We are following the aftermath of another violent weekend across this country. At least a dozen killed and 90 injured in separate shootings across the u. S. Travel is back in a big way. One of the biggest Cruise Lines becoming the first to Test Run its ships with lots of new Safety Measures in place. Some are struggling, ready for this, to keep up with the massive demand. One airline cancelling 400 flights this weekend due to Staffing Shortages. We have a team of reporters and experts spread across the country to bring you all the latest. But we have got to start this morning in washington, d. C. The battle for two of President Bidens key legislative goals coming to a decisive head. Today, we expect to learn details of the bipartisan infrastructure proposal. 11 republican senators are on board, which is crucial to overcome potential filibuster. Ready for what the challenge is now . Winning over enough Progressive Democrats. One of the concerns i have about the bipartisan bill is how theyre going to pay for their proposals, and theyre not clear yet. I dont know that they know yet. Some of the speculation is raising a Gas Tax, which i dont support, a fee on electric vehicles, privatization of infrastructure, those are proposals i would not support. And a Voting Rights showdown. The senate set to take up a sweeping elections bill. Democrats are forging ahead, despite an almost certain filibuster by republicans who are staunchly united against it, that includes a Compromise Proposal by a democratic senator from West Virginia, Joe Manchin. I appreciate what Joe Manchin is doing. He is trying to find middle ground. Unfortunately what he does is what the larger Bill S 1 does, it takes the Election System in this country and federalizes it, federal takeover of the Election System. Youre in luck. I have the best group of experts to break all of it down. Geoff bennett at the White House, and jake sherman. Start with infrastructure. Where do things stand and how does the bipartisan group now get Progressive Democrats on board . Stephanie, The Sound you played a good reminder that 10 to 11 republicans does not equal 60 votes. You have to get all democrats on board. Not all of them are on board. There are a couple ways to do this. First, they need to appease democrats that believe User Fees like expanded Gas Tax amount to a Tax Hike on the working class. Thats one policy problem. The bigger thing that moderates can do to win progressive support is commit to supporting reconciliation bill. The priority of the left to do a multi trillion democrats only package, regardless what happens with the bipartisan bill. Many of them are nervous, stephanie, supporting a smaller bipartisan deal could prevent moderate democrats from backing a big multi trillion dollar deal. Thats the Rubiks Cube Space that democratic leadership is in. Moderates dont want to commit to that. Without that commitment, progressives are reluctant to accept a compromise on the bipartisan deal. They have yet to release a proposal. They have a price tag, framework, concept. Translating that into policy will tell us whether there are 10 to 11 republicans on board. It is easier to support a piece of paper than full piece of legislation, stephanie. Jake, the White House and this president made it clear, he does not want to go at it alone. The current bipartisan proposal is the biggest one weve seen from both parties. Where does Joe Biden stand, is he picking up the phone, saying bernie, come on, i need you to get on board . He is expected to this week. Thats what we led Punch Bowl News with this morning. We anticipate this week, i want to dig a bit deeper. Pay fors, elements that pay for the legislation are a mess at this point. This Gas Tax, electrical vehicle miles traveled tax, these arent going to go anywhere with the White House. The white House Goal is to work with senators to find a palatable menu of pay fors. I tend to think this construct that liberals are going to hold their Nose And Vote for this bipartisan thing with promise of a larger bill on the Back Side is very complicated and not a sure thing. Theres a lot of confusion about how that would work. I have to imagine frankly if the president gets a trillion dollars and gets to say he passed massive legislation with bipartisan approval, it is attractive scenario for him and something the White House really wants. No doubt. Lets talk about something thats not a mess, it is a win, a win for the White House, for the most vulnerable families in america. Today, the White House is unveiling expanded Child Tax Credit. Walk us through what this is about. Checks are going to start getting cut in coming weeks. This is sort of like continued stimulus. It is. It is a big deal, steph. The White House says there are potentially millions of american families that qualify for the credit and dont know it. Thats one of many reasons they deemed today Child Tax Credit day. Remember, under the american Rescue Plan this was expanded. Families that qualify, children ages 6 to 17, you get 3,000 and for children under 6 qualifying families get 3600. One of the reasons the White House is doing it, one, to transform the economy to work for working people as you heard President Biden and Vice President harris say time and time again. They also want to claim credit for whats a popular provision in the Rescue Plan, and it helps sustain political momentum for the rest of their infrastructure plan, the idea being if you like the Child Tax Credit, youre going to love free universal prek, free community college. All those things in the social spending program. The second part of the infrastructure piece, assuming that President Biden accepts a bipartisan deal and then reconciliation for all of the Care Economy Stuff he says he is focused on. Lets Talk Voting rights. The senate is expected to take it up tomorrow. Whats it going to look like . A major vote coming tomorrow, on the for the people act. Two ways to play out. The senate is divided 50 50. One scenario, fails 4951. If Joe Manchin cant get on board. The more likely scenario now that he opened the door to compromise, it fails 50 50 with support of Joe Manchin to begin debate on this. All democrats would be on board, path to pass with majority, but still going to run into the 60 Vote Buzz saw. Democrats have a big decision to make, whether to preserve 60 vote threshold, abolish it, make changes, to try to push it three through. They dont have votes to make changes. Manchin is supportive of the filibuster, Kyrsten Sinema is supportive. We have a piece on nbc news. Com today, it isnt just those two, many or senate democrats are reluctant to support abolition. Includes Mark Kelly from arizona. He says he doesnt want something thats in the best interest of democrats, has to believe it is good for both parties. Maggie hasan supports reforming it, not abolishing it. Not just those two standing in the way, but it is put up or shut up for democrats in terms of whether they believe this voting Rights Bill is important enough to abolish the filibuster over. Jake, whats the point then, why bring it to vote . Good question. To show it doesnt have, look, it is one of their priorities, i dont want to be overly cynical here, but it is going absolutely nowhere. The Filibuster Cant be blown up, there are many democrats, not just Joe Manchin. Let me take it a step further. There are many pieces of legislation, even if the filibuster were blown up, democrats would not have 50 votes needed to pass. And that could range from the Voting Legislation to a whole host of pieces of legislation, raising minimum wage. The point is to show they are pushing ahead on priorities, but if theyre not going to blow up the filibuster or try other passages, pathways here, theyre not going to get far. But then jake, why do they do this . If the five of us here all know that Joe Manchin acts as a Human Shield for all sorts of other moderate democrats who are not going to get on board for a lot of things in a more progressive agenda, why did democrats continue to go after Joe Manchin, even if manchin folded, you had a lot of other democrats with the same views he does. I cant get my words out. Thats exactly right. It is monday, steph, i get it. Thats exactly right. Why do they keep doing it . It is their priorities. If they werent doing it, we would hammer them saying why arent they moving on priorities, trying to build pressure. It is just like theres no good path for schumer, and you have to hope and people that are not, people love the Filibuster Hope at some point the pressure becomes so large, so overpowering On Manchin that he fields. I dont see it happening though. I think the pressure he thinks about is the pressure to get reelected from people of the state of West Virginia and i think thats what he pays attention to, good, bad or indifferent. We are leaving this conversation and dig into this later in the hour with one of the president s top advisers, Gooen Sperling and John Hickenlooper, one of the lawmakers pushing for that infrastructure deal. The likely twister causing extensive damage to several communities, including at least a dozen homes with debris scattered across interstate 355. This happening as claudette reaches tropical Storm Strength again this morning down south. The storm will have blamed for a multi Car Crash that killed ten people in alabama over the weekend. Officials are saying hydroplaning car likely set off the multi Car Crash that happened saturday afternoon, and claudette is blamed for downpours that created wet and treacherous conditions on the interstate, i65. About an hour from where we are now in butler county. And officials are saying ten people were killed in the accident. Nine of them children. The majority of them were part of a youth ranch, coming back from a beach get away. Whats even more tragic, stephanie, the driver that happens to be the director of the ranch was the sole survivor, two of her own children were killed in the crash. Meanwhile, back here in alabama you can see just the devastation around me. This used to be a Mobile Home community. Now it is left in pieces. Youll notice theres a large mound of debris. In the middle of it a truck wedged in to give you a sense of the power of mother nature. A Mobile Home over to my right apparently flew and slammed into another Mobile Home here. Several people are recovering from injuries this morning. One woman says shes just lucky to be alive because the force of winds, the storm that tore through here literally sucked her out of her home, which is incredible that she was able to give an interview. Shes counting her blessings this morning. Yeah. The storm is still packing quite a punch in the carolinas before it heads to the atlantic. Kathy park, Thank You. Absolutely devastating. Shaq, this is all about Community Policing. There are concerns it might not be working. What did you learn . Reporter thats right. Community and City Leaders know the pattern, that as temperatures increase, so, too, does crime in the city. The chicago Police Superintendent is answering that by doubling down on community engagement, using the phrase you said and heard before. This is what it looks like. Yeah. Literally walking on the street, talking to folks. Reporter Community Policing. This Deputy Chief is charged with the concept. Getting a major endorsement from chicagos top cop. This is a transformative moment for cpd. Reporter cant come soon enough for a city thats seen shootings spike 43 , murders rise 33 just this year. The solution is in the community. Once you establish relationship with folks, and they trust you, people are apt to speak with you and exchange information. Tell you about problems you dont think are police problems, may lead to police