Facing intense criticism over the exit from afghanistan, President Biden will deliver remarks on the Evacuation Efforts. As of Yesterday Afternoon the u. S. Had evacuated thousands of americans since saturday when the government began to collapse. Nbc News Correspondent Kelly Odonnell has the latest. Reporter u. S. Officials say another 6,000 people made it safely to the Kabul Airport awaiting evacuation. Pressed repeatedly, officials at the departments of State And Defense could not say how many americans still need to be rescued. I dont know with that level of detail. Were just not in a position to give a number right now. Reporter in an interview with abc, the president defended the Evacuation Mission despite chaos near the airport. Well, There S but, look. No ones being killed right now. God forgive me if im wrong about that. But No Ones being killed right now. Reporter among the most vulnerable, afghan women and girls, fearful of taliban repression. There are afghan women outside the gate. I told them, get them on the planes, get them out, get their families out if you can. Reporter the pentagon says it could airlift 9,000 a day, but far fewer were evacuated. 2,000 over 24 hours. Critics say more should be done. Theres no plan to get u. S. Citizens outside of Kabul Into kabul. And once they get to kabul, theres no plan to make to taliban to let them through. They warned the State Department last month about the possibility of a Taliban Takeover. A source familiar with the situation tells Nbc News diplomats sent Secretary Of State Antony Blinken on July 13th urging officials to begin airlift operations. That source as they called for officials to be firm and direct and describe atrocities being committed by the taliban. Nbc news has not seen the actual cable. The day after it was sent, the biden administration announced Operation Ally Refuge to support the relocation of afghan ally nationals and their families. Reuters reports there is video of the taliban inspecting lines of vehicles and opening crates of new firearms, communications gear, military drones, Night Goggles the u. S. Left for the now dispersed afghan army. The u. S. Official tells reuters the current Intelligence Assessment is that the taliban is believed to control up to 40 aircrafts potentially including Black Hawk helicopters. The u. S. Is so concerned about the weapons its considering launching Air Strikes against the larger equipment including larger continues but theres a curb they may aggravate the taliban when their main goal is evacuating. Olivia has more. What do you say about the primary objective about evacuating people . I mean, right now if youre talking to people on capitol hill, you have both sides who are very upset with how the evacuation is happening and the fact that u. S. Weapons have been seized by taliban is just another, you know, addition to an already deteriorating situation. Republicans are planning on using this messaging. They believe this is a winning Messaging Topic of hitting the biden administration to say that he is not competent and hes incapable of leading. If he Cant Control this evacuation and get out american lives, what is he competent about is basically the point theyre trying to make, and democrats on the other hand are saying, look, we need focus on getting american lives out there, that the weapons is another thing that, yes, its bad, but we need to rescue american lives. We need to rescue the afghans who helped u. S. Soldiers, and we need to get them out there as our number one priority. What is it that democrats want to hear from the president . I think that when Biden First came out recently to talk about the afghan evacuation, he took a more Defensive Posture where he was saying things could get worse, its not that bad. Really you had democrats saying lets either Behind Closed Doors and publicly saying lets not paint this in a rosier picture than it actually is. We need to say it as it is, but this is a situation where were basically relying on a Terrorist Organization to hold their word and let people come to the airporting and that is not exactly a position that the u. S. Wants to be in. Im curious what youre hearing from your sources on The Hill, olivia, about how this conversation about what is happening in afghanistan is going to impact the domestic policy agenda. Well, i mean, youre going to have republicans on one side saying that biden should not be making decision when it comes to national security. And, you know, next week is big in terms of the infrastructure, bipartisan Infrastructure Legislation that theyre going to seek to advance in addition to hr 4, which is a Voting Rights legislation. Republicans are going to be making afghanistan the central issue while democrats are trying to get these major pieces of legislation done in the House And Advance them. So basically this is really going to probably be a big headache for democrats as republicans try to make sure that this issue does not lose steam. All right. Politicos olivia beavers, thank you. A north Carolina Man facing a number of federal charge this morning after an hourslong standoff with police that he livestreamed on facebook. Nbc News Justice Correspondent Pete Williams has more from washington. Reporter nearly five hours after he parked his pickup and claimed to have explosives, a 49yearold Man from North Carolina gave up and followed instructions to crawl away, ending a tense standoff. He got out of the vehicle and surrendered, and the tactical units that were close by took him into custody without incident. Reporter Capitol Police say it all began a little after 9 00 a. M. When the man, floyd ray roseberry, parked his black pickup on the sidewalk of the library of congress, called 911, and said