Late. Leadcontaminated water in flint. Failed levees in new orleans. Collapsed bridge in minneapolis. Reporting for nbc news, ive seen it myself. Driving over the troubled Rent Spence Bridge between cincinnati and kentucky, in this 18wheeler. Roads getting better or worse . Id say getting worse. That is wild. Reporter and in the air, above this highway in arkansas, it goes nowhere. Thats it. Thats the end of it right there . Yeah. Reporter after decades of talk and our infrastructure still in peril, this spring, President Biden proposed a gigantic bill. The calls it the american Jobs Plan, with a promise to create goodpaying Blue Collar jobs under the banner of buy american. What the biden administration says theyre trying to rebuild is the american Middle Class. This hour, well show you that you dont have to wait for the president s plan to see what he wants to rebuild and why. And at street level, well see who can benefit and who risks getting left behind. One of the principles of the american Jobs Plan is improving traditional Infrastructure Hasnt always helped everyone, especially those living in its shadows. It can be a doubleedged sword, as some believe about this new bridge in Los Angeles. Any types before i go up . Hold on. Reporter thats reassuring. Watch your footing. Reporter its a threepoint contact. I dont know what the hell that means. But wish me luck. Slow but sure. Reporter Gary Lee Moore is Los Angeles city engineer. How high are we going right now . About eight feet up. Reporter eight feet up. Were going 40. And he is overseeing this project, before President Biden proposed his Infrastructure Plan. What is about this that puts a smile on your face . Its a once in a generationtype project. You think of the bridges. This is going to be an iconic bridge. Reporter the sixth Street Viaduct, is replacing one that was crumbling, after being built in the 1930s. It connected the Arch District in downtown l. A. , with the Working Class and largely latino neighborhood called Boyle Heights. How much does this cost . The land, the leases, the design, the construction, 588 million. Reporter when you hear the President Today talking about creating wellpaying bluecollar jobs, thats the jobs these men and women have. Absolutely. These people here are skilled and very talented. To me, theyre even underpaid. Sometimes people see the before and the after and they forgetco hand. Reporter high above the bridge, we met an ironworker. I grew up down The Street. Reporter where at . In blue heights. Reporter how long are you in this line of work . 26 years. An ironworker. Reporter a good job. Very good job. Reporter you say union ironworker. Im assuing all this stuff, you put it here . Of course. Reporter one of the things undeniable about a project like this, its changing the face of a neighborhood. You live here now . I live 78 miles now. Reporter how come . Cheaper rent. Reporter too expensive to live where you grew up . Oh, yeah. Gas and insurance. All that good stuff. Reporter really . This is the other end of the bridge from where we started our visit. I want to show you why a decently paid ironworker who is working up on that thing one is waving to me right there. Cant afford to actually live in Boyle Heights, the community where he grew up, on the other side of this thing. Come check this out. This is the Arch District. It used to be a warehouse district, where folks would come to get cheap rent. Theres a new project over there, that looks like condos or office buildings or something like that. And then, here, check that out. That looks like Something Hip over there. Not sure what it is. A big picture of somebodys face on the wall. Let me walk you down this way. Im a couple of blocks away. Its fancy. Its supernice. You have valet parking. This is a hip restaurant. Take a peek. Hip people, doing and eating hip things. Right across The Street, artists and other people that used to live in places like this cannot afford to live here. The big fear is, the forces that are on this side of the bridge is going to end up over there in Boyle Heights. Thats the view of david silvas. He asked to meet us at the senior center, where developers plan to turn the property into multifamily apartments. The company operating the Facility Isnt responded to our. But tells local media, they have no choice but to close the facility because its operating at a loss. Market Rent Housing is at an alltime high. If you place multifamily units at this rate, thats Above And Beyond what this localized community can afford. Reporter this community, Boyle Heights, the idea that you might see a bunch of condos or Highprice Rental units go up, who is going to live in them . Is it the people already living in this community . Likely not, no. Reporter the median Household Income