Weve talked about that old Washington Joke about infrastructure week. Its going to be infrastructure week. Sometimes it feels like every week is infrastructure week. But this week really might be different. Two major Infrastructure Bills are working their way through the senate. Theres the bipartisan bill which is worth about 579 billion. Then theres a 3. 5 trillion package that democrats hope to pass through reconciliation. This week will be critical. By friday we could know whether congress can pass either or neither or both. House and senate democrats seem unified if their approach to the twobill strategy. Much of that unity may depend on goodfaith negotiations with republicans on the bipartisan bill. It may not hold if the gop walks away from this framework. So far, congressional republicans have not been unified by many things as strongly as their opposition to President Bidens agenda. This morning, Rob Portman said no to a democratic proposal in the bipartisan bill. It would have partially paid for the plan through increased irs enforcement. One reason its not part of the proposal is that we did have pushback. Another reason is we found out that the democrats were going to put a proposal into the Reconciliation Package which was not just similar to the one we had, but with a lot more irs enforcement. So that created quite a problem because the general agreement is that this is the bipartisan negotiated Infrastructure Package and we will stick with that. Some republicans say they support the bipartisan infrastructure proposal. But are there enough to pass it . Last Night Oklahoma City mayor David Holt who is republican seemed optimistic. Theres something bigger here than just the package itself. Theres an opportunity to pass something important in washington with republicans and democrats working together and that that is to the president an important message to send to the country and to the world that our form of government is functional again. All of that underlies how fragile this unity is among democrats. One issue that could shift the balance is Climate Change. Both bills have major Climate Provisions including upgrades to the electric grid, Tax Incentives for clean energy and electric vehicles and major investments to transition from Fossil Fuels to renewable. But a Growing Number of choices on the left say thats not enough to match the existential threat this country faces. One of the most vocal groups is the sunrise movement, an environmental activist group. This week the groups l. A. Chapter staged a sitin outside the office of California Senator Dianne feinstein. Among their demands, 12 Trillion in climate spending over the next ten years and the creation of a civilian climate corps. Whats at stake this week ahead of some critical votes . Lets begin with philip bump, a national correspondent for the washington post. Let me start with where we stand today. What are the prospects for these two bills look like . Does it look strong in terms of passage for either, neither or both . One of the things we havent seen a lot of is good whipping on this, whipping being the process of counting the votes that are going to come into play. One of the big questions thats always surrounded the bipartisan bill is not only will republicans line up and agree to this or at least enough to be able to prevent it from being filibustered which is to say ten republicans. But will all democrats be on board with it . There is some concern in some parties that there will be some democratic senators or in the house, some democratic represents who will not be willing to go with the bipartisan bill. Its hard to say. I think it is probably like that the bipartisan bill by nature of it being bipartisan probably stands a fairly decent chance of being passed. But this is washington and this is 2021. Its hard to predict. I keep thinking about that old Soul Song that says 10 of something beats 100 of nothing at all. Is there anybody in washington right now who feels like weve got to pass something, even if it doesnt have everything i want, weve got to get something passed because this is our chance or does it look possible that everyone could walk away and go, oh, well, i guess we tried. I think there are a lot of democrats who feel that way. And i think President Biden probably feels that way as well. President biden is really, really banking on this idea that hes going to be able to go to the voters and say, i worked with republicans, i put together something which everyone could agree to. It provided funding, he wants to have that message. He wants to have the funding. He wants to have those things happen which is one of the reasons that theyre moving forward on this track with reconciliation which is a much more sweeping bill financial and what it includes. It includes a lot of things that people dont consider as infrastructure. And the bipartisan bill focuses on traditional infrastructure. The Biden Proposal is much broader than that and he wants to say that he did this, that he did all of these various things that are part of that larger bill. You know, that is a Question Mark too. I think that it stands a decent chance of passing, but the margins are so thin in both the house and the senate for the democrats, that its obviously, what a challenge. Weve seen a number of natural disasters in the last few weeks, wildfires, heat and flooding. You wrote a piece that those might effect or increase the chances that the biden administration could get something passed. Elaborate on that, explain that. Not to be contrarian, im not sure it changed the calculus that much because theres been so much obstruction to the idea that its linked to Climate Change. Im not sure that would move the needle on votes. My point was, it should have. These extreme heat waves, the drought thats affecting the western part of the united states, all of these things are exactly what Climate Models have long said will happen as you get more Carbon Dioxide in the atmosphere and warmer temperatures. One of the things