Afghanistans second largest city, kandahar. The militants consolidating their territory in the south, the north and the west. Where they seize the historic city and its famed military commander. In this taliban video, he fought the taliban in 2001 said he hopes the militants will bring peace, security and stability. The Lightning Fast Taliban Take Over has shocked the world. The militant group took its first capitol one week ago today. Now, their territory looks like this. Closing in on kabul, now, they are sending troops to the kabul airport, a temporary mission to get Embassy Staff out safely. The deteriorating conditions are a factor, a big factor in why the president has approved this mission. Reporter as the u. S. Embassy is ordering staff to destroy sensitive documents and computers. According to a memo obtained by npr. Nbc news has confirmed that half of the capitols are controlled by the taliban tonight and theres reports of heavy fighting on kabuls doorstep, ryan in logar province, just 50 miles away. Brian . Stay safe, again, our Thanks Tonight to kelly in afghanistan. The administration maintains that the mission will remain quote narrow only focused and they are not calling it an evacuation. Republican member of Congress Adam Kinzinger of illinois who served in afghanistan in the military had this to say about the u. S. Troop withdrawal tonight. This was entirely foreseeable and beyond, you know, judging the decision to leave which i think is a disaster of a decision. We had nothing in place and have nothing in place nor the evacuation of the 30,000 afghan residents who put their life on the line, were promised a visa if they worked with us as translators and people in those kinds of things and they are stuck in afghanistan now, and how are you going to evacuate them with all the major Supply Routes and area is controlled by the taliban. Its a tragedy and preventible. President is at Camp David and the White House said he will meet with military advisers and Theres Concern about Security Threats here at home. Department of Homeland Security Today usualed a new Domestic Terrorism threat advisory, citing the approaching anniversary of 9 11 and the Conspiracy Theories over the election. We are following important developments on the pandemic front. A third Moderna Or Pfizer dose have been approved for people with weakened Immune Systems for starters. The rate of vaccinations in general has been on the rise with 918,000 doses given out yesterday. Thats the most in one day in over a month. So that is progress. However, theres no sign this latest surge is letting up. Over 141,000 new cases were reported in our country today. 141,000. This week, this is notable. Has already seen a singly he will Day Death Toll of over A Thousand for the first time since late april. Across our country. Hospital admissions are up 31 in the space of a week. The situation especially bad across much of the american south. There 15,830 residents of florida hospitalized with covid19. 48. 9 , almost half of our icu beds are occupied with covid patients. If florida were a country, it would be the second most infected place on the planet. As bad as things have are been over the last couple of weeks, they have just continued to move in the wrong direction. 2,907 individuals in the hospital with covid19. Thats the highest we have had in any given day. We are in a bad place. Of people who get covid, mississippi, 15 of those who were in the hospital will not make it out. A third of those that go in the icu are not going to make it out. Thats how dire it is in the south and in the pacific northwest, hospitals in oregon are feeling the strain from a crush of new arriving patients. Governor Kate Brown in oregon deploying 1500 National Guard members to support hospitals. Amid the battles over masks and schools, more local officials are defying bans on mandates coming from republican governors. They are having to go against their states governor. Today the Houston Independence School District in texas, The States largest approved a plan requiring students to wear face coverings when school starts later this month. Many pediatricians say that schools have no choice but to defy the bans on masks. In this pandemic, and we know what works. We know that masks help stop the spread. Its not political. We have got to protect the kids until we can get them vaccinated. With that, lets bring in our leadoff guest. Our Starting Line on this Friday Night as we wrap up the week. Eugene daniels white House Correspondent for politico. Retired fourstar army general, decorated Combat Veteran of vietnam, former Cabinet Member and member of the national security council. And dr. Badelia, Founding Director of boston Universitys Center for emerging infectious Diseases Policy and research. Good Evening And Welcome to you all. General, we are going to begin with you with this urgent matter overseas. Since you and i spoke at exactly this hour last night, the taliban has made incredible progress over land. Im tempted to say if pattons Third Army had moved this fast after dday, veday would have come in two weeks in europe. Question to you, what happens when they take kabul and what, got forbid happens, if any americans are harmed . It could be a cascading tragic for the afghan people. Most of the country 40 Million people are back in their control. With summary execution, women and girls being forced in to near slavery conditions. Its a sad, sad event. We are out. We now can easily protect and hold the kabul international airport. We got very strong security around the u. S. Embassy. Theres a Backup Brigade in the 82nd Airborne prepared to go in also. So, what we are doing now is trying to downsize the u. S. Presence. People with ngos, contractors, nongovernmental organizations, staffers are going to try to get it down to a couple hundred people to maintain some figment of engagement with the afghan government. But what we cant do is protect the city of kabul, so the taliban can infiltrate. They are now capturing our borders and they may have searched their missiles. Theres 4. 