Firmly in control of kandahar, the second largest city in afghanistan. The militants expanding their territory in the south, north and the west. Where they seized the historic city of herat, and waits military commander. In this taliban propaganda video, the man who fought the taliban in 2001, says he hopes the militants will bring peace, stability and security. The Lightning Fast Takeover has shocked the world. The militant group took its first provincial capital one week ago today. Now, their territory looks like this, closing in on kabul. The Pentagon Scrambling to send 3000 troops to the kabul airport, most arriving by The End of this weekend, a temporary mission to get Embassy Staff out safely. The deteriorating conditions are a factor, a big factor in why the president has approved this mission. As the u. S. Embassy is ordering staff to destroy sanctity of documents and computers, according to a memo obtained by npr. Nbc news has confirmed that half of afghanistans provincial capitals are controlled by the taliban tonight. And there are reports of heavy fighting in logar just 50 miles away, on cabals doorstep. Brian . Stay safe again, our thanks again to correspondent Kelly Cobiella in afghanistan. The administration maintains that the mission will be narrowly focused and they are not calling it an evacuation. Republican member of Congress Adam Kinzinger of illinois, who served in afghanistan in the military, had this to say about the u. S. Troop withdrawal tonight. This was entirely foreseeable. And beyond, you know, judging the decision to leave, which i think is disastrous, we had nothing in place and have nothing in place for the evacuation of the 30,000 afghan residents who put their life on the line. Who were promised a visa if they worked with us as translators, and people in those categories. And theyre stuck in afghanistan now. How will you evacuate them when all the major Supply Routes and all the areas are controlled by the taliban now . Its a Tragedy And One that was entirely preventable. President s at Camp David right now, White House says he will spend much of the Weekend Meeting with military advisers and security advisers. Theres also concern about Security Threats here at home. Department of Homeland Security Today issued a new domestic terrorism threat advisory, citing the approaching 20th Anniversary of 9 11. Simmering tensions over covid restrictions as well and those Conspiracy Theories over the election. Meanwhile, we are also following important Developments Tonight on the pandemic front. The cdc joined the Fda Today in approving a third Moderna Or Pfizer dose for people with weakened immune systems. White house says the rate of vaccinations in general has been on the rise, with 918,000 doses administered yesterday. Thats the most in one day in over a month. So thats progress. However, there is no sign this latest surge is letting up. Over 141,000 new cases were reported in our country today. 141,000. This week, this is notable, it has already seen a single Day Death Toll of over 1000 for the first time since late april. Across our country, Hospital Admissions are up 31 in the space of a week. The situation especially bad across much of the american south. There are 15,000 1840 floridians hospitalized with covid19. 48. 9 , almost half of our icu beds, are occupied with covid patients. If florida were a country, it would be the second most infected place on the planet. As bad as things have been over the last couple of weeks, theyve just continued to move in the wrong direction. 2907 individuals in the hospital, with covid19. Thats the highest we have ever had in any given day. We are in a bad place. Of people who get covid, dying in mississippi, about 15 of those in the hospital will not make it out. About a third of those who go in the icu are not going to make it out. Thats how dire it is in the south. In the Pacific Northwest, hospitals in oregon are also feeling the strain from a crush of new arriving patients. Governor Kate Brown in oregon, deploying 1500 National Guard members to support hospitals, i made the battles over masks in schools more local officials are defying bans on mandates coming from republican governors. Theyre having to go against their states governor. Today, the houston independent School District in texas, the largest in the state, approved a plan requiring students to wear face coverings when school starts. Many pediatricians say that School Officials have no choice but to defy these bans on masks. In this pandemic, and we know it works, we know that masks help stop the spread its not political. Weve got to protect the kids until we can get them vaccinated. With that, lets bring on our lead off guests, our Starting Line on this friday night. Eugene daniels, White House correspondent for politico, coauthor of each days addition. Political playbook. Retired four star general gen. Barry mccaffrey, decorated combat that veteran of vietnam. Former Cabinet Member and member