This is the most consequential piece of legislation proposed since the Great Depression and fdr. Reporter but moderate democrats less certain about the Price Tag . Is it too high . Depends if we can pay for it and still be competitive. Reporter the proposal invests in universal prek, paid Family Leave and Climate Change and an expansion of medicare to Add Dental, Vision And Hearing benefits. Democrats want to pay for it with Tax Hikes on the wealthy and corporations. Republicans slamming it saying itll spend Inflation And Debt skyrocketing. The number is a shocking figure. Were seeing the outlines of the democrats radical Freight Train to socialism. And everybody, One Way Or Another in america is going to end up paying for it. Lets bring in Elizabeth And Jake sherman, an msnbc political contributor. Jake ill begin with you, youve been following and covering every Twist And Turn of the negotiations. We saw it on camera from Bernie Sanders, people i talked to privately yesterday. Democrats cannot hide their glee with this 3. 5 trillion package which includes so many of the objectives theyve held for generations. Thats right. This morning we looked at whats inside and punch Bowl News this morning we looked at what Schumer And Mcconnell are both thinking here and we hit on exactly what you said, willie, which is this is a party, the democratic party, wanting to do big things for a long time and getting to finally do big things. A few caveats that are important for everyone to understand. Number one its not a Slam Dunk in the senate. I will say this, No One is drawing a firm Red Line against this Budget Blueprint which is a very, very good sign. Number two, this is going to be a very heavy lift in the House Of Representatives and an even harder lift than in the senate. Because Nancy Pelosi has a three or four, depending on how many people are seated, a three or four Seat Majority in the House Of Representatives. That means she has basically, no room to wiggle, no room to maneuver. I think we should all Buckle Up for a really bumpy ride here because this is not going to be quick, its not going to be easy. Its going to be long and arduous and quite difficult for pelosi and schumer. Joe manchin has to be on board, Kyrsten Sinema has to be on board. The moderate democrats that so many people are looking at in washington. What do you read into senator manchins public comments, its a huge number but if we can pay for it ill get behind it. I think he sounds very positive for Joe Manchin and the fact that he said, you know, we have to see how to pay for it. Hes going to you know, theyll have to sort out the taxes. Theres going to be biden wants a rise in corporate taxes. He wants to tax people who make more than 400,000 a year. The corporate taxes are going to be tough. He wants to tax Capital Gains so i think there will be some negotiations around that. But basically a great sense of optimism on Capitol Hill right now, certainly among democrats if this thing could actually happen. Also i saw the nation was concerned about he wants more for Fossil Fuels in the proposal. But i think these are things that can be negotiated. I think schumer is sounding positive and so is Bernie Sanders, who wanted 6 Trillion in spending and got less. We are learning more this morning about Donald Trumps final days in office. New reporting from the Washington Post that the nations top military officers, Chairman Mark milly worried about what Donald Trump might try to do to hold onto power after losing reelection. The account is detailed in the upcoming book by The Postreporters entitled i alone can fix it, which is a quote by Donald Trump. Heres how the post summarized the account. The, quote, after attending a November 10th Security Briefing about the million maga march, milley said he feared an equivalent of brown shirts in streets, eluding to the military forces that protected nazi powers and enabled hitlers ascent. Later that evening an old friend called milleytoconcerned that those close to trump were attempting to overturn the government. You are one of the few guys standing between us and some really bad stuff the friend told milley. Milley was shaken. And he called former national Security Adviser h. R. Mcmaster to ask whether a coupe was actually imminent. What am i dealing with, milley asked him . The conversations put Milley On Edge and he began planning with other Military Leaders, strategizing on how they would block trumps order to use the military in a way they deemed dangerous or illegal. If someone wanted to seize control, milley thought, they would need to gain sway over the fbi, Cia And Defense department where trump had already installed staunch allies. They may try but theyre not going to fing succeed he told some of his closest deputies, the book says. The book details how milley then confronted white House Chief of Staff Mark meadows at the Army Navy Football games about rumors that the president was planning to replace Cia Director, Gina Haskel with a loyalest. What is going on . Dont worry about it meadow said. They report that the military chief spent weeks reassuring members of Congress And Administration officials who shared his concerns. Everything is going to be okay. Were going to have a peaceful transfer of power. Were going to land this plane safely. This is america, its strong. The institutions are bending, but it wont break. We should mention this account has not been independently confirmed by Nbc News. Elizabeth, im hearing a lot in this book, in what i just read to our viewers and you, things that we talked about on this show. That we were directly concerned about in real time. You could see the fact that trump had installed either loyalists or acting or empty spaces in the Defense Department, which then allowed him to push norms. Yeah. I would say we havent confirmed this either, but certainly it sounds very much like similar things we were reporting at the time. So i think theres a couple things going on here, one is that President Trump always viewed the u. S. Military as his military. Not the peoples military. He saw the generals as his generals. And never quite understood that the generals were loyal to the constitution. Yes, trump is commander in chief but there was great fear at the pentagon in the final days of the Trump Administration about what might happen. I think had there been some sort of attempt to put the military the military was very concerned about trump ordering them into the streets. That somehow try to keep him to hold onto power. There was a lot of fear about that. I think if that had ever happened there would have been mass resignations at the top of the military. We would have had a crisis at that point. I think that milley stood up to trump a number of times remember on june 1st, 2020, trump wanted to invoke the Insurrection Act which would put the military in the streets to quell riots and protests, largely peacefully protests i might add. And milley talked trump out of doing that. But they were