Kelly, lets start with the president. What can you tell us about Todays Announcement . What is he going to announce . We think it will be renewed regulations for federal workers and requirements, if you will. The pressure is on both the White House to stop the spread and somehow Ramp Up daily vaccinations, two competing impulses here. All of that mixes into this, andrea, and when you think about the fact that the federal government is the largest employer, this is a different role for the president to talk about the federal workforce over which he would have this authority to say we want to see vaccination from federal employees and if they do not comply with that, to submit to rigorous Testing Regimens so that there could be some assurance in the workplace of federal offices around the country that people are vaccinated and taking necessary steps. In many ways, this is a president who had hoped to be in a very different position where he had hoped to have independence from the virus and is now politically having to do for the first time some of the hard tasks of adjusting, tacking, changing Course And Strategy here. He had earlier in the year said that he did not anticipate federal mandates. This is not a mandate by definition, but it is certainly a strong lever to get federal employees to be vaccinated or to go through this testing protocol. It would also be about Masking Inside Federal Buildings and really trying to change the course of things. The president had hoped when he came into office that with the team here and how they planned vaccinations and the rollout of all kinds of ways to incentivize vaccine that that would be enough and now weve seen we hit a point where there are still pockets of resistance among citizens, some of whom they believe are still persuadable to get vaccines even though there have been all kinds of programs and outreach to do so. Employers on the outside in the private sector taking the lead here and in many ways, the White House and the administration following that nod to have the Employment Piece attached to vaccines as a way to try to tamp down the spread of the Delta Variant as officials here and the medical experts say is different than the first type of covid we all came to learn and its ability to transmit faster and the fact that even those vaccinated may be able to spread the virus. So those changed circumstances are whats behind the president taking a new approach and this would be an important speech for him because so often weve seen the president talking about things where theyre having successes and outperforming earlier goals. Hes in a different posture now knowing that many americans dont want to have masks return and there is resistance among those who are not yet vaccinated. Andrea . And to Jeff Mason, the pushback immediate from republicans not just on Capitol Hill and more importantly from the white House And Governor states like nebraska, texas, iowa, all of these governors critical to getting any kind of buyin for national effort. Absolutely, andrea, and that just sort of underscores the political aspect of this that has really made it difficult for the biden administration to make its goals. Part of the reason certainly that a big chunk of the United States is vaccinated is because of politics and because of many people, some of whom are followers of former President Trump, some are whom are skeptical broadly about the vaccine have not stepped up to take that shot and that sort of confounded the White House, and so that is leading to some criticism about the president s overall strategy whether the push for vaccination maybe also led people in the administration and in the public Health Community not to look at to continue to test and being sure to encourage people to do social Distancing And Mask wearing. So all of that is coming back together now as kelly said because the president just is not where he had hoped to be at this point in the pandemic. Only a few weeks ago where you may remember on july 3rd, he said the country was beginning to move out of the period of darkness of the last year. Now it would be much harder for him to say that. And on the hill, Jim Messina, there is a disconnect between the senate and the house. You have Kevin Mccarthy still consistently pushing back against the new regulations going against Pelosi And Mitch mcconnell taking the Floor And Louisiana senator John Kennedy talking about getting vaccinations. It really is true, andrea. If you look at whats happening with Mitch Mcconnell spending his own Campaign Money Urging Kentuckyians to get vaccinated and you have republicans working with democrats to urge people to get this vaccination as jeff said, the problem is republicans right now in the states arent getting vaccinated and you look at it. The hospitalizations, its almost all people who didnt get vaccinated and if you look at where youve got to go, you have to get republicans to take this seriously and thats why its so important that these other folks are putting trump political orthodoxy and saying hey, we have a problem here, lets all work together. Dr. Patel, there is for the first time that ive noted, a real disagreement among public health experts. Im not talking about the fringe people who are the Scott Atlases and the rest of the trump White House, but Scott Gottlieb and other doctors saying the data doesnt support this, these steps, that the vaccines are strong and that theres no need to take these steps. Andrea, im watching the same disagreements. Heres what i would say. Number one there, is data that