Could become mandatory for more people. Public sector, private sector, not just New York, all over the country. This is the shape of things to come. Weve got to get people vaccinated. Weve got to be more aggressive. California wildfires forcing new evacuations overnight as crews work around the clock to contain them. We took a little drive to the road right around this corner, and you could see the flames. That was the first time we saw the actual red, hot flames. And that was pretty spooky. We thought, okay, well thats getting really close. The fires out west, even creating some extreme fire phenomena. All right, good morning everybody. It is sunday, july 25th. Im lindsey reiser. And im candace gibson. Were live right here at Msnbc Headquarters in New York. At this great being here at the office at the hq, because we get to see all the monitors of everything that is taking place thousands of miles away, in tokyo. All the rams do you want to see the flame, today . Yes. [laughs] do you want to see the race . But also all the sports that are taking place in what a big days been so far for usc. Yes, caught up yesterday with table tennis, some rowing, some water polo. Interestingly, yesterday, no medals for The American Team Usa. We have sent scored some will, have more on that later. But it was the longest since 1972 thats happen. Yeah, and this for somebody from believes, its been the longest since weve metal. It all comes back to belize. We understand your pain. We do have a team of reporters and correspondents and analysts following the news for you this morning. From japan, to bloomington, delaware. But were going to begin right here in the west. Specifically Capitol Hill. House select committee investigating the January 6th insurrection is gearing up for the first public hearing, tuesday, kicking off what with testimony from Capitol Police officers. There will wont be any members nominated by republicans, after leader Kevin Mccarthy pulled his picks. But Speaker Pelosi may bring on new gop reinforcements. Including congressman adam kinzinger, as a potential member. And former congressman Deb Riggleman as. An adviser. Julie stark and is on Capitol Hill with the latest. Julie, youve been speaking with at least one of the Capitol Police officers who theyre on january six. Set to testify this week. What can we expect. T to testify this yes, good. Well we still dont know about those republican reinforcements, aside from of course, liz cheney. That Speaker Pelosi has been to the committee. We do know that the four officers testifying on Tuesday Wont have any Time Limit to give their opening statements. Thats something new we learned overnight. And it is unusual for those of us who cover hearings regularly on Capitol Hill. Usually they have about 5 to 8 minutes. A strict Time Limit. For those opening statements. This is important in tuesdays case, because were hearing its only supposed to last around 2 to 3 hours. The fact that Speaker Pelosi is already setting this tone of listening to these officers, and really making this hearing all about what they have to say and their experiences they lived on that day, that is really notable. Now, Speaker Pelosi sent a letter to her colleagues over the weekend calling the officers heroes and saying quote, each will bring powerful testimony about the truth of that day. For all were also hearing that is ridiculed by those on the right. And the committee that is ridiculed by those on right saying, we dont need it. We have enough investigations going on. This is really about hearing from those officers. One of which i was texting overnight. He gave me a preview of his opening testimony, saying Hell Focus both on the emotional and physical scars and trauma that he has lived on that day on january six. When he was here fighting off the insurrectionists. And also, its going to focus on the facts of that day. Its going to hold leadership, police leadership accountable. By the way, they have that new Police Chief who supports the officers testimony. But theyre going to focus on all of those things that led up to January 6th and afterwards, to make sure it doesnt happen again. Whats again, the eighth Member Panel that we expect on tuesday, we dont know yet. Speaker pelosi will expand extend an invitation to adam kinzinger, the republican from illinois. Whose long criticize Donald Trump. Or whether she will hire a new board to say that adviser, deborah winkleman, the former congressman from jim virginia. We knew that eight Member Panel, which includes liz cheney, will be all eyes and ears as we all will be listening to that testimony, from the four officers. And its going to be an emotional morning on tuesday. And we will be watching and listening. Julie, Thank You so much for your reporting. Were going to head to arizona now. Former president Donald Trump back in the grand Canyon State for the first time since losing the election. He held a rally in downtown phoenix. Peddling the same substance of election fraud. Maricopa countys 2. 