The White House held out hope for Some type of a diplomatic outcome and negotiated settlement between the taliban and the afghan government, they continue to try to push that legitimacy. Everyone knows that was not going to be a very likely outcome particularly given the way the taliban has been accounting. The president is standing firm behind his decision and really focused on this very narrow Mission Set at this point that courtney will elaborate on to try to get american civilians out of there safely with White House Spokes Woman Jen Psaki saying the president is firmly saying there is no regrets. By relocating the people to the airport, making sure the airport is protected they hope to get them out of the country if need be on airports and not on helicopters landing in the embassy grounds. But what were seeing playout is there is no way to evacuate your perSonnel in a quick time frame from a country being takn over by an insurgent group. You cant do it without it looking like defeat. Whether or not that looks like sygone or afghanistan. What is the Troops Mission . Is it just to get the safe return of everybody they can get on an airport . Yeah, the first elements are going in right now. All 3,000 there by The End of the weekend, and it is important to point out the pentagon is very, very quick to say that this is a specific tailored and temporary mission. They want to make it clear that these 3,000 marines and Soldiers are specifically there to secure the airport and to help with the evacuation of the americans assigned to the embassy and to aide the special Immigrant Visa candidates that may need to leave the country. The reaSon that this is all accelerated So much in the last 48 to 72 hours is that the taliban have militarily behaved pretty masterfully here. They have been able to iSolate kabul faster and more effectively than Some of the most dire assessments indicated they might be able to do. Theyre on kabuls doorstep. They have taken gazni. And the biggest concern here, the worst Case Scenario that the military and the u. S. Government is concerned about, is that if they start to threaten kabul and theyre able to march in Theyly Go straight for the airport. Once they take the airport, then any americans who are there and anyone available for the Siv Program will not be able to leave there. There is another 3500 to 4,000 of immediate Reaction Force going forward to kuwait, and they will be there in case they really start to deteriorate. They will send them in very quickly and help to secure the path for the individuals So they can get out of the country. The Defense Officials that i speak with hear want to make it clear that these troops are not going in because they will be fighting the taliban and theyre there for this mission. Lets go to kelly on the ground. The taliban, is this a better military or are the Afghan Forces not putting up a fight in many provinces . I think it is a little complicated. Part of the problem is that in Some of these areas you have pockets of small forces, small numbers of forces, who werent resupplied by the Central Government. Thats according to the local officials on the ground. We really had no ability or very limited ability to fight back. There is alSo an element here of very low moral among Afghan Forces. Problems with low pay, supply, and the organization of the defense forces themselves. AlSo a problem with just risk to perSonal safety. Concerns that if they dont lay down their Pardon Mes and surrender, there have been Some extrajudicial killings. There is a deep fear that they werent going to be able to carry out the fighting for taliban partly because they were not supplied properly So they laid down their arms. There were cases in the country and still are, very small examples, of places where forces did fight and fought for quite a long time. You had that as an example in kandahar which just fell in the past 12 hours or So. There was heavy fighting in hellman province, and in the north. It got to the point where we heard a lot of stories from different Sources, Polpoliticia People on the ground. A lack of organization, not a good command structure, and a lack of will to fight for a government they saw as not in it for them. A government they didnt feel loyal to. Is there any reaSon to believe that the afghan Security Forces are just better . The closer you get to kabul . Is this a case where they have been well played, well taken care of . Well supplied . Do we have any reaSon to believe that . That is very likely. The concentration that we have not yet heard a strategy basically from the Central Government on how all of this would play out. But there has been hints that the basic thought was protect the big population centers. Protect the cities like kabul, of course, and support the supply lines. Then Sort of give up the rest of the area. Allow the taliban to take over the smaller provincial areas. That was the government strategy, but this alSo plays into the idea that kabul is the Center Of The World here. And particularly with this government, and it seems as though the centralized government put all of Sources-within-kabul'>The ReSources Within Kabul and surrounding kabul. Potentially there is a better