Vaccination effort at home and abroad. The president is also expected to take indication on a number of topics, including the Refusal Investigation from the investigation into Governor Cuomo. We will carry the president s comments live when they happen, and talk more about the investigation into Governor Cuomo. But were going to start with the Unfurling Human Tragedy among the Men And Women who protected the capitol and the lawmakers who worked inside it on January 6th. Its now colliding with one of the party spiraling into conspiracy lies. Yesterday officials confirmed two more Police Officers who responded to the attack at the capitol, have died by suicide. Speaker pelosi issued a statement about hashida, who called him a hero. D. C. Police also confirming that Officer Kyle Defrietag was found on january 10th. Officer Harry Dunn spoke specifically about the ongoing trauma to officers who responded that day. Im now receiving private counseling, therapy for persistent, emotional trauma of that day. Ive also participated in many Peer Support programs with fellow Law Enforcement officers from around the United States. I know so many other officers continue to hurt, both physically and emotionally. I want to take this moment to speak to my fellow officers about the emotions theyre continues to experience from the events of January 6th. Theres Nothing wrong with seeking professional counseling. What we went through that day was traumatic. If you are hurting, please take advantage of the Counseling Services that are available to us. His fellow officer, mike an fanone, has described in very visit terms the terror he experienced. I was aware enough to recognize i was at risk of being stripped of and killed by my own firearm. I was electric Roe Cuted again and again and again with a taser. Im sure i was screaming, but i dont think i could even hear my own voice. I thought about using my firearm on my attacker, but i institute if i did, i would be quickly overwhelmed. That, in their minds, would provide them with the justification for killing me. So i, instead, discussed to appeal to any humanity they might have. I said as loud as i can manage, ive got kids. Put none of that searing gutwrenching testimony has served to break the favor of smear from the Rights Mostwatch Gov save us from the thirdrate theaterics. The award for blatant use of partisan politics. I ward goes to officer Harry Dunn. For best performance in an action role, its michael fanone. He cited it as for ditching our bill of rights. Ive been left with the psychological trauma and emotional anxiety of having survived such a horrific event. If its tuesday, there is a Brandnew Conspiracy from the right about Law Enforcement to tell you about. The fbi figures into Ron Johnsons elaborate delusions about January 6th. The Washington Post Today reports that the senator, quote, suggested in a private conversation saturday without evidence that the fbi knew more about the planning before the January 6th Capitol Riot than it has revealed so far. The ongoing tragedy among the firstresponders is where we start this hour. Senator Claire Mccaskill joins, and john heilman, and former Assistant Director for counterintelligence at the fbi and host, frank figliuzzi. Frank you i want to talk about ptsd in Law Enforcement and what you have to say to a community that is still very much struggling under the weight of the horrors of that day . Msnbc daily has just published my column on the tragedysuicides. Heres the deal. I can tell you there were times in my Leadership Career in the fbi when i had to mandate agents to attend an employees assistance program, counseling session, or enroll in certain therapeutic sessions, because the nature of the culture is that were tough guys, we dont need help, weve got this. The irony, of course, is these are the very people that are on the Front Lines and need our help. These officers had our back on January 6th, but i dont think we have their back. There are even departments who refuse to acknowledge Officer Suicide even when linked to a critical, as a line of duty death. The repercussions is the family may Not get full benefits. Insurance can be canceled in some cases. We have to call it what it is. It is line of duty death. It is apparently linked to the capitol. Why . Despite the fact theyre from two departments, the commonalty is the violence of January 6th. We owe it to them, the departments owe it to their fellow officers to collaborate on an investigation as to what happened and why with regard to ptsd, counseling, mandating therapy and all of that, so they become the last of the susuicid. This culture is so closed we dont even accurately capture statistics on Officer Suicides. What is available is done voluntary through nonprofit organizations. That data tells us that despite the fact that suicide is the tenth leading cause of death across the United States, it is the Number One cause of death for Law Enforcement officers. One way to change it, nicolle, is to simply stop minimize what happened, and stop saying that January 6th was a typically tourist day, that somebody about this and it wasnt for real. Frank, let me show you what feels like an effort to process some of the trauma and the pain by giving voice to it. What we were subjected to that day was like something from a medieval battle. I could feel myself losing oxygen, and Recall Thinking to myself, this is how im going to die. I was dragged from the line of officers, and into the crowd. I heard someone scream, i got one eventually it was my Turn Mountain Meat grinder that was the Front Line. The terrorists had a wall of shields they had stolen, and i received injury. Yet aNother officer had told me he had been could Not fronted by Insurrectionists Who told hi, put your gun down and well show you what kind of [ bleep ] you really are. Im going to play that until the lies stop, but let me put out some facts that cant be smeared or rewritten. 81 Capitol Police officers were injured. 65 metropolitan Police Officers were injured. Those injuries include concussions, broken bones, heart attack, at least 38 tested positive for covid19 after that day. Frank, can you imagine or did you ever experience any Law Enforcement crisis, after which one half of the country denied it had occurred . No. Look, the closest thing we had to our in other collective experience as the country is the Vietnam Era where, you know, our brothers and fathers and sons and went out and future on behalf of a nation, and they came back to a nation that was entirely split. Unfortunately the nation wrapped up those veterans into the political issue of whether we should have been in vitt natural, failing to recognize the sacrifice. Similarly, thats happening here. They were in Handtohand Combat, and much of the nation, including ironically the networks that many Police Officers watched for their evening news, is Not only Not supporting them, but saying that Something Else happened. The former president of the United States referring to them in a derogatory term, as if they have no strength, and that theyre weak. One host actually tweet, these people are unfit for duty. This is the exact opposite of what should be happening, but its all a narrative, a narrative to get us to minimize what happened that day, because the truth is too ugly for those who are responsible for it. Claire, im grappling to find familyfriendly words, since its 4 00 p. M. In the east, 1 00 p. M. In the west, but these men mostly in the Republican Party have whored themselves out. Lets be blunt here. Theres a lot of people in Fox News Audience who may be in the communities of Law Enforcement officers, more than in our viewing audience. Thats the sort of demographic history of who watches what. The fact on those networks, they werent ignored. They were highlighted and mocked. These men were mocked. Their injuries were denied, and their trauma seems to be ongoing. The suicides are direct evidence of the trauma that the Police Officers endured that day. The other thing we have to remember here is Police Officers in america, they do Not expect Handtohand Combat. There may be some training for when you have a mob or a crowd, but No One expect when they wear a uniform they last quarter in a Life Or Death Handtohand Combat like a war. So of course there will be ptsd, that they somehow failed. They did Not keep authority there, and they expected respect for their authority, Not Flagpoles Gouging out their eyeballs. Not only has Fox News hosts gone after these brave Men And Women, but that elected senators are going after them, because now you have Ron Johnson, first they said lied and said antifa, and then even Kevin Mccarthy said, no, mr. President this was Not antifa, these were your supporters. Secondly, they gist tried to make up that somehow its nancy pelosis fault, and now Ron Johnson wants to blame Law Enforcement. Hes floatsing out there, an elected United States senator, that somehow the fbi is responsible for what happened that day. At what point does the Fraternal Order Of Police get up to a podium and say, stop it. Stop attacking Law Enforcement. I do Not understand why they republicans are silent. I particular dont understand why the Police Unit Hasnt said squat. Frank, can you respond to that . Why havent police unions come out and defended Law Enforcement against republican smears and lies . Well, if we think that Law Enforcement is some monolith separate and apart from the rest of society, we are wrong. They reflect what is going on in the larger society, and dont forget, Cops For Trump rallies, well attended throughout the United States,. So we see that kind of delusion even falling on the shoulders of Police Officers mindsets Not being changed yet. Theres got to be a wholesale change of how Law Enforcement views their jobs here. John heilemannheilemann, thi they right about Ron Johnson suggesting fbi knew more than it said. Rightwing website that undercover agents were among those that breached the capitol, allegations that spread quickly. The claims were based on the false simple those names were federal agents or informants. Fox News Host Tucker