5 million people in that city, and with refuges piling in. So the taliban on could infiltrate and present a significant threat in the next few days. I think secretary austin, people on the ground know what they are doing. But again, its a dangerous situation for the americans also. Eugene, you heard The General. Im curious as to your reporting on the level of concern at the White House. Of course for this weekends purposes, that means Camp David, the people around the president and do you have any read on whether or not more action is possible . Yeah, i mean this thing that they are most focused on and what The General talked about right there is protecting americans, right . And making sure that the folks that helped us during the 20 years, also get the help, maybe they get out, they we have been working on getting the translators and interpreters out as well. Thats where a lot of the focus is im told. They are not, the thing that we have talked about on this show, and a lot of other shows ever since the president said that we are pulling out before you know the 20th Anniversary of September 11th was that this was foreseeable. Adam kinzinger said it and it was shocking how fast it went. I think that is something that the advisers have talked about behind the scenes. That what they are seeing, they are surprised how quickly it happened. But also, this is a president who, while he was candidate now as president , he has made this decision. He has been moving we are out of afghanistan. And he said over and over, i was in his remarks that he gave to us this week, when we asked him about this. And he said, you know, this is the people of afghanistan have to fight this now. This is the army of afghanistan, the military of afghanistan, it is their job now. And i think that is where the tough truth of it all is, its not anymore americas problem. Could i change if americans are hurt or killed while we are, they try to say its not an evacuation, while we are evacuating and getting them out there. Thats is a question they were talking about, its on the table. And something that was said by the Department Of Defense to speak. If the taliban were to engage the military as we get folks out. They have been told already that they can act and react in a way that is appropriate. So, what that means is, we could see more fighting between army and military, American Military and the taliban. Dr. Bedelia now to you and a matter no less urgeurgent, i ca get over the fact that we are having this conversation again. Think of the appearances you made at this hour on the broadcast, march, april, may of last year when we were losing A Thousand souls a day. Thats a benchmark we reached again this week. I want to play for you something from former Fda Commissioner Scott Gottlieb he said this earlier. Bicep is, hopefully you will see the other side of the curve. Cases will pick up in the northeast, Great Lakes and pacific northwest. They are going to be later to experience the delta wave. Its probably going to go with the he restart of school. Some businesses returning. So doctor, here is something else i cannot believe that we are going have some sort of staggered regional spiking across the country all over again. Yeah, brian, i think that the experiences the other countries have gone through with the Delta Surge will be different from ours. You look at uk and israel, you see a transmissable Variant Crush through the populations. Theres a couple of things happening here. One, we are a much bigger country. You are seeing the rolling peak and the other is, we have various levels of vaccination and our behavior will change as Scott Gottlieb talked about the schools opening. Its important that as the schools open in the setting of the Delta Variant that we treat our children as what they are, they are unvaccinated people in an enclosed space. I do want to go back what you and eugene talked about, a little bit, about afghanistan. I want to talk about we are talking about the conflict, but you know, just pointing out the Pandemic Aspect of it. Afghanistan is experiencing a Delta Variant wave. We have no idea how bad it is. Because theres no testing. And 2 of the population is vaccinated and all of it is happening in a background of a moderate to severe drought. So, the entire country is headed toward a complex humanitarian crisis that is over laid with this pandemic as well. Im glad you raised that point. General, indeed, about the suffering that we have witnessed in afghanistan and we all fear we may be about to witness. As President Johnson used to say, philosopize with me here. I worry about the part of this that matches the Talking Points being put out and put in the social Media Bloodstream that our military is not what it once was and our word doesnt mean what it once did. Your thoughts on that as a possible outcome from what we are witnessing . Of course, right now, the notion that our diplomats could tell the taliban, dont take over by force. Or we will make you an international that is utter nonsense, the support will be from china, and russia and to some extent iranians. The leverage in afghanistan is at zero. It will have an impact to some extent on countries who are on the periphery of china in particular, who will be worried about the consistency of u. S. Foreign policy. In terms of the military, any Lieutenant Colonel looks at the 2. 