Will mobilize every resource necessary. Plus, we have an update on this heartbreaking video showing a crying baby being handed over a wall to a u. S. Marine at the Kabul Airport. Tropical Storm Henri barreling toward the north. The first to make landfall in the region in years. A Debate Escalating in florida. Another School District is defying the governors orders as thousands of students are forced into quarantine. The punishment the School Districts could face if they dont Reverse Course by monday. Plus, the latest report by the Florida Department of health. Good morning, everybody. Its saturday, august 21st. Im lindsey reiser. And im kendis gibson. Were keeping an eye on the sky, on henri. You see it there. Its a haggard storm, but its a powerful one heading toward the northeast, new York City and beyond. There are lots of areas prepping for this, rhode island, connecticut, Long Island, preparing for Power Outages. Massachusetts already declaring a state of emergency. Theyre telling people, if you wanted a nice weekend on cape cod, maybe this isnt the weekend for that. Our teams are joining us from tampa to Long Island and beyond covering all the bases this morning. But were going to begin overseas. In afghanistan, the mad dash to get thousands of more americans and afghans out of afghanistan. The Evacuation Mission is still surrounded by desperation and danger, President Biden calling it one of the largest airlifts in history. Over the past 24 hours, 6,000 people have been evacuated, bringing the number up to 13,000 since the official operation began on august 14th. Were also learning about a dangerous Rescue Mission that happened outside the Kabul Airport where u. S. Forces are stationed, as you know. Were joined right now. Our reporter is following everything. Welcome to both of you. What can you tell us about that Evacuation Mission that took place outside the u. S. Perimeter . Yeah, kendis. This was an unusual operation. It happened on thursday, but we only learned about it yesterday when President Biden mentioned it at his White House press conference. As you said, most of the 6,000 u. S. Troops are inside the perimeter of Kabul Airport, but what happens in this case, a large group of americans, 169 people, got to the gates of the airport and then couldnt make it past those huge crowds that have gathered outside, so those americans regrouped at the bare barron hotel. They sent three Chin Knock helicopters over the wall of the hotel, picked the americans up, brought them back safely inside. The pernlt gone said this operation went smoothly. The helicopters did not come under fire. We dont know whether this was coordinated with the taliban or not. I also want to give you an update on some of the most dramatic images weve seen during this entire evacuation, a united states marine reaching over the Razor Wire atop the walls at the airport and grabbing an afghan baby from the desperate outstretched hands of its family from the crowd below. The marines says that baby is safe and well, treated inside the airport, and reunited with its family. We dont know quiet if that family has been evacuated. Now, kendis, you mentioned that eighthour pause. That was because of a backlog that grew in qatar where people were flying to. The State Department now says a Dozen Allied Nations in europe, the middle east, Central Asia have agreed to help the u. S. Military transit both americans and afghan allies out of afghanistan. One of the first evacuation Flights Landing in germany at Ran Stein Air base. The hope is by spreading these evacuees across a number of different airports, theyll prevent further backlogs like the ones we saw in qatar, and keep this very complicated operation running. Kendis . Yeah, hey, raf. Its lindsey. This new video from Ran Stein is a temporary location until they find their permanent locations. Josh, we wanted to speak with you. President biden will meet with his team in a few hours to get an update on the whole situation. We heard from him yesterday tiechlts third time hes spoken on this topic. Theres still a lot of questions on how his administration has handled this. Questions in particular. He did not get people out sooner. The president standing firm behind his decision and the Airlift Operation that the u. S. Is now mounting as he spoke here at the White House yesterday. Some of the numbers are getting better in terms of what they describe as throughput, how many theyre able to get on planes and out of afghanistan. They got about 5,700 in a 24hour period, which is in line with the amount per day. Theyre going to need to get the bulk of people out of afghanistan by that end of august deadline. The president and his secretary of state, tony blinken, have been in a flurry of Phone Calls with foreign leaders over the past 24 hours, trying to do what raf described, which is try to find other places for these american citizens as well as afghan allies to transit to as theyre coming out of afghanistan. Theyve had some luck from other countries, but the president is still having difficulty answering questions about when they exactly had intelligence assessments that would have indicated that what weve seen play out in harrowing fashion in the last week was likely to occur, the president saying yesterday that the intelligence assessments did not indicate to him that around immediate taliban fall was imminent. Take a look. I made a decision. The buck stops with me. I took the Consensus Opinion. The Consensus Opinion was that, in fact, it would not occur if it occurred until later in the year. So it was my decision. Reporter and its hard to underestimate p, lindsey and kendis, how much of a chaotic scene has been here even at the White House with officials, many of whom were on vacation, scrambling to come back to deal with this crisis. The president had been set to go to wilmington to