Good evening from washington, d. C. I am zerlina maxwell, in for chris hayes. We are seeing a backlash around the country to red states bans on Mask Mandates, especially in schools. And texas, a School District is defying greg Abbotts Ban by adding face coverings to their dress codes. They are just one of the many districts taking on the governor. In south carolina, seven districts, including charleston county, are requiring masks despite a state ban. And in miamidade, the School Board voted to approve a Mask Mandate in defiance of an Executive Order from the republican governor, Ron Desantis. I let you a county, its also enforcing masking. I will speak to the superintendent of that district, later in the. Show its the same story over, and over, and. Over republican governments put these nonsensical regulations into place, in spite of warnings from Public Health officials and experts. And they know that regulations are nonsense and will be challenged, they are doing it for political reasons, and in some cases because of pure greed. Now, some republicans are starting to face the reality that is staring us All In the face as they see cases go through the roof of this Delta Variant, they are expressing regret for the choices they made for political reasons. Take a listen to the republican governor of arkansas talking about the ban on Mask Mandates that he signed earlier this year. Ive signed it because our cases were at a very low point. I knew it would be over overridden by the legislature if i didnt sign it, and i was not supportive of i had already eliminated ours statewide Mask Mandate. So i signed it for those reasons. Our cases were at a low point. Everything has changed now. And yes, in hindsight, i wish that had not become law. But it is the law and the only chance we have is either too amended or, for the courts to say that it has an unconstitutional foundation. That governor may not be able to do anything about it, but the federal government is going to try. This, Week President Joe Biden directed his secretary of education to take actions against Republican Governors who are banning masks in schools, using the Departments Oversight powers, and potentially even legal action. Meanwhile, the new School Year is starting in many states across the country, and a lot of parents are upset and afraid. When i was walking away from dropping my daughter off, i was literally almost in tears thinking, is this the right thing . Because you kind of know these people are not recognizing the risk of what is going on here. Its almost like knowing the house is going to head catch on fire but we are going to let our kids sit in there and burn. I feel like the governor is definitely trying to make a political statement and my daughter and other kids are just the Collateral Damage to that statement. I want to bring in governor jay inslee, democrat of Washington State who just instituted a Vaccine Mandate for all School Employees in his state and also brought back an indoor Mask Mandate. Thank you so much for being here governor. You bet. Thanks for having me. So these are among the strictest mandates in the entire country, why did you decide to implement them now . There are two things that we care deeply about. There is, we want our schools open, because we know that our kids need to be in school this. Year and we want them safe when they are in school. And there are two tools that are absolutely necessary to achieve both of those ends. Those are masks on our children and the people around them, and those are vaccinations in the people who serve them, our educators, our boast drivers. It would be the height of a responsibility not to use both of those tools to protect our children. These children are now with showing up in Emergency Rooms and greater numbers, just ten minutes ago, i was reading an article about a nine year old child who is struggling for breath. Think about, that a child nine years of age, struggling for breath because adults would not wear a mask or get vaccinated that is safe, effective, and free. I cannot understand why people think that is fulfilling a responsibility to our children. So we have adopted Common Sense Measures that we know that work, and we know kids can deal, with these kids are pretty resilient, they know how to get through, this and they have done it better than adults, actually. And also Vaccine Requirement for our educators and our nurses, doctors, for state employees. People say, well this is just about my health, thats wrong. Its about everybodys health. Its a contagious disease. Sure, if you dont to treat your, kids that might be up to you. But it is not right, in this country, to not try to prevent a transmission of a contagious disease. George washington, for goodness sakes, got his army vaccinated. So these are Common Sense Measures. They might be the strictest, but Icy Oregon is now joining us, california, New York have versions of. This i see people joining us, fortunately unfortunately because of the terrible toll it has taken on all of our families. In terms of those but strivers and nurses, and, teachers who work in schools, if they dont comply with the mandate to get vaccinated, are they gonna lose their jobs . Unfortunately, yes. We dont want to do it. We love these teachers, we love bus drivers, we love custodians. Custodians, frankly, are the most left people in the. School and they are part of the educational. Team but we want to keep everybody whos doing a great work. And there is no reason not to get these vaccines except if you have a medical situation, theres also religious exemption for actual, sincere, beliefs. Otherwise, there is no reason not to do. It and we dont believe that people are gonna walk away from these careers when they have the chance to think about this. The reason, is the evidence is so compelling, it is compelling that we have over 300 Million doses, over 65 Million people, there is no reason to not get this vaccine. And frankly, for people who have to make a decision who might lose their paycheck we think people will stay. We want them to. Stay we want to continue to educate our kids with. Them if they dont, they will have to find other work. They wont