1 military in the u. S. Armed forces as the Preminent Military Force on earth. Its dangerous to deal with us in a hostile manner. I dont think its a consideration. But we will watch a humanitarian Disaster Role in afghanistan. Theres little ability to influence it. It was an elective decision. Personally president biden, i dont think he had much option. No support among the american people or the party. And trump left him with a Peace Treaty in which we told the taliban, dont shoot at us we will leave. You can settle it with the government. So, he had no option there. I really dont think. And i dont think that delaying it another 90 days or six months would have made a substantial change in the Corruption And Incompetence of the central government. By the way, those people are getting ready to run for their lives. The taliban get their hands on them they know they are dead. So that will be another Tipping Point that we will see in the coming week or so. That will being something to watch as well. So, eugene, with the president at Camp David this weekend, the time he doesnt spend on afghanistan, we know he watches some television news. He may see these local School Board meetings coming to blows over mask wearing. And it may further stress to him how much politics has intertwined with this pandemic. No, absolutely. And you know, this White House continues to be frustrated both privately and publically about how little they can do here, right . How little they can do when it comes to a governor like Ron Desantis who they have beefed with for a couple of weeks, deciding to, you know, ban masks for students while teachers and local officials are saying no, we want this. And so, that is something that they have talked about over and over. And the president has said, they are trying to figure out what kind of power federally they have to do something here. And experts say they probably dont have a lot. It would be hard to see how the federal government could force, or try to help the local official goes around the law that the governor has put in place. That is a frustration of theirs, because what they know is that, we saw like a light at The End of the tunnel up to a few months ago. We started to go out, we had the masks off inside. Eating and going to restaurants and all of that again. And thinking, and this White House pushing if we just keep getting vaccinated this can continue. Thinking that might have been enough and that is clearly not been enough. And even reporters, we have under estimated as a country, how political all of this became over the last year, right . We knew the masks were one thing and now you have the vaccinations being politicalized, while we have different variants could coming in to the country and others and making the pandemic last longer than anyone wanted and making it a different pandemic as dr. Fauci has said over and over. So, i think now this White House is trying to figure out how can we get in to some of the fights with out over reaching and by following the law . Doctor, you heard Eugene Invoke Desantis name in florida. You get indeed the last word. What about the governors who are antimask but trying to Emphasis Antibody treatments . Well, i think that prevention is always better than cure. This week there was a study that showed that if texas and florida, by the way two states who are not seeing the cases at all, you are seeing upward movement. If that he had had 74 coverage of vaccines by The End of july, they could have seen 70,000 fewer hospitalizations and almost 5,000 fewer deaths. I mean, by the time somebody gets sick enough that they need a monoclonal antibody, they may have already infected other people and they are already infected it makes no sense from public health perspective. Its great that we have a tool, but its something that we use if some of the other methods that keep people healthy dont work out. To ourer starting front line, eugene daniels, general mccaffery, dr. Bedelia, thank you so much and enjoy your weekend, appreciate you starting off our conversation this Friday Night. Coming up for us, an Open Letter to Joe Biden from our friends at the bulwark, they want the president to change course. They are trying to remind him theres still time. And later, one of our favorite president ial historians with us on The State of the nation as the president deals with the two threats advancing at the same menacing pace. The Delta Variant, domestically and the taliban overseas. All of it as the 11th Hour is just getting under way on the Friday Night. E. [band plays] a place where everyone lives life wellprotected. Weve been Contingency Planning for a lot of outcome on force a long time. The afghans have an opportunity, they have an opportunity after 20 years to come together and lead. This is really going to be about leadership. Admiral John Kirby has had a tough job. Despite swift backlash, the president stand big his decision to end the countrys longest war. Susan glasser wrote it this way, its surely on biden as much as on trump how the pullout appears to have been organized. So rapidly there were no plans in place to evacuate the 20,000 Afghan Interpreters who worked for the u. S. And without agreements secured in advance for regional bases from which to conduct the Counterterrorism Mission that the u. S. Says it will continue. Back with us tonight, Juanita Tolliver, Progressive Candidates and causes and tim miller. Contributor to the bulwark and former Coms Director for one jeb bush. Tim, indeed, i saw you on Twitter Tonight promoting the peace on the bulwark by Georgetown Professor Paul Miller And Bill crystal which reads in part and i will quote, the situation in afghanistan is dire, but it is not too late to deploy forces to stabilize it and ultimately turn it around. We can at least avoid the worst outcome, a Collapse And Slaughter that would be a catastrophe for the people of afghanistan and a strategic and moral disaster for the united states. Tim, at the same time, you are aware the other side says we have been at this for 20 years. There are families watching tonight without moms and dads and Sons And Daughters because they have perished on that battlefield. Look, i think theres good reason to be torn about this, brian. I think president biden had to make a tough decision. To doubt about it. I