in Boyle Heights is 42,000 a year. And Market Rate Onebedroom apartment in Los Angeles is what . Right now, almost 2,000. Reporter the median income is unaffordable and unattainable. There goes somebody from the facility. Can i ask you a quick question . Edward was returning from a beer run. He is a retired Air Force Colonel and resident of the senior center. I heard this might close down. Is that true . First i heard of it. Reporter how long have you lived here . A couple years. Reporter if they did sell it and build stuff here, will you stay . If they treat me right. Im an old man. Im hitting 90something. Reporter no way. You dont sound worried about the changes happening around here . Well, i have the capability and i have the money. Ive had a good life. Reporter youre in a lot better shape, in all seriousness, than a lot of the folks that might live here. Sure. Reporter i know these guys want some. No, no, no. I can go to the corner. Reporter Theyll Fire me if they see me drinking this. They wont tell on you. Reporter Take Care, sir. Not everybody is like mr. Kato that has a pension and a good amount of money to find a different place to go. Thats right. Theres different levels of income. But many of them rely on medicare and subsidies. Reporter when the bridge opens, the situation gets more dire . Yes. 100 . 100 more dire because this whole region will be on the map for becoming ripe for development. Reporter this is Mariachi Plaza in Boyle Heights. Residents here have been fighting against the forces that made this place so unaffordable and different from what people once knew. Its not surprising that people distrust outsiders coming in to this community. Boyle heights does not look like it used to. Blocks away from the center senior, we showed up on a protest that is being built in a community garden. Is this about the garden . Is it about 5g . Is it about development in Boyle Heights . A little bit about everything . A little bit of everything. Were seeing an unfair amount of development. Displacement of communities and neighbors. People cant afford to live in Boyle Heights. They are pushing projects like this one. Reporter its so much happening. Drive down The Street and you can see things changing. The sixth Street Viaduct project. When you see politicians talk about improvements, like that, are those improvements in your Minds Eye or in the community . No. Were surrounded by six freeways. Do you think the community said yes, we want six freeways . No. Theyve been doing the same thing over and over. They take projects that will make them money. And they disregard this community. Reporter i met a guy working on the bridge, who grew up in Boyle Heights. He makes a good salary. And he cant afford to live here anymore. Exactly. Reporter once that bridge is done, what does it mean . For our community, honestly, it will mean more displacement. More Community Members will not be able to afford living in here. And the bridge will facilitate other people to come and take over. You know . Theres going to be plenty of empty houses. Reporter where do people go . Many of my neighbors have gone to other states. Maybe they have a Family Member in another state. Reporter what happens if they dont . If they dont, they probably got deported. This community has so many things to go through. Reporter has anybody known that has ended up without a home . Absolutely. Absolutely. We all know plenty of people. Reporter shaking their heads yes. Our parks are filled with homeless people. Streets around the parks are filled with cars, people living in cars. Reporter over 1 Billion for affordable housing. Here in Boyle Heights, people who live here, will tell you affordable housing is not so affordable. Its easy to see in the biggest county in the united states, where unaffordability is through the roof. And theres more people living on The Streets. You can see in the park. Little encampments here and more than any other place in the united states. You can say that President Biden is trying to accomplish two opposing goals. One is to build more infrastructure and the other is to build back the Middle Class. And those things can be contradictory. He is doing the same thing with Fighting Climate Change. Well show you that after the break. Can i ask how much it is . No. Its probably a decade of savings for most americans. A decade of savings for most americans. Yep. They customize my Car Insurance so i only pay for what i need. cause i do things a bit differently. Wet Teddy Bears wet Teddy Bears here only pay for what you need. Liberty. Liberty. Liberty. Liberty. Ugh, these balls are moist. Or is that the damp weight of selfawareness you now hold in your hands . Yeah laugh keep your downstairs dry with Gold Bond Body powder. Keep your downstairs dry Kevin Bacon here. You know me from six degrees of well. Me. But its time to expand. See, visible is wireless with no surprise fees, legit unlimited data, powered by verizon for as little as 25 a month. But when you bring a friend every month, you get every month for 5. So im bringing everyone within 12 degrees of me. Bam, 12 months of 5 wireless. Visible. As little as 25 a month. Or 5 a month when you bring a friend. Powered by verizon. Wireless that gets better with friends. Oh are you using liberty Mutuals Coverage Customizer tool . So you only pay for what you need. Sorry . Limu, youre an animal only pay for what you need. Liberty. Liberty. Liberty. Liberty. Delicia this is where all our recycling is sorted 1. 