supported what the cdc stated. We expect to see more Sun Light into that data, as soon as tomorrow, i hope, but theres no question that the cdc is one of the premiere authorities on top of data and science and we have to believe what dr. Lipsky and dr. Fauci say that people fully vaccinated are at risk of transmitting this virus, not getting sick and dying especially to half the country thats unvaccinated. Andrea, what we have to do and Jim Messina knows this better than anyone, we need to make this simpler for americans. We need to communicate, your vaccine is saving your life. Its your best line of defense and the mask is an additional lay tore help defend a community for which a majority and depending on where you live, andrea are not vaccinated and theyre dying and the cases that were seeing now in hospitals, theyre in there longer. Theyre younger and sicker and were all concerned that were stretching our systems to the bone right now. I want to talk about another major shift from the cdc On Testing. New guidance saying that fully vaccinated people should be tested after, poesh you are even if theyre not showing symptoms. Should there be a major new Ramp Up in testing . I think there always should have been no decrease in testing. I think that im one of those advocates because of what i see on the front lines to have surveillance testing. We need to have those ready for schools. We have k through 12 that are coming back in person and they should. I do think there needs to be an increased focus On Testing and just simple talk for people. If you have a cold or what you think might be allergies, there are plenty of noninvasive ways. You dont have to stick something up to get a Brain Biopsy, plenty of ways to give you a 15minute Read and not perfect. The reason we want this, andrea, is again, if we had 90 Vaccination Rates or what the uk is seeing with 70 to 80 of the first shot, we wouldnt be having this conversation, but you look at the covid. Cdc. Gov map, the entire country is almost lit in orange and red and thats why were having this conversation. Testing and masks. Vaccines work. They save your life. We just from to make sure we can save others. We should say to people. I get pcr tested all of the time. Its harmless. We had to do it to cover the g7, on and off an airplane, we this to do it. I do it for selfprotection for myself and colleagues. Its not like a Brain Surgery or Brain Biopsy at all, contrary to what former President Trump said after he got his first test and complained about it at a news briefing. Its not a problem, not that you were suggesting it was, but some people may have a fear of the test which is silly. Jim, i want to ask you about the corporate piece of this because more companies, the Washington Post started it and you see it in the Tech Sector that theyre requiring vaccinations. Yeah. Look, i think its up to individual companies what they do, but i think the leadership of the Tech Industry is very helpful and very good saying, look, we all have a responsibility and we all control as the doctors said, our own ecosystem and we have to reach out and start taking this very seriously and look at the science. This is a health crisis, and what i learned in the White House is every single Day Something changes and youll have to react to the changes and this Delta Variant is another change and companies are being very responsible in changing to the conditions that theyre seeing and saying, lets be really careful here and lets take responsibility with huge workforces. Democratic senator Krysten Sinema is opposing the 3. 5 trillion Price Tag and shes allowing democrats to pass the bill without republican support. Over in the house progressives and moderates already at odds over whether to pass the bipartisan deal alone or keep it tied to the larger partisan bill. So if that isnt confusing enough, weve got the guy to clear it all up, Garrett Haake joining us from Capitol Hill. First of all, it seems like every step forward theres a step backward. What will happen now . Andrea, theyre in the Bri Ar Patch here. This is a complicated legislative process that theyll go through, but they did get good news last night with the fact that the bill advanced the way it did. If you have Chuck Shumer and Mitch Mcconnell voting for the same bill is one of them hasnt read it. None of them has read the bill because it hasnt fully written yet, mcconnell thought it was better politics to move forward and hes talking about leaving it with a robust Amendment Process that well see over the next week and then save his own political capital and his own conference to try to oppose that bigger Reconciliation Bill. The house politics of this are interesting. Its all a democratic effort and thats all of the votes that matter on the House Side and what you saw was in the very minutes after this procedural vote passed yesterday. Moderate democrats in the house coming out saying, great. As soon as this gets to the house lets vote on it and the Progressive Caucus saying great, when this gets to the house, lets wait and make sure that the partisanonly Reconciliation Bill comes along with it and that will be a challenge for speaker pelosi. Shes going to be under pressure when that bill ultimately does make it across the rotunda over to the House Side perhaps as early as The End of next week. And Mitch Mcconnell certainly Signaling Support for the bipartisan bill and not just the procedural vote. This is part of what he said. Guaranteed to be the kind of legislation that no member on either side of the aisle will think is