problems. Reporter the Neighborhood Policing Initiative pushes officers to break from traditional policing and engage the public, passing out food, coaching sports, hosting events. It commits two officers or d. C. Os to every south and West Side district. The job is to proactively in the field engage members of the community. Those two officers, thats their only job. That is their only job. Theyre not responsible for radio calls. Reporter in the first year, it seemed to be working. Trust in police in the Pilot District was on the rise. The aim is have the police be responsive to communities, the community to say what it wants, expect that thats what policing will look like. Reporter while the pandemic and protests rolled back progress, Community Leaders assisting the program say theyve seen change. What did it look like before you had them to reach out to . It was calling and just going into a dead zone. Fast forward after the pandemic, we are walking with some of them, four, five, six people come up, knowing them by name. Thats what we want. Reporter but the Advocacy Director is concerned the program could be expanding too quickly, emphasizing need for change to last. Often times what happens, especially in major cities, is that program after program is introduced, then it is defunded, forgotten about, something else becomes the new highlight reel. Theres skepticism sometimes from Community Members that their voices will be heard this time. Reporter and steph, this push is happening in the context of whats more than a year of sustained calls for police reform. Important to note here in chicago, calls have been going on well before murder of george floyd. You have leaders of the department emphasizing that it is not about combatting crime or engaging the community, real public safety requires tackling both. Stephanie . Shaq, Thank You. I want to bring in the cofounder of the center for policing equity, also with us, britney cunningham, former member of proems policing task force. You were in Law Enforcement for over 20 years. Whats your reaction to shaqs story, Community Policing. Is that the answer to helping the crisis that chicago is facing . It isnt just what shaq said that you heard. We heard Community Policing before. This is not new. What the concern will be, what does it look like, how is it different. Theres exhaustion on both sides with Community And Police with regards to what are we going to do, what can we do in order to stem the violence, happening in mostly black and brown communities. I think whats right, you have to do it from a multi approach perspective. It is not just the relationship with community. There are communities that have not been invested in historically. There are services as said by nicole either defunded, underfunded, no funds existing. Theres a lot of work to be done on multiple lels. This again, fortunately, as heartbreaking as it is, it is not the first time weve seen this. Britney, tomorrow is primary day for the new york mayoral race. Crime is the number one issue among democrats. Those are people voting. What does that say about defund the police movement, do people know what it means, what it is, what they want . So stephanie, i think it is important to begin with the simple fact that all of us, and i do mean all of us, want safer communities. Everyone wants and deserves to walk out of their home, walk freely on the street, play with their child, ensure that everyone is safe while doing so. But what we also know to be true is that Defunding The Police is not just about taking money out of an institution that continues to prove ineffective, it is about refunding the people, about ensuring the services that people need to ensure safe communities from the Ground Up are actually being funded and resourced to full capacity. I think there are a lot of Police Unions and gop operatives that would like us to believe that recent Crime Wave has everything to do with the idea of Defunding The Police. But guess what, stephanie, the Police Havent been defunded. You look at the 50 largest cities, Law Enforcement spending, as a share of the general expenditure in each of the cities, actually rose from 13. 6 to 13. 7 . And many of the cities that talked about removing that money like minneapolis and seattle have actually paused or slowed how they were thinking about moving that money. So the rise in crime is not the fault of the movement, it is the fault of the police, and this has been our point all along. Why should we keep Funding Systems and institutions that keep rendering themselves ineffective. We should be talking about gun control, living wages, education. Thats where we should move the money to to ensure truly safe streets. Tracy, what do you think about that . Absolutely what we have been talking about the last 30 years. When you go into communities that need help, you can see that youre not necessarily the person, person showing up in uniform is the one they need. We had this conversation yet again. How do you provide and get services to those most in need. Thats investing in those communities, taking services down to the ground where they belong. We have folks that have been involved in Violence Disruption for decades, who are from the community, know the community, have been able to step in and provide wrap around services. Yet those groups are the ones least funded. It is about where you are directing resources, and again, Social Science will tell you, we dont need to study this, we know what to do and where to put funds. The question is will we do that. We need to keep cops on the job. Tracy, whats your take on the Crowd Control Unit resigning in portland . Well, it is something youre going to see across the country, especially as summer ramps up. What youre also seeing from a Police Perspective are folks that are exhausted. Those on that particular Skirmish Line are not ones