Checkpoints that have already gone up. This afternoon, national Security Adviser Jake Sullivan suggested american officials were trying to get the taliban to cooperate with the evacuation. We have been working engaging, coordinating with taliban elements on the ground to ensure safe passage we will continue to work that Issue Day by day until we have completed our mission. Pentagon says 4000 troops would be at the airport In Kabul by The End of today, State Department said over 1000 people, including u. S. Nationals who were evacuated today, that tempo is going to pick up. Once again tonight, our nbc News Chief Forest correspondent Richard Angle is on the ground for us In Kabul. Today we made it onto the military side of kabul airport. This is where the u. S. Is carrying out its final withdrawal from afghanistan. The american flag still flies here, this side of the airport has long been an american and nato base, and it is full. Full with extra troops. This has become the last u. S. Military base in afghanistan. The last presence of american troops in this country after 20 years. Theyre only focused on one thing, wrapping it up. The evacuations are mainly bringing out americans, another foreign nationals. Along with afghans who managed to get visas and who are happy to be leaving. Hundreds packed into one american cargo jet. The biden administration has promised to expedite visas for afghans who work for the u. S. Military. Tens of thousands are still waiting. I spoke to a group of afghans, they all worked on this base for over five years. Not one has a visa. What did you do on this base . I work in the office. Finding people. If you go back home are you worried . Of course, they will kill us. You are here, you are on this base and you cant get out, thats a total Collapse Or Broccoli or they just dont care . They dont care. What is it like for all of You To watch these planes take off in front of you and know that you cant get on one . Were crying. Do you feel betrayed . Yeah. Outside the airport theres utter desperation, afghans pushing and pleading to get in, and board a flight away from taliban rule. They dont believe the taliban which today promised to be different than women will have rights of, Free Press and general amnesty for translator who helped the u. S. Military. Afghans we spoke to say they were wrong to trust american promises. As the u. S. Is leaving afghanistan in the hands of extremists, and leaving so many allies behind. It was here afghans were holding on to the underside of an aircraft as it was taking off. Now, this space is much more secure, the people have been cleared out, aircrafts are able to both take off and land but the biggest danger remains the perimeter with afghans still trying to push their ways into the airport. Richard angle, nbc news, kabul. Richar and just Tonight Presit Biden came back to the White House earlier than planned from Camp David. Bipartisan group of 44 lawmakers eyes asking him to extend the August 31 deadline for a full withdrawal of u. S. Troops from afghanistan so that all americans, our allies and vulnerable afghans like the gentleman you just heard from can safely leave taliban permitting. Earlier today, the White House was asked about bidens assertion that the buck stops with him. Hes taking responsibility for every decision at the united States Government took with respect to afghanistan, because as he says the buck stops with him. Im also taking responsibility, and so are my colleagues. Amid all of this, the White House is preparing to unveil the next step in its fight against the virus. Federal health officials expect to tell the people wednesday they should get a booster shot, eight months after they were vaccinated. A report out tonight from the Washington Post says a slew of new data from various sources raise concern about declining immunity as this Delta Variant spreads across our country. Cdc now says delta accounts for 99 of all new infections in the united states. There have been over 30,000 million total cases reported in the united states. Texas Governor Greg Abbott is now one of them. Today he said he tested positive for covid. I also want You To know that our have received a covid19 vaccine, and maybe one reason why im not feeling any symptoms right now. Abbott is currently in the process of trying to enforce a ban against my Mask Mandates in School Districts across the state of texas, with that lets bring in our lead off guest on this Tuesday Night philip rucker, pulitzer prizewinning senior Washington Post journalist, ben rhodes, former deputy national Security Adviser for president obama, his latest book is after the fall, being american in the World Weve made. Also back with us doctor nahid bhadelia, an Infectious Disease physician, the Founding Director of Boston University center for emerging Infectious Disease Infections Policy and research. Good evening and thank You To you all. Then, given your lifes work i would like to begin with you. You obviously dealt with afghanistan to a great extent in the obama White House, you are obviously around Joe Biden during those same deliberations. If you were brought on to council the president s starting first thing tomorrow