perfect, but its an important, basic duty of government. So Thats Something because Hes Signaling he might vote for it. I want to also ask you about one other thing which are pretty impressive numbers that poverty in the country was reduced by 45 because of the covid Relief Spending and that does expire in september. Thats a big drop. So mcconnell, he seems to again have made this decision that he wants to support the bipartisan plan as long as it continues to be, in his view, credibly paid for. It allows him to more vocally oppose the Reconciliation Piece. Im not against anything. Im for the bipartisan bill and hes been consistent with that in interviews with more Conservative Media Outlets and thats where we are on that. When it come the to the Reconciliation Bill and the recovery of the economy and this will fit into the Kirsten Sinema Argument and the Argument Theyll have amongst themselves about exactly how big that Reconciliation Piece needs to be. What you dont hear sinema saying i dont support this at all. The numbers about the economic recovery will inform that discussion among democrats. Well, im at Advent Health which is the major Health Center in this part of the state. They have more than 20 hospitals. Right you in they have more than A Thousand patients with covid in the icu, in the covid wards. This is the most they have had since this pandemic began on tuesday, just in Orange County which is where i am here in orlando, they had a record 1371 positive cases. The mayor says this is a State Of Emergency and they are in a crisis. Disney world not needing any sort of Government Push to do this, following their own private Business Decision to go ahead and tell those that are going to the park beginning on friday that they will have to wear masks saying in part, we are adapting our Health And Safety guide lines based on guidance from Health And Government officials, and will require Cast Members and guests ages 2 and up to wear face coverings in all indoor locations at walt Disney World and Disneyland Resort beginning friday, july 30th, regardless of vaccination status, which is, of course, important. This is because we have seen such a large number of cases. At the same time, you have the governor of florida, governor Ron Desantis who has been somewhat mocking of these decisions and talking about the idea of forcing masks. He happened to be in Salt Lake City yesterday, giving a political speech talking about coronavirus, and this is what he had to say. Americans should be free to choose how they govern their affairs and how they take care of themselves and their families and they should not be consigned to live regardless of which state in the union, consigned to live in a fauch ian dystopia the bureaucratic authorities who care little for our freedom, little for our aspirations and little for our happiness. Orange County Mayor Jerry Demings Reaction is the florida governor has not been leading and usurped the authority of local governments to make decisions leaving the mayor here to simply recommend people wear masks rather than having the authority to mandate masks. That was a law passed by the state, led by the governor with the State Legislature that has left those in urban areas especially those who want to make some decisions that can only make recommendations like cheerleaders, andrea. They cannot establish a rule that says in this county, in a building you must wear a mask. Florida has correct me if im wrong here and florida has a high proportion of elderly, potentially vulnerable residents. Absolutely. One in five people in the state is age 65 or older. There you go. The other thing about this is that Ron Desantis has made no secret, maybe he hasnt declared, but he has no secret of his national political aspirations. Hes been talked up and in straw polls, outpolls former governor and another florida resident, of course, former president , i should say, donald trump. Troops in afghanistan in combat are expected to arrive at a Military Base in virginia. The former interpreter, drivers and others have faced Death Threats and even been killed by the taliban. The afghans are seeking Refuge Status in america through the special Immigrant Visa program. Thousands more are stuck in the pipeline because of years of red tape. Democratic Senator Tammy Duckworth an Iraq War Veteran is the cosponsor of the bill to streamline the process. Thank you so much. Senator, if we could zero in on the problem, why has it taken so long and even now were telling people that they have to get to kabul getting past all kinds of taliban checkpoints. People are getting killed while this is happening. Why cant they speed up this process . Were working to speed up this process. The problem is the State Department has only authorized a certain number of visas under this program to give out and weve had exponentially more afghanis who worked with u. S. Forces than the State Department even has visas for and the State Department is so backed up right now they cant even speed it up, and theyre looking at a two to fouryear backlogged which is why its so important to get these peoples eyes, they have bullseyes on their back as well as their Family Members and we need to get them out of Harms Way and thats why i support congressman crows legislation that increases the numbers of visas available and allows the administration to take these folks out of afghanistan immediately whil we work out the paperwork issue. I know Senator Shaheen and others on the house services committee. So what can be done . I know that because of the