The report says, quote, minutes of a November 2018 meeting show a Surfside Town Inspector met with residents of the building and assured them the building was, quote n very good shape. And then, just in the last hour i spoke with rachel speigle, whose mom remains unaccounted for. Heres what she told me. Obviously, i am disappointed that there were red flags that were made and brought to light and there there wasnt action that was taken. Yes, they said that there were issues, but no one said that it was unsafe to live there. Well, the Death Toll is now at nine. 156 people remain unaccounted for. Lets go to Nbcs Antonia Hilton joining me from surfside. You are getting word that families may soon be headed to the collapsed site . Thats right alex. We are hearing that families have asked officials for an opportunity to get up to the collapsed site themselves and to see the rubble but we are waiting to find out if the families are on their way there right now. To give you a sense of the mood here, it is one of a community that is holding its breath. Anxiety and frustration is building as we stretch into day four of this massive Search And Rescue effort. You can see behind me here first respond remembers staged close to me. There are cranes in the sky where this building once stood. And every hour, every day that goes by, The Loved Ones, the residents here, are growing increasingly fearful that miracles are not going to happen for them. As you mentioned the Death Toll has risen to nine. Additional Human Remains have been found. And 156 people remain unaccounted for. What we are hearing from people is that the mood is shifting from just one of focus on the families, focus on The Loved Ones who have been lost to now one of accountability and a desire the hear more from the officials and the experts themselves. Listen to what the mayor of surfside, charlie burkett, said earlier. Theres many emotions in that room. There are a lot of questions that are getting answered now. I went to that we have been updating the families al along. But early on in the process, during one of the updates i asked them what they needed. They said they needed less politicians coming to talk, and they wanted to hear from the experts and the Reese Cue teams that were doing the work and they wanted their questions answered. We dont have a resource problem. We have a luck problem. We need more luck. We need good weather. We need fewer fires. And we need some miracles now. Alex, that frustration is actually not just limited to The Loved Ones and to the folks connected to the tower that collapsed. Its spread around this entire neighborhood. In fact i spoke a moment ago to a woman who lives with her partner nearby. They are not sure they feel safe living in their apartment. This is now having sort of a Ripple Effect on the community around surfside and miami. You can expect she is questions to be hammered and for officials to have to face them over the next couple of days and weeks. And the inspections are supposed to be carried out in the next 30 days on those buildings that are 40 years and older. Thank you for the live report. As Search And Rescue efforts are ongoing so is the investigation as to why this collapse happened. Joining us, troy morgan, a Principle Engineer where he specializes in Risk Analysis and performance of structures. Troy, welcome to you. I understand you spent 20 years looking at how structures react to earthquakes, hurricanes, explosions what was going through your mind when you saw this collapse, apparently unprompted by a major event . Yeah, unprompted is the surprising part of this. Buildings typically dont collapse spontaneously after being in service 40 years without some kinds of a trigger. That has been an external load, a earthquake, landslide, a hurricane, or it could be deforrioration or significant damage to a critical structural element. None of that appears to be the case here based on the evidence we have seen. Yeah, very surprising and definitely a lot of work to be done to get to the bottom of it. A lot of questions come the minds. I am going ask this one. This is a building that stood for 40 years successful. Yeah. Is there any way that materials that were used could play into it . Again, 40 years, it stood just fine. Yeah. Thats an important consideration is that, you know, it was in service. It has gone through many hurricanes, being in coastal florida. Its its hard to imagine at the moment given what we know just what may have contributed to this collapse. I know there have been a lot of reports out there and news coverage. But we really just dont have the evidence. And because there hasnt been an investigation yet. Yeah. So thats we need to wait and make sure thats tended to carefully. Thats critical. And under way. We have learned about this 2018 report where an engineer warned of major structural damage to the kondso and said, quote, failure to replace the waterproofing in the near future will cause the extent of what does near future mean to an engineer . Do you think steps should have been taken more quickly . Again this report was issued in 2018. Do you think repairs could have prevented a collapse . It is impossible to say. You know, these reports are produced by The Engineer for the Building Owner for a pick purpose. That purpose is very important. It may have been to undergo and recommend repairs, say, over the course of several years, just