morning, with him back at the White House, back in washington, how would you advise him . Well, i think what i would say, brian, is that the next few weeks will be critical in shaping both the moral dimensions of this withdrawal and the confidence in this withdrawal. In short, if we can demonstrate that we can get out the vulnerable americans, before nationals, and also Tens Of Thousands of afghans who are at risk, if we can execute that mission effectively, and yes take as long as we need to get that done, then i think this looks different than it does in its worst moments here in the last couple of days. The focus overwhelmingly has to be under what is necessary, providing resources that are necessary to get those people out. And frankly avoiding the bureaucracy, you need to bring Tens Of Thousands back into a third country, or to the u. S. Sole where they can be process, thats gonna be whats necessary because its going to be a matter of collecting people who are vulnerable, getting in touch with them, getting them on airplanes and getting as many of them out as possible. As we said all of that, taliban permitting of course. Phil broker here is how your people reports it tonight quote, one close biden foreign Policy Ally who is in regular contact with the White House, and the State Department said the president s team would never have let him leave for Camp David had they known just how quickly afghanistan would implode amid his decision to withdraw all u. S. Troops by The End of the month. Phil, whats for the reporting that you have from inside the west wing, including but not limited to other threats they might have . Well brian, clearly the president and his team did not anticipate the calamity that unfolded as quickly as it did over the weekend, and into monday. Theyve acknowledged as much publicly, it was striking to see the president remain at Camp David through the weekend, although obviously he did come back unplanned to the White House on monday, to give that address to the nation. But this is a real crisis for this president. Its the first time in his seven months in office here, where there are democrats, there are allies who are critical of his leadership, and of his actions. Theyre using words like failure to describe the withdrawal from afghanistan. Obviously, if they follow through with the mission as been just outlined over the next few weeks, the assessment might become different, but does this moment, this is a president back on his heels with not a lot of support here in washington for the way that this withdrawal has been executed. Its not to say that there is disagreement with the withdrawal itself, theres obviously widespread support for getting out of afghanistan, but with the execution of the mission, clearly, there is criticism within the president s own political family. Philip rucker you have it so right, even among friendly media, friendly political allies, this is new territory for this still a new presidency. Doctor bhadelia, tomorrow the White House and the president will try to shift our attention to these Booster Shots is this proceeding too quickly for your taste, too slowly for your taste, or about right . Brian, we dont have control theyre basing that on laboratory data, including us, or observational studies. When you look at that, in my mind, there is clear evidence that people who are immunocompromised needed that those, weve seen that in a lot of studies. You could make an argument from the data that is coming from israel, that people who are 65 could benefit from that because they are more likely, if they get a Breakthrough Infection to be hospitalized, and cdc actually last month released some data that in Nursing Home residents, the effects may go down overtime. Theres a lot less evidence for the general population, we do know that more Breakthrough Infections could happen, theres a Mayo Clinic Study last month. But Health Care workers like me, where the canaries in the coal mine, i do not see any data for those of us who got vaccines back in december and january, where we might be seeing for the general Population Increase in hospitalizations and deaths. The cdc does have something called the Heroes Core hordes which is Health Care workers, who got early vaccines, id be interested to know if they have other data that we have not seen that supports this, theres an absence of that a third dose and a healthy person, i think, most people would agree that its a Lawyer Priority compared the first dose to more people here and the rest of the world, brian . Great point that i havent heard express that way before. Ben, back to you, im gonna play something that happened on Fox News, we will get your reaction on the other side. X news, we the taliban, good , i will tell You They are good fighters we have to give them good credit for that, theyve been fighting for thousand years, thats would they do. The taliban has circle the airports and who knows if theyre gonna treat us right, all of a sudden theyll say well, frankly, if they were smart and they are smart, and they are smart, they should lead The Americans out. So ben, there is trump on his opinion of the taliban, what is your opinion about that . Its