2 million pounds every day, helping to make San Francisco the greenest big city in america. But thats not all youll find here. There are hundreds of goodpaying jobs, with most new workers hired from bayviewhunters point. We dont just work at recology, we own it, creating opportunity and a better planet. Now, thats making a difference. Out there in the distance, on that ridge line, you dont see any flames. But you can see the smoke. And i smell the fire where im standing very strongly right now. The biden administration wants to stop fires like this by stopping the effects of Climate Change. And they want to stop the effects of Climate Change by turning to infrastructure. But its not the infrastructure you might think. Its infrastructure that believe it or not looks a lot like this. One of the more controversial parts of the american Jobs Plan is President Bidens desire to broadly define infrastructure to address problems in the u. S. A record 4. 2 million acres burned in california last year. And theres many more fires this year than last year. This is the Command Post of the palisades fire. Captain eric scott. This is unusual that its the Month Of May and the temperatures are pretty cool and we have such a significant fire. Reporter you see a connection between Climate Change and the fires you are fighting . Were certainly seeing effects of Climate Change. Were seeing increased temperatures in the summer months. Were seeing things dry out. Reporter one of the ways the biden Infrastructure Plan aims to change Climate Change is electric feicks. Including the Ford F150 that the president drove in may. Electric vehicle charging only. If it was up to President Biden, a lot more Parking Spaces just like this. He is spending 174 Billion investment in electric vehicles, proposed in his Infrastructure Plan. And expanding Vehicle Infrastructure in the united states. Including 15 Billion on these things alone, Charging Stations. These are the kind that Charge Plugin Hybrid minivan right there and theres a Nissan Leaf over here. More affordable options than most Electric Cars on the roads today. And frankly, Thats Part of the problem. Affordable electric vehicles are the exception rather than the rule. Right now tesla has the biggest market share, by far. I even drive one and i own some stock through my Retirement Account in the company. But for a lot of people, teslas are too castly. If you hang around the Charging Stations, youll hear the pros and the cons. Whats it like to drive an electric car than the cars in the past . I dont think of the prices of gas. Its convenient. And im not adding any footprint in terms of carbon emissions. Reporter do you see a day when everybody drives Electric Cars in the united states . They should. Its an expensive car for you. Reporter its expensive . Can you see a day when everyone is driving cars like this . I would like to see it today. Reporter what is stopping People Today . The price. A lot of my friends want a tesla. They cant afford it. Reporter look at this. This is like the Back To The Future car. What did you have before you got an electric vehicle. Not to get too personal, probing . What does something like this run . How much would it cost to get a vehicle of yours . Probably a decade of savings for most americans. Reporter a decade of savings for most americans. Over 100 grand . More than that. Reporter more than that . Can i ask how much it is . No. Reporter but its not cheap. Its not cheap. Reporter what do you do for a living . I am retired. Reporter what were you doing before . I was in the insurance business. Jewelry design. I own a print shop. Reporter cool. Anybody wants to get near the Car Reporter it starts filming. You see every person that walked by the car. Reporter youre going to Push The Button and see an nbc News Crew taking photos like a psychos. If youre not listening, you cant hear it. The common factor in President Bidens plan is that most People Cant afford a new car let alone an electric one. 20 of the cars are 16 years old. This is a producers beautiful prized toyota carolla. How many miles are on it . 