoman Susan wild of pennsylvania. She is a member of the House Committee on foreign affairs. Her district includes allentown and the lehigh valley. Congresswoman, welcome to the program. Good to have you with us. Thank you so much, joshua. You are planning to distribute a letter about eliminating the August 31st evacuation deadline. Why should we back off of that deadline . And what do you think a better alternative would be . Joshua, i have led a letter that is currently circulating among my colleagues. Um in which we are urging the administration to extend the Military Operation beyond August 31st for purposes solely of evacuating americans and our afghan allies. That letter, also, is asking that we work to expand the perimeter around the Karzai Airport which um needs to be expanded, obviously, so that we can get more People Access to the airport, itself. Its absolutely essential that we meet the circumstances that we currently have. Um, i understand the president s desire to have this all over and done with by August 31st. But ive heard him speak about extending that deadline, and i want to make sure that we arent adhering to some arbitrary deadline just for the sake of a deadline. So, i think its really important that this happen. Um, and that we not um Act Precipitously to completely withdrawal our troops. There is a fair amount of polling in terms of the american peoples view on the war in afghanistan. Many of the american people are ready for us to get out of afghanistan, as well. What would you say to americans who think we may not like whats happening on the ground but im not sure what staying any longer would gain us . I i am with those american people completely. I believe it is time for us to be out of afghanistan. However, we were dealt a hand that was not anticipated. Probably, not planned well enough. Um, and we i dont think any of us would call this an a successful exit. To call this a successful strategy, quite frankly, would be doing a disservice to the men and women who served over the past 20 years. And the Gold Star families that that exist. Um, but right now we need to focus on making sure that we we do the best that we can to get everybody out. So i absolutely believe that it it withdrawal from afghanistan is long overdue. So im not suggesting, for a second, that we extend it indefinitely. In fact, one of the key points of my letter that is circulating is that we ask nato to get involved um in further activities with the afghan government after the after the u. S. Finishes its withdrawal. I think you might be onto something there. I think a number of nato allies were not happy with the way this was done. Uk to say the least. So there might be something there in terms of getting the rest of the world to help out. But im not sure how you maintain a Military Presence of any kind in afghanistan, In Kabul, without raising the possibility of some kind of contact with the taliban. There hasnt really been any, so far. But anything involving pushing back the perimeter. Basically, compressing the people, that dense crush of people around the airport. Moving them out beyond it. It it just feels like it raises the potential for something to pop off. Are you prepared for that . Youre youre absolutely right. It does raise the potential but what is the alternative . Are we going to simply abandon those people who are left behind . We frankly, the time for asking questions about the strategy that was employed is is in the future. Right now, we have got to focus on making sure that look. We have the finest military in the world. We have seen incredible response by them. And i dont want to put any Service Member in harms way, unnecessarily. But when youve got this kind of emergency situation, tragic situation. That everybody has had the opportunity to see on cable news, 24 7, for the past week. It is absolutely essential that we employ every resource that we have, as americans, to put an end to it. Before i have to let you go, id like to get you to react to a quote from the chairman of the foreign affairs committee, congressman meeks, and what he said about an upcoming hearing on afghanistan. Watch. The Afghan Security Forces laid down their weapons. There was no resistance whatsoever. And thats how they move so quickly and i think, to a degree, and this is what i want to ask questions about, caught the american security forces off guard. But should we have prepared . What could we have done better . What do we learn from this . Those are the kinds of Question And Oversight that we will do on the committee. Briefly, congresswoman, before we go, what is your one biggest question for the administration right now . My if if i had to limit it to one, it would be why did we close our airbase um before we evacuated . That, to me, it was a huge misstep. Chairman meeks will be conducting hearings. Im looking forward to those hearings. Well be asking a lot of very tough questions on both sides of the aisle. My question my first and foremost question would be why did we close that airbase before we had the evacuation completed . Is. Democratic Congresswoman Susan wild of pennsylvania. A few counties have until this weekend to drop their mandates by order of the state. Specifically, the districts in broward county, thats the ft. Lauderdale area and a county in gainesville. The state has given them 48 hours to reverse their mandates. Otherwise, the Florida Board of education says it will deduct funding equal to the salaries of School Board members. They cannot dock the members pay directly because they work for their counties, and not for the state. But according to the board of ed, these mandates violate an Executive Order from governor ron desantis. The order limits how far districts can go in implementing mask restrictions. Covid cases in florida