Today, 50 of all Age Groups are fully vaccinate and over 70 of u. S. Adults have at least one dose, and the Vaccination Rates are higher than a month, but there are 90 Million people eligible for the shots, but still are not vaccinated and how to convince them . Today, word that Biden Administration is considering Withholding Funds from Health Care facilities the and Cruise Ships and other industries for a push for mandatory vaccinations or coming down to private businesses. Today, united became the first big company and first big airline to tell the employees they must get the shots. And so, morgan, what are you finding on the ground there with people feeling the strain. Yes, the hospitalizations have quadrupled here in the last month in north texas, and we are seeing the hospitals going back to the Crisis Mode that they had this time last year, and if they are not worse, they are soon approaching the threshold. I am here at a testing site. This is not a car dealership, geoff. A couple of weeks ago they had a couple of dozen cars coming, and now the crew is going to have about 300 people coming through to get testing. The Positivity Rate at this One Site is 18 , and yet, there are still people who come here, and when they hear the news, they are in disbelief. Hear what the coordinator told me a few minutes ago. Reporter and you have people testing positive for Covid Today who will refuse to believe that it even exists. Correct. All day everyday. Hundreds of people. Reporter how does that make you feel . It is like our efforts are like futile. And it is like we are not making any difference even though we are trying. We are out here in the 100 Degree Heat to try to help these people, but we are getting resistance at every corner. It is frustrating. Reporter and she went on the say that part of that resistance comes in the fact that there is an Executive Order in place from Texas Governor Greg abbott that outlaws any move from a local Leader Or Municipality to reinstate a Mask Mandate or safety measures or limiting the gatherings as well, and so what we are seeing is online is the local leaders basically reminding the people to please follow these common Sense Safety measures if we have any hope to curb the spread of the virus, and we know that the Delta Variant has Icu Beds In Austin dwindling down to a very small number. We had heard the governor encourage people to get vaccinated, but also stress that it is of course their right to do so. Geoff. And resistance around every corner is unbelievable. Ellison, you are on the lake of the stars there, and a lot of tourists and people remember the packed scenes last summer that preceded the outbreak, and what is happening there . Well, it is very busy here, and talked to a business owner, anded they will tell you that tourism in this area is booming. The viral photos that you mentioned last summer that led to headlines and some people said that it helped to increase the tourism in this area. There are some people traveling here, because they want to spend some time outside and they want to gone lake with the family safely away from crowds, but there are other people who this place has come to symbolize is what they believe is personal freedom, and no masks, and no pressure, and no requirements to get vaccinated. Listen here. They come to have fun. Most of them, they dont wear masks, and they are not going to. But that is their choice. I think that there is a mix of reasons why people come here. Maybe the freedom of being able to be an individual and not that they have not said that you have to do or do that. I feel comfortable. Never been vaccinated. I think that a lot of it is b. S. , but that is my feelings. Reporter there are three counties that make up this area, and all three of them according to the States Health Department are considered covid hotspots, and the Vaccination Numbers from the cdc of those counties. T in camden, 46 of the residents have started the vaccination process, and in Morgan County it is 42 , and in miller county, 35 , and the hospitals are getting overwhelmed with the Unvaccinated Covid patients, and many say they dont have enough nurses to handle it. I wanted to read you a summary of What One Local Hospital told my producer that their Positivity Rates in hospitals are at the highest they have been since december, but this Hospital Director said that they are particularly worried, because it took them three months to get to the peak rates in december, and geoff, three weeks to hit the peaks this time around. How do you convince the holdouts, doctor, through the government mandates or how . Well, thank you for having me back, geoff. The fourth wave, and this is the only one that is truly completely 100 preventable, and the first time that we have a safe vaccine to prevent this. How do we get more people to take it up. I think that private businesses have to step up, and require this. For the governments, they are doing for it the employees to require the Health Care workers and a lot that both the state and the federal government can do, but fun damt atly, it is about the private businesses and schools and universities stepping up to require it for the schools, and the employees, et cetera. I wanted to ask you about the headlines in florida about the schools there, because the governor signed an order threatening to withhold funding from the schools that required masks, but the board of education said that students can wear masks, but students can optout, and today, florida said Private School Vouchers if kids feel bullied by the mask rules. So with that, what are you bracing as the schools are starting there . Well, geoff, it is incredibly frustrating p because what we agree on, and democrat or republican, that we agree that we need