to extend the service life, and you know, normal maintenance that would be expected of concrete buildings this type and this vintage. You know, reading the report itself and looking at the photos and the descriptions, i dont know that there is really a lot of a sense of urgency or a sense of imminent risk of collapse that was communicated here. Thats not what i read into it. But i would have expected communication to happen, right, between the person who engaged The Engineer for the report and The Engineer making the recommendations. There needed to have been context. We dont know how those communications were delivered or what communications took place. Let me ask you broadly, when a report is issued and it suggests, the near future, something needs to be tended to. If you were issuing that report, when you would say near future are you talking about a month, two months . Six months . A year . It is cle years later when this thing came down . It may be good to put a time frame into the report itself so thats made clear or that would be clarified through correspondence moving forward. Thats what we dont know, what was in the mind of the person who wrote the word, what was he thinking . That would be a question of clarification from the entoer. 100 , very clear. And we have the attorney for the Champlain South Tower saying they wanted things written in big red letters. Let me ask you about this report we just got this news, troy. It is coming from npr. I want to tribute them as the sourcing. How do you square that assessment with an assessment in a report that says, these things need to be tended to . Because things that need to be tended to may, in fact, be, you know, Normal Dmetic Rehabilitation or patching of concrete for example, that spalled off, but it doesnt compromise the strength of the structure. It may be just for longterm durability. And the damage that was reported may not have in fact affected the safe occupancy of the building as it was. And like i said, those photos that were included in that report, i dont think they were particularly alarming or disturbing. They just identified repairs that needed to be made. It is hard to go beyond that. Listen, troy morgan, i know it is tough and you are using your expertise to help guide us through all of this. Over a week ago we did poll of our congressional caucus members and i will tell that you overwhelmingly our caucus said they would not vote for a bipartisan bill unless we had a full Reconciliation Bill that was passed as well. And on Capitol Hill, House Members will be voting on a select committee to investigate the January 6th insurrection this week. New today, Senator Mitt Romney is saying what questions he wants that committee to answer. From my standpoint, one question is, why did it take so long for security to come to the Capitol And Rescue the Capitol Police who were battling away and to mack sure the Vice President was safe and his family was safe as well as other elected officials . Why was the delay so long . Why didnt the Pentagon Move more quickly. What happened in the White House . Why didnt action immediately occur to protect the Vice President. Last Hour Congress Lastminute Camilla Chai saying he dropped a letter regarding Congresswoman Marjorie Taylor green saying they are not standing for her rhetoric any longer . We will also have a letter out on this topic. It will be to the house majority leader, kevin mccarthy. How so . And from what you just heard from him, does that further your belief . You made those comments before the rally Last Night. Thats right, alex. I think it is important to think about what the context to all of this is. When we talk about terrorism, we talk about violence or the threat of violence in pursuit of political change. What We Saw on January 6th was exactly that. We saw violence break out. It was at the direction of president trump. He told them to walk to the capitol. They believed that he was going to be there. His supporters, the night before, were talking about trial by combat. His supporters, Mchael Flynn was out on the lawn talking about martial law, lets bring the military in. Thats probably why we had a delayed reaction from many of the Security Elements there, they didnt want to appear to be impeding the constitutional process. But lets go back to the fall. President trump was antagonisting going after Governor Whitmer in michigan. A militia wanted to capture her. The fbi broke it up. Right after the election, the president was tweet about philadelphia. People need to go there, see whats going on. Qanon supporters showed up there with weapons and were arrested. Again, a potential threat of violence. Fast forward to January 6th. If you look forward from here, there is discussion in trumps supporters about a second civil war, about overturning the election, about a reinstallment. And so the president , by continuing to try and undermine democratic processes, it is probably the most gravest threat to democracy we have right now, the continuing of the Big Lie that he won, when, in fact, he didnt and he will not be reinstalled. Et cetera not just the president and his dangerous rhetoric, it is also the as nine rhetoric of people like Marjorie Taylor green when she is talking about the jihad squad. Is she another one that you would look at and say what she says is dangerous . I would like to give you a parallel context. Imagine during the days of