have increased steadily over the last six weeks. Hospitalizations and deaths are, also, rising. This week, florida became the third state to pass 3 Million confirmed cases. Meanwhile, nationwide, just over half of americans are now fully vaccinated. And the u. S. Government is preparing to roll out Booster Shots. You can get your additional dose eight months after your last vaccination. The Booster Shot Program is set to begin late september. That comes as the fda prepares to give full approval to the pfizer vaccine, possibly this monday. Joining us now is dr. Vin gupta, a Pulmonologist And Professor of Health Metric Sciences at the university of washington medical center. He is also an msnbc medical contributor. Dr. Gupta, welcome. Good to see you, again. Thanks, joshua. Great to see you. Lets start with these Booster Shots. Can you just explain for us, generally, how they would work and why theyre needed . Well, joshua, what appears to be happening is that if youre older than 65 or immunocompromised, that there is some concern from data out of israel and other parts of the world that perhaps you might have decreased protection against ending up in the hospital. And so, thats why for certain certainly, certain segments of society. That third shot, if you got two shots of Pfizer Or Moderna seems necessary to keep you as protected as possible from ending up in the hospital if you were exposed to the Delta Variant. The big question here and the reason why the w. H. O. And many of us in public health are scratching our heads is for someone like myself, for example, joshua. Icu doc. Nine months ago, i got fully vaccinated. Why do i need a Booster Shot in there is no evidence that folks like myself, less than 65, otherwise healthy, need a Booster Shot and thats a big part of the country. And so, one, do should we be giving Booster Shots for everybody . Lot of us feel, no, the data just isnt there. Number two, it actually makes our efforts to convince those who have yet to be vaccinated to get three shots now because now they are thinking that two shots dont work. That is exactly direct quotation from what i have heard from many people now since this announcement was made on thursday. We should be clear, though, i mean, there are some vaccinations that we do take more than once much you take flu shots more than once because there are reasons to take a flu shot. Even if it protects you one season, it may not necessarily protect you in another year. But i hear what you are saying in terms of just the data on people who do not have a condition that would otherwise compromise their Immune System. So when when our doctors say, hey, time to get your third shot. What do you recommend people say back to the doctor . Id say if you are less than 65 and otherwise healthy, you should hang tight and we should be really redirecting our focus. This conversation should focus on vaccinating our children so that the schoolrelated discussions are a lot easier. So, number one. Number two, how do we really double down on the unvaccinated . Approvals now will mean mandates are possible but there is going to be some pushback so how do we think about that . Number three, the best way to keep us all safe across the country is to minimize the threat of a variant arising that renders the vaccine as useless. That means more vaccines elsewhere. Technology transfers. You name it. But we can do a lot more to help the world, and in doing so, help ourselves. Dr. Gupta, what are you seeing right now at your hospital . You ever told us some Horror Stories over the last year and a half in terms of what you and other doctors have encountered in Fighting Covid. How is it now, both, with the Delta Variant but also with more people getting vaccinated . Does it look any better than it did . Joshua, i have deployed my Icu Reservist Capacity to the Air Force to other parts of the country. I practice here in seattle. What i have seen is everything we have been saying is true. I have seen it since late march that younger, otherwise healthy people are in my intensive Care Unit in ways in which i never saw in 2020. So that message is cutting through. What i am seeing and hearing from colleagues in texas and in parts of arizona, which i have directly seen at the bedside, is that we are rationing care. One message that has not gotten out clearly to people is that advanced therapies in the icu, joshua. Things like ecmo where we actually oxygenate Peoples Blood outside their body. Its really rare but it can be lifesaving. Those therapies are being rationed. Icu beds now in parts of texas are being rationed. So whether or not you get vaccinated might i mean, these decisions are really consequential because its an open question in big parts of the country now whether you can get the care you need, if you need it. Can i just ask you since you brought up texas, i am just seeing this now but you may have heard that Governor Greg Abbott tested positive for covid a few days ago. Tonight, just a few minutes ago, he tweeted out a video stating that he is now testing negative for covid. According to the tweet, i am told my infection was brief and mild because of the vaccination i received. I will continue to quarantine as recommended by doctors and i will keep on working on issues affecting texas. God bless you all and God Bless texas. Thats a tweet that was just sent from the official account of texas governor, greg abbott. Dr. Gupta, what about that . Says that four days later, because he is vaccinated, he tested positive. Tested negative, very quickly. Well, one, im glad he is doing better. Number two, its a little unusual that within four days, he goes from from positive to negative. So brings to question what was the test he got upfront on day zero versus now day four . Were they the same test . Were