Whats the situation like on the Ground Today . Reporter the latest posting out of florida, hospitalizations down to 14,000 floridians in florida hospitals with covid. This is a situation where records are being broken on a daily basis now consistently. Just this weekend, more than 23,000 new daily cases here in florida, as you see that trajectory, just continue to increase. The Delta Variant 46 times as contagious. This is a situation in which now essentially its colliding with the Reality School is starting this week across the state of florida. Thousands of students will be going back to the classrooms, and in the heart of the debate here after Governor Desantis banned schools from requiring masks here, you have seen a lawsuit that has been filed other on behalf of multiple parents in florida challenging that order, essentially we have heard from parents themselves saying that they are not going to be sending their kids to school here if masks are not required, concerns that children particularly those under 12 unvaccinated could be spreading the virus. To what extent are you arguing that a school has a responsibility to stop a communicable disease from spreading . To a very high extent. Certainly every School District has that obligation, certainly every town has an obligation to schools to ensure that most is being done at the schools. When you take away from them a tool like mandatory masks in schools, especially for kids that cant get vaccinated, you really set back the process including more risk than they should be. What are you learning about what this means for adults and kids who need care . Reporter this is a dire situation, no matter how you look at it. The stats tossed around related to covid19, the most heartbreaking in texas is the one that covered this local paper over the weekend, 14 icu beds for 2. 3 Million people, thats the situation for those here in austin and believe it or not, since then its gotten worse. Last check six icu beds in the austin area. North to the metroplex dallasft. Worth we have about 75 icu beds for a population of 8 Million people. The shortages are happening in real time. You mentioned the Pediatric Issue Houston has one of the largest medical centers if not the largest in the entire country and heartbreaking story from one mother of an 11monthold girl who had covid, went to a houston hospital, thinking she would be able to get care, in turn, everyone was so full this 11monthold girl had to be Life Flighted to a hospital more than 150 miles away in temple, texas. That is borderline unheard of. From a control standpoint, local authorities here are unable to issue any mask mandates because of an Executive Order from Texas Governor Greg abbott. In turn were seeing what you mentioned those warnings being sent out to people from local leaders, reiterating a lot of the safety measures we already know, but absolutely stressing this is a dire situation. If you look at the population of texas here, we can look at the vaccination rate. At least check 44 of the entire population is vaccinated, that number needs to be significantly higher if there is any hope of containing this Delta Variant spread that is really wreaking havoc across the southland, especially now here in texas. Lindsay . Just an 11monthold getting air lifted there, so terribly sad, morgan. Dr. Frieden, i want to look at the big picture. We spoke on this Network Yesterday Morning and said we could reach 200,000 cases by next month, daily caseis. I had to listen to that because i couldnt believe it. Hee understand what this means. Well see more cases. Are we going to see though hopefully fewer people dying because of the vaccine . Delta is doubly infectious and its also deadlier, because more people become ill. Theres an interesting set of graphs, comparing the United States with the United Kingdom, rapid increasing Case Counts in both places but in the United Kingdom where they have a higher vaccination rate, they see a much lower increase in hospitalizations and deaths. That kind of divergence between cases and severe illness that you see in the United Kingdom, you see much less of in the u. S. , particularly in places where there isnt enough vaccination going on, and there arent enough masks being worn indoors. Really the fundamental point here is that vaccination and masks are our two most powerful tools, and they have themselves been infected with this toxic partisanship, a governor who bans School Mask mandates is just being irresponsible. Are they more susceptible to the Delta Variant or is this happening because younger kids arent eligible for the vaccine yet . Were not sure of all of the characteristics of delta, whether its more severe, whether its more likely to affect kids but we know that kids under 12 cant be vaccinated, thats months away from happening, and we know that the Delta Variant is highly infectious and what weve seen around the world is big outbreaks in schools. Now, i say that with the clear sense that its crucial that we get our kids to school, in person, learning and keep them there safely in Person Learning with the staff, that means using layered protections to keep our schools open, vaccination, masking, ventilation, rapid response to cases. There are ways to keep our kids in School Learning and really that is crucially important for all of us. Thats what a lot of parents want, to. Doctor, before we let you go, if you were still running the cdc right now, what would you be pushing for . More federal intervention . Is it greater pressure on State Officials . I think we have to look at Vaccination And Masking as the two crucial interventions, and look by state, by county, how are places doing, places that want to do better, provide all of the assistance possible, places that are taking a stance that is really contrary to science. What are you watching for as the strategy for the Budget Reconciliation for House Democrats . Reporter over the weekend, every senator i had a conversation with on Capitol Hill the conversation started with a shrug or sigh. This was moving slower than any of them wanted to in regards to the bipartisan bill we were waiting on all weekend. In the senate all it takes it one person to gum up the process and thats what happened over the weekend. Hitting Monday Morning its clear the gears are starting to churn and were looking at a likely passage of that bill on Tuesday Morning at some point and it could pass with significant bipartisan support. You look at the procedural votes that happened over the course of the weekend, the 18 and 19 republicans joining with democrats to vote to advance this bill however slow the process was going. Now in just the last little bit, were also seeing the second track of this process beginning to play out. Republicans clearly on board for the bipartisan part of this, but things start to revert back to their normal partisan order once you start talking about this 3. 