to get the schools back into the schools this fall, and we can do it safely. And the rules that prevent the leaders from making smart decisions about what is good for their Community Harm that effort. So i dont understand the motivation for preventing the local leaders from making these decisions. The masks work, and prevent spread. So if the School Districts in hot zones want to implement them, they should and they should be allowed to do so. So, thank you to three of you. Another study looks at 1,200 districts around the country, and 2 3 of them said they were facing a Teacher Shortage of some kind. In florida, Ron Desantis said that they could not put the Mask Mandates in place, and jim guard said that masks make sense here, and he teaches in broward county, and it is way to teach the students and teachers alike. And we are following Breaking News out of california this afternoon where the Dixie Fire has transformed the historic community of greenville into a smoldering wasteland. Look at that. It has now become the third largest fire in the states history. The Dixie Fire has been burning for three weeks and still on the move. Thousands of people are back under mandatory E Vek shun orders, but the massive wildfire is spreading across three cities. Joining us is our report who is there. What is next for the people who call that Place Home . Right. It is devastating, if you can see right behind me, and we are seeing the videos coming in, and now, you know, the people who were evacuated when this fire came through, they have not returned to their homes. This is what they will see. This the entire neighborhood which is ashes, and you can see some of the vehicles that are burnt. We have a car right next to us, and this is what they will come back to, and you can see the fire, and this is a rim that was completely melted. This is the type of destruction left behind. We did speak to some of the residents who evacuated and waiting to return. It is ugly over there. And with greenville gone, we have no place to go. The reality is going to hit when we see the place. When it all comes to The End, and thats when and look. And it is a reality when we see it standing or a pile of ash. That is when it will hit hus. Unfortunately most of the town is burnt down, and they have not assessed all of the damage. The Sheriffs Office says they expect at least 100 structures to have burned and and you have houses, businesses, and the library, and a few offices on the outskirts of town, but while the Dixie Fire is largest Fire Burning in the united states, the third ever largest recorded in the state of california registering 432,000 acres. And so this fire has been burning for three weeks and almost a month. Why are the firefighters having such a hard time containing this, and getting their arms around it . Right. So all of the fires that are burning across the west are difficult to fight, because of several factors, right. We have seen the record high temperatures during the summer, and we have also seen the conditions that make things more difficult, and then the drought. The drought is the one common factor of about 85 of california experiencing a drought condition, and so a lot of the Vegetation Areas in the forest are drying up. So a spark can go up. And what they have told us is that if the fire is not put out within 10, 15 minutes when they start, that is how they grow to this size. For more on, this we will bring in Pennsylvania State Firefighter michael mann, and he is the author of the new book how to take back the climate. And we heard what is responsible for fires, the wind, and the fire and the drought, and how is this season so bad. It is good to be be with you, geoff. Unfortunately, talking about another one of the disasters caused by Climate Change. It is not rocket science. You take the unprecedented drought that prevails over a large part of u. S. , and warm up the planet in the middle latitudes and dry out the soils, and get the worst drought, and the excessive heat, and we have seen it out west this summer, and you put out the heat and the drought together, and you will get a massive wildfire. This is the rnlg third largest in California History, but all seven of the wildfires in California History have happened within the last three years. And six of them within the last two years. We heard the folks that guad was talking to that they wanted to go home, but should they . Should the communities in the direct path of the most destructive fires, should they start to rebuild or is there anywhere else in california that is safe from the wildfires . Well, it is one of the things that we saw emerge in australia when i was there a year and a half ago, and these bush fires that blanket the continent, and they are happening larger and larger parts of the u. S. That are becoming uninsurable, and the threat of damage by these wildfires is so great that pretty soon, you wont be a ebl to get insurance for the regions, and uninsurability is different frominhabitable. And so there is a difference there. As long as the Fire Season is here in california, it is one of the items listed that could be attributed to Climate Change. You have China And Turkey and india flooding, too, and in Colorado Flooding there, and so have we reached the future that you and other folks have been warning us about, and anything that we can do right now given the scope and the severity of the destruction to reverse things . Yeah. I mean, this is Climate Change, and make no mistake about it, because there a report that is going to be coming out, and a governmental Assessment Report that is six point, and they are conservative, because they are based on thousands of scientists, and the lowest common denominator, but it is going to lay out in stark terms