obviously kind of farcical, the taliban has not been around for thousands of years either. Frankly, the reality of this is that Donald Trump is the one who made a deal with the taliban, and we essentially promised them that we would withdraw. And ill contractors which the Security Forces were dependent on they would withdraw as well, without requiring the taliban to make a deal with the afghan government. Without requiring them to cease fire across the country. And frankly, when we see the afghan Security Forces not fighting, or we see what appears to be political Fakers Cutting deals themselves with the taliban, they were following in trumps deal. They were getting insurances that the taliban Wouldnt Attack them if we didnt fight back. So, it was easy in the trump years to look at the absurdity of some of what he was doing, including wanting to invite the taliban to Camp David on september 11th. But in reality that deal on paper is part of whats that motion the events that led us to where we are today, and the fact that hes praising the taliban and talking about them being around 4000 years is reinforcing that he has absolutely no idea what he was doing, other than trying to grandstand around some agreement with the taliban, that frankly helped precipitate the collapse of the afghan government that we all just witnessed. Philip rucker, all classically trained journalists are todd from the getgo to question everything that comes out of every White House, so its with that in mind that i ask about Tomorrows Event and remarks on vaccines, can we just assume it is an attempt to change the subject flavored by genuine rigor and concerns over the public health . You know brian, i think its actually probably a pretty genuine effort to address what had been a major crisis facing this country few days ago, which is the surge in covid cases and hospitalizations across the country, because of this Delta Variant, that of course became overshadowed in the last couple of days by the collapse in that afghanistan, but the new focus on afghanistan doesnt mean that the covid situation is any less alarming than it had been and so this is an administration that from the past week if not longer has been grappling with the policy of but what did you Booster Shots, how to call for them, at what point is it appropriate to tell The American people that they need to get an additional vaccine shot, and grappling with the geopolitical components which is that a lot of critics believe that we should be holding off and letting foreign countries that dont have widespread access to these vaccines give them access to the shot first before americans get what effectively would be a third dose those are all questions the white House And Health experts have been dealing with. They clearly arrived at some sort of a decision and a Consensus Care and thats gonna be announced tomorrow, and i assume that that is on the normal pattern, i dont think that this is sort of a agenda but its to distract attention against an. Doctor, im save the toughest question for last, and for you. Is it a given in your line of work that we are in this, through the fall, winter perhaps first quarter of next year, where are we in your view . In this particular Delta Spike . We are seeing some cases, that had an earlier peak in the summer, their cases are starting to level, off but theres other states, like florida and texas, i read her into Story Today that texas had to request more trailers, because they expecting more deaths. Because their cases are beginning to go up. You might see that in the fall. There are few concerns, i think youll see more kids go to school, youll see colleges come back into session, and that will lead to more clusters of cases, particularly if its combined with the immunity among the older people. Thats one of the things were disgusting with the boosters, and the fact that the weather is getting colder. Of course we dont know, the transmission in the rest of the world, we dont know what other variants are potentially going to be on the horizon. And thats what i think is we can reduce transmission, and potentially keep us safe here. Its a tough world out there and so many fronts. Were so many appreciative on our frontline tonight, our thanks to all of you for starting off our coverage in conversation. Coming up for, us live from the balance, what will the u. S. And its allies do for those instant refugees, desperately trying to get out of the talibans way. And later, more lives in the balance, this time The American schoolchildren, caught between republican governors in their states, and doctors and educators, fighting over five inches of fabric. Our next guest is that with a can your internet do that . Column this is the president s decision to pull u. S. Troops from afghanistan was a quote, withdrawal of choice, Richard Haass goes on to write this, the grim aftermath of american strategic and moral failure, will reinforce questions about u. S. Reliability among friends and foes far and wide. And so we are happy to have back with us tonight, the a form ensured richer, Haass Veteran Diplomat under multiple president s. Longtime president of the council on foreign relations. And an author