carlson said, for instance, that, quote, in potentially every single case they were fbi objectives. End quote. Hmm. Nicolle, hi. This is a terrible way to start out a show here. It is. I was in a State Of this is disgusting. I was in a State Of of high about this, as you know. I ranted about it on this show and others. My focus of my ire now amplified, is those very people oar talking about. Tucker carlson, laura ingram, please take a bow for being the most disgusting, morally depraved people on television, maybe in the history of mass media. To claim that the riot was Not as bad, thats bad. We have video. We know how bad it was. Its all there to see. Its undeniable. To claim it wasnt as bad as said, thats one thing. Bad. To claim theres a Sprir Theory Undergirding it, thats also bad. But to hear these people on the air portraying these officers as fabulous, saying they are crisis actors, Laura Ingraham made Me Mental when she did this the other night. It just reflects the moral monstrosity. These people have families. These people are suffering, and the reason i say its amplified, with each of these suicides, it only screams more loudly the absolute opposite of crisis actors. These people are in pain. The people around them are in pain. They have made these sacrifices for All Of Us, as frank said, for the capitol iconic building, for democracy, for the people inside, republicans and democrats alike. To Not just be mocked, but to be called liars, to be called fabric fabricators, to be called fabulous, crisis actors, i dont think of anything you could say that would be more despicable. Now i have moved off of the host, because who expects bert from them at this point, right . These people are they want no soul, they have no shame. They do this on a nightly basis now, at the cost of peoples lives to covid and all the rest of the conspiracies that they but i would like to Move On who are these companies in america who are advertising on these Programs Night after night . Who every night are supporting tucker carlson, Laura Ingraham, sean hannity, all these people peddles they dangerous, morally bankrupt theories, that dont just propagate dangerous fantasies and delusions. We should go through and make a list of the advertisers and call them to account. The only reason these shows are on the air is because they have an audience, which is a kettle of fish, but the reasonable theyre allowed airtime is that the money keeps rolling in. So, i think, you know, with every day that this passes, and this is the worst example on the Capitol Hill Police officers, but there are many others. The things theyre saying, in every one of these cases, these companies that support them Night After night, strictly because theyre making money off of them, they are i think morally complicit in all of this moral depravity. Far more efficient, and far more traditional would be a boycott. You still have Friends On The Other Side of the aisle. Why would a Roy Blunt or Mitch Mcconnell ever appear on a network that is political porn for retraumatizing the Law Enforcement officials who saved their lives on January 6th . Well, there is a real danger in some of our echo chambers in media today. I think, nicolle, you are someone, because you came from The Other Side of the aisle, you really make an effort to try to bring people onto your Show And Lynn to different perspectives. Ive been on your show when i have argued with one of your other guests about issues, but the Fox News bubble is particularly calcified and captures the most serious republican voters, the ones who show up in primaries. Somebody thats retiring shouldnt be afraid. Rob Portman Shouldnt by afraid. Pat Coombsie Shouldnt be afraid to speak out against any host that would demean and belittle men who were showing their vulnerable to Fear And Pain in a uniform on behalf of Sith Zen of this country. So i guess what the problem is the Tucker Carlsons and Laura Ingrahams of The World, they field safe in that bubble. They fealty that would be rewarded mea it more ridiculous. Theyll have more eyeballs, and theyll get more sponsors. Its a nasty circular problem, and the only way you bust out of it for those advertisers to say, you know, we dont want to be a part of a Show Making Fun of Police Officers who have been attacked. Frank figliuzzi, from your vantage point, sort of being in that world. What can we do . What does Law Enforcement in general and these officers specifically, need from us . They need our respect and thanks, first and foremost. They need to understand what is happening in a segment of our society doesnt reflect but on a larger, more substantive level, nicolle, we have to start attacking what i call the dangerous triad. Thats this concerted effort at Disinformation And Propaganda that exists between certainly farright Cable News networks, and ill throw some Social Media Platforms in there, certainly lawmakers who align themselves with the former president , and then adversaries, actual foreign intelligence services that are capitalizing on the split in america, fueling it, enflaming it. Its gotten so you cant tell the difference. First, we have to get our friends and anybody we care about off social media that is spewing lies. Of course, we need congress to start Legislating Regulation of Social Media Platforms to include ranking them, and rating them for safety and accuracy. We need to be low with regard to our lawmakers, we dont tolerate disrespect for our officers. This, as john said, make it known to sponsors, that were Not buying their product, because their product is served with lies and falsehoods that are endangering american democracy. Frank, Thank You so much for starts us out of. Claire and john are sticking around. When we come back, we are watching and waiting for the White House to begin those remarks from the president on Covid 19 Vaccination Efforts both here at Home And Ablood broad. We expect them to take questions on a number of those stories. Well bring it to you when it starts. One of the other topics that could be breaking news, the attorney Generals Investigation into Governor Andrew Cuomo has collude. Concluded. Well look at where this goes next. All those stories and more when deadline White House continues. E when deadline White House continues. Always busy. I was starting to feel a little foggy. Just didnt feel like things were as sharp as i knew they once were. I heard about prevagen and then i started taking it about two years now. Started Noticing things a little sharper, a little clearer. I feel like its kept me on my game. Im able to remember things. Id say give it a try. Prevagen. Healthier brain. Better life. Ok everyone, our mission is to provide complete, balanced nutrition for strength and energy. Whoo hoo ensure, with 27 vitamins and minerals, now introducing ensure complete with 30 grams of protein. Rugs starting at 39. 99. But youll make em look like A Million bucks. Home. Theres no place like it. Someone once told me, that i should get used to people staring. So i did. Its okay, you can stare. When youre a twotime gold medalist, it comes with the territory. As we wait for President Bidens covid event to get underway, we go to the other big political story of the day. Today the new York State attorney Generals Office released detailed findings of their investigation of Governor Cuomo. They concluded this, Governor Cuomo sexually harassed multiple women, that cuomo and his staff retaliated against a former employee, who was the first to speak publicly about his conduct, and that quoto and the Executive Chamber created a toxic Work Didplace that permitted harassment. This is conduct that corrodes the very fabric and character of our state government, and shines light on injustice that can be present at the Highs Levels of government. But anyone of this, none of this would have been illuminated if Not for the heroic women who came forward. Quoto today again denied ever touching anyone inappropriately. My attorney, who is a nonpolitical form of federal prosecutor, has done a response to each allegation, and the facts are much different than what has been portrayed. I never touched anyone inappropriately or maid inappropriate sexual advances. I am 63 years old. I have lived my entire adult life in public view. That is just Not who i am. Calls for cuomo to step down are piling on from New York lawmakers. This just now from House Speaker Nancy pelosi who says, quote, as always i commend the women who came forward, recognizing his love of New York and the respect for the office he holds, i call on the governor to resign. As you know, already, we are wading for President Bidens vent. If that happens, we will come back to you, joyce, and you claire, and you, John Heilemann. What strikes you about the scope provided, and What Happens Next . This is an independent record, and its evaluating Sexual Harassment claims that come in title vii. These are tough cases to make, nicolle. You usually have to have evidence that the harassment is pervasive or so severe, youre entitled to move forward with this kind of case. What strikes me here is this report is remarkably clear, the first sentence Out Of The Box is the conclusion that Governor Cuomo is guilty of Sexual Harassment. They talked to 179 witnesses, including the 11 complainants. They reviewed 74,000 individual documents, emails and text Messages Joyce were going to listen to the president , who is expected to comment on this issue. Well pick it up on The Other Side. It will get worse before it gets better. What is different about this surge from previous ones, is we have the tools to prevent this rise in cases from shutting down our businesses, schools, society as We Saw what happened last year. While the cases are on on the rise, its important to Note, we have Not seen a comparable rise in hospitals or deaths in most areas of the country. Thats because 165 Million americans are fully vaccinated, including 80 of the most vulnerable americans, our seniors. The best line of defense against the virus is the vaccine its at simple as that, period. I want to be crystal clear about whats happening in the country today. We have a pandemic of the unvaccinated. Now, i know theres a lot of misinformation out there, so here are the facts. If youre vaccinated, you are highly unlikesly to get covid19. Even if you do, the chances are you wont show any symptoms, and if you do, theyll most likely be very mild. Vaccinated people almost never are hospitalized with covid19. In fact, according to one recent study, 95 of overall covid19 hospitalizations are among those Not fully vaccinated. The data shows virtually all of the cases hospitalizations and deaths due to covid19 are from the unvaccinated population. Last month, a study showed occupy 99 of the covid19 deaths have been among the Unvaccinated People. 