Speak. Democrats packed 3. 5 trillion of help into what would be the single biggest and most expensive bill ever passed through congress if, and thats a big if, they can get it passed. Lee ann, start with you. This is the kind of Spending Bill that could break records. It has the Child Tax Credit, free prek, expanded medicare benefits. The Barbie Dream House of improvements to the human condition, we all want to live in that Barbie Dream House, but how are we going to pay for it. That is one of the 3. 5 trillion questions, how this is going to be paid for. Democrats insist it will be fully paid for. They say that because theres a lot of moderates with anxiety about the price tag, including senator Joe Manchin who told me yesterday that is something that he wants, is to be fully paid for. However, he did not say it was a Red Line for him, so that is a good sign for democrats. How the major Spending Bill will be paid for, democrats say theyre going to increase taxes on corporations, increase taxes on the wealthy. Also going to have a lot of Health Care savings, and also theyre going to rely on economic growth which could be a big, Big Budgetary gimmick. How it is not paid for, on people, raising taxes on families who make under 400,000, and family farms. This is going to be a big debate moving forward because progressives are pretty happy at this moment, but it is moderates we have to watch. Not only senator Joe Manchin but maggie has enwho is up for reelection this cycle. It will be difficult to maintain their support throughout the process, steph. Eugene, all these pieces taken separately may look good. We are talking about massive expansion of the u. S. Government, maybe the biggest in 100 years. Democrats seem to think that once people see whats in it, theyre going to just love it. Is it that simple . No, it is never that simple. You know that. Theres been separate things, and people like them. That was the beginning of the Infrastructure Conversation when we talked about what is infrastructure and it became clear two tracks were necessary. One roads and bridges and one improving everyday lives. People are seeing stuff improved everyday they liked. Seems like americans will be interested in this, i think there are some concerns from Lee Ann was saying from moderates how to pay for it, but when you sell these kinds of things, the Child Tax Credit, all this money sent to people, the White House will have an event as president harris and the president will talk about things, that changes lives. Thats what democrats, especially this White House, are hoping to lean in on, right . Theyre going to lean in on selling for the midterms and whoever is president in 2024, look for what we did for you at home. Thats something theyre hoping will work for the american people. Eugene, could this bill be so ambitious it costs us the chance to chance the bipartisan hard Infrastructure Bill . No, that is a concern. Some republicans that already signed on to the bipartisan deal, remember when they started scrambling, being worried when President Biden had to give this implicit veto threat, he went back on that, made it clear he wants to sign both bills. They still are very tied together, right . So lets say some republicans were to defect from the bipartisan deal, it makes it harder for democrats to do the 3. 5 trillion deal through reconciliation, right . So thats some of the conversation happening on the hill. Also republicans want to, even though they dont want to give Joe Biden a win, dont want to give the democrats a win either, they know infrastructure is popular. They can look at their own streets in their home states, look at the roads and bridges that are messed up. It seems that they are still on board, but as they start hearing how much money the 3. 5 trillion is, and more importantly, what the cbo will score some of the things, and that i think will be some consternation. Michael, the same republicans want to go back to their home states and say we put together a bipartisan deal, we want to fix roads and bridges, but we couldnt come to agreement on all of the human infrastructure stuff. Thats what republicans want to happen. What does the White House want to happen . Obviously theres a lot of big stuff here. What are their biggest priorities, the president s . The story of the biden administration as relates to legislative agenda is constantly minding the Highwire Act when they have the slimmest of majorities in the house and no margin for error in the senate. You heard Lee Ann lay it out. It was progressives that expressed support for the package. The White House knows were minding votes of Joe Manchin, Kyrsten Sinema and others to the last minute. Thats why the White House is trying to create momentum behind this. Senate leaders announced this deal tuesday. The president quickly heading up to the senate democratic Luncheon Yesterday to reinforce the idea. Part of what the argument is is the president is celebrating the fact that what is in this legislation is exactly what he and what many other democrats campaigned on in the last campaign. It was right around this time, steph, you remember well, the president laid out details of the build back better agenda, different planks of that. His argument to democrats is this is what we campaigned on. They want to do everything they can to say theres political benefit, fulfilling promises and showing tangible results. Thats why the president later this morning will be marking that Child Tax Credit that so many americans are going to see in their checking accounts just today. Thats something not just a mission accomplished moment from what they did in the Rescue Plan earlier this Year But Part of the reconciliation plan. They want to extend it five more years, steph. I want to dig into that further. Thank you all. Bring in gene sperling, overseeing the Rescue Plan. Good to have you, especially on a day like this. This expanded Child Tax Credit program will have huge impact, over 85 of american households. You can see people across the board saying they would like it to be permanent. We dont know if the entire 3. 