Al Qaeda and isis, ten years ago, we would be talking about three different levels, committing terrorism or terrorist violence, inspiring terrorist violence, or material support to terrorist violence. So if an individual who was affiliated with Al Qaeda or isis had stormed the capitol on January 6th and we had traced it back out and found there were people inciting that violence, if we had found there were people providing logistical support financially and in terms of weaponry, these are things already coming forth in the trial we are seeing right now. And you are seeing people going into the court cases saying i was there because i thought the president wantedly to be there. I was you are confidently seeing them say, look, when my political leaders point me to things or tell me to believe things and i do, and i act upon them, well, that is insightment. I think we have this problem across the board this the political system where the temperature has got Tony A boil and there is violent rhetoric out there and you will see supporters commit Violence Or Move towards violence. It is a very dangerous situation right now in this country. When you have people defending the president at this rally on January 6th and they cite repeatedly, you know what, the president said we are going to march peacefully down to the capitol of course he did not join in marching but do you look at that as being a legitimate defense or was there a far greater pekt and just focusing on those words thats not going to cut it . It is definitely not going to cut it. I think Thats Part the reason why as we look at the fbi charges come forward we are starting to see conspiracy charges. What do we see . Organization behind the scenes, intent to commit violence, intent to break into the capitol which you are showing there. All of that intent is going to start pointing back to what was the larger political process or what is the larger operational processes behind the scenes. And who in terms of either the White House staff, the president himself, or others in congress knew this was going to happen and didnt do anything about it . I think thats where it is going to get difficult in the next two to three months. We are going to find more and more that little leaders knew who was going on, political leaders were Fist Bumping Out in the yard before this started. There is going to be connections. It is going to be a strange him in america as we start to really work with who is asking the questions in Capitol Hill and how much were they involved in what happened on capitol coming forward when they bring a lot of the appointed leaders up to The Hill in the coming weeks. Look, clint, we are having a very open discussion about this. And ever since the Capitol Rite the fbi has been keeping a close eye on the fringe right. So it is out there. Do you believe realistically that trump and his supporters could cause a major uprising . If the fbi is keeping a close eye, you have got to assume the fbi is also trying to do whatever they can to dismantle any plans like this. I am sure the fbi is doing everything they can. One of the things i find strange in some of the Testimony Wherer asking questions of Director Wray is how on earth do they expect him to stay on top of all these threats . Today the Machine Minute Attorney general said the sentence is based on the facts and the law and fit the severity of the crime. You. Cant replace the life of George Floyd. So true satisfaction is simply not available to us. But i think that this is certainly a sentence that reflects the seriousness, and of course, you know, this matter is not over yet. I am glad to talk with you particularly in the wake of what happened this week. Do you agree with the Attorney General or did you want Derek Chauvin to serve more time in prison . I do agree with the Attorney General. Obviously, what we would like to have happen is not on the table. And so i am disappointed because i do think there were enough aggravating factors for him to get the maximum sentence. But you know, he didnt get 12 years. You know, 22 years is an upward departure. And so he obviously took a look at it. For whatever reason, the judge felt like that was adequate. I think, you know, it did show that he felt there was enough there that he would not get the minimum. Uhhuh. Offered in this situation. So we have so much more work to do that we really cant allow ourselves to get stuck on the fact that we didnt get the 30year sentence that we were looking for. We do have the federal cases pending. Thats kind what have we are shifting our focus to now. Yeah. I am curious, though, emotionally speaking, how has it felt the last couple of days as you process all this and close this particular chapter ahead of focusing on the next ones that you have ahead . For me, personal lesion it has been really like a true exhale. It has been a long arduous journey and a lot of ups and downs in terms of our emotions from the beginning of the jury selection, you know, dating all the way back to when the murder first took place. For us, i feel like in a lot of ways, regardless to, you know, what the sentence was, we are now able to just sort of exhale after this chapter has been closed. Yeah. And you are certainly echoing the sentments as you look ahead, you echo the sentiments of the attorney who says this matter is not over yet. There have been steps to reform the Way Police officers