Im Kasie Hunt on this tuesday, june 22nd. Well start with the news. A critical vote is set for today on whether to debate a sweeping voting Rights Bill being enacted in republicanled states. The motion, which, of course, needs 60 votes to pass is expected to fail in the face of republican opposition. But if democrats are united, it could give more fuel to those who want to eliminate the filibuster. The person to watch is Joe Manchin. Sorry. Were in the middle of a Fire Alarm drill. Now Senate Majority Leader Chuck Schumer is trying to help to convince them to pass the bill as a way to make changes. Its a vote on whether the senate should simply debate the issue about Voting Rights, the crucial issue of Voting Rights in this country. We shouldnt have to debate the Voting Rights. We shouldnt have to debate Voting Rights on the floor of the united states senate. Thats rights should be sack crow sangt. I challenge you, republican senators, come to the floor. Thats led to great frustration for her party and democrats as a whole who are frustrated with the issue at hand right now, which is Voting Rights. As you know, as you stated, republicans have not even suggested, at least a significant number of republicans, that they would be interested in debating this topic thats going to be so essential to how we move forward in this democracy that has been threatened very interestingly and has been looking forward to 2022 to see whos going to represent washington in all of the 50 states. Theres still that continuing frustration from some progressives about how this compromise is shaping up. They want guarantees. I wuc talks with senator merkley. Where does this complicated Calculus Stand Today . Well, i think theres progress being made, kasie, and the White House dispatching three aides to Capitol Hill this morning with the idea of trying to wrap up some agreement or trying to get a better handle on whether there is an agreement, these three White House aides include brew shety, terrell, and deese. And theyre really trying to figure out if this bipartisan group has any chance. They suggest they do have a chance, but, again, putting this in legislative language is quite tough. And, frankly, a lot of democrats are starting to wonder why theyre giving so much time, and thats a legitimate question because the White House is saying theyre not going to continue to give it unlimited time as they continue to give it unlimited time. Joe biden clearly wants some sort of agreement here. I would say theyre probably closer than a lot of people think. But, again, getting this into legislative language is quite difficult, and theres a lot of anxiety on the left, and there will continue to be. Were getting toward The End of june, and theres basically no progress on the floor to an agreement. Jake, speaking of anxiety on the left, lets talk for a second on the voting Rights Bill thats set to be on the floor, the procedure, i should say. Were going to have a procedure real vote on floor today. Its become something thats existential for so many people and become a real focus for activists on the left to get members of congress to vote for this. Senator sinema clearly had to come out and say in the Washington Post shes not going to break the filibuster. Are democrats just setting themselves up for disappointment with this, or i mean, how do you see this as its evolving for the rest of the year and also into Campaign Season . I think they are setting themselves up for failure, but they have to. This is a key Agenda Item for them, as you noted. Kyrsten sinema, people need to get their expectations in check in that the filibuster is going nowhere. It may not be what you want to hear, but the filibuster is here to stay. It seems to be some Pipe Dream that people that the filibuster is going to be blown up. I think the better option, clearly the better option for democrats is to find Agenda Items that have 50 votes or 51 votes, and if you want to find have more aggressive and ambitious legislation, you need to win more senate seats, bus the current construct, the current senate democrats have is not lending itself to blowing up the filibuster unfortunately. So, yes, this thing is going to fail at some point. Its not going to get the 60 votes thats needed. Joe manchins compromise hes Put Forth is not really much of a compromise at all since republicans are against it and even some democrats are against it. So i think were basically at Square One when it comes to a new voting Rights Bill. Its become a Rallying Cry for sure, but, of course, as we just laid out, the law of the land. Well, the fact that the White House has to keep reminding both democrats and republicans on The Hill that this gas tax, indexing it for inflation is a clear Red Line for them is not a positive sign for the prospect of these talks, but you have to sort of consider where the president ultimately stands on this. Remember, hes been focused on his foreign trip for the better part of the last two weeks. Now hes back in washington really getting his hands dirty with the negotiations, and even though there are a lot of folks in the White House who would love nothing more than to drop the pretence here, go reconciliation, be realistic about whether republicans are going to be there at The End of the day. The president reviews this as core to his Campaign Promise to bring the country back together to try to show