The commercial hub, and the last northern stronghold, so what that means is now the taliban has control of the entire northern part of the country, as well as more than 2 3 of the entire nation. Then just take a look at yesterday when they seized control of the second and the third largest city as they make their way towards kabul. This is why we see nations across the world including the u. S. , of course, scrambling to try and get nbc officials out of there as quickly and as safely as possible, alicia. We heard a little bit of the message from the president of afghanistan, what else did he say in his address to his country . Well, you know, he vowed to fight. He vowed not to give up, and to try and limit the amount of bloodshed thats happening in his country right now. You know, what was also really interesting here was that he ask acknowledged the fact, the progress, women being able to be educated, being able to have careers, and the growing fear among people that we see that are fleeing to kabul right now out of fear for their lives is all of this could come to an end if the taliban seizes control of kabul, essentially seizing control of the entire country and taking away these womens rights. Those women and Girls Top of mind. Whats the sentiment generally among the afghan people . You know, theres fear. You know, i mean, after the last 20 years of being under a different regime, and having hope and hoping that they would have a better nation, right now, its absolute fear, you know, and you see that in the people that are literally packing up what they can, and fleeing to kabul. Fleeing to try and leave the country if they can because of the uncertainty, because of this future thats being taken away. And so its certainly quite devastating to see what these people are experiencing given all of the work, of course, of the u. S. Forces that have been in there and trying to strengthen this government, strengthen this military, and its certainly worth noting that the military, the Afghan Military, the morale is so low that in some instances, they give up without even giving a fight. So evelyn, there is certainly that critique were going to hear quite a bit, the president also put some blame on the previous administration in his Statement Today he said, i inherited a Deal Cut by my predecessor, when i became president , i faced a choice, follow through on the deal to get out safely or ramp up our presence. I was the fourth president to preside over, i will not pass this into a fifth. Leaving afghanistan was always going to be an incredibly delicate, complicated situation. Did it have to be this way . No, no, alicia, it did not. I think that, look, the fact that President Trump worked out a really poor deal with the taliban that required us to withdraw on May 1st was unfortunate. But frankly speaking, President Biden had already gone past that date anyway, with the August 31st deadline. So he could have extended it, and it would have been smart to extend it, not just because of course we can see there was poor planning, there was no planning to consider what might happen in terms of the Afghan Military collapsing, in terms of taking out all of the afghans who have worked with us, thousands of people whose lives are in jeopardy, not to mention, of course, our u. S. Citizens and also international citizens working there in afghanistan. So its a disaster in terms of, as your other guests mentioned, poor planning, but i also think that we could have timed it so that it wasnt occurring during the time when the taliban is still fighting, so the winter is a time when you can actually take advantage of the taliban not being as active militarily. There was so much we could have done to do this better, while we were still ultimately achieving the objective that the president wants, which is to end the u. S. Military commitment in afghanistan. Brett, what happens in the coming days and Where Do We Go From Here . Well, apparently we are withdrawing our diplomatic presence from the country reports indicate just within the last couple of hours. I think that is a very ominous sign. Look, we have spent 20 years in the country, and we obviously know the danger that it can represent to our own country, to our allies in the region. This is not what we were promised by the biden administration. We were promised that our engagement, the diplomatic Development Engagement in the country was going to continue, and if i could just for a moment, alicia, share a word of concern for my colleagues that are in that embassy. I have been in an embassy under siege. It is a very scary situation. I think its a situation where theyve got to focus on the task at hand, which is destroying as much material and documents as possible. But at the same time, you know, youre unarmed, youre worried about what could come over that wall. Evelyn, it is worth saying this was a multinational effort. Yeah, i mean, its interesting because carl belt, who is a former Foreign Minister of sweden, he actually called for nato or the nato countries, the nato allies to consider doing more to help the afghans, at a minimum to help evacuate those afghans who are now in danger because they helped us with our efforts, our military, political, military efforts in afghanistan, so they clearly also have a responsibility, they also have been evacuating their citizens and the afghans who helped them. I think that, look, all is not lost, alicia. At this moment, im glad were sending some additional troops in because we have to try to save as many lives as we can including american lives. But i dont know how we move forward from here to allow the afghans a real chance to maintain the afghan government a real chance to maintain its capital and have some, you know, some normal island of existence for some of the afghan citizens, especially the women. Reporter you said in your introduction, this earthquake struck at 8 30 in haiti local time this morning, and so far, 227 people have been confirmed dead, but analysts say the Death Toll is likely far far higher, parts of Southwest Haiti where the earthquake struck, have been in communication today. The Death Toll is going to be kicking up in these coming days, and the reports im getting from the Health Care Situation in the country is ugly, and tragic. Haiti does not in normal times have enough