If that sounds familiar, its because were in a very similar situation as we are in last night. Its almost like good morning. Up to see the groundhog . Yeah. Think it will be an early spring . Didnt we do this yesterday . I dont know what you mean. Dont mess with me, pork chop. One days this . It is february 2nd. Groundhog day. Yeah. Thats right. I thought it was yesterday. [laughs] oh, [laughs]. Take a breather bill murray. Good news is. Time unlike his collector in the movie Groundhog Day, this time we have a pretty good idea of what is going on and how it will and. Senators just voted minutes ago to swap out a shell bill, with the actual text of the bipartisan bill. That vote passed 69 to 28. Now the senate is holding another vote on closure. Clutches shutoff the debate and start another 30 hour waiting period the Infrastructure Bill could pass tuesday morning, and this infrastructure Groundhog Day will finally wrap up in the senate. That can be when things really get difficult. We will get to that in just a minute. Lets begin tonight with the latest details on this vote, from Nbc News senior political reporter jonathan allen. Hes the coauthor of, lucky how Joe Biden barely won the presidency. Jonathan, the senate has reject an effort from Senator Lankford to over the cost of the bipartisan plan. They voted to drop the actual text inside the shell bill. Now they are voting for cloture. Does this seem like we are making the way towards our vote on tuesday, or are there other possibilities that can throw this off . It should be done by tuesday, in effect. There is no need to have those 30 hours of debate post cloture. Its what you can debate, if there is nobody objecting to have it sooner, or the can of the vote after the one you are watching right now, which is essentially as you pointed, out the big Cloture Vote that says lets have a final vote on this bill. Theres really only been one senator, Bill Haggerty of tennessee who is considered to be a possible Monkey Wrench in this if he decides, for some, reason to speak for a longer than an hour or so. Its possible if he drops his objection this can move over pretty fast. It can delay but not deny and ultimately it may. Heres an idea of how Chuck Schumer kicked off the tone for this evening. This afternoon we pick off where we ended up last night. The senate has voted to advance the bipartisan Infrastructure Bill, and bring debate on the Substitute Amendment to an end. I repeat, the democrats are ready and willing to vote on additional amendments to the bill before moving to final passage. Once again, that will require the cooperation of a republican colleagues. I hope they will cooperate, so we can move more quickly, otherwise, we will proceed by the book and finish the bill. John, whats our sense of the bipartisanship inside this bipartisan bill . Even the vote to take away the Shell Vote there were republicans who voted. Yes it is bipartisan. It wouldve gotten this far if it was not. 63 up to about 69 votes for that legislators both democrats and republicans want to see this move forward in the senate. It will get over to the house, which has been out of session and will be for another couple weeks here. When it gets over to the house, that will have a lot of influence. That certainly the hope of democratic leaders, you will see some republicans break off from the Party Line and move with democrats, or at the very least, the democrats will be able to keep their moderates on board. The moderates looking at what Kristen Cinema is doing in Joe Manchin deciding that thats in fact the Model Position to support this bill. Kirsten cinema of arizona was the senator who rose in response to Senator Lankfords objection to suspend the Budget Rules and allow this to go forward. Theres three votes tonight. That one, and the replacement, then the Cloture Vote. What is the timeline look beyond here, both for advancing this bill In The House, and also the other bill . The socalled soft or human Infrastructure Bill . What does your christmas look like, joshua . That long, how . Nancy pelosi has said she will not move one without the other, or at least not said one without the other with the president. There is real tension within the democratic caucus In The House of whether they move this Infrastructure Bill without that Reconciliation Bill all or the moves off of it and say they are and will do the Infrastructure Bill. A lot of moderates do not want to vote for war at 3. 5 trillion an Infrastructure Bill is. Theres still politics to work out and a couple weeks to start working on that. The senate will work on the budget resolution. All that is a reasonably long process. You should not expect to see president biden signing their Infrastructure Bill, or that Reconciliation Bill anytime in the next couple of weeks. Whether that ends up being a late September October Christmas is a pretty strong place for members of congress. As soon as i kid hear you say christmas i could see my Boat Friend and mother saying shut up. Thank you for continuing this with us. Lets continue now with susan Del Percio, an nbc personal analyst. And alenciajohnson former representative to the biden campaign. Lets begin with you with regards to our Holiday Plans what is your sense of how bipartisan this bill, at least one working on tonight, will remain as we go through the rest of the process of potentially making It Law . I think it will stay that way at least through this senate and the only thing that works against bipartisanship is time. While i think whether its tuesday, morning or Tuesday Night or monday that this past is the senate thats a lot of time to go by before the house to approve it and vote on It In mid to late september. That will be difficult. I also believe that Nancy Pelosi will not light too much more time go by once