Andrew cuomo resigning from office effective in 14 days. In my mind, i have never crossed the line with anyone. But i didnt realize the extent to which the line has been redrawn. New York Attorney general James Who led the investigation into him saying today closes a sad chapter for her state but that it marks an important step towards justice. Plus, the attorney for charlotte bennett, one of cuomos most high Profile Accusers is calling it an important step in the right direction. Hell be replaced by Kathy Hokul who will become the second Woman Governor of New York. Cuomo has not been charged with any crime. Disputes many of the allegations made against him as we noted earlier. He tunz to deny any wrongdoing. Ive got the perfect break all of this down. Joining me now is our investigative Reporter Suzanne Craig and nbc political analyst. Tom, lets start with you, walk us through the Time Line here. This comes after months of resistance from the governor followed by that bombshell report. Of this started in early march. The allegations came to a head. It is proposed that governor could in Fact Order an investigation. The Governors Office did just that. His Senior Counsel at the time Beth Garvey asking the attorney Generals Office to appoint independent investigators. Because of a State Statute that would require the governor to get weekly updates on the investigation, garvey says the investigation is on going. The reports should not be passed along and there are reports so that everyone can see what you come up with. They hired two investigators. Within an expert in Sexual Harassment. One a former acting u. S. Attorney for the southern district of New York. And just 17 days after they interviewed governor cuomo, they came to a conclusion. They had a report that was written and in detail 11 different women, some of whom said they felt they were sexually harassed by the governor. One says she was groped and fondled by the governor. And another said she was inappropriately touched while being a sworn new York State Trooper And Part of his own personal detail. That is how we got to here today. There is a political side of this ayman that involves a calculus by the governor. A tremendous erosion of support for him. But ahead there is still legal trouble for the governor. He still faces five different District Attorneys in the state of New York that are looking to his actions, most seriously or most imminently is the Opening County Sheriffs Office and the Albany County District Attorneys Office looking into those allegations that he fondled a Woman And Executive assistant in his office who has since come forward. That is next on the governor cuomos radar. He has 14 more days in office. Yeah. We just been given a Twominute Warning from the White House. Apologies in advance if p i have to cut you gus off to hear what the president has to say. Cuomo is still in charge. What does that transition what is it going to look like before he officially steps down do you think . I think youre going to see an obvious transition of power to Kathy Hokul. It is nothing out of the ordinary. The i think what to watch is you can potentially still see an impeachment in the assembly. There are allegations he had staff write it. He made things look better than they were to get the book deal. If they go through and impeach him, they can also say he should not run for office. Over the weekend we were hearing he was going to resign. He was going to fight the charges. And then potentially run again and the importance of the Impeachment Process now is if it goes ahead one of the things they will, im sure be considering is barring him from ever running for public office again. So aside from that, susan, is there a political life for the governor here to live and fight another day if he decides to take the hit now, resign, stave off impeachment but decide to come back next year . Probably not. And the reason is because this is a governor that has no friends and no allies. If he wanted to make a comeback, he has no one to stand up for him now. No, i dont think hes going to come back. As a matter of fact, i think he has a lot of trouble still ahead of him. All right. Lets cross over to the White House. Vice president Kamala Harris starting off the comments and reaction to the bipartisan Infrastructure Bill. Every day in every way our administration will work on behalf of The American people. And this has been true as we delivered historic relief through The American Rescue Plan to families and small businesses. As we continue the fight to pass legislation to protect and strengthen the sacred right to vote. And as we continue the work to strengthen our nations care economy. And this is true today. Because today we move one step closer to making a once in a Generation Investment in our nations infrastructure. Today democrats independents and republicans in the United States Senate passed the Infrastructure Unvestment and jobs act. So let me describe just a little bit about why this bill is so important. It is an investment in the roads and bridges we drive on every day to get our kids to school. It is an investment in the public transit we rely on to get to work. It will mean people in our Nation Wont have to drink water from lead pipes or go to a fast Food Parking Lot to get high Speed Internet. This bill will also establish a national network of the electric vehicle chargers. The president has been fighting for them for a long time. And build toward a national fleet electric school buses. And the way i see it, an investment in infrastructure, it provides people with what they need to get where they need to go. This bill