Members of the State Legislature are trying to pass. 21st century jim Crow Assault is real. Its unrelenting. Wear going to challenge it vigorously. While while this broad assault against Voting Rights is not unprecedented, its taking on aec new and literally pernicious forms. Its no longer just about who gets to vote or making it easier for eligible voters to vote. Its about who gets to count the vote. Who gets to count whether or not your Vote Countedun at all. Its about moving from independent Election Administerors who work for the people, to polarize State Legislatures and partisan actors who work for political parties. To me this is simple. This is election subversion. Its the most dangerous threat to voting in our history. Never before have they decide who had gets to count count what votes count. Some State Legislators want to make it harder for you to vote. If you vote, they want to tell you that your vote doesnt count for any reason they make up. They want to reject the final count and ignore theec will of e people if their preferred candidate loses. Theyre trying to not only target people of color, theyre targeting voters of all races and backgrounds. For the simple target. Who did not vote for them . Thats the target. I mean really. Its hard to its hard to declare howto critical this is. Its simply unconscionable. We have to shore up our election system. Not just from abroad which i spent time with putin talking about. But from home. From home. Ask those who represent us at the federal, state, local levels will you deny at the will of the people . Will you ignore their voices . We have to ask. You are on the side of truth or lies . Fact or fiction . Democracy or autocracy. We have to forge a coalition of americans of every background and political party. The advocates, students, faith leaders, labor leaders, business executives. To raise the urgency of this moment. As much as people know theyre screwing around with the election process,y i dont thi that most people think this is about who gets to count what vote counts. Literally. Not figuratively. You vote for certain lektors to votein for somebody for preside. State legislature comes along and they say, no, we dont like those elections. Were going to appoint other electors. Heres the deal. In 2020, democracy was put to a test. O first by the pandemic. Then by desperate attempt to deny Theat Reality of the electn and then violent and dead Lyn Sur Ection on the capitol, the citadel of our democracy. Ive been around a long time in public office. I thought ive seen it all. I never thought id see that for real. In spite of what you see on Television And Youou saw it, yo have senators staying it was a day at the capitol. Just people visiting the capitol. We met the test because of the courage of election officials, many republicans. Our court system, those brave Capitol Police officers, becauso of them, democracy held. Look at how close it came. Were going to face another tese in 2022. A new wave of unprecedented Voter Suppression and raw and sustained election subversion. We have to prepare now. As ie said time and again, no matter what you, you can never stop the american people from voting. Vo they will decide. And the power must always be withpo the people. Thats why like we did in 2020, prepare for 2022. Well engage in all out of educate voters about the changing laws. Register them to vote. Then get the vote out. Well be asking my republican friends in congress and states and cities and counties to stand up for god sake. And help prevent this concerted effort to undermine our election ande the sacred right to vote. Have you no shame . Whether stopping foreign interference in elections or the spread of disinformation from or within. We have to work together. Were facing the most significant test of our democracy since the civil war. Thats not yperbole. The confederates never breached the capital. Im not saying this to alarm you. La im saying this because you should be alarmed. Im also saying this, theres good news, it doesnt have to be this way. It doesnt have to be for real. We have the names. We just need the will. The will to save and strengthen our democracy. We did in 2020. The battle for the soul of america, in that battle, the people voted. Democracy prevailed. Constitution held. We have to do it again. We were just listening to a Stirring Speech from President Biden talking about the moment this country finds itself in in what hets is describing an outright assault on democracy, the right to vote and liberty. Some strong words there from the president talking about the threatening situation. Drawing a direct line between this becountrys long History O Voter disenfranchisement up until what were seeing play out on the streets today. The president also talking about the need for not only legislation but more importantly, that his administration through the Department Of Justice and the civil Rights Division to challenge all of what he says are an assault on Voting Rights taking place. The president talking about a coalition of all americans who are concerned about not only Voter Suppression but the subversion of american elections saying well be tested once again in the year 2022. We have comprehensive coverage of this very important speech. Joining me now, Nbc News white House Correspondent who is in philadelphia with the president for us. This is quite a Stirring Speech the president i had seen the coverage in terms of what we were anticipating. But certainly a very strong emotional Gut Punch to the country. Yeah. Thats right. Y weve been talking in the run up to the speech about the pressure that thish president , this Whi House has been under for membern of his own party. He hasnt been doing enough to use the president ial Bully Pulpit to match the urgency of this moment with Voting Rights that underthreat across this country, particularly in republican led states. More importantly, i think there is a line in the speech that really captures what the goal here was on the part of the president. I say these things no to the alarm you but because you should be alarmed, as he put it. As we have been focused on our air in washington on this debate over the filibuster, on specific pieces of legislation. But its a debate that the White House really believes is not one that has been engaged in fully by the majority of the