And we know they can spread the virus, and we know that masks do reduce transmission, particularly in indoor spaces. Through all of this, governor desantiss been behaving like a trumpian troll, like someone who is on a message for. And running short of Shadow Campaign against the evil doctor anthony fauci. Making jokes at his expense, Evening Warning against the country turning into a fauci dystopia. And an event last week, an event if im not mistaken was out of state, the Governors Reelection Campaign is selling tshirts and beer cozies that say, dont fauci my florida. Its all kind of infant tile, but florida is once again going through a significant outbreak. And while the governor did come out recently to encourage vaccination, the majority of the governors messaging, that is when hes in the state for, it is that the if you can even if it means spreading the virus around crew ships and filling up hospitals. Heres the thing, Ron Desantis clearly wants to run for president in 2024. That is not at all a secret. Hes position himself to do. It so he needs to make sure the base of the republican party, the folks that will vote in that primary know that he is not on the side of Public Health, and the bureaucrats, the people trying to suppress the virus, he is on the other side, the side of freedom, to catch Covid And Spread covid and keep the pandemic going. Yes you say, he its a rural state with a small population, but so South Dakota. South dakota is also a rural state with a small population. None of that preclude you from really screwing up the response to the virus. Phil sky has done the opposite. He has been proactive since the beginning of the pandemic, from closing all bars and restaurants and marched 16 20, 22 institute a Mask Mandate last july, and crucially rolling out a very successful Vaccination Campaign earlier this year. Vermont, is now the most fascinated state in the united states, 76. 6 of the eligible population, fully vaccinated. But his Approval Ratings for the handling of the pandemic through the roof. 71 according to one survey released in march. Think about all, this what this adds up to. Any same political culture, Phil Scott would obviously be a top Tier Candidate for higher office. This is a guy who could walk on to the national stage and say, i managed to watch in this Century Pandemic than any other governor in our country. As a republican in a democratic state, with a 71 approval rating. But not only is that not the case, its literally the opposite of the case, the fact that Phil Scott managed the pandemic so well, is disqualifying. The base wants the politics of kristie, known they do not want Phil Scott. So just think about the Incentive Structure that creates. And this is bigger than Donald Trump. Donald trump of course is an inescapable republican party, part of the republican party politics, but in some ways hes one of the kind, if you ask me five years ago, six years ago, ten years ago, who was the last person on Earth Christian one to manage a pandemic, id probably say Donald Trump would be up there. And i wouldve been right. That one is exactly as expected. But all this is about more than trump sociopathic blind spots in his narcissism, its a broader truth about the culture of the republican served of politics. The hardcore base demands. What they demand in with their institutions push toward, is actually incompatible with good governments. Good governance means you are bad politically. And that is the base for half of the politicians in this country, who hold at least half of the political power, sometimes more. In many states a lot more. Their base. The rightwing media, the institutions that feed all of, this they are actively incentivizing destruction, and every turn. I thought about you today, former governor, former secretary, you are governor in kansas, which was again always a pretty conservative state. Famously a republican state for decades and decades and decades. And, sort of forever, sort of came to national prominence, i remember first reading stories about while this is democratic or governor of kansas is doing pretty well shes pretty successful, and there is a reason for people to sit up and take no. And i just feel, like if that universe existed now, or if there is a democratic governor like Phil Scott, that person will be a national star, and that says something profound about that, that hes the opposite of that now. We analysis is pretty troubling chris, ive known these facts, but watching you lay it out is even more disturbing. My notion, and its not unique to me its been part of our political culture along, is that any elected officials first duty is Safety And Security at his or her constituents. Thats where it starts, and so whether youre in a Once In A Lifetime pandemic, or a snowstorm, or a fire, or whatever, you are obliged to protect your constituents, to look out for their best interest, to use the resources of your state, call in the resources of your nation, and make sure that people are okay. That they can survive. That they are not left on their own. So what we are seeing across this country, with republicans driven by their desire to be popular with the base of the party, is just the opposite. Its people saying, youre on your own. Not only are you on your own, but the most vulnerable citizens in the state are on their own. We are going to do everything to try to make sure that all of the science, that we know, is not right. Because that would be against our party belief. We are not going to listen to masking