Is investigating voting in irregularities. So un georgia should call special session, nick wink wink, nudge nudge, and send all of your electors to washington. So since george is run by republicans, they would be Trump Electors. That would be a violation of Georgia State law, that would be a violation of the will of the, People Trump lost the election, it would put the Election Process into chaos. Thankfully, rosen, refused to sign. At the letter was never sent. Not for lack of trying though. Because the New York times reported that Jeffrey Clark cooked up a plot with Donald Trump. Madam in person, for trump to Fire Rosen so that Jeffrey Park could take his role and send a letter. And it was just won the senior justice of we learned something after the show last night, they werent as targeting georgia. It turns out that this guy jeff, was writing or drafting these types of letters with all the six states that ended up going for joe biden, and i think that, you know, when we see is the beginning of the effort to overturn the election. That was democratic congressman Roger Crick says and he sits on the House Oversight Committee that has been investigating trumps efforts to overturn the election. And they were trying to run this operation in six states. This was based on another email written by trumps personal secretary. This was michigan, pennsylvania, nevada, amongst others. And for trump to win, he would somehow have to flip three of those states. So for the first time in the development of this whole story, three months of Reporting And Patchwork of information, it is clear there was an actual plan to over turn the election. An actual strategy to get Donald Trump to be the winner of the election. Not only easily dismissed lawsuits. It seems like a concrete Strategy Yesterday when we saw that letter. But it was incomplete, because, again if they just overturn georgia, which we know trump is obsessed, with just one matter. Trump wouldve still. Lost so he wouldve wanted that. But if he got the Attorney General sending that letter to six states, all of a sudden, the math could work. That could actually do the trick. You know much of what donald, trump and we saw this in the aftermath of the election, Cringe Inducing. It was Rudy Giuliani, making outrageous and ridiculous claims and getting laughed out in court after court. They all seemed impotent, with no path or strategy. But the cases, they had nowhere to go in the courts. And that was, clear by late december, they had arrived in an actual plan in place that they try to execute. And it wasnt just Jeffrey Clark, white House Chief of Staff Mark meadows was also there he also participated in the attempt in the attack of american democracy. So theres conflicting reports on how Trump And Clark got caught up together. Mark meadows had helped introduce trump to doj attorney Jeffrey Clark, who was putting together a sacred plan to oust rosen and forced georgia to overturn its results. And we, know from emails relaced by the house oversight, at The End of december, at The End of january, that crucial period of, time right before jenner six, The Meadows was a pressing rosen to investigate voter. Fraud and sending one email January 1st saying, quote, there have been many allegations of Signature Match animal anomalies in fulton county, georgia. Can you get Jeff Clark to engage on this issue immediately to determine if any truth to this allegation . So he knows that clark is on the team. And the next day, meadows arranged the call between trump and georgias republican Secretary Of State when trump infamously said, quote, i just want to find 11,780 votes. Thats way more than what he needed. So Mark Meadows is in on the plot, obviously. And clark, and trump, together, have a plan. And heres what appears to have been. They were going to that had been pumped into the atmosphere by trump and repeated by his allies, and the rightwing media. And use that to have the Department Of Justice officially sent a letter to the six most closely contested states, five of which have republicancontrolled legislators. And, say hey, this is the official blessing the u. S. Department of justice telling you the results in your state are tainted, they cant be trusted, we dont really know who won, and by the, way you have the constitutional authority to call a special session, select the Trump Electors and send them over to washington. Keep in mind, the republicans running the State Legislatures are a receptive audience, theyre the same people who in michigan went completely nuts over the governors Public Health measures, or the legislators and arizona who are running the sham election audit, or in georgia who just passed a law to make voting much harder. Theyre all ears, generally. Much more so than the courts. So finally, after flailing in those courts, really got, nowhere they realize that theres a much better avenue. Just have the Department Of Justice give state republicans the official greenlight to say, elections tainted by fraud, gotta send was under electors. Again, this is not Rudy Giuliani at Four Seasons landscaping, or talking about the ghost of Hugo Chavez in the voting machines. This is a possible path to stealing the election. Luckily, it took them a while to get. There and i frankly dont have the words to describe why the cataclysm this all wouldve been. If that letter had gone out and state republicans had taken to signal