that passed the Senate Today gives people what they need to get where they need to go. And it will do that while also creating millions of good Union Jobs for our nations workers. It will do that while also helping our nations businesses compete worldwide. And so just so we are clear, we are not going to raise middle class taxes to pay for it. Because thats what the president promised. And that is what we must deliver. This afternoon i was proud to preside over the Senate Vote and i want to thank the senators who worked together to pass this bill. I also thank the members of the house who will now work to get this bill to the president s desk. We wouldnt be here today fit wasnt for the leadership of our president , mr. Joe biden. Mr. President , from the very start, you welcomed ideas. You welcomed debate. You welcomed democrats and independents and republicans to meet with us in the oval office. In those meetings, i watched as you listened. In those meetings, you deliberated. You were determined to bring all sides together to deliver real results. Our work will not stop, even when you sign the bill into law. Our work will not stop. Well never stop working on behalf of The American people. So thank you, mr. President. Thank you, thank you and now it is my great honor to introduce the president of the united states, Joe Biden. Thank you, madam vice president. I want to thank the group of senators for doing what they told me they would do. The death of this legislation was mildly premature as reported. They said they were willing to work in a bipartisan manner. I want to thank them for keeping their word. Thats just what they did. After years and years of infrastructure week, were in the cusp of an infrastructure decade. That i truly believe will transform america. As you all know just a short while ago the United States Senate passed the Infrastructure Investment and jobs act. The very legislation i ran on when i announced my candidacy for the nomination for president. Historic investment. And our Drinking Water systems and broadband, clean energy, environmental cleanup, and making infrastructure more resilient and the Climate Crisis much more in our minds in how we deal with it. You know, were poised once again and i mean this in a literal sense, to make the same kind of historic investments that have so often made possible, made it possible for america to build the future and allow us to outcompete the rest of the world. From building the Erie Canal in the early 1800s, the transcontinental railroad, to construction that was constructed during the civil war. To dwight eisenhowers Interstate System in the 1950s. The investments have literally connected our entire nation and fundamentally changed the way of life. Public investment thats took us to the moon and the discover you are of Life Saving Medicines and vaccines and gave us the internet. America has often had the greatest prosperity, made the most progress when we invest in america itself. And thats what this Infrastructure Bill does. With overwhelming support from the United States Senate, 69 votes in the senate, a Vote Margin bigger than when interstate Highway System passed in the senate in 1956. Key investments that will create millions of good Union Jobs all across the country. In cities, small towns, rural and travel communities. In america, america this is how we truly build back better. This bill is going to put people to work. Modernizing our roads and our highways and our bridges. So commuters and truckers dont lose time and traffic, saving billions of dollars nationally. Today, up to 10 Million homes in america, more than 400,000 schools and Childcare Centers have pipes with lead in them, including for Drinking Water. This is a Clear And Present Danger for the health of america. This bill will put plumbers and Pipe Fitters to work so every child, every american can turn on a faucet at Home Or School and know theyre drinking clean water. During remote learning and during the pandemic last year, we saw too many families forced to sut in their vehicles in a fast Food Parking Lot so their children could get on the internet. They couldnt afford and didnt have access to it at home. This bill will deliver high Speed Internet to every american. A necessity for the 21st century. Well also see in the last couple years the damage done in texas and other places when Transmission Lines carrying power, taking down by extreme and unanticipated weather. Leaving millions of folks without electricity for weeks and weeks. Costing our economy billions and billions of dollars. This bill provides upgrades to our power grid. So that more secure and resilient and cleaner energy can be transferred across those wires. Down in new orleans, a met with the women and mem who are in charge of the water system. Some of it running on technology that literally 100 years old. This bull is going to provide opportunities to upgrade their system. It allows american workers to strengthen our infrastructure like our levees. These are at risk of catastrophic collapse in super storms, wildfires, droughts, hurricanes, and heat waves. Last week i stood and inform you were with me on the South Lawn of the White House with the united autoworkers and with leaders from from the big three automobile companies in america. Surrounded by a Iconic American vehicles that will all be electric and made right here in america in the not too distant future. This bill is also going to put ibw workers, electrical workers to work installing a national network of electric vehicle Charging Stations. And will transform the way we travel and move commerce. And by the way, around