capacity to meet the Health Care needs of its population, just more statistics to make that clear. Only one in four births are carried out with a Health Care professional, and a Doctor And Nurse presence. Thats in normal times, the extra strain that thats having on haiti right now, and an earthquake with the limited medical infrastructure it has. Its an ugly situation. We have reports of many many hospitals in haiti, already being overwhelmed with the amount of injured people being brought there. As youre watching all of this unfold in the coming days, which questions are top of mind for you . I think for me, how this can be dealt with. The 2012 earthquake was devastating, between 100,000, and 300,000 people were killed, and i have been talking to my colleagues here in the Office Today who were there shortly after that earthquake, and it really scarred them. It was really difficult to see that amount of devastation and hopelessness, and i was reporting in haiti sometime after that, too. And the international response was very very heavily critiqued at that time. Billions of pounds were donated from the u. S. And european nations, and a huge amount of that got wasted. So a lot of it was stolen through corruption by the local, by local political elites, and high consultancy fees, and the haitian state is weak, its capacities are weak in the best of times, and it was very very difficult to coordinate responses as well. You had lots of different ngos working and doing the same thing in the same place, rather than coordinating their response. On a personal note, my worry is that there will be a repeat this time. President biden said theyre going to be involved in the reconstruction efforts. I hope that the international community and haitians can do a better job for people who so much need it, who so need it this time. Just a personal observation. Ed, thank you. Alabamas surging hospitalizations have prompted the governor to issue a state of emergency. Mississippi just extended one already in place due to rising cases there. In texas, hospitals are so overrun that elective procedures are now on hold, and 2,500 medical workers are coming from other states to help. The Dallas Fort worth Hospital Council says it has no Pediatric Icu beds available. We should note Texas Governor Greg abbott, railing against Mask Mandates. In florida, two teachers and one Teachers Assistant died of covid. All three died within one day. The School Board has voted to mandate masks in schools. With me now, msnbc medical contributor, the director of Bu Center for emerging and infectious diseases, policy and research. Dr. Bhadelia, as we see cases skyrocket to if you did we have not seen since november, and hospitals completely overrun, stopping elective procedures, opening tent hospitals, it sound like 2020 all over again, except this time we have vaccines. What are we learning from this past week . I think it does feel like i heard this and i agree with this, it feels like the Cut And Paste moment for public health responders because we know what works. What weve seen is that in the setting of a highly transmissible variant like delta, even in states such as florida or texas, youre seeing missouri and some of the other cases are seeing their Cases Level off. Theyre still going to see hospitalizations and deaths which are lagging indicators go up, but with florida and texas, those numbers are still going up, and my concern is that those hospitalizations and deaths there will be even more constraining. Youre going to see an even bigger impact on the Health Care system. There has to be some effort. Were seeing vaccinations go up. But there have to be some efforts of nonpharmaceutical interventions. Once you vaccinate people, it takes weeks before they get full immunity. What about now, the cases occurring now that are overwhelming the Health Care system, and i do hope the governors in those states look at the Mask Mandates again, really look at those interventions because thats whats going to help today. You look at texas, and they are asking for medical workers to come in from other states to support their staff there. You have dr. Chuck burnell, telling the guardian hospitals in lake charles, louisiana, so overrun, they have to send patients to hospitals in texas, and you have texas turning to other states for medical workers. When you look at this as a question of human capacity, dr. Bhadelia, how much longer can we go on like this . No, and 18 months in, as Health Care workers have done this, i cant even imagine the heartbreak because were all human. Health care workers are human. We have families at home. We have been doing this for a while, and i feel incredibly, just overwhelmed for the Health Care workers having to do this. Theyre now seeing younger patients as well. Theres an additional dimension to this, the reason i think texas is also particularly hit hard is that youre seeing, you know, huge outbreaks in Nursing Homes, and the rate of vaccination among Nursing Home lags behind the rest of the country. Mid 80s and high 70s, but beyond that, only half of the workers in Nursing Homes are vaccinated in texas. So you have the most vulnerable people still getting exposed to the Delta Variant, and thats whats increasing their burden as well. We really need to be able to get the Health Care workers vaccinated in those areas because we dont want them falling sick as well, which is whats happening right now. I also want to ask you because we continue to have this conversation about boosters in light of the news this week about those who are immunocompromised being advised to get a third booster. Do you think thats a signal in where we are headed with Booster Shots . I think that, you know, there was very clear evidence that those who were immunocompromised who never had high enough antibodies that this would be a third in the series, 28 days out of the first two doses because currently of the people getting Breakthrough Infections that end up in the hospital, people who are immunocompromised make up 40 to 44 of those. Whos making up the other 60 . It is people who are over 65 and there is concern that given that fall is coming that we should look to cdc for guidance for those folks. Im also a little disappointed that we havent seen guidance for people who Got J j, the evidence so far does show that for