Youre in a Vacation Town where a spike of Breakthrough Covid19 cases is concerning local residents there and officials. Tell us what youre hearing from them. Thats right. Im near province town. Officials are dealing with an responding to an outbreak that stems out of July 4th celebrations. As the Town Manager described to me, unvaccinated individuals from around the State And Outside of massachusetts came here in large numbers and mixed with residents and vaccinated individuals. One of the most surprising aspects of this is according to the Town Manager, 70 are fully vaccinated individuals that got their shots. Now all these folks have had mild cases or asymptomatic cases. But it caused some concern for people who believe, you know, when they got their shots they were doing the right thing. They were untouchable. And who now are sort of reevaluating what it means to have a safe and fun summer here as they welcome people from all over the country. So the town here has put in place a new mask advisory. Not a mandate, an advisory that strongly encourages people to wear masks indoors or when theyre not able to socially distance from other people. But some businesses are now taking it a step further. I spoke to a gentleman who owns the Pilgrim House not far from where i am right here. And he is now instituted a Zero Tolerance policy, all of his guests have to be vaccinated and if not, they have to cancel reservations. Take a listen to what he said to me. Going into the season, it was bate surprising to see so many full will you vaccinated people testing positive. To the point where were all concerned about what this means long term and the number of visitors, frankly, that are not vaccinated. Its alarming. Its larming to alarming to me. He sequestered some of them in thinks own hotel rooms. Part of the message this is a Health And Safety issue and also about the health of businesses that fought so hard to stay afloat, to be ready to welcome people back. You know, if their employees are falling sick or unable to serve, theyre not able to give the experience they so desperately want to give people this had summer. If if you visit, please get vaccinated. Stay with us. Cal, youre in Los Angeles county. The daily Case Count is nine times higher than it was just a month ago. A staggering increase. What are you seeing on the ground there . What are officials doing in response . Were seeing Hospitalizations Increase just this morning in the hospital behind me. We start with 18 covid19 patients. So three in the last two hours. We have doubled the number of hospitalizations in l. A. County. That is what has officials here worried. Thats yale what made that Mask Mandate necessary in their minds. And again as antonio is laying out, it is now also the folks that are vaccinated that are contracting this Delta Variant. 20 st new cases here in l. A. County are among people who are fully vaccinated. The vast majority of the folks doing fine. 4 ending up in hospital. But it is happening. Take a listen to what doctor told me a short time ago. By and large, those are very sick or those who are either unvaccinated or undervaccinated. That means they only had one shot. You may not think that coronavirus is going to hit you bad. But its so unpredictable that the only way we can keep ourselves safe and to make society normal again is for everyone to be onboard with the vaccination. And so now, of course, one of the key numbers is the number of people who are eligible for the vaccination which still havent gotten it. Here in l. A. County, that is Two Million people. Thank you. Ive gone back to wearing a mask even though im vaccinated. Im confident that my vaccines will protect me. I see the Case Counts tick up in my community. I dont want to test things. We see in it florida and we see in missouri that cases are rising sharply. Hospitalizations are rising. When you get to the nint youre starting to see strain on hospital systems, something has to change. Vaccines are really the ticket out of that. I think masks are a nice additional measure. It does come back to vaccines. So what do you make of governor ivy, a republican governor in a very Red State coming out and criticizing people that have not been vaccinated . I support as many Government Officials out there particularly in heavily hit states coming out in support of vaccination. I want to say we Cant Blame people that have been led astray from disinformation. Those are the folks that are carrying the heaviest burden. 99 of the deaths are in the unvaccinated. 99 of the hospitals are unvaccinated. The more we see Government Officials, mort we see media, particularly right leaning media that, you know, heavily influences the opinions of the states that are being just hammered now with hospitalizations, the better its going to be. Its not just the individual destiny, you know, tied to vaccination. It is all of our communal return to normalcy is tied to everyone getting vaccinated. There is a substantial number, dr. Rivers that, are not getting vaccinated. An a. P. Poll finds that among unvaccinated respondents, 35 say they probably will not get a vaccine. 45 say they definitely will will not get a vaccine. It really just raises the question of how do you even change their minds . Is it a messenger or a message or bake that into the equation that well always have anywhere between 35 to 45 of this country who simply does not want to get this vaccine . Polling shows that a lot of people are in a wait and see position. They want to make sure the vaccines are safe and effective before they get them. But now you can come off the fence. There are 3. 