those Charging Stations youll see just like around we put Gas Stations on interstate high because. You see other industries build up. We have the benefit of significantly reducing pollution from vehicles on our roads. Look, this bill, i believe, will make the most important investment in public transit in american history. When i went to philadelphia not too long ago for amtraks 50th anniversary, i was proud to be able to say that this bill was in the works. And that it will be most important investment in rail since the creation of amtrak itself. This bill will upgrade railroad tracks. They will build new lines to get people to more places faster. Reducing, i might add, pollution as well. Heres another critical part of the bill. 90 of the jobs required dont require a college degree. Youre tired of hearing me say it, i know. But this is a blue Collar Blueprint to rebuild america. Were going to do all of this by keeping my commitment. We will not raise taxes by one cent on people making less than 400,000 a year. Everyone from the union to Business Leaders to economists, left, right, center, believe the public investment contained in this bill will generate more jobs, higher productivity, higher growth for our economy over the long term. Forecasters on Wall Street Project that over the next ten years our economy will expand by trillions of dollars and will create an additional Two Million jobs a year beyond what was already projected. Good paying jobs all around the country. They will flow to Working Families. Faster commutes, cleaner water, less expansive. Available and affordable internet. These are things that Working Families need. Last Weeks Job Report shows other economy is recovering at a record rate. Four million jobs created since i took office. This bill is going to help make a historic recovery, a long term boom. This historic investment is what i believe you The American people want, what youve been asking for for a long, long time. This bill shows that we can work together. I know a lot of people, some suting in the audience here didnt think this could happen. This bill declared dead more often than anyway. Bipartisanship was the thing of the past. From the time i announced my candidacy and the country together and doing things in a bipartisan way. It was characterized as a relic of an earlier age. As you may well remember, i never believe that. I still dont. I want to thank the senators that brought this agreement together. I know it wasnt easy. For the republicans that supported this bill, you showed a lot of courage. I want to personally thank you for that. I called most of you on the phone to do just that. You have and will disagree with me on many issues. But where we can agree, we should. On this bill, we prove we can still come together to do big things, important things with The American people. For the democrats, who supported this bill, we can be proud of this unprecedented investment that are going to transform the Nation And Change millions of lives for the better. Think about what is going to happen in a practical sense. Clogged arteries. At the heart of our economy. Theyre going to be opened up. Theyll reduce transportation costs, commuting costs. As a result, reduce cost overall for familiar luz and businesses. And safety provisions, as i said not long ago, everyone can tell you what the most dangerous intersections in their communities are. There is money in there to deal with those specific needs. Thousands of bridges will be safe and more accessible. By the way, as you heard me say before, some bridges are so weak that they couldnt have a Firetruck Go across them. Requiring Fuhr Department to go 10, 12 miles out of the way to get a mile away to put out a fire. Millions of lead pipes carrying Drinking Water to our homes and schools and daycare centers. Finally going to replaced. Never again can we allow what happened in flint, michigan, and jackson, mississippi, ever happen again. High Speed Internet. Going to be available and affordable everywhere. To everyone. So farmers, nationwide can get the best prices for the products at home and abroad by knowing when to sell. And children in chicago or philadelphia, never have to sit in a mcdonalds Parking Lot to do home work. This is transformational. I know compromise is hard for both sides. I want to thank everyone on both sides of the aisle for supporting this bill. I want to thank Mitch Mcconnell for supporting this bill. I want to give special thanks to chuck schumer. Leadership, chuck, in the senate was masterful. The work on the bill is done. We have to get to work on the next critical piece of my agenda. My build back better plan. Making housing more affordable is so unaffordable to so many americans. Providing clean Energy Tax cuts including homeowners to make energy efficient improvements in the homes. Continue to give children a tax cut, a tax break. One theyre receiving now. Well deserved. Childcare and health care. That gives them just a little bit of breathing room. This is a plan that invests The American people in their future and their success. It will be paid for by having the largest corporations, including 55 of them that didnt pay a single penny in federal income tax. And the super wealthy begin to pay their fair share. I want to be abe to be millionaires and corporations to do incredibly well. But this is not going to change anything for you. You still have your three homes. Youll still have whatever you need. Corporations will continue to do well. I have more to say about this later as the senate continues work. But today, im happy to mark the significant milestone On The Road to making