Crews have been on the scene for almost 24 hours now using extra caution tools, their hands, search dogs, microphones. Earlier today, a boy who was trapped in the debris was pulled out alive. For the very latest we are joined tonight by telephone by Charles Berke yet, the mayor of surfside, florida. Hes joining us by telephone because the weather has turned so severe we can get a tv signal out of there. Which means, think of the underground rescue effort, it will be slow down and hampered by rainfall. Mister mayor, ive been watching you on television all day, i think we are pretty close to the same age. When i woke up this morning, saw the pictures in your town, i thought of the Marine Barracks bombing them. I thought of oklahoma city, and then i seen your comment all day long, buildings dont fall down like this in america. Obviously, there is that investigation. But update us tonight on the search for living souls. Youre right about the rain, its heartbreaking now that it is slowing us down and we dont have time to be slowed down. The rain has stopped, thank god. We will pick it up and we will continue until we are finished. We will just keep going. You are right, these buildings do not fall down like this in first world countries. This is a third world event. We need to understand why this happened, but now is not the time for that. We need to focus on getting people out alive of this. Your lifes work, if im not mistaken, you came from the building and Property Management industry. So this is not a unfamiliar topic for you. What is the chance that we you had a slowmoving Underground Sink hold underneath this building known to know one until now . Listen, that is a very plausible theory. There are several plausible theories. Again, this was a catastrophic failure. We were not aware of any signs of this in advance. So that is why it is so crushing for us to have this happen. I woke up this morning i thought i was going to see a balcony that had fallen off. I never imagined i would see half the building in a pile. And it is something we know whenever expected. It is actually, it has left me speechless. Were dealing with it, the counties here, the white house has called. We have both our u. S. Senators called. We had one of the u. S. Senators here, we have the governor here, we walked the property with him. Theyve all committed to helping us and theyre not just talking the talk, they are walking the walk. We had Governor Desantis as well as i said, weve had mayor coppa here from the county law. Who has flooded us with resources. We have had no lack of resources. The only thing weve had a lack of is luck. We can find some people alive in the debris, and thats exactly what were doing. Were just crossing our fingers and looking as hard as we can, as fast as we can. Last question, i know youre looking for things to feel fortunate about and i have to say all the disasters we cover, miami day fire rescue, their search teams are often the first to arrive anywhere in the country, there is so good at what they do. They are on the job along with a lot of help. I know they stop every few minutes to have silence on the site to try to listen for survivors inside. I guess tonight for everyone watching, we are in the business of hoping for air pockets. Hoping that concrete and rebar held up and there are people in there just waiting on us to get the them. Listen, you said it exactly right. Those guys, i mean, were gonna have our day with on those guys, there are heroes. The building was an imminent danger of collapse. These guys didnt think twice, they went up in the building, they checked every single apartment in that building. Knowing that the building could collapse any minute. Knowing that that building could come down at any minute. It is astounding to me that we have such brave guys on our team. And you are right about that, there is nobody the better than this miami responders team. We have a lot of work in front of us. Wherever people are running out of this country, First Responders are inevitably running in. Mister mayor, we cannot thank you enough for pivoting and joining us by telephone tonight. We are all Thinking Of You and the souls inside that structure, and your city. Best of luck, we will be watching from afar. Mare the charles bigot from surfside, florida. We will talk about this later in our hour. For now we want to turn our focus to washington, in a rare sight today. A smiling president and ten senators from both parties, emerging in the white house driveway to announce their agreement on a bipartisan infrastructure plan. The we have a deal. And look i think its really important, we have all the grade that none of us got what we wanted. This reminds me of the days we used to get an awful lot done in congress. Plan will cost just over a trillion dollars to be spent over eight years time, there is still a lot of over hurdles to overcome. The democrats were in the agreement will only move forward if it is paired with a march larger package of spending tax increases which republicans say they will never agree to. I expect, i expect that in the coming months this summer with that before the fiscal year is over, that we will have voted on this bill as well as the as well as voted on the budget resolution. If only one comes to me, that i am not signing it. It is attend. We at the end or end of town, pelosi also stressed both bills must be passed together. There is not going to be an Infrastructure Bill unless we have the reconciliation bill. Passed by the United States senate. With speaker also confirmed today she intends to create a House Select Committee to investigate the won six riot insurrection and