most people youre going to be protected from hospitalizations and deaths, but if were going to offer boosters, what about j j, and im looking forward to the advisory committee commenting on that. Dr. Bhadelia, as always, thank you. Montgomery county, maryland Working Hard to protect people from covid. Offering covid relief for low income housing. The county is also seeing incredible results with its vaccination outreach, especially in its latino communities. In february, 20 more white, nonhispanic residents were vaccinated than hispanic residents. Thanks in part to an animated abuela, that Vaccination Rate is 10 . The Emergency Assistance Relief Payment Plan which was passed in april at your request had an unexpected outcome as it relates to vaccines. Tell me about that. Well, you know, we have been able to, you know, really ramp up our outreach into the community, and i think, you know, weve done pretty well. To keep Government Functioning at the most basic level, and then it was a big deal to get additional support. We have always been able to get the vaccines out, never able to get the quantities we needed. Now were in the strange position of we can vaccinate more people if they would just come through the door. 93 of the population over 65 is fully vaccinated. And 99 of them have one dose, and of our whole eligible population, we have hit 84. 6 fully vaccinated. Those are high numbers, and a lot of it is this Ad Campaign that reached out, particularly to the hispanic community. Can you give us a sense of how this Ad Campaign came together . It starts back when we were struggling with getting people tested. And we decided we needed to get deeper reach into the community, and one of the things that, you know, we learned The Hard Way is that Government Outreach Isnt necessarily the most effective outreach, and so we looked for other help, and we started working with the group we created, which is a combination of different groups, they brought in an advertising company. I was very interested in an approach that was culturally sensitive, and they came up through there, you know, testing this of the community that people responded to the grandmother, and so they created the cartoon character, grandmother, and her husband is colombian, and they have kids, and they send the message that your job is to take care of your family. Its the most important thing you do, and its working. Its really making a difference. If you dont listen to your abuela, who do you listen to, when you have spoken to residents, what has been the response from them . People are, i think, very happy that were entirely vaccinated as we are. It makes us a lot safer. You know, we know that the Delta Variant will cause problems, but people generally feel safer in the hispanic community. I get a great sense of gratitude from the people i talk to because they were the Front Line workers. In the beginning, they were the ones who were working. They couldnt take days off because they dont qualify for unemployment. People working sick. They were the Front Lines between the customer and the neighborhood, and not having them, you know, tested originally and then not having them vaccinated, i thought, you know, really help put us at risk. We put a lot of effort into getting into that community because of that unique space that they have, they operate in. Theyre most likely to catch it, and most likely to have the opportunity to spread it. If you go to the Front Line workers who happen to be largely hispanic and africanamerican, you have a good chance of knocking down the spread of this, and thats what we think. States republican only Supreme Court temporarily blocked a lower Court Order protecting 52 house democrats from civil arrest. This comes after the States House Speaker tapped Law Enforcement to round up the absent lawmakers. The stakes here, of course, are high. Earlier this week, the Texas Senate passed an Elections Bill despite a dramatic 15hour Filibuster from State Senator Carol avarado. She was well prepared, tennis shoes, and all, why, because for all 15 hours, the senator could not lean against her desk nor could she take a bathroom break. Thats just texas. Were seeing advocacy to protect Voting Rights across the country. More than 100 organizations are teaming up for a day of action demanding federal Voting Rights protections. Marches are planned for washington, d. C. , and other cities august 28th. Joining us now to discuss their push to discuss Ballot Access two Texas House democrats, State Representative Gene wu, and the texas Supreme Court blocked an order protecting texas democrats from civil arrest. What happens next . So look, we were never surprised that the cards were stacked against us. We knew that the Supreme Court justices were hand picked by governor abbott, this is a corrupt system. We were never surprised about this. The fact that they would be so bold about it, was kind of surprising. Were here. Were going to be fighting forward on keeping republicans from rigging The System, from politicians from rigging The System for themselves, and were going to fight this every step of the way. Were going to use every method, every tool we have available. Representative israel, the Texas Senate passed its version of an Elections Bill this week, despite the 15hour Filibuster that i was talking about from one of our democratic colleagues. Looking at this legislation as a whole, how does It Add Barriers to Ballot Access . Well, it adds barriers because it limits the ability of counties to do creative things. Counties are the lynch pin, doing creative things like 24hour voting, for example. I represent a hightech, high Growth Part of texas. Samsung has three ships going 24 hours a day. Why would we tell the why would the state tell the counties dont do creative things that are going to save money or make things easier for people to go and vote. Thats just one example of many. This question of making it harder to vote instead of easier to vote. Voting rights in texas, because what is happening in your state is incredibly dramatic, this is a fight that is unfolding across the country. You have 18 states that have passed 30 restrictive Voting Laws since the start of the year. You can take a look at the map. 30 laws in 18 states. This Week Senate Majority Leader Chuck Schumer promised the senate is going