what we all know are long overdue, much needed unvestments in basic hard infrastructure of this nation. I truly believe this bill proves the voice of the people will be heard. As you heard me say, before apologize for repeating it, there are no republican bridges or democratic roads. This is a moment that lives beyond the headlines. Beyond partisan sound bites. Beyond the culture of instant outrage, Disinformation And Conflict as entertainment. This is about us doing the real hard work of governing. This is about democracy delivering for the people. This is about doing our job. This is about building an economy from the Bottom Up and the muddle out. Giving everyone a decent chance at a decent life. By the way, when the bottom middle do well, the we will yij do very, very well. Nobody, nobody, nobody gets hurt. This is what i call governing and government doing its job. As you said many times, we are the united states of america. And there is nothing, nothing we cant do if we do it together. So thank you, god bless you all, and may god protect our troops. What is your reaction to governor Cuomos Announcement he is stepping down . You call him to resivenlt did you think he would . I respected governors decision. And i respect his decision he made. How concerned are you about children in schools that tested positive. What are your concerns and how concerned are that you schools will not be able to stay open as you asked for . My concerns are deep and very concerned. And we all know why. Look, i understand that there are millions of people who decide not to get vaccinated. And i understand that to badger the folks is not going to get them to move to get vaccinated. But i also understand that the reason children are becoming infected is because in most cases they live in low Vaccination Rate states and theyre getting it from nonvaccinated adults. So my plea is that for those who are not vaccinated, think about it. God willing, the fda is going to be coming out in a reasonable time frame to say this vaccine is totally safe. Weve seen millions of doses around the world, billion doses already. And we know how its transmitted. One thing i find a little disingenuous, when i suggest that people in zones where there is a high risk, where the mask like you all are doing, im told that government should get out of the way. And i find it interesting that some of the very people are saying that who hold government positions are people who are threatening that if a schoolteacher asks a student if they have been vaccinated or if a principal says everyone in the school should wear a mask that, governor will nullify. That that governor has the authority to say you cant do that. I find that totally counterintuitive and quite frankly disingenuous. Do you have the power to intervene in states like texas and florida where theyre banning Mask Mandates . I dont believe that i do. Were checking that. I think that people need to understand, seeing little kids, i mean, four, five, six years old in hospitals on ventilators, some of them passing, not many, some of them passing, its almost its just well, i should not characterize it beyond that. Mr. President , what impact is the head of the party, what impact is his resignation have on the Democrat Uk Party . I think the impact is on Andrew Cuomo and his decision to make that judgement and i respect his decision. Multiple it is yuz have fallen to the taliban. A majority of the faf can Golf Courses can not hold ground there. Has Yurnt Plan to withdraw u. S. Troops changed at all . No. Look. We spent over a trillion dollars, over 20 years, we trained and equipped with modern equipment over 300,000 afghan forces. And afghan leaders have to come together. We lost thousands to death and injury. Thousands of american personnel. They have to fight for themselves. We have to continue to keep the commit ments we made. Making sure that the Air Force functions are operable, resupplying their forces with food and equipment. And paying all their salaries. But theyve got to want to fight. They have outnumbered the taliban. And im getting daily briefings. I think there is a possibility to have a significant new Secretary Of Defense in afghanistan. He is a serious fighter. I think theyre beginning to realize they got to come together politically at the top. And were going to tun to keep our commitment. I do not regret my decision. On the issue of the Infrastructure Bull and the work ahead of you now, are you concerned that you are you confident that you have the support of all the democrats onboard to get this 3. 5 trillion package through . I keep asking you that . Look. Im not referring to you in particular just overall. I was going over some of the quotes from the moment that i got elected how my plan was dead. Well see. Continue to be an optimist. I think we can get a significant portion if not all of the Reconciliation Bill, the budget and having the vote now. I think over the next month which is the way its going to work, they vote on all these amendments and then they get to the business of seeing how they can make it work and then come back and decide whats in that Reconciliation Bill and how much is spent. I think that the house will eventually put two bills on my desk. One on infrastructure and one on reconciliation. Thank you. There are measures in place early enough. And whether even some of the lessons through other countries that have data as early as may and june about how the variant spreads. No, we know how the variant spread. We know the vaccines prevent the spread. So its like, you know, a lot of countries didnt have the vaccines that we were able to put