public. Partisan actors are speaking quite bate about it. He was attempting in this speech to elevate the issue that there is a much broader discussion. A discussion beyond folks that are typically engaged in politics. Community activists and the like who need to be involvedvi in th to bring about the kind of political pressure of ultimately willly breakthrough so that the can do B Things like pass hr1, the for the people act. And it was also quite striking to hear the way the president began his remarks. We know how reluctant he has been to evoke his predecessor, the former guy as he is known to be called by this president. But he did so by Name And Inspector of what did he and challenging and attempting to undercut and undermine the election last fall, calling it not Statesmanship But Selfishness on the part of the former president and hailing Thp Democracy and the test that faced in 2020 but the resilience of the american people in coming out to vote in 2020 despite all those challenges. And thats where the White House is now looking ahead. Too you heard the president say 2022 to the midterm elections to try to make sure this is a Front And Center Voting Issue itself. It will be interesting to see whether he truly answered the Quit Ikz who want to see him speak more about issues like the filibuster and like the legislation which you heard the president speak about. Yeah. To mikes point, the democracy held in large part he thanked that the judges, election officials, the Capitol Police on that day in January 6th when there was that insurrection to overturn the outcome of the election. There is not only going to be the challenges by the Department Of Justice but the need for legislation to pass. How likely aredefo we going to as mike is talking about there, this bipartisan effort to try and meet some of the challenges, meet the moment that the president just outlined . Will we see that happen on Capitol Hill from your reporting . Democracy held in 2020, ayman. The fear among President Biden and democrats here is that it may not in 2022 and 2024 unless major federal voting Rights Legislation is enacted. They point to the for the people act. 15 days of early voting and all 15 states around the country. They set that standard. But the reality, the harsh reality here is it that democrats do not have a path to making that legislation law, to sending that to President Bidensat desk as long as the senate 06 Vote Threshold. That filibuster remains in place. This the he have broad agreement on the Brog Nose is here. Ro they have quite a lot of agreement on the prescription even where they disagree is the process. The procedures, specifically to democrats. Both of whom support major new federal laws on Voting Rights. Do not support abolishing the threshold. Progressive activists is hoping to use this to twist arms, to try to get the two senators to move on the filibuster. The truth is President Bidens own position may not be enough. Simply forcing senators to hold the Floor Wont be enough to get republicans to back down given how determined they are led by Mitch Mcconnell to scuttle the election bills. Mike, as the president said this is not an anomaly what were seeing play out right now. As i mentioned, he drew this long line of american History Disenfranchisement from the enslavement of africanamericans who are not allowed to vote until the 13th, 14th and 15th amendment, to womens rights to the kkk, jim crow, even talking about the 2013 Supreme Court decision. And even recent decisions by the Supreme Court that undermine Voting Rights in this country. There is then what he called the Big Lie when talking about what happened since the 2020 election. Let me play0 you this moment. No other election has ever been held under such scrutiny and such high standards. The Big Lie is just that. A Big Lie. That was in reference to anyone who continues to deny what happened in the 2020 election. The outcome, the number of court challenges that it went through. The question begs the moment of whether or not were going to see the White House translate this speech into action. Thats really important point. It is one that i heard some of even the prepresident s close political allies express concerl about. That if you view this speech as the kickoff of a campaign designed to try to rally democratic voters, independents to support democratic candidates in 2018, youre not doing enough to target the real time fights being waged in texas and other states that could actually make it harder for democrats to cast the right the rightful vote next year. As congressman Jim Clyburn told me in a report that i posted earlier today, if we dont get this Voting Thing right now, were not going to have the senator from georgia reelected. There is a bigger conversation not in the procedural and practical weeds in p washington. His allies see they have to engage in this tfight. I thought it was interesting to see the president expand the political lexicon as it were. We talk so often about voters suppression. That was an important point for the president to address. Were not just seeing rollbacks of things like early Voting And Photo id requirements. Things that could affect the administration of elections ultimately elallowing, for instance, State Legislatures rather than undependent election administrators to overturn the rights of the rightful Election Results which could have very well happened in 2020 had thinged play out differently. Its going to take a much broader campaign and its going to take in the eyes of a lot of voting activists, legislation on the federal level. Thank you for bringing up that point. I did have that moment highlighted as well when he said its notel just about Voter Suppression. Its also about election subversion. Mike, thank you for starting us off this hour. I would like to start with you. The question that i was talking to my reporters about politically is now what happens . How much of an impact does President Bidens speech have . Doesee his speech alone make a a difference . Or Areke Voting right activists like yourselves and others looking for a morers concerted political push now . Yes, absolutely. I would say americans are looking for a more concerted push. The it is clear in his speech that the president understands the history that what is it at this moment. It is clear that it is a Threat Tot