Part of the bill focuses on human infrastructure. The united States Senate is addressing the needs of Working Families. The new York City Judiciary Committee has started the process to investigate Impeachment Articles against Governor Cuomo as we hear for the first time from an Executive Assistant who filed a criminal complaint against him. One of Governor Cuomos attorneys Will Downme live to respond to that and much more later this hour. And a group of democratic lawmakers from texas who fled the state to block action on new voting restrictions, have Security Court Order blocking republicans from forcibly returning them to the state capitol. Well talk about that one of the lawmakers involved in this effort. And a sobering report from the United Nations says that while Human Activities are responsible for global warming, there is a chance to pro vent the planet from getting hotter. We ghun hour with the latest on the pandemic. Right now, 40 states in washington, d. C. , are currently experiencing a spike in new covid cases over the last two weeks. With the remaining ten states also reporting an increase in new cases. As we mentioned, Defense Secretary Lloyd austin announced today that all members of the u. S. Military will be required to get the Covid19 Vaccine no later than mid september. The deadline could be moved up if the fda gives the full approval of fuser vaccine. To visit canada, as long as youre fully vaccinated and tested negative within three days of the visit. And a federal judge in florida issued an Order Sunday that would allow Norwegian Cruise Lines to require passengers to provide proof of vaccination. Joining me now on both of these many more of these stories from two of the biggest covid hot spots in the country, Nbc News Reporter Mara Barrett in memphis, tennessee and Ron Hilliard in tallahassee, florida. I understand you got some Breaking News on some of the developments taking place there in florida. Tell us what you have learned in the last couple minutes. Yeah. There are seven states in which the governors of the states have banned School Districts from requiring their students to wear masks. Florida is one of them. Governor Ron Desantis even threatened to cut funding to any School District that attempts to defy or challenge that by requiring their students to wear masks. And this is notable here. Because just here this afternoon the first School District, leon county, thats where were standing in tallahassee has essentially been the one to stand up and say were going to be the ones to challenge him. Theyre now requiring students to wear masks beginning on wednesday when the Students K8 students return to the classroom. Now their kids under the age of 12 cannot get access to a vaccine at this point. And that is why here over the last several days when weve been talking to parents and teachers in this community and theres been heightened concerned about students, unvaccinated and unmasked at time in which florida is the epicenter here. Leon county now saying, unless the student, a parent gets a medical exemption signed by a doctor, this he have to wear masks. Again, this is directly challenging the govern yo are here. This are seven states in which this requirement is banned here. Ayman . Mara, youre some Shelby County. One of the only districts to mandate a Mask Mandate. What you are hearing from officials there . Will with, ayman, unlike in florida, tennessee doesnt have a ban against a Mask Mandate in School Districts. They left it up to local students to make the decision. But the republican Governor Bill Lee here was advising against those Mask Mandates saying that he was against any school doing so. But Shelby County is the largest School District in the state surrounding memphis, more than 100 thou students. The reality of the situation here is that over the last two weeks, they have seen a spike in cases of more than 200 . Almost 25 of those cases are among kids younger than 17 years old. And so school officials here said there was no question when it came to wearing masks. I was here as school opened this morning. Kids came bounding out of the cars already wearing their masks, excited to get back inside. School is back in person for the first time in a year and a half. I want to hear from one of the students. He is a senior year. He basically said hes willing to do anything to stay in person. You still want to be here. So youll take that little inconvenience of having a mask on. Just to still be in the school. Virtual is a struggle. I really wish i was here for my junior year. Im going to take every minute and make it count for my senior year. Parents expressing the same sentiment. Theyre excited their kids can be back in person. Theyre supportive of the School District for issuing this mandate. One parent called the grofrn a joke saying that hes not supporting the state in that he is going to trigger more cases around the state by not letting other School Districts or not encouraging other School Districts to issue the mandates. I can imagine it is drawing some response from republicans. I know there is awe fierce response from the tennessee House Speaker. What more can you tell us . Right. So over the weekend before school started here, the House Speaker wanted to push back against Shelby County. Were hearing he wanted to call a legislative session to pull funding. He said this is not one he agrees with and everything is not off the table just yet. The superintendent i spoke with this morning wanted to walk me through his decision to go against this political pressure. The governor and i, we have a great working relationship. Our students wear masks. The governor does understand this is a local decision. And right now our numbers are in triple digits in the state. The numbers have increased by over 200 . Only 37, 38 of our familiar am families are vaccinated. We have to do