You also have the governor of georgia who has expressed vehemently that his disagrees and will not mandate masks in the state of georgia. As for those wearing masks into the classroom today, parents were delighted to have their kids back in school and they feel a certain measure of safety. The superintendent in atlanta feels good about the fact that students are automobile to meet in person. Only about 58 to 59 of her staff have received their full vaccinations. She feels good about the safeguards put in place. Heres what she told us yesterday. Last year we had to make the difficult decision to go virtual so for the last 18 months, approximately 15 of our scholars have not been in school. Its more than just the first day. Its a new normal. I would say the data from moderna is very promising, even showing efficacy at six months, that even the Pfizer Vaccine was done predelta i would also that that shows at least at six months theres no indication yet for a booster, even though moderna has the booster ready. I do know the Cdc And Fda are carefully reviewing not just lab data but pinnacle data. Currently the vaccines are doing what they need to do, they are preventing the worst outcomes of covid19, which are severe disease and death. But we do know that for a small subset of the population, immune immuno compromised people, a booster might be good for them. We do know some companies like germany have already started vaccinating people, the elderly and people with immuno compromised problems. If you are not in that subset of people and youre otherwise healthy and youve had the Moderna Vaccine or pfizer, are we talking like this winter or are we talking sooner than that . What do you see as far as the timeline here . Its so frustrating. It remains to be seen. So far the data from the States Pfizer Foundation is doing a great job. Really were not seeing any clear uptick in people who are fully vaccinated. I think until we do, that will be an indication for a booster for the general population. Just within the last few minutes, the headlines, is the judiciary Committees Investigation is, quote, nearing completion and theyre giving the governor a deadline of August 13th to produce any evidence he wants them to consider before they wrap this up. Reporter this notice seems to be just another step in the process, but a step that may have been accelerated by this weeks events. The attorney generals report alleging that Governor Cuomo sexually harassed 11 women, nine of them state employees. This notice means it is basically the last opportunity that Governor Cuomos team has to produce any materials they feel is relevant and the assembly is giving Governor Cuomos team the deadline of August 13th. After that, i just spoke with a member of the Judiciary Committee, bill stek, who said early next month they could finish building the articles of impeachment. Halle, on monday the Judiciary Committee is supposed to meet to discuss next steps but, again, Governor Cuomo facing mounting pressure on the political side of this because so many lawmakers have come out and not only asked for him to resign but said they will vote to impeach and also hes facing potential legal jeopardy as well as more District Attorneys are now looking into this cause. This morning 1. 3 million active duty troops are waiting on Secretary Lloyd Austin but The New York Times reporting he is now close to a decision on whether to recommend president biden require vaccinations for the military. Thats kind of speeding up the timeline on that front. Youve seen signs earlier, military leaders waiting on full Fda Approval before they took that step, but the Delta Variants seem to be injecting more urgency into the process. Are you seeing recommendations the secretary will recommend to the president that he move forward with this mandate . You know, were not supposed to speculate as new reporters but i kind of thing that the cards are stacking up in that direction. The Delta Variant, as you mentioned earlier, is the reason why. I mean, secretary of defense Lloyd Austin wanted to wait for Fda Approval, full Foreign Policy Fda Approval. But the Delta Variant has changed things and i talked the people at the Pentagon Theyve talked to say they expect a decision in days, certainly not weeks, possibly by the end of this week and it looks like hes leaning in that direction. Its actually a bigger deal, i think, for the 1. 3 million Activity Duty military troops to get vaccinated than it would seem on the surface, in part because our military comes from all over the country, including a lot of the states where theres been more vaccine hesitancy. And so theres also a hope among some people within the biden administration that if you can get the military members, Service Members all over the country from small towns vaccinated, they could serve as an example to people, other people in those towns, friends and Family Members are going to see they got vaccinated, nothing happened to them, they didnt get killed, and maybe might follow suit. Thats why its a big deal for the military to have this vaccine mandate. But the Delta Variant, as mentioned, is sort of pushing everything forward. Gli spoke with the n i spoke with the Nave Y Navy Surgeon General about this. This is no different than putting on a Flak Jacket in a combat zone. Do you see where this vaccine should be mandatory . In this Case Weve seen its very safe and so theres a strong argument for that and that is the secretary of defenses decision. Talk about this as a military readiness, a Troop Readiness issue. They do present it as a Troop Readiness issue. If youve got raging Coronavirus Variant like we do right now and youve got some vaccinated and some nonvaccinated, it becomes a readiness issue, it also a deployment issue. You cant deploy the Service Members to countries where they have stricter Vaccine Regulations and you dont want i mean, just common sense, you dont want a military where you have people getting sick. It does affect Troop Readiness. Thats part of the reason why the military is the most one of the most vaccinated bunch of people you will ever meet. I just remember when i was deployed to iraq back in 2003 and i had to get a whole bunch of vaccinations just before the pentagon would allow me to embed with the troops. So its not something thats not been done before. I think were all learning as we go along