interact with the public. What have you seen on the local level to ensure you that the change can and will happen . Well, i think thats been something thats been really important to us. I know in our City N the houston area, our mayor and the Police Department have already made some you know some changes in terms of, you know, barring the choke holds and what have you. So there is a lot of things that we have seen here in our local community already change. We have been working also on the State Level with the House Bill 88 working on the texas George Floyd act. So i think as important as it is to have the George Floyd Policing Act on the federal level being passed, its equally important to have those things that are very close to home take place as well. Yeah, you now have this great George Floyd foundation to really address racism and inequity. What do you want to accomplish for the organization to promote lasting change . Well, i think one piece we have already addressed. And that is, you know, the Social Justice piece, Making Tlur that there are legislative changes. And then with the youth services programs, working with the youth in our community. And also work force development, you know, empowering people to economically be able to take care of their families, whether it is getting a trade in truck driving, which obviously you can see Thats Something George was interested in, as well as cosmetology. We know not everybody is going a College Graduate or have the desire to do that. But just providing those opportunities for people to have chances to work and provide for their families. Last question. It was that statement that Derek Chauvin made to the court. It left people with something of a riddle saying we hope that there will be some peace thats coming. You will see something in the future. Do you have any idea what he was talking about . I dont have a clue what he was talking about. You know, the only thing that could bring us true peace is to have george back. So i was really i didnt quite understand it. I was truly right when he turned around to offer his condolences, he actually looked right at me. And when he made that statement. So i am still perplexed as to what lookedly he meant by it because i Cant Think of anything that could really truly bring us the peace that we need. Thats not an option. So it must have been a little bit chilling to have him look right at you. How did you interpret when said . Was there sincerity . What did you feel when you looked into his eyes and he looked at you . No, i didnt think there was sincerity coming forward. I think he was saying it to reduce any sentence that was coming forward. I did not want to hear from him. And after hearing from him, it sort of solidified in my mind what i thought before. Okay. Share eata tate, thank you for sharing all of it. Officials are making arrangements to right now bring families of those who lived in the tower to the pile for reflection and prayer. The mood there remains some better as more remains are being uncovered. While 1 Million in private donations are being collected to help residents of the nearby worth the tower. It was decided we would not evacuate the building but give residents a Choice And Alternative because of their justified fears of living at least for right now in a building that they dont understand or dont know is safe or not. Frankly, i think we all understand that. I think given what happened and giving this building just fell down out of nowhere, which was completely inexplicable. I think those fears are justified. The official number of deceased now stands at nine. 156 people remain unaccounted for. Lets bring in Miami Herald reporter sarah blassski. In your reporting, the Building Collapse was likely cause by structural issues. What concern is there for other buildings in the area that are about the same age . To be clear from our reporting, officials are worried about certain things that came up during an inspection, specifically one structural slap under the Pool Deck that may have been damaged by standing water over time due to poor design. However, its unclear no one is certain exactly what went wrong and until then, its hard to say exactly how much anyone has to worry. But we understand from experts that buildings like this just do not fall, and they are looking for a reason. And they say that residents of other highrises in Miami Beach like those behind me here do not need to worry, that these are incredibly rare events and they are investigating sfaz they can. Yeah. And here is something from your report. It was extraordinary. And it said that appearing to reinforce the experts theory, The One that you were citing relative to the Pool Deck perhaps being the site of concern it was remarkable, you wrote the story of a resident who called her husband moments before the collapse to tell him she could see a crater in the Pool Area from her fourth floor balcony. Have you learned anything more on that . So my understanding is that there are two unconfirmed eyewitness accounts including that woman who both described something similar, a crater in the Pool Deck prior to the collapse of the building. We should note that this woman who told her husband this is among the people who are still unaccounted for. She had a fourth Floor Apartment in the part of the building that was last to collapse. And it does appear that their accounts coincide with what