they are back in session in september In The House because she wants to deliver this for Joe Biden and there will be enough bipartisan support we know that from house republicans, and for them to hit the number. When it comes to the thats on the hard infrastructure. When it comes only soft infrastructure thats anybodys guess. We dont even know, it looks like he can make it through the senate but its highly unlikely that it could make it through the senate at this point. In regards to time and how the ravages of it might affect the, senator merkley, Jeff Merkley from oregon spoke to Jonathan Kaye Park this morning on the sunday show. Part of what he said is here. Well, it does require all 50 democrats to hang together and there are differences of opinion, as we know, among 50 members. It will be a lot of work on the individual components exactly how do you do Climate Infrastructure . How do you do the House Infrastructure . Do you do the full Tax Credit for children . Do you do Family Leave . How do you raise the money to pay for it . There will be a lot of work. Im convinced we will get it done and there will be exactly 3. 5 trillion. Certain things will follow because one member boxed . It yes. As a whole, though we will succeed in that vision. What do you think of that in terms of how the bill might evolve, change, shrink, as time goes on . You know, a lot of democrats have talked about the key provisions and they are really important for the constituency and adjusting climate issues and addressing childcare. Its really important. It builds into the broader understanding of what infrastructure is. I think you are going to see a lot of democrats see the push on behalf of their constituents because, i want this to be clear. I know we can talk about this in Bidens Legacy for this to be his crown achievement. The reality, is this has a significant impact on the american people. Democrats know that they only have one opportunity to really deliver on some key provisions, and this is the bill. They are going to push forward. The caveat, is because we want to get this bill done, we dont want to be sitting here talking about this at christmas. Im sure there will be some compromises. Its not going to just speak quickly done, and it stripping away everything and still democrats have been fighting for it this far. Before we continue, i should note we can see screen. The yays are 68 and the nays our 69. That means the notion for cloture on this bill is adopted. Its got more than enough folks to move forward. Just to be clear, we are not saying that this bipartisan bill passed the senate. Thats not what has happened yet. This is a procedural move to start a clock basically. A 30 Hour Countdown Clock after which the bill can move forward in that depends on what senators decide to hold it up or not in terms of how long that would take our best read right now sometimes tuesday the bill could pass it could be sooner. Tuesday morning looks more solid from there. Id fro there. Susan, with regards to that, and now that this vote for Cloture Past and it could advance. Im wondering how you say it can move on the end of the side of the aisle . About not wanting to wait for the Spending Bill before passing infrastructure In The House, saying that it should make its way to the House Floor on a standalone vote, what do you make of the strategy in terms of getting this thing moving on the House Side . I think the strategy and the reason for the letter is to get it done time is the enemy of Passing Bipartisanship Legislative action. They want to see this stand they also dont want to see both sides want to. Done even the democrats are concerned that it can get derailed if its tied too closely to the soft infrastructure. One other thing worth mentioning is, we are going to get to a point where we have to vote on spending more money or facing a government shutdown. That happens in september, and you may actually be a way of moving several things at the same time and where dales deals get made. And alencia johnson, what do you make of that . Its based on something valid the congressional budget. It doesnt pay for itself. It raises the deficit by 200 Billion dollars over the next ten years. How much does the Price Tag Factor into the fate of these bills . Thats a critically important point. This is the reason that so many people are saying how will we pay for . This we know republicans have a hard line when it comes to raising taxes on their wealthy friends and corporations. Now we have to dip into pockets. Democrats are trying to figure out maneuvering however they can to make sure we have the money to spend for this and also, not compromise and what we need for the american people. Itll be interesting to see what happens. Especially now that the senate has passed the procedural bills that need to pass in order for the bipartisan Infrastructure Bill just that one, not the larger, one with the bipartisan Infrastructure Bill to move forward to an actual god is this going to become bill or not vote . I think thats one of the biggest concerns ive heard from people i know, who are still in florida is that, some people around them just dont seem to give a damn and they dont know what to do. Yeah. I think a combination of a couple of things one, we need to be relying on our elected officials. We didnt see that during this entire pandemic. It is more than that. It is using our local influencers, that is our Music Industry, members our athletes, those people that are real true influencers in our communities. And giving everybody the tools. And having those conversations. At the end of the day, we dont live in an isolated society. Love thy neighbor. That is fundamentals of our religions, push the vaccines. The vaccines in this week most of florida School Districts begin the fall terms. To