very, very tense days in in the final days. Were now learning from all these books just how close how tense things got. How close things came. So i would say and i think that General Milley is relieved now that theres a different president. Jake sherman, weve heard over the last several months a slow, sometimes quick, actually, whitewashing of what happened on January 6th, just how serious the threat was. Heres how serious General Milley took in it a meeting after January 6th before the inauguration on january 20th, according to quotes in the book. He said, heres the deal, guys, theyre nazis, proud boys, theyre the same people we fought in World War ii were going to put a Ring Of Steel around the city and the nazis are not getting in. Thats General Milley talking about the inauguration of Joe Biden. That speaks to how seriously he believes a coup was still in play. Yeah, absolutely. By the way, if you remember at the time, the capitol was ringed in a circle of if fencing and the city was on absolute lockdown. I know because i was there. And the military took a the national guard and the d. C. Police took a major role. And i remember on several occasions, speaker Nancy Pelosi meeting, talking with General Milley and other military officials to make sure that they were going to protect the capitol and protect the city on that day. So this really does fill in some of those details about what was going on behind the scenes to protect the capitol from another insurrection. Cure curious what you think about this, Daily Beast Reporting on an excerpt. This details a conversation between Mark Milley and Liz Cheney. Liz cheney reportedly ripped into Jim Jordan, saying that son of a b, while these Man Yaks are going through the place hes saying we need to get the you ladies out of the aisle. I smacked his hand away saying get away from me. You fing did this. I havent independently confirmed that episode, but having covered Jim Jordan for a long time, thats something he would say and definitely something Liz Cheney, who i also covered for a long time, would say. None of that surprises me. I know theres no love lost between cheney and Jim Jordan, especially on January 6th after Liz Cheney had become critical of President Trump. Cheney and jordan were allies in the early part of the Trump Administration. Just a good example how far the politics have shifted when it comes to the house republican conference. You worry next time something like this happens the guardians may not be at the gate. A michigan republican Party Leader resigned after saying the 2020 election was not stolen and blaming President Trump for his own loss. According to the detroit free Press Jason Roe stepped down from his position, he declined to provide a specific reason for the season. He faced months of Push Back from Grass Roots Organizations for his outspoken criticisms, his departure comes at a time when michigan republican lawmakers and party officials face growing pressure from protrump activists to investigate the results of the 2020 election. An election that trump lost. And then theres this. In an earlier in an interview earlier this week, one of the democratic lawmakers from texas who fled the state amid a fight over Voting Rights was on Fox News. And he challenged the host about former President Trumps election lies. Do you remember a second ago when i talked about the big lie, this is what im talking about, and the reason that so many people you just got it on National Television James and said you dont want voter id. Were not talking about that. You just went on national televisiOn And said you dont want voter id, revealing with exactly what democrats its so condescending to say that People Cant get identification. Have you found someone in your district that cant get identification . You have made a lot of money personally and enriched a lot of corporations with advertising by getting on here and spewing lies and Conspiracy Theories to folks that trust you. So im asking you to tell your voters right now, that Donald Trump lost the election in 2020. Can you resolve the lie that democrats are now for voter id. Did you hear what i ask . Did Donald Trump lose the election in 2020 . Real quick can you answer the question . I think im answering the questions. I dont feel any obligation to answer anything. Is this an uncomfortable question for you . No. My question is why are you in washington d. C. And not in texas . So elizabeth b. Miller, this is just an example of the disinformation thats out there. And its widespread. And i mean, the lawmaker was asking a simple question that would have then allowed the conversation to move on. This is that was an extraordinary exchange, i hadnt seen that until now. So i yeah. Not everyone on Fox News is like that, but thats quite amazing. I would say one of the things were seeing here with these State Party officials stepping down for saying that Donald Trump lost the election, one thing that happened during the Trump Administration that we were not keyed into until The End was how carefully and painstakingly they installed Trump Loyalists into all the State Parties around the country and states. That went on under the wire for most of us in washingtOn And We Saw it at the very end with the State Legislatures and its still continuing to this day. Its going to be a factor in 2024 should trump run for reelection. Thats what i would say about that. As these lies persist. As people, at least in public, refuse to acknowledge republicans, many of them, that Joe Biden is the president of the united states, that he won fairly, what is the state now of the investigation into what happened on January 6th . How quickly is that moving . Really good question, willie. July 27th, so were about two weeks away, i think to the day or a little bit less than that, the house select committee on January 6th is holding its first hearing theyre going to do exactly what they said they would do, theyre hosting a hearing with Capitol Police and metropolitan police Officers Something we at punch Bowl News are going to be covering extraordinarily closely. Why are we going to cover it closely, because this is the first public vetting of the incident. And from the political angle, willie, this gives House Minority Leader, Kevin Mccarty a deadline. He needs to appoint people by the 27th, reportedly days before that so he can have them prepare for the hearing. We anticipate, based on our reporting that he will be appointing republicans to the committee. Weve reported some names hes considering. All of this, just stunning to take in to really absorb how much is going on on Capitol Hill right now, between 4 Trillion in spending, this investigation into January 6th, just a lot of action going on. Has doubled over the last Three Weeks. Hospitalizations and deaths are also on the rise as the Summer Surge is being fueled by the highly contagious Delta Variant, which now accounts for nearly 60 of new cases. Nbc news national Correspondent Miguel Almaguer has the latest. Reporter