with coronavirus. And the u. S. , like the trump administration, has been a little bit slow to keep up with the fast changing coronavirus as things keep changing and so youre now seeing officials running to sort of catch up with the Delta Variant as It Rampages across the country. Youve got a coalition of housing groups suing in federal court. They want the judge to move fast, really fast, to try to stop the cdcs twomonth extension, accusing the cdc of, quote, caving with a Tidal Wave of political pressure. Pete williams is joining us. And talk about timing here. When do you anticipate we could get a response from the judge . Are we talking a matter of hours or weeks . A matter of days. The judge has said them they have to respond by 9 a. M. Its the same judge in washington in may have no authority to do this. The landlord went to the Court Of Appeals and said will you lift that stay . They say no. But four of the justices said he didnt think the cdc had the authority to do this on its own, only congress did. I think its somewhat laughable that the landlords refer to this in their latest appeal as a court ruling. Its clearly not a ruling. If it were a ruling, the government would be in contempt of court. Its money that has been put aside. Halle, the government has already allocated 46 Billion to rental assistance, which is obviously what these renters and landlords need. 26 states havent even given out 10 of that money yet. I spoke to one landlord in Kansas City and heres what she said about the log jam. Its coming slowly. There are some people if you can find where to apply, how to apply because the process is really cumbersome and then once it is applied, eight four to six Week Turn around time to even find out if a Case Worker has been assigned. This 60day Moratorium is kind of a work around to get the money out. If they streamline the process too much, they face a whole lot of people who shouldnt be applying. Lawmakers are still working through some amendments on that trillion Dollar Bill, the goal for democrats make enough democrats happy with changes so Chuck Schumer can cut off the debates and call for a vote. The Majority Leader overnight seeming confident theyll be able to get this done and move forward quick. The senate is making really good progress, really good progress. It sounds like we have a better sense of the timeline according to your team on Capitol Hill, maybe senators, maybe saturday for a final vote, is that right . Maybe saturday. Im sort of a senate pessimist. Theyve been working their way through these amendments over the last couple days, 22 of them so far, with more to come today and youre seeing two things happening simultaneously. There is a refining of this bill as members who were not part of the bipartisan group that really forged it are starting to weigh in and adding their tweets. Theres also an effort by Leader Schumer here to keep any republicans who might be on the fence or maybe leaning towards no for having a procedural excuse to not support this bill. He wants to make it as wide of a universe as possible without them being able to say, gosh, i would have voted for it if i had only had my vote on this amendment. A lot of these amendments fail. Its a way to say, look, we gave you a chance, put it on the floor, your colleagues voted and didnt like it. Now the theory here is that schumer could cut off debate as early as tonight. A lot of senators will be out of town for the funeral of former Senator Mike Enzi and they could come back and finish. There are lots of ways this process could be slowed down either intentionally or just because its a hard thing to pass a trillion Dollar Bill on a relatively short timeline. That pushes, of course, the democratic only Reconciliation Piece of this further into next week and theyre supposed to be on recess starting friday. That is clearly not going to happen. The question is how long that gets delayed while they finish up their work. Key vacation plans. Thank you very much. Just across pennsylvania avenue, were learning the biden administration is working on a plan for when the u. S. Reopens its borders to foreign travelers. The white House Official is saying foreign visitors will have to be fully vaccinated to come in. Josh, to you first, talk about this plan from the biden administration, when it might be implemented. Whats your sense . It will not be immediate. The White House describing this as part of a phased approach to lifting those restrictions currently in place. An official saying there will be limited exception to that policy, though we do not know what those exceptions are. We know that other countries, like britain and canada are ready to ease their restrictions on americans traveling to their countries. So far the u. S. Keeping its restrictions in place, including a ban on travelers coming to the u. S. , foreign citizens from countries within that have been in those countries within the last 14 days, places like the european unions, passport free area, the u. K. , china, india and others. The u. S. Also keeping in place this restriction that says people entering the u. S. Will have to have a negative Covid Test to be able to enter the u. S. We dont expect that to disappear any time soon. The biden administration facing a lot of increasing pressure, not only from airlines and families of americans who want to see their Loved Ones but also frankly from allies, a lot of whom are saying its not like these restrictions have exactly kept covid or the Delta Variant outside of the united states. They are pointing out that the u. S. Now has covid19 caseloads that are higher than many of those countries that are on the prohibited list, halle. Josh, thank you. David, let me bring you into this conversation as the u. S. Looks at this vaccine rule. Talk about where you see the landscape. Right now globally in the push to get people around the world vaccinated. The situation is in some way simple. In the rich world, the race between vaccines and variants is being won in most places. In poor parts of the world, the race between variant and vaccines is being lost. Just to put it in perspective, more or less half of the rich world has got a jab, a shot, but only one in 100 of the poorest parts of the world have got a shot. And the real danger at the moment is that these variants mutate in such a way that it defeats the vaccines. That