After decades of talk and with our infrastructure still in peril, this Spring President biden proposed a giant Spending Bill that radically defined the term beyond bridges and roads. He calls it the american Jobs Plan with a promise to create millions of good paying Blue Collar jobs under the banner of buy american. What the biden administration says theyre actually trying to rebuild is the american Middle Class. This hour, well show you that you dont have to wait for the president s plan to see what he wants to rebuild and why. And at street level, well see who could benefit and who risks getting left behind. One of the principles of the american Jobs Plan is that improving traditional Infrastructure Hasnt always helped everyone, especially those living in its shadows. The new sixth Street Viaduct which the city calls the ribbon is light is replacing one that was literally crumbling after having been built in the 1930s. It connected a Gentrified District in downtown l. A. With a working class, largely latino neighborhood called Boyle Heights. How much does this thing called . Counting the land, the leases, the design, the construction, 588 million. When you hear the President Today talking about creating wellpaying, Blue Collar jobs, those are the jobs these men and women have. Absolutely. These people here are skilled and very talented. To me theyre even underpaid. Sometimes people see the before and the after, they forget this whole bridge is constructed by hand. High up on The Bridge, we met an Iron Worker. Whats it like to work on this project . Its pretty cool, i grew up down the street. Boyle heights . Boyle heights. Union Iron Worker. A good job. Very good job. You know, one of the things i think is undeniable about a project like this is, its changing the face of a neighborhood. You grew up here, you still live here . No, i live seven, eight miles from here. How come . Cheaper rent. So too expensive to live where you grew up, even with this good job . Oh, yeah, gas, insurance, all that good stuff. Really . Yeah. This is the other end of The Bridge from where we started our visit. Our decently paid Iron Worker who is working on that Thing Cant actually afford to live in Boyle Heights, the community where he grew up. This is the arch district, it used to be a Warehouse District where folks would come and get cheap rent. Theres a new project over there that looks like its condos or office buildings or something like that. And then that looks like something over there, im not sure what it is, theres a big picture of somebodys face painted on the wall. Let me walk you down this way. A couple of blocks away, man, is it fancy over here. Its super nice. You have Valet Parking Right here. This is i think a hip restaurant. Lets take a peek. With Hip People doing and eating hip things. And right across the street, the reality is, artists and other people who used to live in places like this can no longer afford to live here. And the big fear is, when that bridge is done, the forces that developed, gentrified this side of The Bridge are going to end up over there in Boyle Heights. And that is the view of david silvas, a realtor who sits on the local council. Developers have filed plans with the city to turn the property into multifamily apartments. The company that operates the Facility Hasnt responded to our request but they say they have no choice but to close the facility because its operating at a loss. Market Rate Housing is the Market Rate of rentals in Todays Market which is at an alltime high. If you place multifamily units at this site at the Market Rate of the greater Market Rate in Los Angeles, that is totally above and beyond what this localized community can afford. This community, Boyle Heights, the idea that you might see a bunch of condos or high priced Rental Units go up, who is going to live in them . Is it the people that are already living in this community . Most likely not, no. Thats because the median Household Income in Boyle Heights is 42,000 a year. And Market Rate, Onebedroom Apartment in Los Angeles is what . Right now it can be up to 2,000. Almost the entirety of the median income is unaffordable and unobtainable. Kato who has a good amount of money to find a different place to go. Thats right, theres different levels of income at this facility but many of them rely on medicare subsidies. When The Bridge opens, the situation gets more dire . Yes, because this whole region will be on the map for becoming ripe for development. This is Mariachi Plaza in Boyle Heights. Residents here for years have been fighting against the forces that have made this place so unaffordable from what people once knew and its not surprising, frankly, that they distrust outsiders coming into this community. Boyle heights doesnt look like it used to. Just blocks away from the Senior Center we showed up at a protest against the Verizon Cellphone Fire being built in a Community Garden which the company says is being preserved. Just so i understand, is this about the garden . Is it about 5g . Is it about development in Boyle Heights . Is it about a little bit of everything . Its little