be eligible for employment compensating either. So we believe there will be some mature, serious discussions and families. We will keep our schools open and we will keep our great educators that we love and respect. And we will save a lot of lives in the process. We have had Vaccine Mandates forever in a variety of contacts. I remember my first week of college, i had to get a meningitis vaccine. This is some nothing. You in terms of the Republican Governors who are on the other side of the spectrum from you in terms of their covid response, they are going against the fat signs. Theyre banning people from even implementing mask and Vaccine Mandates. You are leading into the science to keep people safe. Why did you decide to lean into what the sign says for us to do . Its because we knew it works. Look, science works, its why jets work, its why our cars work. Science works its worked for us. Weve had probably the fourth lowest per Capita Death Rate in our state because we have followed signs. And the science is so clear, its like gravity, its an arguable. Masks work, they cut the rate of transmission, this is a wellestablished fact. You dont need an understanding of Quantum Physics to understand that this thin barrier blocks transmission. It allows us to continue doing what we usually. Do and the thing, is we dont want to shut down our businesses. When we started, this we shutdown our whole economy, our schools. We dont want to go down that. Route instead, we want to use the scientifically credible tools. One of which is maths. And on the vaccine front, this hardly something that has been proven more safe, more effective, and now universally if available than these vaccines. But unfortunately people who have heard a lot of misinformation on the internet, and im sure there are some im hoping that people who listened tonight will step up and be a Leader And Talk to people they, love and, coworkers and friends, but the truth of these vaccines. They, work they are effective, we have not have adverse impacts. I think we are gonna get more people vaccinated. Science works, thats why we follow it. In florida, coronavirus cases are rapidly increasing as you can see here, on the right side of your screen, they are averaging more than 20,000 new cases every single day. The states republican governor Ron Desantis recently signed an Executive Order to win threatening School Districts with actions one. Now, five counties are defying the Governor And Closing Mask Mandates for their. Schools doctor Carlee Simon is the superintendent of alachua county. One of the districts mandating Mask Mandates. She joins me now, good evening. Why did you decide to do this, why did you decide to defy governor Ron Desantis and his effort to not implement these kinds of mandates in schools . Well i think that we were not focused on defying the governor. When we were focused on was trying to run our School System and ensure that we reduced transmission of covid as well as reduce are quarantining. So it started with us having this mandate adjusted for employees and visitors. But the next day, we did vote for zero to unanimously decide to mask everyone because we knew that this Delta Variant is transmission, it is very fast, it is going through our Student Body already quite a bit. We have exponential increase in the rising of our positive cases. We have over 1000 case students right now who are quarantined. We have over 200 positive cases of students and over 50 positive cases for our staff. We are off to be able to run our public Education System and we need to do it based face. So thats how we came to this point of having this decision. Just this past tuesday, our board did vote to extend, again, four zero unanimous vote, they extended the Mask Mandate another eight weeks. So we will have ten total weeks where we are making sure that we are keeping our covid numbers as chilled as we possibly can and reducing or quarantine time as much as we can as well. Yesterday, the biden administration announced a number of things that they are doing to essentially equip more pressure on states in a variety of different ways so that schools are able to keep their students safe. What is what you need specifically from the administration to maintain the mandate you put in place, given the pressure youre likely going to face from the governor and other political forces . Of course, we need the support from the federal government to just help us continue to do business and to continue to run our School System so we can provide this Face To face education. Dei think theres a level of support that were going to need that has political influence as well as legal influence. But i also think we are looking again at the concerns of how fast our cases are going, how the Department Of Health is responding. We do have a shortage of nurses which makes testing are soon to challenge, and the response time of having the results from our testing to get students back into the classroom. So there is multiple facets of the types of supports that we can benefit from the federal government. So i am so appreciative that there they are watching and engaging and they have let us know that we have their support, we are very thankful for that. So we have some Breaking News that just happened a few moments ago, the Texas Supreme Court just announced that they have temporarily overturned governor Abbotts Ban on Mask Mandates. Do you think that anything is possible in florida . Are you hopeful that there may be that kind of outcome where you are . I am certainly hopeful. I think the entire process from how the Executive Order came about, how the Emergency Rules were established, we actually believe that we are in compliance with the law based on how the Emergency Rules were created and the writing of what they are. I think, obviously, it was not with the governor had wanted, but based on the interpretation that we have of what was written in their law, we think that it keeps us in compliance. So we certainly would appreciate if all of these rules and laws and expectations were tested in the courts, because i do believe that they dont support the Public Health of our state. Four in neighboring