200,000. December 2005. Reporter almost in the top 5 . Six more months. Reporter feeling good. The biden administration understands electric vehicles are out of reach for many americans. Thats why 100 Billion of the 174 Billion would go towards Tax Rebeats for buying them. Even that might not be enough for an america with a hollowedout Middle Class. Can you see yourself in an electric car . Absolutely. Reporter how long have you been driving this one . 18 years. Reporter why havent you gotten an electric car already . Im going to drive this until this dies. Reporter until the wheels fall off. Cost is a factor. Reporter cost is a factor . Oh, yeah. Reporter quick question yeah. Reporter can you see yourself having an electric car . Absolutely. Reporter how come you dont now . I dont have enough money anymore. Went through a divorce. Reporter sorry to hear that. Went through a divorce. Doesnt have enough money. Can i ask you a quick question. President wants everyone to have an electric car. Can you see yourself having an electric car . You said price. You said money. Is that what you said . Yes, sir. Reporter almost 45 bucks. Two weeks ago, it was 39. Reporter prices may vary, as they say. Not with an electric car . Not as much. Reporter the american Jobs Plan envisions Retraining Mechanics to service electric vehicles. That is a service will grow in demand as electric vehicles grow in number. This spring, i visited a family that has an Auto Repair Shop in l. A. President biden says hes going to have a big bill about infrastructure and theyre going to fix bridges and roads and tunnels and create jobs. One of the things theyre going to do is put a lot of money into Electric Cars. Is that a problem for you . Yeah. Yeah. Reporter i dont see a lot of Electric Cars getting fixed here . This area, no. Yeah. You need the more preparation, more knowledge. Reporter training. Training. Those cars are a little different. Reporter thats not easy for someone like you who has been doing this for a long time . I would have to go to school. Reporter you want to go back to school . I dont have maybe the age. Reporter looking out for you, too. We try to work it. Brakes. Alignments. Tires. But it a regular job. The engine, thats a little different. Reporter in this neighborhood, do you get a lot of Electric Cars . Not really. Still using the gasoline. Reporter a regular car. In some cities, if you want to drink clean water, you have to buy one of these things. Thats why the biden administration is wanting to spend billions on modernizing Drinking Water in the united states. That might mean were drinking recycled water soon. That is after the break. Not to be gross. But is that food on top of the water . Eh uh, Eh Uh Flow Oh My Gosh where Man Go Oh My Gosh if a man see me Oh My Gosh i guess you never know what you got til its flow Oh My Gosh where Man Go Oh My Gosh if a man see me Oh My Gosh i guess you never know what you got til its Eh Uh, Eh Uh Eh Uh, Eh Uh Eh Uh, Eh Uh Eh Uh are you tired of clean clothes that just dont smell clean . Welcome to my house, which you may or may not know by now, which is in the city of Los Angeles. That makes this thing, somewhat of a miracle. Not just because its delicious but because were in the middle of a megadrought. And its only getting worse because of Climate Change. What we are going to do about our water is the subject of a massive Infrastructure Project in the city of Los Angeles. And the big solution, as it turns out, is this. When i say this, i mean this. Theres no tap in l. A. Discharging recycled sewage yet. But the city knows it has to do something big and bold its current sources of water are literally drying up. When it comes to infrastructure in the united states, there are few projects that are more important than what you can probably hear right now, this thing. This is whats known as the cascades at the Los Angeles aqueduct. This is what made modern Los Angeles as we know it possible. It was dedicated in 1913. Very famously by william mulholland. He said in a Ceremony Up in these hills, there it is, take it. Before they turned a crank and released all of this water into the city of Los Angeles. Come look at this. When you look this way, all this water has been piped for hundreds of miles. Hundreds of miles from the Eastern Sierras into Los Angeles, without a single pump, all using the force of gravity. At the time, it was so monumental, that it changes the face of Los Angeles as we know it. And today, hundreds of billions of gallons of water are piped into the city of Los Angeles, every single year. Thats Water Today that is starting to dry up because of the forces of nature. And here is the thing. Today, l. A. Has to come up with a plan. What are they going to do in a time when this