Taliban fighters marching into the president ial palace. They said they would move into that backdrop for a renamed country, the united emirate of afghanistan. Hours earlier, the afghani president fled the country. He did so to spare the city from more violence. In washington, the White House continues to monitor the situation. This evening, the pentagon announced that another thousand troops are headed to kabul, to help with the deteriorating Security Situation. That brings the total to 6,000 u. S. Troops in the region. To the best of our knowledge, u. S. Military forces and the taliban have not fired at each other. And the u. S. Has not conducted any Air Strikes in or around kabul in the last 24 hours. Secretary of State Anthony blinken said the priority is to get all of the people out of the embassy. They have flown 500 embassy people out on aircraft. They are looking up to 5,000 people per day. Most Embassy Personnel are now at the airport. They lowered the american flag from what was the Embassy Compound and took it with them. Let us begin with the latest on those 1,000 additional troops. Courtney cubby has the latest. Reporter the u. S. Military has 3,000 troops on the ground in kabul. Their mission, the evacuation of the u. S. Embassy and any afghans that may be eligible for special visa processing. This is an enormous increase from where the u. S. With us 72 hours ago. The u. S. Had 600 and 1,000 troops on the ground. They were focused on Embassy Security and security at the airport in kabul. As the overall Security Situation in afghanistan has deteriorated so rapidly in the past several days, the u. S. Has increased the number of troops there, not once, not twice, but three times. There will be upwards of 6,000 troops there again. They will be focused on helping Embassy Personnel leave that country and helping afghans who may be eligible for a diplomatic process to get out of afghanistan under the guise of the united states. But the question is, how long will this process continue . The taliban Entered Kabul early sunday, local time. And the Security Situation there has only continued to deteriorate. The u. S. Military is now controlling the Air Traffic at the airport. Both on the civilian and the Military Side. The Military Side remains secure. But the civilian side has gone back and forth, the number of Security Incidents there on sunday. Most civilian Air Traffic there has been completely halted. The u. S. Has taken about 500 individuals out of that country. They want to take the aim up to 5,000 people out every day, largely out of the Military Side of that airport. And looking at how the situation has changed in the last week. The taliban started in the north. And they started this sweeping so fencive that moved so much quicker that the u. S. Believed could happen. They took over major cities in herat, and kandahar, and able to isolate kabul, one of the last cities they took in jalalabad. That was the last piece of that isolation. And they were then able to move into kabul, in an uncontested way, without firing a Shot And Move in to negotiate some kind of a transfer of power from the standing afghan government to the taliban. The president of afghanistan fled on sunday. Were waiting to see what the next Transition Phase will be for the government and for the people. The u. S. Gets more forces in there and to maintain security at the airport. That was courtney kube starting us off. Now, lets get the latest on the ground. Heres nbc chief foreign correspondent, Richard Engel. Reporter the Kabul Airport was the only safe way out of afghanistan and head to there was a run on it. For the united states, the airport is the Staging Ground to evacuate u. S. Embassy personnel. Helicopters and airplanes circled over kabul, shuttling between embassy, where sensitive documents were barned, and the airport, as the taliban closed in. The militants had taken every city except kabul. U. S. Trained and equipped afghan soldiers just melted away. By early afternoon, the Talibans Advance got even stronger. They broke into kabuls main jail, Freed Thousands of prisoners and instantly added them to their ranks. The american evacuation does not apply to the vast majority of afghan citizens. I went to a Shopping Mall packed with afghans getting a visa request. Most worked for the u. S. Military in minor roles. Afghans swarmed around me, thinking as an american, perhaps i could help. They showed me documents, proving their employment history. Everyone showed up with their i. D. Cards, pictures on their phone, other i. D. S, recommendation letters, employment contracts. And theyre hoping all of this paperwork will be enough to get them a visa immediately, so they can get out of this country. Others came here because they are terrified of the taliban and didnt know where else to go. She doesnt have any connection to the u. S. Shes just here out of desperation. Shes saying, please, do something. Take my son. They were right to be worried. By late afternoon, the taliban made a Brief Incursion into kabul, probing. They met no resistance. Kabul would be a walkover. Hour later, seeing the writing on the wall, and likely saving his life, the president left the country. It was game over. Kabul is falling now. We left our office, our longtime home in afghanistan and heading to a safer location. Already, weve seen some government look like taliban on the streets. All of the checkpoints are open. After 20 years, the taliban took kabul and afghanistan almost effortlessly. By night fall, the taliban seized the president ial palace. Ail ja zero filmed them inside, while the united states scrambled evacuate. And the glorious end to