Pan Pandemic the embassy in kabul didnt have people there doing consular work. The problem is its a legislative requirement for these special visas. So can you change that Requirement Legislatively so that they can grant some kind of Exemption Process where they can get away to a third country or to the United States to a Military Base and wait out there . The short answer is yes, Weir Doing that now and were working on the legislative fix, but andrea, even before that, we can physically move these people out of there and to another location and Theres Precedence for this. During the first persian Gulf War when our kurdish allies and interpreters were left behind when President Bush ended the war, they were hunted down by saddam hussein. They had to run and flee to the mountains as saddam went after anybody who worked with americans and tried to kill them all and what president clinton then did is he actually sent aircraft in that carried those folks up out of those and enter prettiers and went to guam and got all of the bureaucracy caught up and we can do the same thing. They dont have to go to american bases, we can send them to other bases around the world where we have u. S. Troops and we can send them to other nations and while we wait, physically, we need to get them out of afghanistan. We Cant Leave Anybody behind. We Cant Leave Anybody behind and the hostages that are being held by the taliban and their constituents. We have someone in taliban hands right now and we certainly cannot leave the interpreters behind. We need to take them, too. And the airport, their only path out, may not be secure for that long. This withdrawal is going so quickly. The other piece is there are womens rights advocates, civilians who were not a part of this Combat Operation and Human Rights, advocates and educators and some of them may want to leave their country because theyre in so much danger. Cant we extend this beyond the Sip Program for those translators who actually worked for the u. S. Military qualify . I think that needs to be a separate program. This is very specific to the u. S. Military. These are folks who fought alongside and led with us. These are folks who carried american traps when they were wounded out of Harms Way. These are folks who have given more for america and in many cases bled for america even before they become american citizens. These are two separate things. I agree. We need to look at whatever we can do with Human Rights activists and the like, but as far as translators and those who work with american troops, we made a promise specifically that we would not leave them behind. That was a promise that the United States made to them in exchange for them working with us. If we dont keep our promises, not only are we letting down people who served us, but No One will ever work with american again that say trust us, theyll say look at what you did with the afghanis . You dumped them and left them there to die. We cant do that. Thank you to you and your colleagues working so hard on this. Back to the political clashes on the Mask Mandates. The Kansas Attorney General is threatening to sue over the Mask Mandate following the cdcs updated guidance tuesday. The surge in cases overwhelming the Health Care System as one Hospital Official shared. About two weeks ago they were dealing with 30 hospitalizations daily and now theyre seeing roughly 100 a day. Joining us now is the mayor of missouri. Thank you for being with us. What is your response to the Attorney General of missouri saying that this new mandate is about politics and control, not science. Well, i said yesterday i think it is a load of malarkey. It is absolutely ridiculous and misses the mark of whats going on not just in my state, but throughout the state of missouri and particularly southwest Muss Oury and we are seeing levels of seven months ago and significant challenges to our Health Care Infrastructure and not just the cdc, and not just national expert, but many others have said there are significant mandates and thats why the same thing has done in st. Louis. And youve been trying to get a meeting with the Attorney General. Has that taken place . He was rebuffing you yesterday. He declined. Yesterday on twitter we learned from an Attorney General to stand up for the Freedoms Of Missourians as he purports to claim that he would file suit against Kansas City. Ironic because we have not yet filed our order. I think its a sign that this is politics for some. This is not politics for the people who have been hospitalized or throughout the ozark region where theres been significant outbreaks and many of us as mayor have been trying to step up and to make sure folks are safe. Besides the Mask Mandate what else can you do to protect your citizens of the city from the Delta Variant. We certainly push vaccination. I welcome the support of the governor of missouri and others that are saying theyre interested in accelerating vaccines in missouri. Its something we needed to do months and months ago. Im glad to see others nationally doing that like senator Mitch Mcconnell. I think the other things that were doing, were doing Vaccine Opportunities at popular concerts like Garth Brooks like Gucci Mane if you know hiphop were trying to reach out to as many people as possible and vaccine mandates for our own City Employees or high levels of testing to make sure folks know that this is important, this is vital and more than anything, it is fundamentally not political. There is not a leader in the country who wants to shut down their city and make