They have taken three capitals just this week. Today President Biden authorized troops to the legion. Kelly kobiaya starts us off tonight from kabul. Reporter well, the president has announced that 5,000 troops will now be heading to afghanistan to help in what is described as this very limited mission of evacuating Embassy Staff as well as thousands of afghans who have helped in the military mission over the course of several years, heptd to finish applying for special immigrant visas and to get them out of the country. Today the u. S. Ambassador as well as the commander in afghanistan met with the afghan president to talk about the defense of kabul. A special Forces Commander from the Afghan Army has now been put in control of defending the Capital City as we are starting to hear reports of taliban fighters inching closer to kabul. There were reports earlier today of fighting about 20 miles away from the city. More provinces falling and also reports, unconfirmed by Nbc News that taliban fighters were within 7 miles of the city. This as another huge development in the north. We hear now that mazaresharif has fallen to taliban fighters. A couple warlords flew there to lead the defense of the city along with their militiamen. They have fled to uzbekistan in the north. They have fallen with an Army Base there. All of this as the humanitarian situation continues to crumble essentially some 13,000 families have now fled taliban areas and the need for Food And Shelter is growing by the day. We are monitoring the situation there. We will let you know if it thanks tonight. For now, lets switch gears. Come september, members will be racing against the clock. A few different clocks, actually. On tuesday, 19 republicans joined democrats to pass a 1 Trillion bipartisan infrastructure bill. Hours later, democrats approved a 3. 5 billion Budget Resolution focused on socalled human infrastructure. Passing that resolution is the first step to cracking the actual bill. That will not be ready until probably october. Both measures, the bipartisan bill and the Budget Resolution are headed to the house. It is preparing to cut its recess short and return to washington august 23rd. House Speaker Nancy Pelosi has beened a adamant. No bill unless through reconciliation. That Plan Hit a snag. A group of house moderate democrats vowed to block the Budget Resolution. They insists it has to be signed into law first. This is complicated further by the deadline to raise the Debt Seal E ceiling. Senate democrats did not include that, essentially betting that republicans will eventually agree to raise it. But theres more. Remember that voting Rights Bill called the for the people act . Back in april, Senator Majority Leader Chuck Schumer made his Time Line for that bill clear. Whats your deadline . Because time isnt on your side . Before the people that needs to be passed right now. I agree we have to move quickly. I would say the deadline for s1 is a little longer than you say, it is probably by august or so. Now that Time Line has been shifted to next month. By then we expect to see a slimmed down version of the bill. Senate Majority Leader Mitch Mcconnell said they should thought hold their breath for support. S1 is an absurd and clumsy effort by one political party to literally rewrite the Ground Rules of our democracy. This isnt going to work. It isnt going to work tonight and it isnt going to work when we get back. One key issue in the Paireddown Bill is partisan gerrymandering. Is that window of Opportunity Closing . On thursday the first major release of Census Results came out. Redistricting agencies are scrambling ahead of the next election cycle. The census data dropped in whats called legacy format. So it could take days or weeks for Redistricting Agencies to download it and convert it. One expert compared the process to buying furniture from ikea instead of pot pottery barn. When you get it from ikea, its like build it yourself. We do like building from ikea, do we not . The district maps are approaching fast. Colorado needs to have its maps ready to show the states Supreme Court by october 6th. So in the next few weeks, states will draw the maps that could determine the control of congress for the next decade. Joining us now to discuss it our nbc digital reporter a Jane Tamman and Brian Lee from the democracy program. Jane, let me start with you. We got this information this week about which states would be gaining and losing seats. Walk us how the new do you that plays into the Redistricting Effort and ba we can expect to see in The Weeks to come in. Well, the new Data Shows us largely what we knew, america is more diverse. Its moving into metro area. The data showed how much metro areas are growing. We know we are seeing the multiracial america. Which is worrisome for a lot of people because at least in the south, that involves a lot of partisan gerrymandering and racial gerrymandering. Whether thats the intention or not to gerrymander in the south is arguably to move minorities around in districts to ensure mostly white districts is how you do a lot of that. All of these, the legislatures in the south, a lot of them are controlled by republicans who do not have any democrats at the table redistrict. And you will see a lot of maps that are partisan jerry commanders, because the Supreme Court has given america a green light to partisan gerrymander. They said its absolutely legal under federal law f. You want to fight it, either