1 million ballots, the focus of that controversial audit, despite no evidence of widespread voter fraud. Heres Nbc Steve Patterson with more. Yes, kendis, lindsey. The former president s former trump speaking for about two hours. Before that we saw a train of trump supporters in the form of candidates running for office for governor, for secretary of state. For congress. Here in arizona. Really across the country. All wanting to really be in his light, to sort of Pledge Fealty to the former president as he still controls much of the party. Meanwhile, the president speaking on a wide range of topics. Not being shy about the southern border. About critical race theory. About political opponents. Also digging into things like the Cleveland Indians achieving their name to the cleveland guardians. About the olympic soccer team. There was no topic really out of bounds. We expect that from the president. The real forklifts though, was of course on widespread voter fraud. Which he alleges is happening. And a course on the america will be County Audit which has been ongoing for months, with no proof of widespread voter fraud, both here and in other states. Which include georgia, michigan, pennsylvania. And he brought those states up today, as places where he would like to see a similar effort. Meanwhile, there was also talk about will he run for 2024. He alluded to it several times in his speech today. I dont think thats a surprise. By is certainly something that the audience wanted to hear, guys. Send it back to you. Were going to dig into that right now. Joining us right now is democratic strategist emily to suspend. Host of your political playlist podcast. And also with us is msnbc legal analyst, danny. Welcome to both you on the sunday. Emily, i want to start with you. Exactly what steve was talking about right there. Is this Dress Rehearsal . Because you have the michael wolf book. The author of three books actually about the trump presidency, who writes a Piece Listing that reasons why he thinks trump will run for president again from, holding the Attention And Emotion of the republican party. To helping him avoid legal troubles. Or at least like this precursor for an official president Ial Campaign . The campaign for trump never stopped. And it never stopped being rallies. Even when he was first elected in 2016, usually see president s go through some business of governing and not campaigning. But for trump, it was rallies from Day One. He started with the inauguration. Loves the rally. Right . So hes continuing to go on. The so interesting about all of this, the candidates who are lining up to speak at this rally, the reporter said it was addressed or herself for trump. Its totally adDress Rehearsal for trump. In some ways about getting in front of republican primary voters. What is really about is trying to get trumps endorsement, or just trying to get him to not go after them. Were actually not seeing evidence of candidates, republican candidates actually get trumps signed off an approval. He does it help with fund raising. He doesnt help with campaigns for the most part. But there is a lot of downside for republican candidates. If trump turns on then, a lot of his Base Go after them. Interesting. Take it our going to see some of that with the race right now, in terms of the sixth Congressional District. Danny, can candace alluded to this author and im going to read part of what he writes. He says many cat democrats believe the legal pursuit of the former president s Family Business in New York and other cases, including the investigation of his attempt to overturn Election Results in georgia, might seriously impede his political future. But in mr. Trumps logic, this will run the opposite way. Running for president is the best way to directly challenge the prosecutors. Danny, is he right . Lets Take A Look at the spectrum here. If hes actually charged and convicted of a crime, well thats not going to help him one iota. But on the other hand, Take A Look at the last six years. It seems like its been a neverending process of folks like me going on here and saying, the walls are closing in. Oh, that guy they just arrested he, knows where the bodies are buried. Trumps gonna be a indicted any day now. Here we are, six years later, no indictments. No arrests. No nothing. By now, he truly must feel like the teflon don. He is somebody who has not been arrested or indicted, despite many different investigations. Weather similar investigation. Whether its the Attorney General in manhattan das investigation. He still has not been indicted yet. Now if that means that there is some Maga Opus of an investigation leading to an indictment on the way, that could be possible. But, with every passing Day Statue some limitations close. So, if there is some big arrest Coming Up, it better be. Soon Coming Up, it better b emily,e capital right probe. Thats going to get underway this week. Well all be watching for that. Republicans are renewing their calls that this is political charade. Its a sham. Do you see and americans out there that are on the fence about what happened at the capitol that day . That this weeks testimony could have an impact on . The place i think there may be impact first of all, i think this is a vitally critical issue to understand exactly what happened. While the breakdown was both for the state of our democracy and people in washington. Unfortunately, i think it is not, for most of the rest of the country. They are still figuring out how to get their