8 billion dose thats have been given out globally. The vaccines are safe and effective. Study after study shows that. And so if you still have questions, do what you need to do to get the answers. Contact your physician. Contact your local Health Department V that conversation that you need to have. But i do want you to move towards vaccination. It is very effective. And facing a delta wave, its more important than ever that we protect ourselves. I have to ask you a quick question about the olympics. There are about 100 u. S. Athletes that have not been vaccinated. We dont know why theyre not vaccinated. But im curious to get your thoughts on this. What could the fall out of the games be when you have a large number, certainly at least from the u. S. , who are not vaccinated. How do you see this playing out . I think this has been my concern from the beginning when we heard about the olympics continuing. Not only do you have, you know, what the Olympics Committee said is, look, were isolating the rest of the japanese community which by the way is vaccination rates there are below 40 . And the cases are surging. The hospitalizations are surging. Theyve always said, look, were separating the general population. Were not going to allow spectators. But when you have a huge group of unvaccinated people within the walls training together, participating in events together, given how much more trance missable the Delta Variant is, not only are we seeing american athletes not vaccinated but a percentage of athletes coming to the games because they dont have access to vaccines in the countries that theyre coming from. That is a potential setup for transmission and illnesses. Even young people as we know can be affected. The even if theyre not severely affected, they might see impacts such as long covid19 which could have effect on athletes as they continue after an illness. All right. A democratic negotiator tells Nbc News a main point of contention is the division of money between highways and Public Transportation. Democrats want 80 to highways and 20 to mass transit. But this dispute is very real. They handle that over the long haul. Now theyre in a standoff over this. They represent rural areas where cars are the only because to get around. They dont care for public transit. Until that standoff is resolves, they Cant Move forward. There are a couple of other issues that continue to linger he including broadband and including what to do with unspent Covid19 Relief funds and labor provisions. But one source i spoke to said after that Transit Issue gets resolved, their confident they can finish this Bill Up in the next few days. To the point there about how much President Biden is going all in on this hes hoping to make this his signature domestic achievement. Some said in the same way that president obama made obama care his, what does the president and the White House intend to do to make sure that both this bipartisan bill as well as the companion 3. 5 trillion Reconciliation Bill actually get over the Finish Line . Are we seeing him work the phones so to speak . So we reported yesterday that the involvement of senior aides is far more aggressive and hands on than has been publicly known. Top aides to the president have been in regular touch with senate republicans including the members who are involved in these negotiations repeatedly. They really stepped up after that Brief Snafu where President Biden said he wanted those two bills in tandem. Senate republicans recoiled that and then, you know, they were immediately on the Phone Tamping down the anger. You know, biden himself has been involved, he has given a few speeches. He had members at the White House. The next theater with respect to this is going to come with how do they keep house democrats in line here . We have seen a few of them speak out saying why dough with have to swallow this bill that they have negotiated . We can push through our own version. More and more chamber of commerce. I dont know if its new but certainly this concerned alarm is a alabama governor. There are people calling on this, is there any indication that they want to harness this new and get more temperature. There is Cone Servetive media. We saw Fox News say, look, vaccinations are helpful. Theyre useful. A change has been made. And what we saw is stats today. It is country wide. We have an uptick. It is a nice lovely thing to see. What does the White House do to harness that and keep the momentum going. What ive been struck with so far is the White House is basically trying to do a lot of carrot, very little sticks. By that i mean theyre not stressing and admonishing the unvaccinated to go get vaccines. The theyre not even contemplating or talking about the idea that issue is Mandate Order that, you know, travel should mandate it. What theyre saying, is look this is important. This is valuable to public health service. Can that convince the remainder of the public to get inoculated . I dont know. Clearly, there is not something hasnt been working. But perhaps when they have validateors like Fox Tv News hosts doing it for them, it can work. Stalled in the senate. 150 organizations signed a letter to the president urging him to do more to push for legislation to combat new Voting Restrictions put into place in republican led states. They writ why we support bipartisan cooperation on Voting Rights, the partisan political agenda of some in the senate cannot be allowed to block passage of legislation that has broad bipartisan backing. They go on to say nothing can serve as a substitute for your direct Engagement And Leadership in efforts to secure the passage of these critical Voting Rights bills. This came as Georgia Democratic Congressman Hank Johnson became the second member of congress to be arrested in a week while protesting in if support of federal voting legislation. And what you would like to see more come out of the White House. Some have described it as saying the president when he delivered that very stirring message about Voting Rights and the assault were seeing, its simply not enough. The White House has not put the full weight behind some of the efforts. Talk to us about what you want to see more from the White House. I think the speech that President Biden gave was a very strong and as you mentioned, a moving speech. Its a part of i think what he can do. We say use all the tools in the toolbox. One is from the Bully Pulpit and speaking about it and using what we shared in both meetings that ive been in. Use the whole Government Approach to use all of your ability to utilize the government that you run. Have your cabinet participate where that is feasible. Use all elements of it. Continue to as a lead are of the democratic party, encouraging the senators to make sure that they will do even more. Use everything you have at your disposal. When you talk about the fact that we all live through covid19. As a survivor, i can relate to the challenge thats were going through. But use the Bully Pulpit for that. Use the government assets that you can. Voting rights is a fundamental right for all americans. This was done during the Obama Administration and really the power of that position, no