a 20year war. The evacuation has been interrupted by gunfire. The embassy Telling Americans to shelter in place. It seems the taliban do want the u. S. To withdraw under fire. That was Richard Engel reporting. We have breaking news as the situation on the ground. We mentioned there was work under way to evacuate all of the personnel out of what was the u. S. Embassy in kabul. Ned price had confirmed that all of the Embassy Personnel have now been safely evacuated. They are now on the premises of Hamid Karzai international airport, which is not really far. Its about a 3 1 2, 4mile drive from the embassy. And now, the perimeter is secured by the military. All of the u. S. Personnel have been accounted for in an attempt to evacuate the compound. They are being guarded by the u. S. Military at the airport. Lets get to the White House. To the biden administration and its strategy for dealing with the siege. President biden is monitoring from camp david. What is the president s plan for addressing the nation with regards to everything that has happened. Im surprised we havent heard from him yet. Nothing on his schedule for monday. At least as of now. We were told by a senior administration official, there is discussion going on, how best the president can address the public. They acknowledge there is a desire for the american public to hear from him, given the real shocking developments and past developments on the ground there. Right now, the post we have gotten from the president in the past 48 hours was a lengthy written statement, where he laid out where his priorities were, which would focus on getting the americans out and assisting the afghans who helped the u. S. Military and other international efforts over the years in afghanistan. And again, laying out his rationale for staying the course. Saying he was not going to hand this war off to a fifth president. And he does not believe that one year or five years longer would change the outcome if the afghan people werent willing to stand up and fight for themselves. Eventually, the last time we heard the President Comment on this publicly was on wednesday. He did not respond to shouted questions from reporters on thursday. Since then, hes been at camp david, where theres been no public events and theres no reporters at camp david. We have to wait for him to return to the White House. The president has been briefed. We heard from Anthony Blinken a lot today. He made the rounds on the Sunday Morning shows, answering for the administration. What is our sense of what happens now with the white House Response over the next 24 hours . Seems like they have the situation on the ground to deal with in afghanistan and the situation in washington, as its taking increasing criticism from across the isle the way this was done. They have been on the defensive. Ave been on the defensive for a number of days. They insisted that the embassy was not being evacuated. We heard the president saying how there were no paralleled here to the fall of saigon, where we saw americans airlifted off of the top of the embassy. And part of that nature and response, is coming from criticism they are taking, not just from republicans, but democrats on capitol hill. Some of the president s defenders and allies in congress have been criticizing the president s handling of the situation, and drawing that parallel to the fall of saigon. We notably heard from obama officials, coming out and criticizing the president. Theyre on the defense, officials in the past have argued they have the public on their side, the public wants them out of afghanistan. The big question that were all waiting to see is where the public sentiment is, after this. Where is the public now that we know that pulling u. S. Troops out of Afghanistan Results in a taliban takeover of the country. With regards to pulling the troops out, we have heard that were going to be sending more troops in, 1,000 more troops to deploy to assist with evacuation of the u. S. Embassy and some of the afghan civilians who worked with the u. S. Military frt. Where does the White House go from here, with its presence in the Middle East . Right. Well, you heard courtney, you mentioned the 1,000 troupes a moment ago, about how that number of troops has increased. The point was to get troops out of afghanistan and get them home. Now, sending threetimes in. The administration maintains this is temporary. These forces are here to help with the evacuation of the american personnel, to secure the situation on the ground, to get the americans out. And this is not going to be a afghanistan. They have been clear about that. The president maintains this course. His position theres not a Military Position to the situation in afghanistan or the other Middle Eastern countries, iraq, for example. That the situation a diplomatic solution. At this point, theres been no firing between the u. S. Military on the ground assisting with the evacuations and the taliban. At least to the best of our knowledge. Thank you, shannon. What is on your mind . One of the firstlessens you learn, is that leadership can be lonely. This president is experiencing that tonight. He is making a high integrity decision. That is more important now than ever, after four years of lies and degradation under donald trump. This president has had a moral fiber for what it is and to have a hard conversation with the american people and the afghan government, that we cannot fight an insurgency without a viable political partner in kabul. That did not exist. It sounds like you are saying there was no way for us to make efforts on the ground if the afghan Government Wasnt strong enough. We could