What a mess. Dont do that. Good morning its monday, june 28th. Well start with the latest on the collapsed condo in surfside, florida just outside of miami. Were at day five of Search And Rescue efforts. Nine people are confirmed dead, eight have been identified so far. No one has been pulled alive from the rubble since thursday when the 12story Building completely collapsed in the early morning hours. The mayor of miamidade warns these numbers will continue to shift as Rescue Events continue. I want to stress, since the beginning, these numbers have been very, very fluid and they will continue to be subject to change. Thats because we get new information, people turn out were not there at the time and so on. And so, it is very important to keep in mind that these numbers are not final. Six to eight teams are actively searching for survivors with hundreds on stand by. Engineers are also on hand closely monitoring everything to make sure the remaining half of the condo is not in danger of falling. Crews dealt with fires at the sight over the weekend. Meanwhile, families of those still missing are waiting for any sign of hope. Buses brought groups of relatives to the building so they could witness the rescuers at work. A Makeshift Memorial with pictures of the missing is on a Fence Feet from where crews are working. As to what caused the collapse, according to the New York times experts who have examined footage of the disaster are focussing on a spot in the lowest part of the condo complex, possibly in or below the underground Parking Garage where an initial failure could have occurred. Meanwhile, a team of specialists, including scientists and engineers arrived at the site on friday. They are from a federal agency that investigated the fall of the Twin Towers after september 11th. Their aim is to help determine the cause of the collapse and suggest future steps to avoid another similar disaster. Joining us now from surfside, florida, Nbc News correspondent antonio hilton. What more can you tell us . Good morning, mika. This massive Search And Rescue effort happening behind me here is stretching into its fifth day with 152 people still unaccounted for. And fears and frustrations are rightly growing. Theyre not limited just to those connected to Loved Ones that live in the South Tower that came down. They spread throughout the community here as people living in neighboring buildings are asking is my Building Unsafe too . Growing fears that the buildings around Champagne Towers may also be at risk. If i was in that Sister Building, i would want to be out of it until someone told me it was safe. Reporter the mayor saying residents can evacuate voluntarily until the Building Audit is complete. Phillip and his wife have lived in the building for six years and theyre not leaving. Your building was made by the same builder, do you feel safe living there . Same builder, same architect, more or less the same design. A little bit different as far as the number of units. So, yes, im concerned. Reporter the 2018 report cited an abundant cracking and spauling of varying degrees was noted and noted structural damage around the Pool Deck. This is not unique in terms of concrete problems. There was nothing in there that screamed to me you need to get out of the building. Reporter but some dont want to wait for answers. Monica lives in a building across the street. You see the families, the victims like crying cause now theyre letting the families come. To be honest, i dont think thats a good idea, but i guess they were requesting to see the site. You can see them like breaking in front of you pretty much. Reporter do you think youll feel comfortable moving back here after some time . After. At least for a while i have to. Reporter monica plans to check in to a hotel until then. It could be many months before we understand exactly what happened that night and why the South Tower came down. Miamidades mayor said that all buildings over 40 years old are going to be audited within the next 30 days but understandably residents here want assurances now. Mika . Antonia hylton, thank you for that report. Theres also reporting that in 2018, three years ago, an Engineering Consultant warned of Major Structural Damage at the condo complex. Thats a quote, Major Structural Damage. The report found alarming evidence of damage to the Concrete Slab below the Pool Deck and Abundant Crackling and crumbling in the underground of the building. The report noted that much of the Concrete And Rebar damage was probably caused by persistent Water Leeks and years of exposure to salt air. A multimillion Dollar Repair Project was scheduled to get under way soon. For more on the 2018 reports, lets bring in Deborah Acosta. I guess im concerned first of all with the language that was used and where that language is on the scale of you dont need to do anything right now to act immediately. Yeah, mika. The Engineering Firm that was hired to inspect the building in 2018 pointed to some concerning Design Flaws that you mentioned in the building but didnt cite it in until the ninth page of the report. And called it good on five measures. Nothing that indicated the building was about to collapse. So i notice go ahead. I was just going to mention the twin building, north, thats just a couple buildings down from the collapse was constructed at almost the same exact time and that is still standing. I spoke with the Condo Association of that building said their maintenance has been top notch, perhaps that made a difference. For people like myself that grew up in florida, there are always booms and busts for buildings. I remember in the Late 70s, early 80s, a lot of condos going up quickly along the coastline. And for any floridan, you know the Building Codes radically tightened and got tougher after Hurricane Andrew in 1992 and the Building Codes changed along the beaches. How much danger are pre1992 condos in right now . Along floridas coastlines, how many do you think really need to be given a much closer look . Thats a great question. And because of this question that we all have in our minds right now, Mayor Cava is calling for an audit of all buildings over 40 years old to determine if there is a problem that needs to be addressed, and if so, address it immediately. But its unclear, as you mention, how those Building Codes might make a difference. Especially after Hurricane Andrew. The Wall Street journals Deborah Acosta thank you for that update. Well speak to an engineer later who works in Condo Repair and who worked on the Pool Deck in 2017. Well also speak live with the mayor of miamidade. It is, again, for people who didnt grow up in florida, i remember in the Late 70s and early 80s, there were always, always booms and busts. There have been booms and busts in florida in Real Estate throughout the 20th century. We all remember the condominiums sprouting up out of nowhere, being built very quickly. If you ever went in them later on, especially the last ten years or so, you could tell some of them were built very cheaply. So there really is a line of demarcation in the state of florida when it comes to construction, it is 1992 Hurricane Andrew, and the florida legislature, leaders enacted extraordinarily strict guidelines that, obviously, if youre living in a building in florida, a condo that was built during this time period, obviously, a lot of people are starting to question whether those structures are safe or not and it requires that regulators really come in and be very aggressive in checking out the safety of those buildings. Its also the question is whether those buildings if they have similar damage if they can be insured up. You look at the Inspection Report here and the wording used, granted it was on the ninth page but the wording is pretty severe, and the question is, did they not act because they were negligent or were there not a lot of options for a building like that that was just built in a poor condition, and how many other buildings are dealing with similar options . Now there is a similar building nearby that apparently was maintained better, but does that make it does that make it completely fail safe . These are the questions that will be to be answered and probably will be need to be answered across the state. President biden offered what the pentagon is calling, quote, defensive Air Strikes in Syria And Iraq yesterday. The strikes targeted Weapons Storage facilities belonging to iran backed militia groups. They were behind attacks on american personnel according to the White House. Joining us now Courtney Kube. Courtney . Hi, mika. Thats right. We saw this now the second time that President Biden has called Air Strikes or has approved Air Strikes in Iraq And Syria. This is different than the first time, back in february. In that case, there were a number of Rocket Attacks against u. S. Military personnel and facilities in iraq. That was why President Biden approved these strikes. Again, it was in Iraq And Syria at that time. This is a different threat, though. Now the pentagon, the military, are talking about these uav or drones causing this threat. We know there have been at least five attacks by drones against these facilities in Iraq And Syria in the last several weeks several months, really, and that has caused this. What this entire event is really about, mika is deterrence. The pentagon is hoping that by taking these strikes theyre not only taking out these storage facilities, these Weapons Facilities where the drones parts are stored and assembled, but theyre hoping by striking these facilities it will deter these iranbacked militias from carrying out these uav or Drone Strikes in the future with the Hope Theyll be able to avoid u. S. Personnel being hurt or killed. You recall the attacks that caused the u. S. Strikes in february, they were actually deadly. A Filipino Contractor was killed and six others injured in one of these strikes. So far these attacks have not been deadly but the concern is they will turn that way. These are manned Air Strikes, the u. S. Conducted them with manned f15s and f16s from another military facility in the region. The pilots returned to base safely. The pentagon is calling this successful. There are reports of casualties out of the region but so far defense officials said theyre not aware of any yet but its still early to know. Thank you very much. Lets bring in Jonathan Lemire right now, white House Correspondent for the associated press. Interesting this is happening as we move toward possibly another realm of talks for the iran nuclear deal. And these strikes on both sides have seemed measured, the iranians with their Drone Strikes want to cause damage but dont want to cause american casualies based on some reporting, and yet, the fighting continues back and forth. What can you tell us . Morning, joe. The White House right now the signal theyre sending from the White House and the Department Of Defense is they wanted this to be proportional and measured, they didnt want to go too far because of the talks. They wanted to send a message of deterrence, a message to tehran to back off, were aware of what youre doing and if needed at any time we can take you out. Thats the Sub Text here, the u. S. Can reach across the globe at a moments notice and inflict damage like this. But at the same time there is still some hope to restart and break progress on the iran nuclear talks, about to have another round of negotiations as you said, theres skepticism in the reasonable about what can happen. But