of several books. His most recent work the world, a brief introduction. Now available in a recently updated version of the paperback. Richard, as weve laid out, youve studied the, world You Travel the world, you brief president s on it. What would you have counseled this president in your view, to have done differently . By the time Joe Biden became president , i think he actually inherited a situation, brian where he couldve lived with. We had 2500 american troops, about four times as many allied troops, we had not been involved in Combat Operations for six or seven years. Hadnt had a Combat Fatality Thing god, for a year and a half. In this american president provided the anchor. For other foreign troops and themselves. This president hasnt been shy about Distancing Incel from his predecessor. Hes Change Policy on iran, on climate change, hes Change Policy on the world health organization. Why did he not change tell us be on this. He could have, and he should have. And instead he followed through with any handled it badly. I really dont understand the logic there. For starters, why on earth did we leave the Air Force Base in the middle of the night. A defensive base with a harden perimeter. , weve now limited ourselves to one runway at the half military at the half military have commercial air for. Theres any number of questions. The first Order Question is why the policy. As we used to teach when i taught in the school of government, a lot of lifes execution, even i think an incorrect policy was selected here by the president , obviously against many of the advice as he was receiving from the military and others. Why wasnt it carried out better . That will be the stuff of History Books and investigations for some time to come. Unfortunately though, aloft a lot of afghans are going to pay the price. And unfortunately Americas Reputation is going to take a hit. What do You Think the odds are that this new taliban is somehow different from Everything Weve learned about the taliban, the time friedman theory, that governing may be differently for them when they realize that there are things like irrigation, and traffic control, and commerce, when they realize they are going to need foreign investment. Possibly, the last time they govern, they were also responsible for collecting the garbage, in Irrigation Everything else, and they showed no signs of reasonableness. They were asked to get rid of terrorists and did not. And thats why we lost their jobs two decades ago. Im not going to sit here in say its impossible, that the taliban two point oh, and not learned a few things, but i think weve all got to be skeptical until we see anything to the contrary. How hurtful is it to the united states that this all blends in with the chinese and russian Talking Points, on two fronts. Number one, our Military Might is not wait it used to be. Number two, our word is not worth what it used to be. Both worry. Me particularly the latter. This is not the first time the u. S. Is shorted degree of unpredictability. Previous president obviously left the kurds in the lurch. In Syria Broccoli Bombing talked about red lines, when they were crossed he did nothing about it. He did united statess been, her and thats gobert allies are wondering lot of what we did in afghanistan unilaterally, for a long time we talked about in together out together with nato. Guess what we went out alone. We did not do this with them, i think thats hurtful. If i were mr. Biden, beyond dealing with the immediate scenes that are showing on the screen, what i would do is basically signal to the world, to our friends that we are still reliable and we still have the right to depend on us. How do we signal the chinese this is not a moment of opportunity for them to do something or on taiwan, or for russia to do something on ukraine. That seems to me that should be the priority moving forward, with this administration. Once theyre done dealing with the humanitarian crisis that is materialized. Did we do anything right, in afghanistan . Over two decades on the ground there . I think we were right when we went into decades ago, we basically gave the taliban a stark choice, when they wont get rid of the terrorists, we even said were not gonna treat you who harbors terrorists any different than the terrorists themselves, and i think that was a really good message to the world. I think we were right when we stood up, post taliban government, but after that, i think most of the things we failed. We did not do enough for that government, we did not do enough to help it build up its capacity. We allowed pakistan to provide a sanctuary for the taliban, the obama did ministration said when to meaty troops, it wasnt clear to me why we wanted that mission, and weve already talked about the Trump And Biden failures over the last year and a half. Its not surprising, that a policy ended in failure, when so often along the way, there were so many points where the united states made decisions that were simply flawed. The rare expert who actually knows his way around the globe, we are always fortunate to be able to spend time with our guest tonight, Richard Haass, council of foreign relations. Richard thank you