99 , that means if you are unvaccinated, you are most likely to get covid19, two hospitalized, and three, die if you get it. This is a tragedy. People are dying and will die who dont have to die. The data is absolutely clear. As i have said, we have a pandemic of the unvaccinated. Think of of it this way 191 Millions americans have gotten at least one shot, including 70 of adults over the age of 18. 165 Mill Union americans are fully vaccinated. About 90 Millions americans are eligible for vaccines and still havent gotten their first shot. I think theres a clear link between the lowest i know, i dont think, actually the lowest vaccinated states are the states with the highest Case Rates. This past week the most vaccinated state in the america, is vermont, has only seen five new cases per day for every 100,000 people who live in the state. That mean, any given day, only 30 people in the entire State Of vermont get covid19. Maine has seen just six new cases per 100,000, but the states with the lowest vaccinations are seeing ten to 10 times as many new cases. Its moving while wildfire through the unvaccinated community. Its heartbreaking, particularly because its preventible. Thats why were doing everything we can to get more people vaccinated. We are seeing real results. In the past two weeks weve seen a 5 increase in the average number of new people getting vaccinated every day. In the last seven days alone, nearly 3 Million americans have gotten their first shot. Thats the highest Sevenday Total in a month. Importantly, with the past two weeks, the eight states with the highest current Case Rates have seen a doubling of the number of people newly vaccinated each day. The message is getting through, apparently. Louisiana has seen a 212 increase in the average number of newly vaccinated people in that state per day, going from 3,600 to over 11,000 vaccinated. Arkansas is up 99 . Mississippi is up 125 . Alabama is up 186 , going from 3,200 to 9,150 people vaccinated per day. This will make a big difference. These are encouraging signs. We have to continue our aggressive effort to vaccination the unvaccinated. Last week, i announce additional steps to incentivize americans to get vaccinated, including calling on states to over 100 for anyone willing to step up and get a vaccinate shot. You know, minnesota has already done that. North carolina announced its inrentive today. Places that have offered the 100 Thousand that would be really good. I would get vaccinated at least times, but the 100 incentives have seen an up tick. Small and mediumsized businesses will be fully Reum Bursed for paid time off for their employees to get vaccinated and to take a Child Or Parent to get vaccinated. I announced tough, sometimes unpopular steps to keep people safe and our economy strong. All federal workers must report their Vaccination Status or be subject to strict requirements. Any federal worker who does Not attest to their Vaccination Status, or unvaccinated will be required to mask, test, and will Not be able to travel for work. Ive asked my administration to apply it to all federal contractors. If you want to do business with the federal government, get your workers vaccinated. I also directed the pentagon to look at adding covid19 to the list of vaccinations that are required for our troops. Others are required. I approved the Department Of Veterans Affairs to require doctors, nursing and other Healthcare Workers who care for our veterans to be vaccinated. The good news is now many are following the federal governments lead. In the past several days, states and local officials have come out to impose similar vaccination mandates. The private sector is stepping up as well. Even fox says vaccination requirements. I want to thank walmart, google, netflix, disney, Tyson Foods for their recent actions. Look, i know this isnt easy, but i will have their backs and the backs of other private sector public leaders if they take such steps. Others have declined to step up. I find it disappointing. Worst of all, some State Officials are passing laws, Signing Orders that forbid people from doing the right thing. As of now, seven states Not only ban Mask Mandates, but also ban them in their School Districts. Even for young children who canNot get vaccinated. Some states have even banned businesses and universities from requires workers and students to be masked or vaccinated. The most extreme of those measures is like the one in texas, who says State Universities or Community Colleges could be fined if it allows a teacher to ask her unvaccinated students to wear a mask. What are we doing . Covid19 is a national challenge, and we have to come together, All Of Us, as a country to solve it. Make no mistake, the Escalation Service cases is particularly concentrated in states with low vaccination rates. Just two states, florida and texas. They account for one third of all new covid19 cases in the entire country. Just two states. Look, we need leadership from everyone. If some governors are Not willing to do the right thing, then they should allow businesses and universities who want to do the right thing, to be able to do it. I say to these governors, please help. If youre Not going to help, at least get out of the way of the people trying to do the right thing. Use your power to Save Lives. Ive made it our first and top priority to have a vaccine available for every single american the day i got elected. That was my priority. Let me be clear. We have a supply for every single american. That will never change. At the same time its also in our national interests to share some of our vaccines with The World. Which gets me to the second thing i want to discuss today. Ive been very cleareyed we need to attack this globally, Not just as home, because its in Americas Selfinterest to do so. The virus knows no boundaries. You cant build a wall high enough or ocean wide enough to keep us safe from the covid19 in other countries. In fact, just like the original virus that caused covid19, the Delta Variant came from abroad. As long as the virus continues to rage outside the United States, potentially more dangerous variants could arrive at our shores against. We know covid in 19 in other countries stifles economic growth, disrupts supply chains, risks instable and weakness in governments. As we have seen in the United States, the key to growing economies is to vaccinate people. Just as the american economy is recovering, its in all of our interests to have global the global economy begin to recover as well. This is about our values. We value inherent dignity of all people, everyone. In times of trouble, americans reach out to offer a helping hand. Thats who we are. Ive said before, in the fight against covid19, the United States is committed to be at the arsenal of vaccines, just as we were the Arsenal Of Democracy during World War ii. Were backing up that commitment. We have contributed more than any other nation to covax, the global evidence to distribute the vaccine. During my trip to europe in june, i announced the United States has performed a groundbreaking 500 Million doses of pfizer, and then donate them those doses to nearly 100 low and middle income countries that dont have a vaccine. Those will begin to ship at the end of this month. We donated 80 Mill Today i have an important update. We have already exceeded 80 Millions doses that have gone out. As of today, the United States has shipped over 110 Million doses of u. S. Vaccines to 65 countries among the hardest hit in The World. Let me say it again. As of today we have shipped over 110 Million doses to 65 nations. According to the united nations, this is more than the donations of all 24 countries that have donated any vaccine to other countries, including china and russia. All those nations combined. These Vaccine Donations from america are free. Were Not selling them. There are no demands, no conditions, no coercion attached. No favoritism, no strings attached. We are doing it to end this pandemic, Save Lives. Thats it. In fact were donating vaccines to countries we have real issues with, and we will continue to give tens every millions of doses away across the Summer And Work for increase u. S. Manufacturing of vaccines around The World as well. Its Not just vaccines. Were continues to provide countries with more testing, protective equipment, and personnel, to stem the surge of the virus. We have done it in india and elsewhere. Let me close with this ive said before, in a race for the 21st century between democracy and autocracies, we need to prove that democracies can deliver. The democracies of The World are looking to america to lead again in two ways. First, to demonstrate we can control this virus at home. Second, to show we can help address it around The World. Vaccinate america and help vaccinate The World, thats how were about to beat this thing. Were always going to have enough doses for every american who wants one. Our work in donating vaccines to to The World is about america following through on promises, and delivering what we say well deliver. Its showing how american science and technology, businesses and academia, can all work together. Above all, its proving that democracies can deliver, and yet americas back to leading in The World, now by the example of our power, but by the power of our example. Well city have work to do. If youre unvaccinated, please, please, please get the shot. Dont just listen