that people dont realize, hotter air holds more moisture. Youre going to get more rainstorms that just pour water into one place. These are the things we dont think of when we think of Climate Change but these are the things that are happening and they should be the sorts of things that people point to and say, look, Climate Change, they kept talking about, its here, its in your laps. Im from florida, i know that hotter air holds more moisture. I grew up with lots of humidity in the air. By the way, that video of people kind of going down the steps in all that water, that was the new York City subway. Imagine all the things that are probably sitting under the track of the subway, living things, and you get to walk through that on your way to catch the f train home. Why is this vote being scheduled on wednesday . Why is Chuck Schumer Scheduling it then . Some republicans said they havent had enough time to go over the bill, its not clearly written yet, that wednesday might be too soon. What about the timing of this . There are a few factors of play. Theres been a lot of pressure, Joe Biden has had this thing sitting around for months now. The other thing that is constantly ticking is the senate likes to go on vacation and so does the house. They scheduled to go on vacation in august. Chuck schumer says we might have cancel vacation, which almost never ends up happening. But theres some emergency in that regards too. A lot of the democrats are worried about how narrow the margins are. Someone all of a sudden is hospitalized for an extended period of time because they take ill, the entire calculus changes. Theres a sense of urgency too. Philip bump of the washington post, thanks very much. We mentioned that critics of the two plans say that neither of them does enough on Climate Change. Lets continue now with one such critic. Jamal raad is the cofounder of evergreen action, the group aims to build support for mobilization against the climate crisis. Welcome to the program. Good to have you. Thanks for having me, joshua. Could you elaborate some of your concerns about this plan. An adviser to your group wrote a piece in The Atlantic that says that these bills are not enough. She wrote, washington cannot address a small sliver of our Carbon Pollution and call it a victory, unquote. Elaborate on that. Look, we need strong standards and clean electricity. We need massive investments in clean cars, clean buildings, we need all of these investments to be rooted in justice. The bipartisan bill does a lot of good things. But it doesnt take major steps to reduce carbon emissions. Thats why we need a bold climate bill that can be we can pass through reconciliation that will do it. We need to get rid of Fossil Fuel subsidies. We can do that and congress needs to take it up right now because as you said, look, this summer, this is the summer that people understand that Climate Change is no longer a chart or graph, its happening in communities across america right now. Climate effects we thought were going to happen in the middle of the century are happening right this minute. We dont have time to debate whether its real or caused by humans or whether we have to do something about it. We have to act. How is the administration doing right now in your view . Look, i think Joe Biden knows that climate is a Legacy Issue for him. Hes going to be judged on a lot of issues decades from now. No more than climate. He understands that we have a narrow window here where we need to act and thats why his team has put forward a memo of what they would like to see in the Reconciliation Bill on climate. They say we need a clean electricity standard. We need clean Emergency Tax credits and we need a civilian climate corps. We need to go further than that, though. And i think folks understand that and i think that the biden team really understands that this is a key moment for us to act and i think that thats what i think thats what everyone understands right now. What is the floor for these negotiations . What is there on the table right now that you and people on the far opposite side of the political spectrum agree on right now . Wheres the floor . Look, we need to be talking about the ceiling, not the floor. Start with the floor. Just where do we know that everyone is in agreement. I understand what the ceiling is for you. But, again, back to that old song that i quoted, 10 of something beats 100 of nothing at all. And im trying to understand where we start the conversation and then work up from. So what does everyone agree on right now . Look, right now is the first time in over a dozen years that we have a chance to act on climate. It is crucial we act now. Ill talk about one issue that i think is crucial. Its the clean electric standard. We need to move to 100 clean electric by 2035. This need to be in the bill. If it is the linchpin of meeting bidens international commitments he made in april. When he goes to the international community, he needs to say i made major investments in all parts of the economy that is now running on clean energy. Thats what he needs to do. I got to let you go in a second, but this is why i feel worried about the negotiations in congress because i dont know whether were all negotiating from the same set of expectations and desires. Before i let you go, is there anything that you feel convinced that everyone in this conversation is more or less in agreement on that everybody wants out of a plan, before we go . Look, i think everyone understands that clean energy is the future of our economy, that we can create millions of jobs investing in clean energy. Millions of jobs in manufacturing, building the clean cars of the future, retrofit buildings to make them clean, get Natural Gas out of our buildings. I think that the civilian climate corps is deeply popular, it would create a pathway for millions of jobs and a new generation of folks working in clean energy. We need to move in the direction of clean energy. Thats where the future is. I think people want to make these investments. I think you may have hit it right there with your focus on jobs. Thats something i heard a lot of people bring up quite a bit and maybe by framing it that way, that might be our way forward. This is tough and i appreciate you helping us engage on this. A new survey by the public Religion Research Institute finds a drop in the percentage of americans who identify as white evangelical christians. Check out this chart. Back in 2006 on the far left of the chart, 23 of americans said they identified that way. Last year, on the far right, it was down to 14. 