connections of between the dots of the sorts of disasters that we have seen lay out between the Northern Hemisphere and the impacts of Climate Change, so make no mistake that it is here, and it is wiping pounds off of the map, and historic Gold Rush town, and in canada, we saw another Town Destroyed Weeks ago by Climate Change, and this is how profound the impacts are now. Dangerous Climate Change is here, and at this point, it is a question of how bad we are willing to let it get. And robin, to stephanies point, we are recovering to a slow pace, and that progress could be upended by a big surge, and what do you make of the Jobs Numbers and the recovery going forward and the people we have been speaking to have going forward with what we have seen. And yes, the Fire Hosing Money into the economy and assets left and right, and the bond market, and Crypto And Trading baseball cards, and nothing has not been inflated. Parallel to that, you have fiscal stimulus, and Eviction Moratorium holding in some state, and financial aid for supplemental minimal wage, and i am worrying, geoff, they are not what they could be, and despite all of the super scaffolding, and despite being walloped by the virulent variant. And look at florida and other economies where people are starting to feel the Lockdown Mentality psychologically. And steph, talking about at the Lockdown Mentality, and the employers with the mandate of the vaccine and is this Worker Safety or liability or moral responsibility or all of the above as you see it . It is all of the above. The businesses mandating the vaccine is the third leg of getting americans vaccinated. The government delivered the vaccine, and medical officials educated us, and the businesses are holding the carrot to get us over the line to get more people vaccinated, and so you will have a small universe of people who dont want the vaccine, but a lot more, especially the wroung young people are saying that i am healthy and i dont need to get it, but now they Aric Waing up in florida that the average age is 42, and if you want to go to bar or if you want to fly american airlines, you need the vaccination. And that is the way to lower the covid cases and get us back on track in terms of economics, and yes, things are going fine, but we have a huge inflation issue, geoff, which is caused directly by the pandemic. Because of to pandemic, we have all sorts of shortages, and so we are sick and tired of people saying that all of this inflation is just short term. It is not short term for that person going to the Grocery Store or the Gas Pump who is saying that even though my wages are higher, i cant afford my life. Robin, i want your take on, that and the businesses mandating the vaccines. Shed a tear for the Front Line workers. I was just at a kroger two days ago on the Speaker System saying that we strongly suggest even the vaccinated please wear a mask, because of the Delta Variant, and half of the staff is wearing mask, and they are wearing masks and so much Theater And Hygiene theater into this, and the Movie Theaters and the Concert Theaters are dying to open up, and put on a mask, and then you Cant Laugh while you are putting in the popcorn, and stephanie is talking about the inflation, and geoff, i am worrying about the inflation of the Delta Variant, and if you to shutdown the economy to shutdown this variant, and it is not just about the federal reserve, but it is about all of us either agreeing to take a tepid recovery after unprecedented shock or taking our lumps kind of in one fell swoop to break the back, and i know that i have mixed 2,000 metaphors there, and you know that you are seeing the cultures that the states are seeing bit by bit. We are following Breaking News on Governor Andrew Cuomo whose attorneys are going to speak to the press in the next hour and this is after a executive files a complaint next thursday with the county Sheriffs Office and the former staffer is going to previously allege that the governor reached under her blouse and groped her, and now the accuser is listed as executive Assistant One in the report released this week by the new York Attorney Generals Office. The content of the new complaint has not been made public. In response to the news today, Officer Como has previously made a statement denying the allegation, and we should note that cuomo has not been charged and he has repeatedly denied all wrongdoing. We will bring in special Investigations Correspondent Tom winter, and now that the complaint has filed, and what is going to be coming next . It is good old fashioned police work, and Law Enforcement Work in conjunction with the attorney Generals Office. So they will want to speak to this executive Number One who has not been identified and speak about the groping incident, and the pattern of behavior reported to the attorney Generals Office starting in 2018, and including two other people who apparently worked in the Governors Office as well as the boyfriend of one of the Executive Assistants who was identified in the report who heard the statements and what happened to her, and suggested that she get legal counsel, and so that is the insight of what one of the people who heard the allegations and took it serious. And they found executive Assistant Number one to be credible, and in the allegation, they denied from Cuomos Office were denied but they were found to be devoid of detail and inconsistent of the observations of witnesses of executive Witness Number one, and all of that in the report as you said, that is the allegations that the governor has strenuously denied, but obviously going forward here, he is going to face real legal jeopardy, and criminal investigation. It is not today that the governor could be arrested and not tomorrow, but