They are still claiming a victory as covid numbers continue to decline across the country. Communities will make their own decisions. Theres never magical through science about 70 . 70 was a bold, ambitious goal we set to continue to drive to get more people vaccinated across the country. And moments ago, Senate Majority Leader Chuck Schumer announcing he had come to an agreement with Senator Manchin to get him to Vote Yes to proceed on For The People Act. Senator manchin has informed me Hell Vote Yes on the motion to proceed to debate the legislation. Ive committed to him that if our republican colleagues dont obstruct and allow us to move forward on the debate, well take up his proposed Substitute Amendment as the first amendment well consider. And with that, we have all angles the story covered. Joining me now political white House Editor and political contributor Sam Stein and Nbc News Capitol Hill Correspondent leeann caldwell. Its an unusual silence from the White House so far about the particular bill when you compare it to what were hearing from the White House, at least visually seeing from the White House when it comes to other Signature Pieces of legislation including infrastructure. How do you explain this . What are you hearing from your sources about why President Biden Hasnt been selling it the way weve seen him sell previous bills and other president s have done, frankly well, part is simply exercising that. Theres no way to pass this through the senate unless theres dramatic changes to the rules of the chamber and thats not going to happen. So biden were to be more aggressively into it, the likelihood the progressive base would get their hopes up a little bit more for no good reason. Why do that . I think the question is what happens after it fails. Were expecting a statement from the White House shortly after the likelihood it does not get to the floor for debate. Then what happens . Will Vice President Kamala Harris look for Avenues Legislatively To Push to a comprise bill . Will the White House, as theyve told our reporters, lean more heavily on corporate america to help influence the change on the Voting Legislation as they tried to do in states like georgia, for instance. How will the White House and democrats work with State Lawmakers across the country, including texas democrats around legislative initiatives in the State Houses . Im more interested in what comes after todays vote. I understand from our reporting that a lot of progressive wishes the president were taking far more aggressive posture on this. Yeah. So all those are valid questions. I know you spoke to the Vice President just within the last hour or so about getting a voting Rights Bill through the senate. What did she have to say to you, leeann . I did, ayman. She was here on Capitol Hill for a totally separate reason. To break a tie on a confirmation vote. As she was leaving the senate chamber, i asked her what shes going do to get Voting Rights passed in the senate later on after its expected to fail today. She says, oh, im going to be back. Dont worry. Youll see me. So that implied to me that shes going to continue to work on this issue. Of course, she volunteered to take up this to lead the White House on this issue and she along with other democrats and progressives, especially, say its one of the most important issues facing the democratic party and facing the country and so what happens after today is a big question how are they going to get this passed or at least how are they going to satisfy the base and their members regarding this . Its very, very complicated. Because the reality is they just dont have the votes to do a lot on the issue ayman. They dont have the votes, Leigh Ann. How important is it that he will Vote Yes to break that filibuster on s 1 today . What message does it send to the broader party . Reporter its really big for democrats. Its important for democratic unity not only morally speaking but also for their messaging, as well, now democrats can say that its not republicans and one member of our party who voted to block just opening the debate on this legislation but its just republicans. So this is really, really critical for them to stay united on an issue that is so important to the party. As sam mentioned, there are members progressive members who are frustrated with the White House. Thinks that President Biden should do more on this. That he should be giving a huge speech on this today, is what people want to see. Of course, hes not doing that. This is going to be a battle that is not going to go away, in part, because the outside groups and some of the progressive members of the party are going to ensure that this continues in the news and continues to be a priority for democrats moving forward. Especially as redistricting starts just in the next couple of months, ayman. Thank you for starting us off this hour. And as that happens in washington, d. C. , right now hundreds of organizers have proclaimed themselves the 2021 Freedom Riders. Theyre heading across the south in buses to call on