Its not something you usually would hear from us but well talk about pop super Star Britney spears and her Court Case. Lets get an update on the Building Collapse in miami. This story has changed and gotten worse since we first reported it yesterday morning. The Search And Rescue efforts that continue in South Florida right now after half of a condo Building Collapsed. Officials say 99 people remain unaccounted for after 12 stories of this condominium In Surfside crumbled into a pile of rubble. Rescue teams helped to save a boy who was trapped yesterday morning. Dozens of Fire And Police crews are searching for survivors this morning. Miamidade Fire And Rescue has been on the scene since the beginning and say most of the efforts are being concentrated now under ground. The optics may seem Theres Nothing going on on top but all operations, i cannot emphasize enough, all operations are occurring underneath the rubble, under the Parking Garage where we have teams of firefighters as they continue to make cuts, breeches, placing Search Cams to locate victims. One person is dead while a dozen others are hurt. 102 people have been declared safe so far. Were awaiting details later this morning when a News Conference is scheduled. Joining us from the seam is Sam Brock. Youve been there since minutes after the collapse happened yesterday. What can you tell us this morning . Reporter were entering a fragile period right now of the Search And Rescue. Its been over 24 hours and the rubble is daunting. Look over my shoulder, the rubble is up about three stories high. Thats the area in which the Search And Rescue operators right now are working with and the conditions were expecting more rain today, it is florida, when it rains it pours. That has proven to be problematic so far. Theres audio from the Emergency Scanners describing the fact that we are being told that folks involved should be taking cover from debris that was moving around. Thats all of these firefighters and Search And Rescue operators are going inside a building that is partially collapsed, 55 units sectioned off, and it looks like its about half the building when you look at those areas. Theyre operating under those confines under the basement garage, wading through feet of water trying to hear anything using sonar, k 9s. 99 people are unaccounted for this morning, willie. Thats the potential for all the units that collapsed and all the people that may have been living there, doesnt mean they were there at the time, just means theres no contact. So President Biden overnight declaring a federal Emergency Declaration, which green lights The Way for dhs and fema to help coordinate the efforts here. You talk with these families and they are missing generations of people, grandmothers, friends, parents, some of them came down here to take their kid to Tennis Camp and theyre missing. Its from all over the world, too. We are a hot spot here for South American families. So many in the complex are huddled in the Surfside Community Center waiting and hoping to get some information as Theres Phone lines proviing round the Clock Info but theres no updates to provide. This has been going on for 24 hours, a crucial window to see if they can find some form of Life. 102 people have been declared safe who were inside the building. We have the Security Footage that shows the moment the Building Collapsed, its breathtaking, its hard to conceive of anyone surviving that. This happened between 1 30 and 2 00 in the morning yesterday, the people who survived, what did they see, feel, and hear when the Building Collapsed . Reporter they described sensations of a boom, that it felt like an earthquake. In some cases, even the mayor here, that a bomb went off and at 1 30 in the morning they were trying to figure out what went on. And as they tried to make their way out of the building there was debris on the floor and many had to be rescued by buckets. I spoke with a woman and her husband who were on the street side. They wanted to live Ocean Side, had they lived there, they said i dont think i would be standing where i am now, talking to you. Thats the difference between Life and death. So many stories just like that, willie, and its worth noting we spoke to the attorney for the Condominium Association here, he said he was shocked, no signs like this something like this was imminent. They just finished the 40 Year Inspection on the building, and repairs were made on the roof but they dont think thats what happened here. Its going to take months, maybe years to figure out what caused this collapse. But it is rare. You can count on one hand the number of times a Building Collapsed unprovoked over a period of decades. Another thing well be looking at is whether these inspections are worthwhile given that one just happened and the building completely collapsed. I know theres questions how in the world this could happen. A researcher at Florida International University told Usa Today that the highrise had been deemed unsafe a year ago. The processer cites a study conducted last year that found the 40yearold Building had been sinking at an alarming rate since the 1990s, about 2 millimeters a year. The study doesnt suggest with certainly what caused the collapse but said it could have been a factor. Who knows. Also the proximity to the water. It just so in this day and age, even as City Officials have said when they first responded to this buildings just dont collapse like this at this day and age. Reporter thats right. And i would add, mika, too, thats an excellent point. We interviewed the person who wrote that study, he said 2 millimeters a year between 1993 and 1999, which would equate to half an inch over the course of that decade, so it doesnt sound like a huge depth but its unclear. In terms of The Building Being Unsafe in 2020, he said hes going off local reports on that. We know he was looking at thousands of structures and found this building in particular was one of a handful of buildings that was sinking. So you would have to imagine thats going to be part of the investigation unfolding over the next several months. We heard from some of the rescuers and fire officials there say theyre holding onto hope they will find survivors. Theres context around that number of 99 people unaccounted for. Thats the number of people they havent heard from yet. What is the realistic possibility, the chance that Fire And Rescue is going to find someone, a group of people alive in that mass of rubble weve been looking at here . Anecdotely, when they held a Press Conference i believe about 4 00 or 5 00 yesterday, all public officials from miamidade, throughout South Florida, The State, the governor was there as well. Looking at the expressions on peoples faces, fore horn, you could see it in their eyes, demeanor, how dejected and upset and how deeply moved everyone leading the response is in this community right now. It takes a toll but it suggests they may not be expecting these 99 folks or whatever percentage are legitimately missing, being alive. Youre looking at mounds of rubble over my shoulder that are three stories high. An entire section of the building, 55 units. If you look at the aerials, its cut off, half the building structurally. So you hope theres a more promising end to this where we have more recoveries, families reuniting, tears of joy instead of pain, but what youre seeing, the signs of urgency with which the Search And Rescue are continuing may not be the case. Yesterday rescuers found a woman and her son we hope there are more of those stories to come. Sam brock on the scene for us In Surfside, florida, thanks so much. Rudy giuliani former mayor of New York and one time personal attorney to President Donald Trump had his Law License temporarily suspended by the New York appellate Court Yesterday for quote Making Demonstrably False and misleading statements while fighting the results of the 2020 election. A disciplinary hearing has yet to be held but the court said giulianis actions represented a quote immediate threat to the public noting that he helped inspire the Capitol Riot and continues to allege Voter Fraud despite a lack of evidence. The court noted, for instance, that mr. Giuliani repeatedly claimed Tens Of Thousands of underage teenagers had voted illegally in georgia. An audit by the Georgia Secretary of state found that not to be true. But mr. Giuliani continued to repeat the false claim as recently as April 27th on his radio show. After a disciplinary committee had already petitioned the court to suspend his Law License and after promising to exercise personal discipline. Former President Trump issued a statement writing, quote, all of New York is out of control. Giuliani can fight the suspension, but may ultimately be disbarred. Joining us now the New York times reporter michael schmidt. Attorney and former Prosecutor David Henderson. And white House Reporter for the Associated Press, Jonathan Lemire. David henderson i want to start with you in terms of what does this step mean for Rudy Giulianis career overall for his ability to practice law . Will he be disbarred . And some might be asking, why didnt any of this happen a lot sooner . Its hard to know whether or not hell be disbarred. What we know for sure is that this is a really, really bad decision for his career overall. I dont think its completely clear exactly whats going on here. Everyone knows you have to go to Law School to become a lawyer, you have to pass the bar. Something people dont know is, you have to take a class in Law School called professional responsibility. You have to take a test, which is a nationwide test demonstrating you understand the rules. You have to undergo a background check, Take Ethics Classes every year and the organization that gives you your license has to make a determination that you are morally fit to practice law. Here not only is giuliani being accused of making false statements hes being accused of doing it knowingly. Well give you your day in court but the evidence is so clear youve been making false statements and its such a danger to the public well take the step to temporarily suspend your license, which is an extraordinary step that it lets you know nothing good is coming for him when he does have his hearing. For those who Say Giuliani was targeted because he was a republican, we note that Bill Clinton had his Law License suspended in arkansas for misleading statements about sexual misconduct. Isnt this just a consequence of an attorney telling blatant lies . Michael schmidt, ill throw that to you but asking you what the Back Story is here on the Rudy Giuliani front. The former president put these lies out to the country, many others did as well. Yeah, i think this is a great example of how the certainly our system was not set Up To hold people that were going to lie so blatantly and so abundantly, and so proactively, you know, in efforts to overturn the election, there was no real system set Up To hold them accountable. Because here we are six months after the insurrection and were seeing some significant action here. Look, New York trying to take Rudy Giulianis ability to practice law away from him. But an enormous amount of damage has happened over that period of time. And sure, this may chill his abilities to do anything going forward, but the seeds of the doubt about the election are so long sowed and have grown and grown and grown since then, it just shows how if we were to confront a similar sidewalk to this going forward, im not Sure That anything different would be in place to try and stop people. Im not sure, you know, its youve seen the lawsuits that have come out in the months after. But those were weeks, if you know, at the earliest, but likely often months after the lies had been told. So the system here catching Up To the wrong doing and the lying that had happened, but much, much long after the fact. And as we know this is going on while giuliani is under investigation by the southern district of New York in a very, you know, complex investigation looking at his ties to foreigners. So this is just one aspect of his legal problems that he faces. So Jonathan Lemire, obviously this is another chapter in the fall of Rudy Giuliani, who was a celebrated prosecutor in the u. S. Attorneys office in manhattan, the mayor of new York City during 9 11. What does this mean to the relationship, though, and the job that Rudy Giuliani performs for Donald Trump because so much of the Rebuke We Saw yesterday from the judge was about the things that Rudy Giuliani had done and said in pursuit of the Big Lie, lying in courts, in public forums, in the public media about what happened in the 2020 election. Obviously the president came out quickly and defended Rudy Giuliani one of his closest advisers and friends. What does this mean going forward, though, in terms of his relationship with trump . So much of his career has been this attempt of being relevant. His own president Ial Bid in 2008 flamed out quickly. And after some Consulting Work and Suspect Work with