5 trillion bill can get passed. If it doesnt, is it possible to carve out the Tax Credit so it remains permanent . Thats not even a hypothetical im going near. We believe in the build back better plan thats going to pass. I think whats happening today is so historic. This is a piece of legislation that is in the spirit of Social Security. This same policy is going to be a huge boost for Middle Class security. Huge middle Class Tax Cut for families with working children. At the same time, one of the best tools weve had to reduce child poverty. Lets take a moment in terms of what it means in terms of Joe Biden delivering for Working Families. This was passed march 11th. Many people said it could never be made monthly, couldnt happen this year, yet President Biden is implementing this so youre having the first monthly Child Tax Credit payment ever four months later, four months, in july. And that people getting direct deposit, 86 , get it on the same day. Theyll be looking at the Bank Account, child, ctc. If they have two kids, it is 5 or 600 a month theyre seeing starting today. Thats truly delivering in terms of policy and implementation for the american people. And that money finally getting to the most vulnerable americans who should have been getting it for years but didnt make enough to file taxes. Amazing to see that resolved. I want to go back to what you said in the beginning, you feel the 3. 5 trillion Infrastructure Bill will get passed, so you dont have to think about carving this out . Thats a huge number. This was a central part of what the president described as the agreement that came out of the senate budget committee. What ill say is i believe this Child Tax Credit is going to be a central driver of that, because it is a policy that is so important for families. To see it in your Bank Account on the 15th of every month, that is just delivering. For low income people, 26. 5 million children in families where parents are working hard but most hard pressed were never given the same full credit as a more affluent family. That changes today. 26. 5 million children in hard Working Families will now get a full and expanded credit, at the same time Middle Class families. I think seeing this delivered every month, it will not only do well in the budget reconciliation, family plan, i think it will be a hard vote for somebody to vote against the Child Tax Credit being extended years to come. Lets talk about implementing it. We know we already have a wildly understaffed multiple government agencies, like treasury and the irs. Will adding this further hurt our ability to collect Tax Money thats going to pay for stuff like this . You know, look, the proof is in the pudding. Again, we were told you couldnt do a monthly Child Tax Credit, it would be too difficult, you know, that Social Security took four years before it became monthly. This passed march 11th, arrives in peoples Bank Accounts four months later, on the same day every month. This administration has shown that they can execute on this. This administration also believes, however, that this is a very high return investment. Another high returning investment would be to increase enforcement in the irs for going after Tax Evasion from some of the largest companies, some of the richest individuals in the world who are not paying their share. These are two things that are the types of things you could have high investments, both making sure people are paying their fair share of taxes and then being able to use funds to do something like this historic on economic security for Working Families across the board. It doesnt make sense why people wouldnt want to further fund the irs. You dont have to change tax laws. Give the irs the resources needed to collect taxes owed. I want to ask about oversight. You know how difficult it is to oversee something as big as american Rescue Plan. 2 Trillion bucks. These two new Infrastructure Bills combined would triple that spending. Can you help us understand, is the government capable of handling that kind of spending and have ample oversight. In general, people think government is not great at oversight. I think when you look at the american Rescue Plan, i think weve had a very serious oversight view. We have set up processes where we are taking stronger reviews, new reviews. I can say in my job coordinating the american Rescue Plan, we have the most open and cooperative relationship that the Inspector Generals, with the oversight board. Thats the attitude Joe Biden took when he, himself ran implementation of the american recovery act. Thats the view were taking going forward. Open, transparent. We want to work with oversight because we want this money to be delivered. There were very big problems in Unemployment And Ppp when the mandatory first started. One of the president tasked me to do is look at the threat of Identity Theft across the board. There are some new threats out there we have to take seriously. When you look at something like this Child Tax Credit today, it shows the degree that we can implement, execute for people, and at the same time keep an eye out, make sure we have stronger Technology And Oversight to prevent criminal syndicates taking money meant to go to hard working americans. Identity theft and fraud. Theres a special place in hell for people committing either of those acts. Good to see you. Thanks for joining us. Yeah, one thing the book is showing to me is that General Milley, what he was saying in private if conversations recorded in the book, i will say that theyre excellent journalists, i am not questioning that, but if conversations are correct, what he was saying in private is very different than what we were getting from a public persona. You remember at the time there was a