to tackle the issue, and senators return next month. I want you to take a listen. Let me be clear. Republicans refusing to support anything on Voting Rights is not an excuse for democrats to do nothing. Voting rights will be the very first matter of legislative business when the senate returns to session in cement. Representative wu, as i understand it, part of your Delegations Reason for being in d. C. Was a fundamental understanding that there is going to have to be federal action in order to contend with what it is youre contending with in texas, not just for texas but for states across this country. How hopeful are you that the senate is going to find its way around the filibuster, based on the facts around capitol hill. Make no mistake, when we first broke quorum and came to washington, d. C. , the number one priority was not just our bill, but to awaken the entire nation and let them know this is being done very quietly across the nation in the middle of the night so that they dont know its happening until its too late. Every single Red State in this nation is doing this. They are slowly and surely taking away your Voting Rights and making it easy for them to cheat. This is being done across the nation. And we think this should be the most important issue that the united States Senate and President Biden takes up because without the right to vote, without that protection to ensure that our right to vote, that is our first priority. Because without that protection, none of the other Rights Matter because we have no way to defend it after we lose our right to vote. Representative israel, i want to turn to the Shifting Demographics in texas because i do believe that these stories are connected. Census data released this week shows people of color drove 95 of the Population Growth as texas cities and suburbs grow. The texas tribune, texas gained the most residents of any state in 2010, and its Hispanic Population is nearly as large as the nonhispanic white population. Texas gained nearly 11 hispanic residents for every additional nonhispanic resident since 2010. That doesnt surprise anyone in texas or who has been to texas. Im not telling you anything i dont know, these numbers are preliminary, and were going to have to dig into the really big picture, how much of this push to restrict voting has to do with the numbers that i just laid out. You made a direct correlation. We would contend that because of the demographic growth, because of the changes the legislative changes that are proposed, they do affect people of color, more than they do anybody else. Its our people working at the samsung plant, pulling those third shifts so we are growing. We are diverse, we are proud of that diversity. And there is a direct connection between tamping down the links and people of color having less access to voting. All right. So really my entire life growing up was consumed by going out into the wild, backpacking, and connecting to these places. Those of us who are on the East Coast or somewhere in the country other than california, were watching these wildfires. It can feel rather unreal. What has been your experience with wildfires so far . Well, just last year the creek fire, which was also a very huge fire in california, hit right next to where i live in fresno, california. For weeks there was just this thick smog that hung over the valley because one side is the Cascade Mountains and the other is the Sierra Nevada. It affects people in the Central Valley greatly. And we see with the Dixie Pyre and last year with the creek fire, the forest near my hometown, they all just burned down and are completely gone by now. Give us a sense how that impacts Air Quality. Yeah. So the Central Valley, you know, the Air Quality here is already very poor because, like i said, the cascade on one side, the Sierra Nevada on the other. So for weeks weve had, you know, hazardous Air Quality warnings, the government officials saying dont go outside. Especially for people in lowincome areas of the Central Valley, it can get really, really bad. And so thats a part of, you know, environmental racism and how these lowincome families, a lot of, you know, dont have the ability to move away from places that are, you know, causing them to have Lung Diseases and asthma and things like that. A racial and social justice issue. This july, as you know, planets hottest month recorded in history. As a member of Gen Z generation, younger than my own, what are your fears . What is the way that you and your generation are thinking about climate change . Like i wrote in my article, im thankful my generation is very active in the talk about climate change. But i really would like to approach climate change not from a position of environmental despair, because thats not very productive, but as a place of hope. Because right now were seeing a lot of different Climate Bills being taken into consideration. More talk about climate than ever before, and rightly so. And so i really think because of the millennial generations are very personally invested in the climate because obviously its going to affect our futures so much, that that attitude is going to carry into a lot of systemic change and policies that are going to help shift the direction were going down. You know, its kind of amazing to hear you talk about your optimism as we roll those images, which feel very, very short of optimistic. And so i imagine when you imagine this future, right, where millennials and any generation who cares about this planet and about climate change is fully invested and we see not just personal change, but large, systemic, structural change, what, then, does that future look like . Well, i guess it would just be, you know, were seeing a lot of policies that are trying to give ourselves a carbonneutral future by 2050. Thats going to look really different in terms of how companies are going to be producing their products. And obviously also how us as individuals are living our live streams, trying to take responsibility for the things that weve done, you know, our dietary choices and consumer choices. But at the same time, keeping those companies and people in Power Accountable for their own actions. And so there has to be a greater communication between the consumer and the producer as we try to navigate this new world were going into.