the u. S. Still has some hope that something can be done. Some sort of framework that they can make a deal with tehran. That is the Balancing Act theyre trying to strike here. Then well hear more from the president today. He returned last night from camp david, a weekend away. A number of reporters on the South Lawn shouted questions about this, news had broken minutes before. And biden waved and said, i will talk to you about that tomorrow, meaning today, so we should expect to hear more from him and the administrations thinking on this in the hours ahead. President biden is working to get his Infrastructure Deal with a bipartisan group of senators back on track. While announcing the deal on thursday, biden also made it clear that democrats would work on a second Infrastructure Package to be passed through reconciliation and then signed in tandem. That angered a number of republicans, including senator Lindsey Graham, an original supporter of the deal who told politico. If hes going to tie them together, he can forget it. Im not doing that, thats extortion. Im not going to do that. The dems are being told you cant get your bipartisan Work Product passed unless you sign onto what the left wants and im not playing that game. Over the weekend the president clarified his comments in a lengthy statement that read in part, my comments also created the impression that i was issuing a Veto Threat on the very plan i had just agreed to, which was certainly not my intent. The Bottom Line is this, i gave my wort to support the Infrastructure Plan and thats what i intend to do. That Course Connection was enough to get some of the original republican supporters back on board. We were all blindsided by the comments the previous day which were that somehow these two bills were connected. It was a surprise to say the least that those two got linked. Im glad they got delinked and we can move forward with a bipartisan bill thats broadly popular. I do trust the president and he made very clear in the much larger statement that came out over the weekend carefully crafted and thought through piece by piece that if the Infrastructure Bill reaches his desk and it m comes alone, he will sign it. We were assured that the two would not be linked. Yes, the Human Infrastructure would be pursued but the two would not be linked. If you sink both we lose the advantage of that which is in our hand, which is the Infrastructure Bill. Joining us now, white House Correspondent for Politico Eugene daniels, also an msnbc contributor. You know whats so interesting here is the democrats have seemed, at least in my mind, to have the upper hand when it comes to bipartisan, pushing for a bipartisan deal, moving towards a bipartisan deal, getting a bipartisan deal and then as soon as they get it, man, they give the republicans high ground. Its hard to explain exactly why we had the events changed the way they did, but the president has cleaned It Up, even if All The President S Men And Women have not cleaned this this up. Tell us about the chaos of this past weekend on trying to get to yes. President biden himself had to get on the Phone And Call folks because there were there was a lot of worry as he kind of this implicit Veto Threat, i would only sign both of these, not signing one or the other, they want them both at the same time. So all this conversation happening, along with a Time Line that the democratic leadership laid out, spooked republicans you have Lindsey Graham speak to a Play Book and kind of say that they would be, you know that they would be getting played basically if republicans went along with it. So President Biden has cleaned that up quite a bit it seems. And the reason that theres like you said, there is a lot on the plate. The democrats have the upper hand, because infrastructure is extremely popular. Right. Any human can go outside, probably on their street in this country, and see a pothole, see something that needs to be fixed when it comes to infrastructure. So republicans do want to get a deal here because even though theyve been fighting and promised to stop this administration, infrastructure, if you get those roads and bridges done in your district, your state, thats going to sell a lot for 2022, and people still have to get reelected so they know if Theres Anything theyre going to do as president , its going to be this Infrastructure Bill. Yeah, and so President Biden cleaned things up this past weekend. Republicans went on sunday shows and said, okay. Okay. Im fine. Okay. I trust the president , and then, the White Houses Cedric Richmond went on Jake Tapper this weekend and said this. Can you clarify once and for all, biden will, if it happens that the bipartisan Infrastructure Bill lands on his desk on its own, i understand thats not the preference, but if that were to happen, he would sign it, yes or no . I dont think its a yes or no question. This is what i think it is. People under estimated President Biden since day one, we passed the rescue plan, the Jobs Plan and well pass the americans family plan. So well keep meeting the challenges faced and making decisions for the american people. We expect both bills in front of us to sign and i expect President Biden will sign the Infrastructure Plan, and the families plan. Hes not going to commit to signing the Infrastructure Bill if it lands on his desk on its own . He has to have the other bill . No, the important point is to focus on the Statement Yesterday where the president s words speak for them selves. You see, sometimes it is a yes or no answer. I have to say this weekend at the White House, more unforced errors than torres at short stop and thats a lie. That answer cleared things up there from Sedgwick Richmond. What happened this week is that President Biden said the quiet part outloud. These two bills were always going to be done in tandem, thats not a secret, the republicans knew that too. The hard infrastructure would be done in a bipartisan package and then the Human Part would be done by reconciliation. There was always a Chance And House Speaker Nancy Pelosi said she would bring the bills at the same time so theyd be linked. But there is difference with posturing from the House Speaker or the Majority Leader to the president threatening veto. When he did that, went a little too far. In the bills he talked about the bills pursued in tandem, republicans okay with that, could sign off on the Infrastructure Stuff and not be part of the other piece of it. Once he threatened to veto, their stance had to change. This was a bridge too far. Hence the walk back in that statement this weekend, though still some mixed messaging from the white House Administration officials in the days that followed. Well hear from the president , hes traveling this week on this, going to wisconsin. Hes given his word he will support this bill but now he has to keep progressives in line. He has to keep democrats happy with the tandem bills and they need to make sure they can get the larger Reconciliation Bill passed though it may not be as large of a number as the White House wanted because of concerns from moderates, democrats about the spending. Thats the point, they have negotiations still ongoing. They need to talk to Joe Manchin, Kyrsten Sinema, and a few other democrats. That other bill is not ready to sign right now anyway. Theres going to be more negotiations, but boy the White House needs to clean up what Sedgwick Richmond said yesterday, there cant be any ambiguity, linkage if they want to get the bipartisan bill done. The republicans are out basically out enough as it stands. So they need to clean that up before they start worrying about this other Infrastructure Bill, eugene, because again, Joe Manchin, Kyrsten Sinema, and three or four other democrats are not going to sign on to the soft Infrastructure Bill as is. Democrats and progressives still have a ways to go before they get to a final number on that, right . No, absolutely. You have Bernie Sanders, budget chairman, saying 6 Trillion, right. You have the number that President Biden put out for this Human Infrastructure at around 3 trillion, and Joe Manchin saying he can go 2 trillion. So we have some numbers that they are playing with. And its clear you know, you mentioned manchin, Kyrsten Sinema and others, because its important i repeat it and we talked about it on this show quite a bit is that Manchin And Sinema serve as proxies for quieter democrats who have issues with things such as the P Amount of spending and even what infrastructure is. We had that conversation for weeks and weeks at the beginning of the process. Most democrats have gotten on board but still trying to figure out what to do with this. So the conversation within the party is whats going to be interesting to watch as they work on this Reconciliation Bill while the bipartisan deal is still kind of being mapped out because we have a framework on the latter and on the Reconciliation Bill, theres still a lot going on. A lot of people that want things in, and progressives have said that they want it to be huge and big and if not it doesnt matter. You have members of the house people like Alexandria Ocasiocortez who say, if we dont go big it doesnt matter whats in there. So both Nancy Pelosi, Chuck Schumer and even President Biden theyre all going to have to do a lot of massaging within the party to make sure folks are comfortable with this because they dont have a lot of time left to get this Reconciliation Bill done. And by the time were in january of next year, which seems like a long time from now, but its not, people are going to be moving to the midterms and that work in d. C. Is going to halt. Still ahead on Morning Joe, as we mentioned well be joined by the mayor of Miamidade County about the latest Search And Rescue efforts following last Weeks Condo Collapse. Plus a Structural Engineer who specializes in concrete repair projects. Also ahead, Inside Former Attorney General William Barrs break up with President Trump. Welcome back. Look at sports now. While french authorities seek a fan who caused dozens of cyclists to crash during the Tour De France On Saturday, the Washington Post reports the organization will sue the spectator who caused the Pile Up, after she stepped in front of the Racing Pack holding a Card Board Sign appearing to display a message for tv cameras. Oh no. Leading to the crash of dozens of riders. The fan fled the scene and has yet to be found. The crash was the first of two that occurred as the famed Bicycle Race returned after a pandemicera delay. Exciting to have my god. It back but that is absolutely terrible. Jonathan lemire were about to talk about a Heat Wave and whats happening out west. But there was a Heat Wave of Baseball Goodness sweeping through the Ball Yard this weekend. That was cheesy. It was cheesy. Pack your patience if youre a yankees fan, this is going to take a while. I heard we make fun of people going pack your patience, i heard it 12 times but what a game Jonathan Lemire. You could have done the segue, you could have used the Pile Up and that crash because that looked like the yankees this weekend at fenway. Devers just destroying the ball. 450 plus feet. Sox with another sweep of the yankees, 60 against them in series. Not what you and i would have predicted Say Last March but great to win two close games and then pound the yankees ace, Garrett Cole and move Up To 5. 