desecration of our capital. Last month, you recall, senator republicans blocked the last chance of signing a bipartisan commission. Justice department revealed today at least 500 arrests now have been made in connection with one six. And as of tonight, Rudy Giuliani, once one of the most feared prosecutors in our country, former mayor of New York City, former trump attorney, Cannot Practice Law in new york. He had his license in law suspended. He made demonstrably false statements while fighting to reverse the 2020 election results. Heres how giuliani responded. They listen to the false allegations that are made by the democrats. If im under investigation, fine. Thats not american. Thats what they do and dictatorships trump came to his defense in the statement defended his friend saying, the elliottness of his generation he also ended the statement with. Take back america. Tonight were also looking ahead to some major developments expected tomorrow, Vice President harris make surface trip to the southern border as Vice President. Shes visiting el paso, texas. Republicans have repeatedly criticized her for not visiting the region in office. And in minnesota, former Police Officer Derek Chauvin is sentenced tomorrow for the murder of george floyd. Prosecutors have asked for 30 years, his lawyers want him to get off with just probation. With all that lets bring our lead off guests tonight, peter baker the veteran journalist and author. He is chief White House Correspondent for the new york times. Michelle sender for pbs news our, moderator of Washington Week on pbs in her spare time. And former u. S. Attorney joyce vance who spent 25 years as federal prosecutor, also one cohost of our podcast sisters in law, with Kimberly Atkins store, barbara mcquade. Good evening, welcome to you all, peter ill start with you. Our lead story tonight happens to be while not federal, infrastructure in this country nonetheless. It will be harrowing and interesting investigation into what happened in florida. Is the white house confident that on their uber approach on the federal bill, their approach to it has agreed to today the carry them through today is going to work . Its a bit of a High Wire Act still. Obviously the president was very happy today. You saw that in his demeanor. He was probably the happiest day that since he took office. He said he could buy deliver a bipartisan agreement which a country that has been so divided along party lines. Thats a big deal for him. But by the time you get to this reconciliation bill, that is to say, a bill that will almost get democrats social spending and Democrat Bill programs that you would like to pass, creates a little bit of a danger zone ahead. We dont know whether that is going to be something can pass or not. It works if republicans were to say, fine, go ahead with that and ill vote against it and if i vote against will be politically beneficial for me anyways. But if they hold hostage because of that we can be in for a lot of difficult negotiation in the weeks ahead. The reason why speaking to pelosi is underscoring this they, have pressure from the left which is already upset that the president is compromising. Compromise is not a good thing because it means youre giving up some of the priorities you held out in the beginning. And, you mitch, to pick up on peters last point, compromise is something the president knows well and speaks of warmly. What does this framework, this Agreement Jew for joe biden in the city you cover so well . This Infrastructure Deal is bipartisan Infrastructure Deal is with President Biden catching his white whale. The white house were saying that they were wasting their time negotiating of four weeks over this Infrastructure Deal. This is President Biden saying you can compromise, you can move something through congress by giving up a little bit and getting a little bit from the other side. So this is where President Biden in some ways really underscores the thing that he bet on which was bipartisanship and reaching across the aisle it works. He saying that he hopes that will compromise has to happen for things to work. They say, just look at the New York City meryl likes, look at the democrats winning in louisiana and virginia. He saying yes, the parties divided, but it needs to be rational in order to get things done. This is but this deal really does and says. The president was very jubilant, weve seen a very rare white house drive way appearance. Joyce vance take us to the law. Tell the folks watching what it means to get your law license suspended in the city where you were ones among the most feared federal prosecutors in the United States . We this is an extraordinary fall from grace, brian. This is the kind of thing that lawyers are cautioned against in law school. And as a brandnew member of the bar, youre right, shiny license to practice, you take so much care to avoid even at inadvertently in falling into the kind of territory that Rudy Giuliani found himself in. This is an unrelenting opinion issued by the disciplining authority in new york state. It comes from the appellate division, not this start bar association, as you would in the many states. There is uncontroversial evidence that giuliani made false and misleading statements, to courts, to legislative for knees, to the American People, that made it difficult for people to have confidence in the outcome of the election. Its important that those allegations are uncontroversial, that means that they take the mistruth that giuliani has done nothing to disprove them although he had the opportunity to because the fact that they are so blatantly true combined with the fact that julianna can