win every battle against the taliban and the united states armed forces, infantry can outmaneuver and outfirepower the taliban every time, and yet, we would lose the war. Underinsurgency is a struggle for a nations soul. And only the nation and the leadership can derive the willpower to win that struggle. This has been clear since the bush administration. Afghanistan was a Counterterrorism Mission. To deny Safe Harbor to terrorists. The Counterterrorism Mission has been successful. Osama Bin Laden is dead and no terrorists can use that terrain. Under Rumsfeld And Cheney it morphed into this staggering nationbuilding effort. And over the course of 20 years, despite trillions of dollars and innumerable time and treasure poured in, the afghan government was unable to nationbuild. Instead, they fell into Corruption And Incorp tense. We had no partner there. I can understand how this can feel like a shock to the system, to some americans. If theres one thing that represents america in the minds of many americans, its the u. S. Armed forces. And i think we believe when we put boots on the ground around the world, were fighting for american values. Were fighting for something. Were a nation that was born from the liberties to the afghan people. What is your sense of what this says to americans about who america is right now. I want to be clear about one thing, first and foremost. The United States Military served honorably and valiantly for 20 years in afghanistan. They were given a Counterterrorism Mission. And a counterinsurgency mission. And was doomed to fail because the counterinsurgency must have a solution. And the Anger And Frustration must be located to two places. One to the establishment, for 20 years in countless meetings, knew that this result was inevitable and did not have the courage to tell that to the american people until this president. And, two, to the leadership in kabul, who had a once in a Generation Opportunity to truly achitect a new state for the people and instead lined their own pockets. Go ahead. I hear you in terms of the lack of a political road in afghan afghanistan. What was the road look like in washington . We heard that this was the result of a shortsided week and utter failure of the previous White House and the current administration. We heard from Liz Cheney of wisconsin. Heres part of what she said today. Theres no question that president trump, his administration, secretary pompeo, they bear significant responsibility for this. President trump told us that the taliban was going to fight terror. Secretary pompeo told us that the taliban would renounce Al Qaeda. None of that has happened. Sounds like theres enough blame to go around across the aisle . Yeah. The republican party lecturing the united states on afghan Foreign Policy is ironic, to say the least. This is the party of george w. Bush, that was successful and allowed it to mutate to a koubt insurgency, while waging a war of choice. This is the party of donald trump, that turned their backs on the kurds and allowed them to be massacred. This president was left with a series of bad options. And he made the tough decision, he made the necessary decision to not pass on this fail forever war to the next administration. What does the administration do now, particularly with the fate of afghanistans who are waiting on visas and women and girls. How Speaker Pelosi said she is deeply concerned for the women and girls under taliban rule. They have been brutal and monstrous. What would you like to see the administration do right now . First and foremost, the administration needs to continue to secure personnel in country right now. Number two, its got to continue to work with ngos to evacuate afghan allies. Number three, it has to persist a Counterterrorism Capability in Af Afghanistan and turn that into overthehorizon ape capability. And then, the country needs to use its leverage with the next government of afghanistan to try to secure hardrun games for a civil society and for the empowerment of women and girls in the capital region. You mentioned using our leverage to mitigate the situation as best we can. If i was a taliban fighter right now, i wouldnt give a damn what the u. S. Thinks of me. You beat us down. We made it all the way back. We took every capital on the way to kabul. We have won. Before i let you go, congressman, what leverage does the united states have over the taliban at all . Thats true. Theres interested that can be mutually met. They will be seeking some measure of credibility. Some amount of humanitarian aid. And the united states needs to be looking at the suite of its options and of its leverage. We have a significant footprint in this country and significant investment that we can bring to bear, to see if we can protect our civil society in the kabul region, in particular, in the kandahar and the second cities, as well. What the taliban is saying and what weve seen from the taliban in the past. They are telling us this will be better and easier, they changed. What theyre saying is a lot of executed fighters. A lot of misery for a lot of people. And whether or not Theres Change or difference in that, is yet to be scene. I think theres a lot of reason to doubt it. General, what do you expect to see from the taliban, particularly in light of the atrociies they committed and the aims of the new regime might be . I think adam said they were going to rocket back to the next century. We should assume that the 40 Million people in afghanistan, which have enjoyed institutions, tv papers, women and girls in the workforce, all of that is going. We have no leverage left in afghanistan. It is one purpose and