his home yesterday yesterday. He did not end up doing that. Hes now expected possibly to go at some point in time today after meeting with his national security advisers at the White House. It remains a very fluid situation as the administration is trying to get their hands around the biggest foreign Policy Crisis since taking office in january. Josh lederman and raf sanchez, thank you so much for getting us started. Were talking about a former journalist who covered the fall of the taliban in 2001 and stayed in afghanistan for a decade, covering the corruption that followed. She wrote three books on the topic. Sara, good morning, and thanks for joining us. Good morning. What are you hearing that you know about whats happening on the ground right now . I mean not much different from what youve been describing this morning. Many people i know are staying in their houses, not braving this chaotic situation, so not good. Not good, in the sense that whats the taliban doing or what are you hearing from the ground right there . As i say, the people ive been communicating with are in a degree of danger that is keeping them inside their houses, so i actually dont have a lot of i want to say immediate news about whats happening on the ground. I would say theres a discrepancy between obviously the words that taliban leaders are announcing about how safe things are going to be and how calm theyre going to be and whats actually taking place for two reasons. One is that they dont control every single, you know, fighter they have on the streets, and the other reason is that they are consciously trying to project a somewhat more palatable image than has been their trademark in the past. But what youve had actually for some weeks, particularly where i have spent. Theyve dragged young men out at night for secret execution. These are violent uses of violence and thats typically how this organization operations. They dont do mass casualties like, you know, industrialized conventional armies, right . Their practice is to do targeted, exemplary killings that are designed to intimidate, you know, the rest of the population. And as such is why youre saying its not good. The diplomats, Military And Intel officials reportedly warned of a possible taliban takeover months ago, even called for evacuations to start as early as may or july, and youve been soujding The Alarm since 2009, saying afghanistan is on the brink of being lost. You laid out an Eightpage Document outlining why the united states should look at it. Who did you send this document to and what was the reaction . I passed it around as broadly as i could. At that time i was in close contact with nonnato and british forces close to the transition of the obama administration. I had a number of dinners with richard holbrooke, who was the December Ig nats to be the Special Envoy for afghanistan and pakistan. I was present at the first dinner that Hillary Clinton held at the State Department. Wow. Among afghan experts. And so all of them got this plan as well as military officials. And, frankly, i mean, that i spent the next, i would say, until about 2011, pushing this type of an approach really to no avail. Interestingly i ended up being employed not by the civilian side but by the military, meaning two commanders of the international forces in kabul and then the chairman of joint chiefs of staff. And what was odd was it was the military that was begging for more of a civilian Involvement And Engagement with what was going on in afghanistan because from our perspective, the fundamental problems were civilian problems. They were the corruption of the afghan government and the united States Role in abetting, reinforcing, and enabling that corruption, and the instrumental role of pakistan, the pakistani government, in concocting and supporting the taliban. Both of those issues are not things Men And Women In Uniform are the best place to handle. And yet civilian Leadership Birk that i mean president obama and Secretary Clinton and im afraid to put their names in the mix but Antony Blinken and Jake Sullivan who were on the staffs, and they ontario wanted to speak about how many soldiers we were sending and what they would do. We only have a few seconds left. Looking at what got us here and where we are now, what would your advice be in advising the biden administration . Frankly to all americans, i would say, lets look in mirror here. Lets Take A Look at ways in which even afghanistan may be reflecting us. So you have governing elites that vn been making a lot of money pursuing poor policies, failed policies, and not being held to account, not only afghanistan, but regarding other serious issues in the united states, we need to hold our own leadership accountable. Thank you. So great to have your voice on this saturday morning. Thank you. Yeah, thank you. Later in the hour, the race against time for one afghan interpreter. Tens of millions of people are in danger. Flash flooding and possible Power Outages including new York City under a tropical Storm Warning this morning. Joining us now is Meteorologist Michelle Grossman and also Janessa Webb in long beach, Long Island. Welcome to both of you. Michelle, youre tracking the storm. What are you looking at in terms of possible paths and strength . Were expecting it to strengthen into a category 1 storm later this morning. We do expect landfall over Long Island. That would be 36 years is if it happens since it happened, and that was Hurricane Gloria. All in red, thats a Hurricane Warning. Remember, we had remnants of fred that moved through just days ago, so all this ground is very, very saturated. Also a tropical Storm Warning all the way down to the jersey shores. Thats over to the Eastern Parts of Long Island. So here is the latest. This is at 5 00. The next advisory comes out at 8 00. 