the Summer Spike is catching people by surprise who never expected numbers like these, cases, hospitalizations and deaths are increasing. In missouri more covid patients are filling beds than during the deadly winter surge. Hospitals here pleading for more doctors. The Tidal Wave is coming towards our unvaccinated population. This is a vaccine preventable disease and theres no reason for anyone in this country to die from covid19 from the time these vaccines became widely available. So to suggest that letting families know and the public knows that the vaccines are available for children to protect them is unbelievable. Those legislatures called for the dissolution of the Tennessee State Department of health in response. We have a super majority in the legislature. We have a governor who needs to run for reelection next year. We have a commissioner who has stated that she plans to run for Governor Or Senator or get a White House cabinet position. Its hard to imagine that my firing wasnt, at least in part, an attempt to placate those legislators and keep them on their side. This is a sad triumph of politics over science. The National Urban League is out with its 2021 state of black America Report. The data shows higher rates of unemployment, lower household incomes, and the crushing burden of Housing Costs left Black Americans uniquely vulnerable to covid19s economic fallout. Joining us now, President And Ceo of the National Urban League Mark Morale. Also with us host of msnbc Politics Nation and president of the national Action Network Reverend Al Sharpton and professor of the Lyndon B Johnson school of public affairs at the University Of Texas, victoria defrancisco soto. I want to start with the lead lines out of this report, mark. Especially pertaining to covid. The Housing Crisis really screams out to me, but lets start with actual covid numbers. And then how Black Americans are faring in this report. Thank you, good morning, mika. And good to be with you. We focus in this report not only on what the status of Black America is, but on what we need to build, a more diverse, equitable and inclusive america. So this report talks about the direction we need to take. But lets contextualize it this way. If you combine the great recessiOn And economic difficulties, Black America has taken a tremendous hit in the first 20 years of the 21st century when it comes to wealth, income and especially now coming out of covid, the disparities that were exposed when it comes to the health of Black Americans. We come out of this 2020 with tremendous challenges. We know the challenges of voting, the challenges of policing, but the economic challenges are just as stark. The challenges with respect to health are just as stark. In this report we try to focus on what we can do, what policies, actions, what solutions are available. Mr. Mayor, its willie geist, great to have you on this morning. Good morning. Twoterm mayor of the city of new orleans. Im curious of your view and how it fits into this report on the tension were seeing right now on the Need And Desire for Police Reform but also rising crime in our major cities just over the last year. How do you see that playing out and what are the solutions youre looking at . There has to be balance between Police Reform and justice on one hand and public safety. It would be a tragic mistake if facing the Gun Violence Fight weve seen that we went back to what took place in the 1980s and 90s. Over policing, mass incarceration, stop and frisk. No. We need to deal with the underlying causes of Gun Violence, easy access to guns. We need to take this opportunity now that cities have money from the american Rescue Plan and put young people to work in communities. Lets raise up the largest Youth Job and young adult Job Initiative in american history. That is something we can do. But you have to have trust between police and communities, if you are going to prevent Gun Violence and youve got to get off the seat and change the law so that easy access to guns is not the reality across america. So weve got to balance all of these things, willie. The old solutions will not work. So this is a time for us to speak up and not allow polarization that occurred in 1980s and 1990s to dominate the discussion. It is important to do both. You hear the new the democratic nominee for mayor of New York, eric adams, speaking about something i learned when i was mayor. You have to balance. You put investments in summer jobs, in summer camps, but then we also reform policing to a community policing model. Its got to be balanced. Youve got to do both. And you have to recognize without doing both youre going to repeat the mistakes of the past. Rev, mark brings up the name eric adams, likely next mayor of new York City. Fascinating in this era of marches and activism about Police Violence and the need for change and Police Reform, that new York City just elected a former new York City Police Officer to perhaps be the next mayor . Hes a former new York City policeman but hes also one of the founding members of national Action Network 30 years ago when i started it. So he has been involved in both activism and Police Reform, the balance were talking about. Because i think people forget that the victims of crime in the black community are blacks. So we want to see crime down as much as we want police crime. I think what many americans do not realize is that it is the height of being frightened when you are in an area that has high crime and youre afraid to call the police because you dont know how theyre going to behave when you get there. Which is why you need this balance. Mark, let me address this to you, this question, because you and i have worked together the last decade and A Half that you headed the urban league. And one of the things that we looked at is the inequality, whether it be Health Care, whether it be education, things that you come out with your annual Report Today and as we met with President Biden last week around voting, i think that part of the challenge that i want you to address is how to get government to understand, since there is this inequality, there must be a disproportionate investment in repairing the damage. You cant give us equal resources and equal attention when were in an unequal situation. Rev, you just defined what equities is. Equity means to do what is necessary to bring us to equal. And government played a role in these disparities. Where hospitals were located, not in black communities, Red Lining when it came to housing, discrimination in bank loans, lack of access to colleges and universities. Government policies were contributing factor to the inequity or the inequality you face. So government has a role and a responsibility to do more. To do the extra to undo these structural, if you will, inequities that we see. And i think you define it well that theyve got to do more. Now, President Bidens Budget Plan and his Infrastructure Plan, i believe hold promise as an investment, the beginning