means two things are incredibly important. The first is that the Vaccination Campaigns are properly finished in the rich countries but, secondly, we get serious about a global campaign, not just to redistribute vaccines to poorer countries but then to get the Distribution Systems in those countries so that the vaccines dont just sit in the airport, they get into the arms of people. Let me pull out a couple of threads. Based on what you just said then, do you believe these global vaccination efforts, specifically covaccs backed by the u. N. Are failing now . Its not based on me. There arent enough doses going to the poor parts of the world. The biden administration has delivered 110 Million vaccine vaccines but when you think theres A Billion people in the world, can you see the scale of the challenge and you many need many times as you were talking, i just want to show people to illustrate what youre talking about here before you make your second point, this map from The New York Times, you can see the countries that are shaded darker are vaccinating more of its populations, just to give folks a sense of where in the world were talking about here. Please continue. Were also in a situation where there are literally hundreds of millions of excess vaccines in the rich world and just to give you the u. K. Figure, just so its not always blaming the united states, there are 300 Million excess doses in the u. K. For a population of 60 million. And thishoarding going on is a real danger. Its not just a moral case. Its desperately in our own interest that the potential for the Africa Variant to merge with the Delta Variant, the danger is we great new kind of variant. And its frivolous for people in the rich world to refuse to have vaccines when theyre not available. Its tragic for people in the poor parts of the world who havent even got the choice of a sex. Youre making such an important point and for give me on this delay here. This is so critical. This is not someone elses problem if you live in a rich country like the u. S. This doesnt mean youre immune. Dr. Fauci has warned about this, too. The longer some of these unchecked variants spread, the riskier it becomes, which is why globally we have to get a handle on this. I think thats an important point youre making. If your Neighbors House is on fire, then your house on fire. Thats the old african proverb. In a world thats as interconnected that exists at the moment, with all of the travel and connection, we cant afford the virus to run rampant. We mentioned earlier, he now faces that new deadline to try and defend himself against a possible impeachment. Members of the Stay Assembly are giving him until Next Friday to hand over any information he wants to give them and they wrap up their investigation. Governor cuomo has denied harassing anyone and apologizes if he made anyone feel uncomfortable. Let me start on this news developing from the State Assembly where Impeachment Investigations would begin. Is it true that Impeachment Investigations wont begin any sooner than Next Friday. Yes, it is. I believe the assembly will be meeting on monday. They are wrapping up their investigation. Now you have to remember that they had a number of investigations. They are looking at everything from the sexual Harassment Piece as well as the book deal, as well as the vaccines. There was a large, large scope of things. They were wrapping this up. They asked the governor to submit whatever it was he had in support of his case by Next Friday, the 13th, maybe symbolic, Friday The 13th at 5 p. M. And then i imagine they will draft their case and once they draft their case, they send it to us and we have no sooner that be 30 days. Y we cannot begin a trial, we have 30 to 60 days and then we will proceed with a trial. That is pushing things into the fall here. Do you have any sense whether articles are currently being drafted . Have you spoken with the speaker at all on that . Again, i know they are working on it. They said theyd begun drafting it and i know theyll be meeting on monday. So the reality is is that this is happening, which is why i think so many people who are involved in were watching it up close and we know that this is not going to end well. This is why so many people are saying to the Governor Step april aside, resign now. There are so many resources, so many involved people in a case where, quite frankly, with these 11 substantiated allegations, seems unnecessary. These women are extremely courageous and we need to respect them and believe them. You talked about the number of people who have called on Governor Cuomo to resign. I think you said something like 33 of the 43 democrats in the senate have done that but to be clear, right, the governor has made extremely clear he is not going to resign. Calls for resignation doesnt seem to do much. Its about whether people support his support is Removal Office giving where the investigation goes in the State Assembly. Do you think in the leadership that there are the votes there if it came to this to remove the governor from office . What are you hearing from your colleagues some 38 members of my 43 Member Conference called for his resignation. A because what happened is outrageous, egregious, and corroborated. And b because New Yorkers and new York State deserve to be able to move forward. There are 63 members of the senate, and the 38 are in my conference that im speaking out. There is 20 republicans, and then there will be seven members of the Court Of Appeals. So we need to have a super Majority Vote in order for there to be removal and again im looking at numbers and not only that, im looking at what has been alleged, corroborated, substantiated by the highest Law Enforcement of our state. I have to ask you. Does justice for them have to meet criminal charges against the governor . Can they have justice without that . Again this is up to each woman where they feel justice would be for them. But for, i think, who we are as people as people and New Yorkers we have taken this very seriously. Were saying that Sexual Harassment has to place in new York State and certainly no place in the workplace. So we need to practice what we profess. We need to be clear that we believe the women and we support removing obstacles and i think justice for the people of New York and the leadership in New York to reflect the values of New York.