5 . Thats the blue line. At the same time the religiously unaffiliated group from 16 to just over 23 . So the unaffiliated are now were evangelicals were then. That trend is playing out among people who sometimes call themselves exevangelicals. They reject the label evangelical and the political connotations that come with it. A Growing Number of them connect and support each other online. One Facebook Group has more than 10,000 members. Its founder is blake chastain. He coined the exevangelical on social media. He hosts the Podcast Exevangelical and joins us now. Welcome to the program. Thank you for having me. What do you make of this drop, of the poll results. Does that reflect what youre seeing . Yes, i believe so. What i would also say is actually this historical trend goes back farther than that. When we look even at some of the books that had been published, in 1993, there was a book published called leaving the fold. Ten years later, one was called evangelical christian women and war stories. What were seeing is a continuation of that trend and it is in keeping with what many people On My Own generational cohort are experiencing. What was the last straw for you . Can you take us back to the Day Or Moment you decided that you were done . For me, the sort of political where my political awakening happened was on a conservative christian campus. The first day of my College Experience was when the first full week of my College Experience was when 9 11 happened and that changed the entire tenor of my experience. And it was the runup to the War In Iraq that was very disconcerting for me to see see the sort of militanty coming from the white evangelical base. That was when i first started to distance myself from it, even though i had intended to become a pastor in the tradition. I did try it for another ten years to find my place within that tradition but couldnt. If someone like me, for whom White Evangelicalism is made to made to succeed in it because im a white man. If i cant find that, then its much harder for other people. I would love to get your reaction that something that Kristi Noem said at the Family Leadership Summit in iowa on friday. Its produced by a christian political organization. She was asked about becoming a Grandmother And Somebody asked her if becoming a grandmother made her want to be more or less involved in politics. Heres what Governor Noem said. That was a tough decision because i really hate i hate this america that were giving her. I dont recognize the country i had the opportunity to grow up in. I just dont. When i grew up, people were proud to have a job. They werent confused on the difference between boys and girls. We prayed in schools. We stood for the national anthem. We honored our flag and we were a country that was proud of our history. What do you make of that . It is part of a longstanding tradition of Conflating American patriotism with white evangelical christianity. Thats the sort of audience that she was speaking to, it would resonate with them as a both very patriotic and very christian or religious thing. Its invoking a type of nostalgia that may not reflect the true history of this country. I imagine that there are some evangelicals who say, you know what, the Great Commission that jesus gave us who said go out in all the world, make disciples of all the nations and if politics interlocks with that, then thats me being a good christian, a good evangelical, thats me doing what the lord says. What would you say to them . I think that there are multiple examples of christ that one could draw upon. Not all of them lead to these sorts of power grabs that weve seen for decades from the religious right since the founding of the majority in 1979 or even the National Association Of Evangelicals back in 1942. I also see a christ represented in the gospels who watched his disciples feet. Thats a type of service we dont see reflected and the type of militant and masculine white evangelical christianity that we see today. Its why people have trouble reconciling even those that grew up in it, have trouble reconciling the purported values of this group versus how they act politically. Its interesting that you mention that. Thats i grew up baptist. One of the things we would do after communion, is a foot washing rite. Its when jesus washes the disciples feet. He said, you call me master and lord, but if i your Lord And Master have washed your feet, you ought to wash one anothers feet. For i have given you an example that you should do as i have done for you. Humility, one of the core tenants of the life of christ. Blake, thanks very much. A new book about facebook. Two more have tested positive and that brings the total in this group to five. All the representatives are fully vaccinated. One of the two newly confirmed cases is State Rep Trey martinez fisher. Vivek murthy repeated his warning that misinformation is a key threat to Fighting Covid and the biden administration is calling on facebook to do better. On friday, President Biden said that Covid Misinformation on social Media Platforms is, in his words, killing people in response to a question from nbcs peter alexander. Yesterday the company shot back that its not facebooks fault that he missed his July 4th goal to get 70 of adults vaccinated. Facebook defended itself using data collected from with help from Carnegie Melon University and the university of maryland. The data shows that 85 of facebook users in the u. S. Say