shots. If they have their shots. If they should be wearing masks. If they can get back to work. If they can actually get some variety of release through congress. That is what most americans are focused on right now. Although, it is an incredibly important issue in washington. Members of congress were fearing for their life. And i think that definitely includes Speaker Pelosi. So, this is not just a political sham, as republicans would call it. Or a political hunt. This is truly trying to understand what happened. I think the way that the technocrats are setting up, so that it will be primarily statements from the Capitol Police. Thats where i think there would be opportunity to actually get those clips out there for regular people to see that it was a Capital Police that were doing their best and trying and just incredibly overcome. So it would not be met statements from members of the committee. I think most regular people are just not as focus on this issue, unfortunately. Understandably that are focused on covid as the pressing issue right now. Danny, on this. Youll have police ten testimony that will lead off the panels here on tuesday. What could come out of this that could possibly spell some trouble for former President Trump . Mostly political trouble for President Trump. Because if all you have to do is Take A Look at any of the indictments on the January 6th riots or, even the testimony from last year during the Impeachment Proceedings and the evidence and the can Burns Documentaries that the decamp democrats put together, doing minute by Minute And Video after video of the attack, most folks can find that everything they need to know without these hearings. But this will be a political liability for President Trump. Or on the other hand, he may use it to further his campaign. Because there are a lot of folks that simply believe he had nothing to do with it and that he was responsible. That this is, dare i say, a witch hunt. All right emily and danny, do Thank You. Neither of us can fact check you, so. Thank you both,. Still to come, another athlete from Team Usa and an american olympic Staffer Both Test positive for covid. As the caseload is only mounting. So, where are all these cases coming from . Meanwhile, its so hot in tokyo, Health Officials are telling locals there to avoid outdoor exercise. What does that mean for the athletes . Next. And later in the hour, if youve been vaccinated for six months or so, right now, you might be vulnerable to the Delta Variant. Were going to tell you what the Government Health officials are recommending. Also today, House Majority Whip representative Jim Clyburn joins Ali Velshi live to discuss talk about the right for voting rights. And the impact of the senate for the filibuster. Powering possibilities. As another american athlete is sidelined due to covid. Just hours ago, the Pga Tour announced pro Golfer Bryson dissemble tested positive and will be able to compete. This comes after u. S. Olympic Staff Member also tested positive. Thats not the only problem that theyre dealing with right now. The athletes are also having to deal with a heat wave. Nbc News Correspondent Stephanie is in tokyo for us with the very latest on this. Stephanie, temperatures in the eighties . Does it seem that warm, but i guess for tokyo, its very unusual . Yes, in the eighties but also predicted to go in the nineties. It has been Ex Stream Lee hot. The humidity is really like nothing i felt before. I mean, you feel like youre in a swamp. And theyve done some stuff to try to help things out. They move some of the events like Track And Field and rugby told your times. Theyve also sent up cooling tense and Spring Mist for athletes. But you still have a russian archer actually faint the other day, from heat exhaustion. So, its definitely a real concern. But they are the summer olympics and a lot of these athletes are used to competing in those kinds of conditions. Its interesting because on Day One, you had the u. S. Team not win a single metal. As you mentioned, that hasnt happened since 1972. But amid may have been a little bit too early to push the Panic Button here, because u. S. Has come back storming today. Especially in the pool. They won six medals so far in the pool. Now theyre right back in the hunt for those middle totals, which is pretty exciting. But also, tough news for Team Usa with Bryson De Chabot not being able to come here and compete in golf. Also in the world of golf, john from spain who won the u. S. Open this year, he cant come either. He tested positive. Both of them testing positive in that process that everyone has had to go through to actually come to the games. You have to provide a couple of negative tests to make that journey over here. So, theres a difference between the numbers of people who tested positive here in the country, and also those athletes like coco gauff, for instance who tested positive before they even took off. Stephanie, today were talking about extreme heat and the extreme humidity. Yesterday were talking about the tropical storm. Is that still a threat . It is still a threat. And theyre talking about hitting Monday Night into tuesday. It could turn into a typhoon. But thats not the equivalent necessarily of a hurricane in the