Disturbs reports are emerging of reports that went unheeded for years. This morning we did recover another body that brings the count to 10. The total number of those accounted for is now 135. The total unaccounted 151. This the largest ever deployment of the Task Force resources in the history of the state of florida that is not a hurricane. I learn of stuff from you guys, and im able to follow up on it, but most recent are a couple of disturbing comments that i saw regarding minutes at the Champlaine South towers with respect to some of our officials in town, but be that as it may, we will get to the bottom of the it. The Bottom Line is that my commitment is that we will take everything that we have, boxes, digitally, and get it scanned and get it up on the website. It is what it is. And we will let you guys sort of review it, and well address it, you know, as it comes. We will be 100 transparent. So the mayor there is referring to events dating back to 2018. I dont know if you caught that, but he says he learned about it from the media. So here is what we know. Three years ago a structural engineer found evidence of Quote Major Structural Damage below the Buildings Pool Deck and abundant cracking below the Parking Garage, and now residents say that former City Officials told them that the building was not in bad shape. We should note that the report did not say that the building was in danger of collapsing, but residents say they were not told just how alarming the findings were, and now here we are, and this is the scene three years later. Joining me now from florida is nbc News Correspondent Antonia Hilton who is covering the latest from the search investigation, and Ellison Barber, and antonio, we will start from everyone from the governor ondown from the Press Conference on down, and the praise for the search crews, but not a lot of reaction from the 2018 reaction from the report of the buildings integrity. That is right, geoff. One of the things that struck me out of the Press Conference and for many of the officials and the first responders working Day And Night on the site, they are coming forward and there are at a times not that many updates here, because this is a dangerous and painstaking process. They emphasized the first responders, because they are working under unbelievable condition, shifting debris, smoke, fire, Wind And Rain at a times, and they want people to understand why this process may be moving so slow, but of course, remember the families waking up to the news that only one more body was recover and the Death Toll at 10, but 151 more people are still Unaccounted For. And so you can think about how on day five now how agonizing that is for everyone waiting to get some closure on what happened to their loved ones, and then from everybody in the community who live nearby, and the folks on the north tower, the Sibling Tower to the South Tower that just collapsed, they are fearful that perhaps the homes they live in may not be safe, too. The and the 2018 report that you mentioned has fueled the concerns, and hearing about damages in the Parking Garage area, and the Pool Deck around that building that is almost identical to the northern tower that is about a block from where i am right now has left the resident anniversary fearful, and anxious to get answers. The officials here are reassuring them that the investigations are getting under way, and reforms are possible, and audit of all of the buildings, and 40 years old and older over the next 30 days, but 30 days can be a long time for people who are in crisis, and if you are living here, you want assurances that you are living safe right now. Geoff. And we also learned at the Press Conference today that Death Toll now stands at ten tragically, and the number of Unaccounted For is now at 151, and do the officials yet know that all 151 people were in the building . Have they all been accounted for in the sense that it is known that at least where they were . Well, i mean the mayor of Miamidade County has repeatedly said that the accounted for number is fluid, and things could keep changing, and we are getting the sense at this point that the majority of those people are Unaccounted For, because they are presumably in the building, but we dont necessarily know at this point if all of them have been, and yesterday at an Update Yesterday Evening the mayor of Miamidade County was asking ant people who may have had a residence in the building or knew someone who did to reach out to police because they were still trying to get in touch with the various Family Members who were Unaccounted For, but this is what we know for sure, ten people have lost their lives in the collapse. These are siblings, grandparents and mothers and fathers and precious lives presumably people who like so many of us Thursday Night brushed their teeth and then went to bed, and never expecting the floor underneath them to give way that is what happened. We dont know the names of all of the people who have lost their lives, but we know some of them, 8 of 10, and i want to read the names of the people that we know who have lost their lives in the names. Stacie phang, glad dislozano, and antonio lozano, manuel la font, and Christina Ortiz and Luis Bermudez and Christina Oliwkowicz and her husband leon. This is what some have told us. The burden is heavy, and the feeling that you cannot eat anything or Look at anything, and that feeling. I sort of feel like it is Gods Way of comforting us saying either way whatever happened with your grandmother, she is okay. It has been five days since the tower collapsed and i spoke to one resident in the East Tower and she has given up hope and as much as she hates to i is a it, a she hates to say it, but she is devastate and really angry that something like this could happen. Geoff. It is one heartbreaking story after another, Ellison Barber and antonio hylton, thank you. And tina paul, listening to the reports, how are you doing, and the folks that you represent in surfside doing okay . Okay. Because i have to keep going, and Looking after my residents. And some of the folks are not doing okay, because of the grief and the heartbreak, and just about everybody knows somebody in the building. The residents are deployed and the Town Invasion in that we live here still, and people need to go to work, and take their children to camp and doctors and workers need to get into town, and the traffic has been unbearable for the residents who leave town and takes them over