of the national security council. And dr. Nahid bhadelia, an infectious Disease Physician and the Founding Director of boston Universitys Center for Emerging Infectious Diseases and policy research. Good evening, welcome to you all. General, well begin with you with this urgent matter overseas. Since you and i spoke at exactly this hour last night, the taliban has made incredible progress overland. Im tempted to say that if patons Third Army had moved this fast after dday, idai would have come in two weeks, and europe. Question to you is, what happens when they take kabul . And what, god forbid, happens if any americans are harmed . It could be a very tragic event for afghan people to start with. The consequences of summary execution, women and girls being forced into near slavery conditions, its a sad event. We are out. We now can easily protect and hold the kabul international airport. We have very strong security around the u. S. Embassy. Theres a Backup Brigade of the 82nd airborne, compared to elsewhere. What were doing now is trying to downsize the u. S. Presence, contractors, people with ngos, non governmental organizations, Embassy Staffers. We will probably try and get it down to a couple hundred people. To maintain some figment of engagement with the afghan government. But what we cant do is protect the city of kabul. So the taliban can infiltrate, they are now capturing artillery and borders. They may have surface to air missiles. There is four and a half million people in that city, with refugees piling in. So the taliban could infiltrate and present a significant threat in the next few days. I think secretary austin, people on the ground, they know what theyre doing. But its a dangerous situation for the american forces. Eugene, you heard The General, im curious as to your reporting on the level of concern at the White House. Of course, for this weekends purposes, that means Camp David. The people around this president. And you have any read on whether or not more action is possible . I mean, the Thing That they are most focused on, and with The General talked about right there, hes protecting americans. In making sure that the folks that helped us during these 20 years also get the help. Maybe they get out and get weve been working on getting the turn to reporters and translators out as well. So thats where the focuses, im told. But the Thing That we have talked about, and this is on a lot of other shows, ever since the president said we are pulling out before the 20th Anniversary of september 11th, was that this was foreseeable. Adam kinzinger said it, but it was shocking at how fast it went, Thats Something the advisers have talked about. From what they are telling us, they were surprised how quickly this happened. But also this is a president who, as a candidate, and now is president , he has made this decision. We are out of afghanistan. And he has said, over and over, in his remarks that he gave to us this past week, about this, he said that this is the people of afghanistan, they have to fight this. The military of afghanistan, it is their job now. And i think that is where the tough truth of all this is. It is no longer, seemingly, americas problem, right now. Right . Could that change if americans are hurt or killed while they are getting out of there, that is a question that they are talking about is on the table. But is someThing That was said by the Department Of Defense this week, is if the taliban were to engage the military, as theyre getting folks out, they have been told already that they can act and react inappropriate ways. What that means is, we could see more fighting between army and American Military and the taliban. We dr. Nahid bhadelia, now to you, on a matter no less urgent. I cant get over the fact that we are having this conversation again. Think of the appearance that you made on this hour, march, april and may of last year, when we were losing 1000 souls a day. Thats a benchmark we reached, again this week. I want to play for you something from former Fda Commissioner Scott Gottlieb. He said this On Cnbc earlier today. By september hopefully youll see the other side of that curve descend clearly. But cases will be picking up in the northeast, maybe the Pacific Northwest and great lakes. They are going to be later to experience the delta way. Its probably going to coincide with schools and businesses returning. So doctor, heres something else I Cant believe, that we will have some sort of staggered regional spiking across our country, all over again. Brian, i think that the experience that some other countries have gone through the Delta Surge, its going to be different, when you look at the uk or israel, he saw a really transmissible variant just rushed through the population. And there are a couple of things that are happening there. , one is that we are a much bigger country and you are seeing some of that rolling peak, a little bit. But we also have varied levels of vaccination. And that behavior will change, as Scott Gottlieb talked about, as schools open. And thats why its so important for schools in the setting of the Delta Variant, that we treat children as what they are, an unvaccinated group of people in an enclosed speak space. I do want to go back to Wet Eugene talked about, were talking about the conflict, but just pointing out the Pandemic Aspect of this. Afghanistan is also experiencing a Delta Variant wave, but we have no idea how bad it is, because there is no testing. 