u. S. Right now this is still a tropical storm. It will get windy, for sure. It will be raining, for sure. But its an ironic twist. While it may disrupt some events, its great news for the surfers who are going to get some bigger waves. Have you gotten a sense of the excitement over there has built . Were talking about there was a lot of protests before the games took place. A lot of people were saying they were interested in it at all. Has that kind of dissipated and the interest in these games have finally kind of ramped up as a national Pride Thing in japan . A n the latest polls still sw that a majority of people didnt want these games, dont want these games to go forward. They were taken before the Opening Ceremony. So its a little unclear what those numbers conclude least and for. But i can tell you anecdotally, and those events where people can saunter up and see something, particularly in the cycling, theres been some Road Races that have seen japanese fans along the course. Cheering, yelling. Thats certainly a good example of the excitement. I would also add, having been to a number of olympics and watched a lot of this on tv, at least from a viewers perspective, the lack of crowds doesnt really make much difference in the excitement level. It was still really exciting watching those races in the pool today. Especially the u. S. Getting its first gold with chase, who won that gold medal. That was great to see. At the end of the day, it is still a competition that takes place on the field, in the pool, on the courts, right there. And on tv. Stephanie gosk, joining us from tokyo. Thank you so. Much were going to get more on this right now with washingtons Postsports Columnist Barry svrluga. Barry, thanks for being here. Appreciated. Team usa has won one medal, for the very first time in nearly 50 years. What kind of kept us from winning on Day One . Was it more of a scheduling thing. Where is it sports that are for sure, no gold medals on Day One for one thing, the u. S. Is such a powerhouse within the first session of swimming. It was just preliminary heats on saturday. The american team was ready. They are favored to beat the australians in what should be a thrilling me. On the first day when metals were giving out in swimming, the u. S. Had never won as many as six medals. That total today, chases gold. A really strong and inspiring Anchor Leg to the womans four by 100 really from simone emanuel. Very, very good rebound if you want to call it that for The Americans. Absolutely. The athletes are facing so many challenges from pro covid protocols. Having no fans in attendance to, that heat wave. But im curious about the no fans in attendance. Because this is the first time weve had an olympics like this where there arent any fans. Have youve been looking at a lot of these competitions, have you got in the sense it has impacted by any stretch the performances so far . Our World Record still been broken . Its really hard to quantify such an ethereal thing as what does a Crowd Due to a performance. I will say, i was at the opening ceremonies on Friday Night and that was, as i wrote, it felt very much like a dress or her soul. There were just 8000 seats and people that where there. It was media members, support staff, ioc officials. So, that did not feel like an olympic Opening Ceremony is supposed to feel like. Likewise, at the pool today, while The American team was cheering on other american swimmers try to make noise with Thunder Sticks and do whatever they could to offer support, you put 18,000 people in there and its just an entirely different environment. What adrenaline does that provide, not sure we can quantify. But to say its all just the same, is just not accurate. All right, Nbc Sports has some 17 Million people tuned into the open intermediate friday. The lowest viewership since 1996. The lowest in several decades, accurately actually. But there is a lot of excitement and this is a tv event. So, our owns perspective is getting to see what is happening on our tv screens. You are there in person. What is it that its happening atmosphere wise or otherwise that we havent seen that you found interesting . Id say a couple things. One, its very, very difficult because of covid, for us to get the feel of an olympic city, and a way that we normally would. Because right now, were not allowed to go where we normally would. We cant go to restaurants. We cant walk the streets. We Cant Talk to people. It is simply hotel, media center, then you, bus and back. So, in that way, the kind of international togetherness, it doesnt feel the same as it would. Then in the arena, i would say it feels very much like a sound stage. This kind of show being produced there with no live audience. That doesnt mean the athletes dont memorize the occasion. They surely will. Thats what theyre trying to do. Compete. But for the rest of us who are here in person, its just an entirely different experience. Very fascinated, indeed. I want to show you the metal come by the way. Updated yesterday. By the way, barry, belize was tied with usa for no medals. [laughs] Team Usa, had a good day. But belize and its five athletes, congrats. Barry, Thank You so much. Thanks and best of luck to belize. [laughs] all right, still to come, police