alabama, new cases are averaging higher than any time since mid january. You can see the sharp increase here since july on your screen. And with the states fully vaccinated right at just 42 of the eligible population, the Alabama Hospital association said on wednesday there were negative 29 intensive Care Unit beds available in the entire state. Which is less than zero. For keeping track of. Home Doctor Jeanne Marrazzo is director of the division of infectious diseases for the University Of Alabama At Birmingham and she joins me now. What does it look like on the ground when there are no Icu Beds in a state. What happens if you have a Stroke Or Heart attack . Thanks for having me. Its absolutely terrifying for people and for people who are experiencing adverse health outcomes, but also for the staff who are taking care of patients. Imagine if you are having a Stroke Or Heart attack, you come to an emergency room, most of the times you can accompany your Family Member in. And because everything is so chaotic, because of covid, and youre faced with a situation where you may not be able to be admitted to an icu bed. In fact, what is happening is that people are having to create Alternative Spaces to provide and tens of care in these settings. So we, for example, have opened up additional Icus On Floors that were not previously used as icus. We also unfortunately are having to board patients in the Emergency Department as many hospitals in alabama. Are that creates and a huge amount of pressure for not just the patients who are there, but also the staff who are really stressed. Have their hands full trying to take care of the delusion the delusion of patients coming. It and many of these patients are quite. Hill if you are sick enough to be admitted to an icu, you dont really want to be in a hallway in a more Emergency Department. Again, we are trying to do the best we can. We will take as good care of you as we can if you do come to. Us but at some point, people are really going to have to face the fact that there is only so much that places like our hospital can expand to accommodate these really sick patients that we are seeing. We in terms of the icu space, one of the things that i have learned in my experiences, the nurses are theyre Staffing Shortages in terms of Icu Nursing Staff to take care of these patients . We it is incredibly important questions. So you have probably been to an icu or know someone who has and you may recall the normal ratio of patients to nurses is 2 to 1. You have a nurse who is taking care of two adjacent rooms, typically, mostly because these patients are not often on a ventilator but they are on multiple intervene us for in to keep the blood pressure. Normal they are getting fluids, they are getting and i biologics. All kinds of. Stuff it is intensive monitoring situation. The situation with covid is really complicated because as you expand these Icu Care situations, which as i said, we are willing to do, youre having to necessarily ask nurses to take care of more patients. And also imagine trying to do that in the er where you have, again, Nursing Staff trying to take care of all the other myriad problems that they are having to deal with. So the Stuffing Issue is a huge thing where people talk about Icu Beds, really what we should be talking about is the totality of being able to take care of people with adequate medical care. And it really is challenging. The other thing i will mention is that with rates of transmission as high as they are here in alabama, and that graph that you showed, its inevitable that some of our staff are going to get covid. Especially with kids going back to school now. Kids under 12 not being vaccinated. So that is another hit that we are having to deal with because people want to take care of patients, they want to be here, but if you have covid, you have to stay home. So really very challenging situation right now. In terms of the conversations your having with patients, can you just would give us a taste of what those conversations are like, where patients who are seeing that are unvaccinated and regretful of that decision . Give us a sense of what you are hearing firsthand. There are a couple of things that i will say about the patients we are seeing and i will make a couple of points that this appears to be a different surge. Demographically. From what We Saw last spring and relates to the conversations we are having to patients. More data will be coming out about this in the next couple of weeks. What we are seeing is that the people we are admitting to our icus are on average a decade younger. Then what We Saw on the previous. Search before it was around 60. We are now seeing patients around 50. That means that we are seeing younger people getting into the icu and getting ventilators, put on a ventilator, which is very disturbing. That is an incredibly scary thing for families. They are seeing their young brothers, husbands, brothers, kids in some cases, getting put on ventilators. And that is sparking a lot of pain, a lot of discussion about, i wish i had gotten the vaccine, why did i get the vaccine, can i get the vaccine now . And unfortunately you cannot do that. The other thing we are seeing, that i would like people to know, is that more of the people that we are seeing in our icus are having to be put on ventilators then the last round of covid We Saw. And that is very worrisome because with covid, its kind of an unforgiving infection once you get on a ventilator, it can be very hard to come off it. We are very worried, we are seeing a lot more people without previous health problems, no comorbidities that we had last, time not the older folks we had last time, clearly, a reflection of the fact that the biggest group of people in alabama who dont have the fully vaccinated status are young adults. That is really preventable and really worrisome. That is very worrisome and getting on a ventilator, that is not an experience that you want to have as the person who is being ventilated or the Family Member who is being told, will be right, back we are going to go and incubate your Family Member, just pray, because generally how that conversation. Clint