understand the frustration that folks have after being there for over two decades. Theres people serving in afghanistan that were not born when we started there. Leaving troops there forever, sacrifices our treasure and risking the lives of more young men and women. I understand the frustration. But that said, Susan Glasser said we have responsibilities to the people that helped the young men and women. We needed to have a plan to get them out and raise the refuge camp, especially women and girls trying to avoid the terror of the taliban that have an opportunity to come to the country. Thats just, should be an open door. Thats the nice thing about not having trump in charge anymore. We dont have the shut our doors to people who want to have the american dream. And look, i dont, i think that what crystal and Paul Miller wrote, i think the time is ticking on that and i dont expect biden to take their advice to be honest. But i do think that theres time to stabilize this. If, if biden chose to do that, he has chosen not to, and i think we have to be honest with the fact that its going to mean there will be a human Rights Catastrophe in afghanistan and in kabul and maybe we have just decided that, you know, thats not our problem anymore. And i understand that perspective, but that doesnt mean that the human Rights Catastrophe is not going to happen. Juanita, the whole thing is rather stomach turning. I have noted the reactions to it tend to fuzz up and cross over traditional party lines. I want to read you Something Juanita by Jonathan Swan at a example ios, bidens key aides are not second guessing the decision to withdraw, they derive comfort that the american people are behind them. And they bet they wont be punished politically for executing a withdrawal. I would point out only that Opinion Polls are moving targets. And the coverage of this, this week can change hearts and minds. But juanita, basically, do you agree with that assessment . So this point, yes, i agree with the assessment, given the polls that we have with seen over the past 20 years showing americans wanted those troops pulled out we know for years, biden has wanted the troops pulled out. And he opposed when President Obama increased the troops during his term. So, while yes, i agree politically this is something that will have diminished blowback for democrats, i do think it is important to keep an eye on those Opinion Pieces especially as we know americans are still on the Ground And Kabul and at the embassy and they need safe transition out of the country. And so, while theres definitely minimal political Can Cal Blowback from Biden Standing by his decision. We know it was a popular decision. What comes next is making sure every american on the ground has Safe Passage as well as the afghan citizens that collaborated and Support Today supported the military that they have Safe Passage and i think that should have been done in coordination. As i saw online, the State Department is just setting up additional infrastructure to make sure that those that collaborated with the u. S. Media outlets have Safe Passage as well. Theres a lot that needs to be done. I think biden is right to send back the 3,000 troops to help do the evacuations at the embassy. The last thing that this administration needs is any life lost at this point in terms of getting americans out of afghanistan. Hear, hear to that. We have asked our friends to stay a bit longer on this Friday Night. We will fit in in break and Coming Up the cracks within the democratic caucus, just got a Tad Wider and now, Friendly Fire threatens to derail the biden agenda as those two confer. Time. Call one eight hundred, Eight Million something of a revolt within the democratic party threatens to derail the president s economic agenda, nine house moderate democrats this time are now threaten not to vote to advance the 3. 5 trillion Dollars Budget Plan until the bipartisan Infrastructure Bill is passed in the house and signed in to law. New york times makes this point on, with the promise deinfections from the Progressive Caucus, it would appear that Speaker Pelosi faces a stale mate, lacking the votes to either deliver the Infrastructure Bill to the president s Desk Or Advance the Budget Resolution needed to protect the final legislation from republican obstruction. Still with us, Juanita Tolliver and tim miller. Juanita, i want to hear you out on this. Im tempted to ask, who needs republicans when you have the democratic caucus. Its a Master Class in self sabotag, how can they think its a good way to stand in the way of democrat with an agenda that voters supported and absolutely need as we are in the pandemic. And im kind of looking around like, what gives . And honestly, this escalation, this second letter. I can only think about what representative said earlier today, how can you dare call yourself a democrat when you are voting get child care, voting against economic investments. Voting against investments in Climate Action that we all know we need immediately. Paid Family Leave and so much more. This is a Dividing Line within the caucus that is wholly unproductive. And again, its Self Sabotage the last thing that the democrats need to do is go to voters and say, we didnt get It Done, not because of the republicans but we stood in other own way. We could not get It Done as a caucus, Speaker Pelosi said is she is calling back the house early during recess. Im looking for her to do what needs to be done. Im looking for her to wrangle her caucus like her Track Record shows she is capable of and get both of the bills on parallel tracks. We know they are both popular and they are both essential to the democratic agenda. And perhaps the speaker indeed is watching tonight. Tim, as you may know, im fond of saying that every time a Rasheda Talib comes out in support of abolishing yes, they have Congress Woman green, but the democrats do have a way of eating