in a number of these states and sent their electors. Because then you would have two states of electors that were sent to congress on January 6th. All of a sudden you have a real fight about which ones are legitimate and there is now, i mean its fabricated, but there is now a stronger case for republicans to vote against bidens electors a much stronger case for Vice President Mike Pence to accept their talent. Suddenly, Mike Pence is given the physically he needs to keep Donald Trump in power. Or many gets thrown in the house and the electoral count out, and the 12th amendment, and republican Legislatures Voted for Donald Trump. The plan fell apart three days before the insurrection when senior doj officials put their careers on the line, to their great credit. To stop. It but who knows what couldve happened. There are all sorts of races that couldve played out, and none of them good. Democratic Congressman Roy connally from out of california is on the Committee Oversight and reform, and he joins me now. Congressman, i want to start with this email thats an indicator of the scope of the plot that was unearthed by that committee that you serve on. This is a unable to Rosen And Donahue on december 28th. And he explains the Georgia Letter we reported last night, says, attached is a Draft Letter concerning the broader topic of Election Irregularities of any kind. The concept is descended to the governor speaker, and President Pro Tem of each relevant state to indicate that in light of time urgency and sworn evidence of election regularitys presented a course in the legislative committees the legislators thereof should each the symbol and make a decision about Elector Appointment in light of their deliberations. Thats the Jeffrey Clark plot, it appears. With chris, that is the smoking gun. Its unnerving how close trump came to using the full weight of the Justice Department to overturn the election result. But clark was saying to the Georgia Governor and legislatures, not just you have a greenlight, but you should call a special session and say that the election was corrupt and overturn the result. Now, here is the shocking part. He says, this is a concept that we can use in every other Battleground State. Its like a high School Student doing a Copy And Paste assignment. There is not even a pretense of looking at the individual states and if there was fraud committed. Basically, lets just use a copy of what we did in georgia and send this to every other Battleground State and tell them, its corrupt and they should have the legislature convened to have a electors. It is amazing how close trump came to subverting our democracy. We got these famous notes from donahue. And again, im getting all this truth from the reporting and the documents it seems fairly rocksolid that Rosen And Donahue did the right thing here. But this of course as trump saying, dont expect you did do, that dont expect you to say say the election was, crab leave the rest of me and republican congressman. That was in december 21st. At that, point they really did have a plan. And i think that this has been a little slow to don on the american people, and its kudos on your to your committee for doing this, it was not just the wheels spinning Cringe Inducing carnival that was Sydney Powell and and Rudy Giuliani. There was a plan and the reason why it matters to look backwards because they could try to use this plan in the future. Their plan is to say that State Legislators can overturn the popular will. And in bush versus gore, its not people who have the right to elect the a president , its State Legislators who have the right to elect let president. Say its corrupt and have republican state Legislatures Vote for a sleight that would elect trump. The really scary part, chris, is what if republicans do this again in the future and try to defer this State Legislators to elect a republican candidate even if the Democrat Wings overwhelmingly the popular vote in those states. Well so this is unearthed by the House Oversight Committee. My understanding is, as of today, this investigation is being moved over the January 6th committee. But i have to, say first of, all thats right, but i think Jeffrey Clark should be under oath tomorrow, and i think we should hear from these people who should answer some questions under Penalty Perjury of the role they played in attempting a coup. What absolutely, i think they both need to answer questions. I think that we need to coordinate with the Justice Department because i think in clarks case, there is criminal exposure. If really wet, he was doing was sending Copy And Paste letters to states with no underlying, differentiation. So the Oversight Committee is still going to be involved but the speaker is doing the right thing by consolidating it in the select committee and the Oversight Staff that have been exceptional working with the select committee to get at the bottom of it in the facts. There is enough an effort to put in place mechanisms to succeed in it involves three steps. Step one is create enough Mistrust Doubt and suspicion in a system that you can create chaos and an opportunity to thwart action. So an entire big lie. The fake audit in arizona. It is all about flooding the system with distrust. Step two, is make it harder for voters who would oppose your autocratic factions. And step three, is to give Hyper Patterson loyalists bigger power over the