what is best for children and that is safety first. The superintendent here staying firm against that political pressure. Of he said he received Death Threats from poem outside his county from people across the state even though hes getting support from parents in his district from children in his district. And so he says the most of the pushback come from other parts of the state. Hes going to do what he needs to in terms of keeping the school safe. The schools changed up their schedule when it comes to switching classes. So students spend less time passing each other in the hall ways. They reduce the Class Sizes for kids who are younger than 12. So that there is less kids in the classroom for those who are unvaccinated. They also installed up graded Air Filtration systems and plexiglas. He said the most important thing is keeping his kids in school and in it person and making sure theyre safe. Ayman . All right. What do you advice parents and School Boards to do given what we see play out across the country . This has been an incredible time and really big crisis that is affecting children who are not getting to school. However, the idea of mandates for masks is absolutely essential. As is the fact we should be mandating every single teacher, administrator, Bus Driver who is anywhere near in contact with these kids in the classrooms. They must be vaccinated. No ifs, ands or buts. No exemptions. The churn need to be protected. Im kind of had it with the governors and politicians who are letting really ignorance and politics interfere with what must be done for our children in schools. And our populations in general. The idea of forbidding mandates for masks or vaccines is nuts. I dont know how else to put it. I think enough already. I think the federal government needs to get a lot stronger what it is recommending and we need to push back against the governor ins in the seven states who have some crazy ideas founded on politics, Conspiracy Theories and other things that have no business playing out in protecting the Health And Safety for our children. Do you think were at the pount where Contact Tracing, excuse me, should be Routine Practices in all schools across this country . Yes. I think Contact Tracing should be in play although its not as useful now as it would have been in the very beginning of the pandemic. I think the priority should be on masking in schools and especially on getting everyone who is eligible vaccinated. Hopefully well have all children actually eligible for vaccinations. Thats what they should get. In the meantime, like i was saying, teachers must be vaccinated if were going to allow them into the classroom. Contact tracing is a useful adjunct if we have positive results of testing in the schools. But basically, masks and vaccinations come first. Were seeing a growing impact of covid19 on children. Thats not a surprise at this moment unfortunately. With over 50 of the country fully vaccinated, Delta Variant spreading rapidly. Hospitals across the country are reporting increase in children being hospitalized. We hear all the time that children are less likely to get covid19. How much do you think are unvaccinated adults to blame for the rise in cases among children . Well, unvaccinated adults are to blame for generally the new surge that were seeing now as its been said by the head of the Cdc And Dr. Fauci. This is, in fact, a pandemic of the unvaccinated. And besides the clever words, the reality is that we have the Delta Variant sprouting up all over the place, out of control. Still dont know exactly where there is going. The Delta Variant not to mention other variants in the wings. So its a very dangerous time. We dont know what the ultimate outcome is going to be or the impact on children. The anecdotes were hearing about deaths in children while its tiny fraction of all our children, it is something that makes me and other pediatricians and Public Health experts concerned. We dont know what is happening. Vetting vaccinated is the one sure way to get this pandemic Under Control and saving the lives of everyone, adults and kids going forward. Doctor, thank you. New York State lawmakers on the Judiciary Committee met to discuss the potential proceedings for democratic governor andrew cuomo. The meeting comes as the Governor Circle grows smaller by the day. Last night one of his top aides stepped down following the new York Attorney generals report alleging the governor harassed 11 women. Derosa made no mention of the claims surrounding the governor. She called the past two years emotionally and mentally trying. This as one of Cuomos Accuser Brittany camiso identify as executive Number One is speaking out on her experience with the governor and explaining why she filed a criminal complaint. Why did you file that criminal complaint with the Sheriffs Office . Because it was the right thing to do. The governor needs to be held accountable. Being held accountable to you means seeing the governor charged with a crime. What he did to me was a crime. He broke the law. Governor cuomo has repeatedly denied touching anyone inappropriately and disputed the claims in the Attorney Generals report. Joining me now is attorney for new York Governor andrew cuomo. Thank you so much for your time. There are, as you know, 11 women who have come forward. Thats a pretty big number that experts say established what they call a pattern of behavior. I just want to be clear. Is the governor denying all of these allegations or is he denying some and explaining others . What is it exactly that hes doing towards all 11 . The governor has made clear in his testimony to the Attorney Generals investigators he doesnt dispute some of the allegations. And its important to note that i keep hearing over and over it is 11 women claiming that they were sexually harassed. There is a woman that is not an employee of