5 games. Baseball is a game of streaks, Joe Deemagios hitting streaks. And another one, your attending Red Sox games and seeing them lose, four this season. Yet you were there this weekend, the streak has been snapped, congratulations to you. Mika and i calculated it, it was not jack scarborough, andrew, john, myself. Every time it was rachel who was there as well with us. We blamed her, threw her under the Bus And Jack and i delivering the wins this weekend. The yankees, a frustrating time to them, and its still very early in the season. It was this time last week we thought the yankees were Coming Up and were going to catch us. I think the big news out of the weekend, at least for the yankees is the fact that dj lemahieu, the guy who won the Batting Award and is just a phenomenal hitter whos been struggling this year, he caught fire this weekend. If youre looking for the yankees to come back and win more games thats a place to start. Our instinct is expect the worse. And youre right, he was off to a terrible start, heated up. Judge homered yesterday. Theres so much talent in the yankees Line Up and i know at a certain point theyre going to hit. Fans are frustrate, theyre not, theyre near the bottom of the league in runs scored. They will hit. The issue they have, and the issue the Red Sox have, is the pitcher. Cole has come back to earth, we wont bring a link to the crackdown of foreign substances. But the bullpen is not as good as they used to be. I think the yankees will be heard from, even if its winning 108 games if their bats wake up. Yeah. Were considered too considering were concerned too considering richardson threw nine over the backstop. Were trying to figure out how the yankees are going to win and break our hearts in The End, this weekend, yes, it was a Red Sox sweep but lemahieu, hes back you know what happens. When one guy starts hitting it becomes contagious. You watch the yankees, theyre going to storm past everybody in the fall. Well see. Lets talk about the Heat Wave in the west over the weekend setting records. With portland reaching 112 Degrees Yesterday youre making that up. On wednesday President Biden is set to meet with governors from western states to discuss the impacts of drought, heat, and wildfires and how to strengthen response efforts. Heres more. Reporter a dome of heat keeps punishing the Pacific Northwest. 107 at Portland International right now. That equals portlands all time record high ever. Reporter at least 25 Million people under Heat Alerts in the western u. S. With residents doing what they can to escape the hottest areas. Its concerning. Reporter in idaho the Ironman Competition moving forward under an excessive heat warning. It will be difficult, a struggle but well get it done. Reporter most restaurants in downtown portland, closing. This owner removing dining pods. You bake in there. Well close at one today so our staff doesnt die of heat exhaustion. Shoppers waiting in long lines for Ac Units and fans as stores ran out. I apologize were supposed to get more in. Reporter meanwhile, states across the west are facing dangerous drought conditions. The weather gets over 100 degrees we get busy fast, a lot of heat related calls. Our concern is brush fires. Reporter with 44 active large fires burning from New Mexico to oregon many cities are canceling fourth of July Fireworks as a precaution as the temperature keeps rising under a scorching sun. While were talking about the Red Sox, theyll be playing in Boston Bill karins, the Red Sox are playing in boston the next three days with temperatures in the mid to the high 90s. So this Heat Wave is not just affecting the west coast. I mean, its pounding the East Coast as well, isnt it . Yeah, its just started up in the East Coast, feels like 105 in boston, not comfortable but typical once or twice a summer it gets loo like that. But the northwest, its unimaginable. You couldnt Picture Anything like this ever growing up in that Region Or Anything else. Just to give you some perspective. So seattle today is expecting to hit 110 degrees. This is seattle, washington. The hottest they ever were before this was 103. So theyre going to break the alltime record by seven degrees. Lets give you perspective on the East Coast, the hottest temperature ever in New York and d. C. Is 106. So imagine if New York and d. C. Were hitting 113 degrees. Thats how obscene and crazy this Heat Record is that were going to Set Today in seattle. And portland is right there too. Portland yesterday was 112, today theyre going to break that. Theyll be 114 degrees. When phoenix is like that, everyone is like, thats hot, but its a dry heat. This is the northwest we are talking about. It does get slightly better as we go into tuesday, at least saturday and portland cool off. And joe was mentioning the northeast now getting into the mix, 32 Million people under a dangerous Heat Advisory for today. These arent with warnings like the west. But when you get day after day it begins to build up, boston 96, and the difference in the northeast its hot and humid whereas in the northwest its a Drytype Heat not as humid. So the Heat Index is uncomfortable to the in areas of the northeast and that continues in the days ahead. This Heat Wave would happen regardless of Climate Change, but Climate Change is making the Heat Wave in the northwest worse and the drought is making it worse, too. Im afraid what the rest of the summer is going to look like in the west. Terrible. Bill, you talk about Climate Change as far as the longterm effect of this making it more intense. Lets talk about what happened over the past couple of weeks to make this happen. Of course, were used to hearing about the Santa Ana winds in california sweeping down through the mountains, the passes and scorching california. Where did this air come from . Where did this front come from . It is so unusual, how did it get that hot in the Pacific Northwest . Im glad you mentioned the Santa Ana winds because thats the same effect thats typically over southern California Thats shifted to the northwest and british columbia, Canada Yesterday set their hottest temperatures they ever recorded in their countrys history. Picture what happened with the Santa Ana winds shifted to the northwest. Weather records go back 120 years in the northwest and we never recorded anything like this before, doesnt mean its never happened in history but theyre saying this is a once in A Thousand year, once in a 10,000 year, joe. But the winds coming down into the cities is what happens making it so hot today. If youve ever been in those cities, theres not Air Conditioning everywhere. Only 30 of the people in seattle have Air Conditioning and its going to be 110 degrees today. Horrible. Keep us posted. The Trump Organization is expected to be hit with criminal charges as soon as this week. Multiple people familiar with the matter tell Nbc News, trumps attorney said Company Lawyers met with new York District Attorney Cy Vance on thursday to try to persuade his office and the state not to go forward. He told nbc that for vance to charge the company is, quote, completely outrageous. The Washington Post reports Vances Office Set today as the deadline for the former president s attorneys to make any final arguments as to why the Trump Organization shouldnt be charged for attempts to avoid paying State Taxes by paying the organizations employees with gifts. The most prominent Gift Recipient is alleged to be the companys chief financial officer, Allen Wieselberg who prosecutors were reportedly hoping would cooperate with the investigation and implicate his boss directly. The expected criminal charges are not against trump personally. Joining us now former u. S. Attorney and msnbc contributor, barbara mcquad. What can we deem from the information we know here . We have a Trump Attorney making public statements that the Trump Organization may be charged this week. I would take him at his word. I say lawyers sometimes try to get out in front of those allegations so they can use it to their advantage, trying to generate some outrage in response to it. But i would look for charges against the Trump Organization. I would also suspect if those charges are filed, those would not be the only charges well ultimately see. Sometimes initially charges are filed with the intention that more charges would be filed later but to use this moment to make a final approach to people like Allen Weisselberg and others lower in the organization to try to use it as an opportunity to secure their cooperation. Reports from the Trump Side that vances office told them today was the deadline to convince them not to bring charges, is that unusual . The final chance . It is unusual but not unheard of. Sometimes theres an effort to work out a Plea Agreement or cooperation to say you have an opportunity, whether it is someone like Allen Weisselberg or someone else, you have an opportunity to be a witness instead of a defendant but we need to go forward. You have not given us an answer but we need to make progress, so on monday were going to file charges unless you want to talk about a plea deal, otherwise the charges will be filed. Im sure theyre being truthful about it, it is not an idle threat, i saw it as important to follow through with that threat if you did not receive the thing that you were asking for. So barbara, what are the consequences, the potential down sides for not just the Trump Organization but any organization like this that has charges brought against it . Obviously no personal charges brought against the former president or weisselberg, but what, as the lawyers are sitting around trying to figure out what the implications might be for their organization, what are some of the biggest concerns the Trump Organization might have right now . Well, number one, if they are convicted of these charges, they would likely be very substantial fines for the organization. Obviously corporate organizations, Entities Cant go to prison but they can face fines. It can also be harmful for a Business Organization even to be under indictment, oftentimes people dont want to enter into contracts or affiliate with them for publicity purposes when theyre under indictment. So there are a number of problems for corporations under indictment but also it signals the possibility that more charges are coming for individuals who are executives at the organization. Another story we want to ask you about, in an excerpt from the atlantic, Jonathan Karls upcoming book, betrayal, former Attorney General Bill Barr gives an inside look at his break with President Trump over false claims of Election Fraud. Karl writes, barr looked into allegations that Voting Machines across the country were rigged to switch trump votes to biden votes. We realized from the beginning it was just bs, barr told me. Noting that even if the machines somehow changed the count, it would show up when they were recounted by hand. We realized from the beginning it was just bs. From the beginning. Says barr. Its a counting machine. And they save everything that was counted. So you just reconcile the two. There had been no discrepancy reported anywhere. And im still not aware of any discrepancy. Barr also recounted telling an associated Press Reporter that there was no Election Fraud and promptly being asked to verify it by then President Trump, which he did. The former president asked how the f could you do this to me . Why did you say it . Because its true, barr answered. The president , livid, responded by referring to himself in the third person. You must hate trump. My god, i know its hard. Oh, no. Not hard funny. The former