he had a bomb. Thats about a block from the u. S. Capitol. Nearby buildings were Evacuated Including Supreme Court and the House Of Representatives office building. Police and federal agents swarmed in, including the fbi and atf, and streets were shut down several blocks away. A massive response and a city still on high alert after the Capitol Riot and Social Media threats of further violence. Police say roseberry communicated with them by writing notes on a Dry Erase Board saying dont shoot me at one point and asking for his preacher. As he began, he was sending a live feed from inside his truck to his facebook page. All right, guys. Looks like im getting ready to make a phone call. Reporter a short time later facebook cut off the feed and took down his page, but while it was still active, he showed glimpses of what looked like it could be a bomb and said he had potential explosive material in a toolbox in the bed of the pickup. Investigators reached out to his Family Members and searched his North Carolina home to search for clues on what he might be up to. Police said they had a Row Bet carry a phone to him but he never used it and simply gave up. Republican lawmakers appeared to sympathize with him. Congressman mo brooks released a statement saying, quote, i understand citizenry angered at dictatorial socialism and liberty, freedom, and the very fabric of society. We just got this in from the national Hurricane Center. One of the headlines, we have hurricane watches up for almost all of New England from Cape Cod to Long Island. Its still a tropical storm. Its about to take a turn toward the north. Over the next 24 to 36 hours its safely off the North Carolina coastline. Notice it increases in intensity up to a category 1. Then it will accelerate and head northward and head into southern portions of New England. Right now the Hurricane Center has a landfall into rhode island. This has shichted. Yesterday at this time it was more toward nantucket and Cape Cod. The Forecast Trend is closer toward connecticut, closer toward Long Island. Im not going to say new York City quite yet, but its heading in that general direction toward the central portions of the coast. Lets zoom in closer and show you what areas of greater concern. If youre to the right of the center line, thats where the Storm Surge would be. Theres a concern now toward providence, warwick, buzzards bay. The heavier winds would be associated to the right of the storm, but the heaviest rains would be toward massachusetts, connecticut, and toward Long Island. Notice the intensity does weaken as it approaches the coast. It weakens slowly. Thats also going to be a problem. This storm is not going to be in a rush to get out of here. We could have serious problems with rainfall and flooding. It looks like the backstorm could see some of the heavier rain totals. How sure are we where the storm is going . The national Weather Forecast is showing the black line, the one going into rhode island. But its as far left as the central portions of Long Island. There are computer models more toward the right, Cape Cod and nantucket. Theres still Wiggle Room in the next 48 hours to see exactly where the storm is heading and then from there they drift the storm and make a right exit as we go from monday into tuesday. So bottom line, alicia, we know were going to get heavy rain. It looks like were going to deal with the wind, either a hurricane or tropical storm. I can tell you the last storm that did this was bob in 1991. That was a billiondollar weather disaster. Thats what we should be preparing for in song New England. In a briefing yesterday, top military officials said close to 7,000 people have been evacuated since the taliban Entered Kabul last saturday, including more than 2,000 in the past day. Thats well below the target number President Biden gave earlier in the week of between 5,000 and 9,000 evacuations per day. Pentagon officials also addressed how many evacuees are americans and how many are afghans. F. Obviously we want to take care of our fellow americans and the Sec And Chair were clear of that, but we also want to take care of afghans and special visa applicants, so were not holding up a plane just to fill it with americans and sendinging it off. Were processing people as fast as we can. There are increasing reports of taliban violence despite claims from the group that it had changed since its violent rule of the late 1990s. Protesters waved the Afghan Flag In Kabul and other parts of the country against the Taliban Takeover. The a. P. Reports a 24hour Curfew in the province. This comes after three people were reportedly killed on wednesday after replacing a taliban flag with a flag of the former government. Monica, President Biden is going to speak later on the Evacuation Efforts in afghanistan. What do you expect to hear . Well, first, alicia, i expect hes going to provide a technical update. This is something the White House has been doing for a couple of days. Remember in the initial Unfolding Chaos we saw as the evacuation started, there were so many questions about how this was working and what the numbers were. We knew a little bit about the capacity they said they wanted to get 5,000 to 9,000 people out a day once things were up and running smoothly, but they havent been able to reach that. Now theyre telling us incrementally when these flights are taking off, how many are able to be evacuated at this time, and were learning overnight from a white House Official the u. S. Military is helping to facilitate at least 11 charter flights of both americans and afghans who want to evacuate. So it does seem compared to where we started this week, the airport is a lot more under control, and i think you can expect president