bit of everything. Were definitely seeing an unfair amount of development. Displacement of communities, displacement of neighbors. People cannot afford living in Boyle Heights. Getting too expensive . Its way too expensive. Not just that. Theyre pushing projects like this one. Theres so much happening around here, its not hard to see, drive down any street and you can see things changing. Look at The Bridge, the sixth Street Viaduct project. When you see what politicians talk about as improvements, are those improvements in your Minds Eye or in the community . No. Were surrounded by six freeways. Do you think the community said, yes, we want six freeways . No. No. Theyve been doing the same thing over and over. They take projects that are going to make them money and then they disregard this community. I met a Guy Working On The Bridge who grew up in Boyle Heights. He makes a good salary. And he says he cant afford to live here anymore. Exactly. Once that bridge is done, what does it mean . For our community, honestly, it will mean more displacement. More and more Community Members will not be able to afford living here. And The Bridge is just going to facilitate other people to come and take over. You know . Theres going to be plenty of empty houses. Plenty. Everybody is talking about displacement. Where do many of them go . Many of my neighbors have gone to other states. Maybe they have a Family Member in another state. What happens if they dont . If they dont, they probably got deported. I mean, this community has so many things that we go through. Can i ask, does anybody know anybody who has ended up without a home . Absolutely. Absolutely. We all know plenty of people. Theyre shaking their heads yes. Yes. Our hearts are filled with homeless people. The streets around The Parks are filled with cars. Whole families living in their cars. In president Bidens Bill theres over 100 Billion for new affordable housing. But here in Boyle Heights, people will tell you its not so affordable. Unaffordibility in this county is through the roof. You can see in The Park, little encampments there, another one over there, all over the place, more than anywhere else in the united states of america. So you could say that President Biden is trying to accomplish two opposing goals. One is to build more infrastructure in the united states. And the other is to build back the Middle Class. And they want to stop the effects of Climate Change by turning to infrastructure. But it isnt the infrastructure that you might think. In fact, its infrastructure that, believe it or not, looks a lot like this. One of the more controversial parts of the american Jobs Plan is President Bidens desire to broadly define infrastructure in order to solve a wide range of problems facing the u. S. , including Climate Change. Here in california, were better positioned than most to see its impact. This year there are several times many more fires than at this same point last year including the Palisades Fire that burned over A Thousand acres in late may. Because he is spending 174 Billion investment in electric vehicles, at least proposed in his Infrastructure Plan, and expanding electric Vehicle Infrastructure in the united states, including 15 billion, 15 billion, on these things alone, Charging Stations. Not just because its delicious but because were in the middle of a mega drought. Its only getting worse because of Climate Change. What we are going to do about our water is the subject of a massive Infrastructure Project in the city of Los Angeles. The big solution, as it turns out, is this. And when i say this, i mean this. Theres no tap in l. A. Discharging recycled sewage yet. But the city knows it has to do something big and bold because its current sources of water are literally drying up. When it comes to infrastructure in the united states, there are few projects that are more important than what you could probably hear right now. This thing. This is whats known as the cascades at the Los Angeles aqua aqueduct. It was dedicated in 1913, famously by william mulholland. He said in a ceremony in these hills, there it is, take it before they turn the crank and release all this water into the city of Los Angeles. Come look at this. When you look down this way, all this water has been piped for hundreds of miles, hundreds of Miles Away from the Eastern Sierras into Los Angeles, without a single pump, all using the force of gravity. At the time it was so monumental monumental, it literally changed the face of Los Angeles. The Water Today is starting to dry up because of the forces of nature. And here is the thing. Today, l. A. Has to come up with a plan. What are they going to do in a time when Climate Change is drying up some of our Water Supply, not just from here but from the Colorado River . And thats exactly why the city of Los Angeles is looking to the biden administration to solve one of the most vexing Infrastructure Problems in the united states of america. Los angeles already knows what to do. And on a small scale its already doing it, like right here. Thats taken a lot of big fish. There are some deeper holes here