to me. Listen to the news with the experts. Were sending a powerful message to everybody, as theyre lying in bed, many dies from covid19, theyre asking, doc, can i get the vaccine . The doctor has to look at them and say, no, sorry, too late. Right now too many people are dying or watching a loved one dying, saying if i just had got vaccinated. Folks, this isnt about politics. The virus doesnt care if youre a democrat or republican. This is about life and death. Life and death. I cant say it any more plainly than this the vaccine saves litch and it could save yours or your childs. I know we can do this. Were the United States of america. Were prepared like never before. We have the tools and the resources to Save Lives at home and around The World. This is who we are. This is what we do. This is why theres no nation like us on earth. God bless you all, and may god protect our troops. Ill take a few questions. Reporter first id like to start with the news of the day, given back in march, you said if the investigation confirmed the allegations against Governor Cuomo, that he should resign. Will you now call on him to resign, giving the investigators said the 11 women were credibility. I stand by that statement. Reporter are you now calling on him to resign . Yes. Reporter if he doesnt resign, do you believe he should be impeached and removed from office . Lets take one thing at a time. I think he should resign. I understand the State Legislature may decide to impeach. I dont know that for a fact. I have Not read all that data. Reporter if hes using a photo of you impliesing him in his selfdefense to say these are commonplace kind of embraces he made in the allegations against him, do you condone tao . Im Not going to fly spec this. Im sure theres some embraceses that were totally innocent, but apparently the Attorney General destined there were somewhere that werent. Reporter if i could on the evictions and the moratorium that lapsed on saturday night, what is the strategy too prevent millions of people being evicted from home. Any call for moratorium based on the supreme courts recent decision is likely to face obstacles. Ive indicated to the Cdc Id like them to look at other alternatives than the one that is in existence, which the court has declared theyre Not going to allow to continue. The cdc will have something to announce to you in the next hour to two hours. Reporter on the vaccines other countries following the lead of the United States and increase donations to low and middleincome countries . I think those countries that have been able to cover their population and have the ability to provide either dollars and or vaccine for the 100 or so poor nations that need help, should do so. We had that discussion at the g7. A number of those countries said they were going to do that. Some have followed through. The point i was making, though, is i have kept the commitment we have kept the commitment we would do what we said. T we would do what we said. Desantis and Governor Abbott Art personally making decisions that are harming their own citizens . I believe the results of their decisions are Not good for their constituents, and it is clear to me and to most of the medical experts that the decisions being made like Not allowing Mask Mandates in school and the like are bad Health Policy, bad Health Policy. Reporter mr. President , i have a question about something that you just said. Im sure you do. Reporter Thank You. You just said there is no law wide enough and no ocean wide enough to protect us from the virus. So what is the thinking behind letting untested and unvaccinated migrants cross the Southern Border into u. S. Cities in Record Numbers . There is what were doing, we have Not withdrawn the order that is sometimes critical, criticized, saying that Unvaccinated People should be gold back across the border, Bu Unaccompanied Children is a different story because thatsc the most humane thing to do, is to test them and treat them and Not send them back alone. Reporter and a follow up reporter mr. President. Reporter mr. President. Reporter mr. President , have you spoken with Governor Cuomo today . I have Not. Reporter one other question on the virus. You just said we continue our aggressive efforts to get the unvaccinated vaccinated. Other countries have found a lot of success in requiring vaccines in public places. New York City just announced today that they will require vaccines for restaurants and gyms. Do you think more cities and states should institute rules like that . Le i do. Reporter and are you going tor publicly call on them for them to institute a Vaccine Passporttype System or it is up to each City And State to figure it s out on their own . Im sorry . Reporter do you think they should institute some sort of verification to use public spaces . I dont think they need to do that. I think they just need to give the authority of the restaurants or businesses to say in order to come in you have to give proof you have been vaccinated or either you cant come in. Ill take a couple more. Reporter mr. President. Reporter mr. President. Reporter mr. President , can i ask you about news of the day, one more on Governor Cuomo . Youre calling for him to resign now, and my question is do you think he should be i prosecuted and s what is your message to t women who have now accused him of n sexually harassing and abusing them . Look, what i said was if the segregation of the Attorney General concluded that theof allegations are correct back in march that iti would recommend resign. Thats what imme doing today. I have Not read the report. I dont knowd the detail of it. All i know is the end result. Mr. President. Reporter mr. President , i wonder on covid if i could really quickly. If the Eviction Moratorium, can you explain a little more why it took so long to have a possible Eviction Moratorium put into place . There are people this expired on saturday. Im wondering. There are folks saying that it took too longng for this to happen. Well, look. The courts made it clear that the existing moratorium was Not constitutional. It wouldnt stand. They made that clear back in, i guess, July 15th or july 18th. In the meantime, what i have been pushing fornt and calling r is we have billions of dollars have given to states to provide for rent and utilities for those people who cant afford to stay in their homes because they cant in an apartment because they cant pay their rent. So were urging them to distribute those funds to the landlords. I believe that would take care of the vast majority of what needs to bet done to keep peop in their apartments now. So a thats what were working. Some states have done it and some communities have, but they have Not. The money is there. It is Not we dont have to send it out. Sent out to the states and counties. Billions of dollars for the express purpose of providing foo back Rent And Rent of people who are in the middle of this crisis. Thats there. Thats what were pushing now, and weve been pushing that. Thats the immediate thing to do. Ill take one more question. Reporter mr. President. Reporter mr. President. Reporter mr. President , Thank You so much. There was an expectation that you would be announcing, again, new vaccines to The World today, other than the ones you promised. Are you ready to send more vaccines to The World, and there is a delegation from the White House going to brazil tomorrow. Are they bringing more vaccines . Are they announcing more vaccines to a brazil . No. Areo they announcing more vaccines overall . Overall, and then to brazil for thed delegation coming to brazil tomorrow, will they be bringing vaccines . The answer is i dont know whether the delegation going physically has vaccines with them. Weph have provided vaccines to the announcement, are they announcing there . Theres a need for several billion doses around The World. We have committed to over half A Billion doses, and were trying to provide for more and provide for the capacity of countries like india to be able to produce the vaccine themselves. We are helping them do that. Thats what were doing now, and were trying to by the way, it is free. We are Not charging anybody anything, and were trying to do as much as we possibly can. Thank you all. Reporter Sir Reporter mr. President , were learning the administration is about to announce a new partial Eviction Moratorium, covid related. Can you tell us any more about that and are you sure it is going to pass supreme Court Muster . Co the answer is two fold. One, i have sought out constitutional scholars to determine whaton is the best possibility that would come from Executive C Action or the cdcs judgment, what could they do that was most likely to pass muster constitutionally. The bulk of the constitutional scholarship says that it is Not likely to pass constitutional muster, Number One. But there are several key scholars who think that it may and it is worth the effort, but the presentef you could Not the courts alreadyot ruled on e present Eviction Moratorium. So i think what youre going to see look, i want to make it clear, i told you i would Not tell the Justice Department or theti medical experts, the scientists what they should say or do. So i dont want to get ahead. The cdc has to make the i asked the cdc to go back and consider other options that may be available to them. Youre going to hear from them what those other options are. I have been informed theyre about toee make a judgment as T Potential other options. Whether that option will pass constitutional measure with this administration i w cant tell y. I dont know. There are a few scholars who say it will and others who say it is Not likely to. But at a minimum, by the time it gets litigated well probably give some additional time while were getting that 45 Billion out to people who are, in fact, behind in their rent and dont have the money. Thats why it was passed in the act that we passed in the beginning of my administration, and it went to the states. We were under the impression that the states were moving this Money Out relatively rapidly. So, for example, if i am in an apartment, if