congress to pass that For The People Act. Their name is a tribute, of course with, to the 60th Anniversary of the Freedom Riders when civil Rights Activists rode interstate buses into the segregated south. Joining me now is Von Hillyard on a bus with those Freedom Riders. Good to have you with us. What motivated these Freedom Riders, excuse me, to get on these buses and make the journey, even though that s1 seems unfortunately it is dead on arrival. Reporter ayman, in large part because of exactly what Leigh Ann said. We drove out of atlanta making our way through georgia now. A lot of these folks on the bus are from the state of arizona. Both states not only flipping electoral votes in favor of Joe Biden but electing democrats to the u. S. Senate to get the Senate Majority along with the house majority. Thats why were in atlanta two days out from d. C. Where these folks planned to meet with lawmakers but the question is what is the strategy from here . Thats where i want to bring in pastor roberts. Weve been talking on the Bus Today about what is taking place tonight. A hurdle. Every single republican, it appears, will vote against moving s1 forward. What is your strategy . What is the Bus Strategy . We would not be on the bus if we thought it was easy. Right. We know that the right to vote is what keeps people involved in the democracy and gives Theme Voice in their community and the ability to shape it. Frankly, im sad that republicans dont understand that its also their duty to protect democracy and to protect their voters. We need them to step up right now. The democrats also need to fight. They need to do everything they can to either reform or eliminate the filibuster so we can actually pass legislation that helps working families, people of color, immigrants in this country, communities that have tremendous for our entire country but who are underserved. Youve made a Cross Country Road trip. What is the group . Were workers, lowwage workers, Church People [ cheers and applause ] weve got young activists, weve got people from all walks of life who believe that every person deserves the right to vote in this country and we have to do everything we can to protect that. I was one of the walkers who went to georgia. I was invited to come and help people who wanted to have that second chance to vote in the senate. I knocked on the door of an 86yearold woman, a africanamerican woman excited to vote for the first black senator in her lifetime. She was a registered voter and she couldnt find her id. She had a Photo Copy and her Utility Bill and all kinds of documents if she lived in the state of california where i live, she could walk into a Polling Place and vote. But in georgia, she was not allowed to. She was told she had to go to 40 minutes from her home. A woman who did not drive. She could get a provisional temporary paper to present. When she went and did that, they told her, youre in the wrong county even though youve lived here for seven years. You have to drive a couple hours to away. She was denied her right to vote. Every state and citizens deserves protection at the federal level. We cant win it unless the democrats stand up, the republicans do their job and eliminate or reform the filibuster, which stops people of color, working people, and families from making progress in this country. The Department Of Justice releasing three new videos in a federal case against charles donahue, which the doj says was heavily involved in planning, organizing, and leading members of the far right group the proud boys on january 6th. So these videos have power, they have impact, theyre influencing judges. They released this video last night. We also have a development in a case filed by The Aclu, the american civil Liberties Union of d. C. , black lives matter, and other groups who are claiming that former federal officials from the Trump Administration conspired to forcibly remove protesters from Lafayette Square last year. What did the judge have to say about that . Reporter yeah. Trump appointed federal judges ruled against The Aclu in the plaintiffs dismissing the case against president trump, former attorney general barr, former Defense Secretary esper. The plaintiffs didnt provide evidence there was Coordination Or Meeting of the minds or events that the plaintiffs used, that the Trump Administration used to plan for and stop peaceful protests in lafayette park. The head of The Aclu saying its a chilling ruling from the court. Its outside the White House a Protestfree Zone moving forward. Scott, i know youve been tracking the cases but The Big Picture here from youve seen so far just tell us quickly about what are the most cases or the patterns of the cases that emerged to you in terms of what the federal government is going after in terms of charges against some of these individuals. Theres one Plea Agreement in a Highlevel Case accused with conspiracy. Hes been offered Witness Protection and agreed to cooperate with the feds. Thats the tier im watching closely. As we mentioned, the White House acknowledged that the