they have been or want to be vaccinated against covid19. The company added that its removed more than 18 Million pieces of Covid Misinformation since the beginning of the pandemic. Joining us now are Sheera Frenkel and Cecilia Kang, Tech Reporters for the new york times. Their new book is called an ugly truth. Good to see you both. Cecilia kang let me start with you. What is this ugly truth that the title of the book refers to. Well, its simply that the company prioritizes growth and it prioritizes engagement on the site and that has come at a cost. The Collateral Damage has been the spread of misinformation and the things that really spill over into real life and cause no harm and thats the dichotomy that the press has to reckon with. Its great success from its users as well as potential harms that it causes with its users. With regards to the backandforth with the Administration And Facebook over covid, theres a biologist who says that facebook is using some Sleight Of Hand with his numbers. He noted that facebook gets the 85 by counting those who have or intend to be vaccinated or say they have as opposed to the president s plan which has to do with the people who actually been vaccinated. That thats 70 goal. What do you make of this back and forth between the Administration And Facebook . How do you see it . [ no audio ] that figure you gave of tens of millions of posts that were taken down is very much based on i think were having a little Audio Trouble with you. Stand by. Im going to come back to you in one second. What is your sense of where this goes from here . Its one thing for, you know, the president to attack facebook and for facebook to fire back. Were still in the middle of a pandemic and we need everybody helping spread that information that we can get. What do you make of this back and forth . So right now the biden administration is racing to meet its Vaccine Goals and its going to be hard. And they identify misinformation on the internet, on these platforms as a major problem. Facebook presents data that actually shows one side of the story which is that theyre presenting authentic information that promotes the vaccine. What theyre not presenting and whats really frustrating the White House in my conversations with them, theyre not presenting how many people actually view like and shared misinformation. And thats the thing that the White House really wants for facebook to focus on. So, yes, facebook gets some credit for actually promoting authentic content about the vaccine, but they are presenting not solving this misinformation problem. This is a Flash Point of years of harmful content on facebook that we show in our book that has been something that the company struggled with from the Human Side and the technology side. Let me come back to you with regards to how the company deals with misinformation. One of the anecdotes in the book has to do with video of president trump, the moment he talked about using disinfectants and sunlight inside the body to try to kill covid. You wrote that one senior executive inside the company said they were stuck in an untenable decision, defending a decision that to let the president share information. Theyre in unchartered waters with having a social Media Platform that encompasses the entire globe. It would be the population of one of the worlds largest countries if it was a country. What is your sense of how well facebook is learning to manage misinformation . Absolutely, joshua. As you said, facebook is in unchartered waters. One of the things that we show is that facebook made the decision to jump into these waters themselves and along the way, they tried to warn facebook. They said, were seeing problems with misinformation, were seeing issues around people, especially leaders, Government Leaders spreading misinformation. We should come up with a policy about this. And, again and again throughout this book, we show that facebook waits until after the problem has started to try to come up with a policy. Its very reactive rather than proactive. Now that we got your audio, let me stick with you. I want to know about where the solution lies. Jen psaki, the White House press secretary, said during a briefing this week that 12 accounts on facebook are responsible for about twothirds of the Vaccine Misinformation on the platform. And if youre wondering who they are, we got a list. They come from a report called the disinformation dozen. Well show you who the 12 are. I wonder if you got any of these 12 in your facebook accounts of the people youre following, maybe tonight is the night to do a little digital hygiene and consider whether you want to keep following them. How much is on facebook and maybe the federal government to deal with and how much of this is on us in terms of the way that we engage on facebook and how savvy and or gullible we may be with what we allow to come across our screens. Both, really, are important. On the one hand, we should be teaching media literacy. One of the things we open happens with the publication of our book is that people spend more time thinking about their media diet. Thinking about not just who they follow on facebook, but what they share on facebook, hitting that repost button, maybe pause a minute and say is this article too good to be true . Is this a valid source of information . At the same time facebook raises the top of Peoples Facebook things that are emotive and youre going to react to it. Both things need to happen. That disinformation does than you mentioned, theyve been around for years. Some of them for over a decade. Theyve been a known problem for a long time that no one has contended with. In our last few seconds, whats your sense of how facebook is dealing with the kind of information that led to the insurrection on january 6th, the company does have departments within its structure to deal with this kind of info and says that it had been vigilant in removing that kind of content. Whats your sense of how theyre doing now before we go . Theyre playing