chance that Security Forces will be able to defend the capital than Some of the outlying provinces were able to do. But again, this is Something that were going to have to wait and see. Like i said we have not really heard from the government really at all in the past week. Final question to you, the commanders that you talk to and your Sources, do they think the defense of kabul will be more robust than what we saw in kandahar . It will defend on a number of factors. Kelly is right that there is deferent levels of afghan military in their ability to defend and their ability to fight. They have a 205 wear that is a stronger and more capable military element. And they were not able to overrun. Sometimes there was reports they were folding but not just that. The commandos. They were sent to Some bigger cities to shore them up and they still fell in Some cases. But they were exhausted. They wore them down. And they had tonight So many and they are just tired and worn out. When youre talking about kabul, yes. There is more capable fighter there is and it is not just that but they are alSo layered. There is other elements like you see with different levels of defenses they have. But the biggest level is just because they had those capable fighters will they stand or will they fold. One of the factors that we have to look into is will the Central Government till be standing . Will they have a government in kabul talking to the people and leading the people, or will they flea when the taliban are coming down on the city . These are all of the questions and it is hard to know. Because of that the assessment of when it may fall is really all over the map at this point, chuck. Its an hour to hour situation. Well, and we have had a civilian Partnership Problem in afghanistan pretty much from day one. Anyway, thank you to everyone on this story for us. He just wrote a piece in The Atlantic about his assessment of the training of Afghan Forces. I appreciate you spending a little time with us. Look, you basically make the case here that, you know, you used the phrase when we went through the Training Process we checked a box. Okay, its clear our training didnt work. Why . Thank you for having me So i could talk about the last two decades of effort. I think you have to go back to the history. We went in light. We Sort of didnt know what we were doing and tried to figure it out on the fly. And we started rolling through it. But throughout the day there was three fundamental components. One is that we heard a lot from Courtney And Crew on the special forces. They we rr crosssuited and trained by our own special forces. Then you had the conventional army and that gets more interesting. We dont really have, or do we see over 20 years, we never really have a strategy to do it. We never had a Solid plan. Each a different book without a plot. And the police force, that is an even bigger problem. Because as you know, america does not have a national police force. So how are we going to Stand Up a nationalized Law Enforcement Force to handle the security. So we handled it, we handed it back to the army, we brought in retired cops to try to look, but our own cops know handcuffing, fingerprinting, but not binding building institutions. So were all frustrated and we muddled along for two decades. Sounds like were trying to build an institution that the afghans didnt want or know that they needed. And that seems like a giant disconnect. We say we had a Stand Up this army because we thought that is what should be done. Is that part of the problem . There wasnt just full buy in . I think that is a great question. What did they want . And who wanted it . Are we listening to the elites . Were we dealing with a lot of refugees that came back. The rights in afghanistan, and in kabul, and is it war lords, but we certainly went and started on the cheap, on the fly. But we generally want it to look like us. They indicated using equipment that never really had been used in afghanistan, intelligence, surveillance, stuff that was not in the area. And we did the same kind of stuff in iraq as well. And we tried to Sort of model ourselves, our Noncommissioned Officer core. Our Leadership Style to an army that was engaged in an active Counter Insurgency on the ground. I have to go back to the large domestic apparatus that we were building from the ground up. How about the hears Hearts And Minds issue. How much of it is not having the capability, how much of it is fear, and how much of it is not knowing where their loyalties lie. Momentum has a people of its own. Right . Theyre listening to political pronouncements whether or not we have previous administrations that propose a Time Line or say were leaving. From one on we never really established here is our end state. Here is where were going to go. And So for 20 years the forces, whether or not it is colonel bashir, are you staying . The interpreters that worked with us. Theyre making a calculated decision on a six month, nine month, or annual basis based on what adviSor is coming into town and making promises and what theyre seeing on the news. Without theyre talking about afghan Soldiers, what do you do and how do you make the case. Were going to