making decisions. Typically someone tells them to engage, not engage or to do something. When youre caught in the middle of trying to figure out whats the best way to protect First Amendment Rights and be safe about it, thats where youre seeing exhaustion. Seeing officers, not usually talked about, you dont hear from cops on the street. When you have interviews or talk to someone else, youre talking to commanders or chiefs, former chiefs. But officers on the street, even officers of color tell you a different story. Often times they dont make rules or policies. Theyre told to do something. And they, too, have some of the most innovative solutions. Thats what youre seeing. Folks have gotten to their Wits End and said we dont know what else to do. It is unfortunate, but also an opportunity here to learn how. Maybe theres another way to have conversations. In these moments, there are opportunities. We have to begin to do things and think about it. Historically you may not have thought about it happening that way, thats what we have to do moving forward. Turn crisis into opportunity. That takes will. Britney, it has been a year since we saw protests sweep the country. We learned more than half the charges against looters in new york were dropped. Is that the right thing to do . Well, i think whats important to recognize, stephanie, is those protests over the summer were largely peaceful. There was a narrative that there was widespread looting and violence. Much of the violence was started by people not there to protest on behalf of black Lives Matter but who were there to disrupt that scene. We know white supremacists and in some Cases Police officers themselves were there to start that violence. My question is whether or not we are prioritizing property or people. We need to recognize these protests occurred not out of thin air but because people were dying. Ultimately our solutions need to be oriented toward that. I think it is easy to run away with the narrative around rioting and looting, but the numbers show us that 97, 98 of these, sorry, rather protests in the 90 aisle were peaceful, nonviolent, intentional, disciplined. Thats the work we need to continue to pay attention to and partner with. Thank you both for your commitment and Thank You for joining us this morning. Theres not restrictions, this is expanding the Child Tax Credit as you beautifully described, 3600 for a child under 6, 3,000 from 6 to 17, and for the first time, count on getting it monthly. So for example, a family with two children under six years old would get 7200 a year. But they would be able to get 600 a month on the 15th of each month, starting july 15th. Why is that important . Helps families make ends meet. Prevents families that fall into Hard Times a month having to take predatory loans. This is an important new innovation to help Middle Class families, help Working Families. But also has another important benefit that you mentioned which is in the past, the Child Tax Credit gave less to a minimum Wage Family that are struggling the most to care for their children than it did for a more affluent family. Under the american Rescue Plan, all families get the same amount, under 150,000, and that is going to mean a lot for economic security, for dignity. If we could get all of the children, including millions that are not currently signed up to be signed up, we believe and experts at Colombia University believe it could cut Child Poverty in half. This is one of the programs that is great for all families, from all working, Middle Class families, can also be a major weapon to fight Child Poverty in a very significant way. Gene, this could be a game changer. We talked about it for months. If you think about three stimulus checks they already received, should we wait and see impact of this round of relief before pushing forward with the american Families Plan . All thats happening is very good news and the economy is improving. For those that are concerned about spending, is there an argument to say lets take a bit of a pause. Absolutely not. I will tell you something. We can have all of the debates about inflation you want. Theres no debate that tens of millions of Working Families struggle every week to make ends meet, even families with solid Middle Class incomes, when they have to deal with Child Care and Health Care and transportation and occasional disruptions in every Familys Income know this type of regular monthly check is critical for economic Security Year in and year out. As we said, could make a huge difference in cutting Child Poverty which we have a moral imperative to do everything we can for. So we believe strongly that we not only want people to know about the Child Tax Credit, know about the monthly benefit theyre going to be getting, not only do we want people to sign up to cut poverty but we want people to understand this new benefit is just for 2021. If this is going to go on and have the impact on the economic dignity of Working Families and of lifting children out of poverty, then its got to be extended for years to come. Thats why it has been so important for us to make sure this is implemented well, that it is monthly, that it is going to arrive if you do direct deposit on the 15th of every month so you can count on it. Once people see the new benefit, theyre going to believe this should be extended for years and years to come. Thats what the american Families Plan is about. Thats why were having the national Child Tax Credit awareness day, and like as you want to encourage people to go to Child Tax Credit. Gov to learn about the tax credit. Is this a must keep . Right now, the White House is surely looking at the infrastructure plan, figuring out what might have to end up on the cutting room floor. Is expanded Child Tax Credit something that must stay in the Infrastructure Program no matter what . You know, i