answer walking back into classrooms and into a political and cultural fight over masking. The Sunshine State reported nearly 24,000 new covid cases on friday. It was the third time this week that Florida Senate new daily record for cases. Governor Ron Desantis issued an executive order banning Mask Mandates in schools. He has remained steadfast on. That now some School Districts are pushing back. The states largest Stick Trick in Miamidade County has not yet decided whether or not to require face coverings for students. The districts longtime superintendent said it will make the smartest decision it can. We will continue to be a district that is oriented by the extra device of professionals. It is sad that and currently in america we see this rhetorical narrative that is deeply influenced by politics, rather than medicine and the wise advice of those who know best. What is in the best of our interest of our students. And the professionals that teach them. Joining us now is Nikki Fried Floridas commissioner of Agriculture And Consumer services. She is running as a democrat unseat governor desantis. Welcome. Good. Evening we heard with the super intended of miamidade public schools said, one of the longest tenured most respected superintendents in the country, i think, what is your sense in regards to masking . You have encouraged local communities and School Districts to make decisions about masking. But you said you do not support a statewide Mask Mandate in florida. Whats up . Because we have the tools, in order to protect the people of our state. That is from the vaccine. And so i have been very upfront with the people of our state, and have been transparent on the numbers. We know how to get past this. That is by masking up, thats by getting the vaccine. And ive also encouraged all our local School Districts, and our local communities, to do whats best. Every community is different. And unfortunately, this governor has been void of leadership. He has been gone outside of the state consistently fundraising. And has panic during this pandemic. And has shown no leadership. Unfortunately, he even said last week, we have to live with this. Unfortunately, that is not the advice of all of the experts, our scientists, our medical doctors are saying. Our doctors are saying, mask up and get the vaccine. What about Vaccine Mandates . Randi weingarten, the president of american federation of teachers, said she is supportive of Vaccine Mandates for teachers. Where do you stand on that . I stand on showing leadership. And thats why i have done throughout this entire pandemic. Really talking about why people are hesitant to get the vaccine . Going into our communities, showing leadership by getting the vaccine in public. If we had a different conversation from the getgo. Really emphasizing from our elected leaders, all over the state of florida, specifically our governor, and trying to emphasize the importance and necessity of getting these vaccines. Until theres time that the governors starts to lead again, the people of our stay are going to have to rely on their local governments, and their local School Boards for leadership on this. You and i are both floridians. I believe youre from miami. Im from West Palm beach. We know florida. We know south florida. We know how floridians are. Im sorry, what is it they are supposed to be picking and choosing whos getting sick and whos not getting sick . The people of our state are gonna hold him accountable. What we need to be doing as a community, coming together, going into our rural communities, our minority communities, are socially disadvantaged communities, that are maybe more hesitant to getting the vaccines. And utilizing our religious institutions, influencers like i said the sports industry, and our different Music Industry influencers. And coming together as a society, in order to push vaccines. I did want to ask you about your governance oriole campaign, to unseat governor desantis. I wonder what your strategy is particularly with republicans. You as a democrat are probably going to do just fine on election day. In miamidade, palm beach, parts of the interstate four corridor. There are certain parts of florida i would see you doing just fine and. But im not sure whats your Sales Pitch is to desantis republicans. Why they need to get rid of a governor that by many accounts, they appear to be perfectly happy with. Especially since florida has not had a democratic governor since i was in High School. And the republican governors in florida, have really tried politically and culturally with the gop. Including its support of Donald Trump. What is your pitch to desantis republicans, for why they should fire him and hire you. First of all, i just one two and a half years ago. Commissioner of agriculture. This is typically held by a republican. I swung that by 17 points. And i had a very consistent message. It was issues that transit bipartisan politics. Things that were important to the people of our state. Back in 2018 i was very messaged and disciplined. Wed, water, weapons. Thats the same message im going to continue to take across our state. Its not about partisan politics. Its about the fact that weve had 25 straight years of a one party system, that is bill and corruption. That is only taking care of a very small group of people in our state. We have to break the system. We have to try something new. I know when i take that message and crisscross our state, get into our rural communities, get into some of those areas, the Swing Areas that i was able to win back in 2018. And really have those messages, very consistent with our people. It isnt so much about partisan politics. Its about breaking a system that doesnt work for the everyday working class person. That for 25 straight years, we have had