of a reverse of what weve seen all too often for the most part with the exception of the american Recovery Plan over the last 20 years which is a systematic continuation of the policies of disinvestment in africanamerican communities, latino communities, urban communities big and small. Thats why we have this wide gap. Americans who once considered themselves even middle class having a hard time paying their mortgage, paying their rent, and basically keeping their head above water. So this is an Emergency Situation for the nation. So im looking at that graph that was just up about lack of access, computer access, victoria, from the great University Of Texas as a professor, i know this is profoundly of interest to you. I know you have a question for mark about just access overall to education as it pertains to black communities. I do, thanks, mika. And, mark, i really appreciated how you highlighted the fact that what we are seeing in our communities of color is layered on top of the great recession, which set our communities back so far and took us so long to recover. And in looking at the latest jobs numbers, right, We Saw the u. S. As a whole is 5. 69 . But when you look at black folk were looking at 9 unemployment. So can you talk to me about what the plan is to regain employment, not just in the short term, trying to get back some of those jobs which we know are low quality jobs, but how do we set our communities of color on track for medium to longterm gains so were not just surviving but were thriving. What are the tools we need and we need to press our Government Officials to move forward . So thank you for the question. Theres a part of this where i embrace what is fairly conventional thinking. That is that we need to invest more in educatiOn And training, targeted, targeted at communities of color, for better paying jobs. Jobs in technology, jobs in construction, jobs in careers that have increasing, if you will, levels of income and levels of wages. But in addition to that, Corporate America and employers have to look themselves in the mirror and say, we have engaged in systemic discrimination for the most part. You look at the mid level and higher up jobs in many, many industries. Theyre not diverse at all. So we have work to do. So i want to see a real commitment from those who hire to do a more aggressive and assertive job in recruiting and hiring africanamericans and other people of color. So Thats Number two. I think number three is, the president s leadership and the leadership of the government in highlighting racial injustice and in holding up racial justice as one President Bidens operating pillars. I think the moral power but also the Enforcement Power of the eeoc of the Department Of Justice have to be in play to purge this nation of this longstanding racism. So theres much we can do, and the idea is, do we have the will to do it. These solutions require commitment and and youre going to get some blow back. Youll get some criticism. But this is a Direction A Changing Nation has to take. Elizabeth bumiller, i want you to jump in. This is a multilayered set of problems, including Vaccine Hesitancy. Right. Actually, i wanted to ask mark a question about one of the things the pandemic has done is exposed the terrible inequities in our public Health System in this country. So when youre talking to the biden administration, what kind of advice are you giving them not about Vaccine Hesitancy among blacks and people of color, its more access to vaccines . So what are the tools they would use to give black people, latinx people more access to vaccines . How do you do that . Good question. I think theres some things under way, including things were doing at the National Urban League in partnership with the cdc. Theres got to be a broad, consistent information campaign. An Advertising Campaign that uses trusted voices. That uses messages that help people make decisions on their own. But then youve got to make sure if its access to the vaccines in the community, in the schools, in the communities, in the libraries, in driveby and mobile units. One of the structural issues we see with health is that Health Care Infrastructure Isnt in the black community. Hospitals in many places are scarce. Health clinics are scarce. Doctors are scarce. So one of the things in confronting what the pandemic taught us is to build infrastructure. One way we can do it is by focussing on telehealth and telemedicine. But that requires black people and brown people to have have the appropriate computers and devices. So telehealth and, if you will, technology creates option of facetoface with the doctor or easy access to a hospital. But we have to use all methods available to try to close these gaps and these disparities. Mark morale, the National Urban Leagues 2021 state of black America Report is out. You have us all going out to grab the Louis Armstrong pillow behind you. Rev, you were with the president this week, talking about Voting Rights. He made the speech to hold Voting Rights federally. What is the State Of Play right now . We know that s1 was always going to be an uphill climb. The Jon Lewis Voting Rights Protection Act maybe had a better shot in congress right now. What are you seeing, in talking to President Biden, what does he feel is real itself you can to get done on this issue . First of all, and i told the president this after the speech. I think he made one of a monumental speech. For a president to stand there in the shadows of where they signed the declaration of Independence And Attack Jim Crow 21st century was something that i was not expecting. And i also thought the fact that he did not, in any way, shape, or form, duck the racial aspect of what were seeing in terms of the Push Back by many states in coming with new restrictions. That is where we are, but now what are we going to do about where we are . I think that what he has got to do is, in a firm way, figure out how to work around the filibuster, if they will not end the filibuster. The question that he has, and the White House has, do they have the votes to end the filibuster if they came out and joined us, i want to see it ended but you need the votes in the senate to end it. So can you do a work around like you do on economic and fiscal policies. Thats where he, as someone in the senate for so long, can use his personal relationships. He had lunch with the senators yesterday. And i think, as Congressman Clyburn said, i dont care if he does it on the phone, in the Oval Office or a speech, if we can get a work around. The other thing and last thing i think people are forgetting, willie, is the John Lewis Bill has not been completed yet. So there are things that you can put in that would save the core things we want in the civil rights community, but at the same time may be making more something that can give some ease to people like manchin. Back on June 23rd there was just about 11,000 new cases of covid nationwide. This week its nearly 24,000. And those numbers