continue to keep a close eye on afghanistan, the situation there is clearly changing, even by the hour. Democrats still holding a razor thin majority in congress, and were going to use the big board to break down the data that will be about who controls congress and the State Legislatures. Why is it So important politically . The portrait of america could determine control of congress, not just for 2022, but possibly for the next decade. The Hispanic Population jumped basically 50 . The asian population is basically almost gone up 100 . You see where the growth is. White population has dropped here a good more than ten percentage points. Top Line Number two is that the other big story, this is basically a rural area. That is where the population is declining. All of the glean on this map, i know it is a weird color of green, but many of those areas have growing populations. So all of the Population Growth was in these green areas. The other big story is the depopulating. It is between urban, suburban, and population moving there coupled with what were seeing in rural america. This is perhaps going to create an ugly shortterm clash. And just to reinforce this point, if you look at all of the Population Growth in the cities, new York City is up, l. A. Up, chicago, you name it. There was a big movement 20 years ago where it was the city population, cities were flat, it was suburban an x urban that were growing. This is not the case now. It will be Some interesting Map Making possibilities. That was one place where they have the advantages. The advantage is not as great as it was 10 years ago. There was a big movement over the past decade to draw maps. As you see the number of actual congressional districts is more than double. 173 will be drawn by commission. A Lions Share of that in california. The republicans controlled more of the process now than ten years ago, but they still have a good handle on this. Democrats are flat and their ability it is a mixed bag. In terms of redistricting and reorganizing. His Twitter Handle is redistrict. He was the redistrict to be his brand, not wasserman. So the bias is towards cities. All of the Population Growth is in democratic areas. How are they going to pull this off. The numbers yesterday, there is explosive growth along the corridor between austin and san antonio. Republicans currently hold 23 of the 36 congressional seats in texas, but the states gaining two seats and nine of the 23 gave more of the vote. They have no choice but to draw one new democratic seat likely in austin to shore up their own incumbents. That limits their ability to make big gains. They need to take a district and divide it into a bunch of republican districts. Why does that not work for them this time. The growth in democratic votes in the Austin Area in particular and dallas and houston they will protect all of their current members and get greedy and add new seats. I think a 2513 break down is the most likely scenario. All right, lets go to a state. What is fascinating here. John reese who is a native, nonnew York City will demand another new congressional district even as the state overall lost power. How will they pull this off . This is the story that No One is talking about, chuck. We talk about how they have big Gerrymandering Advantages in texas, georgia, and north carolina. New york is the biggest Redistricting Weapon even though theyre losing one seat. The growth exceeded expectations. Hakeem jeffreys believed to be the peaker in waiting. They know they probably cannot hoth on to it. They could purge as many as five of the eight republicans in New Yorks delegation. They could get rid of one on staten island, one on long island, and three upstate. New york is a huge deal for democrats. Finally, the best example of where a commission is in charge, we could talk about this with Eric Holder. They would control this process under the rules of most states. This means a new Swing State in colorado, does it not . Look, colorado is one of three states with new commissions, independent commissions. And in Colorado Competitiveness is a criteria. And the likely outcome is a new district. Were in the Denver Suburb thats is Somewhat swingy. Given the trend line, i like the chances of picking up a seat for a 53 advantage. Big picture, republicans are fighting one of these democratic ideas in congress that would basically create, try to make it a commission everywhere. What do youd see for the consensus. Are republicans going to regreat regret not signing up for that. They started off the decade. Georgia six, georgia seven. They want to be able to withstand cycles in 2026 or 2028, and in order to do that theyre going to have to draw a lot of incumbents to rural areas. The consultants they talked to are afraid of density. Anyone where there is Population Denity they are losing ground. They need to move their districts into the Country Side in order to shore them up. I have a feeling there will be a lot of republicans wishing they were in on fair districts. Democratic groups are launching key challenging in Some key places. Joining me now is former attorney general Eric Holder. He has been focused on this problem before it was cool. Mr. Holder, it is