is drying up the Water Supply. Not just from here, but from the colorado river. And thats exactly why the city of Los Angeles is looking at the biden administration to solve one of the most desperate Infrastructure Problems in united states. Los angeles knows what to know. On a small scale, its here. Theres some deeper holes here. Reporter you tell me. Between the 1940s and 2013, the Los Angeles worker was fishing. Its once again, into a river. Its famous for fly fishing. Straight up and straight back. Just like that. Reporter this is the fly in fly fishing. Ready . Here we go. There you go. Reporter do it again . Yep. Youre a natural. Reporter this is amazing. First time. Reporter another environmental here is the l. A. River, is if there is water in it at all. Los Angeles Averages about 12 inches of rain a year. This section of the river, is less than a mile away from here. And that is water that is getting pumped in. Reporter during l. A. s dry season, the water in the river is water from showers, sinks and toilets, is being processed. So, this water, you know it. I dont think a lot of people do. It might have started in our toilets this morning, for all we know. About 12 hours. Maybe last night. Thats right. And theres actually a shift in the rivers, depending on how often they pump water in. Sometimes, its water over the bay here. Reporter right now, the level is determined on the water released. In an hour, youll be like, the water is over the bank here. Because theyre pumping in water. Reporter take a look. Thats fresh water. You got a fish. You got a fish. Youre on. Take your hand off the wheel. Youre on. Reporter you sure . You are definitely on a fish. Take your time. Oh, it came off. Reporter no. I feel him still. Oh, no. You didnt do anything wrong. He just spit it up. I have the hook. He spit it up. Reporter the one that got away. In the rainy season, the l. A. River is made by Storm Trains and snow melt. But in the long dry season, the source is recycled Waste Water. Michael ruiz is the chief plant operator. Reporter is it safe to say, this is the help for critical infrastructure . Yes. Reporter this is cool. This is a 24 7 operation. Reporter always here. Always someone here. Reporter 800,000 residents are flushing their toilet, taking a shower, et cetera. That water, 25 Million gallons of that water is here every day. All that is recycled into lakes, the l. A. River. Yeah. Thats pretty big. Reporter the control center, that beeping makes me nervous. Is that a bad thing . Mark . Typically no. Reporter what is that beeping now . You were able to fix that . No. Im able to be aware. Reporter when the flow is off from the set point, what from consequences of that . It just happens. Reporter were good . Yeah. Not too bad. Reporter thats untreated sewage. Youre right. Reporter youre lucky this is not smellovision. It doesnt smell particularly good. That smell, and the Waste Water and solids causing it. Hundreds of millions of gallons every day. This is where the water is entering for the first time in the facility . This is fresh Waste Water . Can with go there . Whoa. What is that . Thats Toilet Paper . Toilet paper. As the Waste Water flows from the plant, it gets cleaner in each process. Where we just came from, not clean at all. Taking out Toilet Paper and other things like that. Down here, not so clean. But cleaner. Reporter yeah. It doesnt smell good yet. Reporter no. As we move from this way out there, it gets cleaner and cleaner. Thats right. Reporter at this point, this is the beginning of the february . Beginning of february. Reporter not to be gross, but is that poop on the top of the water . Its the mixture of millions and millions of bacteria that are growing in there. One big culture. What we do here is normally, what happens in a natural environment. We just add the air and just compact it, Make Treatment Go A Lot quicker. Reporter let me ask you, sitting over a football fieldsized tank of almost raw sewage, when you hear the president wants to spend billions of dollars, Tens Of Billions on water in the united states, what does that make you think or feel . A lot of people will be employed. Right . Thats a good thing. Reporter to see how vast the treatment for treating water is, he took me in the tunnels under the plant. What happens down here . This is where the inner piping, the whole Treatment Plant comes underneath. Reporter these are the guts. The guts of the plant, right. Reporter whoa. Not to be overdramatic, but the future of civilization, in a way, will be determined by the technology were standing in the middle of right now. Whether or not we have water to survive as a species. Is that fair to say . How many dollars does biden want to spend . Reporter billions. Tens of billions. When its in terms of infrastructure and that kind of thing, it will be pipes of sludge and things like that. Reporter once is water is fully treated, its ready for release. 