or promote vaccines or make it easier for people to stay away from infected folks. I start this discussion, we have 48 Million children across these united states, under the age of 12. We cannot be vaccinated. They are not eligible to be vaccinated. And for god sakes, we have to begin thinking about spreading this very dangerous disease to those children, most of them will not get terribly sick. But some of them will. Some of them will die, some of them could have long covid. For the rest of their lives. And i just cant imagine living in a country where adults are choosing to make their own children and the children in their neighborhoods and the children throughout their state, the Guinea Pigs of this antiscience notion. I want to be clear about this, aggregate data and children. Which is that they are miraculously at low risk, in the Risk Profile whats happened. And that has been a favorable durable of finding thank goodness. But the math is the math. Low risk events, 1 Million kids get infected versus 10 million. Youre going to see more kids with serious cases. Thats just the way this is going to work. Into your point about the masking in schools, you can feel the palpable sense in sends out his email about fauci. Theres two things going on. Its the governing over here, and then its the patrolling. But then hes got to do the trolling in the form of governing. It would be better if you just like said dumb things about fauci, and keeping that on the policy, but when you start to do things like cruise Ships Cant require vaccination, you get into very dangerous territory. More than that, we have a republican legislature that is done everything possible to tie the hands of our democratic governor. Much like you see in some of these states, they dont want her to be able to issue a Mask Mandate. They take away her powers to look at school closings. Anything that could keep people safe and secure, and weve done a pretty good job in kansas, as we try to get the vaccine, out but it is a back and forth, and it should never happen, we should all be able to agree that Public Health, of our citizens is number one. And we have miraculous vaccines. This is the thing that really to me, the Real Number of it. When you talk about the other measures we have used. There are real Cost Benefit analyses there. In terms of what it has done, when weve gone the distance. Cool what its done to businesses when we shut them, down all that stuff. And theres even a little bit of folks to savor businesses max mandates are a bit difficult. But there is nothing like that with the vaccine, and you have people that do you want to command attention, and do want to platform. You could just throw yourself into that if you are any of these people in the way that the governor of vermont has. And theres no tradeoff there. But theyre not doing that. Youre not getting emails from desantis all the time about what hes doing on vaccines. Youre getting it about anthony fauci. If you think about not only is it terrifying right now, so the average Sevenday Caseload is up about 500 of where we were in mid june, thats not a good place to be. We are a couple weeks away from school opening. And we have higher rates in many states and we did last year at this time. Its not a good place to be. As you said, this undercut of science, in light of whats happening, what happens the next time. Do we just say we didnt mean, it people shouldnt go and get their kids immunized. We wont pay any attention to the polio vaccine, were not going to, we just believe this is what it is, because we believe in science for everything else. Thats the most since the beginning of april. Other southern states with Covid Surges, are looking similar. And alabama, where just 54 of adults have gotten one dose, more people are now getting a shot, you can see that Trend Line moving in the right direction at The End there. Same thing happening in arkansas, whichs are one of the first major surges of the Delta Variant in the country. We are 58 of adults have now gotten one dose. There is one tiny Silver Lining in the completely unnecessary surging communities across the country, now and thats more and more people are finally going out to get vaccinated. Doctor dr. Vivek murthy is the Surgeon General of the united states, he joins me now. What do you see in the data across states in terms of the relationship between high levels of Community Transmission and people getting out and getting vaccinated . Well chris, its a really good question, what we see in fact is the states that have low Vaccination Rates, from the ones where we are seeing the greatest surges. This is what you would expect. Low Vaccination Rates you have low protection. And thats what weve been worried about all along. Thankfully the states that are at the top, in terms of vaccination, rates are doing very well in terms of cases, hospitalizations and deaths. That is good, but what is reassuring also is despite the bad this is gone, and we are seeing a significant uptick in the Vaccination Rate across the country. Particularly in states that have been harry hard hit like louisiana, and Mississippi And Alabama in arkansas. We just have to keep that going chris, because the key to ending this pandemic, is not just to come down. Its a stay down. Its ultimately getting people vaccinated. It seems to me were flying a little blind right now about the trajectory that we are on. Partly because theres a whole bunch of dynamic factors at play here. Both the Policy Level in the behavioural level and