2 of the population is vaccinated, and all of this is happening in the background of a moderate to severe drought. So the country is headed towards a complex humanitarian crisis, that is overlaid with the pandemic. Im glad you raised that point. General, indeed, about the suffering that weve witnessed in afghanistan, we all fear we may be about to witness. As President Johnson used to say, philosophy is with me for a minute here. Im worried about the part of this that matches the Talking Points being put out and put into the social media bloodstream, by countries like china and russia. That our military isnt what it once was, and our word doesnt mean what it once did. Your thoughts on that as a possible outcome from what we are witnessing . Well, right now, the notion that our diplomats, can tell the taliban, dont takeover by force, or we will make you an international pariah, thats another nonsense. Their support will come out of pakistan, the chinese, because of minerals, to some extent the russians, to some extent the iranians. So our options, our leverage, in afghanistan, is essentially at zero. It will have an impact, to some extent, on countries who are on the periphery of china, in particular. Who will be worried about the consistency of u. S. Foreign policy. In terms of the military, and the Lieutenant Colonel or Intelligence System around the world looks at the 2. 1 Service Members of the u. S. As the preeminent Military Force on earth. It is extremely dangerous to deal with us in a hostile manner, so i dont think thats a long term consideration. But what is a consideration is, we will watch a humanitarian disaster on role here in afghanistan. Theres very little ability to force the influences, it was an elected decision. I dont think President Biden had much options politically, no support in his political party or the american people. Certainly, trump left him with a farcical peace treaty, in which we essentially told the taliban, dont shoot at us, we will leave. You can settle up with the government. So he had no option there. I really dont think. And i dont think delaying it another 90 days or six months would have made a substantial change, in an endemic and corrupt Will Goni government. Those people are getting ready to run for their lives, by their way. If the taliban get their hands on them, they know theyre dead. So that will be another Tipping Point we will see in another week or so. That will be someThing To watch as well. So eugene, with the president at Camp David this weekend, the time he doesnt spend on afghanistan, we know he watches some television news. He may see these local School Board meetings coming to blows over mask wearing. And it may further emphasized to him, how much politics is intertwined with this pandemic. Absolutely. And this White House continues to be frustrated, both privately and publicly, about how little they can do here. How little they can do when it comes to a governor, like ron desantis, who they have had beef with four couple of weeks, deciding to ban masks for students, while teachers and local officials are saying we want this. So that is someThing That they have talked about over and over. And the president has said, they are trying to figure out what kind of power, federally, they have to do something here. Experts say they probably dont have a lot. It would be hard to see how the government could force or try to help the local officials go around the law that the governors have put in place. That is a frustration of theirs. Because what they know is that we saw a light at The End of the channel tunnel, a few months ago. We all started going out, we had our masks off and were going to restaurants again. We were thinking, and this White House was pushing, if we just keep getting vaccinated, this can continue, thinking this may have been enough. And its clearly not been enough. Even reporters, weve underestimated, as a country, how political all of this became over the last year. We need a mask or one thing, but now you have the vaccinations being politicized, while we have new and different variants, more dangerous variants, coming into this country, and making this pandemic last longer. And making it a different pandemic, as Doctor Fauci has said. So now this White House is trying to figure out, how can we get into some of these fights without overreaching . And by following the law . Doctor, you heard eugene invoke desantiss name in florida. You get the last word. What