Breakthrough Covid Case spoke with us in the last hour. This is the hand i was dealt and im trying to deal with it as best as i can. Another major u. S. City bringing back its Mask Mandates as delta cases prompt hospitals to reopen covid wars. The nfl says get your shot or forfeit. If unvaccinated players cause covid outbreaks. One coach quitting in protest. One month after President Biden claimed victory on infrastructure, theres still no deal. Transit, the main sticking point, but could they be on the brink of a breakthrough . I feel as if weve said that a few times, so far, when it comes to infrastructure. Weve got a lot of covid news to get to, but last hour when we spoke to tyler crab, the Mens Beach Volleyball player, who made the hard decision, do i test negative he decided to bow out and thats it for him this games. It was really tough. Hes saying its completely devastating. Thats part of some of the things so many of these athletes are dealing with right now, the Battle Off And On the field. Tough conditions. We have a team of reporters and analysts following the latest for us right now. In the meantime, were learning this morning yet another major u. S. City is reversing course on indoor Mask Requirements as these Covid Cases surge. St. Louis joining the growing list of cities reinstating Mask Requirements for residents. The biden administration and the cdc are also now considering changing Mask Guidelines for vaccinated americans as this Delta Variant drives up case counts. Msnbc Correspondent Corey Coffin and Antonia Hilton have the latest for us. Youre up in hudson, New York, where this is sort of a parents nightmare, an outbreak at a camp. Yeah, theres outbreaks not only have we been reporting on outbreaks at camps around the country but theres a local one here thats happening here in hudson, New York ill be talking about and of course the unvaccinated kind of plays into that because these kids under 12 cannot get the vaccine. So thats been a major issue. When it comes to that white House Guidance White House saying the cdc is largely going to be leading the case on this and deciding whether or not to change the guidance officially. They will be deferring to them but according to the Washington Post we know that the cdc is part of those talks on whether or not any Mask Guidance would be coming up here in the coming weeks, or even months as we get into the lower Vaccination Rates, the lowest Vaccination Rates we have seen in months, kendis and lindsay. Lets show you a new Ap Poll that shows among the unvaccinated 45 say they will definitely not get the shot, 35 say they probably wont, and 64 say they have little to no faith that these vaccines will protect them against the variants, this comes as new cases rise some 53 nationwide. And this is coming from a lot of these largely unvaccinated communities, mostly, for example, three states, florida, texas and missouri all Reporting 40 of the new cases, just from those three states alone, and the governor of alabama, the state with the lowest Vaccination Rate, has said it is time for the unvaccinated to get the shot. Listen here. The new cases in covid are because of unvaccinated Folks. Almost 100 of the new hospitalizations are with unvaccinated Folks and the deaths certainly occurring with unvaccinated Folks. These Folks are choosing a horrible lifestyle of selfinflicted pain. Yall, weve got to get Folks to take the shot. The Death Rate in this country for covid is on the rise again. It is expected to triple if nothing is done by october and were talking about those Summer Camps as we kind of mentioned here off the top here, here in hudson, that Summer Camp that were reporting right in this community, 31 new cases. And all of them under the age of 12, in total 88 campers quarantined, or sent home, guys. And we know of a camp in houston, as well, with 130 children and adults testing positive for covid. Theres no word yet on if those camps have to shutter, but we do know this has been a difficult thing for camps to keep kids unvaccinated safe but also remain open. So under 12, no vaccine available yet for kids under 12 and so that raises some questions when it comes to School And Masking and social distancing in the fall. We know that a vaccine could come for anyone under 12 by as early as early winter. Kendis, lindsay. Cori, a lot of people are making a big deal out of what the Alabama Governor was saying about the unvaccinated but they dont plan to have a Mask Mandate statewide at the same time. Antonia, to you now and the Tourist Destination of providencetown, massachusetts, recommended a Mask Advisory after seeing a disturbing rise in Covid Cases. What more do we know about that . Reporter thats right, kendis, so Province Town is now one of a number of communities that are strengthening their Mask Guidance and mandates. Here we have a Mask Advisory but there are mandates in place from st. Louis to l. A. , new orleans. The situation here in provincetown stems out of an outbreak connected to July 4th celebrations when large numbers of unvaccinated people came here to celebrate, to party in close quarters with people for days on end. So officials have identified 256 confirmed cases of covid, and of that, 70 represent Breakthrough Cases of people who went out and got their shots and thankfully those Folks have mild or asymptomatic