double over just Three Weeks . There is renewed concern about whats next for the pandemic, especially with the dangerous Delta Variant making waves nationwide. This could be coming back. In a few minutes well talk to former Acting Director of the centers for Disease Control and prevention. Dr. Richard besser. First learning new information about Donald Trumps final days in office. New reporting from the Washington Post that the Joint Chiefs Chairman Mark milley worried Donald Trump might try to hold onto power after loing reelection, talking in terms of a coup. Its in a book entitled i alone can fix it. Heres how the post summarized the account. Quote, after attending a November 10th, Security Briefing about the million maga march, milley said he feared an american equivalent of brown shirts in the streets, eluding to the pair military forces that protected nazi rallies and enabled hitlers ascent. Later in the evening an old friend called General Milley expressing a concern. Quote, you are one of the few guys who are standing between us and some really bad stuff the friend told milley. General milley was shaken. He called former national Security Adviser h. R. Mcmaster to ask whether a coup was imminent. What the f am i dealing with milley asked mcmaster. The conversations put Milley On Edge and he began informally planning with other Military Leaders on how they would block President Trumps order to use the military in a way they deemed dangerous or illegal. If they wanted to gain control, they would need to gain sway over the fbi, cia or Defense Department where trump already installed allies. They may try but not theyre not going to succeed milley told deputies. The book reports. It says how milley confronted then white House Chief of Staff Mark meadows about rumors that the president was preparing to replace then Cia Director Gene Gena Haskel with a loyalty. What is going on . Dont worry about it meadow said. Milley and the military spent weeks reassuring members of Congress And Administration officials who shared his concerns. Everything is going to be okay. Were going to have a peaceful transfer of power. Were going to land this plane safely. This is america, its strong, the institutions are bending, but it wont break. We should mention this account has not been independently confirmed by Nbc News. Lets bring in correspondent kasie hunt. Peter baker, and correspondent for Pbs News Hour ya meech alcindor. Kasie ill start with you because i think about the conversations we were having on this show throughout this time but also Milley Making these remarks and what he must have been thinking on January 6th. Im glad somebody was having this set of thoughts. I think back to the Washington Post story and an anonymous republican saying whats the harm in humoring trump as he was spreading lies about the electiOn And urging his people to come to the capitol on January 6th. And milley clearly had the Fore Site and theres additional reporting in the book, too, that talks about some of the interactions between members of congress as well on this on the day of January 6th, including that confrontation between Liz Cheney and Jim Jordan and Liz Cheney making a Phone Call to milley. So i think that we should all be reassured that there are a few people at the top echelons of our government who recognize the depth of the threat and were willing to take steps to mitigate it. We know still on January 6th it took hours for the national guard to be authorized, to be sent to the capitol. Milley worried there were already loyalists installed in the Defense Department, he, of course, was talking about the other organizations, others reporting about the concern that the president was going to try to replace Gina Haskel at the cia as part of this. We saw on January 6th, these fears were absolutely warranted. And we shouldnt forget while yes, there were political there were fans of Donald Trump who are relatively normal americans who showed up at the capitol on that day, but in that crowd were people in groups like the 3 percenters, the oath keepers, the proud boys, who showed up with military style equipment, handcuffs, there were Pipe Bombs left at the two national committees. They were prepared to harness whatever energy was in the mob and use it for something that could have been far, far worse than what We Saw on the actual day. I think this excellent reporting, as we expected, under scores further that the more we learn about this period of time our history the more we discover how close we came to disaster. And Peter Baker you have learned of all the attempts to whitewash this, despite the video, no less than the chairman Joint Chief of staffs, Mark Milley, viewed it as comparable to 1933, and he gathered after what he saw on January 6th and before Joe Bidens inauguration, Military Leaders and Law Enforcement leaders and said nazis are coming to washington, effectively, he said these are the same people we fought in World War ii its our job to keep them out. We are going to put a Ring Of Steel around the city and we will have a peaceful transfer of power. This is great reporting by carol and phil, my wife and i have done Reporting On this as well for our book which wont come out until next year. And there was a concern at the pentagon about what was going on. It was heightened by the fact that the president had installed his own loyalists there at the pentagon in the days after the election. Remember he fired mark esper, secretary of defense, put in chris miller. And elevated a couple of loyalists there at the pentagon at the last minute. There was talk about firing chris wray. The Justice Department, where Attorney General Barr eventually resigned and there was talk about a coup against the deputy he put in place to take over for the last few weeks. There was a sense around town, particularly at the office of the joint Chairman And Chiefs that something was going On And they had to be aware and prepared for it. If you think about how extraordinary that is, we havent seen a situation like that really certainly in modern american history. And i think it goes to remind us how serious the tension of those days were and how the outcome was not at all fore daned. Mark milley was appointed by President Trump, dont forget. He was appointed over the choice that secretary mattis, who had been the secretary of defense had actually picked. And instead put milley in there instead because the president thought he was a loyalist of some sort. Somebody who would be close to him. Milley was pretty disturbed by what happened at the Lafayette Square march when the president came across Lafayette Square and the protesters were ousted so he could hold a bible up, and i think from that moment on he was radicalized in effect against what he saw as the politicization of the military. , you know, the Daily Beast is Reporting On an excerpt from carol and phils book. This one details a conversation between Joint Chiefs Chairman Mark Milley And Congresswoman Liz Cheney after