president called bar a rhino, who, quote, really let down the american people and, quote, was a disappointment in every sense of the word. Barbara mcquad, your thoughts on this and how potentially all of this build Up To the Big Lie could have been put to bed a lot earlier. That report also talks about how Mitch Mcconnell was urging William Barr to come out and make public statements not to save the country but to save the gop. Remember, this was during the time when the Georgia Senate Race was still up in the air and Mitch Mcconnell wanted Donald Trump down there campaigning for the republican candidates but he was busy focused on trying to reverse his own election. I think its good that William Barr did not further abuse the Justice Department to advance Donald Trumps political agenda. Keep in mind one thing he did do, in the week after the election, he reversed a Justice Department policy that said we are not to investigate Election Fraud claims before votes are certified. And the reason is, that is not the job of the Justice Department. We have secretaries of state around the country whose job is to do what you said, mika, to do Hand Counts and recounts and certify the election results. Its the job of the Justice Department to investigate crimes, those can be done after the facts. So changing the policy i think was further advancing Donald Trumps agenda in the early days after the election. And Jonathan Lemire, we see yet another cabinet official, we saw it happening in real time, somebody who compromised their integrity, Bent Over backwards to help Donald Trump violated, certainly in my view and the view of many other conservative legal scholars, really breach constitutional norms putting Donald Trumps interests over the interests of this country, over democracy, but still, that not being enough in The End when he refused to help the president try to overturn a president ial election. First of all, joe, this story uses a terrific moment of using the third person, which i think im going to start doing more of, you must hate lemire. Exactly. Lemire doesnt like what the yankees are doing. You are right, joe, i think there are a couple things at play here, a little bit of Reputation Laundering by the former Attorney General putting this out in this new book Coming Out later this year. But i also think it goes to show the system held but just barely. I think that is one of the biggest lessons coming from what we saw in the 2020 election with trump with a full Out Assault on our democratic process, on the integrity of the ballot, on how elections are conducted and certified in this nation. And it didnt just culminate, of course, in the riot at the capitol on January 6th but the other maneuvers mind the scenes and months later were still learning about things that then President Trump tried to do. And chief of Staff Mark meadows tried to do. Pushing Voter Fraud and William Barr No Doubt through his tenure did what the president wanted him to do. Whitewashing the robert muellers findings to spin that in the most positive way for Donald Trump. He held here, wouldnt go through this final request from the president. The system did do what it was supposed to in The End, but it shows us the danger for future elections. Tell us about your new piece, barbara, michigan gop shoots down trumps big election lie, sort of. What do you mean by sort of . In michigan last week a report came out that was conducted by a Majority Senate republican committee that investigated the claim of Election Fraud. And it debunked all of them. It found there was no evidence whatsoever. In fact, it went so far as to recommend that our state Attorney General look into prosecuting some of those people who have been making some of those baseless claims. So you would think that would mean end of story of any changes to Voting Laws in michigan, wouldnt you . Just the opposite is occurring. Despite knowing this is all a pretext, republicans in michigan are continuing to persist in changing the law in similar ways that weve seen in georgia, florida, and other states to make it harder to vote under the guise of protecting voter integrity. Pretext is no way to run policy in a government. And so, one would hope now these theories have been debunked we would stop erecting barriers to voting. Nonetheless theyre persisting and one has to ask the reason why. Perhaps its because there are certain people that republicans dont want to be able to vote. Barbara mcquad thank you for p coming on the show this morning. Still ahead well go back live to the site of last Weeks Condo Collapse in surfside, florida as Rescue Efforts enter day five. Welcome back to Morning Joe, it is monday, june 28th, the aps Jonathan Lemire is still with us. And lets get right to the very latest on the collapsed condo in surfside, florida, just outside miami. We are now at day five of Search And Rescue efforts. Nine people confirmed to have died, eight of them have been identified so far. 152 people remain unaccounted for. No one has been pulled alive from the rubble since thursday when the 12story Building completely collapsed in the early morning hours. Engineers are also on hand, closely monitoring the Rescue Efforts to make sure the remaining half of the condo is not in danger of falling. Crews dealt with fires at the site over the weekend as well. Joining us from surfside, florida Nbc News correspondent antonia hylton. What is the status of the Hope Finding anyone alive at this point . Reporter mika, with every passing hour, passing day, Fear And Frustration is growing here. This has been a very complicated Search And Rescue mission that has been more complicated by the conditions here, there is Rain And Wind this morning, officials acknowledge that it slowed down the Rescue Efforts. And families are growing more fearful that now their friends and family who they believe have been under the rubble for five days theyre loing hope that a miracle is going to happen for them. Yesterday officials arranged for the Loved Ones to come Up To the site of the collapse, hoping to bring them some solace. I spoke to a witness who told me that what she saw was a very traumatic event that Family Members were just utterly breaking down, unable to function seeing this. This comes on the heels of a couple days of these families growing angrier, shouting and yelling at leaders here, demanding answers wanting to see this Rescue Mission happen more quickly. And now the focus is shifting from one of urgency of recovering bodies and doing identification to one of accountability. People dont understand how this could have happened here and they want assurances about their safety and this never happens here in Surfside Or Miami again. Thank you very much for that report. And joining us now the mayor of Miamidade County, Daniella Lavene cava. Daniella, ill ask you the same question. Where does the status of the hope for any chance of Survival Stand at this point . We are still in Search And Recovery as you know and theyre working around the clock, the best teams in the world, starting with our very own. So they still have the anticipation that they may be able to find some people. And what now of the efforts to maintain the, i guess, confidence in the surrounding buildings, especially buildings that might have similar dates of construction or similar contractors or similar Inspection Reports, whats the process to make sure the community is safe . Absolutely. Were all so concerned and at this time the building that is a Sister Building just two buildings to the north has been inspected initially by the Surfside Building Inspector who finds nothing immediately of concern but theyre going to pursue with a more detailed engineering study. The residents there have been offered a voluntary evacuation, and as of last evening there were two, i believe, who had sought outside hotel rooms. So were going to do in Miamidade County a deep look at all the buildings 40 years plus. But lets be clear here, this is a City Property, obviously on the ocean, Miamidade County is responsible for everything outside of the cities, were going to do our part and were urging the cities, like surfside, to do their part. So Mayor Cava, what do you need from the state government, what do you need from the federal government . How can they assist you in this process . Its obviously just too large of a challenge for any town, any city to take care of itself . So i got the call from President Biden the morning of this Tragedy Offering whatever help i needed. I said please send fema and he approved it that day. So we are moving forward with the full federal agency support. We also have our State Department of Emergency Management on site. We have Rescue Workers from all over the state, All Over The World here on site swapping out with our Miamidade County rescue First Class workers Rj Madame mayor, its Jonathan Lemire, i wanted to ask you if you could walk us through the timetable as to what today looks like, the next couple days look like, i know you said the Search And Rescue operation are under way, how is it done with pieces of the rubble being removed, i know it has to be done carefully risking collapse, but obviously there are places on the site that cant be accessed yet. Can you walk us through what the next couple of hours and days look like there at the site . 24 7, around the clock working painstakingly sifting through rubble, enlarging the trench that was created that goes through the rubble so that we can access more areas of the pile, continuing with the dogs, the sonar, the cameras, cranes on site removing Debris Bit by bit. Its a pain staking Process And One that requires incredible endurance by the men and women doing the work. And all of us here waiting and watching still for further information. We brought the families on site well, just north of the site to help them to understand the operation. And while extremely emotionally draining, it was also so important for them to understand the scope, the significance of the effort and they theyre grateful they had that opportunity. I understand thats very unusual in a tragedy of this sort to bring the surviving Family Members to view the site, but we felt it was so very important to help these Families Process whats going on. Process. Mayor, im wondering had you received, had your office received any warnings about structural dangers for any buildings in the area at all over the past few years. Absolutely not. No. No. What were first of all again this was the City Property so the city was the one that would have received any information. Obviously were looking at what we can change for the future. We want to be sure that buildings are inspected adequately, that the information is highlighted, timely, appropriately, that actions are taken and were going to be looking at that at the county level, of course, and i know at the state and federal levels as well. Madame mayor in the discussions after this collapse, have you or other people expressed concerns with buildings built before Hurricane Andrew and before those Building Codes were really tougened up for florida . This is something well be looking at and we have one of the tightest, strongest Building Codes anywhere because of Hurricane Andrew and what you learned. You learn from every incident and this is im sure going to be lessons learned. Mayor Daniella Lavene cava, thank you for sharing your time with us this morning. More now on what may have caused the collapse. According to the New York times experts who watched video