youre in an apartment and you are behind on four, five Months Rent and lets say your rent is 2,000 a month im just making this up out of the blue, and you are behind, you need 10,000 to catch up. Hardly anybody has that 10,000, but theres money that the states have that they can give to the landlord that 10,000 for the back rent. The future rent is unlikely, at least the hope is since they have been made whole to that point that they would be inclined because the economybe growing, inclined Not to throw someone out in the street, keep that person no guarantee keep that person in the apartment, keep the kids in the same School District and Count Onct being able to have the opportunity for that person to be able, who may now be employed, to pay their rent. But in the meantime i have asked is there any Safety Valve we can put in, and it is the one i explained to you. Again, cdc will announce that and the details of exactly how it works. Im Not telling i told them i want them to take a look. I didnt tell them what they had to do. My hope is it is going to be a new moratorium that in some way im Not going to announce it now, let them announce it, in some way covers close to 90 of the american people who are renters. So thats all i can tell you now. Thank you very much. Reporter whats the difference because it is let them explain that to you,le okay . I dont want to get too far ahead. Thank you. Reporter mr. President , is covax doing enough to get shots in arms . Reporter why arent say happy birthday . What . Reporter seem to be she knows the message. We had a discussion while i was downad there. Hen knows the message. He decided see yall later. President biden delivering remarks there on the occasionf the United States of america reaching his 70 of vaccinated adults. That was his goal for 4th of july, the country reaching that goal about a month later. This president now clearly speaking to the c two americas, Vaccinated Americans, President Biden saying should you become infected Byu Covid you will be Safe Eveny if you develop symptoms,el you will Not likely end up in the hospital. His message to Vaccine Skeptics and Red State Governors a little more direct, praising the massive uptick in vaccinations since his speech just a week ago in states like louisiana and texas, and pointedly asking Red State Governors to get out of the way of localities and businesses trying to protect their customers and their constituents. Obviously the other huge headline of the day, that investigation into New York Governor Andrew Cuomo. The president asked if he should resign, to which he said yes. We aree joined for our Continu Incoverage Byou former Obama Whe House Health Policy Director And Msnbc medical Contributor Dr. Kavita patel. Claire Mccass Skill is still here andsk John Heilemann is he and Joyce Vance is back. I interrupted you when the president started talking, adding his voice to a virtual Cacophony Calling for Andrew Cuomo to resign. Joyce. The president discussed the option as we move forward, which is the possibility of resignation. Theres also the possibility of impeachment in the new York State legislature. Come. Ould there is Ald Committee already work on that sort of investigative process. Then we turn to the legal system. There are two possibilities here. We know that albany is already investigating one set of investigations, the groping allegations against the g governor, and evaluating that as a potential criminal case. Theyve said this afternoon that they will be seeking more of the information in possession of the New York Attorney General. Thats significant. Theres also a possibility that the women who have Come Forward could now bring civil lawsuits under title vii. One suspects thats in the offing. Theres been an awful lot of investigation here. Where ween started, nicolle, wa discussing the fact that the evidence here is just startlingly clear. It is remarkably comprehensive. 11 women who have Come Forward and a finding by this independent investigation that there was pervasive and severe Sexual Harassment going on with a governor who treated his ability to harass women like it was one of the perks of his job. So there will be further consequences. Claire mccaskill, you were one of the first people on this program to call for his resignation. President Biden Doing so today. Your thoughts . Well, first of all, i was struck by the nerve he had to come out and somehow say all of this just wasnt true and that somehow because he had been in the Publicw Eye all these year it couldnt be true. Well, we have many examples. In fact, the last three or four years is littered with men who have been in the public eye, who finally were called to account for their behavior. This is really a mistake for this governor to try to hold on by his fingernails. He needs to go, he needs to go quickly. If Nothing else, for the sake of his daughters. Imagine how awful this is for them. He should go. Frankly, if i was a member of the new York Legislature i would be drawing up articles of impeachment today. Ac John Heilemann, is that whe this ishe heading, to Governor Andrew Cuomos impeachment . Well, i think it is headed down one of those two paths, nicolle, either impeachment or resignation. You know, on the basis of the way that Governor Cuomo handled, you know, the first round of this where i mean other than Joe Biden there was almost No One in theal Democratic Politic Establishment who didnt call for his for him to resign. So i dont know at this hour whether the combination of the fact that a report that everyone expected to be bad for him turned out to be even worse, as joyce pointed out. It is vivid. Theres vividness, theres consistency. There are new accusers. Theres detail. It is a very, very damning report. The combination of that and the untenability of his response to it, which claire points out, which is that, hey, im sorry, theyre all wrong, theyre all lying, it is all some kind of conspiracy, none of it is true, i just am a nice guy, you know, i touch people occasionally. It is just so ludicrous and i think untenable. It is Not a line that was going to hold andne i think it was a desperate, misguided attempt today. So the combinationed of the pow of the report, the untenability of the defense and now Joe Biden making It Official that essentially the totality of the democratic national and State Leadership are calling on him to resign, will that break his back . Will thatbr break his will . Br it might, but his level of delusion and the extent to which his heels were dug in, and those of us who are in New York and have covered Governor Cuomo, y know him, have seen him, have written about s him, reported about him,hi we know what it is like to see a Cuomo Dig their heels on something. He could dig those heels in pretty deep, so im Not 100 sure that he will resign, although almost anyone else in thesegh circumstances would. I think if he does Not, if he really decides to dig in his heels, i think impeachment is allch but inevitable. Joyce vance, i assume, you know, having covered two the expresident who Not for Nothing is credibly accused of Sexual Misconduct by nearly two dozen women, these processes can playen out concurrently. He can be impeached by the State Legislature and he can face civil and or potentially criminal legal exposure from the women. Do you imagine that is what is to come for him . That feels likely. And while resignation obviously would head off impeachment and might even give him some assistance in the criminal charges, It Certainlye Wont D Anything about the civil cases. But as far as impeachment goes, nicolle, it is pretty interesting to Note that new York Hasnt impeached a governor for close to, maybe even a little over 100 years. The Process Isnt at all clear in terms of what sorts of violations would qualify. Thats a little bit of an echo back to the two impeachments that you and i got to watch together. Unlike in a federal impeachment, the two We Saw for the former president , in New York the supreme court, their equivalent of the supreme court, they actually call it the appeals court, would sit alongside senators in judgment on the governor. So it would be political theatrics in its highest form in the State Of New York. You know, claire, having been a political staffer myself, what is really hard to read is the details about what the workplaces were like for the women who accused the governor of Sexual Misconduct. Can you speak about how far we maybe have Not come in the Metoo Era . Well, i want to say, first, we have made progress. I was a young, single State Legislator in the early 80s, and it was ugly, nicolle. What igl had to endure from my male colleagues, what was considered normal behavior back in those days would sicken our viewers if i went through some of the incidents that i was subjected to, and i was an elected official. Imagine the women who worked in the state capital, many of whom were engaged in sexual relations with their bosses openly. We have come far, but that doesnt mean that this still is an unrecorded and a huge problem in the workplace, because for many women it is a gutwrenching decision, risking their career, risking their livelihood to Come Forward, Notli knowing how it wl be received and whether it will come back on their shoulders if they have the courage to speak up. Sope these women who have Come Forward, especially when i think about the woman that was on his security detail, it takes guts to speak up when your job is to protect a governor and hes running his hand down your spine in an elevator and saying, hey, ya. Yeah. John heilemann, the other sort of Story Line that seems to be colliding with this today is the fact that Governor Cuomo had no allies. There was no good will really among anyone, as you said, other than this president. To see that Collapse Today in that press t conference, shoulde Not resign, it seems like it will be a very lonely, Solitary Battle ahead for him. Well, yeah, and i think thats why i mean joyce laid out the fact, you know, that we dont have a lot of precedent with impeachment here in new York State. So, you know, if you look to that, it is a