about these governors who are anti mask but trying to emphasize Antibody Treatments . Well, i think that prevention is always better than cure. This week, theres a study from yale showing that if texas and florida, by the way, two states that are not seeing their cases at all go down, you are still seeing an upward movement if they had had 74 of coverage of vaccines by The End of july, they could have seen 70,000 fewer hospitalizations and almost 5000 fewer deaths. By the time someone gets sick enough that they need monoclonal antibodies, they may have already infected other people. It makes no sense from a covid perspective. We are happy that we have that additional tool, but its someThing That we use if the easier methods dont work. To our starting front line, eugene daniels, gen. Barry mccaffrey, one dr. Nahid bhadelia, thank you so much, enjoy your weekend. Starting off our conversation this friday night. Coming up for us, an open letter from our friends at the bulwark, talking about afghanistan, they want the president to change course. They are trying to remind him theres still time. And later, one of our favorite president ial historians with us, on the state of the nation, as the president deals with these threats advancing at the same pace. The Delta Variant and the taliban overseas. All that as the 11th Hour just getting underway on this friday night. Da night. Do you have a Life Insurance Policy you no longer need . For a lot of potential outcomes here in afghanistan for a long time. The afghans have an opportunity, they have an opportunity after 20 years to come together, to lead. This will be about leadership. Admiral John Kirby has had a tough job as a pentagon spokesperson, despite swift backlash, the president standing by his decision to end americas longest war. As the taliban in circles kabul, Susan Glasser writes it this way, r writes it this way, back with us tonight, Juanita Tolliver, veteran strategist to progressive causes, and tim miller, of the bulwark, good Evening And Welcome to you both. Tim, indeed i saw you on Twitter Tonight promoting the piece from the Bill Work by Paul Miller and what Bill Crystal and ill quote here. D ill quote here. Tim, at the same time, you are aware, the other side says we have been at this for 20 years. Their families watching tonight without moms and dads, without sons and daughters, because they perished on that battlefield. Look, i think theres good reason to be torn about this brian. I know this is a faux paw as a commentator, but i am of mixed feelings. President biden had made a tough decision, i understand the frustration that folks have, for being there for over two decades. People serving in afghanistan, some were not born when we started. We cannot leave troops there forever, risking our treasure, risking the lives of more young men and women, i understand the frustration. That said, as Susan Glasser said, we have responsibilities to the people that help these young men and women. We need a plan to get them out, we need to raise refugee camps. Women and girls, trying to avoid the terror of the taliban, they need the opportunity to come to this country. It should be an open door, in the biden administration, thats a nice thing about not having trump in charge anymore. We dont need to shut our doors. And look, i think that What Kristol and Paul Miller wrote, i think the clock is ticking on that, and i dont expect biden to take their advice. But i do think that there is time to stabilize this. If biden has chosen to do that, he has chosen not to, and i think we have to be honest about the fact that that means it will be a human Rights Catastrophe in afghanistan and kabul. And maybe weve decided that thats not our problem anymore. And i understand that perspective but that doesnt mean that the human Rights Catastrophe will not happen. Juanita, the whole thing is rather stomach turning, i have noted the reactions to it. They tend to fuzz up and cross over traditional party lines. I want to read you something by Jonathan Swan over it axios. Bidens aides are second guessing his decision to withdraw i would point out only that Opinion Polls are moving targets. And the coverage of this this Weekend Change hearts and minds, but juanita, basically, do you agree with that assessment . To this point, yes, brian i, agree with that assessment, given the polls we have seen over the past 20 years showing that americans want those troops pulled out. Biden wants those troops pulled out, and he was even opposed when Obama Increase troops during his term. While yes, i agree politically, this is someThing That will have diminished Blow Back for democrats. I do think it is important to keep an eye on those opinion pieces, especially, as we know, because americans are still on the ground in kabul and the embassy and they need to safe transition out of the country. So while there is definitely minimal political Blow Back, Biden Standing by his decision, we know is a popular decision. What