it is tract cal. Withdraw the u. S. Presence at Kabul Airport without fighting the taliban, which i hope happens. They have all of the cards. We do not have force on the ground to muscle our way down town. No one will get through the perimeter unless they lose to allow it. And the taliban can intersect the airspace. This is a dangerous and tricky situation. They are aware and trying to get us out of this situation. What is your sense of the Administration Strategy is here . I hear from The General is saying. Im not sure what the united states has to push back with, other than the hope, that they are hoping they can have the legitimacy. Shortterm, we have to get out as many people that we can. Thousands of afghans that have been waiting for months or years, to get out. President biden knew the withdrawal was going to happen, and people in both parties said we need to evacuate the afghans soon. As far as the taliban side of this, u. S. Military has had some discussions with taliban in recent days. Theres the sense and a promise that if the taliban attacks, the u. S. Military has promised to respond. Longterm, were looking at a situation the only lever the united states can pull here is money. Whether or not financial aid and trying to help afghans that way, that remains to be seen, too. What should the international community expect . Is this the taliban staying funded . Or are there other levels that other countries can pull . My guess is that nato countries, the u. S. In particular, have no continuing leverage at all over the taliban. They will take control of the country and rule it as intended. There may be a public optics to it. But at the end of the day, again, took to where we were 20 years ago. Their support from the pakistans, from the chinese, some from the russians. They would probably kick in money. But i dont think the taliban give a hoot about our recognition or being international pariahs. This is nonsense. Can you elaborate. With the countries you mentioned, pakistan, iran, china, et cetera, what is in it for them . What does the taliban have that they would want . What is the tradeoff . I dont think there is a big payoff. Afghanistan is their strategic rear area, dealing with the indians. Thats the whole deal. The India Pakistan Standoff gone on nor two generations now. The chinese dont want millions of refugees in their country. If they have some commercial interests in the area, they wont want it to be coyotic or dangerous. The russians, its astonishing they havent evacuated their embassy. I think they have been Feeding Money to the taliban for the last couple of years. This is not a good thing for the surrounding nations. This is going to be a continuing problem. Our reality, in my view, is how do we get through the next three or four weeks, to get the mempbs out . Ing there probably handfuls that are not going to get out. The interpreters and the cia operatives or the commandos, have to flee out. Millions are doing it. They may sell us back some as hostages. They are not going to let people get to the perimeter of kabul and fly out to safety in the united states. We have a dangerous period Coming Up in the next few weeks. With america facing a besieging force. What does this look like in term to the actual mission in afghanistan . The mission was to get those that attacked us during 9 11 and to prevent attacks from afghanistan. Theres been some that have been commenting online, asking if we are still safe as americans. What this means for counterterrorism . Counterterror takes place on a loot of levels. Its not just a Military Operation. What does this mean in terms of americans ability to trust that were not going to have another Terror Attack that was masterminded overseas . The game has changed. Among the things we heard, a relatively infamous prison, near Bagram Air force base, was broken open. And theres fighters that are now free. Some of the reporting would suggest this came up, between the Secretary Of State and members of congress. And the timelines that i have predicted are in flux, and beyond that, they apparently said it was classified and they needed to go into smaller discussion to deal with it. What is your sense of how safe we are in the attack, or at least for the Militarys Role in that . Before we go. Essentially, killed Osama Bin Laden and largely destroyed the country, the Al Qaeda remnants. I dont think our principle interest, has been counterterrorism. It was countertaliban. I think the american people are feeling confident that the fbi, local law enforcement, the cia, the u. S. Special operations forces, and our airpower, will continue to strike at americas Terrorist Threats when we find them. And when we cant get the resident country to deal with it. I dont think well be in enhanced danger. Its a disaster for u. S. Credibility. Every terrorist group, theres more than 40 of them, is emboldened to act. Gentlemen, thanks very much. They have seen gains in education, equal rights, politics, simple things, like shopping alone. Know, at risk, as the country can plunge back into the darkness of taliban rule. This woman was an envoy to the stalled Peace Talks and sat across the Negotiating Table from the taliban. Its the fear for the next generation of girls that she cannot bear. Women are the most at danger of at risk population. For those that were upset of women becoming powerful. I dont know whose fault this is, the principal tells me. This is the tragedy of afghanistan. She was 19 when is the taliban took over. She fled to pakistan. Her daughter is 19 now. Would you leave the country again . Its like life cannot. Reporter but there is some hope, these women say.