overseas entities. He found himself back in the political game as an Adviser Role to then Candidate Trump in 2016. We know though he never got a job in the administration he achieved prominence as trumps closest defenders. There are people in Trumps Orbit who blame giuliani for getting trump impeached the first time with the ukraine conversations and pushing the leader there to investigate Joe Biden and his family. And there are those around the former president who blame Giulianis Role in whipping up the theories this past election. He fuelled trumps doubts about the legitimacy of the election. We remember the News Conferences he held including one where Hair Dye and Sweat Sweeped down his Face And Trump rewarded that loyalty. There are Moments Trump was frustrated believing rudy got ahead of himself and got trump in trouble. But the most important thing any adviser can have in Trumps World is go out and defend Donald Trump, and Rudy Giuliani did that like No One else. Theres strength in the relationship and theyre still close. Losing his Law License may not matter that much. Sure, Rudy Giuliani appeared in courtrooms from time to time but his role was being the pr lawyer, out in News Conferences. The step We Saw yesterday, just a further Fall From Grace from someone who was once known as americas mayor. Yes, it seems small. This is all about the Big Lie. Michael schmidt and then David Henderson if you can followup. You look at whats happened to Rudy Giuliani, fine, hes potentially going to be disbarred. But we have a president and a ton of his minions, whether it be attorneys, attorneys general, former attorneys, Members Of Congress, members of the senate, all either not saying the Big Lie is a lie or actually backing up the Big Lie, and then you bring it to the insurrection where you have Members Of Congress who are saying that it was you know, a day at the park, a tour really. Not saying it was an insurrection. So i guess my question to you sort of on top of your answer that this is such a Surprise Weve never had to deal with something like this and our System Isnt prepared for it. So are we not prepared for our democracy completely being undermined i love hearing your roosters completely being undermined by the President Of The United States who has a cultlike following . Is there any way to confront the Big Lie and the lies about the insurrection or is potentially disbarring washed up Rudy Giuliani the only recourse that the united states of america has to defend itself . So two things on that. That is obviously a big, Weighty Question and i dont have all the answers to it. I think at the root of this problem is the simple fact that we live in a country that has a First Amendment and i think there is a sort of understanding or some belief throughout american history that people would operate in good faith. That we would have our First Amendment but that americans would say and do what they wanted to do but that everyone would sort of be rowing in the same direction to try and, you know, make this a better country and to be above board about things. Were now confronting a thing where some americans are basically taking that First Amendment, really, really far. To the point that they are spreading these lies about the election. And i dont i dont know what the answer is to it. I dont know what you do when you have the people or the who had the largest mega phones in the country and they were using them to do this. To spread this. There are three ways that Rudy Giuliani could be held accountable. One, were seeing here with his Law License. Obviously to many that is not going to feel like enough. The second thing is civilly, he has been sued. Companies that were defamed by him in this process have gone to court to sue him. And in some cases when theyve brought these lawsuits against Cable Companies and others, those people have walked away from their statements. Now the lies that they told have already been around and have laid the Ground Work for other things but they have moved away for that. So that process has begun and began in the weeks after the insurrection. The other thing is whether they could be charged criminally in that, and the bar for that i think my understanding of it is really, really high to charge someone with, you know, basically using their speech to have incited this. I understand why a lot of people look at what happened and what was said and see a direct line from it to the actions, but i think that proving that the Justice Department proving that in court especially with people like giuliani or others is very, very high bar. So David Henderson are there avenues executed on the legal realm, whether its inciting a riot or inciting a Terrorist Attack on the u. S. Capitol hill based on a lie . I think were going to see more discussions about other actions taken against giuliani in light of what hes said and done. Its important to keep in mind this decision relies solely on him making false statements during the election. I spent a quarter of my career as a prosecutor in special crimes when you work on those types of cases you have to be able to tell when people are reaching a Breaking Point. And part of what the court articulated in its 33page Opinion is that this is of critical importance because our country is reaching a Breaking Point in many ways. Over the long weekend i spent time with one of my nieces talked about what theyre learning in school, theyre learning about professions, and one of them was about lawyers and she said lawyers were public servants and i chuckled because its been a long time since they were thought of that way. And in this ruling we are remind of that when its critically important because were on the verge of a lot of important discussions in this country many that weve put off for a long time. And in that discussion we have to rely on people to be trustworthy with respect to what they say and more specifically to knowingly say things that are not true. Does it feel too little too late in some ways, yes, it does. But its important to do our part to make the world a better place and thats what The State of New York is doing holding Rudy Giuliani accountable. Thank you for that. The White House in a bipartisan group of senators announced an Infrastructure Deal yesterday, but its complicated. The president celebrated the deal but said it is just a start. The framework released by the White House allocates nearly 600 Billion to transportation and traditional infrastructure projects like roads, bridges, Water Ways and airports and restoring the power grid. To get the deal democrats had to concede investment in climate and other measures like expanded access to Child Care, education and paid family leave. Those measures will be taken up in a separate budget Reconciliation Bill. Weve all agreed that none of us got all that we wanted. I clearly didnt get all i wanted. They gave more than i think maybe they were inclined to give in the first place. But this reminds me of the days we used to get a lot done in the united states congress, we actually worked with one another. We got a bipartisan deal. Bipartisan deal is compromise. What we agreed on today is what we could agree on, the physical infrastructure. Theres no agreement on the rest we have to do that through the Budget Process and we need a fair Tax System to pay for it all. Im not going to rest until both get to my desk. By moving forward with this two Track System are you putting the bipartisan bill in jeopardy . Look, the bipartisan bill from the very beginning was understood theres going to have to be the second part of it. Not just signing the bipartisan bill and forgetting the rest i proposed. I proposed a significant piece of legislation in three parts. All three parts are equally important. It was a tale of two Press Conferences, endorse the agreement in one breath and threaten to veto it in the next. Less than two hours, it almost makes your head spin. An expression of bipartisanship and then an ultimatum on behalf of your left wing base. Lets bring in nbc Capitol Hill Correspondent Kasie Hunt and host of politico, sam stein. Kasie let me start with you. To Mitch Mcconnells point what We Saw was the president coming out to the bank of microphones with that bipartisan group of senators turning and giving Rob Portman from ohio an Atta Boy we got It Done and then going im not going to sign it until we get the other piece of legislation done. So what does it mean to have these two tracks and whats the bills . Its very unusual strategy, willie to say in one breath we should note those microphones where you saw the president in that first clip thats where the Members Of Congress go afterwards, the president doesnt need to, he has these rooms behind him to go. But heres this deal were going to touting it and then say were going to run it over republicans in the next phase so dont worry progressives your priorities are going to be in here as well. Thats why you heard the criticism from Mitch Mcconnell. But this is the reality of counts voting in a 50 50 senate and a narrowly divided house of representatives. Progressives have said we want reassurances on climate, Child Care policies and these other things the president has proposed. We dont want to leave them at the whims of the bipartisan deal, frankly. And they know that, right. So the house is also incredibly tricky because Nancy Pelosi, the speaker, only has a handful of votes that she can spare and progressives there have also said, why are we putting this all on this alter of bipartisanship. That puts everyone in a tricky position. And watching what Mitch Mcconnell does and how he talks about it is going to be, i think, critical as well. Because the calculation for republicans here is that its better to be part of the bipartisan deal, be seen as getting something done especially as they go home and talk to their constituents but if they decide thats not the case, weve seen plenty of republicans go home and vote not on the bill and go home and say i want to take credit for the money in the community. There is a complicated road ahead here and a potential to stumble. Every time i see Joe Biden putting his hand on Rob Portmans shoulder i have to laugh because the republicans are going here we are, yes, mr. President , and Atta Boy we got this done. Jonathan lemire, i guess my question is, the republicans can see it as a Bait And Switch or a tale of two Press Conferences, maybe. Or is it perhaps an opportunity for republicans to sign on a bill that they can believe in, and what did they think . The democrats were going to throw away every idea that they had and everything that they wanted to isnt this The Best Of Both Worlds and a way forward . Or is it more of the same . Mika, well see if this is a fleeting moment of bipartisanship. I think thats the early sense of it. Lets be clear, as kasie lined out. Its a fragile moment here. This is not a certainty that this bill is going to come in. The linkage that biden is doing with reconciliation could go wrong in any number of ways. But before we move on to that, President Biden deserves some credit here. He bet big on bipartisanship, campaigned on it, has tried to govern on it, no republican signed up for his covid relief bill, he wouldnt give up despite Mitch Mcconnell saying his goal was to 100 the biden administration, liberals being skeptical working with republicans, here he is, helped sheppard this deal through, but what happens next . We have a huge number of bidens programs have to go in the Reconciliation Bill now. He has to keep democrats in line to do this. We dont know the appetite that Manchin And Sinema will have for huge numbers. We know that Bernie Sanders wants a huge number. How precarious is this right now for democrats not to mention how republicans can get in The Way of a bipartisan agreement. That was slightly more than half a second, jonathan, just noting that for you. Youre right, very precarious now. Its a cliche to say now comes the hard part but in this case the agreement not easy to come across does beget a very difficult road for biden in terms of getting the votes. We saw already Mitch Mcconnell basically hinting that he might oppose this bill that his own members have craft not a bill yet but this own agreement his members helped craft because of this promise by biden to attach the Reconciliation Package to it, at that point how do you get to 60 . We dont know. Biden has to look at the left and say i have to keep liberal members, especially In The House on board, and that requires an ironclad promise, essentially, that the Human Infrastructure is incorporated in this overall legislative package. So a few things matter here, one is sequencing. Can you get it to a point where one and two pass together or you have some certainty theyre going to pass. And two is just sheer vote counting 60 votes on one is fine but even getting 50 votes in the senate on the Reconciliation Package is a difficult and problematic for democrats. Bernie sanders has said 6 Trillion, Kyrsten Sinema said