the January 6th attack on the capitol. Cheney reportedly ripped into Trump Loyalist, congressman Jim Jordan saying, quote, that fing Jim Jordan that son of a b, while these maniacs are going through the place im standing in the aisle and he said we need to get the ladies away from the aisle, let me help you. I smacked his hand away and told him, get away from me. You fing did this. And yamiche, there is an argument that many believe that congressmen like Jim Jordan and other loyalists are those who inspired the insurrection on January 6th. The more we learn about January 6th, the more rerealize just how close American Democracy came to being brought to its knees. This reporting by Phil And Carol is extraordinary, it also in some ways confirms the fears we were talking about on this show and the fears a lot of reporters were Reporting On. Where you had even republicans really concerned that the president had gone even a step too far for them. So this, i think, exchange between Liz Cheney and Jim Jordan, of course, reportedly from this book, it shows in some ways the breaking up of the Republican Party even further. It shows Liz Cheney finally looking up and saying this is a party that i really do not recognize. This is a party that is now getting to the point where we are endorsing almost a Coup Detat on american soil. And that shows you just how much the Republican Party was going to the Fringe Element where people were leaning into the idea that no matter what President Trump said and what his supporters said, if it meant holding onto power they would follow him down. It also underscores how emotional and scared lawmakers were. Liz cheney watched lawmakers almost lose their lives and she was not in the mood to joke with Jim Jordan. That mood, emotion, it carries over into what we see on Capitol Hill where you have lawmakers that are traumatized. I spoke to some last night that are still traumatized by the idea that January 6th happened and the idea that the more we learn, the scarier it is how we understand what happened on January 6th and what could have happened. Because of their fear of Donald Trump and his voters, despite all this testimony we hear, despite all the reporting from no less than general Mark Milley, someone appointed by Donald Trump, it will not sway what they say publicly about January 6th. The members of congress on the republican side that you cover every day, let alone what happened on January 6th. I dont know what to say about this anymore. I was there, everyone now is starting to say, the Media Overblew it. No. In the beginning we probably underreported what was going on. When i was there at the time my main focus was trying to make sure that i wasnt unnecessarily alarming viewers because we have more false alarms than actual ones usually. But then i realized this was an unbelievable, historic situations, and at that time i and another colleague were in a safe place we didnt know that at the time, but other colleagues were running for their lives. I think this Liz Cheney on the floor of the House Of Representatives and Jim Jordan has been one of the people she is not wrong. Jordan has been with trump from the beginning. Hes encouraged the division in our politics as much as anyone throughout the last ten years or so. For him to say to Liz Cheney, of all people, lets get the ladies away from the aisle oh my god. Like who would you rather have defending yourself from an angry mob, Liz Cheney or Jim Jordan, im going to throw that out there. The emotion is on display, you did this. Its people like you that created this situation. It helps explain what weve seen from Liz Cheney, who is in a very lonely position because its her and Adam Kinzinger who have held the line as the State Parties are continuing to raise the questions. Its easy to say hes gone, our institutions bent but they held. Yes, thats true. But what were seeing going on in the states right now has been turning the few republicans there were ten who voted for impeachment, by the time we got around to the commission, there were fewer who were willing to do that. I think of congressman mire, who is a freshman from michigan, he was one who, in the beginning, was very outspoken. Has now clearly come under significant threat to his friends and family and people back in michigan and has sort of stepped a little bit off the stage. The Capitol Police are setting up offices across the country to protect members of congress from all of this. What We Saw on January 6th, yes, that day is over, we survived that day as a nation. But the things that led us here are continuing to fester throughout the country and we shouldnt look away from that. Really well said. The man photographed hanging from the Senate Balcony and sitting in the presiding Officers Chair during the Capitol Insurrection pleaded guilty yesterday to Felony Obstruction of congress. The Washington Post reports that he admitted to joining an armed group, who came to d. C. To support president Donald Trump. The post writes, though colt is not accused of being a part of a larger Militiamilitialike Grou admitted in Plea Papers to joining at least two men from Nevada And Tennessee who raised funds, brought Paramilitary Gear and recorded themselves before breaking into the building and rushing to the senate just evacuated by lawmakers. My god. His Plea Papers revealed that prosecutors agreed to drop three Misdemeanor Charges in exchange for his full cooperation against his associates. This is just beyond incredible. And its not something that should be forgotten or brushed aside. Now to the work being done inside the capitol. President biden was on Capitol Hill yesterday making the case for his two track Infrastructure Plan. This came a day after senate democrats reached a 3. 5 trillion spending agreement. Biden also hosted a group of bipartisan governors and mayors at the White House to discuss the strategy for passing a 1. 2 trillion bipartisan infrastructure deal. And joining us now is one of the mayors in that meeting. President of the u. S. Conference of mayors, the mayor of dayton, ohio, nan whaley. Mayor whaley, its great to have you on the show this morning. Tell us how the meeting went yesterday. Were you satisfied with what you heard . Give a sense from your perspective of what is really needed in terms of infrastructure on the ground in cities across america. Mika, it was a robust meeting. I think around 70 minutes spent with the President And Vice president of bipartisan group of mayors and governors, to really talk about what were most interested in getting done in our communities. We are leading at the u. S. Conference of mayors, a bipartisan effort with oklahoma citys republican mayor, David Holt and myself. And specifically in ohio we are in need of roads and bridges work, like everybody else across the country. I think the bridge that connects ohio to kentucky has been talked about for almost a decade and it is in dire shape for our logistics and movement across the two states but also