two hours to get home, and it is a trip that would normally take about 15 or 20 minutes. So, on top of the grief, they are not able to live their lives as residents. Sorry to cut you off, and one of the big questions is how this happened and the major of surfside told the reporters that the process is under way to make the documents pertaining to the building and the Building Integrity available to the public, and what can you tell us about that process . The process of the documents becoming available to the public is done through the Town Clerk in a public records request, because of the amount of requests receiving the documents have been uploaded to a website that is accessible, and that it keeps being updated as we get more documents. I have not seen a lot of the documents that have been updated as of late. So, you know, i can speak for what the documents that i know about. Talk about this 2018 document that cited structural damage, and what can you say about that, and why the residents were not properly informed. I found out the information that you found out at the same time that you found out. That is the only report that i have been able to read so far. I read an article on Yahoo News today that went in depth about the different email chain, and i have not seen them myself. I can say that i served on a commission in 2018, and i was not made aware of any of those situation there, and when i read the report of the it reads like an Inspection Report of the building and standard inspection of the building and where the deficiencies are, and i saw it and analyzed it and saw on page 7 stood out that it was critical, but at the same time, is that what caused this . It has to do with several factors and what was the Building Code at the time it was built, and how much maintenance and yearly maintenance is done to the building over the year, and on one hand if they were told it was safe, it was safe at this time, and you also have the factor of the project being built right next door to them in miami beach. The Champlaine Tower south sits on the border of miami beach, and the building went up there, and the demolition of the building around 2014 or 2015 and the demolition of the building and the historic structure that sat there and then this new building was built next door to them, so there could be incidents that happened there that were contributed to it, and in the article that i read some of the concerns that were sent to the Building Official were that there were concerns about the Construction Work being done next door. Again, this was not brought to my attention at the time or i would have Looked into it. The complaints i got were about the beach being closed, and because it Cut Off, and it was a Beach Access Point that was Cut Off because of the construction, and that is a problem to a lot of the residents who walk the beach. And should folks who live in at least one building that i know of, the socalled Sister Building that was built by the same team at the time, should they feel assured to be safe or should they evacuate . I would leave it up to them, but we did send the structural Engineering Team there to Look at the garage, because it was reported to us that there was significant chips, and not cracks, but chunks taken out of the columns in the garage. So you to Look at the age of the building, and how much work was done, and you get that through the assessments, because you know the work that needs to be done, and you get that through the work that was done, and those are factors that contributes to this. So if the building is maintained, and live in a condo four blocks away and i know what repairs have been there, and i am on the Condo Board and resident for eight years and i know what has been done for eight year, but i dont know what has been done prior to my coming there, and so that is what you have to see. Some owners who are, you know, they own the property and they rent it out or not there full time. So, full time owners would know more of what is going on in the building on the daytoday level. And we are following the latest news on that criminal probe into the Trump Organization. The Washington Post is now reporting that prosecutors in New York have Given Lawyers for the Trump Organization until today to make final arguments as to why it should not be charged in a criminal probe into the financial dealings. That is according to two sources familiar with the matter. Now, Nbc News previously reported that charges are expected as soon as this week. Joining rus the Washington Post reporter, and Msnbc Contributor David farenthal, and rebecca. So unpack this for us, the charges and who is involved in what we know is that the Trump Organization, and Allen Weisselberg seem to be the most immediate targets of the investigation, and possible to be indicted as soon as this week, and both weisselberg as a person obviously and the Trump Organization as an entity. It is not the end of the investigation and not end without trump being indicted, and legal exposure, because the company could face fine, and now his cfo, the person who knows most of his conduct over the last 30 years will see the charges against him and feel greater pressure to flip. And rebecca, what does it mean that the Trump Organization is being investigated here . We are used to the prosecutors bringing charges against the people, and what does it mean that the entire Trump Organization is under the microscope . So, the prosecutors have the discretion to bring charges not only against the individuals but also against organization, and there are a bunch of factors in deciding whether or not to do that when a crime has been conducted about a person who has a position within the organization. The main thing they Look at is how pervasive this conduct was within this organization, and who was involved. So if it involves Top Management, and Top Management was involved either by doing it or directing somebody to engage in the illegal activity or tolerating the illegal activity in a obvious way, then, those guidelines suggest that you might Look at charging the company as a whole. And that is a significant thing for the Company And Anybody else involved in that company. Is it unusual, rebecca, for the prosecutors give attorneys time to convince them not to bring them charges and is this special treatment for the Trump Organization, or is this way for it to normally work . Well, a lot of people think it is special treatment for the Trump Organization or two levels