we pose danger to the community is wet warranted the action today. Suspending his license to practice law. That interim suspension is really remarkable and the one thing that i would say that is so important in this thing is with a footnote for in this opinion about giuliani and points out that when he was given the opportunity to defend his comments and their truth, he didnt. He, instead, referred to a small sorts of alpha davids that he could not they conclude we, dont know why a private citizen like giuliani would have access to confidential documents. So there is no reason to believe that this will not result in disbarment. Peter baker, back to politics, we go to your beat and a fellow member of the White House Press corps that you and i know Walter Bender from the wall street journal, he has been Repeat Reporting from his new book on the trump white house. This particularly is on our summer of protests in the streets. He writes, quoting the president here, thats how youre supposed to handle these people, trump told his top Law Enforcement and military officials, crack their skulls trump also told his team that he wanted the military to go in and beat the out of the civil rights protesters, bender rights. Just truth them. Trump said on multiple occasions in the awful office according to the excerpts. We peter, talk about the combination of the sitting president back then and how chaotic that summer was inside the west wing. Well i think this book by Michael Bender pulls the curtain back on what we were seeing this summer out loud. Even what we saw the president say in public, obviously even more private. That he was not just running on this idea of law in order and dismissing Peaceful Protesters as violent and making them violent protesters and suggesting legal action against them. He was railing at his military, he was railing at his aides. The tension that was there, with the military, which is not believed its role is to be in the streets of American Cities enforcing the law, was a huge Friction Point between this past white house and the pentagon. So i think youre seeing in these excerpts a little bit of the back story about was really going on there. We had a Commander In Chief who was basically a withstanding to crack down as we will we piling in peaceful, and the military that was resisting it. General milley will you mitch, will we know about the pelosi announcement about the select committee that the question so many people want answered, well they have the power to compel with this compel testimony . It seems as though the details are still coming together. Theres a lot of reporting that this was going to happen because, as we all remember, republicans refusing, and have refused, to reinvestigate what happened on january 6th. The question is, who are they going to be able to pull into congress, are they gonna be able to force people at times to be able to answer questions about all the Different Things that we still dont know. Including how involved was the president , how involved were republicans, did anybody give these people masks, did anybody understand exactly how bad this was gonna be . They understand that theyre gonna try to hang mike pence and try to kill 90 pelosi . I think theyre a lot of questions to the answer here. Almost every month we see a new video of these people, and of course these cases are going through the course. Something like 500 arrests have been made. So i think there are real questions here. Nancy police suit seems as though shes trying to get to the bottom of a lot of them. Joyce another reason why were happy to have you tonight is a preview of tomorrows chauvin sentencing. A maximum of 30 years, his lawyers just want parole. What aggravating circumstances will the judge be looking at to form his Sentence Recommendation . With the judge found based on pleadings that were filed that there are aggravating circumstances. That means, youll forgive me for saying this, it is not a Garden Variety of second degree, third degree murder. There are factors that she would not find present in another murder that makes this penis. For example, committing this murder in the presence of young children. The judge will consider these factors as he decides what sentence he should give. He has a lot of discretion here. Judge cahill has a reputation of being a moderate sentence are. But this may be a case that will call for something more. One of the big issues tomorrow is whether we will see chauvin trying to defend himself. He has the opportunity to make a statement. He has not been a very sympathetic figure and these proceedings, so i think there is some legitimate question about whether he can do more damage than good to himself by speaking tomorrow. But the countrys eyes will be on the sentence. There is no possibility of justice. You cannot bring george floyd back to his family. But the sentence can bring a measure of accountability and help to send the standard going forward. So i think this will be a very important, perhaps more so than usual, sentence not only to the defendant but also to all of us who will be watching. On a busy night, we are indebted to our starting line this evening, peter baker, calm yamiche and joyce vance, thank you for being with us. Today a rare display of bipartisanship. Was that . It will there be more . And now what . We will be talking about the rough road ahead. And later, defund the pentagon . A former four star u. S. Army general weighs in with us tonight on the mismatch between the florida congressman and the chairman of the joint chiefs. And what it is like to fox we use anchors to attack the u. S. Military . The 11th hour is just getting underway on this busy thursday night. Wey thursday night. We dad, why didnt you answer your phone . Your mother loved this park. She did. Delicia this is where all our recycling is sorted 1. 