cases but the shock of the number of Breakthrough Cases here has led people to reevaluate what that means for them to have a safe summer here and what the implications are of living in a Tourist Town where large numbers of unvaccinated people may come here all throughout the rest of the season. Yesterday i interviewed a man who is a petty Cab Driver here, and he was one of the break through cases. I want you to take a listen to what she shared with me. I felt invincible for a while and i was kind of going out, enenjoying my life, doing things. I think i figured, you know, because i knew i had been exposed previously when i wasnt vaccinated and so i think i figured like if im vaccinated and i hadnt caught it already when i was unvaccinated, theres going to be no chance that im going to get it. And i guess thats probably my message to young people my age that its still possible. Reporter and michael, you know, Folks like him, they are, according to the Business Owners and the locals here, theyre the people who are most likely to get exposed because they work with tourists, theyre at bars, and sometimes interacting with hundreds or thousands of people a day. Because of this, the Folks who work with people like michael are now in some cases even taking steps further beyond what the local guidance is here now, so several Business Owners have told me that they now have a zero tolerance policy, and anyone who even wants to step foot on their property or stay in their hotel needs to show proof of vaccination, and in some cases theyve already cancelled reservations for Folks who arent complying. Kendis . All of this happening ahead of what is really a busy month from many of those places, including marthas vineyard, and provincetown where you are, antonia and cori, thanks for joining us. For more on the indoor Mask Mandate, were joined by a Massachusetts State Senator julian sere, public Information Officer for the Cape Cod Covid task force. Thank you for being here. Good morning, kendis, Thank You for having me. You have the Delta Variant thats been detected in provincetown and that cluster that was associated with vaccinated people. So are requiring masks indoors, does that seem logical . I know from personally a lot of the people who were there for July 4th were at outdoor only events and still came back with breakthrough covid. So provincetown is a very interesting example here of whats going on. Its the best vaccinated community in massachusetts. I should say massachusetts really leads the nation in larger states, i think were third after hawaii in our Vaccination Rate. Cape cod leads massachusetts in Vaccination And Provincetown is the best vaccinated community in the state. And what really happened here was actually not a large number of unvaccinated people visiting, just a small number of people who were unvaccinated in dense environments, both in private settings and in public venues, and it seems that just a few highly contagious unvaccinated people were able to spread covid19 to quite a number of Folks, both visitors and residents. The good news is that because we have such a high Vaccination Rate, you know, really these are broadly mild and moderate symptoms here, you know, look, you might be pretty sick but if youre vaccinated your risk of serious illness, Hospitalization And Death is very, very low. But certainly i think being a place that welcomes so many people from across the country, and certainly the world, this has been a challenging moment for a community really that has come through covid until now with very low cases earlier in the pandemic. Yeah, and i know that lets talk about the national impact on all of this. As i mentioned a lot of the Folks that were there that got break through covid were, in fact, vaccinated. Should cities like yourself right now, knowing that, say have a Limit On who can come in, or a cap on different events. I know theres a big Party Weekend in Fire Island this weekend with a lot of vaccinated people they may have a cluster. So in provincetown this isnt our first pandemic. We lived through the a. I. D. S. Epidemic and were a real welcoming community, right, so i dont like to say, look, you cant come to town, regardless of who you are or your status. I do think, though, that some really common sense precautions really make sense. Look, if you want to go to a nightclub or a bar i think its perfectly reasonable for, you know, the owner of that establishment to have a requirement to look for proof of vaccination and actually one of our largest venues in provincetown actually had them doing that since we had reopening in early june. So those sort of measures make a ton of sense. What we need to do in massachusetts, massachusetts were very well vaccinated. Our visitors to Cape Cod, about 80 of our visitors are from New England, New York, new jersey, they sort of Parallel Track with our Vaccination Rate here in massachusetts. What weve got to do is make sure were giving more tools to businesses and to people to keep themselves safe and i think its perfectly reasonable, particularly if you want to go to a pretty high you know, an activity, a venue where social Distancing Isnt possible. Asking for those vacc cards. Look, in massachusetts, id like to see an application like we have in New York and in california, for these excelsior passes. Thats the