Good morning. I am kasie hunt on this thursday, june 24th. Well start with the news. There appears to be a long awaited break threw on bipartisan infrastructure talks. Specifics of the deal, including how it will be paid for, have not been released, but lawmakers seemed optimistic as they left a closed door meeting with officials last night. Republicans and democrats have come together along with the white house, and weve agreed on a framework, and were going to be heading to the white house tomorrow. Meanwhile white house officials also met with House Speaker nancy pelosi and Chuck Schumer yesterday. Democrats are considering two ways to pass their Infrastructure Priorities with or without republican support. We had a very good meeting we got into quite a bit of detail. Were all on the same page. Both tracks, the bipartisan track and the Budget Reconciliation Track are proceeding at pace, and we hope to have voting on both them in the house and the senate in july. The bottom line, the progressive democrats arent going to let this bipartisan situation go forward unless they know theyre going to get the Bigger Picture Reconciliation Bill also. Meanwhile republicans working on a Police Reform deal are optimistic they can come to an agreement before they leave the capitol for the Fourth Of July recess. I think weve made more progress in the last day or two than we have in the last week. Were going to be heading toward that deadline tomorrow. Im hopeful that well get there on the right side of the issue. I dont think there are outstanding issues to work out. We need to agree on the actual language were using. I think everybody wants to get to yes. Theres a general framework that we all sort of conceptually agree to. Can it withstand drafting . Can it withstand pressure . Time will tell. Democrats are working on something a bit more casual. Nothings over until youre looking at Written Language. Were not at Written Language yet so. We can agree to a framework this week, and then while theyre gone, it gets written. I think one thing we generally did say is nothing is until everything senators cory booker of new jersey and senator tim scott of North Carolina had set july as the deadline. Joining us, msnbc correspondent leigh ann caldwell. Why dont we start with this Police Reform bill because i know youve been doing so much reporting on it. Where do you think things stand and can they get the framework out and can they get things done while others are away . I think thats absolute the question, kasie. I think they can agree to this framework, and i think thats the goal to do so. Theyre saying june or bust. Well, todays really the last day of june in senate talk because they do leave town after today as you mentioned. But the question is what is in this framework, and are both sides really going to be happy . As you implied in your opening, the democrats have always been much more pessimistic about the opportunity for some sort of agreement than the republicans, and im a little skeptical that both sides are going to walk away thinking that this is, in fact, complete. Now, theres a major issue that are the most difficult t final issues, to work out. And that has to do with this criminal liability for police officers. Democrats want to lower the standard for prosecution for crimes for police officers, including obstruction of justice, sexual assault, and last, perhaps the most contentious, is excessive use of force, but republicans are really pushing back on this. Some of the police groups, especially the National Sheriffs association is absolutely opposing this, so its going to be extremely difficult if they can even agree on this framework. Of course t details and the legislative tax is what is most critical. While i have been most optimistic that a Police Reform deal can come together, im actually skeptical at this point that theyre able to cross the finish line. Well see how today works out. We really have to read these tea leaves at this point, and the fact that democrats arent as optimistic makes me wonder if theyre going to be able to do it, kasie. Very interesting. Speaking of democrats, interesting things coming out of that meeting between Chuck Schumer and nancy pelosi, the two top Democratic Leaders as they try to figure out how to move their Infrastructure Priorities. We get the sense, i think, that the speaker doesnt plan to put any bipartisan deal on the house floor until there are assurances that theres going to be a bigger package that her particularly progressive members can support. If she says that really loudly here in these couple of days before the Senate Leaves, does that potentially jeopardize the bipartisan talks as the republicans listen to that and say why are we going to cut this deal if youre going to run around us later on . How delicate is the situation right now . Im hearing two things from republicans. There are two things from republicans like the senator Lindsey Graham groups who say talks of this nature, the infrastructure bipartisan package is going to harm bipartisan talks. But then there are others like senator john boone who have known all along they can agree to thinks with republicans. So i think the question is who does infrastructure, especially this traditional infrastructure, benefit. And republicans this is good for roads and bridges are good for republicans too. Its good for them facing voters, especially those up for reelection in 2022. So im not convinced that the democrats moving alone is going to derail these bipartisan talks, but as weve talked over and over again, kasie, im watching where Senate Minority leader Mitch Mcconnell is because he has the power to derail this entire thing. If he think this is a bad deal for his party and for his position of power, then he is going to absolutely do that. He hasnt spoken up yet, but some of my sources are skeptical that hes actually going to get on board in the end. But as far as democrats are concerned, they have to make these guarantees in order to ensure bipartisan votes or votes from the progressives on this bipartisan deal. They have been drawing a line in the sand saying they wont vote for anything, if they do not get this bigger partisan human Infrastructure Package. And so these leaders have a very tight line to walk, kasie. Very narrow split in the senate driving all of our coverage, and, of course, the policy.