constitutional amendments that we passed, and it gets to tallahassee, and they get dismantled. We have to try something new. Last ten seconds. Whats the one strongest Policy Item you have, that you will do that desantis wont, that republicans in florida will vote for. Quickly before we go. Republicans, we certainly need medicaid expansion. Health Care Reform has to happen. And i know we can work with republicans and getting that conflict. I have wanted to talk to you about this piece since i read it. It is touching on something i think that we are feeling in this country, but havent quite articulated. You wrote about your friendship with someone named, leo who you served with in iraq on your employment. There you are seen as both political polar opposites as you could possibly be. What was it about the two of you that made you friends and kept you friends despite the political differences . Its a couple of things once. I was the only one joining an active Duty Unit in the middle of the year Iraq War during a surge. From the beginning, leo was the one who reached out to me, the outside, it made me feel welcome. Then we watch together through one of the hardest things that people can endure as an deployment overseas. Weve got to know Each Other informed, who we were in fall. Even our political differences became an aspect of the friendship. They become a feature of the friendship, to such an extent that when he deployed back, home i used some of my Law School connections to get him some prime tickets to obamas inaugural, even though i who had supported mccain during the election, this was all the way back in a way, and he of course rewarded me, the way friends do, by taking a video of george w. Bushs helicopter leaving the White House while he is saying saying the Goodbye Song Incentive to me. When you have friends like this, you dont expect anything else other than that. Its just the way you interact. But our friendship was so much deeper than politics and whats happening is people are losing those kinds of relationships in their lives right now. You write a lot in this article about what you referred to as Faction Friendships. Friendship space more on the things that we hate, particularly politically and on the people we love. This isnt just like, you are a Red Sox fan, because you hate the yankees. This is like, if you only hated the yankees, and your love of the Red Sox with these their secondary or never came out, it was all about that and nutty. What is the concern with these Faction Friendships as you call it as it relates to our politics . When you dont have these close friendships, it creates a hole in your heart, and in your life. We try to fill in. We often feel it by finding likeminded people. In a very polarized country, that often means finding people who share your animosity who might share your political hatreds. What a dense of doing, and ends up finding people together around this animosity, and two things happen at once. One, you are locked into it. You are locked into that animosity because its part of your Community Community events build around political anger, you can to moderate that or you lose your relationships and friendships. There is a super poignant story that we see in the dispatch months ago about what was called the Front Row joes. The people at the very Front Row of these trump rallies. A lot of these people who came, the came from all around the country and formed a community. Do you think that community would tolerate any dissent from supporting Donald Trump . No. That was the foundation of it. Thats the kind of thing that when you are filling in these friendships with politics, what can occur. And of the piece you said you Cant Fact check, plead, or arguing person another politics or more to the point, out of Conspiracy Theories because you are basically arguing them from a community. Right. You are saying insupportable to the way we deal with qanon, the big lie, so on. Nbcs columnist spoke about that with us a while ago. Heres part of what he said about that. Watch. If you have a Family Member or friend that was a qanon supporter, they were not very nice to you for the last couple of years. They may have said they wanted to say things to you that were cruel. To bring these people back will take a lot of personal courage. Frankly, if you dont have It In, yet i understand. This is a moment where deprogramming is consistently say in this sort of shock, you can take two paths here. One of the pass gets people back into regular active society. Hopefully, if you have a big enough hard for this, god bless you. You can do it right now. It is a real opportunity. What do you make in terms of that opportunity when working, with Conspiracy Theories and the like to try to mend some of these fences. Thats a really good question. I am kind of love the mind that, because a lot of these conspiracies are tied so much to the community of people, the conspiracists are no apart, of thats why its so hard. If you get them out of the conspiracy, youre getting them out of the thing that binds them into that community and subculture. Thats why shooting off a Fact Check to them doesnt do much. You have to get them lined open before the Fact Check will land. Getting the mind open, it often means replacing one community with another community. Thats why its really difficult to do. When i talk to people who talk like my mom said, this my moments into this, or my dad, one of the question they say is how do we get them out of it . We ask how much time to spend with them . If you dont spend a lot of time with them and Arent Close to them, and might be the case that the conspiracy communities where they get fellowship. Pulling them out of that requires a lot of time and commitment. It requires a lot of courage. And it requires love for another