convoluted process. It has beennv more than 100 yea. All of that is true. The reason why it is still tenable, while it still is something that could easily happen if heme decides Not to resign is the thing you are pointing to, nicolle, which is that it is Not just the governor has no allies, he has a vast array of enemies. Im talking about in the democratic party, Not just talking about the Republican Party. Again, throw your mind back to when these stories broke. We commented on the air about it routinely, that, you know, this is one of these stories where Governor Cuomo had abused a lot of people, had governed in a strongmanlike way, the tirades, the intimidation, the threats. There was a Reign Of Terror that accrued to his both his benefit in some sense. There were times when, as we all look back on that early period in covid here, he did a lot of terrible it turns out that when it came to the Nursing Homes and other things he committed a varietyhe of sins, t there was a way in which in certain circumstances when strong, decisive Executive Action was cinecessary, people would say, well, cuomo is a jerk but he knows how to get things done. But the Jerk Part was really much more widely felt, and so there was all of this animosity built up, again, among allies, among democrats, and he was working without a net. When you are Working Without A Net Andre you have no good will when you slip it is Not just No One is there to catch you, it is like people enjoy the sight of you falling. Right now theres a palpable sense of that among democrats in New York, and i think thats why, as i say, the impeachment outcome could occur because he doesnt have any allies, he has a lot of enemies, and everyone in the democratic party wants to be rid of him. The fear has been somehow he would manage to muscle through this, survive and then run for reelection for a fourth term. The democrats would like to be rid of him and Move On, and that desire is why they will figure out the Impeachment Thing if they have to, even though theres Not a lot of roadmap, Not much of a roadmap for it. Fo they will figure it out if it means thats thegu only way to t rid of him. You know, joyce, i read through the report and the attachments, and theres a letter from his brother, Chris Cuomo, who is a News Anchor over at cnn where he was seeming to help or trying to help with messaging around one of the accusers. Is that a legal predicament for Chris Cuomo or just an ethical one at this point . It seems to me that it is more ethical than it is anything else at this point. But, nicolle, i just need to echo claires comments about how in some ways weve come very far as women here. The Notion that this governor actually felt forced to circle the wagons, to respond to these complaints, even though his response is completely Tone Deaf and i think does more to push people away than it does to convince them that he is, in fact, Notis responsible for the acts that this report suggests he was involved in. Women have made enormous strides but it is very easy to ignore these strides, and weve heard far too many women who have been ignored. Weve had to bring forth this really sort of motto that always comes up in these cases of believing the women because people dont listen to them, they dont believe them. We saw the reversal in the cosby case. It is so important that women continue to Come Forward. But asco importantly that we fi a way as a society for women in this situation with a very powerful man to have their voices heard without facing this Fear Ofho Retaliation or repercussion. We have a long way to go when it comes to protecting womens rights in this country. I want to ask you all to stay with us. I want to bring dr. Kavita patel in on the other news of the day. The suppress availability was scheduled to tout someil of the milestones in the fight against the coronavirus pandemic, the president talking about the doses sent, part of our vaccine diplomacy, if you will. The president touting the 70 milestone that he had hoped we would achieve about four weeks ago being reached this week, as well asac an incredible uptick i will put on our screen the states where we have seen the biggest jump in firsttime vaccine shots being administered. They are the states seeing the largest surges, some of the mos tragic hospitalizations. The president seeming to want to message to these two americas, dr. Patel, to Vaccinated Americans, you are going to be all right, to unVaccinated Americans, ignore the disinformation, protect yourself and youre families and take th shot. Yeah, nicolle. Honestly, this is what we probably need him to do many times a day every day. You know how hard it is to get time for the president to actually address the american public and take questions, and the fact that he is doing this consistently and any chance he getsly tells you just how serio the situation is. I think his message was spot on. I hope that it actually turns some hearts and minds, especially governors and political leaders. Li i think the most important thing for me to hear was his he was very clear that the seven states where governors or other people are getting in the way of schools being able to mask or local cities putting back indoor masking ordinance, that is who i hopeha he can reach quickly because those are the very same states where were watching the Grade Literallyin shooting up le a straight arrow. Theres so much at stake, and imta ecstatic vaccine rates ar going up. Those Vaccines Today are Not going to stop that peak and, you know, that ascent we are seeing with cases today, unfortunately. So we still have several weeks to go. Hawaii started school today, And One Ofrt the mayors was so desperate that he actually wanted to postpone the opening of schools because theyre seeing increases in cases as well. So we have a lot on the line here. Theres so much that we need to get right,uc and i hope the president comes back to the podium as often as possible, prime time, daytime, during yout show, any time so that we can keep hearing these messages. I think it is important to address how scared vaccinated people are. I see it, nicolle. My fellow physicians, we got our shots and we are hearing about more Breakthrough Infections and how we are more vulnerable. I think we need a lot more honesty about what we know, but we also need honesty about what we dont know. We didnt think we would be here, we did Not. , and we have to admit that this virus is outsmarting us and we need to bear honest about that t Not be scared. Just be honest. We are keeping our you know, we areu keeping our visors on. We are trying to watch for what we dont know, but we can only do so much when w it is a novel virus and, you know, a neverseenbefore pandemic. Let me just press you on that. His message to Vaccinated Americans is, youre going to be all right. Even if you get a Breakthrough Infection, youre Not going to get sick. Is that anxiety, and anecdotally i hear it, too, but is that misplaced . Is that tt irrational if you a vaccinated and you live in a highly vaccinated i think my Zip Code in New York is up at 80 . Is it rational for me to have my March 2020 Anxiety Levels right now . Rilook, i think everything i rational when it comes to individual anxiety because were all reacting from a bit of basef fear. It is just who weas are as huma. But what i think is irrational what i hope the president look, the president has to project confidence, and he is confident in our vaccines, but you can be confident in our vaccines and you wont die if you are vaccinated, but then also say, and, look, people, we are watching these Breakthrough Infections. They areak incredibly rare, ande did allude to that, nicolle. He said, look, if you have out. Eds get checked i think we also need to be clear about what americans are scared of, and were all Hearing Stories about a friend who got a Breakthrough Infection andho it actually wasnf pretty bad and theyre getting sick. Yeah. And even, you know, i bet All Of Us on this panel have one of those or more examples, and thats what we need to be real about and say, it is possible, nicolle. The president needs to say, it is possible that we will have a variant if we cant get Vaccination Levels up that escapes our immunity and really poses a R Threat to All Of Us w areo vaccinated. Weve got to do our part to create that wall of defense. I do think thats going to be a little bit more honest messaging to the american public because thats what is happening. Dr. Kavita patel on the Front Lines foron us still. Joyce vance, Claire Mccaskill, John Heilemann. Thank you all so much, my h, friends, for spending so much of your afternoon with us today, more than i know you anticipated. Im grateful. When we return, theres a big Push Today in washington in the fight to protect the right to vote. That Story Isto next. Thplus, why the twiceimpeached disgraced expresident s Phone Call to get doj to declare the whole election corrupt could be a Game Changer in any State Or Prosecution against him. Well explain. Were done with those who wish to rewrite the rules so they can pick their voters, Not the other way around. It is why were here, to demand passage of the for the people act. No political intimidation, no domestic terrorists are going to stop us from doing our job, and our job right now is to protect the freedom to vote. Our job was to rally the nation and bring people to washington, d. C. , because, just by chance, if we came together we would Not only get the senate to hear us, we would also get them to act. This is a nowornever moment for our country. The biggest divide among Democrats Today is over how far theyre willing to go to protect the right to vote in america and to have everyones vote count. Over 400 Voter Suppression Measures Race through 49 State Legislatures, the texas democrats who fled their state to prevent a Voter Restriction Law from becoming law called in reinforcements today. They come in the form of over 100 other State Lawmakers from nearly 30 states, some of whom you just heard speak at a rally earlier today, targeting Chuck Schumer and trying to convince him to cancel the August Recess