nation will likely not meet President Bidens goal of 70 of americans having at least one dose of the vaccine by July 4th, but White House covid Response Coordinator did have some good news. When it comes to those over 30, 70 have gotten at least one shot. During the first year of the pandemic, 881 members of the United States Secret Service got coronavirus, according to Government Documents obtained by citizens for ethics. The data is from March 2020 to March 2021 and while it points to the consequences of lacked Safety Measures in the Trump Administration, it does not specify when exactly members tested positive. The cuban government said the Threedose Vaccine is 92 effective against coronavirus, according to its last staged trials. This is another cubanmade vaccine. The oh one is 62 effective after two out of the three doses. Joining me now is Nbc News Kelly Odonnell with more on the white Houses Response to the pandemic. The White House are they satisfied with the progress so far in vaccines . Are they claiming a victory here . Theyre claiming partial perhaps targeted victories by looking at certain demographics where there has been success. They point out, ayman, it was a selfdetermined goal. Not something dictated by science but nonetheless a Goal Set by the administration and they will fall short overall. They also emphasize that the work to try to get more people vaccinated will continue beyond that Goal Date of the 4th Of July holiday. That the push will ramp up and continue and theyll try to find targeted ways and partner with private sector in ways that there are incentives offered for especially those young, qualified american who can get the vaccine to do so. So its a mixed bag. Certainly missing a goal is something that the White House did not want to see happen but they are looking at the picture and pulling out some of the data they think supports the Progress Theyve made. So it is a mixed bag and well also see this week how today, for example, the First Lady is traveling in mississippi talking about vaccines. The president will do so this week. Theyre keeping up that pressure in some of their public outreach to keep people talking about vaccines for those that dont have them yet. Kelly, earlier i know you had a chance to ask white House Press Secretary about the safety of kids those too young to get vaccinated or able to pass on the virus, especially with the concerns surrounding the Delta Variant. What is the White House doing to tackle this issue, protect children . Especially as most will return to Inperson Learning in the fall well, this is complicated because you cant vaccinate those under 12 yet. They cannot rush the fda. It would not be appropriate. Cant be done. It has to be dictated by the science for when younger people, kids, can get a vaccine. Then it falls back to trying to emphasize mitigation. Mask wearing, hand washing, distancing for those young kids. It can be difficult in that Age Group but the concern about how younger kids could be drivers of spreading that Delta Variant because they arent vaccinated and as more americans in the broader Age Groups are vaccinated, it will fall to those who are unvaccinated to be part of the spread. So the answer is not an easy one. Its simply about going back to the life we had before vaccines with those young children and make sure theyre wearing masks and taking the steps. Again, it can be hard with little kids but thats what the White House said its focussed on until the fda makes more vaccine available for younger and younger americans. Ayman . Wont hit the goal of 70 vaccination by July 4th. Does the White Houses strategy, if your opinion, need to change . Would you say its been successful so far, even though we are not getting this target they set up for themselves . Its unfortunate the 70 goal was aspirational that the primary goal of the Vaccine Campaign to remove the ability of the virus because serious disease, hospitalization, and death. I think weve achieved that. Over 77 above the age of 65 and hospitals are a totally different place now in july than in january. Just because of the vaccines. So i think were there. Let me ask you about the report from cuba. I dont know if you had a chance to hear my set up about cuba announcing it had a successful vaccine of Covid Vaccine with 92 efficacy, i believe. Im curious on your thoughts about that. Cuba has been historically a major exporter of vaccines. It has a pretty proven track record. How will it impact worldwide Vaccination Efforts . The more vaccines we have on the market, the better. I like to see more data on the cuban vaccine. We like to see it in a Peer Review Publication and look at the data to see if the Efficacy Number holds up. The more of a menu we have for the world to get vaccine in peoples arms, the better itll be. Without the senators sporting the bill, the bill is almost doomed to fail. Joining me now is democratic Texas State Representative nicole colliard. Youve seen signed an Open Letter to congress. If s1 the bill commonly known as for For The People Act fails in the