70mileperhour winds. Its moving north northeast at 12 miles per hour. Things are going to change. Its going to move painfully slow as we go throughout time on sunday. Thats going to create a lot of problems in terms of the rainfall. I put a lot of pause on here. Its going strengthen over the warm waters into a category 1 storm, and that should happen as early as this morning into the early afternoon. Heres my second pause point. Category 1 over the Eastern Parts of Long Island. Again, that would be 36 years since it has happened. That would be Hurricane Gloria in 1985. Heres where it becomes slow motion. It slows down a lot. Where you see those leans, those are 12hour increments, again, so, so saturated from what fell from fred. Even though it downgrades to a Tropical Storm by monday morning, monday afternoon, its still a tropical system. Its going to be squeezed over these areas for a day. 12 hours. It doesnt move very far. This is going to be a big problem. Were going to see trees. Lots of leaves on the trees. Were going to see winds blowing and trees coming down. Its going to cause a lot of Power Outages. Its august, its hot. A lot of people are going to lose their airconditioning. Its like the system that turns to the east. Still were going to have leftover problems. Our next graphic, these are our computer models. The black line is your national Hurricane Center making Land Fall over the Eastern Parts of Long Island. Look at the other agreements. Now we have to think about the impacts and really prepare today because we have 24 hours before this is going to hit. So this is the day to prepare. Again, were seeing that westerly jog, that sit and spin, and then it moves off to the left as well. As we plan our day today, were going to plan and prepare almost as if a tornado were going to come through with trees coming down, winds blowing. Henri is going to move to the north. Going to continue to strengthen. Were going to see large waves, Rip Currents along the east coast. Be careful along new york as well. Sunday, this is a big day, torrential downpour reaching Long Island. You guys, were going to watch this very closely today over the next 24 hours. I Cant Urge you enough. We have warnings in place. Now is the time to prepare. Its going to be quiet. Get it all down because its going to come in tonight through sunday. Janessa, its up to you. Within 30 hours conditions are expected to get really rough where you are right now. Reporter yeah, kendis. Before that, you have these outer bands that are going to be impacting the area. What youre about to see is a historic and yet troubling event. We havent seen It Hit in New England since 1985. Whats also troubling, in 1985, we saw the track of henri make its way across the carolinas, and we did have that double landfall. So a familiar track that were about to see. This is a storm that continues to really be lopsided. You can see from our current radar is not coming together. The problem is in in the next few hours, were going to see a Storm System thats asymmetrical. Right now its the dirty side of the Storm System that were going to be watching making its way into Long Island. Thats why Hurricane Warnings have been put in place across southern and eastern Long Island all the way into southern New England as well. So right now what were seeing here at long beach, its very calm before the storm. Were dealing with High Tide as well. On top of that, theyve issued Storm Surge warnings that will go into place, right now calling for 3 to 5 feet. Long island is a very easily prone area for flooding, and we deal with that just from minor rain events. So on top of that with this flooding thats going to be happening across the area going into tomorrow, its going to be a big problem. I say get prepared here by midday because were talking less than 24 hours at this point. The reason for that, tropicalforce winds extend for about 30 miles. Right now they call for winds from 60 to 75 miles an hour. Today is definitely preparation day. You know, kendis and lindsey, the problem is its the weekend. You have thousands of people really wanting to be out On The Beach and children as well, and thats just not going to be happening. Its really important to have that cellphone charged and really get prepared here pretty soon. Its one of the last good weekends of the summer, socalled good weekends of the summer. Janessa webb and michelle grossman, thanks to the both of you. You remember superstorm sandy, 62 Billion in damages. Whenever you see a System Barreling up the east coast, its not just a concern to new yorkers but everyone across the country. We all hope it will go away. Doesnt look like it though. More School Districts in florida are taking Mask Mandates into their own hands as the department of health has reported the state has now surpassed more than 3 Million covid19 cases. But in a late vote just last night, republicanleaning sarasota became the first to defy Governor Ron Desantiss banned Mask Mandate. It also includes the Hillsborough County District after more than 1,000 students tested positive during their first week back in the classroom. Our correspondent is in tampa. What can you tell us about the new Mask Guidelines there for students in Hillsborough County . Good morning to you, lindsey. That Mask Mandate going into effect as you said. The County District is mandating masks for 30 days. That means parents will not be able to Opt Out. Students who want to Opt Out must provide a doctors note. This report is in response to the Exploding Number of cases here. According to the School District. More than 13,000 students and teachers are now under quarantine. That is because were seeing a lot of cases. In fact, since school started and this was just a little more than a week ago the district reporting nearly 3,000 cases of covid. And on friday, nearly 300 students alone tested positive for the