catchup. The volume is so big. They we show in great detail in the book that that information, all the warnings signs were there many, many days before january 6th. And the same pattern emerged where the top leaders did not heed warnings from inside. Yes, theyre catching up, but they have such a long way to go. Let me just adjust by by of coda, if youre not sure who to trust for information, look for the peacock. Liberty. The deferred Action For Childhood Arrivals program, daca, faces a new legal battle. Now President Biden is pledging that his administration will fight back in federal court. On friday, the judge declared the Obama Era illegal. He barred the department of Homeland Security Security from granting new applications. Daca was enacted in 2012. It prevents the deportation of immigrants who were brought into the u. S. As children. The policy has faced intense legal opposition. Most notably in 2017, the Trump Administration announced that it would end the program. Last year a supreme Court Ruling upended that decision and revived daca. But Fridays Decision throws thousands of peoples cases into uncertainty. What lies ahead for the future . Lets start with xochitl hinojosa, shes a former Justice Department Spokesperson under attorney general eric holder. Welcome to the program. Good to have you with us. Thanks for having me. What have you heard about how this ruling might effect them . Its the first ruling in what will probably be a full appeals process. But what are you hearing so far . This is a Gut Punch for many families. There are families all over this country that rely on daca. While this doesnt necessarily impact people who currently have daca status, it puts them in limbo. What is happening here is the judge said you cant have new daca applications. In the last year, we have seen about 50,000 new daca applications. This will impact people who have been here since they were children, who know america as their home. And so this is something that is a Gut Punch for families. A lot of families are living in limbo. What is reassuring right now is President Biden put out a statement saying that his Department Of Justice would appeal it. There would be a Dhs Potential Rule coming out of dhs soon and he supports a pathway to citizenship through congress, whether that be reconciliation or the american Dream And Promise act. So that was a signal to congress that they must act through reconciliation or other means necessary. Forgive my ignorance about the tails of the ruling, but what was your sense of the judges rational for why daca is illegal . Whats wrong with daca as the judge sees it . Well, advocates have been waiting for this decision for some time. While the Supreme Court upheld daca last year, a lot of people believed that that was going to be on the line and they would strip daca recipients of their status. They had a formula of how you can strip people away from daca. We knew it was a matter of time. Daca was only supposed to be a temporary solution so that congress could pass legislation. When President Obama enacted it nine years ago, he did it because congress would not act. So the judge here was basically saying that it was illegal. It would end it will end up getting appealed, it will go to the Supreme Court and if it goes to the Supreme Court, everyone knows that that court it does not bode well for daca. And so theres a lot on the line here. But it is reassuring that the Department Of Justice and the biden administration are willing to fight and move forward. Whats your sense of why daca has been going through this long legal fight . I think of any of the issues related to immigration, at least in my conversations with various people across the country over the last few years, when it comes to children, there seems to be A Little Bit more mercy, a little more understanding across the political spectrum in terms of i can understand having strict Immigration Policies on Drug Cartels or things like that, but little kids, im not sure how i feel about that. Why is this still a political football after all of these years . Thats a fair question, joshua, the polling that i look at, time and time again, shows that about 75 to 80 of the american people support daca. So youre right on that. This is what the american people want. They want to support our dreamers. They want a permanent solution. But yet you hear the republican party with their hateful rhetoric, that they use to rile up their base and try to spread misinformation about immigrants. You saw this during trumps campaign. Thats how he started his entire election and they want to sow divide in our country. Its sad what this is doing. Its tearing families apart. And, therefore, you see republicans trying to on the one hand, saying that they support dreamers, but on another, they continue to attack things like daca and say what obama did was beyond his what he was supposed to do. How much optimism or pessimism do you have now in terms of the u. S. Doing something more lasting on immigration . I feel like daca in some ways has lasted so long because its a bandaid that seems to hold and it allows us to say, we got daca. Not realizing that, like, daca was never meant to last forever. That was supposed to be a stopgap. But now that were talking about daca, the situation at the southern border, how much more pessimism or optimism do you have that now could be the time the u. S. Actually does something lasting on immigration reform . Im optimistic. I think this is going to be the year. I think that you have seen organizations rally across the country. The american people want a pathway to citizenship. They want this administration in congress to fix our broken immigration. Their frustrated because their elected leaders will not act. And so we continue to see this in our polling. But the reality is, is that this decision actually gives us a sense of urgency to organize around and i am very optimistic that congress will have this in reconciliation and will be able to pass a pathway to citizenship for people.