congress has to legislate or the states have to make their choices. But i think you are going to see a lot of gerrymandering. Thats just to say it as lightly as possible. Michael, with regard to how that might affect communities of color. They made a huge population growth. A significant portion was people of color. You write they will bear the brunt of what you call the antidemocratic line drawing. Are there any particular places that you are looking for . Any states, in particular, where you are most concerned about that . Yeah. I think a lot of the hot spots this round for redistricting will be in the south. You know, the fast growing states like texas, florida, georgia, north carolina, where it provided most if not all of the growth in those states. Once again, you have one party in control of redistricting, republicans, there is an existential View Onen politics in texas. Republicans feel theyre a little on the outs. So there arent a lot of legal protects for people of color in those areas, especially as people of color increasingly would have in the summer most people of color live in the suburbs, not in the cities and so, you know, we are facing a lollapalooza of redistricting for people of color really sort of a redistricting people can call that disastrous music to watch the hbo series. People of color especially in the south. I hope this doesnt turn into the Fyre Festival of redistricting. Then well really have a problem. Jane, what about ha . Its normal after a president ial election for the control of congress to sway. That happens very often. I wonder how likely that is based on the light of redistricting and Republicans Control 164 Redistricting Efforts this time around. But thats down from ten years ago. Most of the Commissions Today are independent commissions. As you can see back in 2011 there were only 8 of them. Now slightly a plurality of them are independent rather than republican. Jane, how does that impact the potential for a Red Wave in 2022 . You know, i think republicans still control quite a lot. You can see on the screen. Theyre going to control a lot more of this than democrats n. No small part because democratic voters have embraced these independent commission, put their Mapdrawing Process in the hands of independent commissions, at least in some states. Thats not to say they dont gerrymander. We do, we see maryland districts. But it is the big difference between how much they control. Republicans can move the dial a couple of percents in a lot of districts and retake congress without really leaving those back rooms is where gerrymandering happens. We cant forget that republicans are in the State Legislatures affecting who can get to the Ballot Box, texas, where georgia has, thats the other one i was going for, those are states where this is all really going to matter. If you shave off 1 of the Ballot Box and 1 in the redistricting, you can make a really big impact. So i do think there is likely a Red Wave coming. Its a little early to know. Redistricting makes it easier. The midsluch makes it easier. What do organizations like yours plan to do in the future . Particularly with the Way Redistricting looks like it might well go, especially if congress does not take action to change the rules that redistrict in time to influence the next round . I think we are in a tough spot in a lot of ways. You cant outorganize gerrymandering. You cant out organize the Voter Suppression laws and you cant out organize the gerrymandering laws. It is pushing to pass before the people act some slimmeddown version. Even if it it would be transformative. It would ban it and strengthen protections for people of color. It would make it easier if it dont take years and years and years. And thats all really critical because otherwise people of color are going to get shell lacked in redistricting. Its fought about 2022, it will be 2024 and 2026 and power for the rest of the decade. Thats what people need to remember. Its time for congress to act. The clock is ticking down. Were in the second half of the fourth quarter and you know congress really needs to make this a priority. The Biden Whoo White House needs to make it a priority. Before i have to let you go, how reliable are this data. The mayor of detroit says it was down as much as 10 . He is planning legal action. You know the Trump Administration tried to influence the way people count the immigration status. Do we consider these results to be reliable again this year before we go . The census officials say as reliable as we get. They are proud of these numbers. We know that Citizenship Question definitely scared a lot of hispanic recruiters away from filling out the census forms. At the end of the day, this is the only count, we get this decade. So. President biden is reacting to the rapidly advancing Taliban Forces in afghanistan. He authorized deploying 5,000 american troops to help get u. S. Personnel, afghan civilian partners around other allied forces out. In the deployment comes with an array of diplomatic measures in hopes of finding a political solution. We have just over two weeks away from the end of the u. S. Militarys mission in afghanistan. The situation on the ground is devolveing quickly. Taliban forces captured at least three provincial capitals today. The heaviest is mazaresharif. The taliban now control all of northern afghanistan. So how did we get to this point . And what comes next . Joining us is craig whitlock, an