of the collapse are focussing on a spot at the lowest point of the condo, possibly at the Parking Garage where an initial failure could have occurred. Theres also questions from a 2018 report from an Engineering Consultant that warned of Major Structural Damage at the complex. The engineers report found alarming evidence of damage to the Concrete Slab below the Pool Deck and cracking and crumbling in the underground Parking Garage of the building. The report noted the Concrete And Rebar damage was probably caused by persistent Water Leaks and years of exposure to salt air. A multimillion Dollar Repair Project was scheduled to get under way soon. Joining us now, Greg Bah batista an engineer. Thank you for joining us this morning. Im curious if you know what was used to fill in the cracking, whether it be underneath the Pool Deck or underneath the condo itself where they had noticed significant damage . I can only tell you what ive seen from the reports from the engineers that did the report. You can tell that there was some cracks, some you know, quite a bit of cracks that were occurring there. You can tell they did an epoxy injection, which is taking a Super Glue that hardens harder than what the concrete is and injected into the cracks. Other than that there werent signs of repairs that i was able to figure out from the report. But from the report as you said there needed to be significant repairs to this project. And what, when you inject this sort of Super Glue, the epoxy into these cracks, is that a proven, safe, permanent fix . In many instances, it is. But what happens here sometimes and ive seen It Up and down the coast on the hundreds of buildings that ive inspected, that sometimes, you know, its easy to confuse a crack sometimes that is just basically a crack where the slab fails with a crack where you have an underlying piece of steel thats corroding. If you have that kind of issue, which in our in our Engineering Lin Go is called a spawl. When you have underlying corrosion with the Steel Rebar and you eject this epoxy in there, theres no way that the injection is going to repair the underlying corrosion. So that, along with a confluence of many other issues could be at stake here. So is there a way of knowing from what were reading in these Inspection Reports that have been revealed how long the cracks were there before they use the epoxy . You just wonder if the erosion is in there, and if the epoxy doesnt help it, could it continue to fail . Well, yes, of course, thats one of the issues that ive come across with many times in addition to the thing, this is so complex and so many items at play here. You can have a crack and, you know, that could linger and linger depending on what the underlying issue is. If this is a spawling, this is like a cancer, you have to repair it, you have to cut out the entire concrete and go through the proper procedures to repair it. And that is an expensive and lengthy kind of process. And knowing what i know from the proposed repairs that were in the 9 Million range, that sounds about the right Ticket Price for a job this substantial. That is a theory here since the moments of the collapse the impact of the Sea Air. That salty Sea Air on the building. Which raised alarms for americans who have homes or live in buildings along the coast anywhere in the country. Just in your expertise, whether this building or more broadly, what impact does being on the ocean like this, in the salty Sea Air, have on the Structure Integrity of a building . Yes. I go bag to the spawling because its so prevalent on the coastline building. You have concrete, which is porous, if you get a microscope and you see a bong of holes it almost looks like a sponge. So chlorides in the air that come from Salt Water and different items but when they seep into the concrete, it damages the steel, that is part of the structural integrity of a Beam Or Column and Little By little, over time, it takes its toll. Ive been part of collapses due to this corrosion and people by ignorance or they kick the can down the road because these repairs are expensive. These kind of things happen. I have seen collapses. Of course, not nearly as big as something like this. Ive seen collapses on floors, on single columns and things like that. But when you have this kind of spawling and you have one beam or main column give the rest of the building can come down because everything is tied into everything else. And, of course, its very strange that only spawling could cause something like this, but you put it together with perhaps Human Error or the building had a lot of weight on the top or perhaps there was a worker down there maybe he cut something that he should not have cut, maybe it was a sink hole, right now it was all conjecture at this point. But i was present at an engineers conference, in orlando, and i had the original plans, the Inspection Reports and different pictures and we all got together im talking about Structural Engineers with 20, 30 years of experience and were all scratching our heads but this is the kind of scenarios that we were looking at and Coming Up with all sorts of theories. But at The End of the day its the experts that are there in the field trying to piece together this extremely complex puzzle that well have to wait and see if and when we can get some more light on the actual origins. Greg, there are thousands and thousands of people that are living in buildings like this up and down the coast, condos built in the boom of Late 70s, early 80s, preandrew, where the Building Codes just werent stringent. And theyre wondering, are they safe . Are they safe in Fort Lauderdale . Are they safe in boca . Are they safe up and down the coast . What would you say to them . I would say to them that, as opposed to other countries that ive been to, for example when i was there a few days after the haiti earthquakes. And i was extremely surprised that they had absolutely no building code. Nothing to fall back on. And look what happened. However, in here, in the states, theres the florida building code, it used to be the South Florida Building code, but the building code, like the mayor said is very stringent, one of the most stringent in the nation and we abide by that and its enforced by very competent people at the Building Department and Miamidade County, i have No Doubt that there are safeguards in place, including the most important, which is the 40 Year Recertification. Weve done hundreds and hundreds of these up and down the coast. And this 40 Year Recertification was put in place to avoid things like this. And weve picked up so many clues during our inspections to avoid this kind of disaster. My professional opinion is we have many safeguards in place, this is an anomaly. All these engineers were still scratching our head and look forward to what the findings are from the forensic engineer to see if Theres Anything that can be done, make the code more strong or make the 40 Year Certification more detailed so this kind of thing can never occur again. Greg batista thank you for your insight this morning. Thank you. Still ahead on Morning Joe well talk to the pastor of st. Joseph church in Miami Beach. He says some of his parishioners lived in in the building and are still unaccounted for. Plus, Vice President Kamala Harris makes a politically fraught trip to the southern border with mexico. Jonathan lemire it seems to me this is the federal Governments Way of moving in a direction of explaining to americans that there are objects that are unidentified that theyre trying to get their arms around and they cant. Theyre not going to say that they are, quote, ufos, but theyre not denying it either. The concern really the american government has had, is that its some sort of new technology that another country has, whether its russia, the old soviet union, now perhaps china, but maybe its not that, joe. Maybe this is our slow but surely the united States Government trying to prepare its citizens that there are things they dont know, theyre not saying its aliens, not yet anyway. But my question to you seeing these things zip along, looks like they can do the Kessel Run in 12 parsecs. Only Hans Solo can do that. Now to President Biden working hard to get his Infrastructure Deal with a group of bipartisan senators back on track. On Thursday Biden said he would veto the bill if he didnt get a second Infrastructure Package with the social Program Funding that progressives want. That threat angered a number of republicans. And so, over the weekend, the president clarified his comments in a lengthy statement that reads in part, my comments also created the impression that i was issue a Veto Threat on the very plan that i had just agreed to, which was not my intent. The Bottom Line is this, i gave my word to support the Infrastructure Plan and thats what i intend to do. That Course Correction was enough to shore up support with some of the original 11 republican supporters. We were all blindsided by the comments the previous day which was somehow these two bills were connected. It was a surprise, to say the least, that these two get linked. Im glad theyre delinked and we can move forward with a bipartisan bill thats broadly proper. I do trust the president and he made clear in the much larger statement that came out over the weekend, carefully crafted and thought through piece by piece if the Infrastructure Bill reaches its desk and it comes along he will sign it. We were assured that the two would not be linked. Yes, the Human Infrastructure, if you will as they call it, would be pursued but the two would not be linked. If you sink both we lose the advantage of that in our hand, which is this Infrastructure Bill. Lets bring in Capitol Hill Correspondent and host of way too early, kasie hunt. And correspondent for the New York times Peter Baker is with us. After the, working together and bringing the republicans together to try to get a bipartisan Infrastructure Bill immediately after thats announced, Nancy Pelosi said it has to be both bills at the same time and then you have the president saying the same, then it blows up and the president backs off and says there is no linkage, then you have Administration Official going on not saying whether Theres Linkage or not. So where are we in this process as a new Work Week begins . The problem for democrats is that biden may have backed off of his comment but that doesnt mean that senator sanders has, Nancy Pelosi has. Many democrats are still seeing a linkage even if the president doesnt directly say i will veto this if i dont get that. The trick is the republicans are linking it on the other side. Some republicans saying i wont go for the Infrastructure Bill if i dont get commitment from the democrats that they wont support a Reconciliation Package for this other spending that the president wants. The two are, in fact, on these parallel and sometimes intersecting paths and how you get one done, you know, while still working on the other is going to be a task ahead for both the president and democrats. Just because he has backed off doesnt mean that the situation is clarified for everyone. Kasie, Joe Manchin is trying to talk his fellow democrats into taking this on two tracks. Joe biden is now saying they are on two tracks. Other republicans say they agree with the twotrack approach. Truth is, i think theyre much closer on the hard Infrastructure Bill, the bipartisan plan, than they are on the human Infrastructure Plan, where, you know, progressive Bernie