she didnt want to go over 2 Trillion, that 4 Trillion difference may seem like a minor matter, its hard to bridge that while keeping the liberals in the party and the more moderates in the party in line. Pardon the cliche but the tough stuff does start now. How are the progressives taking this . Senator warren said were not going to cleave off a piece of what we want. Senator blumenthal called it paltry and pathetic. He wants the whole thing. What is that view from the most progressive side of the democratic party . What does that pretend for the future of both of these . I think thats why you saw President Biden say what he said, im going to tout this compromise and then perhaps turn around and veto it if it doesnt work out The Way we want it to. The progressives have laid down a pretty clear line here. Even michael bennett, who would i put in the Pragmatist Camp was on camera saying, well, the reality is we cant pass one without the other, basically. The votes are simply not there. Part of the reality of the 50 50 senate. I do think the question is going to be, can progressives then swallow whatever Sinema And Manchin demand of them in this Reconciliation Conversation . Because 6 Trillion is a lot of money as sam points out, and frankly, there are a lot of moderates, even In The House, who are incredibly nervous about passing something like that. Our conversation earlier in the week with Shawn Patrick Maloney i think underscores that because they want to raise taxes to pay for whatever they want to put forward. Thats a lot of money in taxes but at the same time 2 Trillion may not be enough for some of those progressives. So i think this is a very tricky interparty fight, so far the president has been pretty successful in balancing both of those interests, but this is going to be really i think the biggest test yet. Doctor, correct me if im wrong, anywhere in america you can get a vaccine if you want one, and theyve made it really hard not to Get One. You know, theyre within five miles of most people. Is this right now americans choice to run the risk that we are risking and what is the risk . Thank you so much for having me on. Youre absolutely right. The vaccine is very accessible to nearly every american at this point. And frankly im frustrated. We have a situation now where nearly every single Covid19 Death is now preventable. And you have folks spreading misinformation and manipulating any concern that comes out of these vaccines to spread this misinformation and reduce confidence in the vaccine. In fact, this is one example. You have the advisory committee on immunization of the cdc now looking at rare incidents of a disease called myocarditis, which is happening to some extent in young men taking the vaccines. But if you look at the data, youre at a higher risk of getting myocarditis and a lot of other bad things from covid19 itself. And the fact thats not being mentioned in all the Conspiracy Theories out there from folks trying to reduce confidence is disingenuous. So incumbent upon all of us to get vaccinated at this point, especially areas of the country like st. Louis whose hospitals are filling up again with patients with covid19, especially for the Delta Variant which is transmissible. As you know well, there are states across the south where the Vaccination Rates are in the high 20s or low 30s. We talked to public health officials in the White House who said we have to get trusted partners to speak to these populations and tell them about the importance. Thats being done. The vaccine is readily available to anyone who wants it age 12 and up, easy to get, proven to be effective, but in a place like alabama you have Alabamas Head Football coach, Nick Saban do a psa, you had Tommy Tubberville get the vaccination. If those voices dont send anyone out in The State of alabama seems like nothing will. If those rates dont change significantly, what does that mean for the coronavirus in the united states . First of all, i applaud those leaders for talking about vaccination in a positive way even if their Constituency Isnt confident. One Thing Id say is yes, the Delta Variant will become the dominant variant in a matter of weeks in this country and it is 100 more transmissible than the original virus and leads to a higher Hospitalization Rate even among younger people. So knowing every one of those deaths is preventable is frustrating. However were seeing a lot of progress here in our community even among folks that havent been vaccinated yet. Were going Door To door in unvaccinated neighborhoods canvassing people, talking about the fact and were having success with mobile events in the community. We had a couple events with over 100 vaccinations to this point for folks who havent gotten it yet. So were not giving up and the Country Shouldnt give up and that personal touch, that personal canvassing you can do is really important. Its Jonathan Lemire, doctor, good morning. Certainly theres great frustration elsewhere in the world where they are desperate for these vaccines, cant get their hands on them. And here in the united states we cant give them away. So talk more about what we could be looking at here in this country. Are we looking at a tale of two countries here, the vaccinated and not vaccinated and breaking down a red state, blue State Line . How dangerous is it even parts of the country that have high Vaccination Rates having a normal and safe summer that if the variants are allowed to run unchecked, couldnt they mutate further and might we land on a strain of a variant that might actually be successful and defeating and getting around the vaccines . Its still very concerning, even if if you are in a place that is relatively higher Vaccination Rate because we dont know yet what that threshold for herd immunity, in other words a percentage of the population vaccinated where everyone is protected. Were not sure were there yet in the most vaccinated places of the country. Im aware of one hospital where you had somebody get covid19, die from it, die from the Delta Variant, surrounded by coworkers who also got the Delta Variant, you have two other people in the icu, and many others who are sick at home, even to this point and even in a place that does have a relatively reasonable Vaccination Rate, so this is inexcusable at this point. We have to make Sure That our Work Places are safe, society is safe, neighborhoods. And yes, the Delta Variant is extremely concerning, your highest Health Risk right now as an individual in the united states, is having an unvaccinated status when it comes to covid19. Thats the highest Risk Thing you can do, not to get vaccinated. I think we all have to reinforce that fact. Doctor, thank you very much for being on this morning. Moving on to other news. Derek chauvin, the Police Officer convicted of murdering George Floyd is expected to be sentenced today. Chauvin was convicted of second Degree Murder, third Degree Murder and second Degree Manslaughter under minnesotas sentencing Guidelines Hell only be sentenced on the most severe charge of second Degree Murder which carries a maximum of 40 years. The prosecution in Chauvins Case has asked for 30 years. His attorney has requested that he receive probation with time served or a term lower than the minimum 12. 5 years recommended by the Sentencing Guidelines. Attorney and former Prosecutor David Henderson joins us once again. What are your predictions as to what might happen today and what does the judge need to consider when looking at everything pertaining to Derek Chauvins sentencing . Mika, its hard to know exactly what to expect in terms of the sentence thats going to be handed down, but i think the actual range of punishment is some place between 12. 5 years and 30 years. I say that because the maximum punishment for second Degree Murder, unintentional, which is what Derek Chauvin is convicted of is 40 years but minnesota also has Sentencing Guidelines and the Sentencing Guidelines for someone like him with no criminal history recommend 12. 5 years. Theres a big catch here, prosecutors are asking for 30 years because they said that when he committed this crime, there were aggravating factors with it. And the judge admitted it. There were children around, Derek Chauvin was a Police Officer, and there was unusual cruelty. The prosecutors are asking the judge to more than double the 12. 5 years. Its hard to imagine he will go that high with his sentence. Well be watching it, covering it live on msnbc, the sentencing of Derek Chauvin for the murder of George Floyd today. Now i want to turn and get your a take on pop Star Britney spears, who is seeing an outpouring of support from fans and celebrities alike, following her explosive courtroom testimony this week. Reporter after Britney Spears had her say in Court Lashing out at her conservatorship and her Fathers Role in it telling the court all i want is my money and for this to end. The nation captivated. Others scrutinizing every detail of her statement including when she described working seven days a week with no days off and losing control of her cash, phone, passport. Saying staff watched me change every day, naked. This is a human Trafficking Issue and should be treated as such. Erin mclaughlin reporting there. So the question, david, is how could someone as powerful and famous and wealthy as Britney Spears remain under this conservatorship for 13 years. We understand the period of emergency that led to this but that was a long time ago. Her fathers attorneys said she can ask out of this any time she wants, going to a judge that i need out of this. So where does the Truth Lie in there . I think brittney told us what the truth is, she didnt know what her rights were. She said a number of things that are deeply concerning, the most concerning thing she said is that this conservatorship is bad for her Mental Health, which is the opposite of what its supposed to serve. She said its toxic, bordering on criminal, cries herself asleep. This is abuse. This is designed to help her be independent and get back on her feet. But she didnt know what her rights were going into it and she said that. It sounds like she received a new lawyer, that lawyer made her aware of her rights which her lawyer should have been doing all along. And she went to work saying i want this to end. This isnt designed for a young able bodied person whos been active for the past 13 years while shes been under conservatorship. Whats the other side of the story . Is there a claim this conservatorship is for her safety . They were concerned about her Mental Health . Are there imes involved . How does one pour through the details . Her statements were incredibly explosive and compelling. Mika, its a little hard to tell because the exact basis for the formation of the conservatorship is not clear. You can be forced into a conservatorship, you can enter one voluntarily, whats notable is that she has been saying for years that shes not happy with certain aspects of the conservatorship and her fathers lawyers said, hey, any time she wants out, all she has to do is ask. Well, she came forward this week and asked and said, i didnt know before that i had the right to do this or that the judge needed to hear from me. Whats that triggering is not just what she wants but also that its a voluntary arrangement. If thats the case her preference to be out of it should be seriously considered by the court. Theres also a question what this raises, for example she said she wants to have children she has an Iud Device and she was under the understanding she cannot remove it. It goes beyond just Life decisions made to her, where its impacting her ability to be in physical control of her body in a way thats not supposed to be contemplated by a conservatorship. In just about an hour from now we should learn more about that deadly Condo Collapse just outside miami beach. Officials are set to hold a News Conference around 8 00 a. M. Eastern and well go to it live to get the latest. Right now Search And Rescue efforts continue more than 24 hours after half of a 55unit condo Building Collapsed in the town of surfside just north of miami. Officials say 99 people remain unaccounted for. Rescue teams helped save a boy yesterday morning. And there have been reports of others being rescued as well. There you can see the boy being pulled out. Dozens of crews are involved in the search. Miamidade Fire And Rescue has been working around the clock and say most of the rescue efforts are being concentrated under ground. The optics may seem Theres Nothing going on on top, but all operations i cannot emphasize enough, all operations are occurring underneath the rubble, underneath the Parking Garage where we have teams of firefighters constantly as they continue to make cuts, breaches and placing sonar devices, Search Cams to locate victims. So so far only one person is officially reported as dead in this. Nearly a dozen others are hurt. 102 people who live there have been declared safe. Once again, we are awaiting more details in about an