investigative reporter for the Washington Post and author of the upcoming book the afghan papers. Welcome. Thanks for having me . How did we get to this point . What happened to allow the taliban to surge so dramatically when in 2003 we had Donald Rumsfeld telling the world they were basically knocked out. What happened . Its been a long war and over time, the taliban has slowly gained strength at a steadily, particularly since the u. S. Military started to withdraw several years ago. But all along the afghan Government Weve tried to prop up and train their security forces, we spent billions and billions of dollars on turned out to be a corrupt shell incapable of remaining in power on its own and fending off the taliban. So all these years the taliban has been slowly gaining power. So we have been gaining military strength. In the last week, really, its been this remarkable spread throughout the country. But they have been planning for this moment. As soon as u. S. Troops started leaving, closing down their bases, the taliban swept in and the afghan government has all but disappeared. Well, if it was a corrupt shell then why did we spend so much money on it . Did we know it was corrupt when we were investing in it . We did. We didnt want to level with the public the degree of the corruption just how bad things were. We kept trying to fix it, to throw money at a problem we knew existed. We kept hoping beyond reality, quite frankly, that we could prop them up and become sustainable. I think it became apparent to president trump, President Obama and President Biden. All three tried to withdraw, biden is the one finally pulling the plug. Each of those three president s knew it was time until the taliban came into power in one form or another. Its taken all these years to really finally tear the Band Aid off so to speak. So what do you think is going to happen now that we are sending additional troops to the region . Granted their mission is to facilitate the drawdown. How do you see that going . I presume we are not expecting them to get pulled into an open Arm Conflict unless the taliban attack . You know, i think things are happening so quickly and rapidly in afghanistan, anybody who can pediatric whats going to happen in the next weeks let allen days or hours, really, theyre just guessing. The taliban has really swept throughout the country. The afghan Country And Army has thrown down its arms. Militia commanders who had been working for the government very quickly switched their allegiances to the taliban. The taliban has encircled the xachl its a matter of time until the taliban is able take over kabul. Really the question is how quickly can the united states and its allies in kabul evacuate their embassies, their personnel and their citizens. I think the question right now is what is the taliban going to do in the coming days and hours . Is it going to wait until these westerners leave and give them space to do that . Or is there going to be some kind of conflict . Thats why President Biden sent more troops into afghanistan today. They dont know what is going to happen. My guess, this is purely a guess, is that the taliban wants the United States Military to leave for good. Hopefully, it will give them time to do that. This is just by the hour, things are changing there. Really, nobody knows how to predict how this will turn out. We really need to pay close attention. Anybody that tells you they know how thing will work out i think is guessing at this point. I wonder what happens beyond this. President biden released a Statement Today in terms of why this is happening way it is. And it ends with him writing, i was the fourth to preside over afghanistan, two republicans, two democrats. I would not and will not pass this war on to a fifth. Lets presume the u. S. Drawdown happens as planned and the taliban dont attack u. S. Forces, again its a guess. The taliban retake afghanistan again, time will tell what happens there. What do you think is the rest of the platform in terms of the u. S. And the world addresses afghanistan . This feels different than how we would be dealing with Iran Or Yemen or Saudi Arabia . These are very different tense parts of the arab World And Afghanistan has been very successful at kind of sluffing off everyone whos come their way . Actually, there is no, the plans for withdrawal have gone out the window. Things are happening so quickly this idea that biden had where he announced u. S. Military would withdraw by August 31st, i dont even think theyre looking at August 31st on their calendar right now. Theyre trying to figure out how to get embassy drawn down, get their people out . How are they going to watch the takeover in kabul . Is there going Ab Pa Peace takeover here . Where they negotiate some kind of wave for the afghan president to lead power . Or are we going to see him fly out of the country . Are we going to see the taliban take kabul, roll in while u. S. Soldiers are there . I dont know. But the plans have gone out the window at this point and we really havent seen the u. S. Military have to evacuate people like this in such a rush from a foreign conflict since, you know, the days of vietnam. I know, unfortunately, people bring up these images of helicopters on the roof in saigon. Its easy to draw those comparisons. Right now, we just dont know whats going to happen. Trying to plan for anything, you know, those plans went by the wayside a long time ago. Whats clear is the