until the senate passes federal Voting Rights legislation. Democrats and Voting Rights advocates sounding the alarm on the future of our democracy, a message echoed last night by the president. The single most important thing that we have to do is we have to protect the voting system, protect the sacred right to vote. Its under assault in ways i havent seen in my entire career, and i was the guy who was able to get the Voting Rights act extended 25 years before when i was chairman of the judiciary committee. Its about who gets to vote and whether the vote counts, and who gets to count that vote. We have a system that does both of those things with under and integrity. But what republicans want to do is say a political party gets to decide if a vote counts. Its outrageous. Were going to fight like hell so that doesnt happen. Joining our conversation, Washington Post senior Washington Correspondent and author of i alone can fix it phil rucker. Joining us, reverend al sharpton, host of msnbcs Politics Nation and president of the national action networken, Plus Texas representative diego Berne Le is back. I want to start with you, rev. That was the president speaking about the president speaking about getting legislation through in what we dont hear every day from the White House but it was what was in his heart. The other side of the coin is the unwillingness to blow up the filibuster to achieve that. Where are we . We are witnessing an escalating move of people from every part of this country saying that we are looking at an existential threat to our right to vote. But when we met with the president , the eight civil Rights Organization heads including me from national action network, we said it was going to be a summer of activism, and many groups from Melanie Campbell and others who have gotten deeper every day or so, Today Congressman Al Green and others, to now these legislators coming. I think when the texas democrats took the stand, it became the impetus for everyone to rally around because these people are sacrificing, away from their families, away from what is comfortable for them, and sacrificing in a way reminiscent of the civil Rights Movement before our times. This calls for the senate and calls for the congress to Not go in any kind of recess when you canNot guarantee that we are going to have federal legislation that will Not recess our right to vote, Nothing'>Theres Nothing more serious than that. I think that when you see people going to jail, people going to meetings, people going to vigils, we had a vigil with some of the texas democrats at Martin Luther King statue with his son, theres going to be increased activity all the way to the national march august 28th. People are Not going to sit by and allow themselves to be robbed of their right to vote. Thank god for the texas democrats that have brought this to the forefront. We have one of those texas democrats, Representative Bernal, you have been invoked. Talk about what you have done to change the conversation and what the reinforcements mean to the effort. Well, lets go in reverse. The reinforcements mean everything to us. There is a moment where you do feel like you are standing alone and that might be because youre sort of suffering alone because, as the reverend said, you are sacrificing alone, but as time has gone on Not only do we get reinforcements, Not only do we get support, we also see how what is happening in texas could very well happen in other places, and the result of that, the result of the unwillingness to move would be a variety of states where their constituents, their citizens, their right and freedom to vote is abridged. That canNot be what happens. That canNot be who we are. This is Not an everyday political debate. Look, im a democrat in texas. I am used to losing votes. This is Not what this is. This is fundamental. This is rigging the game. This is different. If we lose this, Debate And Everything else doesnt even matter. Yes. So the help that we have. I mean, phil rucker, thats where i guess my concern is as a former strategist lies, that the democrats by still sort of haggling amongst themselves havent begun to make it politically dangerous for republicans to oppose their autocratic impulses. I want to show you Cory Bookers comments. Lets talk about them on The Other Side. We know what is at stake when they go after Voting Rights. We dont know this just about our context, we know this in hungary, where people get elected and they decide to go from a democracy to an authoritarian government by changing the rules to stay in power. We know this in turkey where you get democratically elected, but when you get into power you begin to change the laws so that you stay in power. All across The World right now there is an assault on the ideas of Freedom And Equality and inclusion and democracy, but we together Stand Up Today and say Not here, Not now, Not on our watch to his credit, phil, Cory Booker has always been on the Front Line of this fight, but all of the sort of attention around trying to persuade Joe Manchin and Senator Sinema to consider carveouts of the filibuster have precluded them from taking that argument and the arguments that the rev and Representative Bernal are making to the country and making this i mean you have i think 59 of all americans support making it easier to have automatic registration, making it easier to, you know, anyone can vote by mail. Theres a whole lot of public support behind an agenda that the democrats havent really had an opportunity to take to republican voters and republicans in the country because theyre organizing themselves. How much concern is there that time may be running out . I think you hit it there, nicolle. This is so much a Beltway Conversation right now, and it is about process on capitol hill. It is about the filibuster and 50 votes versus 60 votes and Will Manchin and sinema support doing away with the filibuster when the Macro Issue is exactly what Senator Booker just laid out. I mean this is about democracy or is Americas System of government starting to shift into Something Else, and are our people going to have the access to vote. And the urgency that you hear Not only from booker but from all of the other speakers there and from the texas State Legislators, it seems to be missing some days from the White House. You heard it in that Audio Clip from President Biden last night, but you have Not seen the Dayin And Dayout Urgency And Prioritization on this issue that you have seen over the past couple of weeks on the infrastructure negotiations, for example, and thats really one of the problems in the minds of a lot of Progressive Activists who would like to see this voting Rights Issue top and center for the president and seeing him using his Bully Pulpit to make this sort of macro populous argument to the country, to get out of the Process Mindset and focus on what is at stake for peoples right to vote. Representative bernal, i mean you have talked about being from texas. I mean i worked for some texans, and the ability to do things in texas, it feels like the sort of grip that the far right has on your state has only intensified. So you have sort of got this window into how precious these opportunities are to make things bipartisan, and i wonder in your view how you do that, how do you make this Not an issue where i mean even prominent democrats say, well, our activists arage statin. No, that is the wrong diagnosis. Anyone who watched what Donald Trump tried to do in 2020 knows that Brad Raffensperger is anxious about what is happening if he is telling the truth. Republican Election Officials in michigan should be very anxious if theyre telling the truth. Republicans in congress who dont like what the expresident did trying to turn the entire government inside out to overturn the most secure election in history should be in this fight with you and with the rev and with Cory Booker. How do we get there . Well, i think theres two approaches that we use, and you know from the last time i visited with you im a nut it and bolts guy. The first is to remember where all of this comes from, where all of the bills whether in texas or elsewhere come from, and it comes from this idea that the sitting President Isnt really the president and that Donald Trump should be the president. I think we can all agree thats Not the case. So if you dont get on board with this Voting Rights agenda, you are giving credence to that. Second though, and this has been the fact with us with some of the congress people and senators, this was our Breaking Point in texas but it is already really hard to vote in texas. We have the strictest Voter Id Law in the country. We dont have online Voter Renl strays. We dont have sameday voter registration. We dont have atlarge, atright mailin battle. You have to be or a veteran. This is the point where we said enough is enough. We already have a strict Voting Regime in texas, which a lot of the senators come from states with all of these features. We dont. Now we are at a point where we are saying this is too much. I think the nuts and bolts and details matter, and the more they understand where our Starting Position is, our starting posture, the more they will understand how this is going to significantly further than they ever imagined. It cant just be a debate of platitudes. It has to be a debate of policy, and i think thats what rules the day. I think thats where public support for the specific policies will aid the effort. To be continued with All Of You. Phil rucker, the reverend al sharpton, Texas State representative diego bernal. Thank you to All Of You for spending some time with us. Com any call for moratorium based on the supreme courts recent decision is likely to face obstacles. I asked the cdc to go back and consider other options that may be available to them. Youre going to hear from them what those other options are. That was President Biden last hour saying that we, the general public, will hear in the next hour or so from the cdc on a replacement for the nowexpired national moratorium that had drastically reduced the number of evictions that took