person. You give people a choice between something in something, as opposed to Something And Nothing to go into. That might make a difference. I love this absolutely this piece. Whats going on in terms of flying these increasingly unfriendly skies. Whats it like to be a Flight Attendant these days . Hasnt always been this unruly and we never talked about it . Or something really different happening right now . Joshua, i will tell you, the fines and penalties that are in place are because our union fought for those in the late 90s, because this issue of unruly passengers became something we had to deal with on the job. It was typically a bad day. He was typically a oneoff in a 30 year career. It was not something that flooded dozens were having to face every day when they go to work. We took a survey of our members, 81 said they had to deal with an unruly passenger in the few months and 71 said they had five events or more in the last six months. This is something weve never seen before. And i just want to note the faa putting out that ad, with their staff children speaking in that add two adults. Is really symbolic of what we have seen on the plane. The children are wearing the masks. The children are following the rules. In about 18 months ago, people were wondering how children would be able to do that. That was all of the top. They want to follow the rules. Now they are telling the adults to two. What does it take to be inflated send in these days . I think people dont realize how tough that job can be on the toughest day. Does the bar, is the bar higher than it was in the past . With everything thats happened in the last few years . Look its really difficult. Its difficult. Everyones Gonna Stress level ten. We really want to lift up the helpers. For Flight Attendants going to work today, we are under the stress that many people are at work. In Grocery Stores and other places, where people are on the front lines. Staffing is stretched to a minimum, everywhere. We have operational issues that are stemming from that, and other complications with trying to bring the Airline Industry back up to pay so quickly, to meet demands. And people are frustrated. All of that is leading to a space where they are looking to take out their anger on us. They have also led led to believe we are in conflict with Each Other. That is what were seeing. I want to be really clear. This is a relatively small group of people causing these problems. But they are louder than they have ever been. And they are more frequent than they have ever been. And what we have seen recently is the other people who are around them, do not necessarily know the procedures. They are focusing on their own safely. So they are not necessarily speaking up as much. We are trying to give room for those helpers and the people who want to have a safe, an eventful flight. To speak up and help us keep order. What do you think is behind . This i think it would be easy to blame it on our political climate in some ways. Im sure you can make it there. Everyone is turned up to 100, to a level ten right now in terms of stress. Last night on our panel, Josh Johnson had this thought about what maybe going on. Id like to get your reaction to whats the other Josh Johnson said. I think that for the most part, what is really happening, is its showing that a lot of people really do view the people that serve them, for any service, as beneath them. And that is the reason that she would feel comfortable are okay acting like that. What do you make of that . Well, i have to tell you that that is something we have dealt with our entire career. That is why we have worked so hard to gain respect. When the me too movement broke, we ran really hard to try to make the most of that. And we asked ceos around the industry to denounce the Airline Industry sexes past, and list them as safety professionals. I think its something weve been dealing with for decades. This is something new. This is something different. And whats really stemming, this aggravation, is people have been kept in a space where they dont know whats to believe. They have been told different narratives, about what is going on in the country. And they do known nowhere to get their information. Public trust has been eroded. When that happens, when people dont have a strong foundation to stand, and there is a lot of anxiety thats created from that. We see that on airplanes, we see that especially now. We see that more so in the past four years. But especially since this last january. Before i have to let you go. What is the one biggest change that you and your union would like to see, to stem the tide of unruly passengers . I really want to applaud and favor the administrator for sending out a letter, there is more that we can do, airports, airlines, line forced, meant to coordinate together. At the airports to make sure we keep the problems on the grounds. We can do more to educate passengers about the fact that you cannot board an aircraft if youre inebriated. We forgot that you fight in a high altitude, that will affect you differently. There is a lot more that we can do, to look out for these moments on the grounds. And make sure theyre not in a Metal Tube in the air, where we Cant Pull over call for help. And we just need to get that aircraft on the ground, with everybody safe. I had a large enough group of casual friends, mainly at church, neighbors, Book Club in a few others. But i wanted something more, deeper, but fun. She was open to getting together, along with six others. Weve been gathering for the past four years, once a quarter for brunch to celebrate our birthdays and other milestones. We also get together for other inches such as volunteer opportunities, museums, park, shopping or just to hang out. This is not a couples thing. Just the ladies.