Sanders and Joe Manchin, elizabeth warren, Kyrsten Sinema, are still going to have to come together. And theres a lot of negotiations ahead. Even if the bipartisan bill passes, a lot of negotiations ahead to get to that 50 Vote Threshold that you need even for reconciliation. Thats right. And joe, let me just say, it was not a surprise to any of these republicans this idea that these things were tied together that they were going to have to be there was going to be an interaction with them, everybody knew that. The problem was how blatantly it was said by the president when we were talking about this on friday, we were like, what . Why is the president going out and saying it . We know it, you can hang it on Nancy Pelosi, who gets to decide im not going to put it on the house floor. He can let her do that he doesnt have to say it himself but then he can patch It Up over the weekend. We saw just that part of it almost derailed weeks of negotiations shows you just how tricky this is going to be to weave together over the course of the next months and its going to test the discipline of democrats to keep it in the family and to have these conversations among themselves and not out in public because the more they talk about this in public, the harder its going to be to get these republicans on board. I think everybody realizes its important for President Biden to have a bipartisan Infrastructure Bill pass. And then youre right, then they go to their democratic caucus and they negotiate between themselves to see if they can get to 50 votes there. But yes, there was some patch up work this weekend from the president and theyre going to have to do it again this morning if they want a bipartisan bill because this is what was said yesterday on Jake Tappers show. Can you just clarify for once and for all, biden will, if it happens that the bipartisan Infrastructure Bill lands on his desk on its own i understand thats not your preference but if that were to happen he would sign it, yes or no . Look, i dont think its a yes yes or no question. This is what i think it is. People have under estimated President Biden since day one. We passed the rescue plan. Were going to pass the Jobs Plan. And were going to pass the american families plan. So we keep meeting the challenges that we face and we keep leading with strategy and making decisions based on the people and we expect to have both bills in front of us to sign. And i expect that President Biden will sign the Infrastructure Bill. He will sign the families plan. So hes not going to commit to signing the Infrastructure Bill if it lands on his desk on its own. It has to come with the other bill . No, i think that the important point here is to focus on the Statement Yesterday where the president s words speak for themselves. I speak for the president but i dont put words in his mouth and where he has a clear statement, i let that do the speaking. Theres a good bit of ambiguity there, Peter Baker, putting it politely, first its not a yes or no answer then its listen to what the president said yesterday, then hes going to sign both bills. This is something the White House needs to clean up this morning because republican leadership in the house is already going after the president , after the administration based on this interview yesterday. Yeah. Its a classic Sunday Morning shuffle. Hes not going to answer the question because he knows theres two different audiences, the republicans that want him to say yes, Hell Sign it without the Reconciliation Bill. The progressive audience within his own party that would erupt in howls of protest if he said the other way. So, of course, hes trying to avoid saying one way or another to avoid a problem and creates a problem by not answering it clearly. The issue is not whether President Biden signs the Infrastructure Bill if it gets to his desk without the other one because Nancy Pelosi made clear shes not going to send the bipartisan bill to his desk unless she gets the Reconciliation Bill from the senate. Shes not going to take up the Infrastructure Bill unless the other spending is sent along, certainly a democrats only vote and theyre far apart on their own bill. Its not clear if they can get agreement on 50 votes just to pass that on their own without republican support. This thing is still very much an open question as to where we get whether any infrastructure gets to President Bidens desk in the first place. So the democrats still have to get it together. And Jonathan Lemire, i know the president is hitting the road to sell the Infrastructure Plan to the american people. What more do you know about the white House Strategy moving forward . Biden, as we know, mika, has Bet Big on the idea of bipartisanship. He campaigned on it, even though he didnt have republican buy in on the covid relief bill, the White House aides pointed out how popular that was with republican voters but that was the limit. Now he has gop votes on board. Hes going to wisconsin tomorrow, hes going to begin to sell this White House aides tell us this is the beginning of a bunch of trips hes going to make in the coming weeks to sell it to the american people. But kasie, as a person close to the process put it to me recently, this was the easy part getting to this moment. So can you walk us through the timetable as the action is squarely on Capitol Hill in the weeks and months ahead. What timetable are we looking at on both of these bills how theyre drafted, shaped and then eventually voted upon . I would say jonathan, that its likely to be a miserable summer for a lot of people on Capitol Hill. Especially the ones who actually have to write these bills because we have a long slog ahead of us. They always want to get out of town for August Recess. I think everyone is planning on that to be delayed. It just depends on how messy it gets. And frankly the estimates on Time Line which sit at The End of july to have both of these things pulled together enough that the senate could hold votes on them is, in my opinion, simply not realistic. Well see if they can pull it off. But having done this for a while they often say those things and blow through it. The challenge is, when you look in the fall theres a ton of other things they have to deal with at The End of the fiscal year, the Debt Ceiling which may or may not be part of the Reconciliation Package, were not sure. Theres a lot of things theyre going to run straight into. So its hard to predict right now. Congress doesnt work very well without a hard deadline, Thats Part of why the August Recess is nice to have there, because it is something they run up against and everybody wants to get out of Town And Head home. The idea this is all going to come together very, very quickly i have my doubts. Dont forget how complicated we use one word, reconciliation to describe the process they are using. Just a vote on that bill can do go for days if republicans decide they want to put out enough amendments. When you see things overnight, thats where it stands. So its in for a long slog. When you talk about Human Infrastructure and what democrats want, that range is probably anywhere from 1. 5 trillion to Bernie Sanders 6 Trillion number. So they have quite a ways to go before they get to 50 votes even before they start figuring out how to draft the bill, Get It On The Floor and get it past. So Peter Baker, lets change subjects just for one second and talk about someone that you covered and many of us covered over the last four and a half, five years and thats the former Attorney General William Barr who spoke to Jonathan Karl and told him they realized from the start that these allegations of widespread Voter Fraud were nothing more than pure, and i will just use the initials, bs. Fascinating article in the atlantic by john karl. Whats your take . I think its interesting, youre seeing, of course, people who will be around President Trump wantsing to make sure that their place in history is recorded as they want it to be recorded. You know, john is working on a book that will come out in november, my wife and i are looking on a similar book, Coming Out next year, weve spoken with people around President Trump and every person who had been in that White House, in the administration, wants to make sure their role is defined as they would like to see it. And Attorney General barr, having been a staunch defender of President Trump on many occasions prior to last falls election, basically laid down the line at that point, that was the place of where it had gone over the line he was willing to accept and he said that thats where he stood Up To the president and said, no, i did investigate some of these things and you have it all wrong. When you sit there and say the ballots were brought into the County Headquarters at night in some sort of way, thats their process, they count these ballots at the county level, nothing wrong with it. So he went through it with the president to say theyre all bogus charges, we looked at them, the Justice Department has, and theres no there there and i think Attorney General barr and others would like to set the record straight as they see it. That doesnt mean theyre going to become favorites of the antitrump crowd. A lot of people remember that general barr had been supportive of the president in his view of the investigation, in his view of the prosecutions against Roger Stone and Michael Flynn but when it came to the election William Barr is saying thats when he got off the train. Getting this behind us. We want to move to Kamala Harriss first visit to the border of mexico. Her trip came days before former President Trump is set to visit the borner. El paso is where the Family Separation started in 2017. Jacob soboroff is joining us now. I see duelling trips to the border and different messages being sent through former trump officials appearing on fox and whose fault the crisis is, and Shock And Outrage for how people are being treated at the border from former trump officials. I was there in El Paso on friday, and she went there to put the focus on the fact that this is where the Family Separation started. A fair, safe, orderly and human immigration system, and they have a long way to go. Some of those republican critiques are so disingenuous. After The First Edition of the book came out, a source called and said that Separation Policy was going to be way worse than it ever looked. It could have been 100,000 children separated if you extram late out of 2018 as long as the administration wanted to go with what trump wanted to go. Marjorie taylorgreen wants to bring back the Family Separation policy. The policies, the restrictive ones, were done away with and the biden administration is trying to and theyre facing challenges No Doubt. How shameful to go on any news network, the Trump Administration who voted for and who drafted this strategy to separate instants from their mothers. As an policy, a policy to stop other people from coming to the united states. As if there were not less harsh means. Talk about the Human Suffering that is still occurring at the border. Attempted Border Crossings and a decade long high at the beginning of the process. People were saying this is just seasonal, this p thats every year, this doesnt happen every year and the Human Costs are pretty over whelming. Talk about it. You know, joe, there is inconsistencies right now in the approach to what is happening at the border. At the same time, creating a fair, sab were orderly Process And Welcome only some of the people