together. We had over 300 Million doses of vaccine for americans. And we exported over half a billion. We will over half a billion. So we knew what is disappointing is that more people are not willing to take the vaccine. Weve done everything in our power i shouldnt say, there is we will do more. We continue to try to make the case to The American people that have not taken the vaccine that its in your interest and can save your louvre and can fundamentally impact the lives of your children. As bad as things have gotten, the Death Rate is 1 50, significant, significant lower than when inherited when i inherited the coronavirus pandemic, when i first got elected. So the thing that i i continue to hope that people will overcome their fears. Because their fears are based on a political statement. I think most people are worried, thats why im hoping the fda will say that we permanently approve of these vaccines. Because we have enough for everyone. And im hoping that as people realize and it is picking up vaccines are picking up, but not at the raut they were before. Remember, i was setting up stadiums, Sports Stadiums and doing thousands of vaccines a day. I wish i could have thought of something beyond what we thought of to make everybody get the vaccine. That hasnt been the case. At a federal level, what im going to be doing is more is making sure that they understand that i do authority to say if youre going to come into this building and into a federal building that you have to have a Vaccine Or Show that or wearing a mask. I think its probable that the Defense Department as they put in place all the mechanisms needed to be able to in Fact Ip Pose or initiate a mandate for all regular forces and reserves to get vaccinated. But i continue to be hopeful. I had a talk with governor Esa Hutchison who said he made a mistake. And he is working really hard going around. He told me that hes doing a the lot of town meetings. But he is making the case. Were going to continue to make the case. One of the democrats through the years that you spoke with about infrastructure the most was Andrew Cuomo who is resigning. He announced he is resuning today. You traveled New York with him when vice president. The launch of the reconstruction of laguardia. He supported your campaign easterly you on. You condemned the election. But you spent a lot of time with mayors and governors. How would you assess his 10 1 2 years as governor of the state . In terms of personal Bee Haufor as a governor . As a governor . Hes done a hell of a job. Hes done a hell of a job. And, i mean, both on everything from access to voting to infrastructure to the whole range of things. Thats why its so sad. Last question right here. I have a question about the significance of the bipartisan naught of the infrastructure agreement. Are there lessons learned that can be aplud to Police Reform or lgbtq civil rights . By you or by me . By anyone . Im sorry. I shouldnt kid. I was reading 50 statements about serious press people that my whole plan was dead from the beginning. The lesson learned is being willing to talk and listen. Listen. Call people in. No. Let me finish. And i think the lesson learned is exposing people to other views. And so thats why from the gunning on all the subject you raise, i sat with people and listen to their positions some in agreement where i am, some in disagreement. So i think its a matter of listening. Its part of democracy. Thank you all. Im not going to comment anymore on Andrew Cuomo. Mr. President say again . You vnd named an fda commissioner. Why havent you found a name . Were working on that very hard to make sure we get it passed. Yes . Would you luke to see i can follow up on your comment on governor cuomo. Can you really say he is done a hell of a job if he is accused of sexually harassing people on the job . You asked a substantive, should he remain as governor is one question. Women should be believe when they make accusations that are able to on the face of the them make sense and investigated. Theyre investigated. And the judgement was made what they said is correct. Thats one thing. The question is did he do a good job in infrastructure . That was the question. He did. Did he do a good job as governor . No. The question was correct me if im wrong. How was he as a governor in general . Generally, obviously outside of his personal behavior. Outside of his personal behavior. Can you separate the two . No. I was asked a specific question. I tried to answer specifically. What do you want to ask me specifically . Id like to ask you about infrastructure as well. Given you said this is such an urgent bill that needs to be passed, why not have the house take it up immediately for a vote . Well get it done. Ill get back to you. Thank you. Would you like to see the Fda Speed up approval of the coronavirus vaccine. You were listening to Joe Biden and Kamala Harris. A wideranging set of questions dealing with everything from afghanistan to infrastructure to Andrew Cuomo to covid19 and the Delta Variant and everything in between. This was on the heels of Hum Touting the passage of bipartisan Infrastructure Bill. He took a moment to celebrate the bipartisan nature in which this was passed. He thanked both leaders, senator mcconnell, the Minority Leader as well as chuck schumer, the Majority Leader and all of those who work on it. Saying this is going to pave the way for an american future. That is healthy for the environment. That supports the economy. And makes roads and highways safer for this country. Of as we mentioned, it was a ranging event. Well start off with our capitol correspondent. This was as the president said a huge milestone for his promises when he was running. But it also certainly is one for the senate. We know it is not the end of the road. It was part of the Last Question there to the president in which he said they will get this done. Because now it has to go to the house. Talk to us about what needs to happen for this now to reach the president s desk and signed into law . Hi, ayman, thats right. The president s last response to that question was the most direct that hes been. He said we will get it done. He knows the challenges ahead. This was the second round of negotiations the president was involved n it started a couple months ago with Bill Cassidy in a phone call. He said i want 600 Billion of new spending on infrastructure. 