12 hours ago, this water was being flushed down toilets. And it made its way to the Treatment Facility to be treated and recycled. Thats whats happening here. People kayak in it. People go Fly Fishg in it. But the majority of water in Los Angeles is treated but not recycled. Thats part of the problem. This is the water that started how many hours ago . About a day. The entire process, about a day. About a day ago, what i flushed down my toilet, has ended up with this . Yeah. Big businesses like major League Baseball Trust tmobile. Because the business of baseball reaches across america, just like tmobiles 5g. Were on our way five miles into the Pacific Ocean to see where the city of Los Angeles is currently discharging hundreds of millions of gallons of treated Waste Water every, single day. Whoa. Every day Los Angeles treats hundreds of millions of gallons of Waste Water. Only a small portion is recycled into the l. A. River. The Rest Isnt recycled everywhere. Even though its treated, its piped miles into the Pacific Ocean and discharged. Some scientists, whose job is it to monitor the water out there, took me on a run. The ocean is shallow at this point. But the waves were big and began to take their toll on the production team. Arnie is down for the count. Feel a little woozwoozy. You all right . Hes going to be okay. Theyre about to drop this thing. Tell us what were doing. Were going to send over this carousel package, which includes all these bottles and the ctv down below. Reporter the pipe is below us . Right below. Reporter how are you feeling, craig . Just about to throw up. Reporter my man. How are you feeling . Great. Wonderful. Reporter good. Perfect. Let go. Reporter did you see anything . We saw what you normally see. You see solidarity. Its normal water quality. Reporter translation, thats clean water. Right now only marine creatures are benefiting from it. With this massive Infrastructure Project, that is going to change. This is an important goal for a city that imports most of its water from hundreds of miles away, from place wheres the Water Supply is threatened by drought and Climate Change. To hear more about l. A. s water independence plan, i met Eric Garcetti this is better than universal studios. Reporter l. A. s hyperion Waste Water treatment plan, the largest west of the mississippi. When you flush the toilet, when you run the garbage disposal, when you take your shower, 81 chance, it will end up right here. Reporter this is where it ends up . Yep. Reporter this piece of infrastructure as a whole, is probably one of the most important pieces of infrastructure. Without hyperion, l. A. Will not work. You can talk about the sunshine, the transit system. L. A. Would not work if we did not have hyperion. Its an underappreciated engineering marvel. There it is, the smell. Reporter you like that smell . It is, to me, that is the smell of a city working. Reporter its the smell of a future, in a way. Yes. To all of us. A majority of Human Beings live in cities. So many cities around the world, when i talk to my fellow mayors dont have this yet and need it. I think, you know, Cities Cant Grow and Cant Work without basics. Also, what were confronting with our environmental crisis, is not just about heating and current. Its about health. If you cant Take Care of sewage, Disease Spreads and pandemics can come about. This is as important for our Human Health as for the earth. Reporter this is pretty clean. The byproduct is as clean as its going to get. Reporter by the time we put it in the ocean, its not drinkable. But its lost all of the bacteria. The last place that needs more water right now, is the ocean. Imagine if we brought it back in, clarified, recycled, crystal clear, drinkable, for the city. Reporter as the mayor of the secondlargest city in the country, you look at this, treated Waste Water and think, were going to be drinking that by 2035 . We already are. Whether you do it through natural recycling of water in nature or places south of us, in orange county, in america, other countries. Recycled water is not new. We lost the battle when someone said toilet to tap. And people were grossed out. I say from showers to flowers. You recognize all water is recycled, were giving away the most precious resource, when were sitting on a gold mine right here. Reporter want to be superclear. The mayor of Los Angeles is saying, by 2035, the 4 Million residents of this city, hopefully will be drinking this stuff, that started hours ago in our homes and showers and toilets . Absolutely. Youll have the sweetest, cleanest, clearest Water And Right here from l. A. Reporter already Los Angeles