because you will end up with a situation like you have now. They kept in place a title 42 policy, and it is resulting in people getting expepted into very dangerous conditions. So they have taken half heartedly, reversing those policies, but theyre clearly not doing what they said they want them to do along the southwest border. They are seeing a number of unaccompanied children that were creating Back Ups in Border Stations and now you have reporters at health and human services. For inhumane, very dangerous conditions for these children, the kids want to create self harm, hurt themselves because of the places they faced in places like Fort Bliss. And i think there is some outrage there that is justified. I want to piggy back on your last point there. There was some criticism that the Vice President didnt go to the right place, but certainly there are more issu issues of crossings, where does the administration for the next wae, the next surge of unaccompanied minors, of these migrants trying to cross the Border And Escape har much conditions at home. Have they improved capacity . Are they better equipped to handle what is coming . They have been able to get kids out of the Border Patrol stations faster. But on the other hand, 250,000 square squeet. Only allowed to go out for correctuation, and they said they want to move away from that model, these giant emergency intake facility, and there is not care that is permized and deep. That is on a level to get them back to their families faster. What are they going to do . They have not been able to do that yet. I think that is part of that frustration with this administration at this point. But health and human Services Secretary is going to go to the Border Today to look at Fort Bliss and conduct an investigation of what is going on. So they dont have the same problems as the Trump Administration. Jacob soboroff separated, is new book is out now in paper back. Theyre not just the loved one thats lives here, but they have spread. People are asking is my Building Unsafe, too . If i were in that Sister Building i would probably want to be out of it until someone told me it was safe. The mayor saying they can evacuate the Sister Building but he is not aware of any issues there. Your building was made by the same builder, the same architect, more or less the same design. A little different as far as the number of condos. They thosed Major Structural Damage around the Pool Deck suggesting it be removed. This is not unique . Terms of having concrete problems. There is also reporting that in 2018 a consultant warned of Major Structural Damage. They found alarging evidence of damage to the slab under the Pool Deck and the changing and crumbling in the underground Parking Garage. They said it was caused by persistent Water Leaks and years of exposure to salty air. A multimillion Dollar Repair Project was scheduled to get under way soon. For more on those reports, lets bring in debra acosta. Im concerned first by the language that was used and where that language is on the scale of you dont need to do anything now to act immediately. The firm hired to expect the building in 2018 pointed to concerning conditions until page nine. There is also i noticed i was just going to mention the twin building was constructed anearly the same time and that builds maintenance has been topnotch and that made a difference. There is always booms and busts, and you know the Building Codes got radically better after hurricane and rue. How much danger are pry 1992 condos in right now . Do you think they really need to be given a second look . A much closer look . That is a great question, and the mayor is calling for an aud did of all buildings that are over 40 years old, but it is clear they might make a difference especially after Hurricane Hand rue pl. They targeted storage facilities. These groups were behind attacks on american personnel according to the pentagon. Joining us now, Courtney Kube. We saw this for the second time with president bide calling them approved airstrikes in Iraq And Syria. In that case there was a number of Rocket Attacks against u. S. Military personnel and facilities, and that is why President Biden approved these strikes. Again it was Iraq And Syria at this time. We know there have been at least five attacks by these drones against u. S. Facilities in Iraq And Syria in the last several weeks and months, really. That is causing this, and what this entire event is really about, mika, is deterrents. The pentagon is by taking these strikes they are taking out some storage facilities, but theyre hoping by striking these facilities it will deter these iranbacked militias. You may recall the Rocket Attacks that caused the strikes back in february, the u. S. Strikes in february, they were deadly. A Filipino Contractor was killed. So far the drone attacks have not been deadly but theyre concerned that they will become that way. The pilots all returned back to the base safely. So the pentagon is calling this successful. There has been reports of casualties, but so far the defense officials say theyre not aware of any yet but it is still early to know. Courtney kube, thank you very much. Lets bring in Jonathan Lemier right now. Very interesting that this is happening as we move towards another round of talks for the iran nuclear deal. The iranians with their Drone Strikes that want to cause damage but not cause american casualties. Simply because they dont want to derail the iran nuclear talks, but yet the fighting continues back and forth. What can you tell us . Good morning, joe. The White House right now, this bill theyre sending, they want this to be proportional in measure. They dont want it to go too far. This is a message they want to send. They are, if needed, at any time they can take you out. They can reach aclose the globe at a moments notice and inflict damage like this. At the same time there is still some hope to restart and bring some progress on the iran nuclear talks. Were about to have another round of negotiations, as you said. There has been skepticism about what can happen, but the u. S. Still has some hope that something can be done. Some sort of frame work. That they could still make a deal with tehran. Were going to hear more from the president today. A number of reporters shouted questions about this. And he just waved and said i will talk to you about that tomorrow. What youre made of, were made for. Usaa President Biden is working to get his Infrastructure Deal with a bipartisan group of senators back on track. While announcing the deal on thursday he also made it clear that democrats would work on a second Infrastructure Package to be passed through reconciliation and signed in tandem. That angered a number of republicans including senator Lindsey Graham. He said if he will tie them together, he can forget it. Im not doing that. That is extortion. Im not going to do that. The dems are being told you cant get your bipartisan product passed unless you sign on to what they want and im not doing that. It read in part my comments created the impression that i would issue a veto. That was enough to get some of the original supporters back on board. We were all blind sided by the comments and im glad they have not been delinked. And im glad we can move forward with a bill that is broadly popular. I do trust the president and he made very clear and the largest statement that came out, carefully crafted and thoughtful piece by piece. U if it comes alone, he will sign it. We were assured that the two would not be linked. If you sync both you lose the advantage of that which is in hand. Joining us now, white House Correspondent for politico, eugene daniels. The democrats have seen, at least it seems like, the upper hand, pushing for a bipartisan bill, moving towards a bipartisan bill, and it is, as soon as they get it they give the republicans high ground. Its hard to explain exactly why we have the events change the way they did, but the president cleaned It Up. Even if all of the men and women have not cleaned It Up, tell us about the chaos of the past weekend of trying to get to yes. President biden himself had to get on the Phone And Call folks. There was a lot of worry as he kind of did this implicit Veto Threat, right . Aisle only sign both of these. All of this conversation that was happening along with kind of a Time Line that the leadership, and the congress in the democratic leadership laid out. I spoke to a lot of republicans and Lindsey Gram spoke to a Play Book that they would be, you know, getting played, basically. They clean that up, it seems. They have the upper hand, and they can go out in the country, see a Pothole Or Something that needs to be piece. So republicans want to get a deal here. They promised to stop this administration. If you get those roads and bridges done, that will still settle down. So if there is anything they will do with this president it will do this Infrastructure Bill. Yeah, and so President Biden cleaned things up this past weekend. Republicans went on the sunday shows and said okay, okay, im fine, i trust the president , and then the White House said richmond went on and said this. Can you clarify once and for all biden will, if it happens, that the bipartisan bill lands on his desk on its own, but if that were to happen he would sign it, yes or no . I dont think it is a yes or no question. I think people under estimated President Biden since day one. We passed a rescue plan. Were going to pass a Jobs Plan, and were going to pass the american familys plan, so we keep leading the challenges we face and making decisions based on the people and we expect to have both bills in front of us. And i think that President Biden will sign the Infrastructure Bill. I think the important Point Sheer to focus on on this statement here. I dont speak for the president , i dont put words in his mouth and where he has a clear statement i will let that do the speaking. You see sometimes it is a yes or no answer. I have to say this weekend at the White House more unforced errors. That answer cleared things up there. I hope we will talk more about that later. In terms of this, what happened in the White House this week, these two deals were always going to be done in san determine. Thats not a secret. The republicans evolved. The more Human Infrastructure would be done by much larger package, it would be done by reconciliation, democrats only. And there was always a sense, House Speaker pelosi said they would do it at the same time. But of course there is a difference. Some posturing from the House Speaker. As opposed to the united states having a Veto Threat. He was in his remarks, he talked about the bills being tandem. They could sign off on the hard stuff, but once he linked them and threatened a veto, there is always some reluctance. This was a bridge too far. The still mixed messaging from the white House Administration officials in the days that follow. He is going to wisconsin, he has given his word that he will support the bill. Now theyre looking at this tandem of bills. Coming up in the words of one community leader, it he will be a rough road. Joining us now reporter at the miami herald. There are so many people holding on to Hope E which is dwindling. Give us a update on the surge but the people that are waiting for word. Right, there are a lot of people still unaccounted for and it is really heroing for the people missing friends, family, and Loved Ones. Right now Loved Ones are congregating at a hotel near the