people wear masks and do anything under the sun, but we do want to make sure people are safe and we do want to make sure were not seeing the same level of hospitalizations as we were before and i emphasize that and there are people filling up our hospitals and our Health Care institutions are saying they need support. This is a big challenge for us in middle america, and i hope more people would heed the moment. The st. Louis cardinals have decided on masks. Ive heard that and more institutions throughout missouri are doing so including schools, athletic venues. It is serious here right now and part of that is because were not where we need to be on vaccinations and everything behind covid related and its a shame we still have to fight. And d. C. They stole the election from trump and you know that, you scumbags. Joining me now is former 9 11 Commission Chair and cochair jamie gerellic, and tom kane. You talked about this being bipartisan as the 9 11 commission was. Look how divided americans are over what happened and even what happened on that day with all of the visual evidence in contrast to the Way America was united after foreign terrorists on 9 11. The country is more divided members, only two republican, thats nowhere near bipartisan. The leadership approved our appointees and made nine of them. We were all reformed politicians and ran for office again in the future. So we had those advantages and they have a much more difficult task here because Congress Hasnt conducted a decent Investigation Theyve got a lote yet. Jamie, what about the Justice Department ruling earlier this week, saying former trump officials can be called to testify, possibly bucking executive privilege claims. Is this going to be again people fighting subpoenas, two year battle, you saw what happened with don mcgahn, missed any chance of having real testimony at the impeachment hearing. Thank you for having me and reuniting with my favorite chairman, tom cane. I think a number of people will testify and a number of people served in the trump administration, that will put pressure on those that served with them because without the testimony of everyone, only part of the story gets told. I think the Justice Departments position is correct and if i were say jeffrey rosen, the acting Attorney General, confirmed deputy Attorney General at The End of the trump administration, i would want to tell my story. What about the Kevin Mccarthys and jim jordans, we all want to know exactly what happened when they called the president. What was the president s state of mind. They told him what was happening. Theyre fellow members of congress. Andrea, theyre all Precip Yent witnesses and should be called, and as much as i love to agree with tom cane, if i had to choose between getting the facts out and having bipartisanship, in this environment, im going to choose to get the facts out. I actually think that we are better off for the republicans having refused to participate in a 50 50 commission because i think they would have appointed purporting to be Journ Anchoring those programs. So they subjected themselves to all of that and to revealing personal stories, ptsd, emotional weight on their families, to be mocked by that, and all the supporters of the former president. And thats awful, andrea. It really is. Lets be clear. This was a seminal event in american history, first time since war of 1812 the capitol was invaded and by our own citizens. First of all, we have to get to the bottom of it, find out who did it and why, whether there was conspiracy or not. Who was funding it. All of the questions have to be answered. What im saying is given the way the committee was formed and committee exists, theyve given themselves a number of stumbling blocks and they have to get over those blocks. All of us are going to support them, jamie is correct on those points. Jamie, how important is it to find out what was happening in the Oval Office and why the delay took place and what was happenin at the pentagon. Youre a former pentagon official. You know about some of the civilians that were put in belatedly after the Defense Secretary Mark esper was fired. Something is going on there. Yeah, a couple of comments. First of all, we owe george w. Bush a great debt of gratitude for having appointed as chair of the 9 11 commission an historian, tom cane, also a governor, but historian first i would say. Second, the calling of those Capitol Police and metropolitan police witnesses was a brilliant move. What has to happen here is to set the record straight, and you do that by telling a story. We tried to do that in the 9 11 commission, giving the american people a narrative to which they could relate. If you think back to what happened, reconstruction after the Civil War, the confederacy Won the Pr Campaign by essentially saying the Civil War was an effort to destroy States Rights and effort by greedy northerners, when the Civil War was about ending slavery, and defeating that practice in the south. We cant let that happen here. We cannot let the big Lie Lie there in front of the american people, and starting with those cops, with their stories was a really good first step. I, myself was crying, listening to that. It was very, very moving. Now, to your last question, andrea, joint Chiefs Chairman Milley talked about what was happening at the pentagon and the last time i talked to you, i said i thought a lot of what we were hearing would change as we got the facts and i think we will hear the facts and they will come out and they will effect the american people.