taliban will take power in afghanistan. Its going to take power a lot quicker than bind had anticipated. He came to terms the taliban would take over maybe months, maybe a year from now, something like that. Instead, this is all disintegrated before his eyes really rapidly. Its a matter of trying to you know frankly keep bloodshed from breaking out. The if you book is called the afghanistan papers. So, for example, if i go into one of my shifts, i will see patients i admitted a couple days ago. There are no rooms. In the Emergency Department with see critically ill patients. I try to take care of them to the best of my about. We have patients admitted a couple days ago, truly deserve the icu for close monitoring. Thats what we are seeing. One other thing is i work at some freestanding and critical access hospitals and the job at these hospitals is to stabilize patients and transfer them to tertiary centers if houston and austin, once again, those patients are stuck at those sites without the true close monitoring they need for the best care that they deserve. Tell us about this disease rsc. Respiratory synktial virus. Its a respiratory illness. Its common in the winter season. The Ting Thats surprised u. S. And taken us aback, the reason is last year we were all masked and socially distanced, we saw no cases. This year because we have come out of that isolation, we are seeing an increase in cases, normally kids under the age of 1 get admitted to the hospitals. Because the kids in the 1to2 Year Age Period have not saw that virus, they are getting sick as well. That combined age group, a certain percentage is going to get respiratory and need oxygen. Unfortunately, we have the Delta Variant affecting kid much more than the strain was. Thats why pediatric hospitals are so full. One other Thing Id like to point out is one year we seen this surge kids werent getting as sick. So pediatric hospitals were able to admit some adult patients and help in that capacity. This year its not possible. Its a strain on our testimony. How are they able to handle some of the Case Load or do you feel its a matter of time before everyone is overwhelmed . Yeah. So were doing the best that we k. As i mentioned even when those patients are stuck in an Emergency Department, the nurse, the physicians, the respiratory techs, we have been Tans Fering patients out to in some cases ought states, in some cases six, seven hours away from the initial hospital that they present to so were making due with what we have. But unfortunately, you know, our governor here in texas has banned macmandates at a local level. Thats something we need. We know kind of im sorry, can i stop you there one second. You said you are transferring some kids to other states. So if im a parent, i show up with my kid who is sick with covid, i might have to Go Oklahoma or another state to sit by my Childs Bedside . Yes, that is the case in some cases. You know, sometimes that transport has to be Air Transport and there is no room for that parent in Air Transport. We had cases we sent a 1yearold, a 1andahalfyearold alone with strangers, their parents had to drive hours to meet their kid where theyre going. How are you handling all this just as a person in the middle of all this . This has to be just hard emotionally, spiritually, and especially since as youve described, things are worse than they were in 2020. Thats got to be tough to carry daytoday . Yeah, ill be honest, i am more frustrated and angry in certain aspects than last year. Last year, we didnt have an answer for the things twerp dealing with. We were trying to learn along the way. Weve learned so much when it comes to masking, when it comes to how effective and useful these vaccines are, unfortunately, we have some leaders and individuals in our society that refuse to do the right thing. Its about 4andahalf 5 hours from pour au prince. Like most of haiti, its beautiful. The beach has the coast. Its a very nice place. Lots of americans, missionaries and workers. Its not as densely populated as portauprince, it was more powerful tan the one from 2010. We expect the damage to be less than what we have a quarter of A Million in 2010. We still talk about catastrophe, thousands of people we expect will be declared dead from this earthquake. What have you heard so far from people in terms of how they are doing tonight . I hope your family and friends on the island are okay and that you have heard from them . Thanks for asking. The southern part is where my family is from. My family left haiti a long time ago. So i dont have close relatives there or family there. But you know, they are my countrymen and i root for them. But a lot of people are fought doing okay. A lot of them dont have water. They have been displace, no homes to go to. Its a dire situation. Its no different than it was in 2010, from what i am hearing underground. I was underground in 2010. It was a macabre scene. There were bodies all over the place. I imagine its not that different today. We posted some photos. We try to keep them less grphic than other people have. We have photos that show the magnitude of the suffering of the situation. Talk about what the Recovery Process is going to be like. I cover it in 2010 on a flight that surveyed the damage early after the earthquake hit. Its striking how absolutely gorgeous physically haiti is. Beautiful from the air. As even with all the devastation around. We know that usaid is sending a Dart Team there