administration of infections so they can intervene in what congressman suggested who voters yeah the, and the ultimate, this is ultimate, this is slightly slightly technical but i technical, think its worth taking but i think its worth a second with. Is the taking a second. The sort ultimate version of of ultimate version that is of that is a theory that a theory that is in my humble, non lawyer opinion, is with two republican appointed justices signing on to it, we think there is some openness to it among current justices. Basically because the constitution gives to the legislatures, thats the term they use, the sort of selection of electors as they determine that that means that they can, even if the way they determine is to pass a law in the state of michigan, that goes to the winner of the election, they can then trump that later under a constitutional authority and say, like, no pennsylvania voters, you do not get to decide, we do, and anytime. Do i have that right . I think you have the beginning parts of that right, but i think you made a lot that is not going to pass muster in the court. Yes, a State Legislature under the constitution can choose how to select the president ial electors, but for more than 50 years, every state in the country has decided that to do that, the way to do that, is to let the people vote. Once the state has done that it cannot go back. And the cross ideological group of republicans, democrats, and conservatives, that group made that clear last year. Under federal law, if states pick they president ial electors, they pick them at a certain date, and once that happens, they cannot pick another date down the road. Once the State Legislature has given that power to the voters, it cannot after the fact deprived them of their due process rights. So a state would have to come out before the election and say no, no, we are going to let and arizona tried to do that, earlier this year, a bill was introduced to do that. Thankfully, it got defeated, but you know what . The senator who introduced a bill is now running for Secretary Of State in arizona. Oh my god. Wow, Ian Bassin, thank you so much for your time. And data on who is dying from covid right now is clear. The Kaiser Family Foundation analyze State Level data from this year. They found the overwhelming majority of people who died from covid were not fully vaccinated. I want to bring in Rochelle Walensky, director of the centers for disease control. Its good to have you on the program. I want to ask, does the cdc have this data . Do you have comprehensive data that you have monitored about whether those numbers change considerably, under the Delta Variant . Thank you, chris. We are following these data carefully. We are in touch with each state and we did in many of the hospital systems. And our results are consistent with the Kaiser Family Foundation results. And that is that the overwhelming majority of patients, of people have a getting sick, and certainly people that are dying of covid, are those who have been unvaccinated. Theres a little bit of a Denominator Problem that i think everyone is wrestling with right now, in two different ways, in terms of Breakthrough Cases and in terms of children. So lets talk about Breakthrough Cases. My sense is that the cdc stopped monitoring these cases as a number, in the aggregate, In May. And theres been some criticism that that gives us not the best eyes on the virus right now. Do you think that was a mistake . Do i have it wrong . And are you monitoring Breakthrough Cases now . Thank you so much for that. Let me clarify. We have selfreporting of people who are coming into the hospital and dying through our Breakthrough Cases. And that is one way that we are monitoring Breakthrough Cases. But the best epidemiological way is to monitor this through cohort studies. And we are monitoring Tens Of Thousands of people, thousands of people who are getting a Pcr Test every week, regardless of symptoms. And that is the best epidemiological way to following. So we are doing self reporting, and we stopped collecting the outpatient data. But we are doing cohort reporting, more importantly, and that is the best way to follow both the numerator and the denominator, as you note. Okay. So you have a cohort, a large cohort that is like a panel survey, that they will do in public opinion, similarly. That you feel is representative, that you are getting constant data from, is that correct . We have more than one cohort. We have over 20 cohorts. Some are central workers, some are long Term Care facilities, some are Health Care workers. Some are people that are presented to urgent care centers across the nation, Tens Of Thousands of people that we are moderating monitoring, both the numerator and denominator, and gives us a good picture overtime. So this leads to the children question. A lot of people were concerned about this, i have three kids. Before delta, i would say, look, i am someone who professionally and also out of personal investment looks at the data carefully. And overall, we are lucky that kids dont seem to be that at risk. It is not zero risk. But in The Grand Scheme of things, there are things that are more serious threats to children. Is that the top line of delta and do we have enough can you tell american parents, that is still true with delta . Heres what i can tell american parents. The best way to protect your children from