hour from now theres going to be a News Conference scheduled. Were waiting on word about the 99 missing in this just catastrophic collapse of a condo just north of miami. Joining us now Nbc News Correspondent Kerry sanders, what more can you tell us . Reporter sadly, mika, i think were going to see the Death Toll is going to climb today. While theres no official confirmation there are reports of those given access to the site to observe how the effort is under way of seeing Body Bags being removed with weight. And so it may well indicate that we will discover that later today they confirm more dead. But, of course, the real focus here is to find people who may still be alive. When i spoke to the Assistant Fire Chief here about what was going on, he said, late last night, they still heard what sounded like tapping. To them that suggested there might be somebody alive. They have Listening Devices that they use that are very, very sensitive. In fact, without the Helicopter Sound and the surrounding sound, sometimes they can even hear somebody breathing, but what they are not hearing is any voices. Family members who are waiting to find out about their Loved Ones, and talking about 99 unaccounted people. Unaccounted means they might not have been here, they might have been away. This is not a hotel with a registry. And the families have been continually dialing their Familis Cell phones. So Cell Phones have been ringing, but nobody answers the phone. In the chaos of this, this is a 12story Building that Pancaked Down, everything flies everywhere, and if somehow somebody is in a void, the concrete trapped them inside they may not be able to reach that. So the real effort here, its a ginger movement, you have to move through the debris and theyre coming up from underneath in the Parking Garage but as they move pieces of concrete it potentially causes what instruct remains from falling as well. So its an inch by Inch Movement here because nobody wants to see a movement to reach somebody causing yet another collapse. Thats why the surrounding buildings have also been evacuated because the fear is what remains standing could also come down, mika. As you know, miamidade urban Search And Rescue is one of the best on earth. It was deployed to the World Trade Center after 9 11, to haiti for the big earthquake, and so this is one of the best groups carrying out the mission. So theyre frustrated and they havent heard much. What does it mean from Fire And Rescue when we hear theyre looking under ground. Its not just that mass i have pile of rubble we see there but they say the Search And Rescue efforts are focused under ground. Willie, ive travelled with them actually on some of their rescues. I can remember in Haiti Search teams finding somebody six days later. And so, that is very hopeful for people who want to know about Loved Ones, to hear that somebody survived six days after an earthquake and essentially thats what we have here. We have a building that came down in what is very similar to a scene of an earthquake. The reason theyre coming down is thats where they can actually breach in through the Parking Garage, we may called it a basement but remember were at Sea Level so you Cant Dig too deep. So what Pancaked Down left a little bit of a space down there for them to make their way up. But as i said, making your way up and moving a piece of concrete, they have high drawlics they can do. They have the equipment. Not only are they a world renowned group properly trained but they have the gear they need. The sonar equipment. They have the equipment on hand. Its just a matter of doing it in a methodical way but also recognizing the clock is ticking. Kerry, its very early in this process to determine a cause. Obviously thats an investigation that may take some time. But what are you hearing from officials when you look at the Security Footage . This happened with a snap of the finger in the middle of the night. What are the possibilities theyre looking at in terms of a cause . Reporter among the things theyre looking at is there was a mandatory, under state law, inspection required after 40 years were right at 40 years for this building and there was work beginning on the roof. An inspector had been there two days ago, the day before if actual collapse. And there were some items placed on the roof. Were not sure of the weight of those items, thats one of the questions they would like to know of what was placed up there. Also, as you look at the building, you see that the portion of the building, of the towers that collapsed here, faces the ocean. You have 40 years, you have Salt Water constantly coming in, Salt Water that can migrate through the cement to the rebar, the steel there and the steel is the structure that holds the building together so theyll be looking at finding out whether the rebar, in any way, was structurally compromised by what happens with the Rust And Erosion that takes place with Salt Water. There had just been a 15 Million assessment to the owners of the condo about repairs that needed to be done. And at 40 years, concrete restoration on a building is rather typical. That happens on most buildings. In fact, people buying condos often want to know when was, because of the age of the condo, when was the restoration done or is it going to happen . Because if you buy a condo, you may face a big assessment. So those are all the things theyre going to be looking at. But those are questions, theyre not answers. And the answers will lie within the rubble and, guys, there are forensic engineers who can figure this out. It takes a while but they will get access to looking at the rubble only after the Search And Rescue is over. And hopefully its rescue. Well, it is 8 minutes past the top of the hour and we are covering the highrise Condo Collapse In Surfside, florida near miami. One dead officially, 99 are missing. Theres a News Conference in less than an hour. Well be taking that News Conference live to get the latest, perhaps more information on those missing. There is a massive Search And Rescue effort under way underneath the area of collapse. And kerry, Walter Isaacson is one of the guests for this hour and he joins us now and has a question for you. Kerry, thats a great report and you talked about how great the Rescue Teams are. I was wondering what type of new technologies after 9 11, after weve seen super storm sandy, many collapses, are there new technologies and ways that should be spread around fema, just like we should have had the centers for Disease Control a little bit more prepared . Because were going to see a lot more of these types of collapses . Reporter walter, good question. Its not necessarily new technology but its one piece they have here, which is a camera, it does not look like any Camera Youve ever seen, its a long thin line that that they can thread in through the debris and make its way through. Another piece of equipment they have not deployed yet is infra red, it can pick up signatures of heat. They said they were not using that equipment just yet because they were using the Listening Devices to hear for the tapping and the type of equipment that can maybe pick up somebody breathing. Its important to note with all the equipment, the reason we have seen the miamidade urban Search And Rescue team deployed Around The World is because its not only about having the equipment that you need in one place, its also about the training. So those who would like to see this equipment might be in their Fire Department here, there and everywhere, it is a constant training effort. And thats why what we have here is have the guys here, they can deploy within hours, get out to the location they need to go. You may or may not know that this area is a very large Jewish Community and many of the people here are not only from the Jewish Community and latin america, but also from israel. So israel has offered up and is, i think, in the process of sending folks over here with dogs. Dogs have the ability to sniff and find a human. The real challenge here is a dog is not trained to look for a live versus somebody who is dead. But there are these efforts, i think your question is a good one, should this be in every community . Should it be in boston, in washington, in New York, should it be in chicago, should it be in a suburb of chicago, in indiana and the question is when you concentrate the equipment and you have to have the constant training on that, they, at least to this point, decided having it located for people who can deploy out quickly is the best way to do it. It just so happens this is literally 15 miles from where that equipment is stored and where the main Fire Department officials are based here. How rare that it would happen right in their own back yard. Kerry, one of the glimmers of hope came yesterday around dawn when a teenage boy named jonah was pulled from the rescue. They later pulled his mother out, her leg had to be amputated to get her out. You mentioned in some of your experience finding victims six days after the event. What is the window that rescuers, like the ones working behind you, look at. How much time do they think they have to find people who may have survived this catastrophe . Reporter its ultimately an official who decide we go from Search And Rescue to recovery. The real challenge is if you are alive and buried in this rubble and you have the ability to breathe, it then becomes a question of water. You know, the dehydration, super hot here, you know, the humidity, the fear, theres an emotional component to all of this, does anyone know im here, whats going on. This happened at 1 30 in the morning, people were asleep. It cascading down. If youre alive in there, youre probably still trying to figure out what happened, where am i, is this a nightmare . So the window does get to be around a week or less and thats really a result of water. So were more than 24 hours into this. We have the best in the world and, you know, if prayers work, theres a lot of prayers right now. A lot of prayers. Yeah. For sure. And kerry, as the Search And Rescue effort is still well under way, were awaiting a News Conference in less than an hour. And well be taking that live to see if theres any word on the 99 reported missing here. Im wondering if if we can zoom out just a tiny bit to just the area of surfside and the surrounding apartments. Do you know anything about the status there . Are people allowed to live in their homes, do they want to go back to their homes . Are they looking at buildings like this one . Go ahead. Reporter im going to step out of The Way, move a piece of equipment as im doing this so the camera can actually sort of Show You what were looking. You see this building right here, that one right there thats standing and you see a little bit to the left there, that is the shamsplain towers its just on the other side where the collapse took place. Thats the side that really is facing the Atlantic Ocean thats over there. As we look at this building here, this is about four or five years old. This is not for me to suggest that this happened one causing the other. But as this building was built, the residents that lived in the towers told me theyre pile driving down in the piles needed to build the building, they say, four or five years ago, as that was happening, it was causing Vibration And Shake in their building. This happens all the time. Remember were standing on sand. If i can just sort of reach down here and sort of Show You, this is dirty sand. Thats what this whole area is. So they have to really put those piles way down in there to have some structural integrity. Again, i dont know. But that building is empty, the building on the other side is empty. The reason im standing here instead of On The Beach which is the spot you can see the Debris Field is that the police here kicked everybody off the beach and we were a good distance away. They said we dont want anybody On The Beach. The fear is maybe something else could happen. Again, that portion thats still standing, if that were to come down, it might cascade that way, cause this building to go down, and we know how far a Debris Field can go. When the unexpected happened it goes a long distance. Very tentative situation, Nbcs Kerry sanders, thank you very much, we appreciate it. Well go back live to miami to cover the News Conference there and any updates on this Condo Collapse and the search for survivors right now 99 people are missing. Well move to politics now. Almost one month after senate republicans blocked the formation of a bipartisan commission to investigate the January 6th attack on the capitol, the insurrection. Speaker Nancy Pelosi yesterday announced the house will establish a select committee for this. This morning, with great sadness im announcing that the house will be establishing a select committee on the January 6th insurrection. Again, January 6th was one of the darkest days in our nations history. I said it now three times. Its imperative that we establish the truth of that day and