have been so involved in a lot of different legislative strategy, the critical thing is that we pass it this year. You know, theres No One right way to pass legislation. But it is the right thing to do to extend Child Tax Credit for years and years to come. Nobody is going to look at these benefits, the monthly check to Working Families, Middle Class families, to families struggling to get out of poverty and say thats only a goal for this year. We only want to make Working Families more secure this year. We only want to reduce Child Poverty this year. Of course, this is a goal we want to go on for a long, long time. So this is why i believe this will pass. Whether it is part of the Infrastructure Package or part of a future package, i think theres overwhelming support for this. And i think we feel very confident that it will be extended. Quickly before you go, how about a goal in terms of oversight . We had a massive amount of spending over the last year, so much of it has been needed. We know theres been misuse. We still dont have an Oversight Committee for the first cares money over a year ago. Whats being done in terms of oversight for this spending . Well, for the american Rescue Plan, theres the Oversight Committee. We work closely with them, meet weekly with them, meet biweekly with the gao, and we instituted through the Implementation Team that i work with and the Omb Heightened Reviews that go for every new plan. So of course nothing is going to be perfect when you are instituting brand new plans. But i think overall theres a tremendous commitment on oversight, and for the american Rescue Plan theres the pandemic responsibility, accountability committee, which has oversight authority, the omb and our team does significant reviews of the program and we try to work in almost historic way with the oversight community, and if things go wrong, President Bidens view is we want to be the first to know so we can correct and fix them. Many of the worst problems that happen on ui fraud, on the ppp, on small businesses happened at the start of the pandemic. We are trying to learn lessons from that, institute what we believe are strong Oversight And Accountability provisions to make sure this money is getting to the american families and small businesses that the american people intended it to get to. American says it will cancel 50 or so every day up until mid july. Heres the reason. Nobody at the airlines, nobody at the tsa, nobody at the faa expected the surge in passengers that were seeing so quickly post pandemic. As you mention, Two Million passengers flying a couple days ago. We thought we were going to be in the low million or so. This is an unbelievable rebound in passenger volume, and the airlines which in some cases furlough people. American airlines had to furlough pilots and flight attendants, then vendors had to furlough, layoff staff. Now they have to bring everybody back. In the case of pilots, you cant call up a furloughed pilot, say be back in the cockpit next week. They have to go back through Certification Training again. As a result, all of this means that they are in a situation theyre going to be keeping fewer flights flying than they had hoped. About 1200 or so flights likely to be cancelled by mid july. What does it mean for you . If you are flying, if you have a reservation, theres a chance they could rebook you to earlier or later flight. They may put you through a different hub than you planned to go through. You might want to be planning to be flexible. Theyll have to give you a Heads Up in advance. Ifadvance. I think were all trying to keep the entire senate as part of the discussion and theres a lot in this bill for in terms of Climate Change and sustainability, theres, [ inaudible ] Passenger Rail for transit, power and electric vehicles. Those discussions continue, we have more and again i feel optimistic. I think we can get this done. I want to hit some big issues on the bill. Do you support raising the Gas Tax . I think President Biden has been clear that thats off the table. He wants to make sure were not going to raise any kind of revenue from working people. That would include raising Gas Tax. So i think thats clearly off the table. How does this bill address Climate Change . Its a big priority in colorado and progressives have said its a nonstarter unless Climate Change is in here. I think we have to look at, recognize the Climate Changes, the existential issue of our time. This is something that threatens our entire way of life, our sense of not just our country but of the planet and as i said before, several hundred billion dollars in this bill that will have a direct impact on addressing Climate Change. Is that enough . Probably not. We need to look at other ways to bring more to the table to make sure we are not missing this opportunity to go 100 into addressing climate Change Head on. What do you need from the White House to get this thing done . We know President Biden wants to get a bipartisan deal done and this is the biggest one hes seen thus far. I think President Biden has provided excellent leadership and keeping both sides talking and making sure that when they disagree people dont throw up their hands and walk away. Its an important element to make sure everyone stays at the table. The only way you get these things done. Without President Bidens leadership i dont think wed be where we are. We need republican and democratic senators to continue to even when they disagree to stay at the table. The president in terms of modulaing the issues and making sure the guardrails are clear for both sides i think has set the table for a real opportunity to show this country that we can get things done on a bipartisan way. We have other big issues if we cant get bipartisan on infrastructure we have a hard time dealing with immigration or equity sustainability, all these things.