in New York released really studied footage of the Moment And Mother and her baby were hit by a reckless driver. A fascinating chain of events. Watch as it all plays out here. Suspected drunk driver there, hitting the Mom And Child as they cross the street New Yorkers, just north of new York City. A car then plowing through a Store Front of a barbershop, with the pier and the hood. Two veteran Police Officers were Eating Breakfast nearby. Ran over. Their Body Cam Footage showing what happened next. Somebodys got to pull the baby [noise] grab the baby i got it. I got the baby hold up. Hold up. Wow, just incredible. You see the baby in the lower left Hand Corner of the screen. But you hear the poor thing crying. The good thing is, No One was killed here. The baby though does have a skull fracture. The driver and the passenger were hurt, but the driver is now facing several charges including Drunk Driving and vehicular assault. Im so happy that it was in a lot worse than it is. Especially in new York City. Those people ran in and literally lifted a car. Lets move on right now to infrastructure. I promise you, that this week this is the week that some things big may get iron out. At least escorting to one person working on the bipartisan package. Senator Bill Cassidy said senators should be prepared for the possibility of delaying all this recess to get this done. And the cedars white House Reporter shannon joins us. Now shannon, how much is riding on this for the president to secure this big legislation . Im not going to promise you this week its going to be done. Im going to leave that to you, candace. Im old enough now to remember this is when this was going to be done by memorial day. [laughs] the members of the senate say theyre working away on this. They are optimistic theyre going to get some language here this week. Just for a refresher, there was an agreement weeks ago on a principal bipartisan infrastructure bill. About 500 Billion dollars. But theyre still not an actual bill to vote on. When we started looking at timing, this is in the calendar. You mentioned the August Recess Coming Up in two weeks. Theres a lot of work that needs to be done before then. And i would see since july, members of the senate have been suggesting that theyre going to have to work through their August Recess, if they want to get this done. And not only do they not have language or, were not even sure they have the 60 votes. Because a lot of senators will commit to this until theyve seen a bill. Then when you look further out on the senate calendar, theres a lot of Things President biden wants to get done. It happens to be a 3. 5 trillion Dollar Spending Package that he wants to get done, with just democratic support. Theres all these other procedural things that just need to get done. Like the fence spending bill, debt ceiling, a budget. So, the clock is really taking down. And of course, as they all say in washington, if you dont get it done in your first year in washington as president , it gets even harder in the subsequent years. N absolutely. And this was a piece of legislation people thought would be one of the easier ones to take off. Not proving to be. So shannon, thanks so much. Coming up next, as the Delta Variant ramps up, so our vaccine requirements. Why more places are making their employees get their shot. And how its dividing americans. If convicted serial killer Rodney Kelly died in prison of natural causes at the age of 77. He was known as the Dating Game Killer because of he was a contestant on the show in 1978. He was sentenced to Death Row for murdering seven people, including 12 year old Robin Sound so in 1979. Police have also linked him to other murders from california to new hampshire. Investigators said he used his camera to lower. Victims were learning this Morning Stonehenge could be the next historical site and United Kingdom to use this unesco world heritage status. The un says its at risk of being put on the danger less, if a potentially harmful 1. 7 billion dollar, or billion pounds, Row Tunnel near the site goes ahead as planned. This comes after the City Of Liverpool lost its status a few days ago. Only the third spot in nearly 15 years to be stripped of world heritage status. The Runoff Election for the house in texas six Congressional District starts tuesday. But we already know it will stay republican. It was once held by congressman Ron Wright who died from covid earlier this year. Two candidates, Susan Wright and Jake Llc will face off next week, and former President Trump has endorsed right. A growing number of Health Officials is making it mandatory for Health Care workers to get vaccinated. In new jersey, texas, some workers in those states who are refusing to get the shot could either get fired or quit. Now in new York City, Mirror Mill build a basil recently announced plans requiring all workers at City Run Health Care facilities and hospitals to be vaccinated, or take weekly covid tests. And its Nbc Correspondent Cory coffin has the latest. Cory, although these workers can opt out, they can take that weekly test, this really is the most sweeping Vaccination Mandate yet for city employees. Yes, this is going to be a major implementation come august. The mayor is really emphasizing