19 republicans joined all 50 democrats. This is just vet first step. And now it gets even more complicated. Because what is also happening in the senate as we speak is the senate is starting this process on this 3. 5 trillion human Infrastructure Bill. And Speaker Pelosi said she does not want this bipartisan traditional Infrastructure Bill until the senate completes all of its work on this 3. 5 trillion process and that is going to take weeks if not months, ayman. So the president might not see this bipartisan bill on his desk until late september, maybe even october at the earliest. We still have a lot of steps to go that involve different factions among House Democrats who want different things with this 3. 5 trillion bill. So its very complicated moving forward. Yeah. So it raises the questions this has been kind of billed as the hard infrastructure. There is, of course, the House Democrats who want to see the Human Infrastructure and theyre going to try to do that through the 3. 5 trillion Reconciliation Bill that focuses on priorities like expanding medicare, tackling climate change. You know the president has at times tried to keep the two separate. Democrats and the house certainly think that these two are going to arrive at the president s desk at the same time. What are the likely chance thats we see that effort derail what happened today . That Effort Derailing what the bipartisan group did is exactly what could happen moving forward. Thats because there is a group of moderate House Democrats who they want to vote immediately on this bipartisan Infrastructure Bill that passed the Senate Today. They want that to come directly to the house and then go to the president s desk separately from what this human 3. 5 trillion infrastructure whatever happens to that. But the thing is, there is a lot of progressives who are demanding that they do not want to vote on this bipartisan Infrastructure Bill until they also see every single legislative line of the 3. 5 trillion bill. So Speaker Pelosi is on the side of progressives as we speak. And so the question is, can Speaker Pelosi keep all of her members together to vote for both packages . She only has a three seat majority, ayman. Well see how she and a half gates the political waters. Thank you so much. As i mentioned, joining me now is democratic senator from hawaii. Your reaction to this rare moment of bipartisanship that got this bill passed. What do you think . I congratulate the people who brought it together. And it goes to show that even republicans care about roads, bridges, highways, and the other items that are in the bipartisan Infrastructure Bill. So its a good day. Yeah. Certainly a good day. As many i colleague was just outlining, even the president taking questions. We have a long road ahead of us in order to see this actually become law. How do you and your democratic colleagues plan to sell this spending bill, not just to republicans but as you know some of your more moderate democratic colleagues . As we move on to them, is that what youre referring to . Yes. Were going to sell it because these are the things that american families need. Whats in The American Family Plans will cut their costs of living by, for example, making childcare more accessible and affordable by expanding medicare so that our seniors can get their hearing and their dental needs met. That lowers costs. And it will expand educational opportunities. So it does a lot of things that american families need and want. That is how were going to so call sell it and it will be paid for by making sure that the richest people in our country pay their fair share of taxes. Are you at all concerned as my colleague was outlining there as one tries to work its way through the Reconciliation Bill, tries to work through the house, it could have some impact on whether or not this bipartisan bill gets signed as well . Are they separate or do you think theyre going to be linked to arrive to the president s desk . They may arrive at the same time. The Bottom Line is that the senate with the 50 democrats are prepared to pass The American families plan that will, as i mentioned, lower cost for families, provide the kind of Housing Affordability needs and all the things that american families and our communities need. So were prepared in the senate to vote that out. And then the house will need to pass both bills. Im glad that Nancy Pelosi said though that both bills are part of the infrastructure plan. Troops are set to leave afghanistan in just a few weeks, the taliban continues to seize provincial capitals taking control of a seventh this morning. The taliban now hold about 65 of afghanistan. The biden administration conceding the situation is not going in the right direction, but maintains that control of the country is still up to the afghan people, with the president just moments ago saying that he doesnt