2 Million Pounds every day, helping to make San Francisco the greenest big city in america. But thats not all youll find here. There are hundreds of goodpaying jobs, with most new workers hired from bayviewhunters point. We dont just work at recology, we own it, creating opportunity and a better planet. Now, thats making a difference. Wanna help kids get their homework done . Well, an Internet Connections a good start. But kids also need computers. And sometimes the hardest thing about homework is finding a place to do it. So why not Hook Community centers up with wifi . For kids like us, and all the Amazing Things were gonna learn. Over the next 10 years, comcast is committing 1 billion to reach 50 million lowincome americans with the tools and resources they need to be ready for anything. I hope youre ready. cause we are. This is an opportunity to show the rest of the world that we can get things done in a bipartisan way. American can function and get things done. We can use bipartisanship to solve these challenges. America works, the senate works, and we can work together. Well how about that . With us tonight to talk about where we are politically, James Carville veteran them president ial effort. He is cohost of the politics war room podcast. And Steward Stevens veteran of the mitt romney and president bush president ial campaigns. Two friends of the podcast, thank you for coming on. Welcome james, played the first four years of kumbaya with me. I am curious as to your opinion of how the democrats are handling infrastructure and how much more money they can possibly get . First of all, i think if we just want made the point, if you look at the results in louisiana and virginia, the results in new york, its clear that democrats want action to. And, look, its a 50 50 senate. Who knows if it will all fall apart, but for one shining moment at least, we got the hope that something is getting done. We will be on a lot of things. And the fact that they were instrumental in this, i think it does a plan that is over the horizon. I think he does, there is a lot of football left to play here. But you cannot finish the journey on this to start. Ill put it this way james, were you happy to see a smile on his face and a spring in his step . This is closer to the way he envisioned his presidency, isnt it . Yeah. I think thats his nature, thats always been his nature. Thats kind of who he is. And i do think that democrats are starting to win and this infrastructure is popular. People like this. This is not some fake deal that we got an agreement on something. It is popular. It will be hard for the republicans to pull out of this. Everybody is got skin in this game, and will see if we can finish this thing out. But were dealing on something popular that affects peoples lives. Stewart, i brought something for you. This is an excerpt of the writing tonight of our friends Susan Glasser of over at the new yorker. She writes quote, this Infrastructure Deal proves bidens theory of the case, that the elusive middle in American Politics is alive, if often hardly in evidence. For that reason alone, this may go down as the biggest week so far of bidens presidency. Stewart, do you concur . Well look, the white house has been saying that they have bipartisan support from the republicans and senators talk to that. But what they mean is the majority of the country, including some republicans. One i hope that whats happening here is that people are getting a sense that the government might work. It was that way when we had this incredible rollout of the vaccine, which is bring this country back to normal. And then today, when you just think about it, were all celebrating because government actually worked for a day. Ripping a lot of money for the government. For them to make people spot lives better, thats the whole idea. We was no child left behind. The picture of ted kennedy over his right shoulder, which, pretty much in the Republican Party would be submitted as a war crimes tribune. So i hope that this shows that theres some sanity left in the Republican Party and come together and actually do things that makes peoples lives better. What a great point to make that this might spark the thought, the hope, the promise that government just might work. Stewart stevens, James Carville, have agreed to stay with us. Coming up, more on speaker pelosis decision to go on alone on investigating the riot in our capital building. Our capital building. Ahhh, enjoy 30 days of openroad freshness. Febreze car. Pain . Yeah. Here. Aspercreme with maxstrength lidocaine. Works fast and lasts. Keep it. Youre gonna need it. Kick pain in the aspercreme im announcing that the house will be establishing a select committee on the january 6th insurrection. January 6th is one of the darkest days in our nations history. It is imperative that we establish the truth of that day and ensure that an attack of that kind cannot happen, and that we root out the causes of it all. What speaker of the house. By the way repeating a point that General Milley made yesterday. Our guests remain with us James Carville and stewart stevens. Steven, you wrote an entire book on this, whats called the migration of the Republican Party from where it was when you started coming up in politics to where it stands today. Something adjacent to denialism and scorched are. So it will estate forever about the gop that they took a pass on a bipartisan investigation into an attempt to overthrow a democratic