coronavirus. Now T School Board made this decision to go ahead and defy Governor Ron Desantiss Executive Order preventing them from instituting those Mask Mandates. Of course, the governor as you may know put the districts under threat of losing funding equivalent to the salaries of superintendents and other school officials. The district says they have no choice. They wanted to go ahead and put this mandate in place. They held an emergency School Board meeting on wednesday in which parents on both sides addressed this issue. We choose who is going to governor ourselves, us and the children. We do not have the efficacy of masks. Id like to see that. I dont see it, okay . It is our responsibility to help teach them that we are showing Compassion And Kindness and community. We cannot teach community if we are not allowing all of our students time and the opportunity to actually be able to function in a classroom. If they are getting sick and dropping like flies and, again, Hillsborough County joining at least five other counties who are now instituting these Mask Mandates. And i want to let You Guys know as well that the federal government officials, Nbc News has confirmed, the government officials have reached out to these local School Boards and districts, Urn Urging them to hold the line. Thile make up the funding if the state decides to go forth with pulling and funding salaries. Theyre holding the Mask Mandates in defiance of Governor Ron desantis. Thank you for that reporting. Going rogue. Some School Boards are finding their own solutions. Were going to speak with the superintendent of one of them. Plus, Child Hospitalizations hit recordhighs as the elderly rate drops. Hospitals grappling with a significant spike in Child Hospitalizations. Pediatric hospitals like this one in Broward County filling up with record levels of sick kids. It seems the pediatric patients are a lot sicker than they were last year. Theres still a lot of kids that are running around, but the increase in the ones that are having to be admitted is striebing for us. How bad is it . Lets ask dr. Ronald Ford And Steve gallen, the Vice Chair of Miamidade County public schools board. Good morning to both of you. Dr. Ford, i want to start with you. What differences are you seeing in the Delta Variant and how it affects children . Its been two noticeable changes with this surge. First is the number of children that were seeing that are covidpositive. Up until six weeks ago, we were adding 20 to 40 covid patients coming through. By july it weekend up tenfold. Weve already surpassed that number. Most of the children were seeing are well enough to be discharged, but were seeing a much higher number of children being admitted to the hospital. Even more worrisome is about a third to half of the children being admitted to the hospital are requiring some levels of intensive care services, which is something unprecedented in this pandemic up until this recent surge, and we attribute that to the Delta Variant and how it affects children versus previous versions of the coronavirus. It has to send chills throughout the Mind And Body of every parent as they hear that, to hear the impact this is having on young kids. Are they getting this from adults or sit because more kids are in school nowadays . Well, its hard to know. This is such a contagious organism, and its so easily transmitted. So, you know, it could be anywhere. It could be in the community. It could be from their parents, from their peers. Theresing are no way to pinpoint that other than to say it doesnt take a lot of, you know, contact between them and another person to become sick. These hospitalizations as many are saying are driven by kids going Back To School. This week youre counting one of the School Districts imposing a Mask Mandate despite the governors ban. Many are seeing it as a bold move. Yes, absolutely, absolutely. I think our decision was predicated on the information that dr. Ford indicated. We understand that over the past two months this issue has been politicized. But as a School Board and, quite frankly, the nations fourth largest district and largest district in florida, we wanted to base our decision on science. Its pervasive throughout the state of florida and more specifically Miamidade County, and we wanted to honor Floridas Constitution to operate, maintain, and control a safe learned and healthy environment for our students. The courageous move we made with a 71 vote was something we were obligated to do under the constitution and it was the right thing to do morally. Financially it could impact you. There are some financial penalties because of the Governors Mandate do. You think this more counties will join you in defying the Mask Mandates . Absolutely. I think those of us who serve in public education, we dont do it for the money obviously. To juxtapose financial penalties with the possibility of losing the life of a student i think is an unfair position to place us in. Were in this for the children, not our salaries. Were here for service, not financial gain. And any penalty that may come forward relative to financial consequences or otherwise is not worth the life of a child, and that is something were deliberate about. And my court has affirmed that. It will be interesting, the state still having that Mask Mandate ban. Doctor, to you, where do you see we are in this wave right now, especially in Florida And Beyond . Thats a great question. You know, in the past we had a significant peak that plateaued and then declined. This one we dont see happening any time soon, and especially with more and more children going Back To School and the state, congregating in relatively close areas, and that being such a contagious organism, we see this happening for longer than we want. Hes in kabul, and hes a couple minutes outside of the airport right now. Hes