approach for massachusetts. Julian, we just heard from the Alabama Governor who said, you know, its irresponsible for people to not get vaccinated at this point. Do you think from some of these lawmakers and leaders its too little, too late . You know, look, i think every little bit helps to get Folks vaccinated. You know, clearly there was some pretty irresponsible behavior across the country among the Republican Party and others really not in promoting this sooner but from a New England and Massachusetts Perspective where, you know, we really dont have this problem here, our biggest challenge honestly, im worried about reaching unvaccinated Immigrant Workers who come here every season, maybe that have just arrived. Thats my concern. But certainly im glad to see Governor Ivey and others finally really pushing vaccination. Ive got to be quick here, saw im unvaccinated. I am vaccinated. Im unvaccinated. And i want to come to provincetown, do you tell Folks who are unvaccinated, please dont . No, look, you know, if youre a child under 12, youre unvaccinated, and provincetown is a destination, a second visited destination on Cape Cod after a national seashore. If youre unvaccinated and come here, please, please, wear a mask, social distance, follow those public health precautions, allow us to stay open and stay open. Its really almost seems unfair at this point that theyre going to be battling on top of the incredibly high temperatures and the pandemic now this possible typhoon that right now is still a tropical storm, theyre saying it could be upgraded in the coming days. Theyve already rescheduled. There was the eight Person Row to occur on monday, now theyre going to do that on sunday. The forecast is still a little uncertain so were not entirely sure. I want to go back to that conversation about covid in the 127 cases, and the surprising thing about that number is not that its 127 , its that its actually not higher than that. When you consider the Tens Of Thousands of people who are here, its amazing that very small percentage, given the pandemic worldwide, that those are the people who are infected but we are going to begin to see those positive cases affecting competition. As you mentioned weve already seen one case today, this is the czech Republic Beach Volleyball team, had to forfeit their match against japan and the Czech Republic is an interesting case. There hasnt really been a cluster yet but theyre investigating the possibility that there might be within the delegation from the Czech Republic. Local reports say theyre looking specifically at a Charter Flight that the team took with a doctor who may not have been vaccinated, and may have infected a number of athletes as well as coaches. But other than that, there really havent been any clusters. When you look at the alternate gymnast for the u. S. Gymnastics team, there were no other positive cases after that. It was her case, and thats it. Even the close contact that she had, that gymnast tested negative. So in that sense officials here say they expected some cases, theyre not seeing the kind of spike that would potentially cancel the games, although theyve not completely ruled that out. Should it happen. Guys, back to you. When we talk about programming and all that good stuff, what are you most looking forward to this weekend . Well, youve got the swimming, youve got the soccer, the womens soccer. You have the u. S. Team, a favorite here. They had a terrible loss against sweden the other day, 30. So theyre going to have to redeem themselves. Also you have the first heats in swimming, its wonderful to see the swimmers get back in the pool. You know, the u. S. Is always dominant in swimming and youve got the gymnastics. It starts this weekend. The women begin on sunday. So lots of really fun stuff to look forward to, and, you know, ive covered a lot of games and there always have been these stories outside of the of the games and what you often do see is that once the competitions begin its those story lines that end up stealing the headlines and i certainly hope that thats the case here, that these covid headlines can take a second seat to some of the great accomplishments here in tokyo. At the olympics in tokyo where concerns are growing over the number of covid19 infections, as we mentioned a few moments ago 127 people connected to the games have now tested positive, including two american athletes, Taylor Crabb was one of them, he told us last hour, after contracting the virus in japan and was subsequently taken off the u. S. Olympic volleyball team. Obviously im devastated. I didnt know if i could pass a test and make a negative. So i decided to pull myself out and let my team continue and someone else take my spot so they could represent the u. S. What a heroic move right there. For more, were joined by a sports and Culture Writer for the atlantic, and the author of Loving Sports when they dont love you back, dilemmas of the modern fan, i was a long suffering Mets Fan for decades. I know the title very well. Taylor crabb was vaccinated and asymptomatic, was taking him off the team the right decision, you think . I think so. I think, you know, what Team Usa, with the olympics organizers are trying to avoid is a Mass Outbreak and we have precedent for Spot Outbreaks here that dont lead to mass cancellation, thats that whair