our democracy. That is being presented by these 400 bills that have been introduced in 47 states. What is not clear is what he intends to do to bring his colleagues to the table to Ensureto A Path forward a pa for passage for s1. We didnt hear about Filibuster Reform at all. And so again, understanding the history of this moment, understanding how important it is to protect the right to vote, listen, he through out some really key and important dates. Some really key and important numbers. I wanty to talk about 537 vote right, when the Supreme Court in 2000 stopped the recount in florida. I want to talk about 1982. When Reagan Reauthorized and got his party together and reauthorized the voting Rights Act. And called it the Crown Jewel Ow american liberties. I want to talk about 2006 when george w. Bush despite attempts to water down the voting Rights Act among his party, passed a clean reauthorization of the voting Rights Act. By a majority of the folks in the house and the senate. Right . If youre talking about doing everything that you can to make sure that we protect american democracy, right, we look to he took two bullets in the chest in defense of american o democracy. John lewis whose name was envoeked. Who took a brick to the face. Right . Reagan and bush who again stood up to their party because they understood how important that or is. What i did not hear is what the president of the united states in this moment is willing to do in order to make sure that we pass the for the people act and the John Lewis advancement act. Don you to for your reaction both to what the president said as well as to this point that is being brought up. You know, some would argue that because voting Rights Legislation is unlikely to pass due to the Senate Filibuster including some members perhaps within the broader democratic party who dont want to see the filibuster broken so to speak, should the president spend his political capital elsewhere like on infrastructure . What do you say to that . Is this worth fighting the battle for Voting Rights over even if it is a losing fight . Voting rights is the only battle worth fighting. And my dear friend knows that. As well as you do. There is nothing else. There is no further progress without Voting Rights. I heard some really, really key things and some encouraging things in this speech. First of all, i heard full throated support for the John Lewis vote willing rikts act. Ng thats great. But as of equal importance, i heard the President Issue full throated support for the people act. In Democrat Iblg circles, the for the people act includes moe things. It includes some other things like with respect to the way we draw political maps and such. D and its far larger than the John Lewis voting Rights Act. So what was important to hear the White House put all debate to bed and saw we support both of these measures. The one thing i also heard that was extraordinarily important was him tell he told democrats that he supports both the Voting Reform bills. He told republicans you can pass these Voter Suppression bills in all the states that you want to. But Merrick Garland will combat them with thet full support an the Department Of Justice. Thats extraordinarily important. Republicans are going to have to make a decision do we put our political moneypu behind our candidates in 2022 . Or do we put that money behind supporting these illfated bills at the federal courthouse behind excuse me, against the opposition of the federal government. The one thing i echo everything that he said. Ry The One thing i did not say and i have to plug this as a resident of the district of colombia, i did not hear support for making the district of columbia the 51st state. Were not really a true and robust discussion about the Statest Of American Democracy until were a talking about makg d. C. The 51st State And Puerto rico and other territories they wanted. The i know we want it near d. C. Thats fundamental to our Rite Right to be considered as full citizens of this country. Do you think the Justice Department waging this legal fight against the state measures that are taking place to by some accounts suppress the vote . Do you think it will have a significant impact . It is enough . If not, why not . Zblfr i dont think that its enough. It is absolutely important. It is critical. Were doubling the size of the voting Rights Division in the Department Of Justice. Thats important. While we saw during the previous administration an attempt to let that function of the federal government atrophy. I think that say wonderful sign from the s administration. And a plaud it. Andd it is not enough. Were talking about antivoting bills in over a dozen states that are already become law. And were talking about an additional 30 states where it is being debated right now. That if if we just rely on the Department Of Justice or activists to wage the fight for democracy in State House as cross the country, were going to be playing whack a mole. It will take a very long tomb to get to a place where there is a federal standard for how elections are conducted. A federal standard for how maps are drawn throughout the t redistricting process. And we do not have the time for that. Listen, i absolutely want an Infrastructure Bill to be passed. I 100 want the American Jobs Act and the american families act to be passed. And i dont see a path forward for any of those if we are not if we dont have the You Pore D to stop this this attk on the saw decreed fundamental right to vote for all americans. All right. The O Governor and the Republic Legislators will be remembered on the Dark And Wrong of history. That was Chuck Schumer talking about it after his g meeting. All of this as the situation in austin becomes more urgent by the day. Law makers are still locked in the house s chamber after republicans voted to send the sergeant at arms to detain those that left even though those officers have no authority to make arrests outside of the state of texas. Texas Lieutenant Governor Dan patrick says republicans are not backing down. Insisting these bills will be passed. We do have senators in washington. But i have a core in the senate. Im curious, first of all, to just get a quick readup on the situation. As it is playing out inside the texas State House. What can you tell usid about th . It is getting uglier by the