delta, who can knock out delta, is to get vaccinated yourself. To wear a mask in indoor public settings, in areas of substantial and high transmission, so you do not bring delta home. And to make sure that when your kids are eligible to be vaccinated, you get them vaccinated, to protect them. In our schools we will need everyone masked so that our kids can return to school safely. I know thats the guidance. And i understand that you cannot freelance here, and your live Television Interview with me. But it also doesnt quite answer the question, right . Because that is the affirmative guidance about how to act in the world. And what i am trying to find out is, like, how do i do a risk assessment, because we are all making risk judgments. There is no ironclad rules. Everyone has like a, is it worth it to go fly and see grandma . Two months ago, i am like, my fall, i was like, basically, they will be fine. I was worried about seniors. My kids are going to be fine, basically, i was glad i was vaccinated. But i dont know what to think. Now right, we have seen we are watching this very carefully. We are watching what is happening. Of course, you are Hearing Reports of children in the hospital. Who are sick with covid. What we are seeing in our discussions with states, is that the places that have had to close camps, the places that have had challenges with summer school, have really been in areas that are not practicing the Prevention Strategies that we know work. Places where you are seeing the footage of hospitalizations, lots of hospitalizations, of young people, are places that have lower rates of vaccination, higher rates of disease. And have not been implementing the Prevention Strategies that we know work. Yeah. And i guess this is, again, a denominator question. It comes down to what is your rate of community transmission. And, again, a slim risk, a one and 1000 risk, but if you have 100,000 cases, that makes a difference, in the aggregate. Another question, which follows on all this, a criticism that i have right of the cdc. And it is not a criticism directed at you, but i think there is continuity before your tenure enduring it, from people that are epidemiologists, someone in the New York times, for example. You have a tough Job Making Judgment calls about a novel virus you are just getting data on. But that the cdc has been late on the virus, chasing it. In a case of delta, india identify the strain last year, the uk is warning In May about how transmissible it is. There is crosscountry data suggesting that it is very transmissible, we do not get the guidance until months later. What do you say to those critics . Let me tell you how this went, in terms of our change of guidance last week. We saw the first data on the potential for transmissibility among those who were breakthrough infections. We saw those on a friday. We corroborated those with other data from other situations, other countries, over the weekend. And by tuesday, we had updated guidance. By friday, we had those data published. They were unpublished previously. And within a week, not only had we updated our guidance, we had a published data on it. Since then, there have been two or three other publish studies that have corroborated those data. We are moving at the speed of science. We are delivering to the public, messages for Public Health as we receive them. And then we are publishing those data in swift fashion for everyone to see. Now looks like those workers are likely to get a second shot at forming and union because just the other day the national Union Board of elections accused amazon of Anti Union tactics. Before the pandemic, statistics show that biden and now, after the pandemic, a desire for dignity in the workplace is producing widespread grassroots labor actions across the country. Thats what Richard Trumka spent his whole life right fighting which is both good times and bad. Is that it will carry on no matter how much the bosses wish to kill it off for good. Theres been a bunch of good news recently for electric cars and the companies that make them. Tesla just had its best quarter ever. Their income topped A Billion dollars, ten times more than a year ago. That comes amid rumors that tesla may have committed its first prototype for unexpected new model that was all for 25,000. Ceo Elon Musk announced plans for that fully electric autonomous vehicle last year, but there is a lot of skepticism about the fully autonomous autonomous part. Legacy automakers are making a boost towards auto as well. Ford has received more than 120,000 reservations, people putting down money to reserve for there highly anticipated electric f1 50 truck. It is set to start delivery in the spring. Gm confirmed this week that theyre planning to add to new electric vehicles to their commercial lineups of a fullsize Caravan And Medium truck. Manufacturers are clearly on board with the electric, so is the White House. Joe biden took a electric jeep, and aims to have half of all vehicles sold in the u. S. Electric by 2030. He is also setting stricter Emission Standards for cars that run on fossil fuels. But what about the infrastructure to support all of these electric vehicles . What will it look like and take to get built . Phil lebeau covers the Auto Industry for cnbc, and he joins me now. Lets start with a policy from the biden administration today, the wrestling match, a stranger one under the