good to see you, thank you for coming on. Good to see you, chuck. Let me start with 1920 after the pandemic, we had a lot of problems with that census and they basically punted that census. Before we get to the census itself, why do you think President Biden and the democratic controlled congress accepted this data and did not push for basically go get it done right . Are there going to be, look, cities gained as it is, but there is a lot of concern about it being a massive under count. Why was this accepted and should it have been . Yeah, well, you know the census had to deal with the pandemic. It had to deal with the administration that was not supportive of the Trump Administration. I think that, you know, the Census Bureau professionals did the best they could under the circumstances. I suspect there is an under count, especially in the hispanic community. There is people of color in the census counts and i think that the count that we got is pretty good, but there is always an as district next to It Given what the Trump Administration did. I wonder if you saw the mayor of detroit, they believe the city was under counted by 10 . Does he have any recourse . There is not much you can do for reapportionment and redistricting. They will have an impact on the federal funds that will go to the citys and to the counties later on, but in terms of pricks and the determinations that have to be made in the next 12 months or So, there is not a lot of big requests there. Lets talk about the idea of partisan power versus fairness. I put up a quote from june. It is jerry connolly. He is a democrat from fair fairfax county. He said we are cursed. In states controlled by republicans, theyre carving up left and right and were unilaterally disarming. Having said that i still come down on the side of reforming this process because it has to start Somewhere. Are democrats tieing one arm behind their back. You look at colorado and the example we did. They have partisan control. They could probably guarantee democrats not just the new district but one more seat. We know if republicans had that shot they would be doing it, too. What is the right outcome here in your mind . I think fairness is still the thing we should be following. I thought dave Wassermans Analysis was interesting. He did not bring in the notion of fairness. If he put fairness into the equation it means that in New York yeah, there should be a decrease in the number of republican representatives because there has been a loss of republican leaning voters and an increase in the number of Democratic Leaning voters. You have seen an increase in the Hispanic Population and an increase in the nonwhite population, all which is Democratic Leaning, and if you want fairness that leads to an increase in the number of congressmen and State Legislatures of democratic congressmen and democratic State Legislatures in texas. There is not a tension between fairness. Democrats dont have to cheat. We dont have to gerrymander. Republicans do. And people need to focus on less, less rural. Not every state though, has the colorado fairness statute. Iowa does as well. And it is unclear what the Ballot Initiative in florida means. Let me focus on florida. Do you they is a Fairness Standard that youre going to have to go to court to uphold . I suspect we probably will as we did in the last decade. There is a constitutional provision in florida that requires that redistricting be done in a fair way. It is Something that had to be taken to the florida supreme court. The last time that democrats and progressives won you have to face a more conservative supreme court. I hope the judges on the supreme court will focus on precedent, will focus on following the law, following the constitution, and come up with a fair result. I dont expect that we will see from republicans and the legislature, or anything close to fairness. I suspect it will continue in the court in florida. You told Rachael Maddow that you had high confidence there would be a carve out on Voting Rights in the senate. So that they would do this, essentially suspend the face this. Issue if you want t what gives you this optimism . I would say im cautiously optimistic. I had conversations with Senator Schumer and others, they have a process to go through to try to convince those at this point that are supportive of the Phil Filibuster as it exists. And were trying to push back against these and they end up on the right side. Im cautiously optimistic that we can end up in the right place. Well see as they come back as Senator Schumer says, the first thing they consider is the new voting legislation. The suburban and urban populations, do you think you can find republicans that will end up supporting this fair District Option here . I have been looking for republican partners in the Redistricting Process since january of 2017. Arnold schwarzenegger stood up. I dont think were going to find any republican help here. This is in their dna now. They dont have confidence in their ability to win fair elections or to win a fair Redistricting Process. They think they have to have their thumb on the scale. So i expect were not going to if i understand republican allies in this proo proaccess.