to make that point and also to continue to defend his decision to withdraw. We saw him take some questions in that interview with abc about a day ago, but he hasnt taken any questions from the Press Corps on this decision and on how messy it was. So Thats Something were also watching for today. But i think he is expected to essentially lay out his case again. Remember, when we did hear from him a couple of days ago, he said he was deeply saddened by what was happening on the ground but that he had no regrets. Im told by white House Officials that particular Stance Hasnt changed and he wants to come out and tell the american people that again as he heads to wilmington this weekend for what was supposed to be part two of a Summer Vacation that ended up being entirely focused the crisis in afghanistan. Another key question, whether theyll try to remain. What did you hear . President biden said the plan was to stay until all americans and gachb allies could be evacuated even if that means going past the August 31st date. Obviously were only ten days from that now. Thats a lot of work they need do in this next shortterm interim period, but the president has also been very clear for months hes wanted to get troops out by the 20th Anniversary of the September 11th attacks. That symbolic date still matter as lot to him, and ideally hed like to see it happen. Given what weve seen in the last couple of weeks, that might be a very different scenario. Theyre planning for that to happen as quickly as possible. Were still having a lot of trouble gets through the taliban checkpoints. It might not be realistic. Theyre not committing to an exact date when this will all be wrapped up. Now it seems like it might be between August 31st and September 11th, but all of this continues to change day by day, hour by hour, as the Security Situation continues to teat owner the brink. The were still seeing clashes, but if there was a major escalation, all of this would be talked about from a different perspective. Thank you for that reminder, this is a very fluid situation. The president is facing criticism from members of his own party and republicans. How is that factoring into the White Houses decisionmaking process . This is something the White House has wanted to come out and say, listen, weve briefed members of congress about this decision, weve talked about this since april and then july when the plans were a little bit more formalized. You did have a lot of the president s allies, democratic defenders saying essentially hes making right decision. In the week since and when we saw the Taliban Takeover and how quickly it was, you heard a few less of those voices in large part because many of these lawmakers are at home on august recess. Weve seen them issue statements. Some are coming out in support of him, but not the same numbers as when the decision was made. As far as republican critics, certainly some have come out and said this is the wrong way to do it. Theyve made many comparisons, which weve heard from a bipartisan range of lawmakers compared to the messy exit of vietnam, of course, 45 years ago, but republicans have encouraged the president and the White House issuing statements saying go get our people. There dont waste any time. Use all the resources necessary. But, again, theres bipartisan agreement that we should be able go at least do as much as possible for our american citizens and afghan allies. Where theres a little disagreement on The Hill right now is what to do about some of these special immigrant visas and refugee holders. Were going to be coming to the united states. As you know, thousands of them being hosted at u. S. Military bases. The question is what happens from there. I will tell you there are a lot of members who represent this is a big country, and there are a lot of members who want their opportunity to be heard by the White House in leadership just the way Joe Manchin was in the news. And formally wrote a letter to him, a memo based on recommendations from the Military Chain Of Command that we not reduce below 4,500 troops unless and until conditions were met by the taliban. Both Trump And Pompeo said their deal with the taliban was conditional. But the taliban have not violated any of the written conditions of the Fourpage Agreement signed in doha, nor is there evidence that top trump officials prioritized planning for the eventual evacuation of americans. Some of the comments are strong and there was objections on The Hill, mitch mcconnell, lindsey graham, republicans, close trump allies, were opposed to the withdrawal. There has been, you know, a lot of criticism from Trump And Pompeo but as the New York times notes, Theres Nothing in their agreement that the taliban had violated up till now. They were talking about conditions based withdrawal. If you go back and read this fourpage document, it says the afghan government, former president Ashraf Ghani should enter negotiations with the president but doesnt say There Should be a ceasefire plus they left the ghaani government out of the negotiations. There was a lot of concern on The Hill, there was some secret side texts that were classified that we still havent seen, hasnt been publicly released that was supposed to address some other issues. But again, you know, the american public hasnt seen it and its clear that the Trump Administration hadnt thought through the withdrawal to the point where they were, you know, going to be able to carry out in an orderly manner. What are you hearing about the latest on congressional hearings about this withdrawal . Theres going to be hearings on this. Theres, you know, chairman bob menendez, democratic, who has been critical of the way this was carried out, hell have hearings.