his, who complained about the governor kissing her and touching her back at a Wedding Reception that he officiated. Another is a woman who was not an employee who the governor was at a public vent. Was greeting supporters and people working for an Energy Company along a Rope Line with dozens of people in attendance and reporters there and she claims that the governor as he moved along the Rope Line his hand went across her chest because it had the logo of the company on it. Some of these allegations are not do not rise to the level of Sexual Harassment. Another of the 11 women happens to be a Health Worker who live on television did a Covid19 Test of the governor. And what the governor said to her is she was wearing her Hospital Gown and had an M95 Facemask and a Face Plastic Face shield. The governor said to her, you make that gown look good. These dont rues to the level of Sexual Harassment. Its 11 women. Theyre equally take theively different. But just to be clear, it doesnt just to be clear. It doesnt make a difference if they were Government Employees or not, right . Just to be clear on that . You just said it does. Why . Why . It actually makes a difference. Why . For Sexual Harassment laws, theyre talking about it within the context of an employment. You bet it makes a difference. Okay. So let me play for you something that brittany had to say this morning on cbs this morning. Watch. Sure. Maybe to him that he thought this was normal, but to me, and the other women that he did this to it was not normal. It was not welcomed. And it was certainly not consensual. All right. This is a governor that is praised for being an effective communicator in the muddle of the crisis in the middle of the pandemic. Wet have been hearing from you understandably so, why arent we hearing from the governor directly . You will be hearing from the governor directly soon. I have said that and i know he will be speaking on the topics but youll be hearing from them soon. Can you tell us why he hasnt done it yet so far . Part of this, i think, for the governor is, one, he did speak on this in a 20minute Video the day the report was out. And he addressed a number of these allegations. He also spoke on it through a Positions Paper 23 pages that i put out. It would almost appear that nobody read. Which pointed out some factual errors in the Attorney Generals report. Factual errors that were really important about evidence that the Attorney General omitted from the Report And Evidence that the Attorney General is not giving the governor or me access to. Ive asked the Attorney General for access to evidence such as the testimony. I want to understand why twothirds of the witnesses were not put under oath in the interviews transcribed. I understand there are confidentiality issues in this regard. But it is really important that i get access to it and im willing to ent near a protective arrangement such so that it is the use that i spoke about it. He spoke about it the day of the Attorney Generals report. There was a 23page report. But he didnt address the specific charges. He didnt talk about the trooper and the allegations she made against him. He came out there and he put out a video response. The governor said he hugs and kisses everyone. He showed pictures of himself doing. That lets play that for a moment for everyone to see. I do kiss people on the forehead. I do kiss people on the cheek. I do kiss people on the hand. I do embrace people. I do hug people. Men and women. So youre saying he spoke about some of the allegations. He did not address the specifics. Thats no the what these allegations are about. That video that he just put out there. Hes accused of groping and fondling women inappropriately s that video a fair comparison to the allegations that are being leveled against him . It certainly is with respect to the most serious allegations which is miss camisso is who is alleging Sexual Assault and that did not happen. What is very bothersome about this is we now have miss camisso saying the Attorney Generals report i got the wrong. She said it in april and she said it again this rng month. The Times Union reaffirmed it. This incident happened in november. And the only date in november for which there are youve seen records that she visited the mansion was on november 16th. He addressed it in the video response. The two most serious that he knew of at that time was with respect to Charlotte Bennett and brittany commisso. Did it not happen. She moved the date to november 25th. What is shocking is the Attorney Generals report which everyone is relying on and is saying is the bible of truth here got it wrong. There are omissions. They did not include critical evidence. And they had credibility issues. And they didnt include that in the report. It is surprising that theyre crediting Lindsey Boyland that threated a witness and did not tell the the Attorney General report did not explain why the witness was threatened. What the threat was. And i would also note that there was a conversation between the Attorney General, la teesha james, and Melissa Derosa in February Of 2021 about the allegations. And even lateesha james said to Melissa Derosa she had been at an event and heard she was not credible. Yet the report credits her 100 . That is problematic. That is very problematic. I do take issue. Again, i dont mean to be i do take issue that governor groped and fondled all of these women. You need to look at it is equally take theively different. We have kaitlyn does not suggest that the governor groped or fondled her. Neither does the Health Care worker. I understand that. I understand you want to its a bit frustrating. You want to go through every case. We dont the time for that. Certainly that will come out. I do want to say over the weekend you characterized the Attorney Generals report as an ambush. Do you still stand fwha . Absolutely. Okay. So let me just share let me share something with you. Two things. One, nothing in State Law actually says that you or your client are entitled to get a report from the Attorney Generals office beforehand. I actual will you want to put up for viewers a letter you sent to the Attorney General actually i think its dated, you know, back a couple months ago to be more general. But it in you specifically say due to the nature of this review, the weekly reports contemplated by Executive Law will not be approved by or transmitted to the executive at the you know, when i look at this im thinking you did not want the report being given to your client on a weekly basis. Why you would expect to be given it to him at The End as well . It is standard practice. It is done with the State Inspector generals office. Its also done at the department of justice with their office of professional responsibility. And their Inspector Generals office. That when they were doing it an investigation of an individual and about that individuals conduct in their job, but before they issue a final and theyll show a draft. To the reported subjects or targets. So that they have an opportunity to comment on it and give a statement. We werent even allowed and we asked repeatedly to get a transcript of our own clients testimony. We still dont have that today. We will give you an opportunity. Outside counsel personally did ask for opportunity. As we sit here today, there are a number of references inside that report talking about various photographs that have been taken, text messages, Hundreds Of Footnotes for which were not being provided any of the source documents. I have what you have. I read it on the same day. The. There is no opportunity to respond. I did sit with the governor through a very lengthy day of testimony. And it was clear from the manner of questioning that there were things that they were getting at and i felt trying to catch the governor in in, you know, small trivial lies, as opposed to showing more of their cards to the governor could do a full response. And ill give you one example during the testimony. They showed him a schedule from some day in september and asked him does he remember where he was that day . Of course he didnt remember why he was that day. So there has to be fairness here. And that has not happened. Youre talking about Um Peaching a sitting governor and its not 11 pum that he says they fondled him and then sexually harassed them. It is much smaller than that. And the most serious of them is not true. The records do not match up with miss comissoos record. She said the governor groped the breast of miss brittany commisso, that is not true. Give us a sense of, you know, what will likely be in the bill and the Time Line for getting it passed. The text that we got this morning does provide a blueprint for how the committees are going to go about their work over the course of the next few weeks. Filling in the details on this long talked about Reconciliation Bill that will focus on human infrastructure. But it also provides a little more of an emphasis on the ethos of this bill which is a long list of progressive priorities that we have been hearing about, frankly, since during the president ial campaign. What ends up in this bill are things like Prioritizing Combat and climate change. Free community college, paid leave, universal prepay. Those are a few of the things that have been outlined and prioritized to be in here. Take a listen, for example, to one of the key architects of this part of the process, Senator Bernie sanders speaking about it earlier today. I wish i could tell that you my republican colleagues understand the crisis facing Working Families. And they understand the moral imperative that were addressing climate change and working together to do what the american people want. Create millions of good paying jobs, addressing the needs of Working Families and climate change. Ayman, weve been in a rare zone of bipartisanship over the last few days. Were going to snap back into the normal partisan or the of things. This is the part where democrats are really going to go it alone. They can do it by a simple majority. So what we expect, the choreography over the course of the next few days, is a vote on the bipartisan Bill Tomorrow in the morning and then right after that Senator Schumer bringing up the reckon Sul Yags Bill and really kicking off this process, committees using the next few weeks to draft it and then well have a busy september here as this process does become more permanent. All right. Thank you. Thanks for that update. We want to learn to a legal win. 50 texas democrats fled their state for d. C. In protest of republican backed voting restrictions. The group of democrats blocked republicans from having forcibly returned to the texas house chamber. This as more than two dozen members of the Delegation Head Home after spending a month in washington away from their families as part of the of effort to stave off a Vote Back in austin. Now as for the texas lawmakers who stayed behind, they say theyre going to continue lobbying for federal voting Rights Legislation riding out yet another special session called the by governor greg abbott. For for monday this, im joined by Jasmine Crockett, one of the democrats still in d. C. Someone we have been speaking to frequently throughout all this. Representative crockett, thanks for coming back on the program. I know youre part of a much smaller group now. Half the original delegation left d. C. Heading back to texas. Tell us about why you are staying and what have your conversations been like with your colleagues going home . Do you support them going home . Or do you oppose it . No. I absolutely support my colleagues. First of all, great to see you. Them going home had to do with some of the things they need to take care of. For