comes next is making sure that every american who is on the ground in afghanistan has Safe Passage, as well as the afghan citizens who collaborated with the military, that they have Safe Passage. I agree with him that that should have been shored up before troops had been pulled out, or done in coordination. Because as ive seen online, the State Department is just starting to set up additional infrastructure to make sure that afghan citizens who collaborated with u. S. Media outlets have Safe Passage out as well. So theres a lot that still needs to be done. I think bidens right to send back to 3000 troops to help to evacuations at the embassy. Help tobecause the last Thing T this administration needs is any life lost at this point, in terms of getting americans out of afghanistan. Here here, to that. Weve asked our Friends Juanita and him to stay longer on this friday night. Will fade in a break and Coming Up, the cracks within the democratic caucus just got a tad wider. And now Friendly Fire threatens to derail the biden agenda, as those Two Confer. Those Two Confer ive been telling everyone. The secret to great teeth is having healthy gums. Keep yours healthy with crest Advanced Gum restore. Its clinically proven to detoxify below the gumline. And, it restores by helping heal gums in as little as 7 days. Because you cant have a healthy smile, without healthy gums. Advanced gum restore, from crest. The 1 Toothpaste Brand in america. Something of a rival within the democratic party threatens to derail the president s agenda. Nine house moderate democrats this time are now threatening not to vote to advance the three and a half trillion Dollar Budget Plan until the bipartisan Infrastructure Bill is passed in the house and signed into law. New york times makes this point. With the promised Defections D defections still with us, Juanita Tolliver and tim miller. Juanita, i want to hear you loud on this. I am tempted to ask, who needs republicans when you have the democratic caucus . [laughs] this is a Master Class and self sabotage. And im looking at this like, how can democrats think its a good idea to stand in the way of democrats in an agenda that was Run On in 2020, that voters overwhelmingly support, and that voters need. So im kind of looking around like, what gives . And honestly this escalation, the second letter, i can only think about right jayapal said earlier today. How can you call yourself a democrat when you are calling yourself a dam against economic investments, childcare, investments on Climate Action that we need immediately, paid Family Leave and so much more. So this is a Dividing Line in the caucus that is wholly unproductive. But again, itself sabotage because the last Thing That democrats need to go to voters in the midterm and say is, hey, we didnt get it done . We couldnt get ourselves together as a caucus . It makes no sense. Even as we barrel toward the week of august 23rd, Speaker Pelosi has already said shes calling back the house early during recess. Im looking for her to do it needs to be done. Im looking for her to wrangle her caucus like her Track Record Show shes capable of, and get both these bills on parallel tracks, because we know that they are both essential and popular to the democratic agenda. And perhaps the speaker indeed is watching tonight. Tim, as you may know, i am fond of saying that every time a Rashida Tlaib comes out for abolishing all policing and incarceration, a republican congressional candidate gets their wings. Now this isnt whataboutism, and yes the republican party has congresswoman greene. But the democrats do have a way of eating their young. No doubt about that, brian. And when Jonathan Weissman who is the reporter from the times in that fight you showed, if you had been a reporter and i understand on paper right now the Republic Democrats may not have the votes for infrastructure. But heres the reality, if Nancy Pelosi brought the Infrastructure Bill but got 69 votes in the united States Senate, two in the house, on monday morning, that bill is going to pass. Rashida tlaib and the Progressive Caucus can bluff all day in all they want. The nine moderates can posture all they want. That bill has enough support to pass, i promise you it will pass. And so i just think that the democrats right now, they need to keep this sort of posturing inside the tent. I know i am a new member of the coalition here. [laughs] but whats happening right now is ridiculous. And they will pass the Infrastructure Bill and the reconciliation bill, i probably on two votes to, but thats probably wet Manchin And Sinema want to do on the senate. We know that it will pass, we know its popular, we know biden wants it. Stop with the nonsense. Pass it and move forward. E nons ense pass it anpoint of personal pris we say goodbye to our guest on a friday night. I want to thank him for representing for the great City Of New Orleans and the great establishment of tipitinas and allow me to say they all