public Transit And Rail transportation, passenger Rail Transportation because frankly, you dont have Passenger Rail in ohio and you cant get across the country if you dont go through ohio. So this connection, this ability for our communities to get people to jobs is really affecting our ability to grow our workforce, get good paying jobs in our community and we see an opportunity to have a bipartisan solutiOn And we want it to get done. Mayors across the country dont have the luxury of waiting or looking away, weve been using our local resources and theyre very thin when we talk about infrastructure spending. Mayor, its willie geist. Good to have you on the show this morning. Im curious as you have the conversations about what needs to ha happen in american cities its important to hear from the mayors on the ground doing the work and seeing the problem with their own eyes. Whats the assessment of the state of crime in daytOn And how that folds into Police Reform . Weve been talking about new York City, we were talking about our major cities and how we bring together these two ideas that theres a Need And E desire for Police Reform but also rising crime in our cities. How do you put those two together . I think theyre easily to be held Hand In hand together. Across the country, not just in big cities but in rural areas and suburbs across the country we are seeing a rise in Gun Violence. When you first became the president of the conference of mayors, the first thing we did was send a letter to the biden White House saying this is a list of things we think we can be in partnerships around Gun Violence. A lot had to do with partnerships with the dea, and the president responded asking for ways to help so were grateful for this strong partnership were seeing with the White House and cities across the country. In dayton, we know that police are a key part of public safety. I think what were seeing in our communities across the country is people want to be safe, they want Police Officers, but they want to be treated with respect and they want to be policed in a different kind of way. So like in dayton, like other cities have done. Weer looking at putting in place alternative response models. So when you call 911, perhaps you dont get an armed officer, you get a mental Health Provider that you really need. And i think the demand to be policed differently and fairly will help together with the issues of violence issues across the country. So as mayors you have to hold both ideas in your hands at the same time, its not the most favorite place to sit but that is what leadership is. Thats what were seeing from americas mayors across the country in this issue. Lets talk politics for a second, weve covered on this show the Senate Race in ohio with Jd Vance and the republican kind of race to be as trumpy as possible to win that election. But you are running for governor in a year or so. Is ohio now a solidly republican state never to be run by democrats again or not yet . Well, clearly, kasie, i think not yet. Right. Of course. I think theres a great opportunity to talk to regular voters and regular people in ohio. Thats why i decided to run for governor. I think whats going on in ohio is people feel forgotten and left behind. I dont blame them in a lot of cases. For example, in ohio we had three decades of republican leadership in our State House that has been called by the fbi the most corrupt State House in the country. Of course, theyre being forgotten and left behind because of the Selfinterest And Selfdealing thats been happening in our State House. We got very close in the Governors Race four years ago. Almost won it, by like three points so this is a state that is more moderate than i think it gets credit for. But i think theres a sense of Anger And Frustration in the state that people are working harder, getting paid less and their kids have to make decisions like not being able to find a good job to stay near their family or move out of the state. We deserve better than that. And i think the democrats give a message, with President Biden, to show a way forward of how our communities can get stronger. Thats why this Infrastructure Plan is so important this creates good paying jobs where we can build back better states like ohio and that makes a difference. Thank you for joining us. What were watching in cuba right now, weve heard President Biden supporting the protesters, from a Policy Perspective what more should america be doing . First of all, we shouldnt discount what the the degree to which the president says matters in cuba. It does. When the president speaks out, when democrats and republicans speak out in support of these protesters, that matters. That i think puts substantial power behind their movement. So rhetoric, words actually do matter here. One of the things i think we can do right now and this is a view shared by republicans and democrats in congress, is make sure that information flows are open and available to these protesters what the cuban government has tried to do is shutdown the internet, eliminate the ability for them to communicate with Each Other and be able to communicate with the outside world. There are technologies we can deploy to help with those information constraints. What i dont think is smart is to follow the advice of republican senators who right now are suggesting this is just another moment to double down on a policy that has not worked for the last 50 years. Continuing an Embargo And Isolation of both the regime in cuba and the people of cuba got us to this Point Today in which we are hoping and wishing that this Protest Movement is able to change the tide of A Half a century of Dig Tour Yal rule. I dont know that doubling down on that policy for the next 50 years is the right solution at this moment. So im not really interested in listening to those who arent offering anything new and are just suggesting that at this moment we should continue to enact a policy that hasnt worked for a long time. No. This is ultimately laid at the feet of the cuban government but we should understand how easy it is for the cuban government to deflect attention from their own misdeeds because of this embargo. Troops into haiti, has has been requested by the interim government. I do think that we should be open to looking at some more moderate measures. There may be ways that the united states can help with Security Improvements in haiti. There may be nonmilitary Security Personnel that we can send to help stabilize that country and the capitol. But we should only do that in exchange for a promise to move forward with elections. So i think we should be in a dialogue with haiti right now to offer some degree of Security Assistance in exchange for a promise to pursue elections. To me thats not a battalion of u. S. Troops but i think there is a way in which we can support security there but that can only be done in exchange for the promise that the people get to decide who rules the country. Well, first of all, what im