has one small facility on Purif Water to the point that people can drink it. The water doesnt get piped back to homes. The plant goes through the steps that tillman and hyperion do and adds more at the end. E osmosis. And the final stage of the process, that treats the water with ultraviolet light. This is the equivalent of the most extreme Tanning Bed for water. Exactly. The u. V. Light enhanced with the chlorine is going to destroy everything that might have gotten through the reverse system. Reporter if theres any virus, up inside the water if theres covid left, This Machine is going to get rid of it . Exactly. Lets go taste the water. Reporter taste the water. The Terminal Island plant, has a tasting station, with two faucets to make comparisons. One goes to the households. And the other tap gives you the water thats purified in the plant. This is like wine tasting. This is the water thats delivered to my house, as a resident of the city of Los Angeles. Delicious. Okay. Ill put it right here. This is the water that started how many hours ago . About a day. About a day. The entire process, about a day. Reporter about a day ago, what i flushed down my toilet, has ended up with this . Yeah. How is it . Reporter that is delicious. Thats good. So, for your whole life, youve lived as the closest house on your block to the 710 freeway . Right here, yeah. Im wearing this orange vest so i dont get hit by a piece of heavy machinery, like that thing. When President Biden named his Infrastructure Proposal the american Jobs Plan, with a foundational principle of buy american, it could be confusing to you. To be hns, it was confuing to me. But theres no better place to understand what he was talking about, on all of planet earth, than right here, at the Port Of Long Beach. Im on the 710 freeway southbound, headed for Long Beach. And its not an exaggeration to say, almost everything you buy in the united states of america, online or in a retail store, in that looks just like that or that or that, and actually thats one of the big problems that the biden Infrastructure Plan is trying to fix. Those things, they are very, very polluting to this area. The Port Of Long Beach is one of the most important pieces of infrastructure in the u. S. , if not the world. It provides tens of thousands of goodpaying jobs in the immediate area, and it literally supplies millions of not as greatpaying jobs in warehouses and retail across the country. But its also a classic example of how infrastructure can harm marginalized communities. Just off the 710 in Long Beach at a house that literally backs onto the freeway, i met claudia and her 23yearold Daughter camilla who graduated last year from Cal State University Long Beach. What do you do . I work at the port of l. A. In the office harbor department. Nice. And i just got a new job at a Law Firm in downtown Long Beach. So youre working hard . I am, i do. So people who live here, they depend on the port for the economy, for their lives . Hugely, yes. And have things gotten better, worse . Its the same. Since weve moved in, theyve always talked about that they were going to expand the freeway. So youre saying youre worried that they might expand the freeway . Yes. Because that means that will take all these houses. Where am i going to move . We cant afford to move anywhere else because things are so expensive. Do you worry about pollution . Yes. So we dont go outside a lot. Its always indoors. We have to get in ac. Do you guys know people who have asthma . I had asthma all through high school. Would you walk up the freeway with me . For your whole life, youve lived as the closest house on The Block to the 710 freeway. I remember one time when i was 7, 8, we were Planting Tomatoes and a Tire Chunk popped over and hit me in the back. In the yard while you were Planting Tomatoes . Yeah, right over this wall because its our backyard, and it hit me. And i remember picking it up and it was super hot. And my dads like, dont touch it. So, yeah, its right here, tire pops all the time, honking, house shaking. It shows that its not as simple as people from the outside might think. Like, you guys live and depend on the port for your job, but at the same time its like a doubleedged sword for sure. And so why do you say that . The money thats being made, the money thats being spent, paid to longshoremen, but also my health, suffering. People who live by the 710 freeway like Camilla And Claudias family say their health is suffering from the pollution generated by trucks transporting containers from ships out to warehouses. Ironically, while Warehouse Workers generally dont have the kind of Blue Collar jobs that President Biden would define as good paying, the Truck Drivers do. Where do you take your cargo to . Different places. Mostly