Trump Administration about fuel emissions. You have the Auto Maker saying they wanted better standards and the White House did, there was a lawsuit, a back and forth, what is todays announcement on that front, what does it mean . They are all in the same page, finally. And what happened with the Trump Administration is, that was more a fight between the Trump Administration and the state of california, over the question of who has the right to set vehicle a mission standards. Ultimately, automakers were split, some sided with the Trump Administration, some sided with the stated california. Now theyre on the same page. That should be better for the industry. They want one standard, they do not want one patchwork of standards. They will probably go with a California Federal Standard together. Ive covered this area, quite a bit, over the years and it seems to me that in the last year or two, some switch has turned on the electric Car Front in terms of the big automakers. Yeah. They are doing it now. Is that a fair characterization . Yeah. And what happened to get them there . Well, i think they finally realize that the market is not just a possibility. That it actually is there. Again, for that, you can thank tesla. Hats off to tesla for showing the united states, and really showing the world there are a lot of people who want to drive electric. At the same time, tesla is primarily for those who want to pay a fair amount for an electric vehicle. The price is well above what you see for a internal combustion engine vehicle, so they need to get to the electrical vehicle market. Theyre going to pour in, between the Big Three, theyre investing 99 Billion dollars between now and 2025 to develop this market. Wow. And its going to take that plus a lot more in order to see as many vehicles sold as the biden administration is hoping to see by 2030. Lets talk about this. Theres two parts. There is what the infrastructure does and the industry. Lets talk about the industry. I talked to car folks, and you have incredible Economies Of Scale when you are talking about the Big Three in detroit. And cross platforms, so you can create modular batteries, for instance. Right. You can scale those batteries, depending on the model, you dont have to reinvent the wheel, and you can push the cost down. So they can sell cars that are cost competitive. Thats true. But thats going to take some time. And if you look at the Cost Advantage right now, that tesla has, over the traditional automakers, its substantial. Its going to narrow over the rest of this decade. And you will see the overall cost of batteries coming down as well. But the key here is, it takes time, Battery Technology is not something that can be developed over the course of a couple of months or years. It takes time and that is going to mean several years. That is what will bring down the cost of batteries. And then the question is about the charging infrastructure. We have Gas Stations everywhere in america, obviously, it took a number of years to make that happen. Whats are what needs to happen at the policy level, what is the near and medium term projections for that . Lets be clear. Most people who have an electric vehicle charges at home and a charge it overnight. For them, the range of the vehicles is not an issue. Most americans drive 40 miles per less or less. These vehicles have plenty of range for getting around where you are, the neighborhood. Its when you want to take an extended trip, thats where the problem lies. There needs to be more Charging Stations installed, whether its along highways, or other key points. So you can drive great distances. Its not just that, chris. These need to be fast Charging Stations, you cannot tell someone to go from chicago to denver and say, you will stop every 300 miles for, i dont know, two hours . Three hours . Thats not going to work. You need to be able to say, boom, ten minutes, youre ready to go. And thats also the question, as weve started to get into what we have been scaled up to. The Truck Problem. The Truck Problem has a huge amount of emissions. Thats a big question. Right. People driving a truck, 12 hours, thats going to be the next wrong. Up Phil Lebeau thanks for joining us, appreciate it. At least four democratic District Attorneys are conducting investigations into his conduct. Theres an ongoing impeachment effort in the state house, and he just lost the head of the democratic New York party, both democratic senators have called on him to resign. As has the president of the united states. Its an avalanche. And it shows what can be done against a very powerful politician, who spent years of ruling through dominance and intimidation. As a New York times writer points out, what we are seeing from democrats is i to discuss the similarities and differences between these two dynamics, im joined by sam seder, host of the majority report, and rina shah, a former republican strategist, who served as a senior aide to a Congress Person and now is an adviser to the renew initiative. Then, we have covered them for years, when it rains it pours, obviously when you have an official finding, official investigations, the findings are damning. But it really shows, if you are going to come to the king you best not miss, and if you are going to do it, you better do together. Absolutely. Thats definitely what is going on here. I think everyone has decided that it was time. And