that we can work. A. s dry season, the water in the river is reclaimed wastewater, that is water from showers, sinks, and toilets thats been processed. This water, you know it, i dont think a lot of people do, it might have started in our toilets this morning, for all we know. Thats right. Or not this morning, 12 hours, so last night. Right. Theres actually a shift in the rivers depending on how often they pump water in. Sometimes this water will go over the bank there. So right now the level of the water is dependent on the amount of water released from the Wastewater Treatment facilities . In an Hour Youll be, wait a minute, the water is over the bank. Its because theyre dumping it in higher. Take a look, they just released the water. Thats fresh water. You got a fish youre on, youre on take your hand. Take your hand off the reel, if he wants to pull. You are definitely on a fish. Oh, baby. Take your time. Youre good. Oh, it came off. No, its on still. Oh, no you didnt do anything wrong. He just spit it out. He figured out how to get off of it. I have the hook, so he spit it out. The one that got away. In the rainy season, the l. A. River is fed by Storm Drains and Snow Melting in the mountains of the Angeles Crest above Los Angeles. In the long dry season, the main source of the l. A. River is the wastewater from the Tillman Reclamation Plant in the san fernando valley. Is it fair to say behind this door is the Control Hub for some pretty critical infrastructure . Thats correct. This Control Room is a 24 7 operation. Theres always someone here . Theres always someone here. 800,000 residents are flushing their toilets, taking a shower, et cetera. That water, 35 Millions of it, ends up here every day, all that have is recycled into lakes, eventually the l. A. River . You got it. Its treated there. That beeping in the control center, usually beeping makes me nervous, is that a bad thing . Uh, mark . Typically no. What is that beeping now, mark . Its lowered the Set Point a little bit. And youre able to fix that . No, im just able to be aware. When a flow is off the Set Point, whats the consequences of that . For a few minutes, none at all, it just happens. I got a little whiff. Not too bad. The reality is thats untreated sewage. Right. Youre going to have some smell. Youre lucky this is not smellivision because it doesnt smell particularly good. The smell and the wastewater and solids causing it are what plants like Tillman Treat by the hundreds of millions of gallons every day. So this is where the water is entering for the first time, the Treatment Facility . This is fresh wastewater. And we can open it . Whoa. What is that . Thats Toilet Paper . Toilet paper. As the wastewater flows through the plant, it gets cleaner from each process it goes through. In laymans terms, where we just came from, not clean at all, taking out Toilet Paper and things like that. Down here, still not so clean but cleaner. It doesnt smell good yet. No, it doesnt. As we move from this way out there, it gets cleaner and cleaner . Thats right. And so at this point, this is the beginning of the secondary . This is the beginning of the secondary. Not to be gross, is that poop on the top of the water . Its all the mixture of all the millions and millions of bacteria that are growing in there. Its like one big culture. What we do here is, normally what happens in a natural environment. We just add the air and just compact it, make The Treatment Go A long quicker. Let me ask you, mike. Sitting here over a Football Field sized tank of almost raw sewage, when you hear that the president wants to spend billions of dollars, Tens Of Billions on water in the united states, what does that make you think or feel . A lot of people being aware, and thats a good thing, right . Mike took me down into the tunnels under the tillman plant. What happens down here . This is where, basically, the inner piping, the whole Treatment Plant comes underneath. These are the guts . The guts of the plant, right. Whoa. Not to be overdramatic, but the future of civilization, in a way, will be determined by the technology that were standing in the middle of right now. Whether or not we have enough water to survive as a species. Is that fair to say . Yes. And how many dollars biden wanted to spend . Tens of billions. All of this has to be done. So when youre saying, in terms of Infrastructure And Spending and Fighting Climate Change, what that money is going to go towards are pipes that return Activated Sludge and things like that . Thats right. Once the water has been fully treated, its ready for release. 12 hours ago, this water was being flushed down peoples toilets and it made its way to the Tillman Treatment facility to be treated and recycled which is exactly whats happening here. It goes into the l. A. River, People Kayak in it, go Fly Fishing in it. The majority of water in Los Angeles is treated by not recycled. And Thats Part of the problem. This is the water that started how many hours ago as somebodys Toilet Water . About a day. The entire process, about a day. So about a day ago, what i fleshed down my toilet has ended up with this.