very much. Great to have you. Good to see you. Coming up for us, a look at the humanitarian crisis in afghanistan, as the united states scrambles to evacuate refugees, that and more when we come back. Refugees, that and more when w come back. Today under the taliban, weve seen what theyve done before. The alternative should choice has its own consequences of guys say. And those cost and consequences wouldve involved a substantial Ramp Up of american participation in the Civil War with more loss of life and bloodshed. Reuters reporting the biden administration has been holding secret talks with other nations in an attempt to help Afghan Refugees and we quote here the previously unreported discussions with such countries as coastal Vote And Albania underscore the administrations desire to protect u. S. Affiliated afghans from taliban reprisals while safely completing the process of approving their u. S. Visas, back with us tonight victoria defrancesco, professor and his Assistant Dean at the Lbj School of public affairs at the university of texas austin. Also joining us, a. B. Stoddard, veteran washington journalist, and associate Editor And Columnist for real clear politics. Good Evening And Welcome to you both. Professor, id like You To take a minute and talk about how dire the situation is with the refugees, the humanitarian situation is in your view and more importantly what concerns You The most starting Sunrise Tomorrow . So to begin, we know that the taliban controls all of the land border. So the only ability for refugees to get out at this point is the airport there is no other option, this to me is what is becoming bleaker. The other piece of this is that the processing of the special Peace Program is slow and inefficient. Weve known this for several years, this was a program that was instituted in 2009 for those who work with the u. S. Government, interpreters, theyve been trying to come over four years, thats not something thats new. And we have been dogged with these inefficiencies. Why was this not addressed beforehand if we knew that there was going to be a surge in refugees . In the last couple of weeks, weve seen more resources put towards that, but it is too little too late. There really is no way for folks to get out and seek refuge. Even if different countries except to take in these refugees. The ability for them to get out is very scary. As a woman, as a woman who has a profession, it is terrifying, my heart doesnt just go out, my heart breaks when they see these images, and brian to put this into perspective, before the taliban took over, women made up 25 of the parliament in afghanistan. That is the same rate of representation we have in the united states, 25 . Women made up 40 of those in colleges and universities. This is not i mean, the tragedy here is so big on so many issues, and it just breaks my heart. Thank you for those numbers, as sad as they are to hear, knowing the regression that is coming. A. B. Stoddard, on the political front, im gonna play for you something from the senate Minority Leader. But for those who thought it was important to get out at least its important to have a plan, this has been an absolute debacle and an Embarrassment And Stain on the reputation of the united states of america. So, a. B. , how do you process the politics of this, there have been many reminders over on Fox News in the last 24 hours that the republican Talking Point ive been Joe Biden is abandoning these poor people. Oh by the way, we dont really want any of them coming here. Well, brian, there are some republicans who are stepping up on this issue, like Mike Gallagher whose a congressman, and a veteran senator, cassidy, mcallen ski, who are joining with some democratic senators to focus on this issue and making sure the issue gets women in Leadership Roles in Afghanistan Special Access back here. Those are really good efforts, im glad they are bipartisan, i think they should be more bipartisan and they likely will. But the hyperbolic language from the Minority Leader is used every day, for every issue, is actually really appropriate here. There is a real sense of shock among people in his own party that Joe Biden with all his experience, and all his competence, and all his reference for the sacrifice that people like his son have made in afghanistan, and all the years we have invested there, that he would not have had a better, more prepared thought through plan. That these reports coming out about the intelligence that they did have are making the administration look like they are dishonest, or incompetent. That they did not have a good enough planned to get these people out before that if close the embassy, before they shut things down. That is really hard to argue, even if youre not an expert. People who are experts are telling People Like Us who are not, that there was no way this preparation was adequate. That is tragic. Its calamitous for our reputation, and the scenes from yesterday, the president s defiance, the scenes of the airport, will be terrible for him politically. Does that last long time . We just dont know. In this news cycle, give an americans perspective on the war in afghanistan, and are excited to