to assess the damage on the ground. We are losing time right now. As much as usaid the team is on the way or on the ground, we dont have, our reporters on the ground, specifically asked them to see them and try to get an interview with them. So far no luck. I am sure they are working in anyway the best way that they can. Right now, its not bad. But the recovery is going to be difficult as all these things are. We just went through that in surfside, florida Last Month and so its going to take a lot of equipment. Its going to take a lot of skilled workers, people who know this type of work and its going to need a collaboration, a cooperation of the haitian government. Because, after all, haiti is a southern state. The u. S. Cant just go in there and do anything it wants to. Despite the situation. So i hope that despite the turmoil with the current crisis, that people will be able to coordinate these efforts. But, so far, you know, its going to be a grim process. Thank you for having me. I dont know where you begin to put this anthology him i was going to bring it and show it on the size of the record, it must weigh at least 25 pounds. I figured somebody can try to snatch it. Can i can hit them with it. Thats how big this thing is. Hoy do you narrow rap down into an anthology as well . Well, he had an Executive Committee that came up with the content for Track Listing and, you know, we spent the whole year just doing that. And then they brought me on board to put together the visuals and to help tell the story from a visual perspective. Talk about why you decided to put it together the way you did, with the nine cds and also the large i think its safe to describe it as kind of a coffee table book, a 300page Book. What do you hope that all of that material captures for people who take it all this . Well, first and foremost, this was a Team Effort by a lot of cultural pioneers. I was charged with the task of figuring out visuals. But for me, this has been a legacy project. This is something that i could show my son and my grandkids, and they can, you know, learn about hiphop for years to come. Its something im very proud of. I feel like if i ever went back to choose a different career, i would want to be a professor of 20th Century culture. Because i feel like so much happened in the 20th Century that informs whats happening now, but its very seldom dissected and taken seriously from an anthropological standpoint. What do you hope people take more seriously about hip hap, about rap, as a result of checking out this anthology . Well, for me, first and foremost, im a visual artist. So certainly everybody in the fine Arts Space understands the value of the artwork of people of color. So what i want to get across is that not only are the folks that make music important, but the visual artists are important as well. If i can get your thoughts on the story we mentioned at the beginning, as we noted, Rap And Hiphop continue to evolve. This is certainly not an Art Form thats frozen in amber. The controversy over dababy and his remarks at a festival in miami recently, his homophobic remarks, got him sort of excised from his collaboration with Dua Lipa from levitating. Hiphops always been known for pushing the limits, but its also been known for having a very social consciousness. I wonder how you see that sort of evolution playing out today. Well, i think its playing out in realtime. Everybody that is experiencing these things understands exactly whats going on. They can jump into the dialogue. And i think hopefully this is going to bring people closer together, not divide them. So tell me what some of your favorite tracks are on here. Im looking at the track list. I mean, some of them are the classic that is you might expect. Obviously rappers delight from sugar hill gang, the message by grand Master Flash and the furious five, Jam Watted by newcally wus, big daddy cain, f the police. Blondie is on here too, rapture on the very first disk, people might think interesting, that Rap Session she has in the middle. What are some of your favorite cuts here . I come from def jam, so to me im a rundmc, beastie boys, Public Enemy guy. When i think about this disk and ll cool j. Those are my guys. Theyre my family. Those are my favorites. Is there anything that you wish had made the anthology but didnt . No, not really. Because im from the early days and im lucky enough to still be participating right now on a high level. But i think its a very difficult job to, you know, squeeze almost 50 years of history into a small 300page Book and a ninecd Box Set. Its really difficult. Im not sure i would call it a small book. But i do understand what youre talking about in terms of the difficulty of it. One last thing before i have to let you go. For people who after all this time are still like, i dont get hiphop, im not sure thats for me, its nice you have this an nothing but im not sure its my style, its not quite my speed. What would you suggest for someone to start with in this anthology . If theyre new to thinking about hiphop as an Art Foreign what would you suggest they begin with . I would take them back to the favorites. I really would. When you said grand Master Flash and the furious five, i would start there with the message. And rapture as well. It is a great song. But i think Theres Plenty to choose from. And i just hope that your viewers pick up the Box Set and explore and learn a little bit about Hiphop History and culture.