of justice, one for the wealthy and everybody else, but it is not really the case. I mean, it is far more common in White Collar cases to give an opportunity to the lawyers to come forward, but it is mostly because those investigations are quite complicated and as i said, so many factors to determining whether to charge especially a company that it is frequently does happen that the lawyer is given an opportunity to present his case, and i will say it is also very infrequently happens that it is successful. So i would not Look at this as anything in particular with regard to trump or White Collar cases in particular. So, david, in the minute that we have left, what would charges mean . Banks could recall the loans and you know better than anybody how many loans the Trump Organization is on the hook for . Well, not merely being indicted is going to change that much, but if they plead guilty to any of these crimes, there is a number of implications, the banks could call in the loans and the Liquor Licenses as the Golf Clubs and hotels, they could call in the Liquor Licenses, because companies with felony charges cannot own a liquor license. So it could have implications for companies that are nowhere near New York could not have a liquor license. Thank you for your insights. The uvas that the militias are employing are not sophisticated, but they are dangerous, and even if they are armed with the equivalent of the hand grenade, they will dive into the target at primarily at night, and so it is a strong signal, and this is one that will get their attention. What are the implications of the strikes on the relationship between the u. S. And iran do you think . Well, of course, the primary motivation of this administration i think has been the appropriate one, to get back into the accord with the iranians, and try to stop the fairly rapid development of nuclear Fissile Material going on in iran right now. The election of a hardline president was not a good signal. And the biden administration is trying to be judicious in how they deal with this. I dont think it is going very well. It Looks to me as unlikely that the iranians are going to be really allow transparent external inspections of the nuclear weapons program, and they are continuing a pace with a very robust missile development program. So, a lot is at stake, and it cannot be helped by the iranians trying to kill u. S. Or nato forces on the ground in iraq. After a bit of a rocky weekend, it appears that the president s Infrastructure Plans are back on time. The republicans did balk at the implication that the bipartisan deal could not go forward without The Democrats only reconciliation deal, but after the White House clarified that President Biden would not veto the bipartisan deal, most republicans and especially those who negotiated the deal appear to be back on board. We were assured that the two would not be linked. And yes, the Human Infrastructure as they call it would be pursued, but they would not be linked. It was a surprise that the two get linked and i am glad that they are delinked. I made it clear in much larger statement that was carefully crafted and thought through piece by piece that if the Infrastructure Deal comes to his desk he will sign it. And with the senate in recess this week, a lot can happen. And Mitch Mcconnell urged the president to keep these two bills separate. And so what i did this morning is to call on the president to ask the Majority Leader and the speaker to deal with these issues separately. To deal with them separately. Thats the way the deal was negotiated according to the ten republicans that i can assure you who were in the discussion, there was no agreement that they would be linked. And also this week, the house is moving ahead with the commission on the January 6th insurrection after the republicans blocked the bill for a bipartisan panel to review the capitol attack. All right. Joining us to break it down is Capitol Hill Correspondent garrett haake, and our political coauthor eugene daniel. Garrett, starting with you, it is a misnomer to refer to the two Infrastructure Deals as bills, because there is no text for them, but Mitch Mcconnell is laying down the marker, and he says that Pelosi And Schumer have to delink the Infrastructure And Reconciliation proposals, these packages, but he knows better than anybody that they dont have the votes unless they move them together. Right. Taking it apart, as you point out, more detail in a Cheesecake Factory Menu than either of the proposals as they exist right now. Neither are bills. They are both ideas getting worked through. The bipartisan proposal especially is top line numbers, but the staff are hard at work at it even now, because the Time Line here is so short. Mitch mcconnell has known for months that the Reconciliation Bill is coming, and he has talked about it on the floor, and answered questions about it at Press Conferences, and he knew that bipartisan deal might be necessary, because as he has said himself The Democrats had the votes to do everything they wanted to do on the reconciliation basis. He understands the real politic on this, and this is why he wants congressional leaders to delink them is disingenuous because he knows that it has to move that way for the democratic voters to keep in place, and so for Mitch Mcconnell to keep It Agnostic on the Infrastructure Bill or defeat both, the next tactical step is to make sense to drive a wedge of the different elements of the democratic Conference And Hope that perhaps the only the bipartisan bill will survive or perhaps neither. And if he is trying to pressure the House Speaker into do basically to delink the bills, but Nancy Pelosi said last week and reminding both of us that she started life as Nancy Dell Asandro from baltimore and so did it do anything to keep it on track . For those who were not moved by what President Biden said with that long and surprising walkback that they sent out saturday, they were not people supportive of the bipartisan deal anyway. The folks that we heard from that you played are the people who have been in the process and having the conversations, because no one paying attention knew there would be two bills, and the threat surprised us, and so the Walkback Wasnt a surprise. So we have talked about it on this show and every other show, and infrastructure is popular for the american people, and for the republicans to go home, and work with biden to do it and go home to say that road that has the