hour. The Texas Republican Party has been deeply divided since for about five years, since Donald Trump took over. And republicans are effectively united in a way i havent seen against the democrats. Theret are threats to arrest them. The i talked to some of the legislators, the democrats on the capitol u. S. Capitol today. They were pretty ready to go to jail. That is not doable i wouldnt think in the district of tr columbia. Its a different jurisdiction. The folks are pretty on stinant. Thafr escalating by the day if not the hour. And i dont know how this ends. I think we know it ends the republicans will probably get what they want. To that point, what you are hearing from texas lawmakers that those that youre speaking to are they simply, you know, trying to delay the inevitable . Does the reality of that moment, the inevitability of this, is that a factor that weighs on their minds knowing can you be out of the state for this moment. But youre not out of the state forever. Thi they say for three weeks theyre going to be out of the state. Twl is a unique situation. We havent seen that in the awareness of politics. The escalating Special Sessions. This is a unique year. In the fall because of the delayed census, they have to pick up redistricting. They have to do a Special Session. When they do a Special Session, they can bring in other topics. So this will likely come to a head in october when redistricting has to be picked up. And democrats i dont know how you thread that needle as a crass. Thank you so much for that reporting. Between the president s remarks, our pleasure, between the remarks and meeting with Chuck Schumer, do you feel the federal government, certainly this administration is taking what is happening in texas seriously enough . I want to thank President Biden for the Support And Effort they have given not only to us but to other states kroos the nation are dealing with the same issue. So now were here in d. C. To meet with that Effort And Meeting with lawmakers. And were hoping that John Lewis voting Rights Act and the for the people act can get out of neutral where it is stalled and get and be made into law. Because were living in barrowed time in the state of texas. Were here in d. C. For the remainder of the special s session. The governor can call us back immediately. The so were living on borrowed time. Were determined to ensure that washington, d. C. Does something to help us to ensure that texans and all americans have fundamental right to vote. What is that something you want to see done . Even on awewa legislative calendar, the chances of anything happening in the three weeks that youre in d. C. And ultimate making an impact in Texas Slim to none, obviously. What it is youo want to see happen immediately to prevent as we were hearing from the reporter that the unestability that republicans will most likely get this through either later or in october when another Special Session is called . We recognize there is potential and itre wont be accomplished. What i mean specifically is John Lewis voting Rights Act, being put into law. For the people act. Helping to set a federal standard for elections. That way we can ensure the voter see Pregs Legislation that were seeing in austin in, texas right now will never become law. If we can break form and stop all legislative buzz in the state of texas and coming to d. C. , were hoping we can continue to bring attention to this issue and that other senators might be moved and willing to work to ensure that this legislation is heard at the Senate Level and hopefully passed down into law. Thousands of people in havana out protesting against shortages and protesting against the government and thousands more people in various cities and public places throughout the country. Today and yesterday are very different. Its calm. Its a tense calm. Were Hearing Reports of pockets of protests. These are unverified reports. Difficult to know what is going on with the internet cut. At least in downtown havana, the picture is one of calm. There is a heavy Police Deployment as you might expect. And people are getting used to no internet once again. Ed, what happens on the part of the cuban government and international actors . Obviously this is getting a lot of attention in the united states and elsewhere. But in terms of the cuban Governments Reaction to the outside and international pressure. The cuban government from their Point Of View are very, very careful. The main driver of the protests is scarcity. There is not enough food. There is not enough medicine. There are power cuts. Right now theyre powerless to change that. Theyre between a rock and a hard place. So its not going to go away for some time. They have to be extremely careful. The worlds eyes are on cuba. The u. S. s eyes are on cuba. So having reported on sunday, it was interesting to note that the vast majority of cuban police were disarmed. They normally carry a pistol. They werent with pistol thats day. I can only surmize the higher authorities thought well, if this gets out of control, if some hot head fires a shot if, a protester disarms a Police Officer and then a policeman fires back, Police Woman or man, then this can turn into something very, very bad for them from a Media Perspective and international Relations Point of view. I think President Biden has a stark choice to make. Over 60 of cubanamericans voted trump. This is a constituency that is very much against normalization. President biden lost florida. The they have to decide whether or not theyre going to keep those sanctions in mace or whether they remove them and theyre going to allow cuba to report the Food And Merchandise that population needs. Youre right, a confidential source reached out to a former contact after the assassination and that contact urged him to surrender to the authorities and provide information to the government that assisted in the Surrender And Arrest of the suspect. And one other individual. Now the dea in a statement does not name him. He was initially arrested in the federal system in 1999 for putting false information on a Passport Application saying his name was brandon and he was born in indiana. Neither of which was true. The government has not said what exactly the terms of his work for the government, for the dea as an informant or how recently he was a confidential source.