instance, diego, he wanted to make sure that he saw his daughter off for her first day of school. Right . And so there are things that they really did need to do. And thats why it was important we did get this covered. We did get an order from a court. Making sure that our colleagues that are still very much in this fight, that they did know that they could move about freely without the threat of arrest. With your group now split up if it you want to consider it that in terms of geographic locations, how do you plan to fend off the republican backed Voter Restrictions Bills . Do you still have the numbers to stave it off by not being there physically president zblent. Absolutely. We have the numbers. We want to stay here. Guess what . The senate is still n there is a vote on a new Voting Bill this week. As soon as we get that vote and hopefully it will be a victorious vote, then with can go home and deal with the inevitable which is republicans that decide they dont want to negotiate. They dont care about the Voting Rights of the majority. And that they are going to do everything that they can to make sure that they maintain power. But now well know that weve got federal legislation backing us up. As it relates to other colleagues at home, once again, we support them. We know that our numbers are still very strong. The republicans are nervous about that. So when they gavel in at 4 00 p. M. Central standard time, i can tell you very confidently that there still will not be a quor yum. You mentioned there the house already in recease. The senate expected to Head Home in the next few days. Im talking about in washington, d. C. What do you hope to get done this week . What happens if the senate when they go on recess, what are you going to do in your time in d. C. . Well, if the senate goes on recess, im finally going back to the district. My district needs me. And they want me there. And so there is so much we need to do around covid19, especially since there has been a lack of leadership from greg abbott, our governor. He decided there should not be any Mask Mandates even for our little kids who cant be Vak Sin alted that point. So i plan to do some Covid19 Vaccine drives. I plan to make sure that were continuing with constituent services. I plan to work really hard in my district to make sure that they know that i never forgot about them and ive been fighting for them the entire time. All right. Ncht the senate Judiciary Committee will sit down with a former doernl, this comes as days after the committee talked with former acting Attorney General Jeffrey Rosenen and former acting deputy Attorney General Richard Donahue about trumps efforts to push the Justice Department to help him overturn the election results. The new york times reports that rosen also met with the Justice Departments inspect juror general. A person familiar with that interview told the times that rosen detailed several encounters that he had with Jeffrey Clark, the forming acting head of the civil division including one in which clark admitted he met with trump. Clark did not respond to the times request for comment. He said in january that his official communications with the White House were consistent with law. Joining me now to talk about this and more, chuck rosenburg, former u. S. Attorney and senior Fbi Official who is now an msnbc contributor. Good to see you again. I want to play for you what what kansas democratic senator and Judiciary Committee member how he Character Yid the situation during an interview with on msnbc yesterday. Watch. The president mounted a Pressure Campaign that was absolutely relentless, brutal, personally involved directly aimed at the department of justice. Seeking to break it. And weaponize it to overturn the election. The department of justice refusing to break standing up to him was the means to avoid that kind of catastrophe. Given what we noi so far about the efforts, was there potential Criminal Conduct by Jeffrey Clark and donald trump . Theoretically. I mean theoretically, there are statutes that might fit the conduct. What you need is evidence. You have to gather people that talked to trump. Yes, theoretically. We dont have the evidence and the Public Domain yet. Is there things that the Congress And Doj need to do to prevent this from happening again . Is there any fuhr walls they can put in place to prevent something as nefarious . I wish there was same am fix. Tins uz are as good and bad, strong or as weak as the people that preside over them. If you have women with integrity and civility, the institutions are strong. They withstand, you know, rogue behavior. And if if they are not, then they dont. And so i dont know that there is a simple fix, a fire wall, a regulation, a policy that prevents this. Good Men And Women do. Unfortunately, we have enough good Men And Women in place to halt mr. Trumps efforts last go around. Legality me ask you about rosen here for awe moment. They say that Jeffrey Rosen voluntarily agreed to appear before the committee. The new york times reports that rosen also voluntarily reached out to the Justice Department. Should we take Way Anything from the news that he agreed to do the interviews . Well, probably. The stuff is troubling him. He wants to talk to investigators and tell them what he knows while fresh on their mund. It will be helpful. By the way, that is what you expect a former Attorney General to do. So i take from it that Rose Enwas deeply troubled by what the president was seek willing. Anticipate that rosen wants people at the department of justice, the Inspector General and in the congress to know so they can act on it and put in place the Fire Walls that you spoke of. Again, Fire Walls dont prevent this. Men and women do. Rosen, whatever his politics is trying to do the rig thing. To let people know what happened and let them know soon and early.