matter what party youre in, it is effective. It can be for good for not. We believe he has more he can do. Vice president harris as well as part of his team and having her main assignments. They just continue to do more and get out there and get the people engaged as well to fight for Voting Rights that will will in fact all of us and save our democracy as far as im concerned. And what needs to be corrected is this attack on our democracy through trying to deprive black people and brown people of their right to vote. En that and this is an tack on our Democracy And Something that a lot of people may not be fully aware of. They may be kind of immune or not sense tough to the fact that this is happening. It jeopardizes a threat to us all. We must rise up at this point and take extraordinary action which is what i did yesterday in standing with other black men was the Brothers Day of action on Capitol Hill. Was proud to stand with them. And we did something we got into some good trouble yesterday. So its going to continue. Sorry. So speaking of extraordinary action, you and a number of democratic colleagues have been calling for the senate to get rid of the legislative filibuster requiring 60 votes to move forward. Your colleague Jim Clyburn is suggesting that instead of completely eliminating the filibuster, the rules should be changed so that there is a carveout for laws directly tied to constitutional rights. Well, that entire filibuster is hurting efforts on so many fronts. But certainly on constitutional issues such as the right to vote. There needs to be modification of the filibuster to exclude those kinds of issues from the filibuster. But in my opinion, the filibuster which is a relic of the racist past of this nation is no longer effective in advancing the just will of a minority. Particularly on critical issues like Voting Rights. So the 60 Vote Majority is hurting our democracy at this point. It certainly has no comparison to the right to vote. So it needs to go by it needs to go by the Way Side like so many other archaic tradition thats people cling to in this country that are no longer advancing what is right and just for our society. A federal judge in california released barrick on a 250 Million bond. You heard that correctly. 250 Million. But with some restrictions. What more can you tell us about what happened in the courtroom today, tom . Right. Tom barrick did not have to be in the courtroom today. The Court Proceeding involving the bill was delayed for a little while because his attorneys wanted to make sure that barrick could get visited for a Gps Monitoring Device to track where hes going to be until he shows up in Court On Monday In Brooklyn at noon for his first appearance. That is where this case is being handled out of the eastern district of New York. They want to make sure that he could be Fit Fod that are Gps Monitor and still get out on time. So he could be out of jail for the weekend. Now you talked about some restrictions. The somebody with his Wealth And Ability to travel, theyre going to be heavy handed. Hell be able to travel to the southern or eastern districts of New York. So essentially new York City with some of the surrounding counties. He has to travel by road or by common carrier. So no private jet which he has. On top of that, hes going to be restricted in what he can do on the Stock Market or trading any sort of securities. He needs federal prosecutors to sign off on that before he attempts to do so. The can only transfer 50,000 worth of cash at any given time. On top of that, he had to put up 21 Million in securities, a home. He has several people who have signed on to this bond as well. They had to put up some cash. He doesnt have to post the full 250 Million. He is not writing a check for that right now. But he does have obviously have to put up a lot and he is really monitored in the coming days. We expect the terms to continue past monday. Its up to a brooklyn judge. They could lighten the load on barrick. Given his intense financial resources in his passports which he had to give up and hes already probably surrendered at this point, a Flight Risk like that is something the judge will take seriously. And democrats on Capitol Hill are demanding answers from the fbi after the agency disclosed how limited the investigation was into the Background Events of the supreme court Brett Kavanaugh following Sexual Misconduct allegations. In a letter to congress, the fbi acknowledged they conducted ten additional interviews during the follow up of the investigation into kavanaugh even though they received more than 4500 tips. They disclosed the most relevant tips were handed over to the White House to the who us counsels office. That was led by Don Mcgann at the time. When Background Investigations are done, theyre different from a typical criminal investigation. When the fbi is investigating a Bank Robbery or sex trafficking, they are gathering all of the evidence and taking it where it leads. In this instance, the case is really controlled by the client. The client is the entity that required them to conduct the background investigation. Here it is the White House. The White House can limit the scope. Whether they might cause any political problems if their Background Problems are exposed to the country. And so we see this Fbi Investigation serving the White House. But did the senate get the information it wanted or needed . So it could exercise the Advice And Consent role . I that i is the part that is lacking here. And where perhaps we were a little bit led astray by what the fbi was doing when it conducted this investigation. Yeah. Kate, let me pick up on that point. Is this in any way change anything for Justice Kavanaugh and his confirmation as a supreme Court Justice . Well, i asked senators bloomenthal about this. Why now . What is the Object Sniff our trust in the fbi as people who haveo confirm federal appointees to the court as well as to the Justice Department and other senior positions has really been eroded by this experience. At a minimum, theyre hoping for monday more transparency. They fired back on wednesday the 21st. Seven democrats saying we would like to get yet more information about what was done with these tips. Senator whitehouse who led the charge with this letter, he wants to know why would you bother setting up a Tip Line such as this if youre not going to follow up on the tips .