lot of Speculation And Concern about some sort of coup attempt. And it was in different forms. The president was going to use the military to guard him so he wouldnt have to leave the White House, Stoking Flames of protest so people would stop him from being able to leave, whatever it was. At the time, of course, i was, i and a lot of reporters were spending a lot of time speaking to milley trying to get a sense of where their head was. Everyone was certain that the conversation about a coup was hyped, that it wasnt actually going to happen, that General Milley was confident that the military would never be used in this kind of way. We did actually report another time through the year in 2020 that General Milley considered resigning over another issue as well. That was the infamous saint johns walk, appeared with President Trump and a number of other political leaders to walk across to st. Johns in the middle of protests and the president held up a bible. General milley at the time spoke with a number of people he is close with and asked if he should resign and ultimately decided not to and just to apologize. I wasnt completely surprised in the book they talked about the possibility of him resigning. Another thing didnt surprise me was him being a student of history, there was one that stood out where he talked about Milley Saw trump as the classic authoritarian leader with nothing to lose. He described to aides that he kept having to stomach a churning feeling that some worry some early stages of 20th Century Fascism in germany were replaying in 21st century america. Saw parallels between trumps rhetoric of Election Fraud and adolf Hitlers Insistence to followers at the in your emberg rallies he was both a victim and their savior. They signed off on her request to hire her own attorney. Hasnt been able to hire her own attorney 13 years into the argument. She posted a video celebrating the victory, showing her horseback riding, doing cart wheels. It is the first time she said free britney publicly, after an emotional day in court, broke down in tears, telling the judge shes scared of her father jamie, accused him of Conservator Ship abuse. Erin mclaughlin is with us. And joyce vance. Take us in the courtroom. How did all this go down . Reporter stephanie, it was high drama. Britney spears addressing the court, speaking passionately at one point. The judge asked her to slow down so the Court Reporter to take notes. At one point she was in tears, telling the court about the Conservator Ship, detailing what she alleged is abuse, how she was stopped from even being able to eat hamburgers, french fries, caffeine. Saying it impacted her ability to drive as well. We did hear from her father, jamie speers, through his attorney in court. His lawyer saying britney made many misstatements, saying the past 13 years, Jamie Spears represented the interest of his daughter. Then we heard from Britney Spears new attorney, that she could choose herself. Her prior attorney stepped down after 13 years. Former federal prosecutor turned lawyer to the stars, he represented the likes of Sean Penn and ben affleck. We heard him address the court in a passionate manner, taking aim primarily at Jamie Spears, addressing the media, reiterating what he said in court, hopes to file a petition to remove Jamie Spears within the next few weeks. A different strategy than we saw from her previous attorney. Stephanie . It is amazing to me she couldnt choose her own lawyer. Joyce, britney wants her father charged with Conservator Ship abuse. How serious is that, what does it even look like . So california has an Elder Abuse Statute that could theoretically apply in a situation like that, but that would be a good way down the road. That would require some investigation and whether what went on is civil mismanagement or criminal misconduct, i dont think we know the answer to that question yet. Hiring her own lawyer is a big deal, but shes stuck in this arrangement. Where does she go from here, joyce . It is interesting that lawyers are the butt of so many jokes in society. We see in this situation how important it is to have your lawyer in your corner when the chips are down and, stephanie, what strikes me is how measured the comments made by jamie Spears Lawyer put him in the best light. Britney hasnt had that for 13 years. Hasnt had an advocate interested in pursuing her best interests. Now she has that. She has a new lawyer who by reputation vigorously represents his clients and their interests. He is already striking out on her behalf. It doesnt necessarily mean she will win or get everything she wants here. What it means is she has a professional in her corner to help her navigate these difficult decisions and come out in a place thats much better for her. We have to turn to another distressing legal story, it is hard to hear but harder to ignore. Justice Department Watchdog says the fbi dropped the ball not talking to victims of larry nassar, the former gymnastics team doctor, as quickly as they should have. The report says the bureau dragged its feet so much looking into sexual abuse allegations against him, it put more girls in harms way. As a reminder, in case you forgot, he is serving 40 to 125 years in prison for molesting 265 women and girls over the course of 20 years, while pretending the whole thing was medical treatment. Stephanie gosk has been covering this for years. Is anybody getting punished for this . Not punishment per se. Two agents were mentioned in the Inspector General report. You had wj abbott, special agent in charge. He is named. Then a supervisoring special agent who was not named. The Inspector General referred their name to Department Of Justice but the doj declined to prosecute. Abbott retired in 2018 and the fbi saying anyone involved in this in the Indianapolis Field office has been removed from their position. At the heart of this is the fact that you had an allegation of child