happy about is that the president understands this moment. He came to speak to the senate democratic Caucus Yesterday and he said essentially this. The american people are in crisis today. And it is not the moment for incrementalism, if we arent offering them big solutions to big problems. If we arent delivering them Tax Cuts for regular people. If we arent giving them universal child care. If we arent significantly decreasing the cost of college, then other solutions start to look very attractive. The only way to beat trumpism is by offering them real economic salvation. Taking power from the Billionaire Elites and handing power to regular, ordinary americans. Obviously the taliban has been, you know, increasingly taking territory, there are a lot of women and children who were told it was okay to now come out from behind the Ber Kas and with american troops gone wonder whether or not theres going to be protection for them. Whats your take on whats happening in afghanistan and what our responsibility is going forward . Of course i worry about whats going to happen in afghanistan. But frankly, i have been worried about whats been happening in afghanistan for the last ten years. We have been losing the War In Afghanistan to the taliban. Theyve been increasing their control over territory for a decade. And the fact that washington has been blind to that reality has caused us to expend billions of Taxpayer Dollars in an effort that isnt to the benefit of the country. My constituents in connecticut want us to bring our troops home. They dont want a full withdrawal from afghanistan. I think we need to be very much politically involved, diplomatically and economically involved to support the government but we no longer need A Half A Million Dollar Troop Presence putting our men and women at risk. The threat from Al Qaeda in Afghanistan Isnt as real today as it was in 2001 and if we can make sure that Al Qaeda doesnt present a risk without our troops there, were better spending our money in other places. And there are two courses in the nation, people who are fully vaccinated are protected against the delta strain. Thats the good news. But across the country, were seeing a lot of people who are locked in their decisions and its been very hard to get people to move from a position of not wanting to get vaccinated to recognizing that the risk is still there and that vaccination is the way out of this pandemic and back to the live that is we so much want to get back to. So we have situations like the one in mississippi where we were reporting yesterday that at least ten children are on life support. So i mean, is that something that should perhaps be a sign to those who are unvaccinated . If they are impacted politically about being and became vaccine hesitant, isnt this arent we at the point where the science is proving itself to be correct . You know, as a pediatrician and a parent, i try to appeal to people in a number of different ways. You know, we vaccinate to protect ourselves, but we also vaccinate to protect those around us who cant be vaccinated. So that includes all children under 12, that includes people with certain immune conditions. It includes people who have been vaccinated who have immune conditions who arent protected because of that. Its critically important, though, that local governments, Health Departments dont let down the efforts to reach people. There are a lot of people with disabilities who are home bound who need to have vaccines brought to them. There are a lot of people in lower paying jobs who still have challenges getting off work to get vaccinated. So what im hearing from the efforts like these to reach people where they are is that slowly and steadily were seeing an increase among those people who were on the fence, wanted more information. And i do think when the fda finally decides on approval for these vaccines we will see an increase among those people who really wanted to make sure that fda had totally done due diligence. I imagine how frustrating it is for you as a doctor to see the talk against this like dont fauci my florida, which means dont bring expertise to my state. We see the vaccine is there, readily available for anybody who wants it 12 years of age and older. Yet so many states have Vaccination Rates hovering around 30 or just north of that. If were locked in, hit our ceiling of whos going to be vaccinated in this country at this point, what does that mean for america for the next several months into the fall and turning toward the winter . Well, you know, i think we cant let down the effort. We have to con with the effort. I think that we need to make sure were not looking at this at the State Level that were digging down more than that. Im in New Jersey and New Jersey has close to 70 fully vaccinated for adults. Im in princeton, New Jersey and the rate is 76 of adults are fully vaccinated. The next town over, trenton, New Jersey, theres its only 44 of adults are fully vaccinated. You may look at the national map and your state looks green, everything is going well, what matters is whats going on in if your community and making sure every community is reaching high levels of vaccination. Otherwise, this Fall And Summer in some places as kids are going back to school, theres going to be increased risk because the Delta Variant, while its not more severe, it spreads more easily. I think these are all things that can be negotiated and i do think, you know, that schumer is za sounding very positive. You could see the fact that trump had installed loyalists or acting or empty spaces in the Defense Department, which then allowed him to push norms . Yeah. I would say we havent confirmed this either but certainly it sound very much like similar things we were reporting at the time. So i think there is a couple things going on here. One is that President Trump always viewed the u. S. Military as his military not the peoples military. He saw the gem generals as his generals, never thought they were loyal to the constitution, there was great fear at the pentagon in the Trump Administration about what might happen. I think had there been some sort of attempt, the military was very concerned about trump ordering them into the streets, somehow, try to keep him to hold on to power. There was a lot of fear about that. I think if that had ever happened, there would have been mass resignations at the top of the military. We would have had a crisis tant. I also think that milley stood up to trump a number of times. Remember on june 1st, 2020, trump wanted to invokes the Insurrection Act which would put the military in the streets to quell riots, to quell protests, largely peaceful protests, i might add. And milley talked trump out of doing that. But there were very, very tense days in those final days. You know, we are now learning from milleys books just how close, how tense things got. How close things came. So i would say and i think that General Milley is relieved now that there is a different president.