need our help. Because every place in new orleans is in business to make people happy. And times have been tough, as they have been in so many other cities. Tim . Right, by some swag, they need it. By some swag. Actually, beverages and food to, while youre at. It Juanita Tolliver, tim miller, its always a pleasure, to friends of this broadcast, have a good weekend. As weve been discussing, its been a week out successes and setbacks for the biden administration. And there are few people better equipped to talk about it all then pulitzer prizewinning historian John Meacham standing by to join us next. O join us next just a short while ago, the united States Senate passed the Infrastructure Investment and jobs act. This historic investment in infrastructure is what i believe you, the american people, want. What youve been asking for for a long, long time. This bill shows we can work together. It was a big victory for the president , to the tune of a trillion dollars. Its just one part of whats been a busy week for the biden White House. As the administration promotes the president s agenda, while also facing the Delta Surge at home. The taliban surge in afghanistan as well. Thankfully, back with us again tonight, Jon Meacham Pulitzer prizewinning Author And President ial historian. The Rogers Chair in the american presidency at vanderbilt university, he occasionally advises the president on historical matters and speeches. I dont know how this happened but this is day 2 06, your last appearance was day 1 50, in june, when you said the biden administration was off to an fdr type start, how would you turn Things Tonight . History is immensely complicated, as we know, reality is complicated. I think this was a week of powerful contrasts, that represent the tasks that we face. You know, we think about it, you have a bipartisan deal, at 69 votes. In a polarized era. Thats like getting 99 in dog years. Mitch mcconnell voted for that bill. That number, on par with what passed medicare, with what past national Science And Education act, after sputnik. Its wet past voting rights. Its a big deal. At the same time, whats unfolding in afghanistan is tragic and painful. And it feels element to lee upsetting to those who have served, those who know people have served. And looking forward, this was it began as a counter terror operation, it became a Nation Building one. And one of the questions we have to face is that we are leaving a part of the world that has done us harm. Irreparable harm, in many ways. And so the president , ive been thinking about all day, as i suspect you have, is President Johnson. Lbj. Who can make these domestic achievements, and then confronted a Cold War conflict. Lead a Cold War conflict, that was a hot war, that ended up being the kind of american tragedy. So, long answer, short takeaway is we dont really know yet. I do know this, Joe Biden is a friend of mine, i try to help him when i can. And im glad hes the one there and not the fellow he beat. Our mutual Friend David niches at the Washington Post puts it this way, john. For President Biden john, you invoked the lbj administration, that was two president s later we saw those pictures of the people clinging onto the landing rails of helicopters and helicopters going off the side of our Navy Ships because we can accomodate the space or the size. As lofty as the goal was, ending our longest war, john, it sounds bad. It looks bad. And as the title goes, there will be blood. There will be, my father fought in vietnam. I got one of the most poignant notes ive received from anybody, much less a president , from Gerald Ford ones. He had been part of a project talking about april 30th, 1975, the fall of saigon, that evacuation in that period. And he talked about it i remember the phrase was, most tragic of days it was its always stuck with. Me the most tragic of days, it ended this war that in 1968 killed 49 americans a day, on average. 49 ultimately 55,000 american casualties. And for a president , i think one of the things thats worthwhile to think about is, as our friend michael wrote about so wonderfully, this is the most solemn thing, the most difficult thing in the president does is going to war but also ending a war. And sometimes it takes more courage to do the latter. And i wonder if we are seeing that. I dont know. But i think that as everybody starts responding to whats on television and whats on everything, think about the immensity of these decisions, the complexities of i dont know if this is the right one . I did not get 1 Million votes to make that decision. So lets pray that we are on the right path. We pray for those 49 souls a day that were lost at the during that point in the war while pointing out we are losing 1000 a day to a pandemic and it has now killed ten times the number of names on the Vietnam Memorial in washington in this country. John, whats times we are living through. Jon meacham has been our guest tonight. Thank you so much for coming.