sexual abuse brought to a Field Office for the fbi and they took limited action according to the Inspector General, sat on it. Had names of gymnasts alleging they were abused by larry nassar, including the olympic star, aly raisman. According to the Inspector General, all they did is make a Phone Call to talk to one of the jim jim nass. They may have had jurisdictional issues. They should have notified state and local officials. That wasnt done. He remained in his job. Any explanation why . It doesnt say. What it says is they had jurisdictional questions, they felt it might not be a federal case. What the Inspector General says, even so, they needed to notify state and local authorities because what happened is nassar stayed in his job at Michigan State. During that period of time, according to civil documents and lawsuits, 70 more minors, not just minors, minors and other people, were potentially molested during that period of time. Thats because of the inaction, thats not what happened beforehand. It is important in the scope of this to keep in mind when it comes to accountability about larry nassar, this is not just an fbi issue. There are lots of questions raised about how Usa Gymnastics handled this and Michigan State university. 20 years. 265 women and girls. They deserve better. Thank you so much. We have to turn to the latest on the coronavirus pandemic. It is not over. An ominous warning about the rapidly spreading delta variant. A Death March people are choosing, choosing not to be vaccinated. Explain how bad it is. I mean, it is terrible, getting worse. I got new numbers. Arkansas is number one in new cases across the united states. Number two per capita in number of deaths. This is a horrible situation. This is the epicenter of the coronavirus and numbers tell a devastating story, i dont want to get too bogged down, but theyre important to look at. Number of fully vaccinated folks in the united states is under 60 . In counties i visited, as many as 30 points behind that. Just 33 across the state. And the number of cases in the last two weeks up 127 . Up 67 in hospitalizations and deaths. And health officials tell us that the disturbing part is many people that theyre seeing are young folks. Bring me back to bigelow High School where later today theyre going to have a vaccine clinic. I was at one yesterday. Big High School on the tennessee border in arkansas. Incredibly well run. They are trying full Court Press to get kids vaccinated. Theyve already got students that are practicing football, basketball, band. Theyre using coaches and teachers to convince them. Heres what a couple students told me about whats working. My Band Director kept saying you need to get vaccinated. He is not making us, but it would be better. We cant miss a game, we have to be there. You dont want to get sick, stop games happening. Games now are very important. One of us gets quarantined, we all have to. Nobody plays if somebody has to quarantine. Yes, maam. Reporter theyre using incentives. People are carrying bags of groceries, getting a free lottery ticket. Even a drawing for two big screen tvs. Having said that, this is a school of more than 3900 students. 50 showed up yesterday, not all of them student, some were teachers and parents. The superintendent there is so frustrated, so nervous because School Starts in two weeks and he had colorful language for the State Legislature which doesnt allow mask mandates. They say Thats Something that should be up to the student and their parents, the way one official put it to me, dark days are ahead for arkansas. Because teenagers are going to choose to wear a mask. The states top Vaccine Official was just fireded and State Department of health stopped all Vaccine Outreach for youth. What in the world is going on . Reporter the doctor says shes a scapegoat, that basically she was fired because of aggressive Outreach Techniques to try to get more teenagers vaccinated. She said State Lawmakers are putting politics ahead of Public Health and shes just the latest sacrificial lamb in the effort to try to Shutdown Vaccinations for young children. She says her termination came just after she gave guidance about whether 14 and up in the state can have legal rights to get vaccinations without their parents. She said she stated State Law given to her as well as posts on Social Media that she says encouraged vaccinations for teenagers. Now she says efforts have been completely Shutdown And Outreach through all vaccinations in the state has been driven to a halt. She says weeks before her termination, she was sent a muzzle through the mail to her office. She says theres only one message that can be derived by this action. Heres what she told us. I dont know why else it would be sent to me at work specifically except to send some kind of message about maybe being quiet. I joked a little bit that i noted that this is a size 3 muzzle which is described for beagles, i am more of a pitbull and needed size 6. Reporter keep in mind, tennessee lags behind national average by 10 . Only 38 of people have a Covid Vaccine here. In addition to that, the state in the top five across the country seeing massive spikes in covid cases. Shutting down Outreach Efforts with teenagers comes at a difficult time in tennessee. Steph . However, in more than 20 counties, fewer than a quarter residents have done so. Dr. Page, explain it to us, the argument that people dont want to do it because it is political. Political . We enjoy higher Vaccination Rate in st. Louis county than the rest of the state but we have pockets that arent vaccinated. I am very worried about the pockets, very worried about getting as many people vaccinated as possible while we can stem the tide. We know this will get much worse. How do you manage. Theres so much antivaccine propaganda, we know conservative networks push the same arguments. How do you fight against it. These are News Organizations that a lot of