ensure an attack of that kind cannot happen and that we root out the causes of it all. The select committee will require a Majority Vote In The House to be formed and will not have a deadline for completing the investigation. Speaker pelosi did not announce how large the panel will be or how the seats will be distributed. Meanwhile, during a speech at the reagan library yesterday, former Vice President Mike Pence made it clear that he did not have the constitutional authority to stop the certification of the 2020 election on January 6th. Now there are those in our party who believed that in my position as Presiding Officer over the joint session that i possessed the authority to reject or return electoral votes, certified by The States. But the constitution provides the Vice President with no such authority. Before the joint session of congress. And the truth is, theres almost no idea more unamerican than the notion that any one person could choose the american president. And i will always be proud that we did our part. On that tragic day to reconvene the congress and fulfilled our duty under the constitution and the laws of the united states. The aps Jonathan Lemire is still with us and joining the conversation we have former senator now an msnbc political analyst claire mccaskill. And Jake Sherman, an msnbc political contributor. And former secretary of Homeland Security under president obama, jay johnson. How important are Mike Pences comments which rightfully had the sign behind him a time for choosing p. He made a choice that day and also in those comments. Were they helpful in any way in sort of the search for the truth for this country . Well, there was little doubt constitutionally that the Vice President lacks the authority to overturn an election result. I dont think anyone would seriously debate that question. I thought it was useful for the former Vice President to clarify that for the republican base, frankly, because there are an awful lot of people out there who believe the election was stolen somehow, and so, coming from the former Vice President at the reagan library in a republican audience like that i thought was useful. Legally there was never any doubt about what he said. So, claire, it should not be extraordinary, it should not be courageous for a Vice President to carry out his constitutional duty and oversee the event of certifying a president s win. But under the circumstances of the President Of The United States, Donald Trump harassing him, calling him, trying to get him to overturn the result. Under the circumstances of a mop that breached the Capitol Chanting Hang Mike Pence on that day, anyway, it was an act of courage. Yeah. You know, let me be politically crass here for a Moment Wont Shock anyone that im going to go there. Pence is done politically. He has nowhere to go. His Speech Yesterday Kind of solidified his position as trying to be half trump. You cant be half trump. You either got to be all trump or you got to be antitrump. There is a small part of the republican party that rejects the Big Lie and rejects Donald Trump. Depending on what poll you look at, maybe 25 . Theyre not going to go for pence, theyre not going to go for anybody associated with the nonsense of the trump administration. So hes not going to be the antitrump choice and he certainly is not going to be the trump republican party choice. So he can give speeches and collect money for giving speeches. But his future as an elected official in the republican party is over. Walk us through whats next in terms of what house Speaker Pelosi announced . How is that going to work, whats the Time Line, whos involved, what will the process be and what will the ramifications be . Pelosi set it up, we expect Benny Thompson is going to be the chairman, hes the chairman of the Homeland Security committee and one of the leading experts on issues like this. Theres not much that has to be done. I mean, theyre going to start, theyre going to have no end point. Pelosi now controls this process. I would say broadly speaking ill find it interesting to see Kevin Mccarthy what he says this morning, hes going to give a Press Conference, whether he says hes going to appoint people to the commission. I imagine he will, better to have people inside the room than outside the room. Obviously democrats are going to have an Advantage Meaning Theyll have more people on this select committee than the republicans will. But mccarthy has a decision to make. Who will he put on, will he put people on to begin with, i imagine hell do both and itll be people who are willing to, i would imagine, step up and defend the president. I imagine people like Jim Jordan Get On. One other thing to followup on what senator mckas kill, said. I agree 100 but where was pence when the entire political class, not even the political class, republicans in congress were saying like, can this election be overturned . Where was this then when he actually had a role in government . Were now six months. Who cares what he says now. It doesnt make a difference, but where was it then when we were trying to ensure a peaceful transfer of power . Anyway, im just a little bit confused about that. Jake sherman, i completely agree with you. Like in the days after the insurrection, when our capitol was desecrated and people died and people were tortured with the american flag, where the heck was he . Was that a paid speech . Six months later . What a flop. I mean, what a weak well, honestly, he just wasnt standing by our country when he was standing quiet in light of the fact that they have a noose out there for him. I dont know what more trump can incite and impose on people who are following him in a cultlike way, impose on their minds that the election was stolen, you need to run to the capitol and take over the country, because thats what trump did, and Mike Pence, walter, was mute. He was silent. Im going to come to a little i dont know what to make of this. Go ahead. Im going to come to a little bit of defense of former Vice President Mike Pence. Good. On that day he did the right thing, made sure they came back. Didnt try any shenanigans. That was very important. So yeah, hes a little bit late on it a lot late. Claire, i guess so walter but a lot late with a lot of people waiting for guidance on this, and he could have been the one. Theres so many people who could have been the one to say, no. Jay johnson another player in this, Rudy Giuliani, former mayor of new York City and onetime personal attorney to President Trump. He had his Law License temporarily suspended by the New York appellate court for, quote, Making Demonstrably False and misleading statements while fighting the results of the 2020 election. A disciplinary hearing has yet to be held but the court said giulianis actions represented, quote, an immediate threat to the public. Noting he helped inspire the Capitol Riot and continues to allege Voter Fraud despite a lack of evidence. The court noted, for instance, that mr. Giuliani repeatedly claimed that teenagers voted in georgia, an audit found that not to be true. But mr. Giuliani continued to repeat the false claim as recently as April 27th on his radio show. The court said after a disciplinary committee had petitioned the court to suspend his Law License and after promising to exercise personal discipline. Former President Trump issued a statement writing, quote, all of New York is out of control. Giuliani can fight the suspension but may ultimately be disbarred. Jay johnson, this covers a lot of ground and it, quite frankly, covers the same ground that i was talking about as to why Mike Pence hasnt spoken out since the insurrection, thats what it was, an insurrection, yet nobody who matters in this whole Trump World can step up and say the truth and yet finally now we have a new York Court disbarring or trying to disbar Rudy Giuliani for lying about the election. What does it mean . Every time i look at this, i am reminded what a remarkable and tragic Fall From Grace. Rudy hired me in 1988 to be an assistant united states attorney. He redefined the role of a federal prosecutor in this country. He was an example for me and others post 9 11 in his style of leadership when he was mayor of New York. I look at him now and i just what a tragic figure to be so caught up in Trump World like this. This, by The Way, is the correct result in my judgment. I too am a member of the New York bar, and its my view and the view of lots of others in my profession, that attorneys, though you have a first Amendment Right in the course of their advocacy Cannot Utter statements that are false. You have to be responsible in your rhetoric. And here the court not only undertook this proceeding, but they suspended him pending the disbarment proceeding. Because his demagoguery represents an ongoing threat. Thats a dramatic step, i dont think ive heard of it before, but its probably the right result in this instance. Members of the bar have a responsibility to tell the truth in the course of their advocacy, so this is a good reminder of that. Claire, Rudy Giuliani above all else as we know wants to be relevant. Came from nefarious types that are not somebody that anybody in america should admire. And i actually im not the first to have said this, but i actually believe the next time Rudy Giuliani will be in court will be as a criminal defendant. You know, his problem he has now is how does he feed The Machine he needs to feed for money . Its all about the money. Money, money, money, money. And he is going to have a really difficult time peddling his profile around the globe as someone that people should invest in to help them in america or on a world stage. So if the money is shut off, rudy has got a problem. Everybody remember that one Phone Call that he accidentally dialed his phone and remember what we heard him saying we need to get ahold of i dont know if he said 50,000 or 100,000 he was telling an associate we got to get more cash in the door. And one of the reasons i think its important to go is to actually see and talk to the children who have crossed The Border, who have made the journey from central america. Every time i go it would be a learning experience. Why did you come here . What was the journey like . Who do you hope to connect with here . And it you do learn a lot from a Micro Perspective of this problem that does plague us. And this administration is correct, this is a difficult problem. Now to the Infrastructure Deal announced yesterday between the White House and a bipartisan group of senators. The framework released by the White House allocates nearly 600 Billion to transportation and traditional infrastructure projects. Like roads, bridges, public transit, Water Ways, airports, and restoring the power grid. To get the deal democrats had to concede investments in combatting Climate Change and other measures like expanded access to Child Care, education and paid family leave. Those measures will be taken up in a separate budget Reconciliation Bill. Weve all agreed that none of us got all that we wanted. I clearly didnt get all i wanted. They gave more than, i think, maybe they were inclined to give in the first place. But this reminds me of the days we used to get a lot done up in the united states congress, we actually worked together. We had a bipartisan deal. Bipartisan deal means compromise. What we agreed on today is what we could agree on. The physical infrastructure. There was no agreement on the rest we are going to have to do that through the Budget Process. And we need a fair Tax System to pay for it all. Im not going to rest until it all both get to my desk. By moving forward with the twoTrack System are you putting the bipartisan bill in jeopardy . Sure. The bipartisan bill was look, the bipartisan bill from the very beginning was understood theres going to have to be the second part of it. Im not just signing the bipartisan bill and forgetting about the rest that i proposed. I proposed a significant piece of legislation in three parts. And all three parts are equally important. It was a tale of two Press Conferences. Endorse the agreement in one breath, and threaten to veto it in the next. Less than two hours it almost makes your head spin. An expression of bipartisanship and then an ultimate on behalf of and then an ultimatum on behalf of your left wing base. As you said, the President Yesterday came out yesterday with a group of bipartisan senators, five republicans, five democrats, and talked about a historic deal theyve been able to strike. A negotiation, compromise to move things forward. Its a package that invests in rail, bridges, roads, broadband. These are things that are going to create jobs, good paying, union jobs. And help us compete with china. Lets not lose sight of the fact that this is an incredibly historic advancement, its exactly what People Elected President Biden to do, come together, Forge Consensus and move forward. Youre right, hes going to move forward on two tracks, hes going to work together with republicans on the places