election . I think it shows the truth. Which is that the Republican Party will has pro autocratic. Which are words i never thought i would utter but which is the truth. When you dont hold anyone accountable it goes down as practice. And thats what happened here. What this is really gonna go down i think like the munich accord, only at Least Chandler was trying to prevent war. But when you try to appease this sort of evil, which is what this was, this is straightup evil. They want to overthrow the american experiment, the transfer of power, one of the greatest gifts i can america has given to the world. They dont to hold Trump Accountable for this. And republican senators still refused to say that he wishes legally elected. And this is very disturbing in a profound way that i think it is difficult for us to come to grapple with. What james, and that now famous interview you gave, you said the democrats need to make the republicans own the insurrection every day. In your view, have they failed to live up to that advice, per se . I think theyre starting to. And understand, this is a criminal act. 500 people have been charged with crimes in a Republican Party, ill say it right here, is soft on crime. It is plain and simple. 500 people have been charged, one of the greatest criminal acts in the history of the United States, and you have the republican saying they look like tourists coming here. I agree with steward, it is quite remarkable the lack of curiosity on the part of the Republican Party when we have a massive criminal act, a historical criminal act, that they want to turn the other way and act like a never happen. I completely agree with speaker pelosi, we need to get to the bottom of this, we have to get to the bottom of the truth, we have to support the justice department. They are criminals to justice. Each new video clip released by the government is just as stunning and troubling as the day we witnessed it all. On this network and others on live television. Our thanks to our two friends of ours, James Carville, stewart stevens, thanks for staying up with us, well do this again. Just ahead for us, A Retired Four Star u. S. Army general response to this new suggestion to defund the military. E military i want to understand white rage, and im white, and i want to understand it. So what is it that causes thousands of people to assault this building and try to overturn the constitution of the america . What caused that, i want to find that out . I find it personally offensive that we are accusing the military, commissioned, and noncommission officers, of being called woke because we are studying theories. Ivy league educated 40 year veteran, those on the right did not take kindly to the joint chiefs rebuke of republican attacks on critical race theory, General Milleys remarks elicited this attack on fox news tonight. Mark milley is the chairman of the he didnt get that job because hes brilliant or hes brave, or because people who know him respect him, he is not, and they definitely dont. Milley got the job because he is obsequious, he knows who to suck up to and hes more than happy to do it. Give him a script and he will read it. We he noticed he never defined white rage, and we should know what it is. What is white right . He is stupid. With us to talk about what weve just witnessed is general barry mcafee three former cabinet member, former member of the National Security council, he retired, by the way, as a four star general in the u. S. Army. Mcafee, for the viewers watching you and i tonight, the senators watching you and i tonight, whats your friend and former four star General Milley. Ive known mark milley since afghanistan. I have watched him in combat. Ive been closely associated with him over the years. It is my objective view that he is one of the most effective Combat Leaders we have had since world war ii. He is actually brilliant, he is a princeton grad, World Class Athlete at princeton, hockey player. He is incredibly brave. He was involved with shootouts armed with a pistol. He is actually wildly respected he has had a longstanding Military Career in combat. So that fox tv interview is like a world timed upside down. I was very proud of him, he was very by the way he is one of the blunt is people ive ever seen in uniform. He does not suffer fools lightly. And i think hes done a remarkable job just speaking directly to the challenge. We do have institutional racism baked into americas dna. We have to address it. We have a army post named after confederate generals who fought to preserve slavery. So we have to get into this subject, we will work it out. In many ways, the armed forces, it is the least racist institution in this country. But we have a long way to go, and he is the guy to get us there. General, in my experience in my 30 years, fox news is on the lions share of the televisions in the Mess Halls Rating Rooms and key foreign and domestic. What would it do to the ranks to hear fox news anchor call the chairman of the joint chiefs we, stupid . Well it is a terrible gesture to make. And part of anyone who is a public servant. Look, ive never bought into the notion that armed forces and extremism because theyre watching fox tv. I dont believe that at all. 40 of the armed forces are minorities of one sort of another. It is basically and a political institution. Certainly the, they will not tell you who they voted for so i think the country will have a lot of confidence that if you go through a bed that battalion thrown a quantico, you will find dedicated people. 