been to the gate several times, but hes been unsuccessful in trying to get in there. He stayed for days on end but theres significant issues yes, i am. Can you hear me . Yeah, we can hear you, keep going, captain. All right, so hes been to the airport several times but the issue is, these gates, these gates are the issues. And that is where the disconnect is. Hes been to these gates several times. Hes been there for hours, days on end and hes just not able to get past this one gate. He can get through all the taliban check points but its these gates to actually get in that are the significant issue right now. Wow, i mean so much of a backlog even when people make the harrowing journey there to the airport. Talk to us why its so important for him and his family to get out. Weve heard reports the taliban are going Door To Door To look for people who assisted the u. S. Or the afghan government. What are his fears right now for the safety of his family . I mean, the threats are real, and they are significant. Even back when we were in afghanistan he would receive threats from the taliban. And im going to spare the details, but of the graphicness of what will happen if he and his family are caught. But it is pure barberism, whats going to happen to these people who are caught, whats going to happen to their families. Its it is not in any way, shape or form Anything Anyone would ever want to happen. It is a very significant issue. You talked about the Chaos And Confusion at the airport but theres also a lot of bureaucracy around getting this special interest visa. Has there been a fast track for people like najjeb and whats your next move . I havent seen a fast track. To be frank with crow i have ive helped him with his siv. Ive called the siv office. Theyve said, hey, heres maybe one or two things else that we need, or we need an issue theres an issue with his application here. And to be frank, the issue was so inconsequential, so insignificant i couldnt believe it. And look, im a former military officer. Im a Tax Attorney right now. You know, i fully believe in Process And Bureaucracy and how important those things are but there is a time and place. And this is not it. And its its really kind of maddening. Now, i am getting word that, hey, were working very hard, to move these things through but like this is i think at this point its a little its a little too late to have this fullcourt press, especially when we knew that we were going to be leaving at this time. Former Army Captain Jeff Tremmel thank you for joining us. Can i say one last thing . Yeah, go ahead. I just really want to express the issue At The Gates, the humanitarian crisis at these gates. You know, my interpreter, his family has almost been trampled to death, the Warning Shots are causing the groups to panic. The issue right now is At The Gates. We need to get help At The Gates. These people are not getting beaten by the taliban At The Gates and the people are not panicking At The Gates. Caps, were going to be speaking with a lawmaker our next hour and we will ask them about that particular issue and hopefully that can be remedied soon. Thank you so much for your time. Thank you very much. This morning louisville, kentucky is on the grip of a Record Setting Surge of deadly shootings. Every month for the last year and a Half Louisville has been hit with at least ten homicides. And so far this year the Louisville Metro Police department reports 125 murders, 118 of those people were shot to death. Now, the city is on pace to have more homicides than the past two years combined. Nbc News Reporter Dion hampton taking a deep dive into these startling statistics and joins us with a breakdown. Good to see you, man and you did a lot of research into all of this. What is happening louisville . Louisville is a city that is under siege, quite frankly. They have a homicide problem. Like you mentioned there were 125 homicides as of august 15th, and this is a city that didnt just break its Homicide Record last year, but completely blew past it and theres several reasons for all of these homicides. I mean, so for one thing the Police Department is short 240 officers. Ill give them that, but the officers that are working there theyre just not theyre kind of afraid to engage. Theyre afraid of public scrutiny. They believe that the local government there doesnt have their backs. And so they just arent doing a good job of policing, per se. There was also a report that was commissioned by the City And County officials, and they believe that the Police Officers and that the Department Overall has low morale. And a lot of times i talked to my experts, when you have low morale, that means that people arent necessarily going Above And Beyond whats required of them. So, you know, theres just a lot of issues going on there with the homicides. And deon, real quick we know also that the fbi is now sending in agents to help. What do you know about that . Yeah. After the Breonna Taylor Shooting last year the Department Of Justice wanted to check out the Police Force to make sure theyre doing things the right way but i should go back and mention one thing about the homicides, its not so much the number, its the clearance rate, the closure rate. The people who are committing the murders are getting away with it. Of the 125 homicides this year, 65 of those killings have gone unsolved. That means that 65 of the murderers are still walking around the city free to possibly commit another murder. The Police Officers just arent nabbing these guys. Troubling statistics right there and we do know the first 48 hours after a homicide is really critical and for all these months to have gone by and nothing to have been done, but 65 of these cases is troubling. Were going to leave it there. Deon hampton, thank you so much. Were nearing the top of a new hour right here on msnbc.