watts. Clint, what do we know about the suspect and his motives at this point . Zerlina, hes a pretty interesting character. You can tell from watching the footage that it was a mix of political grievances, specifically in that livestream talked about president Joe Biden many times. He seemed to be talking about it, not being a political issue but talking about Nancy Pelosi and the president. Clearly, he picked this location for a reason. The other point is that it speaks to the power of the insurrection. Many months later, this is not a second it incident around the this becomes a magnet essentially for people who have anti government views. Thats clearly what he. Had separately, The One you could also seemed to tell from his rhetoric and when he was talking about was that he was a troubled individual. He clearly is under a lot of stress. Talked quite a bit about getting back and speaking with his family. His thoughts were often rambling and incoherent. So hes under some sort of mental stress, he did not have an actual device even though he was making lots of claims, or at least a functional device. So ultimately what i noticed about it is that he created a spectacle and drew attention to his case. And when you look at his social media, figured he was talking about other rallies in other locations. He listed won in North Carolina. So what we see is the insurrection is not over in terms of the aftermath and the effects that it has in our country. In terms of how this Incident Fits in with the Homeland Security warnings that we have had recently, how does it fit in with other things we have seen . Weve seen a number of things since the insurrection, but this seems to be the most serious so far. Thats right zerlina. Whats interesting in all of this is you have actual organized groups and that sort of the militia collectives that We Saw, some of them showing up at the insurrection. Oath keepers, proud boys, 3 movement, certain members of those chapters and groups showed. Up this is not what this. Was this is what you would call essentially a school tested event. One that just happened at random, its hard to anticipate. It looks like theyre doing an attempt to draw attention to a. Cause thats the toughest one for all low enforcement and Homeland Security to detect. Because there are no indicators of if there are hundreds of individuals who make these claims are actually going to deliver on. Them so its really a challenge for us to think for the rest of the year and well into 2022. Im curious to reaction into folks like republican Congressman Moe books from alabama who plotted to overturn the election and he released a statement today, quote this feels to me like this is emboldening more people to do these kinds of actions because, in a way, he is implicitly justifying this behavior. He, saying well understand why they are mad. Although i dont agree with their methods. Thats right, zerlina. Two things. Moe broke, you are not making things better. If youre thinking of the safety of americans, you would not make the statement you made today. Which is essentially having it both. Ways he saying, this is an incident where im worried about police at the capitol but at the same way i understand the justifications. Well, whenever political leaders start to go along with the justifications of people who are participating and extremism, you are going to likely get more inspired extremists. That is typically particularly damaging to our country. It also just speaks to the nature of whats going, on which, is in investigating extremist thats when he made that statement. Are hes trying to play to a base and have it both ways and ultimately, he is going to be The One who could be potentially a victim there at the capitol someday. So the fbi, its not like they dont have the capability, they have a long surveillance of surveillance sabotaging leftwing organizations as. Faces more we recently black lives matter, why are we seeing the same urgency with this investigation . I think that the thing that makes the Sedition Hunters so well is the crowd sourcing, this is the fbi that is not set up. For they are usually is focused on specific geographic areas. So a lot has changed between monday and today. We all woke up Monday Morning and i think, Safe To, say a lot of us were horrified by the images that We Saw on Monday Morning. What is the status of the effort to get as many refugees out of afghanistan safely as we sit here today . Thank you for having me. I think first, to be, clear we are speaking about Tens Of Thousands of people that worked with, or four, the united states, advancing our democratic policies, advancing our work to protect the freedom of speech, advancing womens rights. And that work was done with the promise that if that work put their lives in danger, the united states would have their back. They would make sure that they would bring them to the u. S. To safety. And what happened was that once the u. S. Pulled, out the taliban started going Door To door, hunting people, down and the u. S. Has not kept up its promise. So since monday, the airport is secure by u. S. Government troops, flights are going out, but we dont have enough flights and we dont have enough afghans on those flights. The other unfolding humanitarian crisis is that it is very difficult to safely get inside the airport. That is where the chokehold is right now. The u. S. Government has identified Tens Of Thousands of people, has sent out visas and warning boarding passes, but and telling people to go to the airport where they can get in. There are taliban checkpoints, The Gates are incredibly crowded. We had a client who was tear gassed, her and her toddler, we had another client who was beaten by the taliban. We have clients who are pregnant and just been waiting for hours and hours with no hope. Just unclear as to whether they will in fact get into the airport. That is the current situation. At night time, there is a curfew, and there are many afghans, including our clients, that are sleeping outside The Gates and hoping that the americans let the men and that they can get on to flights to safety. You said that the biden administration was caught short.