experts are starting to agree is the most likely way that this collapse happened. Experts are starting to foal like, from the evidence thats available from this report, this inspection of where there may have been damage, that the Pool Deck may have had structural problems and fall sfwooen the Parking Garage [ no audio ] and after that, that final section fell under its own weight. So thats our understanding now. But nobody is certain. This could change with new evidence. Absolutely. And yet again, these are unconfirmed reports. But have you been able to source this particular one . I presume the information is coming from her husband, the man with whom she was speaking. Okay, you are nodding to that. The timing, literally right before the Building Collapsed. How about the other unconfirmed report . Was that also the same time, the wee hours of the morning, the middle of the night . We are talking the weir hours of the morning. The other report not as clear. However, that first one, of the woman, her husband describes a chilling event in which she calls, frantic, says theres a crater in the Pool Deck or the Pool Area, and then the Phone Line goes dead. Yeah, well i am glad to be here to talk about this. I think the president has been pretty clear that we absolutely want the starting place for any Infrastructure Investments we make to be bipartisan. Its why as early as march i joined my republican colleagues to visit with the President And Secretary buttegeig at the White House to talk about the ways that we can get to bipartisan Infrastructure Investments. And, you know, the president has introduced the american Families Plan. It has been out there in the forefront of the conversation as well. I think that what we have got right now is a chance to build on the momentum from the announcement earlier this week. My hope is that we are going to be able to continue to do that. Because the folks sitting in their cars on their way to work or trying to get from one place to the next or get on Line Have have definitely, definitely got to get these investments out there. Yeah. I am curious. Last Hour Congress Ram told Me Congress is not going to vote for the bipartisan bill unless the Reconciliation Bill is passed with it. I am curious to get your thoughts on that. Would you support voting for one without the other . You are absolutely right. There are a lot of hypotheticals out there. In my office we like to call it the whatnotes. I am definitely super pragmatic when it comes to this stuff. I want us again to build on the momentum coming out of this week, seeing that there is a bipartisan notice of framework that we have got to work off of. And also recognizing that the american Families Plan has some really amazing Policy Provisions in it, including a Child Tax Credit, which is going to provide relief. I mean the Child Tax Credit is something thats going to provide relief to hundreds of thousands of people in kansas, and in the third district. And i have always said i am going to push for policies that going to be good for the kansas Third Dprk and my state and my country. My hope is that we can continue to move forward with both of these bills and not lose the momentum that we are starting to see really build up. Uhhuh. Lets turn to the House Select Committee Being established to investigate the January 6th insurrection. Speaker Pelosi Hasnt yet announced its Composition Or Leadership but Marjorie Taylor green said she is interested in being involved. Look, there are questions that need to be answered. You can ask questions about anything. I know. Would you like to serve on the committee, be on the committee . Sure, she should put me on the question. That would be great. And you would show up and ask questions . Absolutely, of course i would. I am curious to response to that give her outlandish rhetoric about the insurrection, would her involvement make a mockery of it . Look, i will say this. I think first of all it is up to the republican leadership to decide which members are going to participate in the and contribute to the select committee that Speaking Pelosi had to move forward with because our republican colleagues refused to put together a 9 11style Commission to really get down to the bottom of this. The primary thing that i heard during that interaction that i will say i agree with is, we have got to get down to the bottom of this. We need to find out what happened so that this sort of thing never happens again. What We Saw on the 6th was traumatiing to anyone who has ever done to the capitol. I think that, first of all, i am i think like a lot of people who are part of the Lgbt Plus Community remember where i remember where i was and what i was doing when i found out about the tragedy that happened at the pulse nightclub. And my brother and i were actually spend a lot of time together crying and praying for the people who were impacted by this. To be able to stand there with my colleagues who voted to get this to the president s desk and with Family Members and survivors was trow truly, it was an truly, it was an honor. And it helped us see how much work we have done and how much more work we need to do. We heard from Secretary Buttegeig and many others about the strides we are making and what this administration is doing to try to make sure that pride is back at the White House and that lgbt plus folks are treated as the Human Beings that we are.