get out, but in terms of how it was done, it is a huge blow to a White House that people viewed as steeped inexperience, very competent, cautious in their planning, and this is just a calamitous and. Those are weighty words to hear, both of our guest having raised nothing but thoughtful points, we have asked both of our guests to stay with us. Were Gonna Fit in a break and continue our conversation in just a minute. Coming up. Why the republican fight on a domestic issue against Mask Mandates ran into something of a Hiccup Today where one of our guests is located. Guests is located. Tests Governor Greg Abbott tested positive for covid, just a day after posting he attending a Massive Gop Party event. It comes as texas cools a Municipality Struggle to alleviate the challenges on his Mask Mandate. Still with us, thankfully, Professor Victoria dual question for you. Number one, students returning to You T aston, is there a Mask Mandate for them . And tell us in plain english, just how bad it is in your state. Let me start with the second question brian. Its sheer chaos. And weve seen it Ramp Up over the last couple of days. Right now, what were seeing is schools in the rural regions of the state, that didnt fight back against the governor, and didnt enforce Mask Mandates, having to cancel classes because of surges just in the first couple of days. We are seeing in san antonio, the School District mandating that staff has to get vaccinated. Were seeing a Bill Bare Knuckled fight between localities, School Districts and the state. I have lost count of the number of lawsuits. Every county, every School District, every entity is suing and fighting with the state. Were looking at our public universities, for example You T, we cant have a Mask Mandate. We cannot ask our students if we are vaccinated and we cannot ask them to wear masks, however with the University Administration is doing to accommodate that, and enduring a surge, is there giving us as professors discretion. Just actually today, we got a communication saying, if you feel the need, for your health, the health of your family, or for concerns about your students, that you need to move on line for the first month, you can do so. That is fine. So i think at the very least, you have that. We have seen a collective sigh of relief among faculty because of that. Because while many of us are vaccinated, for example i have kiddos who are not vaccinated yet. They are too young. So what were seeing, is chaos, more so than we were at this time last year, and a lot of fear from parents. These parents where the school started this, week and many parts across the state, and i really dont see how this is going to and, because even though Governor Abbott regrettably tested positive for covid, and i wish him the, best it doesnt look like theres going to be any change at the State Level from the governor, in terms of the Mask Mandate. We indeed wish Governor Abbott the best, and yet this is on brand, as you, right about desantis of florida. Desantis is not leading florida out of catastrophe, rather he is fighting for fighting sake, because somehow he thinks it will help him become president , and he knows people are dying because of it. Ive got about 50 seconds, 60 seconds left, did you ever guessed that to win the Magma Base affections, it might require policies, that could make people sick and perhaps make people die . And keep people without Covid Out of the hospital when they desperately need medical care. Governor abbott is deep in the daily testing, even though he has no symptoms, which means he fears what covid can do to, you hes had his third booster shot, so the mask, fighting Mask Mandates, is the mascot, of the Front Line of the cultural battle, and that is why he and desantis are digging in, because it is that powerful with their base, even though they know, its breaking our hospital capacity, causing more infections, and more death, and will create the next mutation, that our runs the vaccine more than the Delta Variant right now. This is something that they are completely aware of. A disease that they fear. That they are vaccinated against. Though they continue to do this, she really because of the base and the culture war. And this stands on its ear, The American tradition, the kind of supervisory role, the role of governors, to protect and serve, and look after the Health And Safety of the people in their states. The traditional custodial role, that the professor teaches her government students about on a daily basis, victoria, a, b thank you, we greatly appreciate. Coming up for us after another break, it just might be the definition, of insult to injury, we will take you where an enormous Relief Effort is tonight underway. Caused flooding and mudslides and of course slow down the Relief Effort, the good people at unicef are estimating at over 1 Million haitians have been affected by the disaster. Many of whom have not recovered from the last quick, well over a decade now. People who now need clothes, and medicine, and shelter, all over again. As if the Earthquake Werent enough, these survivors just endured tropical storm grace. After punishing Wind And Rain blew through overnight, the u. S.