60,000 killed and wounded in your own tara trying to protect this country. So it is a terrible insult come to attack these people who are trying to protect america. What there is also this, let me play this clip for you, this was fox news last evening. The idea that we are sending our tax dollars to this military, and attempt to weed out socalled extremists which means conservative evangelicals as far as i can tell we are paying for that. Why is congress not saying we are going to give you a penny until all of this is eradicated from the Military Budget . Nothing. This is my offer to you, nothing. Thats what i would say. General, how will that message land to the Forward Deployed who owe everything they have to the home office at the pentagon . How does that comment strike you . Its sheer it doesnt mean anything. I find this hard to believe, a lot of these intelligence agencies, with experience will make that statement. The defense of the American People the primary Spawn Civility of congress are under article one of the constitution, the armed forces are the most powerful single force on the face of the earth. 2. 1 million men and women and they are prepared to defend america both internally and externally from those who attacked in the constitution. We have to respect them, we are making our enlistment quotas. We are tracking some of the best top 20 of American Youth into our ranks. We do have to guard against extremism in the force. Weve got to keep the military people with badges and guns and uniforms. Carefully observed by the authorities. That whole interview there its the stuff of twists. General in a minute we have left for the members of our audience who have seen this debate over getting our interpreters out of a place like afghanistan. The people the local folks without whom our men and women could not do their jobs as a fighting force. Explain why this is so vitally important. Im sick to my stomach that we huddled vietnam by the way and we came out of vietnam we left behind of a proud member of the Airborne Division Advisory Detachment im about to go in july to another union. We left them in the large they came out as well people over the next ten years. We dont want to do that to those who fought with us in afghanistan. I think it is too late. We are going to be out of here the commander not gonna stand trying to get us out of their will before september. Maybe hundred thousand people that deserve to have some kind of a visa. I see no way to vet them, set this thing up, evaluate them. How are we going to do this . Cia commando units or the special ops of Commando Units Who fought bravely and still are. Were going to tell then you can head to kabul airbase and we will fly out . I think its a goner . This thing is starting to implode. Its a human tragedy. Not sure politically President Biden had any option. There is no support for the continued war. We are about to see a civil war break out all over, fearful of genocide from its going to be a mess. They are going to run by the millions in the adjacent states. This is a real plot on it. Nato and the United States. We should get and on a sunnier note, but this is the world we inhabit these days. General, our guest tonight. Always a pleasure. Thank you so much for coming on. Coming up for us, the search for survivors ongoing in florida and the search for what it was that brought down these two sections of a high rise condo. Condo. And it guides you. Finding people alive priority number one. Also urging the effort to find out just what it is that brought down not one but two sections of that structure that have stood for decades. Our report tonight from nbc news correspondent sam brock. In the wake of destruction and tragedy, a critical question hangs over this oceanfront community. Looks like a bomb went off. How could this have happened . Ive never seen a collapse like this. That didnt involve some sort of earthquake or something else. The Champagne Tower South Condo Building constructed in 1981 is 12 stories high, containing 134 units. It began sinking years ago according to a recent report from Florida International university looking at thousands of buildings. Identified as a building that moved. In the 1990s. Says in the nineties the building was sinking to millimeters a year. Though its unclear if that continued or contributed to todays collapse. Officials say work on the buildings roof has been ongoing and wouldve likely involved an inspection and a permit. Structural inspections are also required after 40 years. The big question will be why did the Structure Stand for 40 years and then fall this morning . To answer, that the American Society of Civil Engineers says investigators will examine samples of slab and concrete from the debris. But in the rubble that could be insightful to investigators . The way its piled up, the way that the pieces are broken. It can tell you a lot to a trained eye about how the failure initiated where it might have initiated. Contractor worked on other complexes in the area. Two items here, concrete and steel. If the steel is exposed and loses its structural integrity, the concrete fails instantaneously. Thats how it fails. But determining the actual cause . Experts say it could take months or years. Our thanks to Sam Brock Surfside florida tonight. Oan its getting attention now because of a segment they aired about the insurrection. Not the one on one six, the eight to overthrow the results of a democratic election. But you may not have heard the election was stolen from trump, you see with help from the chinese and pakistanis, of course. Who wanted to install joe biden in office. You see those Tourist Folks on one six werent trying to overturn an election. It was already overturned back on election day. See what they did their .