they pcr tests . So some greater detail here is going to be needed. Number three, i will just say if he governed texas and oversaw the the welfare of his own Citizens Half as well as he governs his own health, then texas would not be rationing iculevel care. So he should practice what he preaches for his entire people, not just for his own body. Before i have to let you go as a professor of health metrics, i presume you are very happy to hear the cdc announce it is reestablishing its disease forecasting center. Explain what this would mean in terms of Fighting Covid and other diseases. You know, one of the biggest things that we need, joshua, is eyes on what future threats are going to look like. So we need surveillance capabilities. We need people looking at this data at a trusted institution, like the cdc. Analyzing it so we can forecast threats. And then, i i ideally, be prepared in ways we were not prepared in february of 2020. So centralizing this process. Investing more in Genomic Sequencing so we know when the next variant is arising and where its arising. This is great because this is going to centralize that capability here in the u. S. And hopefully provide a a model for other countries to follow. And with regard to masks, before i have to let you go, what is your best advice to people at the moment . Particularly, with so many Mask Mandates that have been controversial in schools. Before we go. What id say is i upgraded to a Kn95 Mask. So you can get that. One section of that law lets the State Election Board install a temporary superintendent. That person would have the ability to hire and Fire Elections Directors and poll officers. On wednesday, those concerns grew. Georgias State Election Board moved toward a potential takeover of elections in Fulton County. This heavily democratic county includes most of atlanta and roughly 10 of the states electorate. Joe biden won nearly threequarters of Fulton Countys votes back in november. Some republicans continue to amplify Donald Trumps election accusations, including claims of wrongdoing in Fulton County. An independent monitor found no evidence of fraud or impropriety. Its easy to see why this state is such a battleground. New federal election data out this week shows that 95 of eligible georgians are registered to vote. 95 . That gives the state one of the highest Voter Registration rates in the country. Lets discuss it with chief legal officer with the new Georgia Project. Welcome to the program. Thank you for having me. 95 is incredible. How does that happen . That happens through mobilization efforts, through grassroots efforts, from connecting with the community directly. The new Georgia Project and its efforts registered halfamillion voters in georgia. And we didnt reach out to, you know, one or two voters. We reached across all demographics. We reached across younger voters, elderly voters, lgbtq voters, we reached out to those communities who arent usually participating in the vote. Who arent usually recognized by their communities. We reached out to them to ensure that they could register to vote effectively. What do you make of the status of this Fulton County review by the State Of Georgia . I have spoken to election officials from the state who swear up and down that even though the law allows for State Takeovers at the top of County Elections Departments that you can still reform the way elections are done without stacking the deck in one Partys Favor or against a party. What do you think . Lets be clear. Um, this is a direct attack against the overwhelming turnout that We Saw over the 2020 election. We saw progressive, multiracial, multigenerational, and multilingual coalition of people that showed up to vote. And what happened in in direct um opposition to that is the passage of s. B. 202. And allowing legislatures now to have control over how our elections are run is going to slow that progress down. We see that in Fulton County right now. Fulton county, where atlanta is. The largest black community. We are now seeing the State Election Board now decide to review the way that they conducted their elections. And the reason why they are doing that, as we see written in s. B. 202, is to make it more challenging for people of color to vote. They can call it whatever they want. But there is no basis in fact for them to enact s. B. 202 to stop mobile voting. Something that We Saw, specifically, in Fulton County. To make it more possible for more people to vote. Right. They put the kibosh on that to make it more difficult for them to access the ballot. Well, with regards to people trying to get out and vote, 95 registration is one thing. But turnout is another. And only about 66 of voters turned out for last falls election, which is below the national average, just slightly, of 68 . What about increasing turnout . Making sure all those newlyeligible voters actually go Cast Ballots . When it comes to turnout, the state must do everything that it can to make sure that more people have more ways to exercise the vote. This is especially important now during covid when it is less safe for people to be in facetoface contact. And one of the ways that the State Of Georgia was able to maximize participation is through absentee voting. By having Drop Boxes. By having mobile voting. By making it more possible for people to safely and equitably access the ballot. Under s. B. 202, we are now seeing restrictions with when you can request your Absentee Ballot. It is now shortened that amount of time that you can actually request your Absentee Ballot to send it back. Drop boxes are severely limited, statewide. So, where someone had the safe opportunity to provide their Absentee Ballot via a Drop Box for free. Now, we have a dramatic reduction, particularly in black and brown communities.