something that could be looked into in the coming days and weeks and could put him in further legal jeopardy. Geoff . We have worked long and hard and collaborately to finish this important bipartisan bill. The senate has considered 22 amendments during this process, and we have been willing to consider many more. In fact, we have been trying to vote on amendments all day. But wehave encountered numerous objections from the other side. Congressman Bill Hagerty is considered to be the held up by something riveting the cbo score. So, garrett haake, he would not get past it, and what is hagertys issue . Well, a body that is trying to be one member can slow it down. And what Bill Hagerty is saying that he looked at the cbo score, and the numbers put out by the congressional number score, and you said, hey, this bill is going to be paid for, but this is showing that the Infrastructure Bill is going to add some 256 Billion to the deficit, and im not comfortable moving forward on this just yet. Hagerty is not somebody who is going to ever get to yes on the underlying bill here, but he wants to do the Due Diligence here, and the senators recognize that is something that he is going to do, and they argue that the Cbo Report does not take into account the way that the economy is going to grow with the new infrastructure added all around the country, and it does not take into account things like savings and pulling back covid relief money, but you cant double Dip And Getcredit for money that was allocated that you are now taking back. And so what does that mean for the overall Time Line and the upcoming recess . Yes, the weekend here and the weekend at bernies which is the start of the Reconciliation Part of this, and the Budget Resolution which is going to be quarterbacked by bernie sanders, and they want to get that done before the august recess. So they will lose all if not much of the first week and they were hoping to be done by today, but we know they will be back by saturday and if not for most of the week to pass this, and while it allows to pass by 50 vote, it takes time. There is 50 hours of debate, and the voteorama, and a basically holy opened Amendment Period as long as the republicans want to make it last, and they want to make it painful for the democrats to go forward. One of the most consequential days of reporting happened this day when Lyndon Johnson signed one of the most monumental laws in the era of freedom. One of the most important tools has been whittled away by the Supreme Court and an action of congress. Today, Merrick Garland asked to restore the teeth. And he wrote in the Washington Post that we must say again that it is not right to erect barriers that make it eligible for millions to vote, and it is time for congress to protect that right. That could come sooner than expected, because Chuck Schumer told democrats that he would hold votes related to voting before the august recess. And our Hill Team reports is that Raphael Warnock and Joe Manchin did discuss a voting Rights Act. Lets bring in Natasha Brown who is the founder of the black votes matter fund, and david thomas. And so, natasha, what is happening right now in georgia, because we know that georgia voters hosted the biggest upset in the November Elections by choosing biden over trump, and ousting the incumbent republican senators for the senators and then the legislature responded with the sweeping voting restrictions and now as the constitutional points out, georgia is going to take the first vote for Fulton County takeover, and Fulton County is one of the most democratic counties in the country. What is happening . That is right. That is what we are seeing here, and that is why there is a critical call out that we have to have in legislation is that in georgia right now, it is not that it is going to happen, but that law is enacted. What we are seeing is that they have already started to moving, the republicans, to take over the election process. Members of the Election Boards are put off, and you are seeing is raf fenrafenberger, and not e of the largest counties in the nation, and the largest in georgia is going to have a sizable africanamerican and latino organization, and so this is directly directed to undermine the voters of black american and latino voters on the signing of the eve. We need bold courage, and we need the president to put the full weight behind this issue, and secondly, we also know that we need to have federal voting Rights Legislation, and there should not be a recess, and why should we break when it is not happening now, and it can wait, because it is enacted as we speak. David henderson, our reporting at msnbc is that the main voting Rights Legislation that the democrats are considering now is scaled back and only ensured is on access to the polls which is done to build consensus after the republicans blocked the sweeping for the people act earlier in the year. So is that worth it . If this legislation is only focused on suppression and not Election Subversion when you have local lawmakers taking the steps to potentially overturn the Election Results . Well, geoff, is it worth it . Yes. Enough . No. It is not enough, and it is worth it. You cannot understand how critical of a stage we are at. What is unique here, you would assume that we would have made some progress since 1965, but that the voting is Rights Act is not the central issue in 2021, but it is. It is like when you are sick and you go to the doctor, and you take the medicine, and you assume that you are better, so you stop taking the medicine, and you are sick all over again. And that is what is happening here, and the reason that it is important is that it begins with hope, and hope begins with the honest assessment of where we are at.