people in your state trust. Every elected official are democrats and republicans, take a deep breath, step back from acrimony, confrontation thats become normal in politics and Laser Focus on getting people vaccinated. People vaccinated should call friends and family about the experience, encourage Loved Ones to be vaccinated. We should put all Government Resources into direct communication about benefits of vaccines. That means knocking on doors, Phone Calls, doing everything we can, incentives to get people to be vaccinated, to understand what their concerns are, address the concerns directly. We have aggressive Communication Plan in missouri, in st. Louis county that we are stepping up. Were going to do everything we can to get people vaccinated in the st. Louis region. Kris, when you talk to people unvaccinated that say it is political, they dont want to do it, do they realize former President Trump is vaccinated . Reporter i didnt ask them specifically about trump, but the real problem is they dont think theres a problem, they think it has been exaggerated. Kids often think theyre going to be fine. This is a rural state, a lot of rural areas, they have vaccine deserts, you have to drive 15 miles. Some people dont have cars. I will tell you yesterday in marion with a large africanamerican population, talked to a couple parents, they have been waiting, how are my friends reacting before they brought their kids to do it. Their hope now, and they realize it is kind of a fleeting hope, that those 50 kids set an example for other kids to get vaccinated. Maybe if the Star Football Player gets vaccinated, other Football Players will get vaccinated, but thats a hope. Theyre not feeling confident now. More and more people getting sick there. Is that scaring others into saying maybe this is serious, i better get the shot . Reporter only a few i talked to. One woman said specifically, almost everybody knows somebody who got sick. One woman told me she was vaccinated and still got sick, and shes talking to everybody who will listen. But it is unfortunate. We are looking at many laws created over 100 years ago in which lawmakers are trying to apply to a social Media Company that is unprecedented in many ways. I think we are up against a lot of problems here as we seek to not just understand what facebook is, how the Business Model works, how it impacts the united states and democracies around the world. You talked to more than 400 current and former employees, all levels of the company. Any shot we could see change from within, significant change . I think thats an important point to make that we found that the Structure And Culture is centered around the founder and ceo, Mark Zuckerberg. He always had more control over the last several years. What we found is a deeply disturbing pattern, and we show it with anecdote after anecdote of an Executive Leadership that has been warned several times of problems, ignore warnings and dont act, publicly apologize and say theyll do better and repeat the cycle over and over again. Now to a very important Unintended Consequences of the coronavirus pandemic, a new Government Reports says Overdose Deaths soared to a record 93,000 in 2020. That is a 29 jump from the year before. Nbcs Kate Snow has been covering the Opioid Crisis for years. Also joining us, dr. Paul christo from john hopkins. Kate, youve been talking to families on the front of the Opioid Crisis for year. Were you surprised by the numbers last year . Sad to say im not surprised. Ive been talking to families and professionals the last year, steph. During Covid Theyve been saying to me, things are getting worse, things are getting worse. For a number of different reasons. People were isolated, obviously, like all of us. If youre someone struggling with Substance Abuse, isolated and separated from your support system, you cant go to those 12step meetings youve beenso briety, et cetera. The supply of drugs is up. And then youve got people really struggling during the pandemic. And that equals a perfect storm. Doctor, Overdose Deaths were on the rise before the pandemic. What else is driving these numbers so high . Well, certainly its the pandemic. But i think its twofold with respect to the pandemic. One, its the emotional element of seeing Friends And Family Members in the icu hospitalized and even die. Two, tea the economic hardships related to the pandemic. Weve seen a lot of people underemployed and unemployed. So, couple those together. Theres been a huge reduction in Coping Skills that has led many to use these mind and moodaltering drugs, specifically fentanyl, is stunning. What can we do right now in the face of this crisis, practically speaking . Sure. I think there are a couple of things we can do. One is we need greater availability of nalaxone, also known as narcan. It sprays into your nose or have someone else do that if youre overdosing. Pharmacists can dispense it without a prescription. We need to see more of that available in rural areas of the country, too. Two, we have greater access to telemental Health Services than ever before. Certainly before the pandemic. What do you want people to understand . I think also just getting the word out, steph, about fentanyl in particular and how dangerous it can be. Some of the families i talked to believe that young people in their lives died after taking fentanyl, not realizing they were even taking it. Its in Pill Form now, in counterfeit pills that dealers are pushing as other things, like painkillers and you dont even know that youre getting fentanyl. Part of it is roadwaying awareness about the dangers, at least for one population, and as the doctor said also, raising awareness about how to get help and talking about Substance Abuse and where people can find those resources, because again for months weve been so focused on covid that i think we, as a public, havent really focused on those who need help with Substance Abuse.