trying to avoid. Once a positive test comes out, that athlete needs to be out of there and its really sad. Its so unfortunate for these players, these athletes who have been training their entire lives for this moment but theres no other way to mitigate this virus and to control this without doing that. But it kind of seems a little bit of punishment, dont you think, for something that wasnt even in their control, like taylor did everything that he could possibly do, he was vaccinated, took precautions, wore a mask, socially distant when possible. Why punish them in this way . I understand why it can seem like punishment, and thats just the unfortunate thing about this virus. Being vaccinated and not having a Vaccine Mandate will still lead to these breakout cases that weve seen, these break through cases. Really what were talking about is bringing over athletes from 205 countries in the middle of a pandemic, and holding these games in the first place and really trying to avoid a mass cancellation. Its really heartbreaking. It absolutely is but i dont see any other way around this. You get a sense there are going to be more cancellations of events. We already had the cancellation of a woMens Beach Volleyball match after at least four athletes from one of the teams reportedly tested positive. Only one of the teams tested positive for covid19 earlier this week. Is that just a start . I cant imagine thats the last time that well see that. I think the hope is that we wont see that en masse, and that we wont see this happen especially in Team Sports but the fact of the matter is, again, we have an Olympic Village where these athletes are in extremely close quarters. Theres no way to actually contain this virus once we know theres one case, especially when we know that there are many people who havent been vaccinated. 100 athletes on Team Usa have not been vaccinated. The only way going forward is really to contain as much as possible. Well, well continue to keep an eye on tokyo right there. Want to turn our focus on Something Else that is happening back here in the u. S. It is a start of Preseason Training for the nfl. And the Minnesota Vikings assistant coach, one of them, reportedly left in protest after refusing to get vaccinated, this after the nfl announced teams could have to forfeit if they cancelled games due to covid outbreaks among unvaccinated players. And then you had the dallas cowboys quarterback, Dak Prescott, refusing to reveal whether he got vaccinated. Even borrowing a line from marjorie taylor greene. Heres a listen. I dont necessarily think thats exactly important clearance, i think thats hipaa. But i understand where zeke comes from. I understand everybodys opinion. And i think everybodys has that right. He was asked whether its important to say that hes vaccinated and he said its not important, and that its hipaa. It is important, and its not a violation of hipaa. Beyond that, should many of these athletes come right out and say that they have been vaccinated . First of all, i think that we need to stop throwing around hipaa when a lot of us might not really understand what that means. Now, Dak Prescott absolutely has no obligation to tell us in the media, or fans, whether or not hes vaccinated. He does have an obligation to tell the nfl. And the nfl, for all of their posturing about this, for the last year, really acted like the virus was not a thing that we were not living in Covid Times and was, in my opinion, extremely lucky that we didnt actually have a cancellation of the season. The nfl also remembers a Game In which the Denver Broncos literally had no quarterbacks to field on the field. So theyre trying to avoid exactly what the ioc and what the organizers of tokyo are trying to avoid. When it comes to Dak Prescott, i think that everyone would hope that these players would understand that its not just about them, that theyre also trying to mitigate this virus for their teammates, for the fans, for the sake of the league. When it comes to rick den son, because theres not a collective Bargaining Agreement because hes a coach, you can mandate he be vaccinated. I see what dak is doing, like in the game three of the season when he throws an interception and they ask him about it, in the press conference, hes like, hipaa. Hipaas going to be the excuse. We hope to have language either by monday or by early next week. Yeah, theres some problems with transportation. With transit in particular. On the other hand we can find a solution. We can get this done. So im optimistic that we will. So Senator Cassidy there talking about one of the major sticking points, its not a small one, its Transit Funding. Now, whats the fight . Its how much money to allocate to highways and how much money to allocate to public transit. The fight really lies in the rural and versus urban kind of divide here. Rural states, many of them represented by republicans, of course, in the group. They dont have a need for as much money for public transit, where democrats do who represent the urban states. Thats kind of one of those sticking points now, how much to allocate to which. The good news is, is that most of this bill has already been sorted out, the tect has been written, the ceo of the congressional Budget Office has already scored parts of the bill, or if not getting really close to finishing that up. When they hammer how the this trabs It Issue and broad band among those issues, theyll be able to move onto to Bill Nerl next week. Democrats have said if Transit Funding isnt sorted out theyre not going to vote to go on the bill. And once they do vote, thats not an open and shut case. They then have to move on to that reconciliation package, the 3. 