tower where theyre able to get resources and updates. You know, more frequently than the media is getting updates with regards to the list of the missing, the efforts on the ground, and theyre also able to go in shifts to visit the site, to mourn, say prayers, and try to get some closure. So many heartbreaking stories in there. One story about an 11yearold girl, lucia gora, she received first Communion And Church and now her father, mother, and sister are listing. The church has a list of people still missing including that 11yearold girl. Even people who dont know Nan Anyone that went missing, it is very tight community in that northern part of Miami Beach. All right, thank you very much. Communities across miami, including parishioners are coming together to mourn the victims of the building collapse. Its right there. This is just a comparison to 9 11, this is our 9 11. Thank god for the first responders. For those wonderful k9 dogs. For the people that put their life on the line joining us now, pastor at st. Joseph church in Miami Beach father juan sow is a. Thank you for being on the show today. There may be parishioners missing. Tell us first of all what your church is doing to try to help those in so much paint right now. And your thoughts when you first heard of this. We were walking on the beach. I was very surprised a list of the members of the parish that were in the building or are in the building that we began to call, we were very grateful for the ones that were not there. Own for those that were able to leave before it collapsed completely. Very few of those that live there, we have heard from, although the phone kals have been there. It was a very shocking experience. A very quiet spunt. Our parish is involved in supporting them as much as we can. Perhaps we dont have the financial resources necessary, but all of surfside is helping out. Were comforted by the holy father. Pope francis sent us a message and were very grateful for that as well. And your church, of course, is a Neighborhood Church for so many people in the building. There is stories that you talked about, a story of an 11yearold girl that received her first communion at your church and now she, her mom, dad, and a sibling are missing. Yes, i think there is also a couple that were married here and were visits, but we have to confirm that, but this particular family, yes, we know that the girl received first communion two years ago. At the evening vigil, another neighbor came in, the Girlfriend Or Friend of that little girl, she was bringing flowers and i was very moved by the child that was aware of the situation and wanted to pray for her friend whose family there was, and they knew each other very well. There is other cases of daily communions. They used to come here here in the morning and on sundays the family that was able to get out was able to be identified as well. Those neighbors. Were all working together with the jewish and prodistant community. We were very somber yesterday, and they were able to talk together. The way they prayed, that they wanted to continue to in the middest of this shock. Faug, there has been a lot of discussion about the diversity of the people in the building, that bidding, your community, your church reflects that. Can you talk to us a little about the vibrancy of that. I think it is the best through catholic charities, as well as through the center here. They are open to all groups. The diversity of the people, also in the cultural backgrounds of those living and reciting them. Including one from australia that used to come visit us. I dont think theyre there, but our parish is open to everyone and one of the key components of our community is the Openness And Diversity of all of those that come worship with us. Ways of helping, i think, is through the center of the city. Thank you very, very much. And thank you for being so supportive to the sir much side community. Gary sinises portrayal of Lieutenant Dan in Forrest Gump strengthenned his relationship with the military. But his support started a decade earlier starting with veterans groups. Now the gary Sinise Foundation has teamed Up To support support active Duty Serviceman and women and families through all farm salutes campaign. And the oscar nominated, Emmy Award winning actor joins us now. Good to have you on the show. Thank you very much. So gary, we have been talking. I know we talked through the years with the ups and downs of a couple wars, Coming Up on the 20 Year Commemoration of 9 11. Talk about the state of veterans, the state of active duty men and women you talk to, the state of people youve given so much of the last 20 years to. Thanks for having me, joe. Veterans and Military Personnel serve whether theyre on the front pages or not. We have special forces out right now serving in harms way, their families are missing them from wherever they end up deploying to. Theyre still getting hurt, still losing them. Thankfully, things are drawing down a bit, havent lost as many in afghanistan the past couple of years as in previous years, nearly 2,000 lost in afghanistan since october of 2001. Our veterans deserve our support no matter what theyre doing. They are our defenders, our freedom providers, and we have to help them no matter what. Thats why i started my foundation, gary Sinise Foundation. We are teaming up with organizations that support like Bob Evans farms. We have serving heroes of the gary Sinise Foundation. Teamed up with Bob Evans previously, we are teaming up again with the farm salutes program, making a Difference Bite by bite, theyre supporting the uso and lots of veterans organizations and we are proud to be part of their service to our country in helping to give back to our veterans. Sounds like a great partnership. I am wondering, youre talking about the united states drawing down, talking about afghanistan. One of the things many americans have really relearned over the past 20 years in an environment far different than so many veterans experienced when they came home from vietnam, even with a country in support of what troops are doing, when they come home, that adjustment sometimes is crushing, excruciating. Talk about that, talk about your organizations and what you do to help so many veterans returning home. Well, we have multiple programs in the gary Sinise Foundation. Just one of our partnerships is Bob Evans farms. This is one of the newest. Bob evans himself was a veteran, have a long history of supporting veterans. We are glad to team up with them. Something that we launched this year called the avalon network. It is focused on mental wellness within the Veteran Community. We have a lot of people that are struggling, way too many suicides within the military and Veteran Community and we are trying to address that through working with Boulder Crest Foundation and the Marcus Institute for brain help. We are establishing ten more retreats in the Style And Model of boulder crest, and ten more clinics in the model of Marcus Institute for Brain Health around the country so that we can serve thousands and thousands of veterans free of charge to make sure we try to address this terrible Suicide Epidemic that were facing here. It is just awful that weve lost so many taking their own lives, in some cases more than in combat, and thats just something that we have to be proactively and aggressively combatting, doing our part to be battle buddies to these veterans. So the gary Sinise Foundation, we are about to inter the second decade. On wednesday, we come up at The End of our 10th year, thats our anniversary, launched the national Press Club in washington, d. C. June 30th, 2011. Great programs at the gary Sinise Foundation, we have the support of the american people, were going to keep going for as long as it takes. And of course this includes the Family Members, veterans as well, gary. Can you tell us what kind of Support Family members of veterans need . Well, yeah. These families go through, they could be the only family in their town dealing with a deployed service man, or, you know, in tragic cases the only Gold Star Family in that particular town. We have Gold Star programs at the gary Sinise Foundation that address the needs of those that lost a loved one in service to our country. A program called snowball express where it is specifically tailored to dealing with children of fallen heroes. I got involved with a nonprofit called snowball express back in 2007 and we eventually folded that nonprofit into the gary Sinise Foundation as an initiative of one of our programs, our Relief And Resiliency program. This addresses specifically the mental wellness of young children who have lost a Mom Or Dad in service to our country. They go through some very challenging times and knowing there are other people out there that care about them, appreciate them, other children going through the same thing, this can be very healing, very bonding to them. We bring them together every year for a major event. Do several events through the year, major event at disneyworld. Couldnt do it last year because of the pandemic. We are doing it again this year in december. Well take over A Thousand Gold Star children to disneyworld for four days and their guardians, surviving spouse or parent, and we treat them to four days of Healing And Happiness at the happiest place on earth, disneyworld. This can be a very, very energizing, uplifting program for a child thats going through loss of a parent. Gary, Jonathan Lemire. You outlined powerfully the challenge of mental illness and suicides facing those at home and families. You talk about how much more challenge the pandemic made things, not just the risk of falling ill, but it is isolating. Some support systems werent possible, were reduced to doing so over zoom which is not the same. How hard did that make your work and now as we hopefully come out of this, how much more important is organizations like yours and others to reach out to veterans trying to adjust back to normal life . Well, thanks for asking. We got very proactive when it looked like things were going to be shutting down. I remember back in march and april last year we launched something called the Emergency Covid19 Combat service to raise additional money for Health Care workers and first responders around the country. We stayed active with veterans and military families we would normally be engaging with face to face. One of the things we ended up doing with that particular snowball express event at disneyworld, we couldnt take 600 families down to disney at that time so we did a virtual event and brought families together online. You know, A Thousand families coming together on the internet through a virtual three Day Event we ended up doing, and we heard from a lot of those families of how important that event was, how they look forward to this Bonding And Healing event we do every year where we bring the families together and they bond with each other, they see each other, made friends with each other, stay in touch with each other, but they were very worried we werent going to be able to do that again, so we brought them together online, it was very uplifting. You just adapt and overcome. Thats what we do. Gary sinise, thank you very much for being on the show, thank you for all your efforts to help veterans. We really appreciate it. Finally this morning, some news regarding the pandemic. Hong kong will ban all passenger flights from united kingdom from thursday to curb spread of the Delta Variant of covid19.