we can agree on things like infrastructure, that they were able to strike a deal on yesterday. Hes also going to move forward on other huge priorities that he thinks are critical for our economy. That includes the child tax credit, includes universal prek, Child Care. Those are things hes going to move forward in his american family plan, he said hes going to move forward on two tracks, work to get It Done, these are investments the american people want to see us make. He made it clear yesterday hes not going to sign the bipartisan deal if he doesnt get the reconciliation as well. That assumes hell get the reconciliation, hell have the 15 votes he needs to do that with Joe Manchin and Kyrsten Sinema as well. Is he confident those senators and ore others on the fence will join him for that reconciliation he wants to sign . Of course, theres still tremendous work to do here you saw the president say that yesterday, striking the deal yesterday, a historic moment but theres work to be done hes going to work with republicans and democrats to advance these priorities. Those are critical investments making a huge difference to families all across the country and we believe its in everybodys interest, republicans interests and democrats interests to vote for these investments. These are things that the american people sent their leaders to washington to get done, something that President Biden is going to fight for and hes going to work closely with republicans and democrats to advance this forward. Frankly i think he has always been doubted, theres a lot of skepticism about whether he was going to be able to do exactly what he did yesterday which was deliver on a Campaign Promise to bring people together, find common ground and move people forward. Now here is the question for the democrats going forward. Are you going to blow up this victory that will help the democrats in 2022 hold onto majorities and build on those majorities or are you going to allow some within our party to take down this whole deal because they dont think it goes far enough . Youre not going to get what Bernie Sanders wants through the u. S. Senate. Its just not going to happen. Youve got too many democratic senators that are running in states that arent blue. Theyre running in places that are purple or even red. And weve got to make sure those people can win. Or all of it is gone because Mitch Mcconnell is back in control and stacking the court and all the other things that he likes to do. So hopefully Chuck Schumer and Nancy Pelosi, along with an assist from the White House will be able to carve out a Reconciliation Package that all of the democrats can support, which means it wont be too extreme. Right now Search And Rescue efforts continue, more than 24 hours after half of a 55unit Highrise Condo Building Collapsed in the town of surfside, miami. Just north of miami. Rescue teams helped to save a boy yesterday morning. And there have been reports of others being rescued as well. Dozens of crews are involved in the search. Miamidade Fire And Rescue has been working around the clock and say most of the rescue efforts are now being concentrated underground. The mayor of miamidade said this morning that three bodies were pulled from the rubble overnight, bringing the Death Toll now to four. We dont know how that impacts the number of 99 people missing. Nearly a dozen others are hurt. And 102 people have been declared safe. Once again, were awaiting more details in about more details when the News Conference begins any moment from now, giving us an update on just what is happening here. There are so many questions literally starting from the very simple, how can a Building Collapse, aabling right outside miami, florida, to how many how many dead ultimately will be accounted for in in horrific scene . You can hear it listening to Family Members who are waiting for some form of update the Search And Rescue efforts are ongoing. These are valiant efforts from Search And Rescue crews extremely experted in what theyre doing. They go to some of the most dangerous situations in the world to try to get in there, into the Basement Pmt subterraneosly. They are balancing these things. Its a fine needle trying to thread. And the structural integrity, obviously the portion of the building that is gone was not good. But theyre worried about the full building collapsing. Thats still a threat. All of the people are working with all those thoughts on their mind as Family Members wait in the Reunification Center in pajamas and with thoughts and Loved Ones hugging each other. Hoping for more information. It appears Mayor Levine Cava is giving an update any minnesota and could be announcing more fatalities. The extent we are not sure. But the Hospital Close to where i now had three people admitted recently. Two in critical condition. So im not sure as you said what this means for the 99 unaccounted for. And again, context for that doesnt mean necessarily 99 are missing, means they were not able to reach 99 people who theoretically have a unit there and registered. Its Heart Breaking. Its difficult. What are you hearing as you talk to sources behind the scenes about expectations, sam, for how high the number may go as they dig through the rubble . Fire departments, fire marshals said they are not providing an estimate as to how many people could end up passing away from the tragedy. But its evident, based on the fact that we are immediately moved from the initial Staging Area Yesterday to replace that with mobile forensic labs and other units that are used not just for the Search And Rescue process but also to look at potential bodies, that the expectations are high. Again, you can feel it in the air. When we watched the Press Conference at 4 00 yesterday you could see it in the expression, eyes of public officials here, foreloran, because they know there is a lot of bad news passed along here probably very soon. And the people youre looking at right now in the pictures were showing, the urban Search And Rescue, as you say literally the best in the world. Theyve been deployed as we said earlier to the grounds zero after the attacks of september 11th, to haiti for earthquakes and Around The World. They have the equipment they need, the manpower they need, the dogs as you can see there they need. But my goodness, sam. Youre up close, looking at the Debris Field, looking at what they have to work through. To say they have their work cut out for them is perhaps the understatement of the morning. On the beach on the other side of the building, its hard visually it to process what youre looking at. There is a portion of the building wiped away. Mika was talking about a second ago, what could have caused that . Why . How does a building fall down . . Thats an investigation taking weeks upon weeks if not months to figure out. There was the report from fl international university found sinking going on at this building. Ive talked to general contractors as putting up complexes similar to this in the area. And they say there is only two things that can happen with this, the failure of the steel, the rebar inside the concrete or the concrete failed and then you end up with this situation. Hey, sam, walk us through, can you whats happening there . The equipment there, they have to proceed so delicate. There is concerns if you move one piece of rubble you could trigger a collapse. Another piece could fall. Things could get worse. What sort of Equipment Ilt . What sort of teams are there . Whats the federal response . How are they using with the rescue dogs going through the debris . Walk us through exactly whats happening and have they given any sense how long it will take to access some of the underground spaces where people may be hiding and desperate to survive . Reporter right as far as we know they are sbnds the Parking Lot basements with all the water. In terms of getting beyond there, the core parts of the building we havent provided you a time lip. The first part of your question. Whats happening right now. There is excavators over my shoulder. Theyve been buttressing the building to make sure its not at risk for complete collapse. Thats going on at the same time as they tunnel underneath. Thats the words of the Miamidade Fire and rescue crews. Overnight President Biden signed a declaration allowing fema and dhs to get involved. Havent seen fema on site. They are doing more with relief efforts. But as far as who is getting in the mix right now, its the technical rescue team, the t. R. T. S going to the most dangerous places in the world. And Miamidade Rescue and fire. The main two in there in in building right now as we speak trying to locate people whose Loved Ones they cannot get in touch with. Sam, Walter Isaacson. When there is a crisis like this involving Highway Safety or airplane safety, does the Transportation Safety Board does a long investigation and figures out exactly what happened. Who does the long investigation now . And is it nationally done or locally . Walter, that is a great question. And we just found out this morning the same engineer investigating the Fiu Bridge Collapse which you recall led to quite a few deaths, the Goto Engineer in The State is now investigating this particular collapse as well. When that starts, what are the parameters of that investigation . We dont know. We reached out to the individual to try and get more information what he is going to be doing. But from what i hear from civil engineers, this kind of thing, not just incredibly rare but takes months to try to the bottom of. What Theyll End up doing is looking at concrete slabs, how they crack, the configuration of the pieces can tell them a bit about whether or not it was design failure, construction failure, or something else entirely. There is so many components being balanced right now. But this is not getting cleared up any time soon. Its likely extended for months on end. Sam, its really hard to get your mind around what happened here. You think about doctors, lawyers, kids coming into town for Tennis Camp. People traveling from abroad, coming to this highrise, 55unit, condo complex, and going to bed at night, and waking up just with the entire thing collapsing beneath them. I cant imagine the trauma also being felt felt around the area of this condo complex. The other buildings. Are they evacuated . Are people living in them . What are you hearing . So as of yesterday maybe this will be updated in a matter of hours or minutes. There were 50 or so hotel guests displaced from Aland Building next door, a hotel. All the families staying here, the red cross is providing for them. There is some displacement going on. To our knowledge there is into no evacuation of the other champlain towers nearby. Specific to those locations. The families my gosh, hard to wrap your mind around what you would be thinking if you ended up lucky enough to escape this tragedy, only to realize that you cant get in touch with others you love, or Family Members who know their Loved Ones live here. We are hearing horror stories of people trying to get out at 1 30 Thursday Morning and Couldnt Escape on their own accord. You had fire ladders going up and literally buckets of them going balcony to balcony sawing through materials trying to get them out. One couple helped an elderly couple living near them. They were trying to navigate the Building And Couldnt get out. The same couple said they were living streetside. If they lived Ocean Side which is where they wanted to live on champlain towers. They wouldnt be alive having the conversation with me today. Ive had five or six conversations with people here, just so fortunate to be alive and so worried about whats going on with Loved Ones. All right, sam, well let you get to the site of the Press Conference which we will take live any moment from Miamidade Fire and Rescue And Talk to you on the other side of it. Sam, thank you. Lets bring in chair of the department of civil and environmental engineering at Florida International University. Dr. Azizi. Great to have you with us. Sam our reported just pointed out the investigation takes weeks and months. But as you look at the video, the Security Footage of what happened at 1 30 in the morning yesterday, what do you see . What are some of the possibility youre looking at in terms of a cause here . I think there is a natural tendency trying to pinpoint exactly what the cause or causes of the collapse. My experience, my professional experience, any catastrophic failure, if you look at them, its not just one factor. Its more than factor that they happen at the same time so to speak, creating a perfect storm and results into the failure. Now there are reports that the building was sinking. There is a report about the corrosion. Both could be wrong. Both could be right. I think we have to give it time for investigators to take a look at all the facts. We have a Road Map for this kind of investigation. Its not its not the first time that a structural engineer has faced this kind of tragic event and find out exactly what happened. I think, my opinion is that at the end of the day, regardless, we need to do one change in The Way we manage our highrise building. This is the inspection. I think we need to inspect certain buildings located in certain locations more frequently. 