if you think, look, there is an aggregate of things about cuomo that i think folks have been waiting instituting about, four years. And theres so many disparate constituencies that are looking for an opportunity, and so i think everyone jumped at once. And thats what you are seeing. Its a huge pile on. I dont know how he can withstand this, to be honest with you. I dont either. What i thought was interesting was, Maggies Point was quite incisive. As sam was saying, we know there are tons of republicans who absolutely hate Donald Trumps guts. Just at a personal level, right . They dont like him, they would love for there to be payback. And they have never taken the lead together collectively, to do this, even though they have been handed moments like January 6th. But this shows me that it could be done, there is a universe not saying its going to happen, there is a universe where you could do it. Chris, to the point made earlier, has everyone decided its his time . All politics is local, thats the thing. Im looking at new York State, and we dont know yet whether new York State democrats are ready to the thing, the thing being impeachment. We are seeing the can somewhat kick down the road right now, we are not fully sure where everyone is going. Because the reality is this. Cuomos tentacles are long. There are people in the assembly who have direct ties to him, they are donors are cuomos dinners donors, and theyre one of the same. Cuomo whole decorative over many of them. Lets talk about and play for a second, that remains to be seen. When you are looking at the Court Of Appeals for us example, you see a recent appointment, you see people that are cuomo people. Are they going to impeach . Thats the question. Until the speaker calls the vote for impeachment, this is receiving the same treatment that Donald Trump received from the very republicans who should have been calling him out. Nobody chris i think they are going to call it. Thats the point. He will make it as painful as possible. But at this point. Sure. Thats my point. They have walked out far enough, sam, on the plank that they cannot get back. Thats the key dynamic here. Well, i think so, and i should also say, this is not a perfectly analogous situation. Because cuomo has a transactional relationship with those people in New York. That we are just referencing. And trump didnt really, he had the republican voter. Thats true. In a way that cuomo doesnt. Thats right, thats right. But he is not deeply popular in his politics. His politics, lets face it, are much more about the early nineties than they are about the 2020s. Yes. So i think his trajectory, in terms of the relationship with voters is going in a different direction. And so there isnt the same sort of popular appeal back one more as. All his appeal is transactional. Again, thats one of those situations where it really is, when you come for the king, because its really a question of the king has the pursed rains in the situation. And really has a lot of transactional relationship that he has leveraged in the past and will try now. Right. But we have seen i mean, i totally agree with those differences. What we have seen is that there have been moments with cuomo, and again, i want to say that inciting an insurrection is to me a more grave offense, particularly in a historical sense, which is not to minimize what cuomo has done. But there was this moment whats interesting to me is the crowd dynamics of the politicians hurting. There was a moment when i was on air, rina shah, when the news was that mcconnell may vote for impeachment. And it was the thought of, okay, maybe the dominoes fall. They fall. They just read themselves of this guy. They just qualified for [inaudible] , and my point is, they could have actually done that. We have gotten so used to them not doing it that we think it is not possible. But we they could have, they could do it now. They could turn on him if they so choose. Well, we dont want to draw too many parallels. Because with trump scenario, with stormy daniels, he had a fall guy, michael cohen. There were receipts. When you look at the situation with cuomo, and that report is publicly available, i hope people go read it, it is nauseating, it is so disgusting. There are messages, tex. Pictures. Its just the kind of situation yes. Its the kind of nightmare where we would think, that the governor would be caused to say, its my time, i want to leave with dignity. These are 11 credible accusers and he is lying. I am so proud of these women. Ive been in the halls of congress and there are equal opportunity offenders on both sides of the aisle. I know it is like to be in the company of powerful men and want to just do your job and have unwanted advances. And have to deal with those. This is serious. They are putting their livelihoods on the line, so i commend those women, i commend Letitia James for what she did as well. Line by line, calling this for what it is. But there is one big reality here. Republicans are afraid of their voters. Democrats not so much. Because what we are living in. Is that post January 6th world, chris, and it means that republicans have to fear voters coming for them to hang them. It just gives me goose bumps. Ive spent nearly two decades in politics and this is where we are at with the republican party. So the fear of voters is what democrats do not have, and i hope they use it to their advantage.