just warehouses. So i bet youre making more money than the people that work in the warehouses where youre Dropping Stuff off . I know, yeah. Pretty sure. Lets say you make maybe takehome probably 50, 60 for you. Thats a pretty good job. Oh, yeah. As a candidate, President Biden toured this new bridge here at the port. But if hed gone down to the water, he would have seen the perfect example of why the Middle Class needs building back in the first place. Port director Mario Cordero led me into the port. The imports coming into this place 70 from china specifically. What are the odds that something i mightve bought in a store as a consumer or ordered with a Click Online came through this port on a ship just like this . Youve got maybe an 80 chance that it came through this port complex. 80 . Right. How many of these Containers Today are going back from the united states as full as they are when they come in from asia . I would say about a third are going with commodities from the u. S. At this point about twothirds empty. Wow, thats a lot. Lets watch this happen. This is incredible. Look at the little claws. This is like global Trade Version of the Claw Game at pizza hut. More than likely this is an empty container going back to asia. Back along the 710 freeway, Claudia And Camilla have been listening to the debate over President Bidens american Jobs Plan. Do you think theres a need for betterpaying definitely, for the cost of living im working two jobs. I couldnt imagine even working two jobs with a degree, i am not prepared, im not looking forward and im not even considering moving out any time soon. Thats the way it is right now . Yeah. Theres other people that i know that do pay rent, they dont make as much. The president says he wants to help those people. How . I think its just another broken promise, especially something as jobs and to help the Middle Class and the bluecollar workers, something that serious. I think there is no more Middle Class. I dont think there is. Its either, what, rich or . Poor. Which i think were poor. I dont have money to spend extra on anything. We have to budget for certain things. So its either one or the other. Before we left the port, we paid a visit to that bridge the president toured as a candidate. President bidens goal of rebuilding the american Middle Class by Buying American is a pretty lofty proposition, given how hollowed out that american class truly is, its as hollow as the ships leaving this port twothirds empty. This thing right here is called the Long Beach international gateway. Its a new bridge replacing that one right there was built before President Biden took office. This one does not connect the gentrifying neighborhood to a Working Class the one like we saw in Boyle Heights. But it does connect an increasingly american economy over here to the world over there. And calling the proposal the american Jobs Plan, President Biden said he wants to make our economy more equal by paying millions of people healthy wages to make stuff here in the u. S. Instead of importing it from the docks behind me. From that sense even though the Infrastructure Proposal had a lot of different and unconventional parts, whether its electric car Charging Stations or Fighting Climate Change or creating clean water, they are all part of a larger goal to rebuild the american Middle Class. And that is not what infrastructure has done traditionally, whether it is a bridge we saw downtown or this one im standing on right here. Or maybe it is a bridge in your community. Most politicians say they want to reduce or combat the inequality that we all saw tonight. But its not going to happen unless we all understand and we all define infrastructure differently, that is finally when something will change right here at street level. Youre clearly someone who takes care of yourself. So why wait to screen for Colon Cancer . Because when caught in early stages, its more treatable. Im cologuard. Im noninvasive and detect altered dna in your stool to find 92 of Colon Cancers even in early stages. Tell me more. Its for people 45 plus at average risk for Colon Cancer, not high risk. False positive and negative results may occur. Ask your prescriber or an online prescriber if cologuard is right for you. Im on it. Sounds like a plan. Pride month is here, which is not just a celebration, its a commemoration, a time to remember the uprising at new yorks Stonewall Inn back in june of 1969. To many, that moment was a Turning Point in the movement for Lgbtq Rights and trans women of color played a huge role, including two icons marcia p. Johnson and sylvia rivera. Today 52 years later an estimated 1. 4 Million american adults identify as transgender. And while theyll tell you much progress has been made, they also know many challenges re