regret his decision to withdraw troops. Meanwhile on the ground right now, the taliban terrorizing villages in the north. People there fleeing for safety. Nbc News Correspondent Kelly Cobiella spent time at a Park In Kabul being used as a makeshift Refugee Camp and joins me with more. Kelly, i appreciate you staying up late for us. How are the afghan people feeling as the taliban fighters continue to gain more ground . We just heard the president say it is up to the afghan people and the government to change the course of what is happening. Reporter well, ayman, the people ive spoken to are really afraid. People who have not just fled the fighters and all of the violence in the north, but also People Living In Kabul and watching whats happening to their fellow countrymen and women in the north. We spoke to one Woman Today who fled kunduz, the city in northern afghanistan of about 300,000 which the taliban took over on sunday. She said that their brutality has not changed. She is a court clerk. Shes 28 years old, no children, but she is married. She has a government job. She said that was a real problem for the taliban. She said the taliban is actively targeting government workers, especially women. Take a listen to what she told me. And there were also stories told about the taliban taking names. One woman told me that in another village, relatives had told her that they were asking or demanding a list of names of the women from every household, widows and girls, young women, to be forced into marriage to taliban fighters. These are the kinds of things that have been feared by the people here on the ground. Now theyre seeing them play out in a lot of these provinces where the taliban has taken control. Once again, the u. S. , you talked about President Biden saying he has no regrets. The u. S. stance here is that the only way out in terms of the u. S. Actions is in diplomacy. Theyre not getting involved in more air strikes. The u. S. Is not getting involved militarily. Of course they have sent the Special Envoy to doha to try to pressure the taliban to come back to the negotiating table. But ayman, theres really not much incentive for the militant group to do that while they have the momentum on the battlefield. Tonight, as we speak, they are trying to push further ahead, trying to challenge Government Forces for control of the largest city in the north. Absolutely incredible developments there. Back to our Lead Story and that is new York Governor Andrew Cuomo announcing hes going to step down in two weeks. He disputes many allegations against him and denies any wrongdoing. He also says, though, he is sorry. But with a caveat. There is a difference between alleged improper conduct and concluding Sexual Harassment. Now, dont get me wrong, this is not to say that there are not 11 women who i truly offended. There are. And for that i deeply, deeply apologize. All right. Now that cuomo is heading out the door, what does all of this mean for his accusers . Joining me, former prosecutor and legal analyst kristin gibbons. Its great to have you back on the show. Take us through the courtroom here. Will his resignation have any impact on any of the complaints filed against him . I think so. I think that his resignation, though shocking to all of us, actually could be beneficial for cuomo. As we know, there were parallel investigations going on. The criminal investigation through the criminal complaints that were filed as well as the potential of the impeachment proceeding, which may be halted. I know the decision is still up in the air but it may be halted given his resignation. If that is the case, that could be very beneficial for cuomo because it minimizes the amount of public statements he is going to have to make, you know, in his defense. Its my understanding based on reports that his defense for the Impeachment Proceedings were due in by this coming friday. And so if he doesnt have to make any public statements, he shouldnt, because they can all be used against him in any criminal or civil proceedings that we could see in the future. In addition to this, ayman, it could minimize the public scrutiny thats placed on him, which is again beneficial for cuomo, because if there are criminal charges that are pressed against him, any public scrutiny could, a, taint any potential Jury Pool but also, b, look at him in a very negative light, which this report has already done. So all of these things could work towards cuomos benefit since he doesnt have to make any public statements based on his resignation. Lets talk about the alleged victims for a moment. You know what its like to prosecute a powerful person accused of sexual misconduct. How huge is this moment for the 11 women in that report . I think its huge. Like you mentioned, i have spoken to survivors, specifically in highprofile cases such as this. Whenever there is some type of acknowledgement or some type of accountability to be held against the offender, in this case even though cuomo is voluntarily resigning, it is a huge step. We know how cuomo is. We know his family is uber political. So the fact that he is resigning and no longer going to be head of New York means a lot. Its a step towards justice. And if there are no criminal charges or no civil proceedings, which i cant imagine there wouldnt be, then at least they can hold on to the fact that because they came forward, cuomo resigned and is no longer going to be in a position where he can further abuse his authoritative power. It is a stunning fall from grace for a governor who was widely celebrated as an effective political leader, from a very powerful family in New York.