the vaccination level. About how bad the Covid Surge of delta will get. About how quickly it might india and the uk, its extremely served surge, and then equally rapid decline down. We saw that happening in the uk which is a more vaccinated society than our own, but where in the ballpark,. Do you feel like you folks inside the White House is a good sense of the modeling of where this is going . Its a really good question chris, one thing weve seen over the last 18 months, is when these surges take off, and when they come down, its hard to predict. Its not always clear why they come down. And why they come down as quickly as they sometimes do you. But you are right both in a country that is more vaccinated than us, the uk, we have seen that sharp upslope, and downslope. And in india, a country that is far less vaccinated than we, are weve seen a similar pattern. That may happen here, but what we know right now chris is that we are on the upsurge. And we are seeing cases increasing significantly each. Day in the short term, if you want to reduce that, you have to take mitigation measures. And that includes wearing masks, its one of the reasons the cdc advised people to really wear their masking practices, including if they are fully vaccinated to help prevent transmission. But in the longer term, and medium term. Its a vaccination that ultimately gets rates to stay down once they come down. Thats where this is got to be an all out push. Its encouraging as the last few weeks of, been in terms of vaccine vaccination, rates we still have millions of people who are not protected from this virus, this is a variant that moves fast. Let me tell you that, its the most transmissible version of covid that we have seen to date. On the masking issue. What do you say to someone who says, look i am not an ideological anti mask or, im vaccinated, i want to be safe, but when i look at the data, and i do a Risk Assessment for myself, and i look at the Provincetown Data for instance, where theres a huge outbreak a Break View affections among brexit in folks, it seems like the vaccinations are basically doing their job, but i want to be able to hang out with people inside, or go to bars inside and not wear a mask, if im vaccinated, why should i be thinking about masking . Its an important question, chris its something you said that i think is worth underscoring 100 times, which is that the vaccines are doing their job. And that is the critical message that we have to make sure that people do not lose sight. Of but the vaccines are doing with delta, is there dramatically reducing your chances of dying or being hospitalized. If you get sick. And even though its a small portion of people who get Breakthrough Infections once theyre vaccinated. Were seeing on top of that those infections by and large are mild, or asymptomatic. That is all because the vaccines are working. And working well. But the reason that the cdc is asking people to mask when they are in public indoor spaces, especially if they are in high substantial transmission zones, is because of the recently came across data that helped us understand that Breakthrough Infections with delta, can continue to transmit. You might ask why, do i really care about that if im asking. The reason that you should care, is that you are likely going to be fine if you have a breakthrough infection. But the transmission that you may contribute, to that keeps the spread of this virus going in your community, particularly if you are somebody who has unvaccinated people at home. Like children under 12. Or if you have immunocompromised Family Members at home, those are a special reasons why you want to be even more cautious. In bringing the Virus Home to those at home. Final question for you. We are going to head into the fall in the winter, covid is not going to go away. Hopefully our Vaccination Levels will be, higher but we know its seasonal. Is there anyone in the biden administration whose job it is, the point person, to solely work on indoor ventilation in the united states . In public and private institutions in terms of hype of filters, in terms of redoing ventilation. Theres a ton of money out. There and i am worried that this is not happening. Its a really important question chris. We know ventilation is a critical strategy, there is not a single individual who is doing ventilation alone. Its actually a big job. In the job thats actually ensuring that schools have the support they need to improve ventilation is part of the department of education. They are focused on supporting workplaces, and their effort to improve ventilation. But what i would agree with you on chris, is that in conversation i do agree that ventilation off and gets a relegated to the lower priority list. And its really important, its where we see a profound difference, between transmission indoors, versus outdoors. And one of things covid as helped us to realize, probably not just for, covid but for other respiratory illnesses, ventilation is absolutely important. We need to get our work done the senate can do anything with it if we dont even start. We know for a fact it wont happen if we dont start. We have to do that. There is 45 Billion Dollars in rental assistance that was in the legislation passed last year. I think 90 of it has been an distributed. Thats the most important and crazy part of the story. Theres literally tens of billions of dollars for Back Rent that a sitting in State Coffers and not getting distributed. Seems like that has to change as well. Absolutely.