their young. No doubt about that, brian. And look, Jonathan Wiseman who was the reporter in the times of the article you showed. I see right now that the democrats may not have the votes for infrastructure. Heres the reality. If Nancy Pelosi brought the Infrastructure Bill that biden supported that got 69 votes in the united States Senate to the house on monday morning, that bill is going to pass. The talib and Progressive Caucus can bluff all day, on all they want. The nine moderates can foster all they want. That bill has enough support to pass. I promise you it will pass and so, i just think that the democrats right now, you know, need to keep this sort of posturing in the tent, i know a new member of the coalition here whats happening right now is ridiculous and we have to pass the Infrastructure Bill. Its more what they want to do in the senate. We know the Infrastructure Bill can pass. We know its popular and biden wants it. Stop with the nonsense is, pass it and move forward. Point of personal privilege as we say goodbye be to our guests on a Friday Night. I want to thank tim for representing the great City Of New Orleans and the great establishment of tip it tinas. This historic Investment And Infrastructure is what i believe you the american people want, what you have been asking for, for a long, long time. This bill shows that we can work together. It was a big victory for the president to the tune of a trillion dollars, its just one part of whats been a busy week for the biden White House, as the administration promotes the president s agenda, while also facing the Delta Surge at home. The taliban surge in afghanistan. Thankfully back with us again tonight, John Meachem, Author And President ial historian. The Rodgers Chair and the american presidency at vanderbilt, he occasionally advises the president on historical matters and major speeches. I dont know how the hell this happened we did checking. This is day 206, your last appearance with us was back in june, day 150, when you said that this biden administration was off to a fdr esq start, how do you term Things Tonight . Right. History is complicated as we know, reality is complicated. This was a week of powerful contrasts that represent the tasks that we face. We think about it, they have got a bipartisan deal at 69 votes. You know, and a polarized year, that is like getting 99 in dog years. You know, Mitch Mcconnell voted for that bill. That number is on par with what passed medicare with what passed national defense, science is, Education Act after sputnik, passed voting rights. Its a with big deal. At the same time, what is unfolding in afghanistan is tragic and painful and feels elementally upsetting to those who have served, those who know people who have served, and looking forward you know, this was, it began kind of as a Counter Terror on network, it became a Nation Building One And one of the options we have to face is we are leaving a part of the world that has done us harm. Did irrepairable harm, in many ways. The president , i have been thinking about all day as i suspect you have, is President Johnson, lbj, who could make the domestic achievements and confronted a cold War Conflict, led a cold War Conflict that was a hot war that ended up being a kind of american tragedy. So, long, long answer, short take away is, we dont really know yet. I do know this. You know, Joe Biden is a friend of mine. I try to help him when you i can. And im glad he is the one there. And not the fellow he beat. Our mutual friend at the Washington Post put it this way, john, for president biden who had hoped for an orderly u. S. Withdraw from afghanistan, the chaos in kabul carries echos of the Fall Of Saigon in 75, precisely the image he wanted to avoid and the talibans drive for Military Victory ignoring pledge on to negotiate a transition of power will raise questions about whether its promises to prevent Al Qaeda from rebuilding Safe Havens in afghanistan can be trusted. John, you invoked the lbj administration. That was two president s later we saw those Picture S of people clinging on to the landing rails of helicopters and helicopters going off the side of our Navy Ships because we could not accommodate the space or the size. As lofty as the goal was, ending our longest war, john, it sounds bad, it looks bad. And as the title goes, there will be blood. There will be, and my in father fought in vietnam. I got one of the most poignant notes i ever received from anybody much less a president from Gerald Ford once. He had been part of a project talking about april 30th, 1975. The Fall Of Saigon, that evacuation in that period. And he talks about, i remember the phrase was, that most tragic of days. It was, its stuck with me. That most tragic of days. It understand it ended the wa killed 49 americans a day on average. 49. Ultimately 55,000, i think, american casualties. And for a president , i think one of the thing that is is worthwhile to think about. As our friend wrote about wonderfully, this is the most solemn and difficult thing that any president does, is going to war but also ending a war. And sometimes it takes more courage to do the latter. And i wonder if we are seeing that. I dont know. But i think that as everybody who starts to respond to everyone on what is television and everything. You know, think about it. You know, the immensity of the decisions and the complexities of them. You know, i dont know if its the right one. I didnt get 81 Million votes to make the decision. So, lets pray that we are on the right path. Pray for those 49 souls a day that were lost at the, during that point in the war while pointing out we are losing A Thousand a day to a pandemic and it has now killed ten times the number of names on the Vietnam Memorial in washington in this country. John, what times we are living through, John Meachem has been our guest on tonights broadcast. Thank you very much for coming.