senate, as expected to do, what effect will it have on your state of texas . What are your big concerns right now . Well, thank you. Were going to be left exposed and vulnerable to the continued attacks on our right to vote. We must continue to press the federal intervention. We need to have Model Legislation like For The People Act and John Lewis Voting Rights Act to provide cover against the continued assault on our Voting Rights. I know you met with Senator Manchin just last wednesday. Can you share with us the conversation . What do you make of the vote to begin the debate on the Voting Bill but the reluctance and others to do away with the filibuster. Well, you know, hes taking the step in the right direction. Hes been at the table willing to negotiate the measure. He wants the bipartisan support for it. You know, based on our conversation but what is great that hes still there and Majority Leader schumer has pledged to bring up his amendments, which, you know, will be supported by the democratic party. Texas has often done away with the filibuster in the senate. The senate needs a twothirds rule. It went down to the Threefifths Rule and now a fiveninths rule. Thats what the Lieutenant Governor does in texas. The republicans say theyre in charge and they want it to be passed. They promote and that could be the same as what is going on in the united states senate. Okay. Im curious, you mentioned Senator Manchin and his willingness to find a comprise. Do youty its a mistake when you have senate republicans who already come out, you know, Senator Mcconnell already called the John Lewis Voting Rights Act, quote, unnecessary. Do you think its a waste of time, excuse me, trying to seek this bipartisan support . I would degree. The John Lewis Voting Rights Act is necessary. Texas ten times has been found to have violated peoples rights to vote and so we need federal intervention, federal oversight in texas and across the country. You saw what is happening in georgia. They are trying to Model Legislation like ours in the voting. Texas has the most restrictive Voting Laws in the nation. So we definitely need federal intervention, federal oversight for texas and other states. Theres no problem with that. I think thats admirable to try to work out a bipartisan piece of legislation so you dont often see in washington. But if its going to stymie the progress we need for Voting Rights, then we need to move on. Lets talk about your state for a moment and the efforts you can undertake within your state to try to fight some of what you and others are describing as an infringement on Voting Rights. I know you walked out of a previous session but is that really a sustainable and feasible approach or is there anything you can do to prevent what is happening on the ground there in texas . Well, well try to do the same thing we started out doing and thats working with our republican colleagues. Educating them, letting them know how some of the measures impact our community, our respective communities. If that doesnt work, well utilize every tool in the toolbox including any proceed yurl matters through breaking quorum. We wont foreclose that option but it will be the last thing we do. New York City mayoral race, the democratic primary overwhelming democratic city, so very likely whoever wins this democratic primary will end up being the next mayor of the nations largest city. So, how does Rankedchoice Voting work . This is roughly what the ballot looks like in new York City today. There are 13 candidates on the ballot in the new York City democratic primary for mayor. Now, normally, you kno again, i dont know why its doing that. Normally you vote for one person and thats it. Now, you can rank your choices. Your first choice, your second choice, your third choice, your fourth choice and your fifth choice. You can actually make up the five xs on the ballot. Now, heres how it works. Let me show you the most recent poll we have. These are all the candidates, Marist Wnbc Poll from a couple of days ago. Lets say this is what happened. This is asking folks who was your first choice for mayor in the democratic primary. Lets say these were the actual results. How does Rankedchoice Voting work . If these were the results, what would happen is they would take whoever comes in last place, in this case it would be aaron. The person who comes in last would be eliminated. Then the folks who voted for him, not many for foldenauer and whoever voted for him, they would say, who did they mark as the second choice on that ballot i just showed you . Those ballots would be reallocated. If they voted for garcia, stringer, morales, those votes would be reallocated. They would run all the numbers again and then the exercise repeats itself. Who is in last place . Then wright. They would run it again. They will do this 12 times because the law in new York City is, you got to get it down through this process im describing, you got to get it down to two candidates, then you run them off, and whoever has the most votes after that ends up winning the primary.