5 trillion Budget Resolution that democrats are pushing for human infrastructure, climate, things that are not part of this core bipartisan Infrastructure Group and its going to be a hot infrastructure summer, guys, i have to tell you, because i dont see this ending anytime soon even though lawmakers need to jet out of here in a few weeks. Virginia has transitioned from that red to purple to pretty solidly Blue State in most regards. But, you know T Party that holds the White House usually does the worst in these off year elections. So thats what has democrats concerned about making sure they can hold on to this Governor Seat in virginia. But looking forward to 2022. Again democrats are anticipating a difficult fight there because of this dynamic, that the party that controls the White House usually does worse in these midterm elections, theres also been some redistricting and just when you look at the Senate Map its not really shaping up to be in democrats favor. So they have a lot of work to do there, certainly its too early to determine whats going to play out but the White House is hoping that if they can get some of these Agenda Items through, like this infrastructure and these big spending proposals, you heard julie talking about it a moment ago, that they will use that as the foundation of their Sales Pitch in 2022 to say, look what we have done on the economy, look what we have done on covid, look at how your lives are improving with the Child Tax Care Credit Check that youre getting in the mail and new Infrastructure Projects planned. Thats why you should give us democrats, you know, another two years in control of, you know, the house and the senate. So what happens in washington in the next couple of weeks and month or two is really going to be crucial to what this president and democrats are going to be able to run on when we start the midterms next year with 2022. And what the Department Of Justice is doing is really looking at the root causes of Gun Violence, which relates primarily to gun trafficking. We have different laws in different states and we rely we are going to rely heavily on the atf to be able to provide support for these strike forces but unfortunately we havent had a director for the atf, and that is why it is so important and crucial for us to be able to rely on the senate to do what is right and confirm David Chipman to be the director of the atf. Council member pinto, to you now, we just heard the Police Chief say there arent enough rorsz here to curb the violence and we also know the Police Chief told reporters one of the root causes could be the illegal Marijuana Trade right now in d. C. That hes very concerned about that, i mean, what do you see as the root causes and what needs to be done here . Sure, well, good morning, Thank You very much for having me, and as you noted i represent the word that includes 14th Street where the shooting happened on thursday evening, it stretches all the way down to the White House. Many of our residents and visitors who come to our ward are used to visiting a safe environment. And, you know, i would be remiss if i didnt point out that there are residents across our city, and across our country who experience this level of Gun Violence and real trauma on a daily basis. And we should be outraged every time it happens. So here in washington, d. C. We are investing in shortterm responses as well as longterm approaches to making sure that were providing our our communi the resources they need. We know that crime is certainly linked to poverty. Were having significant investments in out of school time, access to housing, job training, but also ensuring our Police Force has what it needs for resources for additional Gun Recovery units to ensure officers are engaged in new programs to include beyond bikes, foot patrols to restore trust in the community. We have a series of investments to make safer streets, but we cannot do it alone and we need the Support And Investment of the federal government to get guns off The Streets that flow through neighboring areas all the time. You can have strong Gun Control laws in our Nations Capital but we need councilwoman pinto, we have the need to curb violence and crime, with the current tension with police and the communities they serve. You mentioned scooters and bikes as part of that, how else do you maintain that balance . You know, our Police Force has been undergoing a series of reforms. We established a Police Reform Commission last year, which has already proposed a series of recommendations. Many of which were adopting in our city now so that when somebody calls 911 and is experiencing a Mental Health crisis, they can have support from a Mental Health professional. We included in this years budget, automated Traffic Enforcement so our Police Officers can really do what they do best, which is ensure that our community is safe and ensure theyre using their resources to prevent the most violent crime we see in our neighborhoods.