huge pothole and that bridge that you hate to drive on, we will work on fixing that, and that is a win for them, and enough to keep ten republicans on board here in the senate. And Garrett N the time that we have left, tell us about the upcoming vote on the select committee to investigate what happened January 6th. How is that moving forward . I dont anticipate that a single republican is going to vote for it, or any of the members on the commission, because they felt it was a better way to Look at it in a nonpartisan basis, and better than having Nancy Pelosis committee Looking at it. And so a select committee is what we will get and a big outstanding question is that once the vote is done, how will republicans choose to participate with it or not. Will they appoint members to it at all or engage with the material or partisan people to slow it down or take away from the focus of the committees work . All of those questions that will be soon answered as soon as this week. And now joining us is emergency physician, and director of opportunity labs, and dr. Ramirez, this is a real world test, because if they come back without any covid cases on board, and especially with the kids on that ship who are too young to be vaccinated and if they come back healthy and does that give the green light for other ships . Well, it is a positive sign, but we have to take it slowly. There were several infectious outbreaks early in the pandemic, and important to note that this ship is sailing at 35 to 40 capacity, and when we increase the capacity, the kids are not vaccinated. So it is not ship where is the entire group is completely safe, so we have to see what happens, and take it slowly, and that is sort of the better part of valor here. Cruises, concerts and crowds going back to baseball games, and some venues are asking for the proof of vaccination. Is that the sort of the best practice, and do you think that is going to become the new norm . Well, this is a hot button issue, geoff, because people are very much against asking for proof of vaccination, but there is a dangerous variant out there circulating, and a lot of the country is not vaccinated or protected. My own belief is that it is going to be very helpful in terms of keeping the public safe, and a question of politics on some level. I with the Delta Variant circulating and increasingly circulating, and my recommendation that we should be checking vaccination, and for all of the reasons that i want to point out, it is a very charged issue. Talk about the new data on the Pfizer And Moderna vaccines that show that the shots can protect people against covid apparently for years without a booster shot. What do you make of the new data . Well, so what the data shows, geoff, is that they sampled 41 people, and Looked at the lymph node tissue, and they Saw Something called the germinal zone goes to train and proliferate was active at four months which is unusually long period. And so the inference there is that because the germinal zone has a long lasting immunity, but what the caveat is that we can only infer that if the virus does not continue to mutate, and this is the xfactor, the because we know it is continuing to mutate, and we have to see what this means in the larger population data. Do you know when we will know that, because in previous interviews, dr. Fauci said that if a booster is needed, it is going to be needed in the fall, and we are only a couple of months from the fall, and so when will experts know if it is needed or not. Well, that is the 64,000 question, geoff, and nobody knows for sure. A highly anticipated Government Report On Ufos spotted by Military Pilots reveals that there have been close encounters but were no closer to an answer of what kind of encounter. In the nine page pentagon report, the u. S. Government cant explain 143 of the 144 cases of Unidentified Flying Objects. The one case they could categorize they said was a large deflating balloon. The pilots definitely Saw Something. The government simply doesnt know what or so they say. Joining me is the Staff Writer for the New Yorker. Also an msnbc contributor. This Government Report says that Unidentified Flying Objects for right now at least are still unidentified. What did you make of this report . Right. So i give this a bunch of different categories to think about what the ufos or uap could be. You know, potentially this could just be airborne clutter, garbage, plastic bags, birds, or it could be classified technology, foreign classified technology or it could be there is a broad catch all bin of other. And thats of course what people fixated on is what does other mean . So your latest for the New Yorker focused on the timing of this report. Unpack that for us. Why is that significant this is coming out now . Theres been a lot of pressure over congress to Look into this. Especially given the potential concerns about national security. You know, if there is some alarming explanation for these, this does represent some foreign drone technology. Clearly there would be serious implications. So the national security concernses and then Pilot Safety concerns that talks about 11 different close physical encounters where pilots felt like safety was threatened and, you know, this report was not produced simply by this Task Force set up last summer. This was 17 different federal agencies have input into how this was put together. So this was clearly a broad multiagency effort. So the Government Report was largely inconclusive. Have you based on your own reporting been able to get a handle on what these objects might be . I wish i knew. I mean, it seems like nobody has a very good idea. I mean obviously the expectation is that of these 143 unresolved reports, presumably the bulk of them have some mundane explanation. The answer is getting to the 18 reports that they describe or 18 incidents that they describe in this that at least in theory could be showing characteristics of Flight Maneuverability that we have a different a difficult time prosetsing. And so were one of the strangest lines in the report is that we dont need just more data. We dont need just more analysis. But we might in fact need more science to figure out what kind of movement is represented here. Of course we dont know how that movement is corroborated. We dont know if these were eyewitness reports that could be subject to misperception or if these fell into the category of the report that have corroborating data through infrared or sensors or radar.