it that although you can get weekly testing the, priority is obviously to provide one time a vaccination. Listen to the surging numbers here in the city that theyre trying to avoid. Cases are up 64 or a month ago. And of course, remember how out of control this could easily get within this city. Theyre trying to avoid that as best they can. Listen to what Bill De Blasio said this week on his program. This is about keeping people safe and stopping the Delta Variant. We want to be covid once and for all, we have to beat the Delta Variant. The Delta Variant became in the dominant strain in the united states in july, and its not just in New York. These Health Care facilities are starting to implement Vaccine Programs. We know of at least a dozen hospitals in North Carolina now committing to it as well. And beyond hospitals, other institutions are grappling with deciding how theyre going to move forward with requiring vaccines. Many private universities saying they will require it. Public universities, its a bit more of a challenge there. There are legal challenges Coming Up now. We know that a ruling recently upheld it indiana Universitys Decision to require vaccines after a legal challenge there. And then of course, you have the private sector. Private businesses, for example, Morgan Stanley requiring vaccines to come back. Whereas delta says, it will necessarily require vaccines of their current employees. But new employees moving forward, they will. And then you have states entirely bucking this requirement, or any possibility of a requirement. By instituting socalled Vaccine Passport vans bands. So that will prevent these Health Care facilities, businesses and colleges from requiring these. And thats kind of a tough things. Lets talk about florida and texas for example. Florida making up 20 of the new cases here in the united states. And as a result, there is a hospital in jacksonville, florida, that has seen they only have half of the vaccination rate. Theyve seen 75 doctors and nurses out sick with covid, as the Delta Variant rips through that state. Trying to avoid that here in New York. As i mentioned, Vaccine Program here goes into effect august 2nd. All right cori coffin, Thank You for reporting. We want to dive a little bit closer into Vaccine Mandates. We are bring in and the seeing bc medical contributor uche blackstock. I want to ask you your thoughts. We have this Patchwork Hair around the pack country. New York City for example, Health Care workers will be mandated. States like arizona, florida, some of the hospital companies, particularly in arizona are going to make workers get the vaccine. But states still are preventing State Employees from doing so. Where do you fall here in these mandates, on whether Health Care workers should have to get a vaccine . I especially feel strongly that Health Care workers should be vaccinated. They have both a moral moral and public health imperative to be vaccinated. And Health Care settings, we have incredibly vulnerable patients who have weak Immune Systems and other medical problems, that make them very susceptible to covid 19. These Vaccine Mandates met, i should say vaccine requirements, really should be standard in all Health Care settings. Doctor, a new poll from the Associated Press shows that among unvaccinated adults, 35 say they probably will not get the shot. 45 say they definitely wont. We have people with very strong opinions here. Is there any way to get through to this specific demographic . I know. This demographic is very, very challenging. We do see from some of the polling that Vaccine Mandates actually but from employers, will push them over to the edge a little bit. Also, if they require a Vaccine Passport to get to a Sporting Event or on to a flight, there are more likely. And then i think there are also more likely to listen to their Health Care professionals, or Family Members who have been vaccinated. I think that we still have to continue trying to educate and do outreach with the people who are not vaccinated yet. Because we see what their numbers are doing. We see what happens when a critical number of people are not vaccinated. We are still going to have surges and optics throughout the country. Yes, anybody who follows you on twitter can see and say doc, you convinced me. I just want to go get the vaccine. There cant be a better feeling than that. Doctor, before we let you go, the biden administration is now looking at ways to try and curb this Delta Variant. Some of those include revisiting mask guidelines, booster shots. Possibly requiring vaccines. And the efforts that you see that stand out on how we can avoid a terrible fall . Avoid a tei definitely thinke to go back with the Mask Mandates. I think we saw what happened when states lifted those Mask Mandates. And other restrictions. We know masking is highly effective. We know that once those Mask Mandates are lifted, even unvaccinated people that are wearing their masks indoors and other high risk settings. I think what the cdc can do is really help guide states using fixed metrics. Including vaccination rates, hospitalization rates, transmission levels, to say when state should reinstitute Mask Mandates. They need a little bit more guidance than it was given initially.