5 trillion push for human infrastructure, the kinds of legislative priorities that we have long heard about from progressive activists, as well as democrats and the white house, key items like free community college, University Prek and a big focus on combating climate change, a whole Laundry List of Democratic Policy Priorities in here. Whats not currently in that Budget Resolution right now is anything about the debt limit increase. We saw janet yellen, the Treasury Secretary say today that should be moved forward in a bipartisan fashion. At the same time theres no appetite for that among republicans. Were going to wait to see if that happens, otherwise looking down the road past the summer and into september, where we could see a Debt Limit Fight on the horizon. One thing at a time, though, as we tick through the rest of the week, because there is one other about ump in the road, thats what happens to this bipartisan bill and the Budget Resolution, once it heads to the house. Weve heard some backandforth between moderates In The House as well as progressives pushing and pulling in different directions on this. Obviously they will be discussing a lot of issues surrounding the governor, the most obvious one is that explosive Ag Report released several days ago alleging Sexual Harassment by several women and meantime, there were other host of issues that they will be discussing as well, including the mishandling, alleged mishandling of Nursing Home deaths during the pandemic, also that Book Deal and possibly the misuse of State Resources to write this book, which earned Governor Cuomo millions of dollars, and then there is a possible coverup when it comes to the construction of the mario cuomo rig, so several topis that the Judiciary Committee will be tackling today. Meanwhile, the governor has until friday to submit any more evidence in his defense. What are your thoughts from the accuser in that Cbs News Interview . A couple of things. From the perspective of a prosecutor, you are looking for how credible is the witness and what is she saying. On the first score, she was a sympathetic, credible witness. She made two statements i think are relevant if you are considering whether or not to charge cuomo with a crime. First of all, she said that he got sexual gratification out of this encounter and one of the things you have to prove in order to prove the crime of forcible touching is that it was done either to degrade, abuse or to get sexual satisfaction. So that was a key point. Another thing she addressed was this potential defense that cuomo might raise which is, look, if she was really all that upset about this going on, if it wasnt consensual or if it happened at all, why didnt she complain about it afterwards . One of the things she said that i thought was compelling was look, this is the governor. I didnt feel like my voice would be heard. I felt like there would be repercussions for me if i raised anything. I was scared for my job and my career and thats why i didnt. Those are two things that would be a preview of your potential criminal charges, if you are a prosecutor. When we heard for the first time over the weekend from the Albany County Sheriff and he talked about how theyre not going to treat this case any differently. Lets listen to some of what he said. Were not going to rush this because of who he is. Were not going to delay it because of who he is. Were going to conduct a comprehensive investigation and when the facts and all the data and the evidence is compiled, well make a decision at that point. Is there a difference between an investigation into somebody so highfrom profile like the governor and typical inquiry . Of course its more difficult to conduct in a way in which youre not responding to the political pressure but the sheriff articulated that perfectly well, which is look, a prosecutor has to make two determinations when he or she is deciding whether or not to bring charges. First, can i prove that this crime actually happened, can i prove the different elements that i have to prove in order for a jury to find that the defendant is guilty and second of all, should i bring these charges, and there are all sorts of factors that weigh into that second determination. But in both of those decisions, politics ought to play no role. So its a hard thing to do, with all this political pressure in the background, but a prosecutor really has to try to insulate himself from this, and make a determination based on the facts, whether or not to bring charges, and one thing to really bear in mind is, if the prosecutor doesnt bring charges, in america, that doesnt mean the crime didnt happen. It doesnt mean the victim or the alleged victim is not credible or doesnt have, didnt experience real pain. Sometimes in our country, prosecutors make these sorts of determinations that look, the burden of proof is really high, the resources that would need to be poured into this might take away from other important serious crimes and thats the way our system of prosecution works. So if we dont see criminal charges come out of this, and maybe we will, but if we dont, that is not necessarily a reflection on her account of what happened or any of the other alleged victims and what they experienced and how grave it was. Because of the way the effects are already baked in, for example, the ice thats melting All Over The World contributing to Sea Level Rise and deep ocean warming, that is sort of on a path of its own now. Look, im highly confident the bipartisan bill will be approved, were in the final stages here to get that done, and im highly, highly confident that the Budget Reconciliation bill, the democrats much larger Infrastructure Package will get to everybody agrees on the Need And Urgency to act. There may be some tweaks here and there between now and a final passage of the Budget Reconciliation package but highly confident democrats will stand united and the door is open for republicans to join us and make that a bipartisan step, too. Do you expect that infrastructure will pass this week . I believe the bipartisan Infrastructure Package will pass this week, as early as tomorrow, and we will immediately move on to the next part, a much bigger Infrastructure Package that will invest further in climate change, invest in Health Care and housing, education, Child Care and more. Thats exacty why governors are saying open The Borders to canadians. This doesnt make any sense, to fully vaccinatd canadians.