40 years for recertification is way too long. I think in the case of the bridge structures, there is a federal law that we have to inspect every bridge once every two years, which came to be a law as a result of 1967 collapse of the Silver Spring Bridge in the west virginia. We dont need to inspect buildings every two years. But certainly not every 40 years. I think thats the biggest thing coming from this. But the message i think we need to send, dont rush into the judgment. Dont try to pinpoint. As structural engineers we know how to approach these kind of failures and annualize and pinpoint the causes but its going to take time. More than months. Forgive me if i interrupt you. But the Press Conference is gathering we may have to break out and go to it. But as you mentioned, the building, 40 years old, built in 1981. Based on age, based on location, based on being at Sea Level, all those factors in your long experience as a civil engineer, what are some other things you would look at as you try to determine a cause here . I would before you answer, forgive me i asked you a Question I Cant let you answer. Stay with us and well talk to you on the other side. We want to join the News Conference right now. We have the honorable daniella Levine Cava mayor of miamidade. Good morning, everyone. Unfortunately this has been a tragic night. We do have 120 people now accounted for, which is very very good news. But our unaccounted number has gone Up To 159. In addition, we can tragically report the Death Count is now 4. I want to be very clear about the numbers. Theyre very fluid. Well continue to update you as we have them. But we have confirmed four deaths. The Search And Rescue team worked throughout the night. And it was a very active scene, from above and below. And we also brought heavy machinery onto the site to assist with the operation. And so we are very, very grateful that our president has now authorized fema support. And were joined here today by our fema representatives who areo can tell you more. And that is going to assist us in our recovery efforts as well to assist the families. We have the resources for the families at the family Reunification Center. Weve been actively providing them everything that they need, food, shelter, cash to assist with their basic needs and grief counseling. Obviously a very critical component as we move forward as people are anxiously awaiting for news of their Loved Ones. At this time we have received all of the donations of goods and volunteers that we can handle at this time. We are very, very grateful for everyone who has contributed. Thats the breaking news at this time 159 now are unaccounted for in the collapse of a Highrise Condo In Surfside, florida, just outside miami. 159 people unaccounted for. Also the mayor letting us know that they have the full support now of local, state and federal authorities. Fema is stepping in. Theyre bringing in heavy machinery to help with the Search And Rescue operation that is focused on the underneath of the Highrise Condo, which is filling up with water. Its raining. At times extremely windy. And they have to use water to try and tamp down the dust and tamp down and clear up the visibility as they work under treacherous conditions trying to save people, trying to find people, using special devices to listen for breathing and for voices. Were going back now to the live News Conference In Surfside. Rescue operations continue throughout the night. This was augmented with additional usar members from Florida Task Force one to echo the message of our great mayor, we are pulling additional resources from fema to assist and to provide relief for some of those individuals. This is coupled with the firefighters already on scene, bringing the total of 130 firefighters through this operation. As you saw that we did have the fire reignite but did not slow down or Search And Rescue operations. However, during our Search And Rescue operations we did encounter three victims that were deceased. They were removed. And as she had mentioned, we bring the total to four fatalities. Again, Search And Rescue operations still continue. We have heavy machinery on scene to start pulling some of the Superfilber Metal from above as we lack for additional voids from above. Search and rescue still continues from below as we tunnel, utilizing light machinery. Thank you. Thank you, chief. Well public Information Officer for spanish. [speaking foreign language]. Looking at the scene from above, you heard the Fire Chief talking about how they were dealing with fire amidst all the rubble and able to put out the fire. They have 130 firefighters working on the scene here. They are dealing with every type of element possible, known to man, to try and get to victims who could be still rescued, looking for sounds of Life and signs of Life underneath the rubble. And theyre bringing light machinery underneath. There is a pocket in the Parking Area which is half full of water where they are working with small devices to try and listen for voices and breathing. They were able to bring out a teenage boy in the past 24 hours, which is hopeful. And they wont give up on looking for Life amidst the rubble. Lets listen in. Currently right now as was stated, we have four victims that lost their lives. Our homicide detectives are working with the medical Examiners Office right now to identify those victims. And we have victim advocates as well that next of kin notifications will be made. In terms of the scene here were here supporting Fire Rescue with Search And Rescue. Scene security is paramount because heavy equipment is arriving. And were having strict access to this area. Go to spanish really quick. [speaking foreign language]. Thank you, director. Overnight we had a request go in for additional urban Search And Rescue teams. I know our Florida Task Force 2 out of the city of miami is going to be the first to help rotate in to help Miamidade Fire rescue here at the site. We put the additional Search And Rescue teams throughout The State. There is a total of eight teams throughout The State. So thats an additional six teams on stand by to rotate in as needed at the request of Miamidade Fire rescue. So that has happened. At 12 26 this morning, you heard the mayor refer to it at 12 26 a. M. This morning i received the Emergency Declaration from fema. That has happened. That is going to turn on what is referred to as category a Debris Removal appear Category B Emergency protective measures and individual assistance for fema reimbursement. We will be providing throughout the day additional details as more people aivr Staff Roll in on the individual assistance piece. We should set the expectation that thats limited to addresses at 8777 collins road. Please know thats coming. As i said fema is on The Way, the first individual came in about 3 00 a. M. This morning. Thats our state regional coordinator, paul williams. He is followed by about 15 additional fema personnel throughout the day. We have additional staff from the Florida Division of management coming in throughout the day. Id be remiss if i didnt say the entire team in tallahassee is activated men and women there ready to support as needed. As weve always said in these Disasters Fema helps federally support a disaster. The state helps manage the disaster. But everything is executed at a local level. Again, federally supported, state managed with, locally executed. Thats what we are teaming up here with Miamidade County to make Sure That that happens. Thank you very much. Thank you, mr. Guthrie. And next speaker we have mr. Ryan logan give important information regarding the red cross. Good morning. Im ryan logan. Im the regional Disaster Officer for the american red cross here in South Florida. And we, like the other organizations who are on scene in the early hours of yesterday morning, beginning to provide whatever support we could to those displaced. Yesterday morning we worked with both the city of surfside as well as Miamidade County to bring in and support the Opening And Operation of the Reception Center and the family Reunification Center. As well as we have mobilized additional resources, supplies, and most importantly some of our trained help Mental Health and spiritual care workers are coming in here locally but also bringing in trained experts that have really dealt with this type of situation from across the country. Because we really want to make Sure That were truly providing the necessary support for not only just those that have been directly impacted but the community at large. We also have been working with the families that have been displaced to try to secure temporary lodging for them. And weve begun the Case Work Process to start them to think about just some of the basic next steps they need to take moving forward. In addition to that, we know that everybody really wants to help during these times. And thats what makes us the country that we are. But for the red cross, we would just say that we have the necessary supplies and financial assistance that we need to support these organizations. So we would just encourage anybody wanting to make other donation we reference to the groups that the mayor referenced to funnel resources there. And then most importantly, i think its important that folks know that, like, this is a difficult time for everybody, whether youre here locally or seeing these images 3,000 miles away. One of the things we really encourage folks is really take time for yourself. Go to our website, red cross. Org. Weve got a ton of information how folks can manage their own coping with this and how to have the conversations with children seeing the images, asking questions. And then we alsoly owe will be bringing the same level of Community Support here so we can also focus on the Community Resilience as we move forward. Thank you. Have you seen any thing that leads you to believe there are still people alive there . We will continue Search And Rescue because we still have hope that we will find people alive. That is exactly why were continuing. And thats that is why were using dogs and sonar and cameras, everything possible to seek places where there may still be people to be found. What kind of a no, I Cant confirm that. Theyre actively involved in Search And Rescue from both below and from above at this time. Can you please talk about the tactics that your teams are using. You mentioned going from above with the and also below. Whats happening. So throughout the night, no different than from when we began operations, the heavy machinery comes in. We will begin removing some of the debris from above, some of the light debris. As we place the the devices to look for voids we start looking for additional victims. We are looking for we listening for sounds. Its not specifically, you know, human sounds. It could be tapping, could be Steel Kind of twisting. It could be some of the debris raining down. We concentrate in those areas. From below we continue with using light machinery, saws, jack hammers as we continue to tunnel through underneath. Sir, weve heard rumors there has been picked up. Is that correct. Its not necessarily tapping. Its just sounds. What i reference to sounds it could be various things, just steel twisting. It could be debris raining down. But not specifically sounds of tapping or sounds of human voice. Was there a lot of Voids Channel four. I want to confirm, if you can, chief, can you talk more about the sounds that you are listening for. And are they hearing as well do you believe there are there are people trapped underneath that rubble. As the mayor said we have hope. Every time we hear a sound we concentrate in that area. We send additional teams utilizing devices, utilities canine, personnel, as we continue to hear the sounds we concentrate in those areas. When was the last time you heard a sound out there. Throughout the night. Every out there as we tint through the operations as as we hear the various sounds we deploy those devices, including personnel and we start concentrating on those areas. Chief New York times. Technology, locate all completely inside the building . Or are you calling family and friends . We couple that information with the information we receive from the Reunification Center. We utilize that number. As i stated yesterday, the entire building the portion thats standing was cleared by rescuer crews. So at this point now all that all resources have been shifted to you know the rubble. Including from above and from below. Were going to have the gentleman from the Associated Press and done for the day. There was a national Tv Report last night that you guys made contact with somebody in a cell phone. Thats not correct. Thats unfounded. On a personal level can you talk