place in this country during the coronavirus pandemic. That comes after the New York times is reporting that the biden administration is expected to create a new moratorium that will expire in october. Sources tell Nbc News that the cdc is issuing new guidance that will focus on areas that have higher levels of infection and will cover 90 of the population. It comes amid increased pressure for aNother extension from the White House by people like our next guest, Congresswoman Cori Bush, who at one time in her life was homeless. She has spent the last few nights sleeping on the Capitol Steps. A couple of minutes ago Senator Elizabeth Warren came out to show her support, and in the last hour senator Chuck Schumer and Congresswoman Alexandria Ocasiocortez were also there. Theres no reason why people should be in the position to where theyre hurting right now, risking eviction. With this money sitting there, we Cant Leave let us Not leave a dime on the table. We canNot have these people lose their homes. Now they have a fighting chance. We have to get the Money Out, but the credit goes to these folks here and those folks there. Joining our conversation from the steps of the capitol, democratic Congresswoman Cori Bush of missouri. How are you doing . I am ready, ready to work, ready, ready, ready to go. So i said in the commercial break before you came on that it is pretty amazing in this day, in this time that one woman can take an issue around which there isnt a big policy divide, the White House seems to have the will, they havent found the way. Your democratic allies in the house and senate, obviously there with you literally and figuratively. What is your sense of when this will be resolved for the people facing eviction . You know, today is a step, you know, but the reason why i said that i feel im ready is because i know that that means that we have to do the work to make sure that our states, that our localities have a good have the resources that they need and a structure to be able to make sure that theyre able to process the applications, handle the influx and get that money disbursed out to those who are supposed to have it. So if we can get that, if we can get a good system, look at what has happened in other states and be able to push that forward, we need to make sure that that money is moving. Other states figured it out, so we need to do the same thing. So i feel like whether it is 60 days, 90 days, i havent actually seen any text yet so i dont know what exactly it says. I know the reports that i have heard, but i believe that this is what we need to get to help save families. How long are you going to stay on the steps . You know, i said from the beginning that im here until we have the Eviction Moratorium in place. So well see. Hopefully im looking forward to the announcement from the cdc, hopefully coming up very soon. Yes. And if it is what we asked for, you know, we should be able to go because there was no real start to this. Like there was no announcement and all of that, so theres really no end to this. We just want to make sure i get to go home though. Thats the one thing, is i want to go home and get back to the people of st. Louis and make sure that they know that their congresswoman stands with them and that im out here. I want to be able to go to our local governments and say, what can we do to help make sure that were streamlining the process for our people. So this work may be done sitting here on the steps, but the work in our communities is big. So we have to go ahead and tackle that. How did i mean i have covered this, i have paid attention to this. I think we all knew that this deadline was coming, but you took it upon yourself to Not accept it, to sleep on the steps of the capitol until it was changed. Just take me inside, you know, your Thought Process and how you arrived at that. The idea when we found out that actually representative ocasiocortez, when we found out we were recessed and people were already on planes, people were going on vacation, people were going back home, i couldnt understand. My brain, my heart could Not understand how we leave 11 Million people, how we leave 6 Million families just in a place of Not knowing what to do and possibly being forced out of their homes. It didnt and it still to this moment, i Cant Figure that out. So i remember just saying, well, i have to do some something, like something has to happen. I reached in my own tool box. Somebody else may have done something different, but what i know to do is to put your body on the line, so thats what i did. I said, you know what i know how to do . I know how to galvanize people. I know how to organize people, so let me sit here and see if i can get others to sit with me to bring to some awareness. Lets shine some light on them. People have to know we can be victorious. We have covered this every day. It is nice to get to talk to you about. Congresswoman cori bush, we will stay on it and continue to check in with you. Thank you for making some time to talk to us today. Thank you. Thank you, nicolle. But youll make em look like A Million bucks. Home. Theres no place like it. It would, of course, be the essential piece to any possible potential electionrelated indictment for criminal prosecution of Donald Trump, proving intent. It is a devilishly slippery thing to prove. It is possible that prosecutors may already have everything they need. Think back to those Notes that we reported on taken by thenacting deputy Attorney General richard donoghue. We know rosen asked trump to understand that, quote, understand that the Doj Cant and wont snap its fingers and change the outcome of the election. It doesnt work that way, he said. The Notes show how trump responded. He said this, quote, just say that the election was corrupt and leave the rest to me and the r congressmen, end quote. The question now, does that rise to the level as prove of intent . Joining us now lead counsel for the democrats during Donald Trumps first impeachment as well as a former assistant u. S. Attorney for the southern district of New York, Daniel Goldman is here. Your thoughts . It gets much closer to proving that very closer to pro criminal intent, nicole. Rarely get testimonies or recording of someones ordering someone else to just say something was corrupt falsely without any bases and facts. If he was indeed told by the department of justice during that conversation, that we cant overturn it and there is no basis to overturn this election. We know bill barrs thoughts and Notes and documents released by the house oversight committee. That demonstrates he knew the election was legitimate and that his efforts to overturn it, therefore, illegitimate and what he intended was to subvert the will of the people. The trick here is going to be figure out what crime he committed because it is such unexpected egregious conduct by the president of the United States that there is Not a clear and federal crime of this. The Campaigns Election laws and donations the and foreign voting and foreign influence, it does Not really directly relate to trying to stage a coup and overturn an election. I want to ask you two followup questions covering and anchoring who impeachments, you have a dangerous familiarity of the language and total ignorance of the law. Forgive these questions if they are barking up the wrong tree. Dan goldman, whats the significance from a prosecutor of the fact that his White House councils seemed to have knowledge of Donald Trumps criminal conduct as well. Whatever the intent was, the other person thought he committed a crime is his White House council. There is precedent for don mcgahn when he was interviewed over and over again, i believe more than a dozen times when the crime and question was potential coordination with russia. I wonder that. My other question is, is it a crime to recklessly endanger the life of your own Vice President . It could be a crime intending on what his intent was. Recklessness is Not enough in criminal law. Recklessness, you can have negligence homicide, recklessness rarely rise to the level, you need intent to do something. I think the fact that pat siploni, what he would know being right there is what Donald Trump knew. What Donald Trump said because you could be sure that this Notes of the conversation between Rosen And Donohue and trump on December 27th that we have the recording of. He honed in in order to try to convince them to overturn. What could be provided from pat is some statements about his intent, the different effort that he took to try to overturn this election which could be powerful evidence that would undermine any defense that he had and believed that this was a legitimately fraudulent or improperly calculated election and that his efforts were pure and in good faith. Thats where pat could come in. Tim obrien, what strikes me, the expresident knew he had lost and trying to fund his defense. He became convinced of his own delusion. He had a plan to stay in office. He wanted doj to declare it was corrupt and he and his republican allies had a plan. He marched in a legislature in michigan to do the same bidding. Rudy giuliani became important here. What kinds of conversations they had when they launched five or six bogus big lie lawsuits trying to weaponize it in the court systems. Arizona, pennsylvania and wisconsin. I think also potential Feasting Ground for evidence. He thought about this i think from before and through the transition because he incited the insurrection in washington. We had a lot of conversation that it was the really dangerous time going to be the Election Day and transitioning day. Everyone was worried of having a safe election. Donald trump was planning, i think for quite a while how he can put the house down. There is a lot of evidence out there. The issue is, this steep wall of intent but the rosens Notes dont exist in isolation. Thats so amazing. The truth emerges most of the time. Daniel goldman and tim obrien, a quick break for us, well be right back. , a quick break for us, well be right back someone once told me, that i should get used to people staring. So i did.
