Good morning. I am Kasie Hunt on this thursday, june 24th. Well start with the news. There appears to be a long awaited break threw on bipartisan infrastructure talks. Specifics of the deal, including how it will be paid for, have not been released, but lawmakers seemed optimistic as they left a closed Door Meeting with officials last night. Republicans and democrats have come together along with the White House, and weve agreed on a framework, and were going to be heading to the White House tomorrow. Meanwhile White House officials also met with House Speaker Nancy Pelosi And Chuck schumer yesterday. Democrats are considering two ways to pass their Infrastructure Priorities with or without republican support. We had a very good meeting we got into quite a bit of detail. Were all on the same page. Both tracks, the bipartisan track and the Budget Reconciliation Track are proceeding at pace, and we hope to have voting on both them in the house and the senate in july. The bottom line, the progressive democrats arent going to let this bipartisan situation go forward unless they know theyre going to get the bigger Picture Reconciliation Bill also. Meanwhile republicans working on a Police Reform Deal are optimistic they can come to an agreement before they leave the capitol for the Fourth Of July recess. I think weve made more progress in the last day or two than we have in the last week. Were going to be heading toward that deadline tomorrow. Im hopeful that well get there on the right side of the issue. I dont think there are outstanding issues to work out. We need to agree on the actual language were using. I think everybody wants to get to yes. Theres a general framework that we all sort of conceptually agree to. Can it withstand drafting . Can it withstand pressure . Time will tell. Democrats are working on something a bit more casual. Nothings over until youre looking at Written Language. Were not at Written Language yet so. We can agree to a framework this week, and then while theyre gone, it gets written. I think one thing we generally did say is nothing is until everything senators Cory Booker of new Jersey And Senator Tim Scott of North Carolina had set july as the deadline. Joining us, Msnbc Correspondent leigh ann caldwell. Why dont we start with this Police Reform Bill because i know youve been doing so much reporting on it. Where do you think things stand and can they get the framework out and can they get things done while others are away . I think thats absolute the question, kasie. I think they can agree to this framework, and i think thats the goal to do so. Theyre saying june or bust. Well, todays really the last day of june in Senate Talk because they do Leave Town after today as you mentioned. But the question is what is in this framework, and are both sides really going to be happy . As you implied in your opening, the democrats have always been much more pessimistic about the opportunity for some sort of agreement than the republicans, and im a little skeptical that both sides are going to walk away thinking that this is, in fact, complete. Now, theres a major issue that are the most difficult t final issues, to work out. And that has to do with this criminal liability for police officers. Democrats want to lower the standard for prosecution for crimes for police officers, including obstruction of justice, sexual assault, and last, perhaps the most contentious, is excessive use of force, but republicans are really pushing back on this. Some of the police groups, especially the national Sheriffs Association is absolutely opposing this, so its going to be extremely difficult if they can even agree on this framework. Of course t details and the legislative tax is what is most critical. While i have been most optimistic that a Police Reform Deal can come together, im actually skeptical at this point that theyre able to cross the finish line. Well see how today works out. We really have to read these Tea Leaves at this point, and the fact that democrats arent as optimistic makes me wonder if theyre going to be able to do it, kasie. Very interesting. Speaking of democrats, interesting things coming out of that meeting between Chuck Schumer and nancy pelosi, the two top democratic leaders as they try to figure out how to move their Infrastructure Priorities. We get the sense, i think, that the speaker doesnt plan to put any bipartisan deal on the House Floor until there are assurances that theres going to be a bigger package that her particularly progressive members can support. If she says that really loudly here in these couple of days before the senate leaves, does that potentially jeopardize the bipartisan talks as the republicans listen to that and say why are we going to cut this deal if youre going to run around us later on . How delicate is the situation right now . Im hearing two things from republicans. There are two things from republicans like the Senator Lindsey Graham groups who say talks of this nature, the infrastructure bipartisan package is going to harm bipartisan talks. But then there are others like Senator John Boone who have known all along they can agree to thinks with republicans. So i think the question is who does infrastructure, especially this traditional infrastructure, benefit. And republicans this is good for roads and bridges are good for republicans too. Its good for them facing voters, especially those up for reelection in 2022. So im not convinced that the democrats moving alone is going to derail these bipartisan talks, but as weve talked over and over again, kasie, im watching where Senate Minority Leader Mitch Mcconnell is because he has the power to derail this entire thing. If he think this is a bad deal for his party and for his position of power, then