about the bravery of your firefighters who were going in there not knowing if the rubble could shift if there could be another collapse. This is the risk we take. Its the risk versus benefit. Every time we have the belief there is hope with personnel trapped we risk our livers. Its its incredibly moving to be on site with these safety personnel, Fire Rescue. They are totally, totally motivated to find people. They they have to be pulled off the shift. That is how motivated they are to continue their efforts. Two questions. Break it down to nationality people unaccounted for, and secondly whevrs the last time someones with called out the last time. Before i just want to make another point to this gentleman. This work is being done at extreme risk to these individuals. Debris is falling on them as they do their work. We have structural engineers on site to asSure That any will not be injured. But they are they are proceeding because they are so motivated. And theyre extraordinary risk on the scene every day. Okay. [speaking foreign language]. Okay. From the mayor of miamidade, we still have hope that we will find people alive. We have hope. Right now that is the update. The breaking news at this hour is that four are reportedly officially dead in the highrise Condo Collapse In Surfside, florida. And the number of unaccounted for has gone up significantly to 159. So Reunification And Identification of victims and notification of families is the top priority right now as they search through the rubble at the lower area of this collapse for any more survivors. Finding victims is really the next step, is all theyre working on right now, looking for people who survived or those who were killed as the walls of the Highrise Condo came crashing down over them as they slept. This is beyond traumatizing for survivors and Family Members who need a lot of help right now. Emergency declaration from the government has come. So fema is now on The Way. Some are on scene. Heavy machinery is on The Way which will help left the debris as they continue their search. And Fema Staff is on The Way as well. Some there already. The red cross is on the scene providing support for the displaced. There are many people who are displaced. They are trying to figure out what to do next. They are setting up a situation for them to temporarily stay in places in the area. Theyre setting up a family Reunification Center and providing Mental Health workers from across the country for the victims who survived this, the Family Members and for the community at large. Again, there is hope they will find more people alive. But from the looks of the pile of rubble, willie, it is a very difficult and Heart Breaking scene. Hopefully the heavy Machinery Willryo Arif soon. Right now they are just using saws and jack hammers and tunnelling through the debris in the Parking Lot underneath all of this, which is halfway filled up with water, trying to tunnel through it all to see if they can find people. Yeah, and one of the things we know having covered so many tragedies over the years, mika, is that the first numbers we get usually are not the accurate numbers. We heard initially 99 unaccounted for. Niece are happening in realtime. These change. Theyre dynamic situations. Thats a gut punch, 159 people unaccounted for, the updated number from the mayor. Four dead. She didnt want to say it. But most expect the number from four to go up quite a bit. We have with us the chair of the department of environmental and civil engineering at the Florida International University thp. Doctor, we were having a conversation before the conversation began. Just factoring in everything you see her, everything you know about the age of the building, 40 years old, constructed in 1981 near the ocean at Sea Level. Could be corrosion from sea water. What are all of those factors youll be looking at as we try to determine a cause of the devastating tragedy. There is a very good Road Map for investigators of such a failure. You have to look at every piece of information attached to the history of the building, from the design plan, the construction notes, taking the material samples from the steel and concrete, looking at the foundation behavior, looking at the any history of the reports, talking to the people. And after you do all of that you also have to you have the tool both in the consulting office, more probably at the university level, that we can simulate all the different scenarios in the computer and recreate in the computer the images that shows how the building can collapse under the different scenarios. And then from that type of information is how we decide exactly what causes the collapse. Now, one point if i may make, you know in seismic regions, we know that the Ground Motion is unknown. So we design our buildings in west coast so that it can sustain the damage beyond even repair but it does collapse. But i think beyond the first point i made that we need to probably try to inspect certain buildings located in certain locations more frequently, maybe once every five years or so, i also think maybe we may have to look at the some of the practice in the design, The Way we have forced the design of the highrise building. But those are the issues that should come after we give time to the structural engineers, the consulting office, the people investigating this, to find out exactly what the cause of this collapse is. And then decide, okay, what changes do we need to make to The Way we design, construct and we inspect and manage our highrise buildings. I think those are the questions that should come later. But right now i think the focus should be hopefully there are more people alive. I mean, that should be first in our thoughts right now. And kudos to the rescuer people who are really ricking lives. Youre right the investigation will take months. Lets talk about the here and now. We want to say again, this is the best of the best in this country in terms of Search And Rescue. This miamidade urban Search And Rescue has been deployed Around The World for situations like this in farflung places, now their own backyard. We just heard at the press briefing, doctor, there are structural engineers on site. What are some of the challenges that the Search And Rescue teams now face from a structural Engineering Perspective as they try to find survivors . You know, i think the structural engineers are doing their best. They have to do lots of guessing too. Because all the rubble has fallen on top of each other. There is no saying how stable they are. The structural engineers have no idea. So there are lots of risks they are taking i think. Doing their best based on the minimal information. Imagine you have this whole building and its even difficult to predict with 100 accuracy the behavior over time. I imagine the building that part has collapsed and you want to try to immediately on site, not having access to all kind of information trying to get. So i think i would put my faith on the judgment of the structural engineers. They are taking a educated guess. And everything is risk. And it gives me comfort that the you have structural engineers working hand in hand with the rescue people. I think thats a combination that should be walter . I want to ask about future preventions of things like this. What type of new technologies are there . And would you like to see invented that could monitor and detect in realtime the type of stresses that may be happening in buildings . I think more than anything else, you know, the example of the seismic region that i mentioned, because of the so many years of experience, so many lessons we have learned, we know that the Ground Motion cannot predict it. You can have an earthquake on the Record Scale of 7, 8, 9 even. What you do is you design the buildings so that it can sustain damage but doesnt collapse. I think in these cases lets assume a minute maybe the Ground Settlement is an issue. I think we need to visit some of these regions just to make Sure That we take care of the the different scenarios so that building can maybe sustain damage, gives us a warning before it collapses. I mean progressive collapse for example is another example. Niece are more technical stuff. But i think more than anything else, The Way we design our structures, the elements of the structures, beams columns and all that. They are designed so that it gives you some warning before they fail. The way to catch those and take timed action is inspection. We have to inspect the high rise building. In my opinion, i have come to the conclusion after seeing this that we need to inspect our buildings, certain buildings located in certain areas more frequently maybe once every five years. Thats a discussion i think the community, the structural community needs to get together, sit down and decide. I think its going to be more of a State Level decision. I dont believe its going to be a federal type of law that we have in the case of the bridge. But certainly at the State Level we should be sitting around the table and saying, okay, guys, lets learn from the experience so that this this doesnt happen. We should not have a collapse like this anywhere. I mean now days with all the technology. What were looking at in the live pictures is another one of the elements that rescue workers and everybody on the scene is dealing with. And that is driving rain making everything just a little bit more difficult, and absolutely impacting visibility. Sir, if i could ask you, given the fact that this is a 55unit Highrise Condo that collapsed, im assuming there was quite an impact on the ground. A lot of people heard it far away. Any felt it and they heard it. So what concern if any is there about the stability of structures around it . I dont believe there is a there should be a concern about the structures around this building. I think that that collapse should not be affecting. Thats my guess right now. I mean, just like those structurals making guess and moving forward, the chance of this collapse affecting other buildings is very small. Now, whats important, for example, is that we need to to let the Investigation Finish and find out exactly why it collapsed. Lets assume, for example im just giving one scenario lets say maybe the foundation maybe the type of soil it sat on was a problem. Then we need to look at other buildings. Its too early to jump to conclusion. And thats why i always say, you know, let the investigation go through. Because if you try to guess and your guess is wrong, you are just adding to the panic that the public the public is under lots of stress. Thats adding unnecessary stress that people are subjected to. So but the risk of this collapse attacking other buildings i would say is very minimal. All right, doctor, thank you for time and perspective this morning. We appreciate it. But the president also wants another piece of legislation passed through reconciliation. And he wants both of those deals done in tandem. Is that possible republicans . Look at the images in florida, we have aging infrastructure. We announced 579 billion, it is roads, bridges, broadband, resiliency for coastal areas, close to 100 Billion is renewed clean Energy Generation for those of us that care about Climate Change, and we came together. The president has endorsed it. I think all of us knew there was going to be a discussion about the other part of his plan, human capital component. I am very much in favor of making the tax code fair. They will continue to focus on trying to make it to the areas where sounds are to find out what exactly it is, and as you noted, we are 31 plus hours into this. The miamidade Search And Rescue, urban Search And Rescue from the Fire Department has been in shifts. Looking at the images logically, if there were that many people unaccounted for, the number of dead would go up. If you look for signs of hope, it is that the best in the world are on the job with the urban Search And Rescue. And that they have been hearing sounds as kerry said and the Assistant Fire Chief said at the news briefing, they have been hearing sounds through the night. You look at the Debris Field and mountain of rubble, they have their work cut out for them today. There you see a boy was rescued, a teenage boy was pulled out alive. From the mayor of miamidade herself, we still have hope that we will find people alive. The hope as the hours go by, though, is dimming. This is an unimaginable scene. Stories filtering out of doctors, lawyers, people bringing kids to Tennis Camp, all these families in the 55 unit Highrise Condo went to bed and in the middle of the night, the walls came crashing down over them. And this is what is left of that. This is In Surfside, florida, a little outside of miami. It is unspeakable, unimaginable. Buildings dont just collapse like this. What we have here is not only dozens unaccounted for, Family Members traumatized, people that live there traumatized, people in nearby buildings or adjoining units absolutely traumatized as to what could have happened here.