government can work. Remember, that was a key part of what he was preaching overseas, this idea of showing democracies can deliver for the people. So for the president , getting a bipartisan win here is a double win. You get the substance of an Infrastructure Deal, and you show that you can make government work. If you end up having to concede and go reconciliation, youre potentially setting yourself up for a double loss. You havent brought the country together as republicans will No Doubt argue, and you may not get this bipartisan get any substantive accomplishment here if the democrats cant get their own house in order. Thats why it looks like and there are a lot of democrats frustrated that this is taking so much time. You know, the president might be the most eager person in the White House to keep these bipartisan talks going. Thats the explanation. We saw significant Meetings Yesterday with the two democrats who he had called out as sort of the most republicanfriendly Joe Manchin and kirsten sinema. The readouts focus on two different issues, manchin on Voting Rights and sinema on the Infrastructure Talks, but you can be sure both talks came up with both senators at the same time. Yeah. Well, mike, how is the White House thinking about the intraparty democratic politics on this . I was talking with senator a me pennsylvania avenue, if they Cant Figure out how to say yes to the bipartisan deal and the Reconciliation Package that includes Climate Provisions at the same time, he wants a guarantee both of those things will pass he may not vote for it and says he speaks for potentially many other democrats as well, which could make this deal trickier, how is the White House thinking about that group . Thinking about that group, and theyre critical in a Reconciliation Bill because Kyrsten Sinema and Joe Manchin might be nervous Passing A Bill with Bernie Sanderss Name on it. Remember the campaign about infrastructure was to basically say their Infrastructure Deal was also their climate proposal. So you can understand senator marquee, senator White House, some of the other climate focused lawmakers on The Hill who see the Infrastructure Talks moving in a direction that might leave climate to the sidelines and theyre frustrating. An interesting insight into the president s thinking on this when we were on the foreign trip and i had a chance to be in the pool one day, talking to a White House official, whats the president Talking About, trying to get him to talk publicly what hes talking privately. They said, Senator Markey, hes ticked off what he was Hearing Back in washington about raising the prospect that they might sit out on a Reconciliation Vote or in a bipartisan vote if they dont necessarily prioritize climate change. This is a president trying to do everything he can to remind democrats that some progress is better than no progress. They feel you can get something done here with republicans and that builds momentum further down the road to do more and be ambitious on climate but obviously not an easy message from him, even to somebody like Senator Markey whos been around in washington, not as long as Joe Biden but not far behind, lets say. The plan to roll progressives and get an Infrastructure Pass and cut a deal with Joe Biden. So a little bit on the incremental side. Theyll be headed downhill if things dont get too caught up in that. Its just a way to have momentum. The big Momentum Push for the moderates and centrists that want a deal is to keep talking and add numbers. Right now theyre the g21, the 12 members, what we were picking up Last Night is that they want to grow that number but make sure theres one republican for every one democrat. So you inch that number up, some people call it the noahs ark strategy, you have two by two. And then you can get to the point where the president comes out publicly and supports it, potentially before the July 4th recess at The End of this week. And democrats who havent said whether or not theyre for it, theyll be frozen and itll be difficult to join elizabeth Warren And Bernie sanders who said they wont support the bill unless it includes all the thing or unless there are additional bills and you get to the 3, 4, 5, 6 Trillion price range. Some progressives saying i might consider this but you have to promise to do the Reconciliation Bill and the votes will be there. Can they marshall this kind of public support to get where they need to be . Im a little skeptical about that. So just by the math, theyve got you know, theyve got ten to get to 60 right now. The question is how many above ten can the ten republicans just to be clear, how many more republicans they get which allows them to lose democrats and stay above the 60 vote threshold. You and i have probably made this Mistake Dozen times in our career where we try to be whips and whip the vote and count the votes, but i suspect the White House has a better Whip Count than i do. Now Whip Counts can be bronk and the White House does rely on Report Ers to ferret out whos saying what publicly. Elizabeth warren was clear to me saying multiple trains can leave the station, to use her metaphor, there can be a 1. 2 trillion Infrastructure Package that leaves the station then there has to be another station leaving the train and those trains need to leave kind of at the same time and they need to know whats on the train before they vote for it.