he is going to absolutely do that. He hasnt spoken up yet, but some of my sources are skeptical that hes actually going to get on board in The End. But as far as democrats are concerned, they have to make these guarantees in order to ensure bipartisan votes or votes from the progressives on this bipartisan deal. They have been drawing a line in the sand saying they wont vote for anything, if they do not get this bigger partisan human Infrastructure Package. And so these leaders have a very tight line to walk, kasie. Very narrow split in the senate driving all of our coverage, and, of course, the policy. I heard the sounds of a saw. The potential for utter devastation and Human Loss of life is very elevated here. It looks like a building from this Vantage Point is okay. Its the northern quadrant thats been affected. You cant see it here. It faces the oceanside. What i am told from a resident who came out of the ninth floor. She said, i heard some screams. Were talking a third of this building that has 130 residences at champlain tower. Youre looking at 40 units that may have been affected. How many people were inthere at the time it happened . It happened at 1 00. But units are going in there with drones on top to see if there are any survivors and who they might save. Im told this happened at about 1 30 in the morning. So were looking at a multiunit, 80 units, multi jurisdictional coral gables, pompano beach, other Firefighting Units are here. Weve been talking Voting Rights in washington this week, these efforts by State Legislatures to try and change Voting Rules in reaction to what we learn again and again is essentially no widespread fraud that would change results. Well, good morning, kasie. Its good to be with you this morning. This is what im going to say. I read the report. [ indiscernible ] they could not find any widespread pattern of fraud which the former president keeps trying to spread. What im the most worried about is its undermined Peoples Confidence in democracy and the power of the vote. Even though we have that vote, there is reaction in our Senate And State house thats going to make it difficult for people to vote, make it harder for people to participate in the democracy, things like seniors who have been on permanent lists are suddenly going to have to show i. D. To be able to vote. There was a Discussion Yesterday whether its going to have to be on a [ indiscernible ] many dont have that technological capability. They vote by a. V. Because its hard to get in. Theyre eliminating drop boxes. Theyre making it harder for people to vote, not making it easier. So lets Talk Briefly about the Infrastructure Package as well, which is, of course, something theyre trying to get wrapped up before the senate leaves town, but there are some real concerns about democrats, in particular, progressives in the house because some are nervous this will mean they dont get some of the big priorities, particularly carebased priorities in any sort of Reconciliation Package, and the House Speaker said yesterday that they need a guarantee, basically, that she wont put a bipartisan compromise on floor unless there are guarantees the Reconciliation Package will pass. How close is this to all actually happening . How close is it to potentially falling apart, and how worried are you about progressive concerns that this bipartisan deal is going to shortchange their priorities . First of all, im going to say theres been a lot of work going on. I think its good when a lot of people come together on this Infrastructure Package, and i think there is agreement on some pieces. But the fact of the matter is, i hate these labels. You say, what are the progressives going to do . There are a lot of people that come from all spectrums that need and want to see something in this bill. Today Senator Bob Casey and i will be doing the longterm care proposal, which will be introduced, which is going to help, we saw, in the pandemic how broken our Longcare System is. We have to fix it. This is a onceinageneration opportunity. People understand the broken system and we need to address it. Thats got to be in there. I talked to the speaker about this multiple times. We have to make sure that whatever process gets agreed to, thats included. I have very strong feelings about electric vehicles. Thats the wave of the future. My companies, Auto Companies are general motors said its going 100 expand production by 2035. We have to build that infrastructure. Sometimes, kasie, put these labels on. I think a lot of us know the things we need to get done for this country. How were going to get there is going to take a lot of hard work, be very intentional. I think the speaker is going to be very intentional about it. Weve got to get it all done and figure out how to get it done. You were right at the beginning of the show, theres nothing like deadlines coming in for the Fourth Of July break, but we have to start figuring out how its going to get done. Well, first of all, i know people dont like it when i say that. I say to people, maybe you shouldnt make plans for the first week in august. The senates going to stay there. We have to get this done. When people say, can you get it done . We have no choice. Thats what i was elected by the people of my district to do. We all work. Our job is to do tough things. But i do think we are seeing people talk to each other more. There are a lot of challenging things that we have to do. You know, you were speculating what would Mitch Mcconnell do. You know, even the republicans, when you go home, people want to see their roads and bridges fixed. They want their damn roads fixed. Everybody knows we have to do something about broadband in this country. I think americans know what this country needs.
